OK, WE'LL GO AHEAD AND CALL THE JANUARY 19, 2021 REGULAR CITY COUNCIL MEETING TO ORDER.

[1. Call to order]

AND FIRST, I'D LIKE TO INVITE OUR CITY CHAPLAIN, CLAY REED, UP TO LEAD US IN PRAYER, FOLLOWED BY THE PLEDGES.

LET'S PRAY, DEAR LORD, WE THANK YOU FOR THIS EVENING.

WE THANK YOU FOR YOUR GRACE TO US, WHERE WE PRAY OVER THESE NEXT DAYS IN AMERICA THAT SHE WOULD BRING PEACE AND HEALING AND MERCY TO OUR NATION AND THAT YOUR WILL WOULD BE ACCOMPLISHED. WHERE WE ALSO GIVE THANKS FOR OUR LOCAL POLICE OFFICERS.

OR TONIGHT, AS WE SAY, THANK YOU AND HONOR WE PRAY BLESSING UPON OUR COMMAND STAFF, ON OUR CHIEF AND UPON THE ENTIRE DEPARTMENT.

WE GIVE THANKS FOR THEM AND FOR THE SAFETY THAT WE FEEL IN SOUTHLAKE AND WE JUST PRAY, BLESSING UPON THEM, PROTECTION AS THEY WORKED THE STREETS TONIGHT.

WE PRAY THAT YOU WOULD BE WITH THEM AS THEY MAKE TRAFFIC STOPS ON 114 AND OTHER PLACES IN TOWN THAT YOU WOULD PROTECT THEM, GIVE THEM WISDOM AS THEY INTERACT WITH CITIZENS, AND THAT YOU WOULD BLESS THEM AND GIVE THEM HOPE ABOUT THE FUTURE.

WHERE WE ALSO GIVE THANKS FOR OUR NEW SCHOOL SUPERINTENDENT.

WE PRAY BLESSING UPON HE AND HIS FAMILY.

WE THANK YOU FOR YEARS OF SERVICE TO OUR COMMUNITY AND WE PRAY GOOD WISDOM AND STRENGTH AND POWER AND BLESSING UPON HIM AS HE LEADS OUR SCHOOL DISTRICT.

AND WE GIVE THANKS FOR HIM IN JESUS NAME.

WE PRAY. AMEN.

AMEN. THANK YOU.

PLEASE JOIN US IN THE PLEDGE.

AND THE TEXAS PLEDGE.

GREAT. THANK YOU, PASTOR REED.

I APPRECIATE THAT. NEXT ON THE AGENDA IS OUR UPDATE FROM THE SOUTHLAKE CHAMBER.

[3. Southlake Chamber of Commerce Updates by Justin Lewis]

AND I UNDERSTAND MARK GILBERT IS HERE THIS EVENING.

HEY MARK. I'M GLAD IT'S YOU AND NOT JUSTIN.

HE WOULD HAVE LOVED TO HAVE BEEN HERE.

NO, HE WOULD HAVE HE WOULD HAVE GIVEN ME A HARD TIME FOR NOT BEING IN THE GYM THIS MORNING. SO HAPPY NOT TO SEE HIM.

HAPPY NOT TO SEE HIM. SEND OUR REGARDS.

I WILL DO IT. THANK YOU.

WELL, THANK YOU VERY MUCH FOR LETTING US UPDATE YOU.

AND AS SHE PULLS IT UP.

THANK YOU, PILAR.

OK, THANK YOU. ALRIGHTY SO YOU GUYS, A LITTLE BIT OF AN UPDATE ON THE CHAMBER, AND IF YOU HAVE ANY QUESTIONS FOR ME, I'D BE HAPPY TO ANSWER THEM AS WELL.

WE ARE OPEN FOR BUSINESS.

WE ARE TRYING TO GET BACK INTO THE SWING OF THINGS IN 2021.

DESPITE WHAT YOU SEE IN THIS PICTURE RIGHT HERE, WE ARE DOING A PRETTY GOOD JOB WITH MASK WEARING AND STUFF, BUT THIS IS WHERE EVERYBODY TAKES IT OFF TO POSE FOR THE PHOTO.

SO IT COULD BE MISLEADING.

BUT THIS IS A RECENT RIBBON CUTTING AT FAJITA PETE'S RIGHT HERE, ONE OF OUR NEWER MEMBERS. SPEAKING OF NEW MEMBERS, HERE ARE SOME FOLKS THAT HAVE ALREADY JOINED US THIS YEAR. SO WE ARE CONTINUING TO SEE AN INFLUX OF NEW BUSINESSES INTO THAT, NOT JUST THE COMMUNITY, BUT TO THE CHAMBER AS WELL.

AND THERE MAY BE SOME FAMILIAR NAMES ON THERE TO YOU.

WE'VE HAD A CHALLENGE WITH MAINTAINING MEMBERSHIPS, JUST AS EVERYONE HAS BEEN CHALLENGED WITH MAINTAINING CLIENTELE THIS LAST YEAR.

AND SO WE CONTINUE TO HAVE NEW PEOPLE FUNNELING IN NEW BUSINESSES, WHICH IS A BLESSING.

AND THESE COVID CONDITIONS HAVE CREATED OPPORTUNITIES FOR PEOPLE THAT MIGHT HAVE BEEN UNEXPECTED TO START NEW BUSINESSES AND THINGS.

SO WE'RE STILL GROWING IN THAT SENSE.

THE FLIP SIDE IS, SINCE THE BUSINESS COMMUNITY HAS BEEN AT A STATE OF EMERGENCY THIS LAST YEAR, THEY'VE HAD TO MAKE DIFFICULT DECISIONS ON EXPENSES.

AND SINCE WE ARE DUES AND SUBSCRIPTION CATEGORY ON THEIR P&L, WE ARE CHALLENGED FOR GETTING PEOPLE TO RENEW. NOW, WE HAD TO SHUT DOWN FOR A WHILE, WHICH KIND OF HURTS OUR VALUE PROPOSITION.

WE WERE OPEN, BUT WE WEREN'T HAVING FUNCTIONS.

SO AS WE CONTINUE THIS YEAR TO GET OUR VALUE PROPOSITION BACK, WE ARE HOPING THAT THIS WILL IMPROVE RAPIDLY.

WELL, WE'RE CURRENTLY AT ABOUT 500 AND CHANGE MEMBERS TOTAL.

OUR BOARD OF DIRECTORS, THERE SHOULD BE SOME FAMILIAR NAMES ON THERE TO YOU, THESE ARE FOLKS THAT ARE VOLUNTEERING THEIR TIME, JUST AS YOU DO TO HELP THE CITY, AND WE COULDN'T APPRECIATE THEM MORE. ONE OF THE THINGS WE'RE STILL CONTINUING TO DO IS THE SOUTHLAKE RELATIONSHIPS NETWORKING GROUP, THEY MEET AT COMPUTER CPR.

HE HAS A VERY LARGE MEETING ROOM THERE AND THAT ALLOWS PEOPLE TO SPREAD OUT REALLY GOOD.

WE WERE MEETING AT ANOTHER BROKEN EGG, BUT WITH THE COVID KIND OF LIMITATIONS ON HOW MANY

[00:05:01]

PEOPLE WE CAN HAVE IN THERE WHEN WE BRING A CROWD TO A RESTAURANT AND THEY AREN'T REALLY BUYING FOOD, THEY'RE JUST MINGLING, IT'S NOT REALLY A COURTESY ON OUR PART.

SO WE ARE CONTINUING TO MEET AS SAFELY AS POSSIBLE AND SOCIALLY DISTANCE AT COMPUTER CPR.

AND THAT IS KIND OF AN OPEN NETWORKING.

PEOPLE THAT ARE NOT A MEMBER OF THE CHAMBER ARE WELCOME TO ATTEND THAT.

AND WE HOPE TO MEET SOME NEW FRIENDS AND JOIN US LATER.

ALL RIGHT. OUR NEXT BUSINESS INSIDER'S NETWORKING GROUP, THAT'S OUR LUNCH NETWORKING GROUP, MEETS THE FIRST THURSDAY OF EACH MONTH.

WE'RE GOING TO HAVE OUR VERY OWN JENNIFER MCCAULEY SPEAKING.

SHE HAD A WONDERFUL RIBBON CUTTING JUST A COUPLE OF MONTHS AGO, VERY THRIVING BUSINESS.

AND I'M LOOKING FORWARD TO HEAR HER GREAT SPEECH.

SO OUR NOVEMBER LUNCHEON, WE'VE HAD TO KIND OF SLOW THINGS DOWN LIKE THE REST OF AMERICA AND WE'RE TRYING TO GET BACK UP AND RUNNING, WE HAD AN IN-PERSON LUNCHEON IN NOVEMBER.

YOU'LL SEE SOME FAMILIAR FACES IN THERE.

THE MIDDLE PICTURE WAS OUR GUEST SPEAKER.

THAT WAS SCOTT MURRAY.

HE'S VERY INSPIRATIONAL.

AND, OF COURSE, IN THE UPPER RIGHT HAND PICTURE, YOU'LL SEE OUR CHAIR JUST IN AND A LOT OF OTHER FAMILIAR FACES, AGAIN, WE'RE HAVING AT THE CITY FACILITY THE MARK.

AND IT'S GREAT WE'RE ENJOYING IT AND MOVING FORWARD.

IN JANUARY, WE'RE GOING TO HAVE DOUG RENFRO COME.

THEY HAVE A FORT WORTH COMPANY.

IT'S A RENFRO FOODS.

THEY MAKE HOT SAUCE IN A NUMBER OF OTHER THINGS.

HE'S A VERY ENERGETIC AND JUST A GREAT SPEAKER.

AND IT'S A LOCAL ENTREPRENEURIAL SUCCESS STORY FOR A FAMILY BUSINESS.

SO I HOPE YOU'LL CONSIDER GOING.

HE'S REALLY GOOD. LEADERSHIP SOUTHLAKE, WHICH STARTED LAST AUGUST, CONTINUES AGAIN WITH COVID, IT'S BEEN A LITTLE BIT OF AN UNUSUAL YEAR, BUT WE HAVE BEEN ABLE TO PERSEVERE THEY'RE NOT GOING TO GET TO GO TO AUSTIN IN FEBRUARY BECAUSE THEY'RE JUST NOT ALLOWING LARGE GROUPS TO GO FOR OBVIOUS REASONS.

BUT A MAJORITY OF THE COMPONENTS OF THE PROGRAM WE HAVE BEEN ABLE TO PROVIDE THIS YEAR AND WE'VE HAD TO DO DIGITAL STUFF WHERE WHEREVER WE HAD TO.

BUT IF YOU LOOK AT THOSE PICTURES UP THERE OR THAT PICTURE, EITHER THOSE WILL BE FAMILIAR FACES. THIS IS A WONDERFUL PROGRAM, ESPECIALLY FOR PEOPLE THAT ARE UP AND COMING THAT WANT TO ESTABLISH THEMSELVES IN SOUTHLAKE AND KIND OF TAKE THE FAST TRACK TO BECOMING A LOCAL LEADER.

WE'RE REALLY PROUD OF THEM. THEIR PROJECT THIS YEAR IS STAND UP SOUTHLAKE.

THEY WANT TO RAISE MONEY TO REPLACE THE UNIFORMS FOR HONOR GUARDS WHENEVER THERE'S A FALLEN OFFICER OR FIREFIGHTER OR SOMETHING ALONG THERE.

AND WE JUST HAD OUR OWN TRAGEDY HERE RECENTLY IN THE CITY OF LOSING ONE OF OUR POLICE OFFICERS. WELL, THERE'S A DEFINITE NEED FOR THIS.

AND THE UNIFORMS THAT ARE IN PLACE IS PROBABLY ALREADY KNOW THEY'VE HAD THEM FOR A WHILE.

AND IT'S NOT NECESSARILY AN ANNUAL BUDGET THING FOR THE POLICE.

AND SO THEY TOOK IT UPON THEMSELVES TO RAISE MONEY FOR THIS IMPORTANT HONOR GUARD.

THEIR GOAL IS TO GET 10 NEW UNIFORMS AND THEY'RE EXPENSIVE.

IT'S ABOUT A THOUSAND BUCKS TO OUTFIT ONE OF THE OFFICERS PROPERLY.

SO THEY'RE A LITTLE OVER A THIRD OF THE WAY THERE.

