OH, OK, WE'LL GO AHEAD AND CALL THE REGULAR NOVEMBER 17, 2020 CITY COUNCIL MEETING TO

[1. Call to order]

[00:00:07]

ORDER. I WANT TO PREFACE MY COMMENTS BY SAYING I DON'T NORMALLY DRESS LIKE THIS FOR CITY COUNCIL MEETINGS, BUT WE HAVE WE'RE DOING A VIDEO THIS EVENING FOR HOME FOR THE HOLIDAYS.

SO WE'RE GOING TO BE DRESSING VERY FESTIVE AND THE GENTLEMEN ARE GOING TO BE CHANGING INTO THEIR CHRISTMAS SWEATERS.

BUT YES AND YES OR ELSE I'M MAKING YOU WEAR ONE OF THESE HATS.

BUT SO THAT'S WHY I'M DRESSED THIS WAY.

SO THIS IS NOT NORMALLY, NOT NORMAL.

I THOUGHT IT WAS JUST FOR MY GOING AWAY.

YEAH. I, YES, IT'S BECAUSE YOU DRESS SO INCREDIBLY THAT I WANTED TO LOOK REALLY GOOD.

DOUBT. SO I'M SORRY, GENTLEMEN.

BUT THANK YOU ALL FOR BEING HERE TONIGHT.

WE'RE REALLY HONORED TO HAVE ALL OF YOU.

AND WE'LL START OUR MEETING WITH OUR INVOCATION AND OUR PLEDGE.

WE INVITE OUR CITY CHAPLAIN, PASTOR REED, TO COME FORWARD AND LEAD US IN PRAYER, FOLLOWED BY THE PLEDGE. LET'S PRAY, DEAR LORD, WE THANK YOU FOR THIS EVENING, WE GIVE THANKS TO YOU FOR THIS TIME OF YEAR WHEN WE STOP AND JUST REMEMBER YOUR GOODNESS TO US, THE FACT THAT WE HAVE KITCHENS FULL OF FOOD AND A COMMUNITY WITH HOMES.

AND YOU HAVE BEEN SO GRACIOUS TO US.

WE GIVE THANKS FOR THAT.

WE ALSO GIVE THANKS TONIGHT FOR DR.

SHAFI AND CHRIS ARCHER.

WE THANK YOU FOR THEIR LONG SERVICE TO THE CITY.

WE PRAY BLESSINGS UPON THEM.

WE GIVE THANKS FOR THEIR FAMILIES WHO HAVE SHARED THEM WITH US FOR YEARS.

NOW WE PRAY THAT YOU WOULD STRENGTHEN THOSE BONDS AND GIVE THEM PEACE AND JUST BLESS THEM. LORD, WE ALSO TONIGHT GIVE THANKS FOR NEW PEOPLE ON CITY COUNCIL.

WE THINK OF RANDY.

LORD WE THANK YOU FOR HIS LONG SERVICE TO THE CITY OF SOUTHLAKE AND WE PRAY BLESSINGS AND WISDOM ON HIM.

WE ALSO THANK YOU FOR CATHY.

AND WE ASKED OR THAT YOU WOULD BLESS HER AND BE MERCIFUL TO THESE THAT ARE COMING TO SERVE OUR CITY. WE PRAY THAT YOU WOULD GIVE THEM EXCEPTIONAL WISDOM TO KNOW WHAT TO DO IN THE MIDDLE OF DIFFICULT DECISIONS.

WE PRAY BLESSING UPON THEIR FAMILY AND WE GIVE THANKS FOR THEM.

BUT WE ALSO GIVE THANKS FOR YOU TONIGHT.

AND IT'S IN JESUS NAME.

WE PRAY. AMEN.

AMEN. THANK YOU, PASTOR.

JOIN ME IN THE PLEDGE.

AND THE TEXAS PLEDGE.

GREAT. THANK YOU VERY MUCH, PASTOR REED.

NEXT ON THE AGENDA, WE HAVE A SOUTHLAKE BUSINESS SPOTLIGHT.

[3. Southlake Business Spotlight - Custom Ink]

DIRECTOR CORTEZ, IF YOU'LL INTRODUCE US TO OUR LOCAL BUSINESS.

THANK YOU, MAYOR AND MEMBERS OF THE CITY COUNCIL.

I AM EXCITED TODAY TO BRING YOU GUYS CUSTOM INC.

[00:05:57]

GREAT. SO I DON'T WANT TO HOLD UP THE FESTIVITIES, BUT IF THERE ARE ANY QUESTIONS THAT COUNCIL MAY HAVE, I'D BE HAPPY TO PASS THOSE ALONG TO CUSTOM INC.

NO QUESTIONS.

I'M GLAD TO SEE A NEW BUSINESS LIKE THAT IN TOWN.

AND I LOVE THE VIDEO.

I THINK THAT'S GREAT BECAUSE THEN WE CAN PLAY IT ON MULTIPLE PLATFORMS AND REALLY GIVE THAT NEW BUSINESS A NICE BOOST.

SO GOOD IDEA.

ABSOLUTELY. GREAT.

THANK YOU, DANIEL. ANYTHING ELSE? NO? OK.

OK, WELL TONIGHT'S A BIG NIGHT AND I SEE WE HAVE A LOT OF FAMILIES HERE AND A LOT OF

[4. Recognition for outgoing Councilmember Shahid Shafi]

FRIENDS HERE.

IT'S A LITTLE BITTERSWEET BECAUSE WHILE WE'RE VERY EXCITED TO WELCOME NEW MEMBERS TO THE COUNCIL, THE FIRST ORDER OF BUSINESS IS SAY GOODBYE TO FRIENDS AND COLLEAGUES THAT WE HAVE SERVED WITH FOR A VERY LONG TIME.

BEING ON COUNCIL IS A LOT MORE THAN SITTING UP HERE AND BEING AT MEETINGS.

WE DO MANY, MANY SOCIAL EVENTS TOGETHER.

WE GET TO KNOW EACH OTHER'S FAMILIES.

WE WATCH EACH OTHER'S CHILDREN GROW.

WE REALLY BECOME A TEAM.

AND TONIGHT I'M SAYING GOODBYE TO SOME PEOPLE THAT WERE ON MY TEAM.

AND TONIGHT, OUR FIRST COUNCIL MEMBER THAT WILL BE SAYING FAREWELL TO IS DR.

SHAHID SHAFI. AND I THINK THAT HE AND I'VE PRETTY MUCH SERVED TOGETHER ALL BUT MAYBE ONE YEAR OF YOUR SERVICE.

I BET YOU THAT WAS A GOOD YEAR, RIGHT? I WAS GONE.

AND ALTHOUGH I THINK I PUSHED YOU OUT OF YOUR COMFORT ZONE A FEW TIMES, MAKING HIM MORE FUNNY SWEATERS AND FUNNY DECORATE HIS, YOU KNOW, A LITTLE LITTLE FLUFFY THINGS FOR THE HOLIDAYS. BUT NO, WE'VE YOUR SERVICE HAS BEEN EXEMPLARY TO THE CITY.

YOU'VE BEEN DEDICATED.

YOU HAVE BEEN SOMEONE WHO OFFERS A WEALTH OF KNOWLEDGE THAT NO ONE ELSE ON THE COUNCIL HAD. OBVIOUSLY, YOUR BACKGROUND IS DIFFERENT THAN ANYONE ELSE ON THE COUNCIL.

AND THAT'S BEEN A GREAT VALUE, NOT JUST TO THE COUNCIL IN OUR BUSINESS MAKING DECISIONS, BUT ALSO TO THE CITY AND THE CITIZENS THAT WE SERVE, WHICH IS ULTIMATELY OUR GOAL.

YOUR PARTICULAR LOVE AND SUPPORT FOR OUR POLICE AND OUR FIREFIGHTERS AND REALLY ALL OF OUR CITY STAFF DID NOT GO UNRECOGNIZED.

AND ALWAYS I LOVE HOW YOU ALWAYS AFTER I SAY ANY MORE QUESTIONS AND EVERYONE SAYS NO, THEN YOU ALWAYS HAVE THREE MORE QUESTIONS.

AND SO I PAUSE AND I IT'S JUST HARD.

AND WE GET USED TO THE NEW TEAM MEMBERS.

BUT THIS MOMENT IN TIME IS THIS MOMENT IN TIME.

AND SO THANK YOU FOR YOUR SERVICE.

THANK YOU FOR THE LONG HOURS.

AYESHA, THANK YOU SO MUCH FOR YOUR SUPPORT OF HIM AND ALL THE HOURS THAT HE PUT INTO IT AND FOR YOUR FAMILY TO WATCH THEM GROW.

WE'RE GLAD TO HAVE BEEN A PART OF THAT.

WE'LL GO AHEAD AND START THE POWERPOINT AND THEN I WILL TURN IT OVER TO SHANA.

THANK YOU.

LOOK AT THAT SWEATER.

VERY NICE. THAT'S VERY NICE.

I THINK THAT'S ONE OF THE BEST PICTURES I EVER TOOK.

[00:10:02]

I REMEMBER THAT NIGHT AND JUST ON A WHIM, I TOLD YOU TO TURN AROUND AND I TOOK THAT PICTURE. AND, YOU KNOW, WHEN I WAS WHEN I BECAME MAYOR, MAYOR TERRELL TOLD ME THAT THE BEST TWO DAYS OF BEING MAYOR IS THE NIGHT OF SWORN IN AND THE NIGHT MY REPLACEMENT GETS SWORN IN. BUT WHEN YOU SEE THE AUDIENCE LIKE THAT, THAT MAKES YOU FEEL THAT IT'S ALL WORTH IT. IT REALLY DOES.

IT'S ABSOLUTELY A WONDERFUL EXPERIENCE.

AND I WANT TO THANK YOU, LAURA, FOR MAKING IT.

FUN? LIKE YOU SAID, WE ALL BRING EACH ONE OF US BRINGS A DIFFERENT PERSPECTIVE AND DIFFERENT VALUE. AND THAT'S WHAT THE CITIZENS DESERVE.

SO AND YOU'VE ALL BEEN GREAT COLLEAGUES TO WORK WITH CHRIS, JOHN, RONELL, CHAD, SHAWN, HAVE SPENT SOMETIMES I FEEL I SPENT MORE TIME WITH YOU ALL THAN I'VE SPENT WITH MY KIDS AT LEAST. SO IT'S BEEN IT'S BEEN GREAT.

I DO. I WANT TO THANK MY WIFE, AYESHA, FOR PUTTING UP WITH ME FOR ALL THESE ALL THESE YEARS AND AND THINGS THAT SHE WOULD RATHER NOT HAVE ME DO.

BUT SHE STILL SUPPORTED ME.

AND WITHOUT HER SUPPORT, I WOULD NOT BE WHERE I AM TODAY.

SO THANK YOU VERY MUCH.

AND I WANT TO RECOGNIZE OUR KIDS WHO I'VE MISSED A LOT OF THEIR ACTIVITIES BECAUSE I WAS HERE, SO.

AND AND OUR DAUGHTER SHE'S IN AUSTIN AT SCHOOL AT UT.

AND THEY ARE THE JOYS OF OUR LIVES.

ONE MESSAGE THAT I WANT TO LEAVE ANYBODY WHO'S LISTENING TO ME TODAY, I WANT TO LEAVE THEM WITH THIS MESSAGE THAT, YOU KNOW, WE LIVE IN DIVISIVE TIMES.

AND BECAUSE OF THAT, WE TEND TO BECOME CYNICAL.

WE TEND TO BECOME CYNICAL OF OUR COUNTRY, OUR POLITICAL SYSTEM, OUR POLITICAL LEADERS, SOCIAL SYSTEM, OUR EDUCATIONAL SYSTEM, OUR BUSINESS ENVIRONMENT.

WE JUST TEND TO BECOME CYNICAL AND STOP AND STOP BELIEVING IN OURSELVES.

AS AN IMMIGRANT WHO CAME TO THIS COUNTRY 30 YEARS AGO, WITH VERY LITTLE.

YOU KNOW, WHERE I'M SITTING TODAY IS A LIVING TESTAMENT.

THAT THE AMERICAN DREAM IS ALIVE AND WELL.

SO WE SHOULD NEVER FORGET THAT, AND THAT'S WHAT I WOULD LIKE TO REMIND EVERYBODY THAT HAVE FAITH IN OURSELVES, HAVE FAITH IN OUR COUNTRY, HAVE FAITH IN OUR VALUES, AND HAVE FAITH IN WHAT WE STAND FOR.

EVERY NOW AND THEN, IT'S GOOD TO GO BACK AND READ THE DECLARATION OF INDEPENDENCE AND OUR CONSTITUTION AND THE PREAMBLE TO THOSE GREAT DOCUMENTS, THEIR WORDS IN THOSE DOCUMENTS THAT HAVE CHANGED THE COURSE OF HUMAN HISTORY, NOT JUST FOR AMERICA, BUT FOR THE ENTIRE GLOBE. THE IDEA THAT EVERYBODY HAS A GOD GIVEN RIGHT TO LIFE, LIBERTY AND THE PURSUIT OF HAPPINESS IS FOREVER TRUE.

AND AMERICA WILL ALWAYS REMAIN A BEACON OF HOPE FOR EVERYBODY AROUND THE WORLD AND WE IN SOUTHLAKE AND WE MAY NOT FEEL IT THAT WAY, BUT WE REPRESENT THOSE VALUES.

EVERY TIME WE COME AND WE GO CAST OUR VOTE AND WE COME AND WE RUN FOR OFFICES AND WE COME AND SERVE IN THESE OFFICES, AND THE CITIZENS HAVE THE RIGHT TO COME UP HERE AND QUESTION US WITHOUT FEAR OF PERSECUTION.

THAT IS AMERICA.

IN LIVE ACTION.

AND WE DON'T REALIZE THAT.

THIS TRANSFER OF POWER, WHAT YOU ARE SEEING HERE TONIGHT IS TRANSFER OF POWER, A PEACEFUL TRANSFER OF POWER.

WE DON'T RECOGNIZE IT BECAUSE WE ARE SO USED TO IT.

THIS IS A BLESSING.

SO LET'S REMEMBER THAT.

AMERICA AND AMERICAN VALUES ARE ALIVE AND WELL.

THANK YOU VERY MUCH. IT'S BEEN A GREAT HONOR AND A PRIVILEGE TO SERVE THE CITY COUNCIL TO SERVE THE CITIZENS OF SOUTHLAKE FOR THE LAST SIX AND A HALF YEARS.

THE LAST SIX MONTHS WERE AN EXTRA BONUS THAT I WAS NOT, I WAS NOT EXPECTING.

BUT IT WAS IT'S BEEN LIKE I SAID, IT'S BEEN AN HONOR AND A PRIVILEGE.

SO THANK YOU VERY MUCH, EVERYBODY.

AND I WANT TO RECOGNIZE ALL THE GOOD WORK THAT OUR STAFF DOES.

SHANA, YOU RUN A GREAT ORGANIZATION FROM OUR, YOU KNOW, PUBLIC WORKS TO OUR POLICE

[00:15:03]

OFFICERS, FIREFIGHTERS PLANNING AND DEVELOPMENT AND PUBLIC RELATIONS, OUR HR, OUR IT, OUR ASSISTANT MANAGERS.

YOU ALL DO A WONDERFUL JOB.

AND THE REASON THE CITIZENS CAN LIVE AND WORK IN PEACE AND RAISE THEIR FAMILIES IS BECAUSE OF THE WORK THAT YOU DO EVERY SINGLE DAY.

SO THANK YOU VERY MUCH FOR TAKING GOOD CARE OF US.

THANK YOU VERY MUCH, DR.

SHAFI. I WANT TO GO AHEAD.

WE'RE NOT WE'RE NOT FINISHED SAYING NICE THINGS ABOUT HIM, SO WE'LL HAVE SOME MORE CHANCES TO CLAP. BUT I WANT TO GO AHEAD AND TURN IT OVER TO OUR CITY MANAGER, SHANA YELVERTON, AND THEN I'M GOING TO FOLLOW THAT WITH ASKING OUR COUNCIL MEMBERS TO SAY A FEW WORDS ABOUT THEIR SERVICE WITH DR.

SHAFI. WELL, FIRST OF ALL, LET ME SAY THANK YOU FOR YOUR KIND WORDS.

WE APPRECIATE IT. I'VE ALWAYS VIEWED THE STAFF AS PARTNERS WITH THE CITY COUNCIL, EACH HAVING ITS OWN UNIQUE ROLE IN THE PROCESS.

AND WE DO ASPIRE TO SERVE THIS COMMUNITY WELL.

AND IT'S MADE SO MUCH EASIER WHEN WE WORK WITH SUCH A FANTASTIC COUNCIL YEAR AFTER YEAR.

AND SO THANK YOU FOR THE ROLE THAT YOU'VE PLAYED IN THAT.

I WAS REFLECTING ON YOUR SERVICE AND I WAS THINKING, WELL, IT'S NOT JUST CITY COUNCIL WAS ALSO PLANNING AND ZONING.

AND I CAN REMEMBER BACK IN THE DAY BEFORE YOU EVER RAN SEEING YOU AT EVENTS AROUND TOWN.

AND I KNOW THAT YOU'VE COMMITTED YOURSELF TO THIS COMMUNITY FOR A LONG TIME.

SO I GOT A LITTLE BIT CURIOUS AND I WENT BACK AND I BELIEVE THAT THERE HAVE BEEN 142 OF THESE REGULAR MEETINGS SINCE YOU WERE ELECTED TO CITY COUNCIL.

BUT WHAT PEOPLE DON'T KNOW IS THAT YOU'VE ATTENDED THOSE 142 MEETINGS, GIVE OR TAKE, AND SPECIAL MEETINGS AND WORKSHOPS AND SPECIAL EVENTS.

AND YOU'VE REVIEWED PACKET MATERIALS AND YOU'VE RESPONDED TO EMAILS AND PHONE CALLS AND MET PEOPLE ON SITE.

IT'S REALLY A MUCH BIGGER JOB THAN PEOPLE REALIZE.

AND YOU DO IT AS A VOLUNTEER.

AND SO I ALWAYS WANT TO USE THE WORD SUPER VOLUNTEER WHEN I THINK ABOUT THE ROLE THAT THE COUNCIL PLAYS AND HOW MUCH YOU ARE COMMITTED.

