ORDER. I WANT TO PREFACE MY COMMENTS BY SAYING I DON'T NORMALLY DRESS LIKE THIS FOR CITY COUNCIL MEETINGS, BUT WE HAVE WE'RE DOING A VIDEO THIS EVENING FOR HOME FOR THE HOLIDAYS.

SO WE'RE GOING TO BE DRESSING VERY FESTIVE AND THE GENTLEMEN ARE GOING TO BE CHANGING INTO THEIR CHRISTMAS SWEATERS.

BUT YES AND YES OR ELSE I'M MAKING YOU WEAR ONE OF THESE HATS.

BUT SO THAT'S WHY I'M DRESSED THIS WAY.

SO THIS IS NOT NORMALLY, NOT NORMAL.

I THOUGHT IT WAS JUST FOR MY GOING AWAY.

YEAH. I, YES, IT'S BECAUSE YOU DRESS SO INCREDIBLY THAT I WANTED TO LOOK REALLY GOOD.

[LAUGHTER] HE IS THE MOST STYLISH COUNCIL MEMBER I'VE EVER, EVER SERVED WITH, WITHOUT A DOUBT. SO I'M SORRY, GENTLEMEN.

[LAUGHTER] WELL, MAYBE ONCE HE'S ONCE HE'S GONE, YOU HAVE A CHANCE.

LORD WE THANK YOU FOR HIS LONG SERVICE TO THE CITY OF SOUTHLAKE AND WE PRAY BLESSINGS AND WISDOM ON HIM.

IT'S A LITTLE BITTERSWEET BECAUSE WHILE WE'RE VERY EXCITED TO WELCOME NEW MEMBERS TO THE COUNCIL, THE FIRST ORDER OF BUSINESS IS SAY GOODBYE TO FRIENDS AND COLLEAGUES THAT WE HAVE SERVED WITH FOR A VERY LONG TIME.

BEING ON COUNCIL IS A LOT MORE THAN SITTING UP HERE AND BEING AT MEETINGS.

WE DO MANY, MANY SOCIAL EVENTS TOGETHER.

WE GET TO KNOW EACH OTHER'S FAMILIES.

WE WATCH EACH OTHER'S CHILDREN GROW.

WE REALLY BECOME A TEAM.

AND TONIGHT I'M SAYING GOODBYE TO SOME PEOPLE THAT WERE ON MY TEAM.

AND TONIGHT, OUR FIRST COUNCIL MEMBER THAT WILL BE SAYING FAREWELL TO IS DR.

SHAHID SHAFI. AND I THINK THAT HE AND I'VE PRETTY MUCH SERVED TOGETHER ALL BUT MAYBE ONE YEAR OF YOUR SERVICE.

I BET YOU THAT WAS A GOOD YEAR, RIGHT? I WAS GONE. [LAUGHTER] WE'VE HAD A LOT OF FUN.

AND ALTHOUGH I THINK I PUSHED YOU OUT OF YOUR COMFORT ZONE A FEW TIMES, MAKING HIM MORE FUNNY SWEATERS AND FUNNY DECORATE HIS, YOU KNOW, A LITTLE LITTLE FLUFFY THINGS FOR THE HOLIDAYS. BUT NO, WE'VE YOUR SERVICE HAS BEEN EXEMPLARY TO THE CITY.

YOU'VE BEEN DEDICATED.

YOU HAVE BEEN SOMEONE WHO OFFERS A WEALTH OF KNOWLEDGE THAT NO ONE ELSE ON THE COUNCIL HAD. OBVIOUSLY, YOUR BACKGROUND IS DIFFERENT THAN ANYONE ELSE ON THE COUNCIL.

AND THAT'S BEEN A GREAT VALUE, NOT JUST TO THE COUNCIL IN OUR BUSINESS MAKING DECISIONS, BUT ALSO TO THE CITY AND THE CITIZENS THAT WE SERVE, WHICH IS ULTIMATELY OUR GOAL.