STAY TUNED. WE'LL KEEP YOU POSTED.

IT'S A REALLY NICE PROJECT. SOMETHING WE STARTED THIS LAST YEAR, PROBABLY AROUND JUNE OR JULY AFTER LOCK DOWN AND ALL THE STRESS AND STRAINS AND EVERYTHING, WE GOT THE IDEA THAT THIS WOULD BE A GOOD TIME FOR US TO MAYBE COME TOGETHER TO PRAY TOGETHER, REGARDLESS OF WHERE YOU MAY BE AS A PERSON OF FAITH OR WHAT YOUR BELIEFS MAY BE.

IT HAS HAD STAMINA OF ALL OF OUR DIGITAL PROGRAMING.

THIS ONE CONTINUES TO BE WELL ATTENDED.

AND SO WE HOPE SOMEDAY THAT THIS WILL BE LIVE AND IN PERSON, ALMOST LIKE A, YOU KNOW, CHRISTIAN BUSINESS PEOPLE MEETING FOR A BREAKFAST.

IN THE MEANTIME, IF SOMEONE IS NOT A PERSON OF FAITH, WE CERTAINLY ARE GLAD YOU'RE HERE.

AND WE DON'T WANT TO DO ANYTHING TO OFFEND ANYBODY.

AND WE'D LIKE TO ENGAGE WITH AS MANY PEOPLE AS WE CAN.

BUT THIS IS ONE OF THE NICE THINGS THAT PASTOR STERLING IS OFFERING.

HE IS GREAT.

HE'S AN EX OFFICIO ON OUR BOARD OF DIRECTORS.

HE GIVES A LOT OF HIS TIME AND WISDOM AND HE IS JUST AMAZING.

SO CONSIDER SITTING IN ON THE NEXT ONE.

IT'S VERY NOURISHING WORDS.

SO OUR NEXT EVENT WE'RE ACTUALLY HAVING PEOPLE KIND OF GATHER IS OUR GOLF TOURNAMENT.

IT'S GOING TO BE ON APRIL THE 5TH SINCE IT'S OUTDOORS, YOU KNOW, THE GOLF TOURNAMENT, AND IT SHOULD FIT IN WELL WITH OUR UNFORTUNATE PANDEMIC ENVIRONMENT.

AND THAT IS THE NEXT THING THAT WE HAVE THAT'S ANY KIND OF LARGE EVENT.

WE DON'T HAVE ANYTHING ELSE PLANNED BETWEEN NOW AND THEN.

WE HOPE TO LATER ON THE YEAR, BRING BACK THE AWARDS BANQUET.

AND OF COURSE, WE'RE LOOKING FORWARD TO OCTOBER FEST.

BUT IN THE MEANTIME, WE HAVE A GOLF TOURNAMENT RIGHT AROUND THE CORNER AND THERE'S SOME OF THE WONDERFUL BUSINESSES THAT HAVE STEPPED UP TO PARTICIPATE.

AND THAT IS WHAT WE'VE BEEN UP TO THE LAST MONTH OR SO, MANAGE A LOT OF OTHER THINGS I COULD TALK ABOUT IF YOU HAD ANY QUESTIONS.

BUT ANYWAY, THAT'S KIND OF WHAT I'VE GOT.

GREAT. THANK YOU, MARK. ANY QUESTIONS FOR MARK?

[00:10:04]

ACTUALLY, OUR CHAMBER I WAS LOOKING WITH MY STAFF TODAY BECAUSE I THINK I'VE TOLD YOU BEFORE, WE'RE MEMBERS OF 60 CHAMBERS, LUCKY US THROUGHOUT ARKANSAS, OKLAHOMA AND EASTERN TEXAS. AND WE WERE LOOKING AT THE NUMBERS AS WE WERE PAYING OUR DUES FOR THIS YEAR.

AND WE'RE REALLY THE SOUTHLAKE CHAMBER IS DOING MUCH BETTER THAN OTHER CHAMBERS NOW.

THE CHAMBERS THAT OUR MEMBERS ARE TEND TO BE IN VERY RURAL TOWNS THROUGHOUT ARKANSAS AND OKLAHOMA. BUT THEY'VE BEEN DECIMATED.

THEY REALLY HAVE. AND IT'S THE VALUES STORY AND WE TALKED ABOUT THAT TODAY IS JUST THE VALUE THAT YOU PROVIDE IS REALLY NETWORKING AND IN-PERSON EVENTS.

AND SO THE FACT THAT YOU'VE DONE AS WELL AS YOU HAVE CONSIDERING IS IS A REAL TESTAMENT TO HOW VALUED THE CHAMBER IS.

I THINK MOST OF THOSE PEOPLE WILL COME RIGHT BACK WHEN THE ECONOMICS ALLOWS FOR.

I DO TOO. WE HAVEN'T RUN THEM OFF.

THEY'RE JUST TRYING TO GET THROUGH THIS PERIOD OF TIME.

ABSOLUTELY. AND WHO HAS EVEN TIME TO COME TO THE EVENTS THAT YOU ARE ABLE TO HAVE? IT'S REALLY HARD TO BREAK AWAY FROM THE OFFICE BECAUSE IN SOME CASES THE OWNER NOW IS THE PERSON BEHIND THE CASH REGISTER AND THEY DON'T HAVE THE LUXURY OF OF HAVING AS MANY EMPLOYEES AS THEY USED TO HAVE.

BUT WHEN WE WERE HAVING THAT CONVERSATION THIS MORNING, I WAS THINKING THAT THAT WOULD BE A GOOD OPPORTUNITY FOR THE CITY TO PARTNER WITH THE CHAMBER NEXT YEAR TO REALLY PUSH FOR A MEMBERSHIP DRIVE AND PUSH THE VALUE STORY OUT THERE.

AND, YOU KNOW, WITH A LOT OF THE EVENTS THAT WE WERE ABLE TO DO, THE RIBBON CUTTINGS WHERE A LOT OF COUNCIL MEMBERS AND I ATTENDED THE MEET THE MAYOR EVENTS.

THOSE WERE SEEN AS PART OF THAT VALUE STORY TO BE ABLE TO GET THAT KIND OF RECOGNITION AND GET THE JAZZY CONVERSATION GOING AROUND THE COMMUNITY.

SO I THINK THOSE ARE THINGS WE CAN REALLY STEP UP AND HELP YOU GUYS WITH.

THANK YOU SO MUCH. IT'S SO FORTUNATE TO BE IN A COMMUNITY THAT'S SO BUSINESS FRIENDLY AND IT'S. THANK YOU.

YEAH, NO, ABSOLUTELY.

BUT JUST, YOU KNOW, REACH OUT AND, YOU KNOW, GIVE US OPPORTUNITIES TO SIT DOWN WITH YOU WHEN THAT TIME COMES FOR PLANNING, BECAUSE I KNOW WE DON'T SIT ON YOUR BOARD, BUT IT WOULD BE NICE SEPARATELY TO HAVE SOME INPUT WITH THINGS THAT WE CAN HELP YOU TO DO, BECAUSE IF THE CHAMBER IS SUCCESSFUL AND VITAL AND VIBRANT, THEN THE COMMUNITY WILL BE, TOO. SO IT'S AN IMPORTANT PART OF THE COMMUNITY.

RIGHT. WONDERFUL.

ANY QUESTIONS? COMMENTS. GOOD. THANK YOU, MARK.

WE APPRECIATE YOUR TIME. MY PLEASURE.

THANK YOU. OK, NEXT ON THE AGENDA, WE GOT SOME GOOD NEWS, SO SOUTHLAKE IS VERY EXCITED

[4. Introduction of the new Carroll Independent School District Superintendent Dr. Lane Ledbetter]

THAT WE HAVE A NEW SUPERINTENDENT AND I KNOW THAT DR.

LANE LEDBETTER IS HERE THIS EVENING.

I HAD THE PLEASURE OF MEETING WITH HIM LAST WEEK.

AND I KNOW HE HAS QUITE A STELLAR REPUTATION IN THE COMMUNITY ALREADY, BUT WE'RE VERY EXCITED TO HAVE YOU. SO COME ON DOWN.

JUST WANT TO SAY THANK YOU SO MUCH FOR, FIRST OF ALL, JUST THIS OPPORTUNITY TO COME AND SAY JUST A COUPLE OF WORDS, JUST MAINLY I LOOK FORWARD TO WORKING WITH YOU, MAYOR HILL, AND I ENJOYED OUR CONVERSATION THE OTHER DAY.

BUT OBVIOUSLY I LOOK FORWARD TO GETTING TO KNOW THE REST OF YOU AND HAVE AN OPPORTUNITY TO VISIT WITH YOU, HOPEFULLY ONE ON ONE RIGHT NOW, SPENDING A LOT OF TIME, AS YOU CAN IMAGINE, WITH WITH STAFF AND PARENTS AND OTHER COMMUNITY MEMBERS JUST TRYING TO GET A FEEL FOR THE DISTRICT AND DIRECTION AND THOSE TYPE OF THINGS AND VISITING CAMPUSES AND ALL OF OUR FACILITIES. SO THAT HAS CONSUMED MY TIME FOR THE LAST I GUESS I'VE BEEN HERE NOW TWO AND A HALF WEEKS. SO BUT IT'S AN INCREDIBLE PLACE, AS YOU ALL KNOW.

IT'S AN INCREDIBLE DISTRICT AND I FEEL VERY HONORED AND VERY BLESSED TO BE A PART OF IT AND LOOK FORWARD TO CONTINUING THE TREMENDOUS TRADITIONS AND REPUTATION THAT CARROLL ISD IS KNOWN FOR. SO JUST LOOK FORWARD TO GETTING PLUGGED IN THE COMMUNITY, GETTING PLUGGED IN THE CITY, AND ONCE AGAIN, LOOKING FORWARD TO WORKING WITH EACH ONE OF YOU AS WE MOVE FORWARD OVER THE NEXT SEVERAL WEEKS, MONTHS AND YEARS.

SO THANK YOU. WELL, WE'RE HAPPY TO HAVE YOU.

I'LL JUST SAY A FEW WORDS, BUT I'LL LET COUNCIL SAY A FEW WORDS.

BUT WE WERE SO EXCITED THIS WEEKEND AT THAT FOOTBALL GAME.

I MEAN, I JUST WAS LIKE THAT.

IT REMINDS YOU OF THE THINGS THAT BRING THE COMMUNITY TOGETHER.

AND IT IS THAT PARTNERSHIP AND IT'S US SUPPORTING YOU GUYS, ALL OF US BEING AT THAT GAME AND ALL OF US SHARING OUR EXCITEMENT ON SOCIAL MEDIA AND BEING INCLUDED.

YOU KNOW, MR. WEBB REACHING OUT TO US AND AND CERTAINLY OUR FIRE CHIEF AND OUR POLICE CHIEF STEPPING UP TO MAKE SURE THAT THE TEAM GETS A SEND OFF.

AND I THINK ONE OF THE THINGS YOU AND I TALKED ABOUT IS WE'VE DONE A LOT OF EVENTS IN TOWN SQUARE FOR THE STATE CHAMPIONS ONGOING, WHETHER IT'S SWIMMING, WHICH IS, YOU KNOW, WORLD DOMINATION, CROSS-COUNTRY WORLD DOMINATION, GOLF, WORLD DOMINATION.

BUT YEAH, AND WE LOVE TO BE AND WE LOVE TO BE PART OF THAT AND TO MAKE THAT FACILITY

[00:15:03]

AVAILABLE TO.

OH, AND I CAN'T EVER FORGET BASEBALL BECAUSE I WAS I HAD MY SPECIAL BASEBALL SHOES AND EVERYTHING, SO THAT WAS REALLY EXCITING.

SO I GUESS I SHOULD SAY, CARROLL, WORLD DOMINATION, HIGH SCHOOL.

BUT THAT WAS REALLY FUN. IT WAS REALLY GOOD FOR THE COMMUNITY TOO.

IT WAS REALLY GOOD FOR THE COMMUNITY.

SO ANYTHING THAT WE CAN DO TO SUPPORT THE DISTRICT AND SUPPORT THE KIDS THAT SUPPORTS OUR FAMILIES AND THAT MAKES OUR COMMUNITY BETTER.

AND I KNOW FOLLOWING COVID WE'RE ESPECIALLY CONSCIOUS OF THINGS THAT WE CAN DO.