AND THINKING ABOUT YOUR TIME WITH THE CITY COUNCIL, I'M SURE YOU FEEL LIKE I DO VERY PROUD OF THE WORK THAT WE'VE DONE TOGETHER, WHETHER IT'S OPENING NEW PARKS OR FACILITIES, WELL CONSIDERED MASTER PLANS AND THE TIME THAT HAS BEEN PUT INTO THOSE SO THAT THIS COMMUNITY DEVELOPS AND BECOMES WHAT WE ASPIRE TO HAVE IT BE SOMEDAY.

THE STRONG FINANCIAL PLANS I ALWAYS KNEW COMING INTO A BUDGET MEETING.

I BETTER BE READY TO ANSWER YOUR QUESTIONS AND TO JUSTIFY THE REQUESTS THAT WE WERE MAKING, BECAUSE YOU WOULD GIVE THE BUDGET AND OUR FINANCES VERY CLOSE ATTENTION AS YOU DID EVERYTHING THAT WE BROUGHT BEFORE YOU OR THAT CAME BEFORE YOU.

SO WE JUST WANT YOU TO KNOW HOW APPRECIATIVE WE ARE OF THE TIME THAT YOU'VE SPENT WORKING WITH US AND THE DECISION THAT YOU MADE ALL THOSE YEARS AGO TO STEP FORWARD.

AND I WANT TO ECHO MAYOR HILL'S COMMENTS ABOUT YOUR FAMILY.

THE SUPPORT OF A FAMILY IS JUST ABSOLUTELY CRITICAL WHEN ANYBODY'S IN PUBLIC SERVICE.

BUT ONE OF THE THINGS THAT I SEE IS THAT YOUR CHILDREN HAVE GROWN UP WATCHING YOU SERVE AND HAVE A WONDERFUL ROLE MODEL FOR PUBLIC SERVICE AND WHAT IT MEANS TO GIVE BACK TO YOUR COMMUNITY. SO I THINK THAT'S FABULOUS.

AND I REMEMBER YOUR MOTHER STANDING IN THE AUDIENCE SO PROUD.

SO IT'S DEFINITELY A FAMILY AFFAIR.

AND WE'RE THANKFUL THAT YOU'VE LET US BE A PART OF YOUR FAMILY THROUGH THE YEARS.

SO MANY THANKS. AND WE JUST WANT TO WISH YOU THE VERY BEST FOR WHAT COMES NEXT.

I'M SURE IT WILL BE EXCITING AND IMPRESSIVE.

THANK YOU, SIR. WE APPRECIATE IT.

THANK YOU VERY MUCH FOR YOUR KIND WORDS SHANA.

THANK YOU.

SAY SOMETHING, I'LL START WITH COUNCIL MEMBER ARCHER.

I JUST WANTED TO SAY IT'S REALLY BEEN AN HONOR SERVING WITH YOU.

IT'S YOU KNOW, WHEN I WHEN I FIRST STARTED, I REALLY LEARNED A LOT FROM YOU SITTING IN THE PRE MEETINGS, YOU KNOW, QUESTIONS THAT I NEVER EVEN THOUGHT WOULD HAVE, YOU KNOW, TO ASK OR ANYTHING BUT BUT REALLY RESPECT, YOU KNOW, YOUR VIEWPOINT.

AND YOU ALWAYS HAVE A DIFFERENT VIEWPOINT ON DIFFERENT THINGS AND JUST BEEN A GREAT EXPERIENCE GETTING TO SERVE WITH YOU.

AND I GUESS WE'RE BOTH LEAVING AT THE SAME TIME.

DR. SHAFI, I GUESS YOU HAD BEEN ON COUNCIL FOR A YEAR WHEN SHAWN AND I CAME ON.

AND IT IS FUNNY, THE PERSPECTIVE YOU HAVE AS THE NEW GUY THAT EVERYONE ELSE ON THE DAIS IS LIKE HAD BEEN THERE FOREVER.

BUT THAT WAS YOU WERE ONLY IN YOUR SECOND YEAR TOO.

[00:20:02]

AND, YOU KNOW, I THINK WE BOTH LEARNED A LOT LISTENING TO YOU.

AND, YOU KNOW, I PERSONALLY I REALLY I LIKE EVERYONE ELSE.

THANK YOU FOR YOUR YEARS OF SERVICE.

I KNOW FIRSTHAND HOW MANY HOURS YOU'VE PUT IN, HOW MANY NIGHTS AWAY FROM THE FAMILY.

BUT YOU ALWAYS DID IT WITH A DEEP SERIOUSNESS AND A BUT A JOY TO LIKE LIKE A HAPPY YOU KNOW, YOU'RE A HAPPY WARRIOR.

YOU WERE YOU WERE EXCITED TO DIG INTO THE DETAILS EVEN LATE AT NIGHT WHEN MAYBE I DIDN'T WANT TO GET INTO THE DETAILS BECAUSE IT WAS ELEVEN O'CLOCK.

BUT YOU YOU KNOW, YOU ALWAYS PUSHED US.

YOU CHALLENGE THE STATUS QUO AND YOU CHALLENGED US AS WELL.

YOU KNOW, YOU WERE NEVER AFRAID TO ASK THE HARD QUESTIONS AND THAT WAS A REAL BENEFIT, I THINK, TO ALL OF US, ESPECIALLY MYSELF AND AS YOUNG COUNCIL MEMBER.

SO WE THANK YOU FOR THAT.

ALSO, THANK YOU FOR PUTTING YOUR WHOLE HEART INTO THE ROLE.

RIGHT. I MEAN, AS A VOLUNTEER, YOU KNOW, YOU CAN GIVE WHATEVER TIME YOU WANT, WHATEVER EFFORT YOU WANT INTO THIS ROLE.

AND YOU ALWAYS CAME PREPARED.

YOU ALWAYS CAME READY TO GIVE IT YOUR ALL, WHICH I THINK IS A GREAT EXAMPLE.

I THINK MY PROBABLY MY FAVORITE MEMORIES OF YOU INVOLVE, YOU KNOW, WHEN THE WHEN THE SERIOUS DOCTOR FA├žADE WENT AWAY AND YOU LET YOUR HAIR DOWN AND, YOU KNOW, THEY PUT ON A CRAZY CHRISTMAS SWEATER.

IT DIDN'T HAPPEN OFTEN, BUT IT HAPPENED FROM TIME TO TIME.

AND THAT WAS ALWAYS FUN TO SEE.

SO ANYWAY, THANK YOU FOR YOUR YEARS OF SERVICE.

THANK YOU TO THE SHAFI FAMILY FOR DONATING YOUR FATHER AND YOUR HUSBAND FOR A TIME.

AND WE'LL HOPE YOU ENJOY YOUR REMAINING TIME IN SOUTHLAKE.

SO THANK YOU, SIR. THANK YOU, JOHN.

YES, SIR.

COUNCIL MEMBER SMITH. MY FIRST IMAGE OF DR.

SHAFI WAS WHEN I SENT IN MY FIRST FORM FOR ZBA IN NOVEMBER OF 2014 AND WAS APPOINTED IN APRIL 2015.

I REMEMBER THE MEETING, I REMEMBER JOHN HUFFMAN, COUNCILMAN HUFFMAN AND I REMEMBER DR.

SHAFI, ASKING ME WHY DID I WANT TO BE A COUNCILMAN.

I'M SORRY, ZBA MEMBER, I HAD NO IDEA IT WAS GOING TO BE EVER BE A COUNCILMAN AND BUT THE IMAGE THAT WILL STICK OUT IN MY MIND ABOUT YOU IS YOUR COMMITMENT, COMMITMENT TO BENEFITING THE ENTIRETY OF THE COMMUNITY.

I CAN'T THINK OF AN EVENT AND ACTIVITY WHERE YOU WEREN'T PRESENT AND YOU SEEM TO RELISH BEING INVOLVED IN SUPPORTING, YOU KNOW, ALL WALKS OF THE COMMUNITY, ALL AREAS OF THE COMMUNITY. MY LASTING MEMORY OF YOU WILL BE THE CONVERSATIONS I HAD WHEN I MADE THE DECISION TO RUN FOR COUNCIL.

YOU WERE ONE OF THE PEOPLE THAT I SPOKE TO AND YOU WERE REALLY CHALLENGING ME ABOUT THE COMMITMENT AND WHAT WAS EXPECTED.

AND YOU TALKED ABOUT THE GREAT TEAM THAT WE HAD HERE.

AND I REALLY TOOK THAT TO HEART.

AND WHEN I FINALLY MADE THE DECISION, I MEAN, WE HAD SEVERAL MEETINGS, JUST SOME OF THE PERSONAL CONVERSATIONS YOU HAD ABOUT WHAT'S EXPECTED, YOU KNOW, HOW MUCH YOU ENJOYED BEING A PART OF THIS COMMUNITY, HOW IMPORTANT IT IS TO SERVE THIS COMMUNITY.

AND SO THAT THAT TO ME, IS WHAT I ALWAYS THINK OF WHEN I THINK OF OR HEAR YOUR NAME OR SEE YOU IS JUST HOW YOU RELISH SUPPORTING THE ENTIRETY OF THE COMMUNITY.

AND FRANKLY, THAT'S SOMETHING I HOPE TO CONTINUE.

SO THANK YOU FOR YOUR SERVICE.

THANK YOU RONELL. THANK YOU, COUNCIL MEMBER PATTON? THANK YOU, DR.

SHAFI. I CAN'T BELIEVE THAT I'M SAYING I'VE BEEN SERVING ALMOST FIVE YEARS WITH YOU HERE.

IT'S AMAZING HOW HOW FAST THIS TIME GOES.

BUT AS I WAS GOING FOR A RUN TODAY, I WAS REFLECTING BACK AND I KNOW YOU LIKE TO RUN.

AND I JUST STARTED THINKING ABOUT THESE PAST ALMOST FIVE YEARS.

AND I REFLECTED BACK TO THE DECISION FROM THAT I WAS CONSIDERING TO BE ON COUNCIL.

AND YOU WERE ONE OF THE FIRST COUNCIL MEMBERS THAT I MET WITH AND WE MET AT THE STARBUCKS ON SOUTHLAKE BOULEVARD.

I REMEMBER THAT MEETING VERY WELL.

AND YOU GAVE ME SOME GREAT ADVICE.

YOU SAID, MAKE YOURSELF AVAILABLE, BUT JUST MAKE YOURSELF AVAILABLE FOR NO MORE THAN THIRTY MINUTES.

RIGHT. AND THAT REALLY MADE A LOT OF SENSE AT THE TIME.

AND WHAT I RESPECTED MOST ABOUT YOU SAYING THAT IS THAT.

YOU MADE YOURSELF AVAILABLE, AND AS I REFLECT BACK ON THESE LAST FIVE YEARS WITH YOU SERVING AS YOU'VE ALWAYS MADE YOURSELF AVAILABLE, YOU'VE MADE YOURSELF AVAILABLE ON EVERY ONE OF OUR CASES, WHETHER THERE'S DEEP CONCERN AMONG OUR CITIZENS OR WHETHER IT'S JUST A PASSIVE KIND OF AGENDA ITEM THAT DOESN'T REQUIRE A LOT OF ATTENTION.

YOU STILL PUT IN THE TIME AND THE EFFORT.

AND THAT'S BEEN AN EXEMPLARY ROLE THAT YOU'VE PUT THERE OUT THERE IN FRONT OF US FOR ALL COUNCIL MEMBERS TO FOLLOW. SO I APPRECIATE THAT BEHALF OF MY FAMILY.

WE THANK YOU AND YOUR FAMILY FOR YOUR SERVICE.

WE'RE VERY GRATEFUL FOR ALL THAT YOU'VE BEEN ABLE TO PROVIDE OUR COMMUNITY OVER THE LAST NUMBER OF YEARS. THANK YOU, SIR.

THANK YOU VERY MUCH CHAD.

COUNCIL MEMBER MCCASKILL? THANK YOU, MAYOR. SINCE I'M THE LAST SPEAKER, EVERYONE HAS ALREADY SAID ALL THE THE WORDS I JOTTED DOWN, DEDICATED, COMMITTED, EXEMPLARY SERVICE.

AND THOSE REALLY DO FIT YOU TO A T.

I'VE APPRECIATED SERVING WITH YOU OVER THE LAST FIVE YEARS ON COUNCIL.

AND I THINK CANDIDLY, THIS LAST YEAR HAS BEEN OUR BEST YEAR UNDER THE WORST

[00:25:01]

CIRCUMSTANCES. I'M REALLY PROUD OF THIS COUNCIL.

AND YOU'RE INCLUDED, OF COURSE, WITH YOUR BACKGROUND IN MEDICINE AND HEALTH CARE, HELPING GUIDE US THROUGH UNFORESEEN CIRCUMSTANCES.

AND IT'S BEEN A BLESSING, I THINK, TO THIS COUNCIL TO HAVE YOUR INSTITUTIONAL KNOWLEDGE TO HELP GUIDE US THROUGH THE LAST YEAR.

AND I KNOW BACK IN EARLY 2020, YOU PROBABLY DIDN'T EXPECT THAT THE CEREMONY WOULD HAPPEN IN NOVEMBER. BUT WE APPRECIATE THE FACT, AND THIS GOES FOR CHRIS AS WELL, THAT YOU GUYS DIDN'T COMPLAIN ABOUT THE EXTRA VOLUNTEER SERVICE.

YOU REALLY JUMPED INTO IT WITH BOTH FEET TO HELP THE COUNCIL GET THROUGH THESE UNPRECEDENTED TIMES. AND AS A RESIDENT AND A COLLEAGUE ON COUNCIL, I'M GRATEFUL FOR THAT.

AND ON A PERSONAL NOTE, AND JOHN TOUCHED ON THIS WHEN WE CAME ON TO COUNCIL IN 2015, WHICH SEEMS LIKE FOREVER AGO YOU WERE VERY GRACIOUS WITH YOUR TIME TO BOTH OF US IN THE PREP MEETINGS THAT WE HAVE BACK THERE UPSTAIRS.

IF WE ASKED A STUPID QUESTION, YOU NEVER TOLD US IT WAS STUPID.

YOU MAY HAVE THOUGHT IT, BUT YOU NEVER SAID IT TO US.

BUT WE APPRECIATED YOUR MENTORSHIP AND YOUR FRIENDSHIP.

AND I'VE APPRECIATED HAVING GROWN OVER THE LAST FIVE YEARS.

SO THANK YOU TO YOU AND YOUR FAMILY FOR IT'S A IT'S YOUR FAMILY SERVICE TO OUR COMMUNITY AND WE'RE BETTER COMMUNITY BECAUSE OF IT.

SO THANK YOU VERY MUCH.

THANK YOU, SHAWN. I APPRECIATE IT.

GREAT. THANK YOU. I'D LIKE TO INVITE DR.

SHAFI AND HIS FAMILY TO COME DOWN AND MEET SHANA AND I.

AND WE HAVE SOME GIFTS TO PRESENT TO YOU AND YOUR FAMILY.

OH, YOU KNOW, THESE ARE THE MOMENTS THAT REALLY IRRITATE ME ABOUT COVID-19, I REALLY AM.

I WANT A HUG. I WANT TO TOUCH HANDS.

I WANT TO JUST, YOU KNOW, BECAUSE IT EXPRESSES BETTER FOR ME THAN WORDS DO.

AND WE CAN'T DO THAT RIGHT NOW.

SO I LOOK FORWARD TO SAYING GOODBYE AGAIN WHEN WE CAN DO IT MASK-LESS AND I CAN HUG YOU.

[00:30:07]

I REALLY WOULD LIKE TO DO THAT.

OK, WE'RE JUST KEEP, KEEP ON, I GOING TO BE CRYING BY THE END OF THE NIGHT.

THIS IS LIKE. AND QUIT TALKING.

BY THE WAY, LET'S NOT TALK ANY MORE ABOUT HOW MUCH TIME AND EFFORT AND HOURS GOES INTO THE JOB BECAUSE THE NEW FOLKS MIGHT BE.

I NOTICED, I NOTICED THEY'RE MOVING BACK FURTHER AND FURTHER IN THE AUDIENCE AND PRETTY SOON THEY WILL BE AT SO.

SO NOW WE'D LIKE TO SAY WE WOULDN'T LIKE TO, BUT WE NEED TO SAY GOODBYE TO OUR FRIEND

[5. Recognition for outgoing Councilmember Chris Archer]

CHRIS ARCHER. AND I JUST LIKE DR.

SHAFI, CHRIS HAS GIVEN YEARS AND YEARS TO THE COMMUNITY.

I WILL TELL YOU, I REMEMBER STANDING ON THE FRONT STEPS OF THIS BEAUTIFUL BUILDING TRYING TO CONVINCE CHRIS THAT HE NEEDED TO RUN FOR CITY COUNCIL BECAUSE HE WAS THE PRESIDENT OF THE BOARD OF TRUSTEES OF CARROLL ISD AT THE TIME AND HAD SERVED ON THE CARROLL ISD FOR SEVERAL YEARS AND WAS VERY HAPPY DOING A VERY GOOD JOB FOR US AT THE SCHOOL DISTRICT.

AND WE WERE HAVING A SPECIAL ELECTION AND WE NEEDED SOMEONE WHO COULD STEP UP REALLY QUICKLY AND RUN IN JUST GOSH, A MATTER OF WEEKS, REALLY.

AND HE WAS NOT HAVING IT.

THIS CITY AND YOU CAN MAKE REAL MEANINGFUL CHANGE IN THIS POSITION.

AND HIS LOVE OF THE CITY WON OUT, WHICH I KNEW IT WOULD, AND HE AGREED TO RUN.

SO WE REALLY ARE GOING TO MISS YOU BECAUSE THIS IS REALLY THE END.

IT'S AN END OF AN ERA.

I'VE WORKED WITH YOU FOR SO MANY YEARS.

I REMEMBER DRIVING IN HOT SPRINGS, ARKANSAS, ON THE WINDING ROAD, ME YELLING AT YOU, YOU YELLING AT ME.

I DIDN'T KNOW THAT HAPPENED.

YOU DIDN'T TELL ME. WELL, YOU ARE.

SO WHEN YOU WERE PRESIDENT OF THE SCHOOL BOARD.

AND REALLY, YOU KNOW, AND THAT'S HOW AND THAT'S HOW COMMUNICATION WORKS SOMETIMES, YOU HAVE TO FIGURE YOUR WAY OUT AND MAKING IT WORK.