YOUR PARTICULAR LOVE AND SUPPORT FOR OUR POLICE AND OUR FIREFIGHTERS AND REALLY ALL OF OUR CITY STAFF DID NOT GO UNRECOGNIZED.

AND ALWAYS I LOVE HOW YOU ALWAYS AFTER I SAY ANY MORE QUESTIONS AND EVERYONE SAYS NO, THEN YOU ALWAYS HAVE THREE MORE QUESTIONS.

AND SO I PAUSE AND I [LAUGHTER] BUT IT IS ALWAYS HARD WHEN THE TEAM CHANGES.

IT'S JUST HARD.

BUT WHEN YOU SEE THE AUDIENCE LIKE THAT, THAT MAKES YOU FEEL THAT IT'S ALL WORTH IT. IT REALLY DOES.

IT'S ABSOLUTELY A WONDERFUL EXPERIENCE.

AND BECAUSE OF THAT, WE TEND TO BECOME CYNICAL.

WE TEND TO BECOME CYNICAL OF OUR COUNTRY, OUR POLITICAL SYSTEM, OUR POLITICAL LEADERS, SOCIAL SYSTEM, OUR EDUCATIONAL SYSTEM, OUR BUSINESS ENVIRONMENT.

WE JUST TEND TO BECOME CYNICAL AND STOP AND STOP BELIEVING IN OURSELVES.

AS AN IMMIGRANT WHO CAME TO THIS COUNTRY 30 YEARS AGO, WITH VERY LITTLE.

YOU KNOW, WHERE I'M SITTING TODAY IS A LIVING TESTAMENT.

THAT THE AMERICAN DREAM IS ALIVE AND WELL.

SO WE SHOULD NEVER FORGET THAT, AND THAT'S WHAT I WOULD LIKE TO REMIND EVERYBODY THAT HAVE FAITH IN OURSELVES, HAVE FAITH IN OUR COUNTRY, HAVE FAITH IN OUR VALUES, AND HAVE FAITH IN WHAT WE STAND FOR.

EVERY NOW AND THEN, IT'S GOOD TO GO BACK AND READ THE DECLARATION OF INDEPENDENCE AND OUR CONSTITUTION AND THE PREAMBLE TO THOSE GREAT DOCUMENTS, THEIR WORDS IN THOSE DOCUMENTS THAT HAVE CHANGED THE COURSE OF HUMAN HISTORY, NOT JUST FOR AMERICA, BUT FOR THE ENTIRE GLOBE. THE IDEA THAT EVERYBODY HAS A GOD GIVEN RIGHT TO LIFE, LIBERTY AND THE PURSUIT OF HAPPINESS IS FOREVER TRUE.

AND AMERICA WILL ALWAYS REMAIN A BEACON OF HOPE FOR EVERYBODY AROUND THE WORLD AND WE IN SOUTHLAKE AND WE MAY NOT FEEL IT THAT WAY, BUT WE REPRESENT THOSE VALUES.

EVERY TIME WE COME AND WE GO CAST OUR VOTE AND WE COME AND WE RUN FOR OFFICES AND WE COME AND SERVE IN THESE OFFICES, AND THE CITIZENS HAVE THE RIGHT TO COME UP HERE AND QUESTION US WITHOUT FEAR OF PERSECUTION.

THAT IS AMERICA.

IN LIVE ACTION.

AND WE DON'T REALIZE THAT.

THIS TRANSFER OF POWER, WHAT YOU ARE SEEING HERE TONIGHT IS TRANSFER OF POWER, A PEACEFUL TRANSFER OF POWER.

I WAS REFLECTING ON YOUR SERVICE AND I WAS THINKING, WELL, IT'S NOT JUST CITY COUNCIL WAS ALSO PLANNING AND ZONING.

AND I CAN REMEMBER BACK IN THE DAY BEFORE YOU EVER RAN SEEING YOU AT EVENTS AROUND TOWN.