I KNOW WE HAVE THE BIG LANTERN FESTIVAL COMING UP IN FEBRUARY THAT ONE OF THE PTOS OR SEVERAL OF THE PTOS ARE PARTICIPATING IN AND WILL BE LIGHTING UP THE WHOLE FRONT OF TOWN HALL WITH LANTERNS IN EVERY WINDOW.

SO THOSE ARE THINGS THAT WHILE WE APPRECIATE WHAT YOU ALL ARE DOING, IT'S NICE FOR US TO JUMP IN AND BE PART OF IT, TOO.

IT MAKES IT A BIGGER A BIGGER DEAL.

SO ANY ANY COMMENTS, I'M SURE WELCOMES, COMMENTS.

SURE, WELCOME ABOARD.

I THINK MOST PEOPLE AND YOU PROBABLY KNOW THIS, WHO MOVED TO SOUTHLAKE.

THEY MOVED TO SOUTHLAKE, FIRST AND FOREMOST FOR THE SCHOOL DISTRICT, THE EXEMPLARY SCHOOL DISTRICT. IT'S BEEN THAT WAY FOR MANY YEARS AND DECADES.

AND I HAVE FOUR DRAGONS, AND WE'RE SO HAPPY TO HAVE YOU AS OUR NEW SUPERINTENDENT.

I THINK THE TIMING IS RIGHT.

I THINK YOU'RE THE PERFECT CANDIDATE TO TAKE OVER AT THIS TIME AND IN OUR SCHOOL DISTRICT'S HISTORY. SO I LOOK FORWARD TO WORKING WITH YOU AND AND CONTINUING THE STRONG PARTNERSHIP THAT THE CITY COUNCIL AND CITY GOVERNMENT HAS WITH THE SCHOOL DISTRICT.

SO THANK YOU AND WELCOME.

THANK YOU. THANK YOU.

YEAH, I JUST.

OH, GO AHEAD, KATHY. OK, I JUST WANT TO SAY WELCOME.

I WAS SERVING ON THE BOARD OF THE CARROLL EDUCATION FOUNDATION WHEN WE HONORED COACH LEDBETTER, OK.

AND THAT WAS QUITE SOMETHING.

IT WAS A PRIVILEGE TO DO THAT.

AND I WAS VERY EXCITED TO HEAR WHEN WHEN YOU WERE OUR FINAL CANDIDATE, BECAUSE I KNOW ABOUT YOUR FAMILY'S DEDICATION TO OUR DISTRICT AND TO ALL THINGS DRAGON.

SO I JUST WANT TO SAY WELCOME.

WE'RE VERY EXCITED TO HAVE YOU AND LOOKING FORWARD TO THE FUTURE.

THANK YOU. THANK YOU, DR.

LEDBETTER. I'LL ADD MY WELCOME AS WELL.

AND REALLY, ON BEHALF OF ALL OF OUR RESIDENTS, I KNOW EVERYBODY'S EXCITED.

YOU KNOW, I SAT ON THE THE SUPERINTENDENT ADVISORY COMMITTEE.

AS A LOT OF FOLKS AROUND TOWN DID.

AND I REMEMBER ONE PARTICULAR MEETING WHERE IT WAS TALKED ABOUT HOW VALUABLE AND HOW IMPORTANT IT WOULD BE TO HAVE SOMEBODY WHO UNDERSTOOD TEXAS, UNDERSTOOD JUST WHAT TEXAS IS ABOUT AND UNDERSTOOD THINGS LIKE ROBIN HOOD AND HOW DO YOU WORK THROUGH THINGS.

BUT I THINK WHEN WE GOT WORD OF YOUR NAME AND THAT IT WASN'T JUST TEXAS, IT WAS HOMETOWN.

YEAH, I THINK IT BLEW EVERYBODY AWAY.

SO I CAN'T I CAN'T, I GUESS, EMPHASIZE HOW EXCITED WE ARE TO HAVE YOU COMING BACK HOME.

I HAVE FOUR DRAGONS, ONE GRADUATED AND ACTUALLY TWO MORE GRADUATING THIS YEAR, BUT STILL ONE MORE TO GO. SO WE'RE EXCITED TO HAVE YOU.

SO WELCOME. VERY GOOD.

THANK YOU. THANK YOU.

YEAH, I'LL ECHO EVERYTHING MY COLLEAGUES HAVE SAID.

YOU KNOW, WE'RE EXCITED TO HAVE YOU AND YOU GOT SOME SOME BIG JOB IN FRONT OF YOU AND WE'RE EXCITED TO SEE YOU NAVIGATE IT.

EVERYONE SAYS THAT YOU JUST FITTING IN LIKE A PERFECT, LIKE YOU'VE BEEN HERE FOR YEARS AND YEARS ALREADY AND NOT SURPRISING CONSIDERING YOU CAME FROM HERE.

SO NO WE'RE JUST INCREDIBLY EXCITED TO HAVE YOU LIKE EVERYONE ELSE SAID.

YOU KNOW, WE UNDERSTAND AS A COUNCIL THAT THE SCHOOL DISTRICT IS THE BACKBONE OF THE CITY. IT'S THE DRAW. IT'S WHAT KEEPS OUR PROPERTY VALUES SO HIGH AND INCREASING AS MUCH AS WE'D LIKE TO THINK IT WAS THE PARKS AND THE, YOU KNOW, THE SEWER SYSTEM.

IT'S NOT IT'S WHAT YOU GUYS ARE DOING.

SO, YEAH, THOSE ARE GREAT, ESPECIALLY A VERY GOOD, VERY GOOD.

WE ACTUALLY HOMESCHOOL OUR KIDS. BUT WHAT'S COOL ABOUT THIS TOWN IS THAT WE DON'T FEEL BAD CALLING THEM DRAGONS AND THEY DON'T FEEL BAD ABOUT CALLING THEMSELVES DRAGONS.

IT'S JUST BAKED INTO THE FABRIC OF BEING HERE.

AND, YOU KNOW, THAT ALL COMES FROM THE GOOD WORK YOU GUYS DO.

SO WELCOME ABOARD.

THANK YOU. I APPRECIATE IT.

DR. LEDBETTER, I'LL JUST ADD A FEW OTHER COMMENTS, IF I WOULD.

I HAD THE PLEASURE OF INTERVIEWING OR MEETING WITH ONE OF THE SCHOOL BOARD TRUSTEE CANDIDATES YESTERDAY, AND I ASKED THIS INDIVIDUAL WHAT THEY THOUGHT ABOUT YOU AND AND THEIR POSITION. AND I THINK THE WORD THAT WE BOTH CAME AWAY WITH COLLECTIVELY IS THAT YOU BRING A FAIR AMOUNT OF HOPE.

YOU KNOW, THERE'S THERE'S BEEN A IT'S BEEN A ROUGH YEAR FOR THE DISTRICT AND FOR SOME OF THE TRUSTEES AND JUST THE FOLKS THAT ARE LOVING ON OUR CHILDREN.

AND YOUR BACKGROUND, OBVIOUSLY, YOUR RELATIONSHIP WITH THIS COMMUNITY IS IT RUN SO DEEP.

AND AS COUNCILMAN WILLIAMSON ALREADY STATED, THAT THE EXCITEMENT THAT YOU BRING IS FANTASTIC. SO THERE'S A LOT OF HOPE.

AND WE'RE ALL BEHIND YOU.

YOU HAVE OUR FULL SUPPORT. IF THERE'S ANYTHING WE CAN DO FROM A COUNCIL PERSPECTIVE.

WE CERTAINLY WANT TO DO SO.

AND I'D LIKE TO ALSO JUST TAKE THIS BRIEF OPPORTUNITY TO JUST SHARE OUR APPRECIATION FOR ALL THE TEACHERS AND ADMINISTRATORS.

THE TEACHERS HAVE AN UNDAUNTING TASK THIS YEAR.

I WOULD I REALLY WANT TO COMMEND THE DISTRICT FOR BEING PROGRESSIVE.

YOU KNOW, THE SCHOOL DISTRICT THAT I GREW UP IN ARE STILL NOT ALLOWING STUDENTS INTO

[00:20:04]

THEIR SCHOOLS. AND IT'S A TRAVESTY.

AND THE PARENTS ARE DESPERATE.

AND SO TO SEE OUR KIDS HAVE THE CHOICE, THE PARENTS TO HAVE A CHOICE, THE BEGINNING OF THE SCHOOL YEAR IS TREMENDOUS.

I HAVE A SENIOR IN HIGH SCHOOL.

SHE'S CHOSEN TO GO DVA AND I'VE HAD THE OPPORTUNITY TO SEE WHAT A DVA CLASS LOOKS LIKE FROM THE STUDENTS PERSPECTIVE.

AND IT'S JUST A BUNCH OF BLANK SCREENS.

AND I CAN'T IMAGINE BEING A TEACHER ON THE OTHER SIDE, HAVING TO, ONE, TEACH TO THE KIDS THAT ARE IN THE ROOM AND THEN TEACH TO A BUNCH OF BLANK SCREENS.

AND I THINK WE'VE ALL EXPERIENCED ZOOM MEETINGS WHERE YOU DON'T SEE ANY FACES AND YOU'RE NOT GETTING MUCH INTERACTION BACK.

AND THEY HAVE TO DEAL WITH THAT CLASS AFTER CLASS AFTER CLASS EVERY SINGLE DAY.

AND THEN IF YOU GO TO THE MIDDLE SCHOOL AND SECONDARY SCHOOLS AND PRIMARY SCHOOLS, SAME SITUATION, A LITTLE BIT DIFFERENT, MORE KIDS IN CLASS.

BUT, YOU KNOW, THERE HAVE MASKS, THEY HAVE PARTITIONS, THEY HAVE PARTITIONED THEMSELVES IN CLASS. THERE'S VERY SPECIFIC PATTERNS ON HOW THEY CAN MOVE.

IF THERE'S A KID THAT'S TRACED TO COVID, THE PROCESS THAT YOUR ADMINISTRATION GOES THROUGH TO TRACE IT ALL THE WAY BACK AND ADMINISTER THAT IS TREMENDOUS.

AND SO MY WIFE HAS VOLUNTEERED AS A SUBSTITUTE TEACHER THIS YEAR.

THE EXERCISE THAT IT TAKES TO BECOME A STUDENT TEACHER IN OUR SYSTEM IS TREMENDOUS.

AND THAT'S A TESTAMENT TO THE EXPECTATIONS THAT WE PUT ON OUR TEACHERS.

AND SO I KNOW THAT THE DISTRICT IS DESPERATE FOR MORE SUBSTITUTE TEACHERS.

AND SO THIS IS MY PLUG.

IF YOU HAVE THE ABILITY AND THE TIME, PLEASE STEP UP AND DO SO.

BUT REALLY, THE HATS OFF TO THE TO ALL THE ADMINISTRATORS AND ALL THE TEACHERS FOR JUST DOING A JOB THAT THEY NEVER THOUGHT THEY'D EVER HAVE TO DO.

AND IT'S ALL BECAUSE THEY LOVE THESE KIDS.

SO THANK YOU. THANKS FOR BRINGING THAT HOPE.

WE REALLY DO APPRECIATE IT. THANK YOU, COUNCIL MEMBER SMITH.

SO SO I ALWAYS SAY THAT I'M THE ANOMALY BECAUSE I DIDN'T MOVE THE SOUTHLAKE JUST BECAUSE THE SCHOOLS I MOVED ME AND MY WIFE AND FAMILY MOVED HERE BECAUSE WE WANTED TO BELIEVE IN THAT TYPE OF COMMUNITY WHERE THEY WOULD PRIORITIZE FAITH, FAMILY, EDUCATION AND HAVE GREAT SCHOOLS.

AND I CAN SAY THAT THERE'S A A LINE OF THE THROUGH LINE TO ME, ENDING UP HERE IS A BEGINS WITH ME SENDING A LETTER, AN EMAIL TO A SCHOOL BOARD MEMBER, DAVE ALMAND, WHERE I SAID I WOULD DO ANYTHING I CAN TO SUPPORT THE KIDS IN THIS DISTRICT BECAUSE I'M ALL ABOUT KIDS, FAMILIES AND BUSINESSES.

ONE THING AND I KNOW YOU KNOW THIS, I MEAN, FOR ALL THE CHALLENGES THAT THIS COMMUNITY IS ONGOING, THE POINT I WAS MAKING IS, YOU KNOW, SOUTHLAKE'S NOT BROKEN.