SO I REALLY WANT TO THANK YOU FOR ALL THE SERVICE TO THE ISD AND THE SERVICE TO THE CITY.

AND THANK YOU FOR MAKING EVERYBODY UP HERE STEP UP THEIR FASHION GAME.

IT'S BEEN IT'S IMPORTANT TO ME THAT I HAVE A REALLY GOOD LOOKING COUNCIL, ALWAYS DRESSED FOR THE OCCASION. AND YOU'VE REALLY PUT THE PRESSURE ON EVERYONE.

SO WOULD YOU LIKE TO GO AHEAD AND MAKE A FEW COMMENTS? AND THEN I'M GOING TO HAND IT OVER TO SHANA AND THEN LET THE COUNCIL MAKE SOME COMMENTS.

SURE. I JUST YOU KNOW, YOU'RE RIGHT.

AND I GUESS AFTER THESE PAST FEW YEARS, I REALLY DO OWE YOU FOR CONVINCING ME TO COME ON TO COUNCIL. SO. AS A MATTER OF FACT.

TO COUNCIL, I WAS EXCITED.

BUT I THINK THE THE MOST EXCITING PART ABOUT JOINING THE COUNCIL AND CITY STAFF AND EVERYTHING IS YOU DON'T REALIZE AND I DON'T THINK OUR CITIZENS REALIZE AND I KNOW I DIDN'T HOW EVERYONE UP HERE HAS SO MUCH CARE AND LOVE FOR THE CITY.

AND THE DECISIONS THAT WE MAKE AREN'T JUST DECISIONS THAT AFFECT US TODAY.

THEY ARE DECISIONS THAT AFFECT THE CITY.

WE EVERYBODY TALKS.

WHAT IS THIS GOING TO DO TO US TWO, THREE, FIVE, TEN YEARS DOWN THE ROAD? AND SOMETIMES THE THE IMMEDIATE ISSUE AT HAND DOESN'T ALWAYS GIVE YOU THE OPPORTUNITY TO EXPRESS, YOU KNOW, WHAT THE CARE AND CONCERN IS OF THIS COUNCIL.

BUT IT'S BEEN AN ABSOLUTE PLEASURE AND JOY WORKING WITH EVERYONE HERE.

AND THIS TEAM IS PHENOMENAL.

AND SOMEBODY EARLIER SAID, WHAT ARE YOU GOING TO MISS? AND I'M REALLY GOING TO MISS, YOU KNOW, THE TIMES THAT WE'VE HAD TOGETHER, WHETHER IT BE HERE IN THE COUNCIL, WHETHER IT BE THE SPECIAL MEETINGS, THE WORKSHOPS AND AND THEN OBVIOUSLY THE TIME THAT WE GET TO GO OUT AND DO SOME OF THE FUN THINGS IN THE COMMUNITY.

AND THERE'S, YOU KNOW, OBVIOUSLY OUR PAY IS EXORBITANT, THAT WE GET NOTHING.

BUT THAT'S RIGHT.

BUT. THOSE TIMES REALLY DO MAKE MAKE IT WORTH THE TIME AND EFFORT AND, YOU KNOW, AS DR.

SHAFI, I MEAN, I CAN'T THANK MY FAMILY ENOUGH.

YOU KNOW, THEY'RE HERE TONIGHT AND ALL OF THEM.

WELL, NOT ALL OF THEM.

YOU KNOW, WE HAVE SO MANY KIDS I CAN'T KEEP TRACK, BUT EVEN EVEN MY NEW EVEN MY NEW GRANDSON IS HERE TONIGHT.

AND IT'S JUST THESE ARE ALL THE REASONS THAT I CHOSE NOT TO RUN.

AND SO AS BITTERSWEET AS IT IS TO BE LEAVING, I'M ALSO LOOKING FORWARD TO THE TIME AND

[00:35:06]

GETTING TO SPEND MORE TIME WITH THEM.

AND I HAVE A NEWLYWED COUPLE.

AND SO JUST SO MUCH, SO MUCH IN A DISMAL YEAR, SO MUCH JOY AND HAPPINESS FOR OUR FAMILY AND OUR LIVES. AND BOTH OF MY MOTHER IN LAW AND MY MOM ARE HERE.

SO IT'S REALLY JUST SO MUCH.

AND OF COURSE, I CAN'T FORGET STACY FOR ALL THE YEARS THAT SHE'S BEEN OUT THERE AND SUPPORTED ME AND REALLY STUCK BY ME.

AND IF ANYBODY NEEDS A YARD SIGN PERSON FOR YOUR CAMPAIGN, SHE IS SHE IS THE ABSOLUTE BEST YARD SIGN PERSON YOU'LL EVER FIND YOURSELF HAVING RUN THREE CAMPAIGNS.

SO BUT NO THANK YOU FOR YOU GUYS EMBRACING ME WHEN I DID COME OVER ON THE COUNCIL AND KIND OF I DID GET UP TO SPEED RIGHT AWAY.

BUT YOU GUYS ALL WERE MORE THAN GENEROUS AND KIND, SHANA AND THE ENTIRE STAFF ON ON HELPING ME AND GET ME ACCLIMATED.

AND I REALLY CAN'T SAY ENOUGH ABOUT THE JOY AND REALLY, ALTHOUGH IT'S HARD WORK, IT REALLY IS WORTH IT IN THE END.

AND I'M GOING TO MISS YOU ALL.

AND, YOU KNOW, I'LL STILL TRY TO WATCH YOU ON TV OR I'LL COME AND MAKE SOME PUBLIC COMMENTS AND BUT THANK YOU SO MUCH.

AND I APPRECIATE IT.

AND I DO HAVE ENJOYED IT'S GOING TO BE WEIRD.

I WAS THINKING ABOUT IT TODAY.

IT'LL BE THE FIRST TIME IN OVER EIGHT YEARS THAT I EITHER ON A MONDAY OR TUESDAY NIGHT.

I WON'T HAVE A MEETING EVERY OTHER WEEK.

SO AND TRYING TO PLAN YOUR SCHEDULE AROUND ALL THAT.

SO IT'S IT'S GOING TO BE DIFFERENT.

BUT BUT AGAIN, IT'S GOING TO BE A NEW CHAPTER AND LOOKING FORWARD TO SPENDING MORE TIME WITH THE FAMILY. SO THANK YOU ALL SO MUCH.

GOING TO MISS YOU GUYS, BUT WE'LL SEE EACH OTHER AROUND.

SO. YEAH WE'LL SEE. WE'RE FRIENDS FOR LIFE.

I'M NOT GOING ANYWHERE.

SO. YEAH, THANK YOU VERY MUCH.

OH, I FORGOT THAT ONE.

OH. THOSE ARE THOSE ARE FAKE DRINKS IN THAT PICTURE, I JUST WANT TO CLARIFY FOR ANYONE WHO IS WATCHING.

OH, THAT'S NICE, VERY NICE.

OH, VERY NICE.

SHANA WITH THAT, I'LL TURN IT OVER TO YOU.

THANK YOU. YOU KNOW, WHEN WE HEARD THAT CHRIS ARCHER WAS GOING TO TAKE HIS PLACE ON THE CITY COUNCIL, WE WERE THRILLED.

YOUR REPUTATION PRECEDED YOU.

WE KNEW THAT YOU WERE GOING TO BRING THIS BALANCE OF AN EASYGOING NATURE WITH REALLY STRONG BUSINESS ACUMEN AND PRAGMATISM.

AND THAT'S EXACTLY WHAT WE GOT.

I'M HAVING A VERY HARD TIME PICTURING YOU YELLING AT ANYBODY ABOUT ANYTHING.

SHOULDN'T. IT'S YOU KNOW, IT'S BEEN SO HELPFUL TO HAVE THE DIFFERENT PERSPECTIVES ON THE COUNCIL AND TO HAVE THE GUIDANCE.

ONE OF THE THINGS THAT I'VE APPRECIATED ABOUT YOU IS THAT I CAN TALK TO YOU ABOUT THE COMMUNITY AND THAT YOU HAVE THIS THREE DIMENSIONAL PERSPECTIVE.

AND IT'S JUST WONDERFUL AND HELPFUL.

IT'S BEEN HUGELY HELPFUL TO US.

IT'S BEEN OUR EXPERIENCE THAT YOU'RE WILLING TO JUMP IN AND HELP WHEREVER YOU'RE NEEDED, COLLABORATE WITH US.

AND IT DIDN'T MATTER IF IT WAS DAY, NIGHT, WEEKEND.

I CAN REMEMBER ONE SATURDAY WE WERE LIKE, AH, WE NEED YOU TO COME HELP US.

AND YOU DID RIGHT AWAY.

AND THAT'S WHAT I WILL ALWAYS TAKE AWAY.

SERVING ALONGSIDE OF YOU IS JUST YOUR ABSOLUTE COMMITMENT AND KIND NATURE, ALWAYS READY TO HELP. AND AS WE HAVE WORKED ON THE CRUCIAL ISSUES THAT WE'VE WORKED ON DURING YOUR SERVICE, I FEEL LIKE YOU'VE BROUGHT A REALLY STEADY HAND TO THE TO THE WORK.

AND I'VE APPRECIATED THAT.

[00:40:01]

I KNOW THAT THE STAFF HAS APPRECIATED AS WELL.

SO WE'RE REALLY GRATEFUL THAT YOU CAME INTO OUR WORLD AND BROUGHT YOUR FAMILY, YOUR BEAUTIFUL FAMILY WITH YOU.

WE THANK YOU FROM THE BOTTOM OF OUR HEARTS.

AND WE'RE JUST GOING TO BE WATCHING WHAT YOU DO NEXT AND CHEERING YOU ON.

HOPEFULLY, WE'LL SEE YOU DO NEW THINGS IN THE COMMUNITY.

YOU MIGHT BECOME OUR RECYCLABLE ELECTED OFFICIAL, RIGHT.

OR BOARD MEMBER OR WHATEVER IT MAY BE.

IT'S BEEN AN HONOR TO WORK WITH YOU.

GREAT. THANK. THANK YOU VERY MUCH.

YES, MA'AM. CHRIS ARCHER.

SO PEOPLE DON'T UNDERSTAND WHEN THE CAMERA'S NOT ON US.

WE ACTUALLY HAVE A PRETTY GOOD TIME OVER HERE IN OUR LITTLE CORNER.

AND THAT'S A GOOD TIME.

RANDY, WHERE ARE YOU? YOU HAVE A BIG SEAT TO FILL, BUDDY.

NO WE'VE HAD A GREAT TIME AND IT'S BEEN SO, SO FUN TO HAVE YOU ON COUNCIL.

I MEAN, WE KNEW EACH OTHER WHEN YOU WERE ON THE SCHOOL BOARD, AND I KNEW YOU BY REPUTATION. AND WE WERE SO HAPPY THAT YOU AGREED TO RUN.

AND I KNOW YOU.

I MEAN, YOU DID IT WITH A GLAD HEART AND BUT I KNOW THERE WAS PART OF YOU THAT REALLY DID NOT RELISH THE IDEA OF RUNNING A COMPETITIVE RACE.

YOU WERE YOU WERE HAPPY AND SUCCESSFUL IN THE SCHOOL BOARD.

AND I GOT TO TELL YOU, THE SCHOOL BOARD'S LOSS WAS DEFINITELY THE CITY'S GAIN AND THE COUNCIL'S GAIN. AND WE JUST APPRECIATE YOU STEPPING UP TO DO THAT.

REALLY MEANT A LOT TO EVERYBODY.

BUT IT JUST CAME FROM A PLACE OF JUST SELFLESSNESS THAT WE ALL LOOK UP TO.

YOUR BACKGROUND IS SO VARIED AND YOU GET SUCH AN UNFLAPPABLE PERSONALITY.

YOU CONTRIBUTED SO MUCH UP HERE SUBSTANTIVELY AND JUST, YOU KNOW, STYLISTICALLY, NOT JUST THE WARDROBE, BUT THE HAIRCUTS, TOO.

I DON'T THINK ANYBODY KNOWS THAT.

NOW, MARGARET CUTS PROBABLY HALF OF THE HAIR UP HERE.

SO YOU'RE A TRENDSETTER, SIR? IN MANY WAYS, NO.

BUT IT'S IT'S BEEN REALLY GREAT TO SERVE WITH YOU.

WE ARE GOING TO MISS YOU. BUT WE KNOW YOU AND STACY WILL BE AROUND AND EXCITED FOR YOU, STACY, AND FOR ALL THE KIDS AND THE GRANDBABY.

YOU DO NOT LOOK OLD ENOUGH TO BE A GRANDPA.

MAN, I JUST WANT TO SAY THAT I'M EXCITED THAT YOU GET TO SPEND SO MUCH TIME WITH YOUR FAMILY AND LOOK FORWARD TO SEEING YOU AROUND, BUDDY.

THANKS, MAN. COUNCIL MEMBER SMITH? SO WHEN I THINK OF COUNCIL MEMBER ARCHER OR SOON TO BE FORMER COUNCIL MEMBER ARCHER, I ALWAYS THINK OF HOW MY WIFE, MY WIFE AND I DESCRIBE HIM AS A GOOD GUY.

AND MY FAVORITE ARCHER STORY IS, IS A LITTLE PERSONAL.

I'M STRUGGLING. I'M RUNNING FOR COUNCIL.

I'M STRUGGLING. REMEMBER WHERE I WAS THAT DAY AND I JUST WAS HAVING NONE OF IT.

AND MY PHONE RANG AND I DIDN'T RECOGNIZE THE NUMBER.

AND IT WAS COUNCIL MEMBER ARCHER.

AND HE JUST GAVE ME THE MOST SUPPORTIVE.

HE DIDN'T KNOW ME FROM WE'D ONLY TALK ON THE PHONE ONE TIME BEFORE, BUT HE WAS JUST SO GENUINE, SUPPORTIVE AND TOLD ME EXACTLY WHAT I NEEDED TO HEAR IN THAT MOMENT.

AND I REMEMBER I WAS PUTTING SIGNS OUT.

I WAS SO MISERABLE I WAS READY TO THROW OUT ALL THE SIGNS THAT WE CAN JUST SAY I'M DONE WITH THIS. AND WHAT HE SAID AT THAT MOMENT, I NEEDED TO HEAR.

AND IT TURNS OUT THAT'S KIND OF EMBLEMATIC OF WHO AND HOW, CHRIS ARCHER IS.

WHAT I MISS IS, YOU HAVE A GENUINE, EASYGOING, BALANCED SELF, AND I REALLY LIKE THAT ABOUT YOU. THIS TIME SOMEBODY TELL A FUNNY JOKE OR OR YOU TELL A FUNNY JOKE AND YOU JUST DIVE RIGHT IN. I REALLY MISS THAT ABOUT YOU.

I MISSING YOUR WIFE AND YOUR FAMILY AROUND TOWN.

YOU'RE ONE OF THOSE EMINENTLY LIKABLE PEOPLE AND YOU WILL BE TRULY MISSED.

AND SO WHILE I HAVEN'T KNOWN YOU FOR A LONG TIME, IT HAS BEEN AN HONOR, SIR.

YOU'RE A TREMENDOUS GUY AND I REALLY, REALLY LOVE THAT WHY YOU'RE DOING WHAT YOU'RE DOING. I THINK THE COMMITMENT TO FAMILY IS EMBLEMATIC OF THE TYPE OF PERSON THAT YOU ARE AND THE WAY YOU'VE SERVED THIS COMMUNITY PROUD.

IS SOMETHING THAT EVERYBODY SHOULD BE PROUD OF.

SO THANK YOU. I'LL MISS YOU.

THANK YOU. COUNCIL MEMBER PATTON? THANK YOU. OH, MR. ARCHER, IT CERTAINLY HAS BEEN A PLEASURE MY FRIEND.

MAYOR WAS REFERENCING I TOO WAS TUGGING ON YOU A LITTLE BIT AS YOU HAD JUST FINISHED UP A CAMPAIGN AND WAS RUNNING THE SCHOOL BOARD.

I WAS TUGGING ON YOU AS WELL.

AND I'M SO THANKFUL THAT YOU MADE THAT DECISION.

IT'S BEEN A PLEASURE TO BE ABLE TO CALL YOU A FRIEND OVER THESE YEARS AND GET TO KNOW YOU AND YOUR FAMILY BETTER AND YOUR WIFE, STACY.

AND I FEEL LIKE I'VE GAINED A FRIENDSHIP WITH YOU SITTING HERE WITH US UP HERE AND GETTING TO KNOW YOU IN EXECUTIVE SESSION AND JUST AND GETTING TO SPEND TIME WITH YOU AND ALL THESE OTHER EVENTS THAT WE'VE DONE OVER THE YEARS.

AND TO JOHN'S POINT, OUR STYLE WILL NEVER BE THE SAME WITHOUT YOU UP HERE.

AND I'M VERY THANKFUL FOR THE HAIRDRESSER THAT WE ALL SHARE.

SHE ACTUALLY ASKED ME TO PUT THAT PLUG IN THIS EVENING SO JOHN.

YEAH, SHE'S REALLY DISAPPOINTED BECAUSE RANDY DOESN'T REALLY NEED HER HELP.

RANDY JOIN IN, BUT HOPEFULLY WE'LL BE ABLE TO KEEP THAT BOND AT THE SAME HAIRDRESSER, AT

[00:45:09]

LEAST GOING FORWARD. BUT LISTEN, YOU HAVE BEEN AN ABSOLUTE GENTLEMAN AND YOUR SERVICE BOTH AT THE SCHOOL DISTRICT WITH THE KIDS AND SERVING OUR COMMUNITY HERE ON COUNCIL IS IT'S JUST REALLY SOMETHING THAT WE SHOULD ALL ASPIRE TO BE, BECAUSE YOU CAN'T GIVE ANY MORE THAN YOU'VE GIVEN TO THIS COMMUNITY.

AND WE'RE VERY GRATEFUL FOR THAT.

AND I THINK THE TERM WAS USED STEADY HAND.

ALWAYS. YOU'VE ALWAYS BEEN A STEADY HAND AND.

WE HAD SOME LATE NIGHTS, WE'VE HAD SOME CONTROVERSIAL ISSUES, AND YOU'VE JUST ALWAYS KEPT A VERY PRAGMATIC APPROACH ABOUT YOURSELF AND CERTAINLY UNDERSTAND WHY YOU COULDN'T COMMIT TO THREE MORE YEARS. YOU'VE GOT A BEAUTIFUL FAMILY THAT'S GROWING LEAPS AND BOUNDS.