AND I KNOW THAT YOU'VE COMMITTED YOURSELF TO THIS COMMUNITY FOR A LONG TIME.

SO I GOT A LITTLE BIT CURIOUS AND I WENT BACK AND I BELIEVE THAT THERE HAVE BEEN 142 OF THESE REGULAR MEETINGS SINCE YOU WERE ELECTED TO CITY COUNCIL.

BUT WHAT PEOPLE DON'T KNOW IS THAT YOU'VE ATTENDED THOSE 142 MEETINGS, GIVE OR TAKE, AND SPECIAL MEETINGS AND WORKSHOPS AND SPECIAL EVENTS.

AND YOU'VE REVIEWED PACKET MATERIALS AND YOU'VE RESPONDED TO EMAILS AND PHONE CALLS AND MET PEOPLE ON SITE.

IT'S REALLY A MUCH BIGGER JOB THAN PEOPLE REALIZE.

AND YOU DO IT AS A VOLUNTEER.

AND SO I ALWAYS WANT TO USE THE WORD SUPER VOLUNTEER WHEN I THINK ABOUT THE ROLE THAT THE COUNCIL PLAYS AND HOW MUCH YOU ARE COMMITTED.

AND THINKING ABOUT YOUR TIME WITH THE CITY COUNCIL, I'M SURE YOU FEEL LIKE I DO VERY PROUD OF THE WORK THAT WE'VE DONE TOGETHER, WHETHER IT'S OPENING NEW PARKS OR FACILITIES, WELL CONSIDERED MASTER PLANS AND THE TIME THAT HAS BEEN PUT INTO THOSE SO THAT THIS COMMUNITY DEVELOPS AND BECOMES WHAT WE ASPIRE TO HAVE IT BE SOMEDAY.

THE STRONG FINANCIAL PLANS I ALWAYS KNEW COMING INTO A BUDGET MEETING.

I BETTER BE READY TO ANSWER YOUR QUESTIONS AND TO JUSTIFY THE REQUESTS THAT WE WERE MAKING, BECAUSE YOU WOULD GIVE THE BUDGET AND OUR FINANCES VERY CLOSE ATTENTION AS YOU DID EVERYTHING THAT WE BROUGHT BEFORE YOU OR THAT CAME BEFORE YOU.

SO WE JUST WANT YOU TO KNOW HOW APPRECIATIVE WE ARE OF THE TIME THAT YOU'VE SPENT WORKING WITH US AND THE DECISION THAT YOU MADE ALL THOSE YEARS AGO TO STEP FORWARD.

THE SUPPORT OF A FAMILY IS JUST ABSOLUTELY CRITICAL WHEN ANYBODY'S IN PUBLIC SERVICE.

BUT ONE OF THE THINGS THAT I SEE IS THAT YOUR CHILDREN HAVE GROWN UP WATCHING YOU SERVE AND HAVE A WONDERFUL ROLE MODEL FOR PUBLIC SERVICE AND WHAT IT MEANS TO GIVE BACK TO YOUR COMMUNITY. SO I THINK THAT'S FABULOUS.

AND I REMEMBER YOUR MOTHER STANDING IN THE AUDIENCE SO PROUD.

SO IT'S DEFINITELY A FAMILY AFFAIR.

YOU KNOW, YOU WERE NEVER AFRAID TO ASK THE HARD QUESTIONS AND THAT WAS A REAL BENEFIT, I THINK, TO ALL OF US, ESPECIALLY MYSELF AND AS YOUNG COUNCIL MEMBER.

YOU SAID, MAKE YOURSELF AVAILABLE, BUT JUST MAKE YOURSELF AVAILABLE FOR NO MORE THAN THIRTY MINUTES.