AND I KNOW YOU'RE NOT HERE TO FIX IT.

AND I'M PROUD THAT WE HAVE, QUOTE UNQUOTE, ONE OF OUR OWN.

I'M OPTIMISTIC.

AND THE REASON I'M OPTIMISTIC IS THE CONVERSATION I HAD WITH MY DAUGHTERS YESTERDAY.

SO I'M KNOWN FOR HAVING THIS RUNNING JOKE THAT MY GRANDKIDS WILL BE RAISED IN SOUTHLAKE.

WELL, IT'S NOT A JOKE, MY GRANDKIDS WILL BE RAISED IN SOUTHLAKE BECAUSE I'M GOING TO BE HERE IN SOUTHLAKE. SO YESTERDAY WE'RE SITTING MARTIN LUTHER KING DAY AND TALKING TO MY DAUGHTERS. WE'RE HAVING DINNER, BRUNCH, AT LUNCH, ACTUALLY, AND WE JUST TALKING ABOUT WHAT IT'S WHAT IT'S LIKE FOR THEM IN SCHOOL NOW.

THEY LOVE IT. THEY LOVE THIS COMMUNITY AND WHAT IT'S LIKE WHAT IT'S GOING TO BE, WHAT THEIR EXPECTATIONS ARE WHEN THEIR KIDS ARE IN SCHOOL 30 YEARS FROM NOW, BY THE WAY, WHEN THEIR KIDS ARE IN SCHOOL HEAR IN, CARROLL, AND THAT THEY WOULD WANT THEIR KIDS TO HAVE THE SAME EXPERIENCES.

I SAY THAT BECAUSE I THINK THAT OFTEN GETS LOST IN SOUTHLAKE.

THAT YOU KNOW, YOU HEAR ALL THIS, QUOTE UNQUOTE, BAD NEWS AND YOU HEAR THAT BECAUSE YOU PAY ATTENTION TO THE BAD NEWS.

I DON'T BECAUSE I DON'T SPEND A LOT OF TIME ON SOCIAL MEDIA.

I TRY TO SPEND MORE TIME TALKING TO PEOPLE.

AND WHAT YOU FIND IS MOST OF US AGREE WE JUST DON'T TALK TO ONE ANOTHER.

RIGHT. AND THE THING I WANT FROM YOU AND FROM THE ENTIRETY OF THIS COMMUNITY IS LET'S NOT FIX SOMETHING THAT'S NOT BROKEN, BUT LET'S ALL TRY TO STEP UP AND FIND WAYS TO BE BETTER SUCH THAT AND THIS IS VERY SELFISH 30 YEARS FROM NOW WHERE MY KIDS HAVE KIDS AND THEY'RE COMING TO SEE PAPA RONELL.

RIGHT. THEY'RE SEEING THIS AMAZING PLACE THAT THEY ENDED UP AND WERE PRIVILEGED TO BE RAISED IN. AND WE ALWAYS TELL THEM YOU'RE NOT LUCKY TO BE RAISED IN A PLACE LIKE SOUTHLAKE, BECAUSE I'D EXPECT AND I'D HOPE THAT ANY KID WOULD.

BUT YOU'RE PRIVILEGED THAT YOU HAD PARENTS WHO PRIORITIZED TO RAISE YOU IN A PLACE LIKE THIS. AND SO AS YOU GO FORWARD, I KNOW YOU'RE HEARING THESE THINGS FROM OTHER PARENTS AS WELL. BUT I THINK YOU'RE THE RIGHT PERSON TO DO WHAT NEEDS TO BE DONE.

AND I LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE.

THANK YOU. THANK YOU. THANK YOU.

GREAT. THANK YOU VERY MUCH.

YEAH. I THINK I THINK THE WAY TO SUM IT UP IS SUCCESS IS THE ONLY OPTION.

NO PRESSURE. YOU KNOW, I'M VERY HONEST.

SO BUT NO. AND WE HAVE TO BE ON THAT TEAM BECAUSE THAT SUCCESS IS A REFLECTION ON EACH ONE OF US, NOT JUST ON YOU.

SO WE'RE HERE.

WE WANT TO HELP.

IT'S NOT ABOUT US.

IT'S ABOUT YOU.

YOU'RE THE CAPTAIN OF THE SHIP.

AND WE WANT TO BE THERE TO HELP YOU GET TO YOUR DESTINATION.

[00:25:02]

AND COUNCIL MEMBER PATTON BROUGHT UP A REALLY GOOD POINT.

IF THERE'S ANYTHING WE CAN DO TO HELP WITH THE TEACHERS AND THE ADMINISTRATORS, I DON'T.

IT COULD BE THE SILLIEST.

I'VE HEY, I DRESS LIKE THE MAYOR OF MUNCHKIN CITY FOR THOSE ARE SOME PICTURES I HOPE GOT LOST SOMEWHERE.

WELL, THAT'S OK, DR.

FALTYS WAS DOROTHY, SO IT COULD HAVE BEEN A LOT WORSE.

OK, FACEBOOK IS FOREVER MAYOR.

BUT AT LEAST I WASN'T TOTO.

THAT WAS MATT MILLER.

OH, MY GOSH, THAT WAS SO FUNNY.

BUT WHAT I WOULD SAY IS WE'LL DO ANYTHING.

IT MAY SEEM LIKE A SILLY THING AND MIGHT MAYBE, YOU KNOW, ENTERTAINMENT AT ITS WORST, BUT WE'RE HAPPY TO.

I TALKED TO GENERALLY TWO OR THREE TEACHERS A WEEK.

WILL PRIVATE MESSAGE ME AND JUST HAVE A CONVERSATION.

AND I JUST LIKE BEING THERE FOR THEM.

BUT IF THERE'S SOMETHING ELSE WE CAN DO, LET US KNOW.

OK, THANK YOU SO MUCH.

YEAH. WELL, THANK YOU VERY MUCH.

AREN'T WE FUN? I TOLD YOU.

ABSOLUTELY. I MEAN, SO THE NEXT TIME WE INVITE YOU TO CITY COUNCIL YOU'LL BE, YEAH, I'M GOING TO GO THERE THEY'LL COMPLIMENT ME TH WHOLE TIME.

YEAH, THIS HAS BEEN GREAT.

THIS IS GOOD. ANY TIME YOU NEED ME TO COME.

YEAH, YEAH, YEAH. IT'S A GREAT GROUP.

AND THEY'RE THEY REALLY THE COUNCIL WORKS REALLY, REALLY WELL TOGETHER AND HAS THE SAME PHILOSOPHY LOOK AS WE LOOK OUT OVER THE CITY.

AND SO I THINK YOU HEARD IT LOUD AND CLEAR THAT WE'RE IT'S ON US TO THAT THE DISTRICT IS SUCCESSFUL. SO WHATEVER WE CAN DO AND WITH THAT, IF EVERYONE HAS THEIR MASK, YOU WANT TO TAKE A PICTURE WITH DR. LEDBETTER BEFORE HE LEAVES.

IS THAT OKAY WITH YOU, SIR? ABSOLUTELY.

[5. Discuss all items on tonight's agenda. No action will be taken and each item will be considered during the Regular Session.]

OK, NEXT ON THE AGENDA, WE'LL GO OVER ALL THE ITEMS ON OUR CONSENT AGENDA, WHICH WILL VOTE ON LATER ON THIS EVENING ITEM FOR APPROVING THE MINUTES FROM THE JANUARY 5TH, 2021 CITY COUNCIL MEETING ITEM.

B. APPROVING RESOLUTION 21-001, ORDERING A GENERAL ELECTION TO BE HELD ON MAY THE 1ST, 2021 FOR THE PURPOSE OF ELECTING THE CITY COUNCIL FOR MAYOR.

I'M CANCELING THAT ONE. NO, JUST KIDDING, FOR MAYOR AND PLACE TWO AND ORDERING A SPECIAL ELECTION TO BE HELD ON MAY 1ST, 2021 FOR THE PURPOSE OF ELECTING CITY COUNCIL PLACE FIVE TO FILL A VACANCY.

ITEM C, APPROVING THE CONTRACT RENEWAL FOR TREE SERVICE WITH SHAWNEE MISSION TREE SERVICE . ITEM D APPROVING CONTRACT RENEWAL FOR TREE SERVICES WITH THE PACE AGE GROUP, ALSO KNOWN AS SMITH LAWN AND TREE, THAT WOULD HAVE BEEN EASIER.

ITEM E APPROVE THE CONTRACT RENEWAL FOR TREE SERVICE WITH THE FA BARTLETT TREE EXPERT COMPANY.

ITEM F APPROVING A CONTRACT RENEWAL.

AND THIS IS FOR PREVENTATIVE MAINTENANCE AND GENERAL REPAIR SERVICES WITH BLAGG TIRE AND SERVICE. ITEM G APPROVING A CONTRACT RENEWAL FOR PREVENTIVE MAINTENANCE AND GENERAL REPAIR SERVICES WITH GRAPEVINE FORD LINCOLN.

[00:30:03]

ITEM H. APPROVE THE PURCHASE OF SOFTWARE SUPPORT SYSTEMS FROM TYLER TECHNOLOGY IN AN AMOUNT NOT TO EXCEED TWO HUNDRED AND TWELVE THOUSAND DOLLARS.

ITEM I APPROVING THE PURCHASE OF SOFTWARE AND SUPPORT SERVICES FROM SHI IN AN AMOUNT NOT TO EXCEED ONE HUNDRED AND TWENTY THREE THOUSAND DOLLARS.

ITEM J APPROVE A CONTRACT RENEWAL FOR CONCRETE SERVICES TO APEX CONCRETE CONSTRUCTION AND THAT'S IN AN AMOUNT NOT TO EXCEED 950000 DOLLARS.

ITEM K APPROVE AN ENGINEERING SERVICES AGREEMENT WITH DATA TRANSFER SOLUTIONS AND THAT'S IN AN AMOUNT NOT TO EXCEED FIFTY ONE THOUSAND FOUR HUNDRED AND FIFTY EIGHT DOLLARS.

ITEM L APPROVE A CONTRACT WITH O'DONNELL'S LANDSCAPE SERVICES AND THAT'S IN AN AMOUNT NOT TO EXCEED THE APPROVED ANNUAL BUDGET FOR CONTRACT LANDSCAPE SERVICES.

ITEM M.

MSP 20-0006.

THE MASTER SIGN PLAN AMENDMENT FOR DELTA HOTEL.

AND THAT'S IT FOR THE CONSENT.

WERE THERE ANY OTHER ITEMS ANYONE WANTED ADDED TO CONSENT TONIGHT? YES, MAYOR AND COUNCIL I.

I THINK WE COULD PROBABLY MOVE ITEM NINE A, WHICH WAS AN INTERLOCAL AGREEMENT WITH COLLEYVILLE ON A WATER LINE EXTENSION.

DIRECTOR COHEN IS DIRECTOR COHEN HERE, IF WE HAVE ANY QUESTIONS ABOUT THAT ONE, I THINK SOMETIMES WE PUT THOSE ON CONSENT UNLESS COUNCIL HAS A QUESTION ABOUT THE PROJECT OR THE COST. DIRECTOR COHAN, CAN YOU SPEAK TO THAT BRIEFLY? ONE, IS AN INTERLOCAL AGREEMENT WHICH ACTUALLY ENTERS INTO TERMS AND CONDITIONS TO OPERATE THE INTERCONNECT IN EMERGENCY SITUATION.

THERE IS A PROVISION WITHIN THE AGREEMENT TO REIMBURSE COLLEYVILLE FOR DESIGN SERVICES AND CONSTRUCTION, WHICH IS THE AMOUNT OF AROUND THREE HUNDRED FIFTEEN THOUSAND DOLLARS.

SO THAT WOULD ALSO BE PART OF THIS AGREEMENT.

IN DOING SO, APPROVING THIS ITEM WOULD ALSO ALLOW US TO AMEND THE 2021 CIP PROJECT PLAN.

SO THOSE ARE SOME OF THE ELEMENTS AND NUANCES WITHIN THAT ITEM, SIR.

I'D BE OK WITH THAT GOING ON CONSENT AND APPROVING IT IF COUNCIL'S OK WITH IT.

YEAH, OK, THANK YOU.