AND THAT'S A BEAUTIFUL THING FOR YOU TO BE ABLE TO TAKE THIS NEXT STEP AND TURN THE CHAPTER. SO WE'RE HAPPY FOR YOU.

HAPPY FOR YOUR FAMILY. THANK YOU, STACY.

THANK YOU TO ALL OF THE ARCHER FAMILY FOR ALL THAT YOU'VE BEEN ABLE TO GIVE UP ON HIM TO BE WITH US FOR ALL THESE EVENINGS.

SO LOOK FORWARD TO SEEING YOU IN TOWN AND APPRECIATE EVERYTHING YOU'VE DONE FOR US.

THANK YOU, SIR. GREAT THANK YOU, COUNCIL MEMBER MCCASKILL? THANK YOU, MAYOR. YEAH, WE GO BACK TO THREE YEARS AGO WHEN WE WERE ARM TWISTING YOU TO RUN IN A SPECIAL ELECTION. I MEAN, THE WORST CIRCUMSTANCES YOU HAD TO CAMPAIGN OVER THE SUMMER AND IT WAS NO, I'M NOT SURE MANY PEOPLE IN TOWN WOULD ACTUALLY JUMP IN AND DO IT.

BUT YOUR COMMITMENT TO THE COMMUNITY WAS EVIDENT THAT YOU JUMPED IN AND DID IT.

AND AFTER HAVING RUN FOR ELECTION AND THE SCHOOL BOARD AND SERVED FOR MANY YEARS, THERE WAS NOBODY BETTER TO SERVE THAT SPOT.

AND WE NEEDED YOU IN A SPECIAL CIRCUMSTANCE IN A SPECIAL ELECTION TO JUMP IN AND HIT THE GROUND RUNNING. AND YOU WERE THE PERFECT CANDIDATE FOR IT.

AND WE'RE WE'RE BLESSED TO HAVE YOU JOIN US BACK THEN.

AND I REMEMBER ELECTION DAY THREE YEARS AGO, YOU HAD THE BEST ELECTION DAY SETUP.

WE HAD A PRIVATE ROOM OVER AT MI COCINA ALL DAY.

WE HAD A LOT OF FUN.

AND I'M GLAD YOU WON BECAUSE IT WOULD HAVE BEEN A BUMMER IF WE HAD NOT WON.

BUT WE HAD A GREAT TIME.

AND I THINK OUR RELATIONSHIP GOT STRONGER THAT DAY, JUST HANGING OUT AND GETTING THOSE LAST FEW VOTES ACROSS THE FINISH LINE.

SO THANK YOU FOR YOUR WISDOM IN PICKING AN ELECTION DAY HEADQUARTERS AT MI COCINA.

I ALSO KNOW, YOU KNOW, CHRIS JUMPED IN WITH BOTH FEET.

YOU KNOW, THERE WAS ONE TIME IN THE BACK ROOM WE HAD AN AUDIT COMMITTEE MEETING AND CHRIS WAS NOT ON THE AUDIT COMMITTEE, BUT HE JUMPED IN AND PARTICIPATED IN ANYONE WHO HAS ANY IDEA OF WHAT AUDITS ARE LIKE, ESPECIALLY AT THE CITY LEVEL.

THEY'RE NOT REAL FUN. AND CHRIS WAS WILLING TO JUMP IN AND PARTICIPATE AND ASK GOOD QUESTIONS AND BE PART OF IT.

AND SO I WAS LIKE, WHY ARE YOU HERE? BUT HE WANTED TO JUMP IN AND GET REALLY UP TO SPEED AND IMMERSE HIMSELF IN ALL THINGS CITY RELATED. SO YOU KNEW CHRIS WAS TOTALLY INVESTED.

AND THE OTHER THING AND I THINK SOME OF THE COLLEAGUES HERE SAID THAT, THAT WHEN CHRIS SPEAKS, YOU NEED TO LISTEN.

HE'S VERY INSIGHTFUL, VERY MEASURED IN HIS APPROACH.

AND WHEN HE SAYS SOMETHING, HE MEANS IT.

AND YOU CAN TAKE HIM AT HIS WORD.

AND I'VE ALWAYS APPRECIATED THAT THERE WAS NO JUST WORDS, EMPTY WORDS.

IT ALWAYS MEANT SOMETHING AND IT WAS ALWAYS IMPORTANT.

AND IT WAS ALSO ALWAYS HEARTFELT AND WELL THOUGHT OUT.

SO, CHRIS, I APPRECIATE YOUR FRIENDSHIP AND STACY'S.

WE'VE BECOME GREAT FRIENDS, EVEN MORE SO SINCE YOU JOINED US ON COUNCIL.

AND IT'S A BLESSING TO LAURA AND I AND OUR FAMILY THAT OUR FAMILIES HAVE BEEN SO CLOSE OVER THE LAST THREE YEARS. I LOOK FORWARD TO CONTINUING THAT EVEN AFTER TONIGHT.

SO THANK YOU FOR YOUR SERVICE TO THE CITY AND TO THE SCHOOL BOARD.

WE APPRECIATE YOU AND GOD BLESS YOU AND YOUR FAMILY.

THANKS, COUNCIL MEMBER SHAFI? SO, CHRIS, YOU WILL PROBABLY RECALL THE FIRST TIME WE MET WAS AT A MEET AND GREET AND BOTH OF US WERE RUNNING. YOU WERE RUNNING FOR SCHOOL BOARD.

I WAS RUNNING FOR CITY COUNCIL AND IT WAS A MEET AND GREET ORGANIZED.

IT WAS A WONDERFUL EVENT ORGANIZED BY A COMMON FRIEND.

AND OF COURSE, BOTH OF US WENT ON TO LOSE THAT ELECTION.

AND THAT FRIEND NO LONGER LIVES IN SOUTHLAKE.

OUT. AND THEN WE MET AGAIN.

AND WHEN YOU CAME ON THE COUNCIL AND THE TWO THINGS I WOULD MENTION IS ONE.

ONE IS JUST SENSE OF DEDICATION TO THE COMMUNITY.

I DON'T THINK I KNOW ANYONE ELSE WHO HAS GIVEN SO MANY YEARS ON THE SCHOOL BOARD AND THEN CAME OVER TO CONTINUE THE SERVICE ON THE CITY COUNCIL.

AND THE BREADTH OF KNOWLEDGE THAT YOU BROUGHT WITH YOU WAS ABSOLUTELY INSTRUMENTAL IN HELPING US BUILD AN EXCELLENT RELATIONSHIP WITH THE SCHOOL BOARD, BECAUSE THESE ARE THE TWO BODIES WHICH ARE THE MOST IMPORTANT ELECTED BODIES FOR OUR CITIZENS.

SO YOU ARE BRIDGING THAT GAP WAS ABSOLUTELY, ABSOLUTELY WONDERFUL AND GREAT CONTRIBUTION

[00:50:04]

TO THIS, TO THE TO THE COMMUNITY.

AND AT A PERSONAL LEVEL, THE WORDS THAT I WOULD USE TO DESCRIBE YOU IS JUST, YOU KNOW, QUIET DETERMINATION.

YOU WOULD JUST SHOW UP.

YOU LISTEN AND YOU LISTEN AND YOU LISTEN.

AND SOMETIMES I WISH THAT YOU WOULD STOP LISTENING AND START TALKING, BUT YOU WOULD STILL LISTEN. BUT WHEN YOU DID TALK, YOU, IT WAS IT WAS JUST GEMS AND VERY INSIGHTFUL COMMENT.

AND IT IS PRETTY CLEAR THAT YOU HAD DONE YOUR HOMEWORK AND.

THE REASON YOU ARE NOT ASKING THOSE QUESTIONS IS BECAUSE YOUR YOU EITHER ALREADY KNEW THE ANSWER OR YOU HAD ALREADY ASKED THOSE QUESTIONS, OR MAYBE I WAS JUST STUPID AND I SHOULDN'T HAVE ASKED THOSE QUESTIONS.

BUT IT WAS GREAT TO HAVE YOU.

IT WAS GREAT TO WORK WITH YOU.

I'VE ENJOYED WORKING WITH YOU.

AND, YOU KNOW, HAVE YOU I JUST WANT YOU TO I JUST HOPE THAT YOU CONTINUE THIS, YOUR SERVICE TO THE COMMUNITY IN SOME OTHER WAY, SHAPE OR FORM.

DON'T JUST FADE AWAY.

AND YOUR FAMILY.

WE APPRECIATE YOUR FAMILY, STACY.

WE'VE GOTTEN TO KNOW HER.

YOU ARE A ROLE MODEL FOR OUR COMMUNITY.

SO THANK YOU FOR YOUR SERVICE.

THANK YOU. GREAT.

THANK YOU VERY MUCH. AND CHRIS, I'D LIKE TO ASK YOU TO JOIN ME AND FRANK WITH YOUR FAMILY AND SHANA AND WE HAVE SOME GIFTS FOR YOU.

SO ANYWAY, THANK YOU.

SEE YOU AT THE RECEPTION.

OK, WE'LL GO AHEAD AND CALL THE REGULAR NOVEMBER 17TH CITY COUNCIL MEETING BACK TO ORDER.

IS THERE ANY ACTION NECESSARY FOLLOWING EXECUTIVE SESSION? NO, MADAM MAYOR. OK, THANK YOU.

NEXT ON THE AGENDA IS THE MAYOR'S REPORT.

[3.A. Mayor's Report]

THE ONLY THING I WANT TO SAY TONIGHT ON THE MAYOR'S REPORT IS I'M NOT DRESSED LIKE THIS BECAUSE I HAVE A DATE AFTER CITY COUNCIL.

WE WERE WE WERE DOING A VIDEO FOR HOME FOR THE HOLIDAYS, AND WE WANTED TO DRESS REALLY FESTIVE. AND ALL OF THE COUNCILMEN HAD ON CHRISTMAS JACKETS AND SWEATERS AND I HAD ON GLITTER AND THEY WERE ABLE TO TAKE THEIR JACKET OFF.

AND I'M STUCK LOOKING LIKE THIS FOR THE REST OF THE NIGHT, SO NOT MY NORMAL WAY TO DRESS.

NEXT ON THE AGENDA IS THE CITY MANAGER'S REPORT.

[3.B.1. Annual Leaf Recycling Program]

MRS. YELVERTON? YES, MAYOR. I'D LIKE TO ASK LAUREN LANEAVE FROM MY OFFICE TO STEP FORWARD.

SHE'S GOING TO TALK ABOUT LEAF RECYCLING PROGRAM.

GREAT. THANK YOU. TONIGHT, OOPS, TO PRESENT THE DATES FOR THIS YEAR'S LEAF RECYCLING PROGRAM. WE'RE KICKING IT OFF TOMORROW, WHICH IS WEDNESDAY, NOVEMBER 18TH, WITH OUR FIRST COLLECTION SO RESIDENTS CAN PARTICIPATE IN THIS PROGRAM BY PLACING THEIR LEAVES OUT FOR COLLECTION BY 7:00 A.M., ANY KIND OF BAG CAN BE USED.

AND THIS PROGRAM IS REALLY BENEFICIAL TO IN OUR SUSTAINABILITY EFFORTS TO REALLY KEEP THOSE ORGANIC MATTERS OUT OF THE LANDFILL.

SO OVER THE PAST FEW YEARS, SINCE WE'VE BEEN DOING THIS PROGRAM, WE'VE DIVERTED MORE THAN THIRTEEN HUNDRED TONS OF LEAVES FROM THE LANDFILL.

AND IT'S A GREAT OPPORTUNITY TO CREATE COMPOST AND KEEP THOSE GASES FROM GOING INTO OUR ATMOSPHERE. SO ARE THERE ANY QUESTIONS ON THIS PROGRAM? ANY QUESTIONS COUNCIL? IT'S AN EXCELLENT PROGRAM.

AND IF YOU'LL DO US A FAVOR AND SEND EACH OF US THE SLIDES SO THAT WE CAN POST IT ON SOCIAL MEDIA, THAT WOULD BE WONDERFUL BECAUSE PEOPLE ALWAYS LIKE ON THE 19TH.

ABSOLUTELY. I'LL GET THAT TO YOU TOMORROW.

THANK YOU. THANK YOU, LAUREN.

OK. NEXT ON THE AGENDA IS THE CONSENT ITEMS.

[Consent Agenda]

WE WENT OVER THOSE ITEMS EARLIER THIS EVENING AND WE ADDED A COUPLE OF ITEMS. BUT I WOULD LIKE TO GO AHEAD AND HAVE A CONVERSATION RIGHT NOW ABOUT ITEM 6E, WHICH IS THE CONSERVATION.

AND AM I SAYING THAT RIGHT? AND KEN IF YOU COULD COME UP BECAUSE WE WANT TO HAVE SOME DISCUSSION ABOUT THAT PRIOR TO.

AND IN PARTICULAR, I WAS MADE AWARE THAT WE RECEIVED SOME INFORMATION TODAY ON THE DEVELOPMENT THAT WE DID NOT HAVE PRIOR TO TODAY, SO THAT'S WHY I WANT TO TAKE THIS ITEM UP EARLY. GOOD EVENING, MAYOR.

MEMBERS OF THE COUNCIL, AS YOU KNOW, THIS IS A SECOND READING ON A PROPOSED ZONING DEVELOPMENT PLAN TO ALLOW EIGHT RESIDENTIAL LOTS ON THE 13.1 ACRES.

ONE OF THE EXISTING LOTS IN HARBOR THE TOTAL DEVELOPMENT PLAN IS 13.1 ACRES.

PROPERTY LOCATED 2970 BURNEY LANE.

BECAUSE OF THE OPPOSITION ON THIS PROPERTY, ANY VOTE THIS EVENING WOULD REQUIRE A SUPERMAJORITY VOTE, WHICH MEANS THAT THERE NEEDS TO BE SIX AFFIRMATIVE VOTES BY CITY COUNCIL.

[01:10:01]

SUPERMAJORITY APPLIES DUE TO THE OPPOSITION FROM THE SURROUNDING NEIGHBORHOODS.

I'LL JUST QUICKLY GO OVER THE CHANGES.

SINCE THE FIRST READING, I KNOW COUNCIL IS VERY AWARE OF THE LOCATION OF THE PROPERTY.

THIS IS THE DEVELOPMENT PLAN THAT WAS PRESENTED AT YOUR FIRST READING.

THIS IS A SUMMARY OF YOUR MOTION, WHICH IS IN YOUR PACKET.

I'LL GO THROUGH THE CHANGES THAT HAVE OCCURRED SINCE THE FIRST READING.

COUNCIL DID ASK THE APPLICANT TO COME BACK WITH SOME OPTIONS REGARDING ACCESS OFF OF BURNEY INTO THE SUBDIVISION SHOWING A SOUTHERN ACCESS POINT AND A MORE NORTHERN ACCESS POINT IN YOUR PACKET.

YOU HAVE AN OPTION A AND OPTION B, WHICH IS SHOWN ON THIS SLIDE.

AND YOU COMPARE THAT OPTION TO THE INITIAL DEVELOPMENT PLAN PRESENTED AT YOUR FIRST READING.

THIS IS THE THERE IS ALSO TALK ABOUT DOING A MORE RURAL CROSS SECTION OFF A BURNEY LANE.

THE APPLICANT HAS PROVIDED AN EXHIBIT WHICH YOU CAN SEE ON THE LEFT HAND SIDE OF THIS EXHIBIT, WHICH SHOWS A MORE RURAL CROSS SECTION TRANSITIONING BACK ABOUT 50 FEET FROM THE PROPERTY LINE, WHICH IS A PROBABLY 65 TO 70 FEET FROM THE ROADWAY PAVEMENT AND THEN TRANSITION OVER THE NEXT HUNDRED FEET BACK TO MORE TYPICAL CURVE AND GUTTER SECTION, WHICH YOU SEE IN THE SUBDIVISIONS.

THE APPLICANT HAS ALSO REQUESTED TO SHIFT THE ROADWAY TO THE WEST, BETTER DEFINE THE WILDLIFE EASEMENT.

THEY DID CREATE A SEPARATE PEDESTRIAN AND EQUESTRIAN ACCESS EASEMENT ON THE REVISIONS.

THEY DID INCREASE THE LOT SIZES OF LOTS SIX AND SEVEN.

AND WE JUST DISCUSSED THE CURB TRANSITION AREA, THE.

WILDLIFE EASEMENT IS STILL SHOWN BY THE SHADE OF GREEN, THE EQUESTRIAN PEDESTRIAN EASEMENT WILL BE LOCATED GENERALLY WHERE THE ARROW IS LOCATED.

THE APPLICANT PROVIDE AN EASEMENT TO THEIR PROPERTY LINE, WHICH PROVIDE ACCESS TO THE CORE PROPERTY. STAFF DOES ASK IF APPROVED, THAT MOTION THAT'S CONSIDERED A MOTION THAT A PEDESTRIAN EQUESTRIAN ACCESS EASEMENT BE PROVIDED ALONG THE STREET TO THAT EASEMENT ON LOT TWO TO ALLOW ACCESS ALONG THE STREET.

THIS EXHIBIT SHOWS THE INITIAL ALIGNMENT AND RED OF THE CUL DE SAC AND THEN THE GRAY IS THE NEW ALIGNMENT ON THE LEFT UPPER LEFT PART OF THE SLIDE.

YOU'VE GOT THE LOT UNDER THE THREE SCENARIOS WE DISCUSSED LAST TIME, WHICH SHOWS AN INCREASE IN THE LOT SIZE, BOTH FOR LOTS SIX AND SEVEN.

AND THIS IS THE FENCE DIAGRAM SHOWING OPTION B.

AND AGAIN, YOU CAN SEE THE EASEMENT.

THERE IS ALSO AN EASEMENT FOR THE MAIL KIOSK SHOWN BY THE RED STAR OR DOT.

THIS IS JUST A SITE DATA SUMMARY COMPARISON UNDER BOTH THE LOT A, OR OPTION A AND OPTION B SCENARIO, WHICH WE CAN GO OVER IF NEEDED.

THIS IS A TREE CONSERVATION PLAN COMPARISON.