I WILL TELL YOU, I REMEMBER STANDING ON THE FRONT STEPS OF THIS BEAUTIFUL BUILDING TRYING TO CONVINCE CHRIS THAT HE NEEDED TO RUN FOR CITY COUNCIL BECAUSE HE WAS THE PRESIDENT OF THE BOARD OF TRUSTEES OF CARROLL ISD AT THE TIME AND HAD SERVED ON THE CARROLL ISD FOR SEVERAL YEARS AND WAS VERY HAPPY DOING A VERY GOOD JOB FOR US AT THE SCHOOL DISTRICT.

AND WE WERE HAVING A SPECIAL ELECTION AND WE NEEDED SOMEONE WHO COULD STEP UP REALLY QUICKLY AND RUN IN JUST GOSH, A MATTER OF WEEKS, REALLY.

AND HE WAS NOT HAVING IT.

[LAUGHTER] SO I SAID, MEET ME AT TOWN SQUARE AND I TOOK HIM OUT FRONT AND I SAID, LOOK AT THIS CITY AND YOU CAN MAKE REAL MEANINGFUL CHANGE IN THIS POSITION.

AND HIS LOVE OF THE CITY WON OUT, WHICH I KNEW IT WOULD, AND HE AGREED TO RUN.

AND THE DECISIONS THAT WE MAKE AREN'T JUST DECISIONS THAT AFFECT US TODAY.

WE EVERYBODY TALKS.

WHAT IS THIS GOING TO DO TO US TWO, THREE, FIVE, TEN YEARS DOWN THE ROAD? AND SOMETIMES THE THE IMMEDIATE ISSUE AT HAND DOESN'T ALWAYS GIVE YOU THE OPPORTUNITY TO EXPRESS, YOU KNOW, WHAT THE CARE AND CONCERN IS OF THIS COUNCIL.

AND THIS PROGRAM IS REALLY BENEFICIAL TO IN OUR SUSTAINABILITY EFFORTS TO REALLY KEEP THOSE ORGANIC MATTERS OUT OF THE LANDFILL.

AS YOU MOVE THE ROAD TO THE WEST, THE 572 FLARES OUT AND IT GETS A LOT LONGER.

SO WHEN THEY GO FROM A I'M GOING TO SAY MAYBE A 30 FOOT BRIDGING, WHICH IS RELATIVELY BENIGN TO SOMETHING THAT COULD BE AS LONG PARDON ME, AS 100 FEET, I THINK IN ONE RENDITION WE LOOKED AT IT WAS 90 FEET.

A 90 FOOT BRIDGE IS LIKE A HEAVY DUTY TXDOT HIGHWAY BRIDGE, IN THIS CASE IN THE MIDDLE OF THE WOODS. AND THAT COULD BE DONE.

BUT I DON'T THINK ANYBODY WANTS THAT AND THAT'S WHAT COULD BE REQUIRED.

I HAVE NOT HAD DIRECT COMMUNICATION WITH THE CORPS OF ENGINEERS ON THIS PROJECT.

AND SO THE REASON I ASKED TO INCLUDE THIS IS SO WE DON'T END UP WITH A PROJECT THAT CAN BE BUILT THAT NOBODY WANTS.

OF COURSE, IN 90 FOOT BRIDGE IS A WHOLE LOT MORE EXPENSIVE, TOO, AND THAT MAY AFFECT THE FEASIBILITY OF THE PROJECT.

BUT REALLY, IF YOU GO FROM A DECK BRIDGE TO SOMETHING THAT HAS TXDOT CONCRETE I-BEAMS, THEY CAN BE FIVE OR EIGHT FEET TALL BY THEMSELVES.

SO YOU WOULD END UP WITH THIS MASSIVE STRUCTURE OUT THERE AND IT WOULD I KNOW Y'ALL WOULDN'T LIKE IT. I WOULDN'T LIKE IT.

AND I JUST THINK IT'S BETTER.

I DON'T KNOW WHAT THE CORPS IS GOING TO REQUIRE AT THIS POINT, BUT BASED ON MY OWN EXPERIENCE, I THINK OUR OPTIONS ARE GOING TO BE LIMITED.