SO ANY OTHER ITEMS. OK, WELL THAT POINT I'LL GO AHEAD AND CALL THE REGULAR SESSION TO ORDER AND FIRST THING WE

[1. Call to order]

WILL BE DOING IS GOING INTO EXECUTIVE SESSION.

[2.A. Executive Session]

AS MAYOR, I HEREBY ADVISE YOU THAT WE ARE GOING INTO THE EXECUTIVE SESSION PURSUANT TO THE TEXAS GOVERNMENT CODE, SECTION 551.071 TO SEEK LEGAL ADVICE FROM OUR CITY ATTORNEY, SECTION 5551.072 TO DELIBERATE REGARDING REAL PROPERTY MATTERS AND SECTION 551.074 TO DELIBERATE PERSONNEL MATTERS.

AND WE WILL BE OUT AT SEVEN.

OK, SEE YOU THEN. THANK YOU.

OK, WE'LL GO AHEAD AND CALL THE MEETING BACK TO ORDER AND THEN WAS THERE ANY ACTION NECESSARY FOLLOWING EXECUTIVE SESSION? NO MAYOR. OK, NEXT ON THE AGENDA IS THE MAYOR'S REPORT.

[3. REPORTS]

AND I DON'T HAVE ANYTHING.

AND CITY MANAGER'S REPORT.

THANK YOU, MAYOR. MEMBERS OF THE COUNCIL THIS EVENING, WE WANTED TO TAKE AN OPPORTUNITY TO RECOGNIZE OUR OUTSTANDING LAW ENFORCEMENT.

JANUARY 9TH WAS THE OFFICIAL DAY.

IT WAS NATIONAL LAW ENFORCEMENT APPRECIATION DAY.

OF COURSE, WE DIDN'T HAVE A COUNCIL MEETING THAT DAY, SO WE WANTED TO TAKE THIS UP THIS EVENING. IT'S JUST A REALLY GOOD OPPORTUNITY TO TALK ABOUT THE GREAT THINGS THAT OUR LAW ENFORCEMENT OFFICERS IN SOUTHLAKE IN THOSE AROUND THE COUNTRY DO EVERY DAY.

THIS APPRECIATION DAY BEGAN IN 2015, AND SINCE THAT TIME IT'S BEEN USED AS A WAY TO NOT ONLY RECOGNIZE THEIR GOOD WORK, BUT ALSO TO EXPRESS APPRECIATION FOR WHAT THEY DO AND ALSO TO APPRECIATE THE CIVILIAN STAFF THAT SUPPORT THEM IN THEIR EFFORTS.

YOU CAN SEE ON THIS PAGE, ON THIS SLIDE, THE MANY ASPECTS OF OUR POLICE DEPARTMENT'S STRUCTURE AND THE SERVICES THAT THEY PROVIDE.

AND WHAT'S REALLY GREAT ABOUT WORKING IN SOUTHLAKE IS THAT ALTHOUGH THERE ARE VERY REAL, VERY SIGNIFICANT LAW ENFORCEMENT ISSUES THAT THEY HAVE TO CONFRONT, THEY ALSO HAVE THE OPPORTUNITY TO BE REALLY ENGAGED WITH OUR COMMUNITY, WORK CLOSELY.

AS EVERYONE KNOWS, WE HAVE SCHOOL RESOURCE OFFICERS IN SCHOOL.

WE HAVE A VERY ROBUST PUBLIC EDUCATION PROGRAM.

OUR OFFICERS ARE ABLE TO BE OUT IN THE COMMUNITY.

THEY'RE ABLE TO DO A REALLY GOOD JOB WITH THEIR INVESTIGATIONS AND INTERACTING WITH THE PUBLIC. AND THEN, OF COURSE, WE ARE ABLE TO MAINTAIN OUR ACCREDITATION.

SO I FEEL LIKE WE'RE VERY BLESSED IN SOUTHLAKE, TO HAVE A TOP NOTCH DEPARTMENT MADE UP OF TOP NOTCH PEOPLE JUST BY WAY OF CONTEXT, YOU CAN SEE ON THE SLIDE THE BUDGET THAT GOES

[00:35:07]

INTO MAKING THE DEPARTMENT OF REALITY, THE CRIME CONTROL AND PREVENTION DISTRICT HAS BEEN A VERY GOOD WAY FOR US TO MAKE SURE THAT NOT ONLY WE ARE ABLE TO MAINTAIN SCHOOL RESOURCE OFFICERS, BUT THAT WE'RE ALSO ABLE TO PURCHASE THE NEEDED EQUIPMENT AND OUTFIT THEM IN SUCH A WAY THAT THEY'RE ABLE TO DO THEIR JOBS AND TO BE FULLY ENGAGED WHILE THEY'RE DOING IT. IT WOULD BE REALLY GREAT IF WE HAVE THE TIME TO GO THROUGH ALL THE FY 20 PROOF OF PERFORMANCE, ALL OF THEIR RESULTS THAT THEY GOT.

BUT I THINK THE PROOF IS IN THE PUDDING.

WHEN YOU SEE THAT WE MAINTAIN RELATIVELY LOW VIOLENT CRIME RATES AND PROPERTY CRIME RATES, THAT WE HAVE BEEN ABLE TO MAINTAIN OUR ACCREDITATION FOR 20 YEARS AND NOW SIT AT THE TOP TIER OF LAW ENFORCEMENT AGENCIES IN THE COUNTRY WITH THE GOLD STANDARD ACCREDITATION THAT REALLY, I THINK IS A GOOD WAY OF SUMMARIZING WHERE WE ARE AS A DEPARTMENT. AND TO CHIEF BRANDON'S CREDIT, OUR POLICE DEPARTMENT EMPLOYEE ENGAGEMENT HAS STEADILY RISEN OVER THE PAST FIVE YEARS.

AND WHEN I SAY STEADILY, I SAY AT A SHARP INCREASE BECAUSE WE'VE GONE FROM THE 25TH PERCENTILE TO THE 93RD PERCENTILE UNDER HIS LEADERSHIP.

WHAT DOES THAT MEAN? IT MEANS OUR POLICE DEPARTMENT EMPLOYEES ARE FULLY ENGAGED.

THEY'RE USING THEIR DISCRETIONARY EFFORT EVERY DAY TO MAKE THINGS WORK WELL AND TO SERVE THIS COMMUNITY. YOU MAY HAVE SEEN A RECENT TWEET THAT MAYBE THIS WAS TODAY, I DON'T REMEMBER, BUT WE WERE RECENTLY NAMED AS ONE OF THE SAFEST SMALL CITIES IN THE COUNTRY.

IN FACT, THE CITY OF SOUTHLAKE WAS NUMBER 22 ON THE LIST, THE HIGHEST IN THE NORTH TEXAS AREA. SO THAT IS ANOTHER WAY, I THINK, OF GAUGING HOW WELL WE DO.

BUT IT'S ALL IT'S NOT ALL SERIOUS.

WE HAVE PUGSLEY, OF COURSE, SO WE DO SAVE BEAVERS WHEN THEY'RE NEEDED TO BE SAVED.

AND WE JUST HAVE, I THINK, STRUCK A VERY GOOD BALANCE BETWEEN TAKING CARE OF THE SERIOUS BUSINESS OF LAW ENFORCEMENT, BUT ALSO BEING THE LIVING, BREATHING AMBASSADORS OF THE CITY OUT WHEN THE PUBLIC NEEDS US THE MOST.

THIS EVENING, WE HAVE OUR COMMAND STAFF HERE.

I THOUGHT IT WOULD BE GREAT IF YOU WOULD ALL BE WILLING TO TAKE A PHOTOGRAPH WITH THEM, JUST AS A WAY FOR US TO SAY WE APPRECIATE EVERYTHING THEY DO.

WE SUPPORT THEM AND WE'RE THANKFUL FOR THE PROFESSIONALISM OF THE SOUTHLAKE POLICE DEPARTMENT. GREAT.

THANK YOU VERY MUCH.

I THINK WE WANT TO TAKE THE OPPORTUNITY TO SAY A FEW THINGS TO ALL OF YOU, AND I HOPE YOU'LL SHARE IT WITH THE REST OF YOUR DEPARTMENT.

I'M GETTING READY TO COME TO THE END OF MY SIX YEARS AS MAYOR.

AND IF I DON'T GET THE OPPORTUNITY TO SAY IT TO YOU.

YOU REALLY ARE THE DEPARTMENT THAT'S I'M NOT GOING TO SAY YOU MADE ME THE PROUDEST OF ANY DEPARTMENT, BUT LET'S JUST SAY IT'S ALMOST THE TOP.

I THINK YOU ARE. I DON'T WANT TO HURT ANYONE ELSE'S FEELINGS, BUT I REALLY YOU KNOW, WHEN I BECAME THE MAYOR, ONE OF THE THINGS THE CITY WAS TALKING ABOUT WAS BADGE. RIGHT. THERE WAS A LOT OF CONVERSATION ABOUT COMMUNICATION AND REALLY LETTING PEOPLE KNOW THAT YOU WERE DOING THE OUTSTANDING JOB THAT YOU WERE DOING AND YOU'VE ACCOMPLISHED THAT.

YOU WERE ALREADY DOING THE JOB.

BUT WHAT WE HAD TO DO WAS TELL THE COMMUNITY THAT YOU WERE DOING THE JOB.

AND I'M JUST SO PROUD.

I'M SO PROUD OF THE THINGS WE'VE GONE THROUGH IN THIS COMMUNITY OVER THE LAST SEVERAL YEARS AND HOW THEY'VE BEEN HANDLED BY THE DEPARTMENT.

I'M VERY PROUD THAT WHEN WHEN CHIEF WAS OUT AND COULDN'T BE HERE WITH US, THAT ASSISTANT CHIEF CASEY TOOK THE HELM AND THAT ALL OF YOU STEPPED UP AND NO ONE FROM THE OUTSIDE LOOKING IN, NO ONE KNEW THAT THE CHIEF WAS GONE.

AND THAT SPEAKS VOLUMES ABOUT HIM AND ABOUT HIS DEPARTMENT AND ALL AT EACH AND EVERY ONE OF YOU. AND SO I JUST WANT TO TELL YOU, I MEAN, I WILL THINK OF YOU ALWAYS, EXCEPT WHEN SOMEBODY STOPS ME, USUALLY THE MOTORCYCLE COP NOT.

I WON'T CALL OUT ANY NAMES BECAUSE I WAS SPEEDING ON THE ACCESS ROAD.

BUT JUST KNOWING THAT I LIVE HERE AND HAVE FOLKS LIKE YOU ALWAYS HERE READY TO HELP AND ENGAGE WITH OUR CITIZENS IN SUCH A PROFESSIONAL MANNER, YOU ARE TRULY PROFESSIONALS IN YOUR ABILITY AND YOUR SKILL, BUT ALSO IN THE PEOPLE THAT YOU ARE AND HOW YOU REPRESENT THE PEOPLE OF SOUTHLAKE.

SO FROM THE BOTTOM OF MY HEART, I REALLY WANT TO THANK ALL OF YOU AND I HOPE I'LL HAVE A BETTER CHANCE TO THANK YOU BEFORE I LEAVE.

BUT I DIDN'T WANT TO MISS THE OPPORTUNITY.

SO COUNCIL COMMENTS.

YEAH, MS. MADAM MAYOR. I ECHO A LOT OF WHAT LAURA SAID.

I MEAN, I'M NOT SURE A PROFESSIONAL ORGANIZATION COULD GO THROUGH MORE CHAOS AND TURMOIL THAN YOU GUYS WENT THROUGH THIS YEAR AND, YOU KNOW, HANDLED IT LIKE PROFESSIONALS, TRUE

[00:40:05]

PROFESSIONALS, AND REALLY MADE OUR CITY PROUD IN SO MANY WAYS ALL OF YOU FROM CHIEF TO ASSISTANT CHIEF TO EVERYBODY WHO IS WEARING THE BADGE.

IT'S REALLY, REALLY FUN TO WATCH YOU OPERATE, TO WATCH YOU ON SOCIAL MEDIA.

SO Y'ALL ALL GOT SOME PIPES.

I MEAN, Y'ALL CAN SING. OH, YEAH.

YEAH, YEAH. SOME OF YOU CAN ACT.

SO WE ALL NEED ACTING LESSONS.

I'M JUST SAYING.

SOME CAN FLOAT LIKE BALLOONS.