ALSO, THE OPTION B IS SELECTED, THEN A REGULATION WILL NEED TO BE ADDED, ALLOWING THE LENGTH OF THE CUL DE SAC TO EXCEED 1000 FEET IN LENGTH, THAT'S HIGHLIGHTED IN YELLOW.

THEY DID CHANGE THE REGULATIONS AND THE OPEN SPACE MANAGEMENT PLAN TO REFERENCE TO THE LANDSCAPE, MAIL AND PEDESTRIAN ACCESS, EQUESTRIAN EASEMENT.

THE CHANGE THAT WAS NOT IN YOUR PACKET, THE STAFF WAS MADE AWARE OF TODAY, WAS THAT DUE TO THE 572 CONTOUR, WHICH IS A FLOWAGE EASEMENT, THERE WAS SOME CONCERN THAT IN THE ALIGNMENT PRESENTED THAT I THINK THE APPLICANT IS NOT AWARE AND THE APPLICANT IS HERE AND THEIR ENGINEER CAN DISCUSS IN MORE DETAIL ABOUT CROSSING THIS FLOWAGE EASEMENT AS SHOWN ON THE EXHIBIT. AND SO WHAT THE APPLICANT HAS PROVIDED FOR TONIGHT FOR YOUR CONSIDERATION IS ESSENTIALLY A BOXED AREA.

AND YOU CAN SEE WHERE THE ROADWAY SHOWN BY THE RED DASH LINE WOULD GIVE THE LATITUDE FOR THE APPLICANT TO MEANDER THAT ROADWAY WITHIN THAT FLOWAGE EASEMENT AREA SUCH THAT

[01:15:01]

POTENTIALLY THE BOX CULVERS COULD BE UTILIZED INSTEAD OF A BRIDGE STRUCTURE.

SO THAT IS THAT WAS NOT INCLUDED IN YOUR PACKAGE.

AND THAT'S A NEW ADDITION THIS EVENING.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

AS MENTIONED, THE APPLICANT ENGINEER IS HERE.

SO YOU SAID THAT AN ENGINEER WOULD BE HERE THIS EVENING.

AND I KNOW ALSO COUNCIL MEMBER PATTON HAD A LOT OF QUESTIONS AT THE LAST MEETING ABOUT DRAINAGE AND THE FLOWING OF WATER.

SO IS THE ENGINEER HERE FOR THIS CASE, MR. AND IF YOU'LL GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE, I'M RICH DEOTTE, DEOTTE ENGINEERING AND MY OFFICES AT 420 JOHNSON ROAD IN KELLER, TEXAS.

OK, WHAT WE'RE BEING ASKED TO LOOK AT NOW.

WELL. NUMBER ONE, WE COUNCIL THAT WASN'T EVEN AWARE OF THIS.

WE WERE JUST GIVEN STAFF, WAS JUST GIVEN THIS TODAY.

SO CAN YOU KIND OF WALK US THROUGH WHAT YOUR CONCERNS ARE AND WHAT WOULD HAVE TO HAPPEN FOR THE ROAD TO GO THROUGH A WE'RE ASKING FOR A LITTLE FLEXIBILITY HERE BECAUSE OF THE 572 CONTOUR, WHICH THE CORPS OF ENGINEERS HAS JURISDICTION OVER.

IT'S ACTUALLY THEY DO HAVE AN EASEMENT WHICH PROHIBITS CERTAIN ACTIVITIES WITHIN THAT REGION.

TO THE EAST, IT'S A NARROW STRIP.

AS YOU MOVE THE ROAD TO THE WEST, THE 572 FLARES OUT AND IT GETS A LOT LONGER.

SO WHEN THEY GO FROM A I'M GOING TO SAY MAYBE A 30 FOOT BRIDGING, WHICH IS RELATIVELY BENIGN TO SOMETHING THAT COULD BE AS LONG PARDON ME, AS 100 FEET, I THINK IN ONE RENDITION WE LOOKED AT IT WAS 90 FEET.

A 90 FOOT BRIDGE IS LIKE A HEAVY DUTY TXDOT HIGHWAY BRIDGE, IN THIS CASE IN THE MIDDLE OF THE WOODS. AND THAT COULD BE DONE.

BUT I DON'T THINK ANYBODY WANTS THAT AND THAT'S WHAT COULD BE REQUIRED.

I HAVE NOT HAD DIRECT COMMUNICATION WITH THE CORPS OF ENGINEERS ON THIS PROJECT.

AND SO THE REASON I ASKED TO INCLUDE THIS IS SO WE DON'T END UP WITH A PROJECT THAT CAN BE BUILT THAT NOBODY WANTS.

OF COURSE, IN 90 FOOT BRIDGE IS A WHOLE LOT MORE EXPENSIVE, TOO, AND THAT MAY AFFECT THE FEASIBILITY OF THE PROJECT.

BUT REALLY, IF YOU GO FROM A DECK BRIDGE TO SOMETHING THAT HAS TXDOT CONCRETE I-BEAMS, THEY CAN BE FIVE OR EIGHT FEET TALL BY THEMSELVES.

SO YOU WOULD END UP WITH THIS MASSIVE STRUCTURE OUT THERE AND IT WOULD I KNOW Y'ALL WOULDN'T LIKE IT. I WOULDN'T LIKE IT.

AND I JUST THINK IT'S BETTER.

I DON'T KNOW WHAT THE CORPS IS GOING TO REQUIRE AT THIS POINT, BUT BASED ON MY OWN EXPERIENCE, I THINK OUR OPTIONS ARE GOING TO BE LIMITED.

OTHER PEOPLE HAVE HAD CONVERSATIONS AND IT'S SORT OF ALL OVER THE MAP.

BUT DEFERRING TO MY OWN EXPERIENCE, I FEEL LIKE WE JUST NEED SOME FLEXIBILITY TO DO SOMETHING THAT'S GOING TO LOOK NICE.

WELL, I APPRECIATE THAT, BUT THAT'S PROBABLY NOT A DIRECTION WE WOULD GO.

WE DON'T LIKE BEING SHOWN THINGS AT THE LAST MINUTE WHEN WE SHOW UP FOR A CITY COUNCIL MEETING. YOU'VE WORKED WITH ME FOR MANY YEARS.

YOU KNOW HOW I FEEL ABOUT THAT.

WE WANT TO KNOW WHEN WE'RE LOOKING AT A DEVELOPMENT, WE NEED TO UNDERSTAND EXACTLY WHAT WE'RE BEING ASKED TO APPROVE.

AND JUST AS IMPORTANTLY, THE CITIZENS THAT ARE AFFECTED BY IT NEED TO KNOW EXACTLY WHAT WE'RE CONSIDERING.

SO I'M MORE THAN HAPPY THAT IT'S FOR YOU TO GET THE ANSWERS THAT YOU NEED, BECAUSE I WANT THOSE ANSWERS BEFORE I CONTINUE TO DISCUSS THIS.

THIS ITEM IS THE APPLICANT HERE WITH YOU TONIGHT? YES HE IS. OK, IS THE APPLICANT PRESENT IF YOU WANT TO COME FORWARD? JUST GIVE US YOUR NAME AND RECORD FOR THE.

JODIE BOYD 2808 NORTHWOOD STREET, GRAPEVINE, TEXAS.

OK, SO I'LL GO AHEAD.

I'M MORE THAN HAPPY TO CANVASS THE COUNCIL AND SEE HOW EVERYONE UP HERE FEELS ABOUT THIS, BUT WE HAVE A ROOM FULL OF PEOPLE THAT WANT TO KNOW EXACTLY WHAT WE'RE TALKING ABOUT TONIGHT. I DON'T LIKE TO PUT PEOPLE OFF, BUT I'M NOT IN I'M NOT INTERESTED IN FLEXIBILITY. I'M INTERESTED IN SEEING EXACTLY WHAT THE PROJECT IS AND WHAT THE CORPS OF ENGINEERS HAS TO SAY ABOUT THIS ISSUE.

[01:20:03]

SO IF YOU MY SUGGESTION, IT'S YOUR CHOICE.

MY RECOMMENDATION TO YOU IS TO TABLE THE ITEM UNTIL YOU GET THAT INFORMATION.

BUT IF YOU DON'T WANT TO TABLE IT, I CAN CANVASS THE COUNCIL AND THEN I THINK YOU WILL MAKE THE DECISION THAT YOU PROBABLY OUGHT TO TABLE THE ITEM.

YES, MA'AM. YOU KNOW, I GUESS MY ONLY THE ONLY ISSUE I WOULD HAVE WITH THAT IS THAT WE'RE TALKING ABOUT MONTHS AND MONTHS FROM WHAT EXACTLY IT IS THE CORPS IS GOING TO ALLOW.

AND THAT'S TYPICALLY AN APPROVAL PROCESS THAT COMES WITH THE CONSTRUCTION PRINTS.

WE'RE PREPARED, AS YOU SEE ON THE ITEM UP THERE, THE RED DOTTED LINE THAT'S A LITTLE FURTHER TO THE EAST ALONG MR. FREDERIK'S PROPERTY TO STICK TO THAT ALIGNMENT.

THAT GIVES US THE GREATEST FLEXIBILITY WE CAN BRIDGE THE GAP THERE ON 572.

I MEAN, IF I HAVE THE TIME TO DO IT, I WOULD I JUST AM CONTRACTUALLY OBLIGATED.

I'VE GOT TO GET AN ANSWER TONIGHT.

I KNOW THAT DOESN'T GIVE VERY MUCH FLEXIBILITY AS FAR AS GOING TO THE CORPS, BUT WOULD BE MONTHS AND MONTHS AND CONSTRUCTION PRINTS APPROVAL BEFORE WE COULD ACTUALLY GET TO AN ANSWER FROM THE CORPS. NOW, IT IS POSSIBLE THAT WE CAN BRIDGE THE GAP THERE AS THE ROAD IS LAID OUT THERE ON THE DOTTED RED LINE, WE'D BE PREPARED TO STICK WITH THAT LAYOUT AS WE GO FORWARD TONIGHT. BUT UNFORTUNATELY, I DON'T HAVE THE FLEXIBILITY.

IF I DID, I WOULD CERTAINLY BE WILLING TO DO IT.

RIGHT. BUT IF YOU BROUGHT US TONIGHT, IF WHAT YOU BROUGHT US WAS THIS THE GRAY LINE, WHICH WAS ORIGINALLY, THEN THE RED LINE WOULD HAVE BEEN OUR DECISION MIGHT HAVE HAD NOTHING TO DO WITH THAT.

NOW, WHAT YOU PUT BEFORE US, WHICH IS I DON'T KNOW WHAT WE HAVE TO DO HERE, BUT IF IT'S TOO EXPENSIVE, WE'RE GOING TO GO AHEAD AND DO THIS OVER HERE.

AND SO SURELY BY THE FACT THAT WE WERE JUST GIVEN THIS INFORMATION TODAY, THAT BECOMES A HUGE A HUGE PROBLEM FOR US, ESPECIALLY.

THIS IS SECOND READING.

IF THIS WAS FIRST READING, WE PROBABLY COULD BUY SOME TIME, BUT NOT IN FIRST READING.

BUT HANG ON, I'M JUST ONE PERSON.

LET ME ASK THE COUNCIL HOW THEY FEEL ABOUT PROCEEDING WITH THIS PROJECT, WITH THEIR BEING A BASICALLY A FLEXIBILITY BOX AS TO WHERE A ROAD MIGHT GO AND WHAT THAT WORD MIGHT LOOK LIKE. SO COUNCIL MEMBER WILLIAMSON, NEW GUY.

I ALMOST CALLED YOU COUNCIL MEMBER ARCHER.

THANK YOU, MAYOR. YEAH, I AGREE WITH YOU.

YOU KNOW, THERE'S BEEN TIMES IN PREVIOUS TERMS WHERE IF IT'S A MODEST VARIATION OR SOMETHING THAT'S KIND OF A STAFF APPROVED TYPE OPTION OR IT'S A COUPLE OF OPTIONS THAT ARE VERY CONCRETE TO MOVE FORWARD.

BUT IN THIS CASE, THESE ARE THIS IS A BIG PIECE OF THIS PROJECT, A BIG A BIG DECISION POINT. AND SO FOR ME TO VOTE RESPONSIBLY AND NOT KNOW EXACTLY WHAT THE CORPS IS GOING TO REQUIRE, IT WOULD NOT BE RESPONSIBLE.

SO THAT'S WHERE I STAND. COUNCIL MEMBER HUFFMAN.

YEAH, I'M IN AGREEMENT WITH COUNCIL MEMBER WILLIAMSON.

AND I MEAN, I THINK WE NEED I DON'T KNOW THAT WE'VE EVER BEEN ASKED TO VOTE ON A NEIGHBORHOOD OR DEVELOPMENT PROJECT WHERE WE DIDN'T KNOW WHERE THE ROAD WAS GOING TO GO.

AND IT IS A BIG PIECE. I THINK IT OBVIOUSLY IMPACTS THE NEIGHBOR TO THE EAST AND WE NEED TO KNOW THAT. NOW TO THE COMMENT ABOUT CONTRACTUAL OBLIGATIONS.

I MEAN, THERE ARE TWO PARTIES TO THAT CONTRACT, I ASSUME, WITH THE AGREEMENT OF BOTH PARTIES THAT COULD BE EXTENDED.

I DON'T KNOW THE DETAILS, BUT THIS IS A BIG DEAL.

JUST SEEN IT TODAY. IT'S A BIG DEAL FOR ME.

IT IS. SO I'D BE MUCH MORE IN FAVOR OF TABLING IT AND GIVING YOU THE AT LEAST THE OPPORTUNITY TO FIGURE OUT IF IT'S FEASIBLE OR NOT.

COUNCIL MEMBER SMITH. I MEAN, GIVEN WHAT WE KNOW, I CERTAINLY DON'T FEEL COMFORTABLE.

APPROVING THIS VOTING AFFIRMATIVELY, SO TO SPEAK, I THINK THE BEST COURSE OF ACTION, GIVEN THAT MR. DEOTTE AND YOURSELF ARE NOW SAYING YOU'RE UNSURE.

AND SO FOR US TO MAKE A DECISION WHEN BOTH PARTIES ARE UNSURE, I JUST FEEL LIKE THAT'S NOT WHAT WE'RE TRYING TO GO HERE IN.

THE COUNCIL SUPPORTS MAKING DECISIONS.

THERE'S NO REQUIREMENT THAT WE HAVE PERFECT INFORMATION.

BUT THIS IS I THINK THIS FALLS WELL BELOW THE STANDARD OF THE INFORMATION WE WOULD NEED TO HAVE TO MAKE AN INFORMED DECISION.

COUNCIL MEMBER PATTON.

WELL, I THINK THE THEME IS GOING TO SOUND SIMILAR FOR ME.

THERE'S CLEARLY A TOPPO ISSUE HERE THAT WE HAVE TO GET FIGURED OUT AND KNOWING THAT IT COULD HAVE A MEANINGFUL IMPACT ON WHERE THIS ROAD WOULD GO AND HOW IT WOULD IMPACT AN EXISTING RESIDENTS, I THINK HAS MERIT.

AND THIS IS A PUD WE DON'T APPROVE PUDS WITHOUT KNOWING EXACTLY WHERE THE ROAD IS GOING TO GO. THAT'S THE CHALLENGE THAT WE'RE STUCK WITH RIGHT NOW.

SO I DON'T KNOW, MR. BOYD, IF I UNDERSTAND WHAT YOU'RE SAYING, WITH THE CONSTRUCTION PLANS AND THINGS OF THAT NATURE. BUT I THINK YOU COULD PROBABLY GET SOME INFORMATION DIRECTIONALLY FROM THE CORPS THAT SAYS, NO, WE'RE GOING TO REQUIRE AND MR. DEOTTE MAYBE YOU CAN SPEAK MORE TO THAT, THAT THEY CAN JUST SAY DIRECTLY, NO, IT'S GOING

[01:25:02]

TO REQUIRE SOME TYPE OF BRIDGING MORE THAN WHAT YOU CURRENTLY HAVE PROPOSED.

IF THE ROAD WERE MOVED OVER TO THE EAST AND YOU'RE DOING I DON'T KNOW.

I DON'T KNOW WHAT THAT DRAINAGE PLAN LOOKS LIKE.

BUT NONETHELESS, I THINK YOU MIGHT NEED TO GET SOME DIRECTION RIGHT.

VERSUS A FULLY BUILT OUT DESIGNED SCHEMATIC.

AND I THINK THAT'S WHAT WE NEED MORE THAN HAVING THE FULL DESIGN ENGINEERED PLAN.

I AGREE WITH WHAT YOU HAVE ALREADY SAID, THAT I DON'T THINK WE CAN VOTE ON THIS TONIGHT.

I THINK WE HAVE TO TABLE IT GIVEN THIS ISSUE.

COUNCIL MEMBER TALLEY. I'LL JUST ECHO WHAT EVERYBODY ELSE SAID.

I'M NOT COMFORTABLE AS WELL.

I DEFINITELY I'M NOT COMFORTABLE VOTING ON A ROAD THAT'S, YOU KNOW, WE DON'T KNOW WHERE WE DON'T KNOW WHICH VERSION OR WHERE IT'S GOING TO GO, ESPECIALLY WHEN PREVIOUS CONCERNS ABOUT, YOU KNOW, WANTING TO KNOW ABOUT DRAINAGE AND SO FORTH EXISTED ALREADY.

SO I'M NOT COMFORTABLE AS WELL.

OK, LET ME ASK, WHEN IS THE NEXT COUNCIL MEETING THAT TWO WEEKS FROM NOW? YES, DECEMBER THE 1ST.

IF YOU HAVE AN ANSWER BY THEN, THAT WOULD BE WHEN YOU WOULD COME BACK.

NOW I'M GOING TO BE. I'LL BE I WANT TO BE CLEAR.

SO GENERALLY, WE DON'T TAKE UP CONTROVERSIAL ISSUES DURING THE HOLIDAYS, BUT WE'RE BETWEEN A FIRST READING AND A SECOND READING.

SO IF YOU CAN HAVE AN ANSWER FOR US BY DECEMBER 1ST, WHICH IS OUR NEXT READING THEM, THEN WE WOULD HAVE A PUBLIC HEARING THAT EVENING AND TAKE ACTION ON THAT ITEM.

ALL RIGHT. WELL, YES, MA'AM.