NO IT'S SO, IT'S SO FUN.

AND PEOPLE KNOW THE SOUTHLAKE PD BECAUSE OF WHAT YOU GUYS HAVE DONE, THE GOOD WORK YOU'VE DONE, BUT ALSO HOW IT'S PRESENTED.

AND IT'S JUST I MEAN, IT'S SO IT'S JUST IT'S GREAT TO BE ABLE TO STAND BEHIND YOU GUYS AND AND SUPPORT YOU BECAUSE YOU MAKE IT SO EASY TO DO SO.

THANK YOU GUYS FOR ALL YOUR WORK. ANY OTHER COMMENTS? I WOULD ADD THAT, YOU KNOW, WE HAVE A LOT OF FUN OR Y'ALL HAVE A LOT OF FUN WITH THE SOCIAL MEDIA POSTS. AND THAT'S AND THAT'S GREAT.

AND WE ALL CHUCKLE AT IT.

BUT IT'S WHAT YOU DO EACH AND EVERY DAY THAT WE'RE GRATEFUL FOR YOUR SERVICE, WHETHER IT'S ON THE STREETS, WHETHER IT'S IN OUR SCHOOLS.

THAT'S REALLY WHERE YOUR EXCELLENCE SHINES THROUGH EVERY DAY.

AND AS A RESIDENT I'M GRATEFUL FOR YOU.

I APPRECIATE YOU ALL AND THANK YOU FOR YOUR GREAT WORK.

I'D JUST LIKE TO ADD JUST A QUICK COMMENT.

ONE OF MY DEAREST FRIENDS GROWING UP AS A POLICE OFFICER IN MY HOMETOWN AND AND I KNOW HOW HARD THIS YEAR HAS BEEN FOR HIM AND STRUGGLES THAT HE'S GONE THROUGH AND JUST AS IMPORTANTLY AS HIS FAMILY, AS HE'S OUT THERE PROTECTING AND SERVING THE COMMUNITY THAT I WAS RAISED IN. SO ON BEHALF OF MY FAMILY AND CITIZENS OF SOUTHLAKE, THANK YOU TO YOUR LOVED ONES AND THOSE THAT SEND YOU OUT THE DOOR EVERY DAY.

THANK YOU, GUYS. YEAH, FOR SURE.

YEAH. I MEAN, I ECHO WHAT EVERYONE HAS SAID SO FAR AND MINUS THIS CRAZY YEAR THAT WE'VE HAD THAT YOU GUYS HAVE DONE SUCH A PHENOMENAL JOB, I THINK BACK I'VE LIVED HERE ALMOST TWENTY SIX YEARS.

AND IT ALWAYS FEELS SAFE.

AND OFTEN BECAUSE YOU GUYS DO SUCH A STELLAR JOB, WE SOMETIMES DON'T THINK ABOUT YOU.

AND THAT'S BECAUSE OF THE JOB YOU'RE DOING.

RIGHT, BECAUSE YOU KEEP US SO SAFE.

WE'RE NOT WORRIED. WE KNOW YOU'RE OUT THERE DOING YOUR INCREDIBLE JOBS AND PROTECTING OUR CITY AND OUR CITIZENS.

SO I JUST IT'S SO IMPORTANT.

AND I THINK, AS MAYOR HILL SAID, WHEN WHEN YOU WERE OUT, CHIEF, ASSISTANT CHIEF CASEY STEPPED IN AND IT WAS SEAMLESS AND IT SPEAKS VOLUMES TO THE ENTIRE DEPARTMENT AND HOW YOU'VE LED YOUR DEPARTMENT AS WELL, CHIEF.

SO THANK YOU GUYS.

IT IT'S WE OUR CITY IS SO BLESSED TO HAVE TO HAVE YOU LOOKING OUT FOR US.

YEAH. YEAH.

I WOULD JUST ADD, ACTUALLY, IF YOU ASK MY WIFE, I THINK SHE WOULD SAY THE MAIN REASON I RAN FOR A THIRD TERM WAS JUST TO BE ABLE TO KEEP DOING RIDE ALONGS WITH YOU GUYS.

SO BUT I WILL SAY THAT AS A RESULT OF THOSE RIDE ALONGS I HAVE JUST THE UTMOST RESPECT FOR WHAT YOU GUYS, YOU MEN AND WOMEN DO EVERY DAY IN OUR FIRE DEPARTMENT AS WELL, IT'S, YOU KNOW, SHAUNA YELVERTON, I HAD A CONVERSATION YEARS AGO ABOUT POLICE WORK AND THE FACT THAT IT'S NOT NECESSARILY WHAT YOU'RE GOING TO FACE IN ANY GIVEN DAY, BUT IT'S WHAT YOU'RE WILLING TO FACE IN ANY SINGLE DAY.

AND THAT'S REALLY WHERE THE RESPECT COMES FROM.

BUT I WILL SAY TO IT'S BEEN GREAT TO GET TO KNOW SO MANY OF YOU PROFESSIONALLY.

AND I LOOK FORWARD TO CONTINUING THAT AND ALSO FRIENDSHIPS THAT HAVE DEVELOPED OVER THE YEARS WITH SO MANY OF THE OFFICERS, BECAUSE WHEN THEY GET HERE, THEY STAY HERE.

AND THAT MEANS HOPEFULLY WE'RE DOING SOME THINGS RIGHT.

AND CHIEF BRANDON IS DOING A GREAT JOB WITH THE DEPARTMENT AS WELL.

AND THE LAST THING I WOULD SAY IS SOMETIMES I THINK ABOUT THINGS ALMOST, YOU KNOW, WHEN YOU THINK ABOUT A FOOTBALL GAME AND YOU THINK ABOUT WHAT'S THE BEST REFEREE GAME, IT'S THE ONE WHERE YOU DIDN'T NOTICE THE REFEREES.

AND I CAN SAY THAT ABOUT OUR MEN AND WOMEN IN THE POLICE DEPARTMENT IS WE KNOW WHAT GOES ON. WE HAVE A WONDERFUL CITY AND WE'RE INCREDIBLY SAFE AS SHAUNA JUST SHARED.

BUT THERE'S PLENTY HERE THAT HAPPENS IN OUR CITY THAT MOST RESIDENTS DON'T KNOW ABOUT.

BUT YET OUR OFFICERS HANDLE IT WITH THE UTMOST PROFESSIONALISM AND NOBODY REALLY KNOWS ABOUT IT. AND THAT'S BECAUSE THEY'RE DOING THEIR JOB WELL AND THEY'RE DOING IT RIGHT.

SO CONGRATULATIONS.

WELL, I HAVE ABSOLUTELY NOTHING GOOD TO SAY ABOUT THE POLICE DEPARTMENT HERE, JUST KIDDING THAT, YOU KNOW, I WAS AS I WAS SITTING HERE, I KNOW EVERYONE.

NO, THIS IS PERSONAL FOR ME BECAUSE IN, WE MOVED IN 2014 AND 2015.

I GOT TO KNOW CHIEF BRANDON AND MANY OF THE FACES AT THE BACK OF THE ROOM WHEN I BEGAN TO VOLUNTEER BECAUSE I WANTED TO BE AN ADVOCATE FOR OUR POLICE DEPARTMENT.

I FELT LIKE IT WAS IMPORTANT FOR SOMEBODY LIKE ME TO BE IN THE ROOM AND THAT THEY KNEW THAT I WAS SUPPORTING THEM.

AND I AM ALWAYS AMAZED AT THE QUALITY OF MEN AND WOMEN WE HAVE.

AND I THINK THAT'S A TESTAMENT TO THE GREAT LEADERSHIP THEY HAVE CHIEF BRANDON AN ASSISTANT CHIEF CASEY ARE JUST PHENOMENAL PEOPLE AND THE PEOPLE THAT THEY HIRE OF THE

[00:45:02]

HIGHEST QUALITY. I'LL TELL A QUICK STORY.

WHEN I WAS RUNNING FOR OFFICE, I ALWAYS REFERENCE THE POLICE DEPARTMENT AND MY SUPPORT FOR THEM. AND OCCASIONALLY I GET PEOPLE THAT WOULD CHALLENGE THAT AND WE'D HAVE A PRIVATE CONVERSATION. BUT RECENTLY, A RESIDENT BROUGHT UP TO ME IN A PRIVATE MEETING, YOU KNOW, YOU ALWAYS STICK UP FOR THE POLICE DEPARTMENT.

YOU KNOW, HOW CAN HOW CAN YOU SAY THAT? HOW CAN YOU SO STRONGLY DEFEND THEM? AND I SAY, BECAUSE I KNOW MANY OF THESE PEOPLE AND I KNOW THE QUALITY OF THE PEOPLE THAT WE HIRE AND HE SAID, WELL, WHAT DATA DO YOU HAVE? AND I MADE HIM AWARE OF A REPORT THAT WAS PUBLIC.

AND HE EMAILED ME BACK LATER AND SAID, YOU KNOW, I'VE NEVER HAD AN ISSUE WITH THE POLICE DEPARTMENT HERE. AND I JUST WANTED TO MAKE SURE THAT, YOU KNOW, THAT THERE WAS SOME DATA TO BACK THAT UP. BUT I ENJOY LIVING IN A COMMUNITY WHERE WHEN I SEE THE MEN AND WOMEN IN UNIFORM, I KNOW THEY'RE HELPING.

THEY'RE NOT JUST PULLING SOMEBODY OVER BECAUSE THEY'RE SPEEDING.

I'M 90 PERCENT OF THE TIME I SEE THEM ACTUALLY INVOLVED IN A MEANINGFUL INTERACTION WHERE THEY'RE TRYING TO PREVENT SOMETHING FROM HAPPENING.

SO I LOVE THIS POLICE DEPARTMENT AND I LOVE THE WORK THAT YOU GUYS DO TO KEEP MY BABY SAFE. SO THANK YOU.

ONE LAST THING. I'LL SAY THIS PUBLICLY.

I TALKED TO YOU BRANDON, THIS THERE WAS AN INCIDENT AT CARROLL MIDDLE SCHOOL RECENTLY.

MY MY DAUGHTER COMES HOME AND SHE'S TELLING US ABOUT IT.

IT A DISTURBANCE.

AND SHE WAS RAVING ABOUT THE POLICE DEPARTMENT AND HOW SHE DIDN'T EVEN KNOW WHAT WAS THERE ANYTHING WAS GOING ON OTHER THAN THE ROAD BEING OBSTRUCTED BECAUSE YOU GUYS MADE HER FEEL SO SAFE, BECAUSE YOU ALWAYS MAKE HER FEEL SAFE.

AND I THOUGHT THAT'S THE KIND OF COMMUNITY I WANT TO LIVE IN.

SO THANK YOU. OH, VERY NICE.

GREAT. SO WE'D LIKE TO TAKE A PICTURE.

WE WOULD WE WOULD BE HONORED IF YOU WOULD COME DOWN AND LET US TAKE A PICTURE WITH YOU.

SO.

OK, THE NEXT ITEM ON OUR AGENDA IS CONSENT.

[CONSENT AGENDA]

WE WENT OVER THESE ITEMS EARLIER IN THE EVENING, SO IF THERE'S NO OTHER CONVERSATION, IS

[00:50:05]

THERE A MOTION ON CONSENT? YES, MAYOR AND COUNCIL I MAKE A MOTION TO APPROVE OUR CONSENT AGENDA ITEMS 4 A THROUGH 4M, NOTING THAT WITH RESPECT TO ITEM 4M MSP 20-0006 MASTER SIGN PLAN AMENDMENT FOR DELTA HOTEL LOCATED AT 1351 NORTH WHITE CHAPEL BOULEVARD IN SOUTHLAKE, TEXAS, THAT WE'RE APPROVING THE AMENDMENT TO THE MASTER PLAN AND ALLOWING THE SIGN FOR THE SKY CREEK KITCHEN AND BAR, AS PRESENTED IN THE STAFF REPORT DATED JANUARY 12TH, 2021.

AND ALSO NOTING THAT FOR ITEM 9A.

WE'RE MOVING ITEM 9A FROM OUR REGULAR AGENDA TO OUR CONSENT AGENDA.

AND WE'RE APPROVING ITEM 9A WHICH IS IN INTERLOCAL AGREEMENT WITH THE CITY OF COLLEYVILLE FOR THE COSTS AND MAINTENANCE SHARING OF A WATER LINE EXTENSION.

THANK YOU, SIR. IS THERE A SECOND? SECOND. PLEASE CAST YOUR VOTE.

OK, AND THAT PASSES SEVEN ZERO.

NEXT ON THE AGENDA IS PUBLIC FORUM.

[5. Public Forum]

WE INVITE ANYONE IN THE AUDIENCE WHO'D LIKE TO COME FORWARD AND SPEAK ABOUT SOMETHING THAT IS NOT ON THE AGENDA TONIGHT TO COME FORWARD.

AND YOU CAN COME FORWARD TO THIS MICROPHONE, WE'LL MOVE THAT OVER FOR YOU, SIR.

AND IF YOU'LL JUST GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, I'M SORRY IF YOU'LL PLEASE GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.

MY NAME IS AUGUST SCHILLING, 1260 TAYLOR STREET MAYOR AND CITY COUNCIL.

IT IS TIME FOR THE CITY COUNCIL OF SOUTHLAKE TO PASS A RESOLUTION CONGRATULATING JOE BIDEN AS PRESIDENT ELECT AND KAMALA HARRIS AS VICE PRESIDENT ELECT.

THEY WON A FREE AND FAIR ELECTION BY A SIGNIFICANT MARGIN OF OVER SEVEN MILLION POPULAR VOTES AND THE SAME LANDSLIDE ELECTORAL COLLEGE VOTE AS DID THE OUTGOING PRESIDENT IN 2016. NUMEROUS COURTS, LED BY JUDGES OF DIVERGENT BACKGROUNDS, HAVE UNANIMOUSLY VERIFIED THAT THERE'S INSIGNIFICANT EVIDENCE OF FRAUD OR ILLEGAL ACTIVITY TO OVERTURN THIS ELECTION. FURTHERMORE, THE COUNCIL SHOULD DENOUNCE THE SEDITIOUS INCITEMENT OF INSURRECTION THAT TOOK PLACE JANUARY 6TH.

SUCH ATTACKS ON OUR CAPITAL, OUR NATIONAL CENTER OF GOVERNMENT AGAINST OUR DULY ELECTED REPRESENTATIVES AND AGAINST THE CONSTITUTION OF THE UNITED STATES OF AMERICA ARE DESPICABLE. THE TRAITORS WHO CARRIED OUT AND OR GAVE DIRECT OR INDIRECT ENCOURAGEMENT OR SUPPORT TO SUCH ACTORS MUST BE PROSECUTED TO THE FULL EXTENT OF THE LAW.

AND OFFICE HOLDERS WHO SUPPORTED THE INSURRECTION SHALL BE, AT A MINIMUM, CENSURED, IF NOT REMOVED FROM OFFICE.

I AM REPRESENTING SEVERAL GROUPS IN SO SAYING THE INDIVISIBLE GRAPEVINE AREA, INDIVISIBLE TEXAS 24 AND NORTHEAST TARRANT COUNTY DEMOCRATS, I WOULD ASK I'M NOT FAMILIAR WITH YOUR PROCEDURES FOR ADDRESSING A RESOLUTION.

AND IF YOU'D GIVE ME A BRIEF EXPLANATION OF HOW THAT'S HANDLED, I'D APPRECIATE IT.

GREAT. THANK YOU VERY MUCH.

DURING PUBLIC HEARING, WE'RE OPEN TO HEARING COMMENTS FROM THE PUBLIC, BUT WE DON'T ENTER INTO ANY BACK AND FORTH.

SO WE'LL JUST TAKE YOUR COMMENTS.

AND SHOULD SOMEONE DECIDE ALONG THE WAY TO RESPOND, THEY'LL RESPOND.

BUT WE DON'T RESPOND IN THIS SETTING.

AT WHAT POINT IN TIME DOES THAT TEND TO HAPPEN.

I DON'T KNOW THAT ANYONE WOULD EVER HAVE ANY REASON TO RESPOND ABOUT SOMETHING ON THE NATIONAL LEVEL. BUT IF THEY DO, THEY'LL I GUESS THEY WOULD THEY WOULD JUST DO THAT.

BUT AGAIN, THE PUBLIC HERE, THE PUBLIC FORUM, IS YOUR OPPORTUNITY TO COME FORWARD AND TO SPEAK ABOUT WHATEVER IS ON YOUR MIND, NOT FOR US TO ENGAGE.

THANK YOU VERY MUCH. I APPRECIATE IT.

IS THERE ANYONE ELSE IN THE AUDIENCE YOU'D LIKE TO COME FORWARD AND SPEAK ABOUT SOMETHING THAT IS NOT ON THE AGENDA, SEEING NO ONE WE'LL CLOSE THE PUBLIC FORUM.

NEXT ON THE AGENDA, ITEM 6A RESOLUTION NUMBER 20-0055.

[6.A. Resolution No. 20-055, (ZA20-0062), Specific Use Permit for a Residential Solar Energy System on property described as Lot 38, Block 5, Timarron Addition Phase 2, Section A, Estates at Bent Creek, City of Southlake, Tarrant County, Texas and located at 1500 Bent Creek Drive, Southlake, Texas. Current Zoning: "R-PUD" Residential Planned Unit Development District. SPIN Neighborhood #9. PUBLIC HEARING]

GOOD EVENING, MAYOR. MEMBERS OF THE COUNCIL.

ITEM 6A IS THE CONSIDERATION OF A SPECIFIC USE PERMIT FOR RESIDENTIAL SOLAR ENERGY SYSTEM LOCATED 1500 BENT CREEK DRIVE.

THE APPLICANT OR OWNER ARE LISTED ON THE SLIDE.

THE PROPERTY IS LOCATED IN TIMARRON.

IT ABUTS THE GOLF TO THE GOLF COURSE, THE BACKYARD REAR PORTION OF THE PROPERTY.

ALSO TO THE NORTHWEST IS OPEN SPACE, A PORTION OF THE GOLF COURSE TO THIS PROPERTY.

[00:55:03]

IT IS IN THE LOW DENSITY OR THE MEDIUM DENSITY LAND USE DESIGNATION.

THE ZONE IS PART OF THE RPUD TIMARRON ZONING AND AGAIN, THE SUBJECT PROPERTY IS HIGHLIGHTED IN BY THE BLUE LINE.

THIS IS JUST ANOTHER SLIDE WITH AN AERIAL OVERLAY SHOWING THE LOCATION OF PROPERTY.

YOU CAN SEE THE GOLF COURSE TO THE REAR OF THE PROPERTY.

THE ADJACENT HOME IS ON AUGUSTA COURT TO THE SOUTHEAST AND TO THE NORTHWEST PORTION OF THE OPEN SPACE PORTION OF THE GOLF COURSE.

THESE ARE SOME VIEWS OF THE PROPERTY FROM DIFFERENT ANGLES.

THIS IS A STREET VIEW OF THE PROPERTY.

THE PROPOSAL IS FOR A THIRTY SEVEN SOLAR PANEL ARRAY.

DIMENSIONS ARE SHOWN ON SLIDE 728 SQUARE FEET, PRODUCING EIGHT POINT EIGHT FOUR KILOWATTS. BENT CREEK DRIVE IS TO THE LEFT PORTION OF THE SLIDE.

THE PANELS ARE LOCATED ON THE REAR PORTION OF THE HOME.

JUST ANOTHER AERIAL SHOWING THE TYPICAL PROPOSED SOLAR PANEL IN AN AERIAL INSET.

THIS SHOWS THE GENERAL LOCATION OF THE POST SOLAR PANELS ON THE ROOF.

AND JUST SOME SITE PHOTOGRAPHS FROM VARIOUS ANGLES, AS INDICATED BY THE ARROWS ON THE SLIDE. THIS IS IN FAVOR AND OPPOSITION MAP FROM THE SURROUNDING PROPERTY OWNERS, THE RED CIRCLE INDICATES THE 200 FOOT BOUNDARY LINE AND ANYTHING GRAY IS THE PART OF THE PLATTED SUBDIVISION.

GREEN INDICATES THAT WE RECEIVED A RESPONSE IN FAVOR OF THE APPLICATION RED OPPOSED TO THE APPLICATION. BUT KEN THERE REALLY ISN'T ANYONE THAT WOULD BE ABLE TO SEE THOSE PANELS THE WAY THEY'RE ON THE BACK OF THAT OTHER THAN FROM THE GOLF COURSE, CORRECT? YES, MA'AM, THAT'S CORRECT. OK, AND SO THAT FITS IN WITH OUR CITY REGULATIONS AND OUR REQUIREMENTS. YES, MA'AM.

P&Z RECOMMENDED APPROVAL 6-0 AT THEIR MEETING IN DECEMBER.

THAT CONCLUDES STAFFS PRESENTATION.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

OK. ANY QUESTIONS OF STAFF? DIRECTOR BAKER, JUST REAL QUICKLY.

HAVE WE LOOKED AT A CASE WHERE THERE WERE SOLAR PANELS THAT FACE THE GOLF COURSE TIMARRON BEFORE? NO, SIR, I DON'T BELIEVE WE HAVE.

THIS IS A LIST OF AT LEAST THE LAST THREE YEARS THAT YOU APPROVED AND THERE'S NOT ANY AT LEAST IN THE LAST THREE YEARS SINCE 2018.

OK, COUNCIL.

DOES ANYONE ELSE HAVE ANY QUESTIONS ABOUT THIS OR ANY ISSUES WITH IT? THIS IS A PUBLIC HEARING.

IS THERE ANYONE IN THE AUDIENCE YOU'D LIKE TO SPEAK ABOUT THESE SOLAR PANELS? SURE. IF YOU'D LIKE TO COME FORWARD, MA'AM.

AND IF YOU PLEASE, GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.

HI, MY NAME IS ALYSSA.

ADDRESS IS 10430 SHADY TRAIL, AND I'M THE REPRESENTATIVE FROM TESLA IF YOU HAVE ANY QUESTIONS.

OK, ANY QUESTIONS OF THE APPLICANT? ARE THESE TESLA PANELS? YES, THEY ARE.

COOL.

AND THEN I DID WANT TO CLARIFY, THERE WAS A LITTLE BIT OF CONFLICTING INFORMATION ON THE SLIDES, ONE SAID EIGHT KILOWATT ONE SAID 12, IT'S GOING TO BE THE HIGHER SYSTEM SIZE AND THAT WILL STILL BE WITHIN THE CAN YOU SAY THAT AGAIN? SORRY, I CAN'T HEAR YOU.

THERE'S ONE SLIDE THAT SAYS EIGHT KILOWATTS.

THERE'S ANOTHER THAT SAYS 12.

IT'S GOING TO BE THE 12 KILOWATT SYSTEM.

OK, GREAT.

OK, THANK YOU VERY MUCH.

IF WE HAVE ANY QUESTIONS, WE'LL CALL YOU UP.

THANK YOU. THANK YOU. THIS IS A PUBLIC HEARING.

IF THERE'S ANYONE IN THE AUDIENCE WHO WANTS TO SPEAK TO THIS ITEM, I'LL CLOSE THE PUBLIC HEARING. IF THERE'S NO CONVERSATION WITH COUNCIL, DO WE HAVE A MOTION? YES, MAYOR AND COUNCIL. I MAKE A MOTION TO APPROVE ITEM 6A RESOLUTION.

NUMBER 20-055.

CASE NUMBER ZA 20-0062 A SPECIFIC USE PERMIT FOR A RESIDENTIAL SOLAR ENERGY SYSTEM LOCATED AT 1500 BENT CREEK DRIVE IN SOUTHLAKE, TEXAS, SUBJECT TO OUR STAFF REPORT DATED JANUARY 12TH 2021 AND SPECIFIC USE PERMIT REVIEW SUMMARY NUMBER TWO DATED DECEMBER 31ST, 2020. NOTING THAT WE'RE APPROVING THE SOLAR ARRAY OF THIRTY SEVEN PANELS AS PRESENTED THIS EVENING. THANK YOU.

IS THERE A SECOND. SECOND.

PLEASE CAST YOUR VOTE. AND THAT ITEM PASSES 7-0.

NEXT ON THE AGENDA, ITEM 6B, RESOLUTION 20-056.