IF YOU CAN COMMIT ME THAT WE CAN BE HERE DECEMBER 1ST, I'LL COMMITMENT THAT WE'LL HAVE AN ANSWER. AND I'D ASK THAT REQUEST THAT YOU TABLE THE ITEM TONIGHT.

AND IF YOU'LL WORK WITH STAFF SO THAT THEY COMPLETELY UNDERSTAND THAT YOU DO, IN FACT, HAVE AN ANSWER FOR US SO THAT WE KNOW WHAT WE'RE TALKING ABOUT.

BUT MORE IMPORTANTLY, ALSO THAT THE CITIZENS UNDERSTAND WHAT IT IS BECAUSE THAT MAY CHANGE MUCH OF THEIR COMMENTS.

AS THEY COME FORWARD TO DISCUSS THE ITEM.

YES, MA'AM. SO, OK, WE'RE GOING TO ADD THAT TO OUR CONSENT.

SO FOR THE AUDIENCE, I EXPLAINED AND YOU'RE FINE IF YOU WANT TO GO BACK AND SIT DOWN.

THANK YOU VERY MUCH. I APPRECIATE.

APPRECIATE YOU BOTH. SO FOR THE AUDIENCE AND FOR THE CITIZENS, I WOULD EXPLAIN TO YOU WHAT JUST HAPPENED. WE WERE GIVEN INFORMATION LATE TODAY THAT THE COUNCIL DIDN'T HAVE ANY CHANCE TO LOOK AT.

AS YOU HEARD FROM OUR CONVERSATION, WE FELT THAT THAT INFORMATION THAT WE WERE GIVEN REALLY CHANGED HOW WE LOOKED AT THIS DEVELOPMENT.

AND SO WE'RE MOVING IT TO THE VERY FRONT OF THE EVENING ON OUR CONSENT.

WE VOTE ON OUR ALL OF THE CONSENT ITEMS. THERE ARE ABOUT A HALF A DOZEN TO A DOZEN OF THEM TONIGHT.

THEY ALL GET VOTED ON WITH ONE MOTION.

SO HE'S REQUESTED TO TABLE, WHICH MEANS WE WON'T HAVE WE WON'T HAVE THE CASE PRESENTED TONIGHT. WE WON'T BE TAKING ACTION ON IT TONIGHT.

NOW, I APOLOGIZE, BECAUSE WHAT THAT MEANS IS THAT IF HE IF THE DEVELOPER IS ABLE TO GET A CLEAR ANSWER FROM THE CORPS OF ENGINEERS, THEN THEY HAVE THE RIGHT TO COME BACK ON DECEMBER 1ST TO PRESENT THE CASE.

I WILL TELL YOU, IF IT GOES PAST DECEMBER 1ST, WE WILL NOT TAKE UP THE CASE BETWEEN OUR SECOND MEETING IN DECEMBER AND THE FIRST OF THE YEAR, BECAUSE MY POLICY HAS ALWAYS BEEN THAT THAT'S TIME WHEN PEOPLE ARE BUSY WITH THEIR FAMILIES AND I DON'T WANT YOU SITTING HERE. SO I WHILE I APOLOGIZE FOR WHAT HAPPENED TONIGHT, I WANT YOU TO UNDERSTAND WE TOOK IT UP FIRST SO THAT YOU WOULD LIMIT THE AMOUNT OF TIME THAT YOU SPENT HERE.

NOW, THAT BEING SAID, IF ANYBODY FEELS THAT THEY REALLY WANT TO SPEAK ANYWAY, EVEN THOUGH THIS IS GOING TO BE PUT ON CONSENT, YOU HAVE THE RIGHT TO DO THAT.

BUT I HAVE WE HAVE ALL OF YOUR PUBLIC COMMENT CARDS.

WE HAVE ALL OF YOUR EMAILS.

YOU STILL HAVE EVERY RIGHT TO COME TO THE NEXT MEETING AND TO MAKE THOSE COMMENTS, BUT WE WON'T BE VOTING ON THIS ITEM TONIGHT.

TONIGHT, IT WILL BE ON THE CONSENT AGENDA AND WE WILL BE HAVING ONE VOTE ON THE CONSENT AGENDA TONIGHT. SO WITH THAT, DO I HAVE A MOTION ON CONSENT? YES, MAYOR AND COUNCIL, I MAKE A MOTION TO APPROVE OUR CONSENT AGENDA ITEMS 4A THROUGH 4N, NOTING THAT WITH RESPECT TO ITEM 4B WE'RE APPROVING RESOLUTION NUMBER 20-052 APPOINTING SHAWN MCCASKILL AS THE MAYOR PRO TEM AND DEPUTY MAYOR PRO TEM WILL BE JOHN HUFFMAN. AND WE'RE APPROVING PER THE SIGN BOARD'S RECOMMENDATION, WHICH GRANTED A VARIANCE FOR THE UPPER STORY SIGN AND BACKER PLATE, BUT DENIED THE VARIANCE FOR THE SIGN AREA.

[01:30:05]

FOR TONIGHT'S MEETING, THE APPLICANT HAS REDUCED THE SIGN AREA FROM THIRTY TWO SQUARE FEET PROPOSED AT THE SIGN BOARD TO A COMPLIANT TWENTY EIGHT SQUARE FEET.

WITH RESPECT TO ITEM 4M, WE'RE APPROVING THE SIGN VARIANCE FOR RETINA CENTER OF TEXAS.

THAT'S CASE NUMBER SV20-0017.

AND WE'RE APPROVING PER THE SIGN BOARD'S RECOMMENDATION WHICH APPROVED THE UPPER STORY VARIANCE WITH THE LOGO HEIGHT OF FORTY THREE INCHES AND APPROVING THE TOWER LOGO UPPER STORY VARIANCE, BUT DENYING THE REQUEST FOR THE THIRTY SIX INCH LOGO HEIGHT ON THE TOWER FEATURE LOGO AND LIMITING IT TO 30 INCHES.

WE'RE ALSO APPROVING THE NUMBER OF ATTACH SIGNS AS REQUESTED AND ALSO NOTING THAT THE APPLICANT WILL BE REQUIRED TO COME BACK THROUGH THE SIGN VARIANCE PROCESS AND OBTAIN CITY COUNCIL APPROVAL IF ANY ADDITIONAL TENANT SIGNAGE IS REQUIRED TO THIS BUILDING IN THE FUTURE. WE'RE ALSO TABLING ITEM 7A ORDINANCE NUMBER 480-740, CASE NUMBER ZA18-006 . FIRST READING ZONING CHANGE AND CONCEPT SITE PLAN FOR CREEKSIDE POINT, FORMERLY KNOWN AS SOUTH WEST MEADOWS.

ALSO MOVING FROM OUR REGULAR AGENDA TO OUR CONSENT AGENDA AND APPROVING ITEM 9A, WHICH IS CASE NUMBER ZA20-0050 A PLAT REVISION FOR THE PROPERTY LOCATED AT 2350 CRAWFORD COURT IN SOUTHLAKE, TEXAS.

Current Zoning: "EZC" Employment Center District. SPIN Neighborhood #3. PUBLIC HEARING]

MAYOR, MEMBERS OF COUNCIL.

THIS IS A SPECIFIC USE PERMIT REQUEST TO ALLOW A RESIDENTIAL SOLAR ENERGY SYSTEM TO BE ADDED TO A HOME LOCATED 821 LAKE CARILLON.

THE APPLICANT IS REQUESTING APPROVAL TO INSTALL RESIDENTIAL SOLAR ENERGY SYSTEM BE LOCATED ON THE EAST SIDE OF THE HOUSE.

THIS IS THE EXHIBIT SHOWING THE FUTURE LAND USE AND THE APPROXIMATE LOCATION OF THE HOUSE DOES BACK UP TO THE KIRKWOOD BOULEVARD.

ZONING IS THE EMPLOYMENT ZONE CENTER AND THIS IS AN AERIAL VIEW.

COUNCIL DID APPROVE SOLAR PANEL SUP TO A LOT JUST TO TO THE SOUTH OF THIS.

AND I HAVE EXHIBIT OF THAT.

THIS IS THE VIEW LOOKING NORTH, REALLY KIND OF WEST TO THE PROPERTY.

THIS IS EAST KIRKWOOD BOULEVARD, LAKE CARILLON, AND THE SOLAR PANELS ARE ON THE SIDE OF THE HOUSE. THIS IS JUST A VIEW FROM LAKE CARILLON LANE AND THEN FLIPPED FROM KIRKWOOD BOULEVARD. THIS IS THE PROPOSED SOLAR ARRAY, 22 SOLAR PANELS.

JUST UNDER FOUR HUNDRED SQUARE FEET IN AREA IS BEING PROPOSED.

THIS IS A VIEW FROM LAKE CARILLON DRIVE AND SHOW THE SPECS ASSOCIATED WITH THE MOUTHING SYSTEM. THIS JUST SHOWS THE PROPOSED PANEL TYPE THAT THE APPLICANT PROVIDED.

JUST A, SOME SITE PHOTOGRAPHS OF THE HOME FROM KIRKWOOD BOULEVARD, AGAIN, FROM LAKE CARILLON. THIS IS A VIEW OF 833, WHICH IS TWO LOTS, THREE LOTS DOWN FROM THIS APPLICATION, A21, AND YOU CAN SEE THE SOLAR ARRAY THAT WAS APPROVED ON THE REAR PORTION OF THAT HOME.

PLANNING ZONING COMMISSION RECOMMENDED APPROVAL FOUR TWO, AND THEY ASK THAT THE APPLICANT BRING SOME ADDITIONAL INFORMATION IF NEEDED TO THE CITY COUNCIL REGARDING THE REQUEST AND THEN THE BASIS FOR THE TWO DISSENTING VOTES ARE SHOWN ON THE SLIDE.

THAT CONCLUDES STAFF'S PRESENTATION.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

CAN YOU PUT THE LAST SLIDE BACK UP, PLEASE? THANK YOU. SO COMMISSIONER SPRINGER DID NOT LIKE THE LOCATION ON THE ROOF.

SO WHERE, DID HE OFFER ANOTHER ALTERNATIVE? I MEAN, THE PROBLEM IS WHEN WE HAVE HOUSES ON BOULEVARDS LIKE THAT, THE HOMES ARE SET WAY BACK OFF THE BOULEVARD, BUT THEY DON'T HAVE ANYWHERE TO PUT.

YEAH, IT'D BE DIFFICULT TO.

YEAH. SO WHY SHOULD THEY NOT BE ALLOWED TO HAVE THEM BECAUSE OF THAT? RIGHT. OK, AND THEN THE SAME WITH COMMISSIONER PHALEN WITH NO TREE COVERAGE.

WELL I MEAN THAT'S A NEW NEIGHBORHOOD.

IT'LL HAVE IT'LL HAVE TREE COVERAGE DOES ANYONE ON COUNCIL HAVE ANY ISSUES WITH US? I MEAN, THIS IS WE'RE GOING TO RUN INTO THIS WHEN HOMES ARE ON THESE LARGE BOULEVARDS.

I THINK WE ACTUALLY TALKED ABOUT MAYBE HAVING STAFF WORK ON.

KIND OF TAKING THESE OFF COUNCIL'S RESPONSIBILITY AND ON A GO FORWARD BASIS, I KNOW WE JUST TALKED ABOUT TWO WEEKS AGO, RIGHT? I JUST DON'T HAVE AN ISSUE WITH SOLAR PANELS.

WELL, I THINK EVERYBODY WELL, I'M GOING TO SAY GET ON MY SOAPBOX AND SAY EVERYBODY WILL HAVE THEM SOMEDAY. BUT THEY WILL.

SO, YEAH, I MEAN, WE HAVE TO MAKE ARRANGEMENTS FOR HOUSES LIKE THIS THAT DON'T REALLY HAVE A CHOICE OTHER THAN TO PUT THEM WHERE THEY ARE.

ANYBODY ON COUNCIL HAVE A PROBLEM WITH THIS? NO PROBLEMS. NO.

I MEAN, IDEALLY, I'D LOVE FOR THEM TO BE AS UNOBTRUSIVE AS POSSIBLE.

BUT I MEAN, UNLESS YOU'RE GOING TO PUT IN 40 FOOT TREES IN A NEW SUBDIVISION, I MEAN, WHAT ARE YOU GOING TO DO? YEAH, I MEAN, THERE'S SOLAR PANELS.

IT'S NOT LIKE IT'S A FLASHING NEON SIGN.

OK, THIS IS A PUBLIC HEARING.

IS THERE ANYONE THAT'D LIKE TO SPEAK ON THIS ITEM? SEEING NO ONE, WE'LL CLOSE A PUBLIC HEARING.

IS THERE A MOTION? YES, MAYOR AND COUNCIL.

I MAKE A MOTION TO APPROVE ITEM 6F RESOLUTION NUMBER 20-044.

CASE NUMBER ZA 20-0051.

[01:55:03]

A SPECIFIC USE PERMIT FOR A RESIDENTIAL SOLAR ENERGY SYSTEM LOCATED AT 821 LAKE CARILLON LANE, SOUTHLAKE, TEXAS.

SUBJECT TO OUR STAFF REPORT DATED NOVEMBER 11TH 2020 AND SPECIFIC USE PERMIT REVIEW SUMMARY NUMBER TWO DATED OCTOBER 16TH 2020.

NOTING WE'RE APPROVING THE SUP APPLICATION AS PRESENTED WITH TWENTY TWO SOLAR ENERGY PANELS.

IS THERE A SECOND? SECOND.

PLEASE CAST YOUR VOTE. OK, THAT ITEM PASSES SEVEN ZERO.

NEXT ON THE AGENDA, ITEM 6G.

[6.G. Resolution No. 20-050, (ZA20-0055), Specific Use Permit for a Temporary Construction and/or Sales Facility on property described as Lot 4, Block 1, Saddleback Ridge Estates, City of Southlake, Denton County, Texas and located at 4308 Saddleback Lane, Southlake, Texas. Current Zoning: "SF-1A" Single Family Residential District. SPIN Neighborhood #1. PUBLIC HEARING]

MAYOR, MEMBERS OF COUNCIL IS ALSO A SPECIFIC USE PERMIT APPLICATION.

THE REQUEST IS APPROVAL OF A SPECIFIC USE PERMIT TO ALLOW A THREE YEAR EXTENSION OF THE EXISTING SUP FOR APPROXIMATE 12 FOOT BY 60 FOOT TEMPORARY SALES FACILITY TO SERVE THE SADDLEBACK RIDGE ESTATES.

IT IS A CONSTRUCTION SLASH SALES FACILITY.

THE INITIAL SUP WAS APPROVED BACK IN 2017 IT WILL, OR 2018.

IT WILL EXPIRE ON JANUARY 16, 2021.

THE APPLICANT IS REQUESTING TO EXTEND THAT FOR ANOTHER THREE YEARS.

THE FUTURE LAND USE IS LOW DENSITY.

THE LOT HIGHLIGHTED IN RED IS LOCATION OF THE TRAILER WHERE IT SITS TODAY.

ZONING IS SF 1A.

THIS IS AN AERIAL ON THE SITE.

THIS IS THE TRAILER.

IT MEETS ALL THE SUP STANDARDS IN TERMS OF SKIRTING PARKING AND LANDSCAPING.

THIS IS A VIEW OF THE TRAILER.

THE REASON FOR THE EXTENSION IS TO ALLOW MORE OF THE HOMES TO BE CONSTRUCTED PRIOR TO REMOVING THAT. THE APPLICANT DID ALSO MENTION THAT THE SALES TRAILER DOES HAVE SOME SECURITY CAMERAS WHICH ALLOW THEM TO MONITOR THE NEIGHBORHOOD DURING THE CONSTRUCTION PHASE. THE PNZ RECOMMENDED APPROVAL OF THE SUP 6-0 AT THEIR OCTOBER OR NOVEMBER 5TH MEETING. I'LL BE GLAD TO ANSWER YOUR QUESTIONS.

GREAT. THANK YOU, COUNCIL.

ANYBODY HAVE ANY ISSUES WITH THAT? THE ONLY, I JUST HAVE A QUICK QUESTION, DIRECTOR BAKER, DO WE HAVE ANY IDEA, HAS THE APPLICANT TOLD US, HOW MANY LOTS ARE SOLD? I DON'T KNOW THAT THE APPLICANT IS HERE AND HE CAN PROBABLY.

YEAH HE'S HERE, YOU WANT TO COME UP AND TELL US HOW MANY? YEAH. IF YOU'LL GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.

GOOD EVENING. GOOD EVENING.

MY NAME IS TOM LAHODA.

I'M THE DEVELOPER OF SADDLEBACK RIDGE ESTATES.

I RESIDE AT 5025 PRESERVATION AVENUE IN COLLEYVILLE.

THIS IS A LONG PROJECT.

OH MY GOD. I STARTED IN 2005.

I VOTED ON IT IN 2005.

STARTED IN LATE FORTIES AND I'M IN MY SIXTIES NOW, SO ME TOO. IT'S I'D INVITE EVERYONE OUT HERE TO COME OUT AND SEE THE PROJECT.

VERY PROUD OF IT.

WE'VE DONE EVERYTHING WE SAID WE WERE GOING TO DO AND HOPEFULLY THEN SOME.

WE'VE MADE SOME GOOD FRIENDS WITH OUR NEIGHBORS.

WE'VE TRIED TO GO TO THE EXTRA EFFORT TO PROTECT THE CONSERVATION AROUND US.

IT'S GOING TO ADD AT BUILD OUT, I BELIEVE, OVER NINETY FIVE MILLION DOLLAR TAX VALUATION TO THE TO THE ROLLS HERE.

JUST VERY, VERY PROUD OF IT.

AS FAR AS THE EXTENSION WE'VE SOLD OF THE THIRTY TWO LOTS, THE ONE ACRE LOTS, WE'VE SOLD THE TOTAL WE HAVE ALMOST ELEVEN LOTS LEFT.

GOOD FOR YOU. AND WE'RE REALLY, WE'RE REALLY, I MEAN IT WAS WE STARTED OUT REALLY GOOD WITH SEVEN LOTS OF INITIAL OUR GRAND OPENING THE BRIDGE IN WHITE CHAPEL WENT OUT AND WE LOST ABOUT SEVEN MONTHS OF DOWNTIME. THE TRAFFIC JUST STOPPED.

YEAH. SO THAT ADDED ANOTHER YEAR TO IT AND THEN WE HAD COVID TO DEAL WITH INITIALLY.

BUT IT'S FUNNY RIGHT NOW WE'RE SEEING COVID, AS YOU KNOW, I JUST I GUESS JUST A SILVER LINING IN THAT ASPECT IS THAT WE'RE MAKING LOTS SALES JUST WITH DRONES, DRONE SHOTS RIGHT NOW WHERE PEOPLE FROM FROM OUT OF THE AREA.

SO I THINK I DON'T THINK WE'LL BE THERE THREE YEARS.

I JUST DIDN'T WANT TO COME BACK AGAIN.

YEAH. AND WE'LL JUST CONTINUE TO DO WHAT WE'RE DOING.

BUT I'D ASK FOR YOUR UNDERSTANDING AND HOPE YOU VOTE FAVORABLY.

THANK YOU. TOM. I WENT OUT THERE RIGHT AFTER YOU OPENED AND YOU'RE STILL PUTTING UP THE CROSS BEAM AT THE ENTRYWAY.

VERY ATTRACTIVE.

RIGHT. RIGHT AROUND THAT TIME FRAME AS WELL? YEAH, WE DID HAVE SOME VANDALISM.

IT WASN'T A LOT, BUT BUT WE DID HAVE SOME.

LANDSCAPING AND THINGS. YES.

YES. AND, YOU KNOW, EVER SINCE WE'VE GOT THE TRAILER INSIDE THE DEVELOPMENT, IT HAS STOPPED. THE CAMERAS HAVE HELPED, YOU KNOW, WITH A LOT OF THE BUILDERS ELECT ALSO TO PUT

[02:00:02]

FENCING AROUND THEIR CONSTRUCTION.

SO THAT HELPS AS WELL.

YOU KNOW, AND I GUESS IF I HAD TO GO BACK AND WIND THE CLOCK BACK, I GUESS THE ONE THING I WOULD PROBABLY RECONSIDER THE NAME AND I WOULD THINK I WOULD PROBABLY NAME IT DEER RIDGE OR DEER VALLEY, BECAUSE THERE'S SO MANY DEER OUT THERE.

IT'S ABSOLUTELY. NICE.

IT'S ABSOLUTELY BEAUTIFUL.

BUT ANYWAY, THAT'S THAT'S.

IT'S NICE TO SEE YOU AGAIN. YEAH.

WE'VE BEEN TOGETHER YEAH, COUNCIL, WHEN WE HAD THE CONVERSATION AT THE LAST MEETING ABOUT THE CONSERVATION AND THE GENTLEMAN WAS COMPLAINING ABOUT THE HORSES AND HIS HORSES WOULD BE AFFECTED BY CONSTRUCTION, AND I TOLD HIM THAT THEY NEEDED TO GO OUT AND VISIT SHOWTIME FARMS BECAUSE THEY HAD A DEVELOPMENT NEIGHBOR THAT WORKED WITH THEM.

THIS IS THE GENTLEMAN WHO WORKED WITH THEM, AND THEY HAD A VERY NICE RELATIONSHIP BACK AND FORTH. SO, YEAH.

YEAH, IT'S BEAUTIFUL. OK, THIS IS A PUBLIC HEARING.

IS THERE ANYONE WHO'D LIKE TO SPEAK ON THIS ITEM? SEEING NO ONE WE'LL CLOSE THE PUBLIC HEARING.

IS THERE A MOTION? YES.

MAYOR AND COUNCIL I MAKE A MOTION TO APPROVE ITEM 6G ORDINANCE NUMBER 20-050.

CASE NUMBER ZA 20-0055.

A SPECIFIC USE PERMIT FOR A TEMPORARY CONSTRUCTION AND OR SALES FACILITY LOCATED AT 4308 SADDLEBACK LANE IN SOUTHLAKE, TEXAS, SUBJECT TO OUR STAFF REPORT DATED NOVEMBER 10TH 2020 AND SPECIFIC USE PERMIT REVIEW SUMMARY NUMBER TWO DATED OCTOBER 30TH 2020.

NOTING OUR APPROVAL OF A SPECIFIC USE PERMIT TO ALLOW A THREE YEAR EXTENSION OF THE EXISTING SPECIFIC USE PERMIT FOR AN APPROXIMATELY 12 FOOT BY 60 FOOT TEMPORARY SALES FACILITY TO SERVE AS THE SADDLEBACK RIDGE ESTATE'S CONSTRUCTION AND OR SALES FACILITY.

THE EXISTING SPECIFIC USE PERMIT EXPIRES ON JANUARY 16TH 2021.

AND WITH THIS APPROVAL, THE EXPIRATION DATE OF THE SUP WILL NOW BE JANUARY 16TH 2024.

IS THERE A SECOND? SECOND. PLEASE CAST YOUR VOTE.

THAT PASSES SEVEN ZERO.

CONGRATULATIONS. I HOPE I DON'T SEE YOU.

I'M ALMOST DONE.

SO IF YOU COME BACK, I WON'T BE HERE.

NEXT ON THE AGENDA, ITEM 6H.

[6.H. Ordinance No. 1233, 2nd Reading, Adopting the 2021 Standards of Care for the recreation programs for elementary school age children operated by the Community Services Department. PUBLIC HEARING]

YEAH, WE NEED THE SHORT THE SHORT VERSION.

SHORT VERSION. WELL, THIS IS SOMETHING THAT THE COUNCIL SEES EACH AND EVERY YEAR.

STANDARDS OF CARE, CANDANCE SHARED WITH ME, TOO, THAT THIS IS ON AN AUTOMATIC ROLL.

SO I'LL GO VERY QUICKLY.

EACH YEAR, THE COUNCIL IS ASKED TO ADOPT OUR ORDINANCE APPROVING THE STANDARDS OF CARE.

THIS IS USED FOR ALL OF OUR ELEMENTARY AND RECREATIONAL PROGRAMS THAT ARE OFFERED THROUGH OUR DEPARTMENT. SO A REQUIREMENT OF THE STATE.

THE COUNCIL ADOPTS THIS ON AN ON AN ANNUAL BASIS.

IT'S FOR AN ANNUAL ELEMENTARY AGE RECREATION PROGRAM OPERATED BY MUNICIPALITY, IS NOT REQUIRED TO OBTAIN A LICENSE FROM THE STATE, PROVIDED THAT THE GOVERNING BODY ADOPTS THE STANDARDS OF CARE BY ORDINANCE.

STANDARDS OF CARE, OF COURSE, TALKS ABOUT OUR STAFF RESPONSIBILITY, STAFFING RATIOS, OUR HEALTH AND SAFETY STANDARDS, FACILITY STANDARDS, ETC.

VERY DETAILED WHO WE SHARE THIS WITH, ALL OF OUR PARTICIPANTS AND THEIR FAMILIES.

AND SO THERE'S ANY QUESTIONS ON THIS I'M HAPPY TO ANSWER THOSE QUESTIONS.

THERE'S NO FINANCIAL CONSIDERATIONS FOR THIS.

YOU'VE LOOKED AT THIS AT YOUR OCTOBER 20TH MEETING.

SO IF THERE'S ANY QUESTIONS. I'M HAPPY TO TAKE THOSE.

GREAT. ANY QUESTIONS? OK, NO, THANK YOU.

NICE TO HAVE YOU BACK TOO.

THANK YOU, MA'AM. OK, THIS IS NOT A PUBLIC HEARING.

SO DO WE HAVE A MOTION? YES, MAYOR AND COUNCIL. I MAKE A MOTION TO APPROVE ITEM 6H.

OH, SORRY. IT IS A PUBLIC HEARING.

I APOLOGIZE. I WAS I HAD ALREADY MOVED ON.

IS THERE ANYONE IN THE AUDIENCE WHO WOULD LIKE TO SPEAK? SEEING NO ONE. DO WE HAVE A MOTION? YES, MAYOR AND COUNCIL. I MAKE A MOTION TO APPROVE ITEM 6H ORDINANCE NUMBER 1233.

SECOND READING ADOPTING THE 2021 STANDARDS OF CARE FOR THE RECREATION PROGRAMS FOR ELEMENTARY SCHOOL AGE CHILDREN AS OPERATED BY THE COMMUNITY SERVICES DEPARTMENT.

AND THIS IS SUBJECT TO OUR STAFF REPORT DATED NOVEMBER 10TH 2020.

IS THERE A SECOND? SECOND. PLEASE CAST YOUR VOTE.

OK, THAT ITEM PASSES SEVEN ZERO.

NEXT ON THE AGENDA, ITEM 7B.

MAYOR, MEMBERS COUNCIL.

[7.B. Ordinance No. 480-774, (ZA20-0045), 1st Reading, Zoning Change and Concept Plan for Lots 25 and 26, O.W. Knight No. 899 Addition on property described as Tract 6C, Obediah W. Knight Survey, Abstract No. 899, Southlake, Tarrant County, Texas and Tract 1A5B, J.W. Hale Survey, Abstract No. 803, Southlake, Tarrant County, Texas, and located at 1000 Breeze Way, Southlake, Texas. Current Zoning: "AG" Agricultural District. Proposed Zoning: "SF-20A" Single Family Residential District. SPIN Neighborhood #9.]

THE REQUEST IS APPROVAL OF A ZONING CHANGE AND CONCEPT PLAN TO CREATE TWO LOTS IN CONFORMANCE WITH THE SF-20A ZONING DISTRICT WHICH REQUIRES A MINIMUM LOT AREA OF 20 THOUSAND SQUARE FEET.

THIS PROPERTY IS LOCATED 1000 BREEZE WAY, WHICH IS THE PROPERTY JUST TO THE WEST OF THE OLD UNION ELEMENTARY SCHOOL.

SCHOOL SITE SHOWN IN BLUE.

THE PROPERTY UNDER CONSIDERATION IS HIGHLIGHTED BY THE BLACK LINE.

BREEZE WAY IS PART OF THE OLD CARROLL RIGHT OF WAY.

YOU MAY RECALL, CARROLL, AT ONE TIME WENT DIRECTLY SOUTH INTO CONTINENTAL.

AND WHEN THE SCHOOL SITE WAS DEVELOPED, WE CITY REALIGNED THAT ROADWAY TO CURRENT

[02:05:02]

CONFIGURATION AS IT IS TODAY.

THE PROPERTY IS ZONED AG AS THE CHURCH PROPERTY TO THE NORTH, THE TAMRON SUBDIVISION BACK TO THE SOUTH AND TO THE WEST.

THIS SHOWS THE MASTER PATHWAYS PLAN, WHICH SHOWS AN EIGHT FOOT SIDEWALK, THERE WAS SOME DISCUSSION AT PNZ AND PART OF THAT DISCUSSION THE APPLICANT IS PROVIDING THE EIGHT FOOT SIDEWALK FOR PER THE MASTER PLAN REQUIREMENT.

THERE IS AN EXISTING HOME THAT SITS ON THE SITE TODAY.

THE AGAIN, THE ZONING REQUEST IS TO SUBDIVIDE THIS TRACK INTO TWO BUILDABLE LOTS.

JUST A CLOSE UP VIEW.

A COUPLE OF VIEWS FROM BREEZE WAY, A STREET VIEW.

THE MOTION IS SUMMARIZED ON THIS SLIDE, AND I'LL QUICKLY GO OVER THAT THE AT PNZ THE APPLICANT ACKNOWLEDGED A NEED FOR AN EIGHT FOOT SIDEWALK.

THAT SIDEWALK HAS BEEN ADDED TO THE CONCEPT PLAN.

THE APPLICANT ACKNOWLEDGED A WILLINGNESS TO PUSH THE FENCE BACK FROM THE ROAD TO A MINIMUM 10 FEET FROM THE PROPERTY LINE.

THE REASON FOR THAT IS TO ALLOW DELIVERIES TO TAKE PLACE.

SO IF SOMEBODY PULLED IN THE DRIVE, THE VEHICLE OR THE TRUCK COULD PULL SAFELY OFF BREEZE WAY AND BACK OUT OR INGRESS EGRESS ON BREEZE WAY SAFELY.

THAT'S BEEN ADDRESSED.

THE APPLICANT'S WILLINGNESS TO PROVIDE AN EIGHT FOOT WOOD FENCE CROSS THE BACK AND A EIGHT FOOT WOOD FENCE ACROSS THE NORTHERN BOUNDARY NEXT TO THE CHURCH AND A MASONRY COLUMNS IN THE FRONT WITH WROUGHT IRON, THE APPLICANT ACKNOWLEDGED THAT.

SINCE THE PNZ, THERE WAS A MEETING WITH THE NEIGHBORS IN THE TAMRON PORTION AND THE BASE OF THOSE CONVERSATIONS, THEY WOULD LIKE THAT WROUGHT IRON FENCE TO STAY IN PLACE AND THEN SOME SCREENING OR VEGETATION ALONG THAT PROPERTY LINE TO HELP SHIELD THE NEW HOMES FROM THE TAMRON LIGHTS.

AND THE UPDATED CONCEPT PLAN, WHICH I SHOW YOU WILL SHOW YOU HERE IN A SECOND, HAS ADDRESSED THAT MEETING THAT'S TAKING PLACE.

APPLICANT'S AGREED TO THERE WERE SOME DISCUSSIONS ABOUT CREATING A DRIVEWAY TO ACCOMMODATE STACKING FOR DELIVERY, WHICH I DISCUSSED THAT'S BEEN COMPLETED, AND THEN ENCOURAGING DIALOG WITH THE NEIGHBORS TO DISCUSS ANY CONCERNS OF BEFORE CITY COUNCIL AND THE APPLICANT MET WITH THE PROPERTY OWNERS ON NOVEMBER 4TH, 2020.

SO THIS IS A CONCEPT PLAN THAT JUST SHOWED THE MULTI-USE TRAIL BEING ADDED.

THE REVISED CONCEPT PLAN ALSO INDICATES THE THE WROUGHT IRON TO REMAIN THE FENCE ON THE WEST PROPERTY LINE AND THEN SHOWS A PLANNING CONFIGURATION ALONG THAT WEST PROPERTY LINE.

THIS IS THE TREE CONSERVATION PLAN.

IT MEETS THE REQUIREMENTS.

LOT GRADING PLAN SHOWING THE DRAINAGE WILL BE BACK TO BREEZE WAY.

AND TO THE SOUTH. WATER AND SEWER PLAN.

SURVEY PLAN IF WE NEED TO ADDRESS THAT, THIS IS THE PNZ MOTION WHICH IS SUMMARIZED IN A PREVIOUS SLIDE. THIS IS IN YOUR PACKET.

THAT CONCLUDES STAFF'S PRESENTATION.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

CAN YOU TELL ME IF THERE'S ANY SIDEWALK THAT THIS PROPOSAL WOULD ATTACH TO? BECAUSE IT'S ADJOINING TO BACKYARDS, CORRECT? YEAH, YEAH CORRECT.

THERE'S NOT A.

SIDEWALK IS ON THE EAST SIDE OF THE ROAD? YEAH, IT'S ON THE IT'S ON THE GO BACK TO THE AERIAL.

SO THERE'S A SIDEWALK ALONG THE SCHOOL PROPERTY, IS THAT YOUR QUESTION? YES. SO THAT IS THE REQUIREMENT IS TO PUT AN EIGHT FOOT SIDEWALK.

YES.

AND THEY HAVE COMPLIED TO THAT.

THEY WILL BE ADDING THAT SIDEWALK.

THAT WOULD CONNECT TO NOTHING? IT WILL NOT CONNECT TO THIS, BUT IT'LL BE ALONG THERE ALONG WITH CARROLL RIGHT OF WAY.

LET ME GET BACK TO THIS.

I MEAN, I THINK IT'S ALMOST SOMETHING LIKE THAT.

ALMOST CREATES LIKE A SAFETY HAZARD.

YOU HAVE SOMEONE NOT CROSSING AT A CROSSWALK CLOSE TO US IN IS NEXT TO A SCHOOL ZONE.

THAT DOESN'T MAKE SENSE TO ME.

OK. AND THERE WERE NEVER THERE WILL NEVER BE A SIDEWALK AND SOMEONE'S BACK ON THEIR PROPERTY. SO FOR IT TO BE ABLE TO ATTACH ON THE WEST SIDE, I WOULD THINK IN ANY OTHER CIRCUMSTANCE I WOULD I WOULD BE SUPPORTIVE OF IT IN THIS SITUATION.

I DON'T SEE HOW THAT MAKES ANY SENSE.

RIGHT. YOU KNOW, THE ONLY I GUESS THE ONLY EXCEPTION WOULD BE IF THE CITY DID COME IN AND BUILD A SIDEWALK AT SOME POINT.

[02:10:03]

BUT THAT YES, YOU ARE CORRECT.

I MEAN, THAT ANYWHERE IN THE FORECAST TO BUILD A SIDEWALK ON THE WEST SIDE? NO SIR.

ONE ON THE OTHER SIDE OF THE STREET.

SO, I MEAN, I DON'T THE CITY GETTING STUCK WITH THE BILL.

BUT I THINK I WOULD BE FINE KNOWING THAT THERE IS A SIDEWALK ON THE OTHER SIDE OF THE STREET AND WE JUST ABANDONED HAVING AN EIGHT FOOT MULTI-USE TRAIL ON THAT SIDE OF THE ROAD. RIGHT.

YOU IF THE COUNCIL WOULD LIKE TO DO THAT, THEN YOU JUST GRANT A VARIANCE ALLOWING THE SIDEWALK NOT TO BE CONSTRUCTED.

RIGHT. RIGHT, BUT WE'RE NOT GOING TO EVER WE'RE NOT GOING TO GO BACK IN AND BUY THE LAND AND PUT A, I MEAN, THAT'S WHAT I WANT TO MAKE SURE DOESN'T HAPPEN, THAT IN SEVEN OR EIGHT YEARS, SOMEBODY SITTING HERE OFFERING THE HOMEOWNER MONEY SO WE CAN PUT A SIDEWALK WHERE THEY SHOULD PUT ONE IN IN THE FIRST PLACE.

I MEAN. ONE THING YOU COULD DO MAYOR IS JUST MAYBE HAVE THEM PROVIDE A PEDESTRIAN ACCESS EASEMENT.

SCHOOL ABANDONS THAT PROPERTY IN 15 YEARS.

YOU KNOW, LET'S JUST ALWAYS HAVE THE RIGHT THAT WE CAN GO IN AND PUT A SIDEWALK IN THERE WITHOUT HAVING TO PAY FOR THE LAND.

YEAH, SO IT'S PART OF THE MOTION COUNCIL MEMBER WOULD BE TO SIT OR BE AT THE AT THE PLATTING PHASE, PROVIDE A PEDESTRIAN ACCESS EASEMENT TO ACCOMMODATE AN EIGHT FOOT SIDEWALK THAN WHEN THEY PLAT THAT WOULD SHOW UP ON THE PLATTING YEAH, I THINK THAT'S FAIR.

HOPEFULLY IT JUST NEVER, NEVER NEEDS TO HAPPEN.

THAT'LL SAVE THEM MONEY, BUT IT ALSO SAVES THE TAXPAYERS IF, HEAVEN FORBID, SOMETHING CHANGES. DIRECTOR BAKER, QUICK QUESTION.

IN THE STAFF REPORT, IT INDICATES THAT THE PUBLIC HEARING NOTIFICATIONS, THERE WAS ONE PERSON IN FAVOR, FOUR OPPOSED, AND IT APPEARS THAT 1200 AND 1201 MET WITH THE APPLICANT. I DON'T KNOW THIS.

I'M PRESUMING MAYBE THAT WAS TWO IN EACH HOUSEHOLD WERE OPPOSE.

AND THAT'S THE FOUR? FIRST OF ALL, IS THAT YOUR UNDERSTANDING? AND THEN CAN YOU JUST CLARIFY BASED UPON THOSE MEETINGS? YES, SIR. THOSE FOLKS, ARE THEY ALIGNED TO THIS NOW OR IS THERE STILL OPPOSITION? I BELIEVE THEY'RE STILL IN OPPOSITION.

BUT A MEETING DID TAKE PLACE AND ONE OF MY STAFF DID ATTEND THAT MEETING.

AND BASED ON THAT MEETING, THE APPLICANT DID REVISE THE CONCEPT PLAN TO SHOW INDICATE THAT THIS FENCING WOULD REMAIN WROUGHT IRON FENCING AND DID INDICATE A LINE OF SOME TYPE OF VEGETATION ALONG THE PROPERTY LINE, THOUGH IT HAS NOT BEEN CLARIFIED EXACTLY WHAT THOSE PLANTINGS WOULD BE.

OK, SO THERE MAY BE AN AGREEMENT ON THAT, BUT THEY'RE STILL OPPOSED.

I JUST WANNA MAKE SURE I UNDERSTAND. RIGHT.

I'M NOT AWARE OF THEM RESCINDING THEIR POSITION.

DIRECTOR BAKER, DO WE NEED TO SPECIFY WHAT KIND OF VEGETATIVE SCREENING WILL GO ALONG THAT WEST OR REAR PROPERTY LINE OR IS THAT'S A QUESTION FOR THE APPLICANT TO GET THEIR AGREEMENT ON IT? MAYBE THE APPLICANT OR MAYBE THEY HAVE SOMETHING IN MIND, BUT.

SOMETHING EVERGREEN TO.

YES, I WOULD RECOMMEND AN EVERGREEN TYPE OF SCREEN BECAUSE THEY CAN BE ALLOWED TO.

DO YOU WANT TO ANSWER A QUESTION OF THE APPLICANT? YEAH, OK. IS THE APPLICANT PRESENT? IF YOU COME FORWARD, PLEASE.

IF YOU GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE.

JOHN YOUNG, 504 PRESTON COURT SOUTHLAKE.

SO WAS YOUR SENSE FROM YOUR CONVERSATION WITH THE RESIDENT THAT IT WAS REALLY THEY WANT TO HAVE PRIVACY? IS THAT WHAT THEY'RE LOOKING FOR? YEAH, THEY DIDN'T LIKE THE IDEA THAT WOOD FENCE LIKE KIND OF A LITTLE MORE OPEN WROUGHT IRON FEEL THEIR BACKYARD.

AND THEY JUST ASKED IF WE WOULD FOREGO THE WOOD FENCE AND DO SOME KIND OF PLANTING THERE FOR SCREENING. OK, GREAT.

OK, AND THEN DO YOU WANT TO CLARIFY ON WHAT TYPE.

WHAT KIND OF VEGETATIVE MATERIAL YOU WANT TO PUT ALONG THAT WEST OR REAR PROPERTY LINE.

SOMETHING EVERGREEN.

I DON'T KNOW, LIKE CEDAR TREES OR WHAT DID YOU HAVE IN MIND? YEAH, WE JUST AGREED THAT WE WOULD EXPLORE THE OPTIONS AND I TOLD THEM, YOU KNOW, I WASN'T OPPOSED TO ANYTHING. SO WHATEVER WE BOTH AGREED TO, WE DIDN'T GET THERE.

DEFINITIVE ANSWER ON WHAT IT WAS.

YOU OK WITH US PUTTING IN THAT? IT'S GOING TO BE SOMETHING EVERGREEN THAT'LL BE THERE YEAR ROUND, OK? YEAH. IF THEY DON'T PICK, WE WILL.

SO, YEAH, SURE.

ONE QUICK COMMENT ON THE SIDEWALKS.

SO THE SIDEWALKS ACTUALLY IN THE CITY RIGHT OF WAY, NOT ON THE PROPERTY LINE.

SO IF YOU GUYS EVER WANTED TO DO THAT AT A LATER DATE THAT WE COULDN'T OPPOSE THAT ANYWAY. WE WOULDN'T YOU WOULDN'T NEED A PEDESTRIAN ACCESS EASEMENT.

IT'S ALREADY IN YOUR RIGHT OF WAY.

OK, FAIR ENOUGH.

OK, ANY OTHER QUESTIONS OF THE APPLICANT? OK, THANK YOU SIR. APPRECIATE IT.

SURE. YEAH.

SO I THINK WE GO WITH THIS AND THEN IF THE RESIDENTS HAVE ANY ISSUES THEY CAN COME TO THE

[02:15:04]

SECOND READING AND TELL US WHAT THE ISSUES ARE.

OTHER THAN SUBDIVIDING THE PROPERTY.

DID YOU RECEIVE ANY COMMENTS TONIGHT? ALL RIGHT THANK YOU. OK.

WE NOT A PUBLIC HEARING, ARE YOU READY FOR A MOTION? YEAH, I'LL JUST CHECK WITH DIRECTOR BAKER.

SO ON THE SIDEWALK OR TRAIL, WE'RE DEFERRING UNTIL THE PLATTING PHASE TO CONSIDER WHETHER TO REQUIRE AN EIGHT FOOT SIDEWALK OR TRAIL ON BREEZE WAY.

IS THAT LANGUAGE OK OR DO YOU HAVE SOMETHING BETTER, MORE SPECIFIC? THE APPLICANT IS AND I APOLOGIZE THE APPLICANT IS CORRECT WITH THE RIGHT OF WAY.

THERE SHOULD BE ROOM.

THERE'S NO PLANS TO EXPAND BREEZE WAY.

WE SHOULD BE ABLE TO DO IT IN OUR RIGHT OF WAY.

SO IF YOU JUST SIMPLY GRANT A VARIANCE FOR THE SIDEWALK REQUIREMENT, THAT SHOULD BE THAT WILL SUFFICE. THAT'S GOOD.

I LIKE WHEN THE CITIZEN KNOWS MORE THAN WE KNOW.

IT'S GOOD, IT KEEPS US IN CHECK BECAUSE OTHERWISE OUR EGO, YOU KNOW.

OK, GREAT.

WE READY FOR A MOTION? YES.

MAYOR AND COUNCIL, I MAKE A MOTION TO APPROVE ITEM 7B, ORDINANCE NUMBER 480-774.

CASE NUMBER ZA 20-0045.

FIRST READING ZONING CHANGE IN CONCEPT PLAN FOR LOTS 25 AND 26 OW KNIGHT NUMBER 899 ADDITION LOCATED AT ONE THOUSAND BREEZE WAY SOUTHLAKE, TEXAS.

SUBJECT TO OUR STAFF REPORT DATED NOVEMBER 10TH 2020 AND CONCEPT PLAN REVIEW SUMMARY NUMBER THREE DATED NOVEMBER 9TH 2020.

NOTING THE APPLICANT'S AGREEMENT TO THE UPDATED CONCEPT PLAN PER THE PNZ COMMISSION'S CONDITIONS AND PRESENTED THIS EVENING INDICATING THAT THE EXISTING WROUGHT IRON FENCE TO REMAIN AND TO PLANT VEGETATIVE SCREENING ALONG THE WEST REAR PROPERTY LINE AND THAT VEGETATIVE SCREENING WILL BE AN EVERGREEN SPECIES AND ALSO NOTING THAT WE'RE GRANTING A VARIANCE TO THE SIDEWALK OR TRAIL REQUIREMENT.

IS THERE A SECOND? SECOND.

PLEASE CAST YOUR VOTE.

OK. THAT ITEM PASSES SEVEN ZERO.

NEXT ON THE AGENDA IS ITEM 8A FILLING VACANCIES FOR COMMUNITY ENHANCEMENT DEVELOPMENT

[8.A. Resolution No. 20-048, appointing a member to fill a vacancy on the Community Enhancement and Development Corporation.]

CORPORATION. AND I THINK WE GOT AN APPLICATION, ONE APPLICATION TWO APPLICATIONS? TWO? ONE? YEAH, OK.

MADAM MAYOR? YES, PLEASE.

I SUGGEST WE APPOINT MR. MIKE COMMUNITY. HE IS A FINANCIAL PROFESSIONAL AND HE KNOWS NUMBERS AND HE'S BEEN ON OUR PARKS BOARD. WE REPORTED HIM BEFORE IN THE PAST AND HE APPLIED FOR THIS POSITION.

I SUGGEST WE CONSIDER HIM IF THAT'S.

HOW MANY OPENINGS DO WE HAVE ON CEDC? WE HAVE ONE MORE, ONE OPEN SEAT.

ONE AFTER THIS? NO, THIS IS IT.

THIS IS IT.

WE DID SOME RE-APPOINTMENTS, I THINK EARLIER.

YEAH.

AND NOW THIS IS A VACANCY THAT WE STILL HAVE.

GOT YOU OK.

OK IS. IS THERE A MOTION? YES, MAYOR AND COUNCIL, I MAKE A MOTION TO APPROVE ITEM 8A RESOLUTION, NUMBER 20-048 APPOINTING A MEMBER TO THE COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION.

AND WE ARE APPOINTING MIKE FILL A TERM EXPIRING SEPTEMBER 2021.

IS THERE A SECOND? SECOND.

PLEASE CAST YOUR VOTE. AND THAT PASSES SEVEN ZERO.

OK 9A WAS ON CONSENT, CORRECT? WHAT ABOUT 9B? MAYOR AND COUNCIL THE ITEM 9B A REQUEST FOR APPROVAL OF VARIANCE TO THE GATEWAY PLAZA,

[9.B. SV20-0016, Sign Variance for Epicenter Dance Revolution located at 2911 E. SH 114, Southlake, Texas.]

PHASE ONE MASTER SIGN PLAN TO ALLOW ATTACH BUILDING SIGN TO ALLOW TALLER THAN LOGO AND SIGN HEIGHT ON THE NORTH ELEVATION.

THIS IS ONE OF THE TEN SPACES THAT FACES 114.

TENNIS SPACES ABOUT 550 FEET FROM THE EDGE OF THE FRONTAGE ROAD TO THE SOUTH OF THE FRONTAGE ROAD, THE TENNIS SPACE WHERE THE EPICENTER OF DANCE OPERATIONS AND STUDIO WILL BE LOCATED OR HIGHLIGHTED IN YELLOW.

THIS IS JUST A SITE PLAN SHOWING THE LOCATION OF THE SPACE.

EPICENTER CURRENTLY OPERATES IN THE GREENBRIER BUSINESS PARK OFF OF DAVIS.

YOU CAN SEE SOME OF THE LOGO THAT THEY'RE TRYING TO INCORPORATE IN THE SIGNAGE.

THE PROPOSAL THAT WENT TO THE SIGN BOARD HAD A LOGO HEIGHT OF 60 INCHES.

[02:20:03]

AND BECAUSE THE STACKING OF THE LETTERS, THE SIGN LETTER HEIGHT WAS SEVENTY THREE POINT NINE INCHES.

IT SHOWS THIS IS THE NIGHT TIME.

IT'S THE DAY NIGHT GREEN LOGO.

IT APPEAR GREEN AND WHITE AT NIGHT.

AND THERE'S A RENDERING AT THE BOTTOM CORNER.

AND THEN THERE'S A PHOTO OF THEIR EXISTING BUSINESS ALSO AT THE BOTTOM PORTION OF THE SLIDE. THIS IS A COMPARISON WITH THE MASTER SIGN PLAN 704J.

AND THE TWO VARIANCES FOR THE LOGO AND SIGN HEIGHT, THE PLAN, THE SIGN BOARD RECOMMENDED DENIAL BASED ON THE SIZE OF THE LOGO AND THE SIGN LETTER HEIGHT COMPARED TO THE OTHER TENANTS IN THE SPACES.

THE APPLICANT, THEY DID ASK THE APPLICANT, COME BACK WITH OTHER OPTIONS.

THE APPLICANT DID COME BACK WITH AN OPTIONS, THAT IS COMPLIANT WITH THE MASTER SITE PLAN FOR THE GATEWAY PHASE ONE, WHICH IS SHOWN IN THIS EXHIBIT.

HOWEVER, THEY WANTED TO GO FORWARD TO DISCUSS THE INITIALLY PROPOSED SIGN WITH THE CITY COUNCIL. THIS SIGN WOULD NOT REQUIRE VARIANCE, COULD BE APPROVED BY A PERMIT, BUT THIS WAS PRESENTED AGAIN.

THIS IS THE SECOND OPTION.

HERE IS THE FAR RIGHT HAND COLUMN AND IT IS COMPLIANT WITH THE THE MASTER SIGN PLAN COMPONENTS. JUST SOME OTHER SIGNS IN THE GATEWAY PLAZA, PHASE ONE.

AND THEN IN YOUR PACKET, THERE IS A COMPARISON OF ALL THE SIGNS THAT HAVE BEEN APPROVED FOR THIS SITE.

AND SO IF YOU NEED TO LOOK AT ANY COMPARISON OF THE OTHER RETAIL TENANTS, WE CAN PROVIDE THOSE COMPARISONS FOR THE CITY COUNCIL.

SO A MOTION WAS APPROVED TO DENY THE REQUEST 6-0 BY THE SIGN BOARD.

THEY DID ASK THAT THEY BRING PROPOSALS BACK TO CITY COUNCIL.

THE APPLICANT DID MENTION THAT THEY ARE LOOKING TO MOVE INTO THE SPACE IN DECEMBER.

SO THEY ARE SOMEWHAT OF A TIME CRUNCH AND WOULD LIKE TO MOVE FORWARD AS QUICKLY AS POSSIBLE. DIRECTOR BAKER, WHEN DID WE APPROVE THE WARRIOR OBSTACLES FOR WARRIORS FOR KIDS SIGN? I DON'T RECALL THAT.

THAT WAS APPROVED. EVERYTHING IN HERE, I BELIEVE, WAS APPROVED ADMINISTRATIVELY.

IT LOOKS LIKE IT MEETS HERE'S YOUR MASTER SIGN PLAN REGULATIONS AND LOOKS LIKE EVERYTHING MEETS THAT'S IN THERE.

MEETS WAS PERMITTED ADMINISTRATIVELY.

FROM THE IMAGE. IT LOOKS MUCH LARGER, THAT SIGN DOES.

WELL, I'M EXCITED THEY'RE LEASING SPACE, THERE'S SO MUCH DARK STOREFRONT IN THAT SHOPPING CENTER.

IT LOOKS LIKE THE APPLICANT HAS CLEANED UP THE ISSUES WITH THE LOGO HEIGHT AND THE SIGN HEIGHT. THE ONLY THING I HAD SOME HEARTBURN WAS THAT TAGLINE.

IT'S I CAN BARELY READ IT, BUT I GUESS THAT'S I DON'T KNOW IF THAT'S A CORPORATE THING OR JUST A STYLE THING, BUT IT LOOKS LIKE THEY CLEANED UP THE HEIGHT ISSUES.

IT'S INTERESTING YOU BROUGHT THAT UP.

YOU KNOW, NOBODY'S ASKING ME MY OPINION ON STYLE AND ALL THAT, BUT I DON'T I JUST, IN MY OPINION IS I DON'T LIKE FOR THE ARTS.

I CAN'T EVEN READ IT. I KNOW IT'S KIND OF ARTSY, BUT I CAN'T READ IT PHYSICALLY.

YEAH, BUT THAT'S NOT WHAT I'M BEING ASKED YEAH. THAT'S WHAT THEY WANT TO DO.

YEAH. OK, WE LIKE THE CLEAN UP VERSION.

YEAH, SURE. IT'S GOT TO BE A CLEAN UP VERSION.

OK. THIS IS NOT A PUBLIC HEARING, SO YOU WANT TO GO OUT AND DO A MOTION? YES, MAYOR AND COUNCIL, I MAKE A MOTION TO APPROVE ITEM 9B, CASE NUMBER SV 20-0016.

A SIGN VARIANCE FOR EPICENTER DANCE REVOLUTION, LOCATED AT 2991 EAST STATE HIGHWAY 114 IN SOUTHLAKE, TEXAS, SUBJECT TO OUR STAFF REPORT DATED NOVEMBER 10TH 2020.

NOTING THAT WE'RE APPROVING THE REVISED SIGN PACKAGE PRESENTED THIS EVENING THAT HAS BEEN MODIFIED SINCE THE SIGN BOARD'S VOTE ON THIS, SPECIFICALLY NOTING THE LOGO HEIGHT OF FORTY EIGHT INCHES AND THE SIGN HEIGHT OF FORTY EIGHT INCHES.

IF YOU CAN JUST GO AHEAD AND DENY THE VARIANCE, THIS WOULD BE ADMINISTRATIVE AND SO.

SO NOTED BY DIRECTOR BAKER'S DENIAL OF THAT VARIANCE.

[02:25:02]

IS THERE A SECOND? SECOND.

PLEASE CAST YOUR VOTE. WHAT WOULD WE DO WITH HIM? RANDY, I KNOW YOU'RE NEW, BUT THAT PASSES SEVEN ZERO.

OK, MEETING ADJOURNED.