[6.B. Resolution No. 20-056, (ZA20-0063), Specific Use Permit for a Residential Solar Energy System on property described as Lot 27, Block 7, Myers Meadow Phase Two, an addition to the City of Southlake, Tarrant County, Texas and located at 1909 Water Lily Drive, Southlake, Texas. Current Zoning: "R-PUD" Residential Planned Unit Development District. SPIN Neighborhood #6. PUBLIC HEARING]

MAYOR, MEMBERS OF THE COUNCIL. THIS IS ALSO A SPECIFIC USE PERMIT REQUEST.

THIS IS FOR A SOLAR ARRAY SYSTEM LOCATED 1909 WATER LILY DRIVE.

[01:00:07]

APPLICANTS AND OWNERS ARE SHOWN ON THE SLIDE FUTURE LAND USE IS MEDIUM DENSITY.

THE PROPERTY IS HIGHLIGHTED IN BLUE.

ZONING IS PART OF THE RPUD FOR THE SUBDIVISION.

THIS IS AN AERIAL SHOWING THE PROPERTY DOES HAVE HOMES ON ALL SIDES OF THE PROPERTY DUE TO ITS LOCATION IN THE HAY MEADOW COURT CUL DE SAC THAT'S LOCATED TO THE SOUTH.

THIS IS THE VIEW NORTH OF THE PROPERTY SHOWING THE GENERAL LOCATION OF THE PROPOSED SOLAR PANELS ON THE ROOF.

HE DID RECEIVE A RESPONSE FORM FROM THE NEIGHBOR TO THE WEST.

THIS IS THE PROPERTY WHERE THE AERIAL INDICATED THAT RESPONSE FORM WAS HANDED OUT TO YOU THIS EVENING. THIS IS AN OVERHEAD AERIAL OF THE PROPERTY.

THIS IS THE PROPOSAL TO THE PLANNING ZONING COMMISSION, THE PLANNING COMMISSION DID APPROVE THE APPLICATION OR MADE A RECOMMENDATION FOR APPROVAL, BUT THEY DID ASK THE APPLICANT TO REACH OUT TO THE SURROUNDING NEIGHBORS, WHICH THE APPLICANT HAS.

ALSO ON THIS WESTERN ARRAY PANEL, THEY ASKED THAT THEY WHEN THEY CAME BACK TO COUNCIL THAT THEY HAVE AN OPTION THAT RELOCATES PANELS.

AS YOU'LL SEE IN A SUBSEQUENT SLIDE, THEY HAVE MOVED THOSE PANELS TO THE EASTERN SLOPE OR NEAR THE BACKYARD OF THE POOL AS ONE OF THE OPTIONS.

IT IS A 19 SOLAR PANEL, SOLAR ARRAY AND A SIX POINT SIX KILOWATT SYSTEM.

AGAIN, THIS IS THE PROPOSAL THAT WAS SHOWN TO THE PLANNING AND ZONING COMMISSION, AND THIS ARRAY WAS THE ONE THAT THEY ASKED TO PRESENT AN OPTION AND THEY DID RELOCATE TO THE EASTERN SLOPE PANEL.

SO THIS IS THE OPTIONAL LAYOUT.

IT IS ONE ADDITIONAL SOLAR PANEL THAN WHAT WAS AT PREVIOUS AT P&Z.

IT'S 20 SOLAR PANELS, BUT IT DOES SHOW THE RELOCATION OF THOSE FOUR PANELS TO THE EAST.

THIS IS JUST A COMPARISON OF THE WHAT WAS PRESENTED, AT THE PLANNING ZONING COMMISSION AND THE OPTIONAL SOLAR PANEL LAYOUT.

THESE ARE SOME VIEWS OF THE PROPERTY FROM THE STREET.

THIS IS THE RESPONSE FORM MAP CONDITION OF THE P&Z WAS THAT THE OWNER REACH OUT TO THE ADJACENT PROPERTY OWNERS, THREE RESPONDED IN FAVOR AND THEN THE PROPERTY TO THE WEST FILED OPPOSITION AGAINST THE REQUEST.

DIRECTLY ACROSS THE STREET THERE IS IN FAVOR, BUT ALSO DOWN THE STREET, THERE IS AN OPPOSITION. THE P&Z DID RECOMMEND 6-0 STATING THE CONDITIONS THAT THE AFGHAN BE WILLING TO MEET WITH THE ADJACENT NEIGHBORS AND WILLINGNESS TO PROVIDE AN OPTION FOR THE SOLAR PANELS. THE APPLICANT HAS ADHERED TO BOTH THOSE RECOMMENDATIONS FOR THE PRESENTATION THIS EVENING. I'LL BE GLAD TO ANSWER ANY QUESTIONS.

SO BY MOVING THOSE SOLAR PANELS TO THE WEST, THAT REALLY WAS WHAT DIRECTLY IF THERE WAS ANY IMPACT TO THE NEIGHBOR NEXT DOOR, THAT THAT WAS THE IMPACT TO THE NEIGHBORS.

SO THAT WAS TAKING CARE OF AS FAR AS GLARE AND REFLECTION ARE CONCERNED.

THAT'S NOT AN ISSUE AND HASN'T BEEN AN ISSUE WITH ANY OF THE SOLAR PANELS THAT WE WE'VE APPROVED IN THE CITY AND THE CONDUIT AND WIRING ROUTED WITHIN THE STRUCTURE THAT'S REQUIRED. SO IT SOUNDS TO ME LIKE EVERYTHING WAS TAKEN CARE OF FOR THE RESIDENT THAT WAS NOT IN SUPPORT OF IT.

OK, COUNCIL ANY QUESTIONS OF STAFF? SO OTHERWISE THIS FITS WITHIN OUR ORDINANCE AND THIS IS A PUBLIC HEARING.

IS THERE ANYONE IN THE AUDIENCE WHO WOULD LIKE TO SPEAK TO THIS ITEM SEEING NO ONE I'LL CLOSE THE PUBLIC HEARING? IS THERE A MOTION? YES, MAYOR AND COUNCIL.

I MAKE A MOTION TO APPROVE ITEM 6B, RESOLUTION NUMBER 20-056.

CASE NUMBER ZA 20-0063.

SPECIFIC USE PERMIT FOR A RESIDENTIAL SOLAR ENERGY SYSTEM LOCATED AT 1909 WATER LILY

[01:05:01]

DRIVE IN SOUTHLAKE, TEXAS, SUBJECT TO OUR STAFF REPORT DATED JANUARY 12TH, 2021 AND SPECIFIC USE PERMIT REVIEW SUMMARY NUMBER TWO DATED DECEMBER 31ST, 2020.

NOTING THAT WE'RE APPROVING THE OPTIONAL SOLAR PANEL LAYOUT THAT RELOCATES THE WEST ROOF PANELS TO AN EAST FACING ROOF SLOPE THAT'S FACING THE POOL AREA AND ALSO NOTING THAT WE'RE APPROVING THE TWENTY SOLAR PANEL ARRAY AS PRESENTED THIS EVENING.

IS THERE A SECOND? SECOND.

PLEASE CAST YOUR VOTE. OK, THAT ITEM PASSES SEVEN ZERO, NEXT ON THE AGENDA IS ITEM 6C

[6.C. ZA20-0057, Site Plan for 175 Miron Drive on property described as Lot 2R1, Block 1, Miron Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 175 Miron Drive, Southlake, Texas. Current Zoning: "B-1" Business Service Park District. SPIN Neighborhood #8. PUBLIC HEARING]

ZA 20-0057 SITE PLAN FOR 175 MIRON DRIVE.

MAYOR AND MEMBERS OF COUNCIL. THAT REQUEST IS FOR APPROVAL OF SITE PLAN AND PROPERTY DESCRIBED AS LOT 2R1 BLOCK ONE MIRON ADDITION.

THIS PROJECT IS LOCATED APPROXIMATELY 140 FEET SOUTH OF THE INTERSECTION OF EAST SOUTHLAKE BOULEVARD AND MIRON DRIVE.

THE PROPERTY HAS AN OFFICE COMMERCIAL LAND USE DESIGNATION.

THERE ARE A FEW OLDER BUILDINGS LOCATED A LONG MIRON DRIVE ON THE EASTERN PORTION.

THIS IS ONE OF THESE OLDER BUILDINGS THAT ARE TRYING TO IMPROVE THE AESTHETICS AND PROVIDING A BRICK OR AN UPDATED FACADE TO A FAIRLY DATED BUILDING.

IN A SUBSEQUENT SLIDE WE'LL SHOW EMPIRE RUGS AND THEN THE KITTENS CAT VETERINARY HOSPITAL ARE TWO FAIRLY RECENT IMPROVEMENTS ON THE FACADE BUILDINGS.

IT IS IN THE B1 SERVICE ZONING DISTRICT.

THIS IS AN AERIAL SHOWING LOCATION.

THE EMPIRE RUG SITE IS THE NORTH AND THE VETERINARY HOSPITAL IS TO THE SOUTH.

MIRON AND SOME OF THE OFFICES TO THE SOUTH ARE MORE MODERN THAN THESE PARTICULAR BUILDINGS. THIS IS AN OBLIQUE ANGLE, AERIAL VIEW.

AND THIS IS THE EXISTING SITE PLAN AND PHOTOS OF THE EXISTING BUILDING.

THE PROPOSAL IS TO UPDATE THE FRONT FACADE, WHICH IS FACING MIRON DRIVE AND DO SOME PAINTING ON THE SIDE AND REPLACE THE AWNINGS.

THIS IS THE PROPOSED BUILDING FRONT, WHICH CONSISTS OF BRICK, THE FACADE FLAGSTONE, THE GLASS FACADE AND FACADE STONE.

THIS IS A COLORED RENDERING OF WHAT IS BEING PROPOSED AT THE LOCATION.

THEN ALSO ON THE SIDE, THERE IS NO MATERIAL CHANGES ON THE SIDE OF THE REAR ELEVATION, THE SIDE AND REAR ELEVATIONS WOULD BE PAINTED WHITE, THE FRONT AWNINGS WILL BE REMOVED AND THE EXISTING SIGN WILL BE REMOVED.

THIS IS ADJACENT RENOVATIONS THAT HAVE BEEN COMPLETED ON THE TWO ADJACENT BUILDINGS TO THE NORTH AND THE SOUTH.

THIS IS THE EMPIRE RUG'S.

THE BOTTOM SLIDE IS PRE REMODEL OR PRE FACADE CHANGE.

AND THEN YOU CAN SEE THE VETERINARY HOSPITAL.

AND BASICALLY THAT WAS JUST A METAL BUILDING WITH A GRAVEL PARKING LOT.

THAT'S A SUBSTANTIAL UPGRADE TO THAT PARTICULAR SITE THAT YOU APPROVED IN 2017.

THE PLANNING AND ZONING COMMISSION DID RECOMMEND APPROVAL THIS SIX ZERO.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

THE WAY THE NEW BUILDING IS LAID OUT, IT LOOKS TO ME MORE LIKE IT HAS THE POTENTIAL TO BE SUBDIVIDED NOW.

SO IF SOMEBODY WANTED TO SUBDIVIDE THAT BUILDING AND PUT A SIGN OVER EACH DOOR.

WOULD THEY HAVE TO COME BACK TO COUNCIL FOR THAT, OR WOULD THAT BE BY RIGHT? IT WOULD DEPEND OF HOW IT WAS SUBDIVIDED.

IF THEY CUT THE TENANT SPACE DOWN THE MIDDLE, THEN THEY WOULD.

AS LONG AS THE TENANT SPACE FACES THE THE OUTSIDE WALL, THEY WOULD BE PERMITTED A SIGN ON THE TWO FACADES.

SO YOU'RE CORRECT MAYOR, UNDER OUR CURRENT ORDINANCE, THEY COULD HAVE ADDITIONAL SIGNS DEPENDING ON HOW THE TENANT SPACES DEMISED.

OK, BUT THEY'D HAVE TO COME TO COUNCIL TO ASK FOR THAT OR.

NOT NECESSARILY IF THEY'RE WITHIN THE THE LETTER HEIGHT AND THE SIGN AREA THAT'S PERMITTED ON THEIR TENANT SPACE OR FRONT THEIR LENGTH OF THEIR TENANT SPACE.

WELL, THE WAY CAN YOU PUT UP THE PICTURE OF THE NEW WHAT IT WILL LOOK LIKE WHEN IT'S RENOVATED. THAT.

OK, SO IF THE POLICY IS THAT YOUR SIGN WOULD BE OVER YOUR DOOR, MY QUESTION IS, IF THEY IF THEY SUBDIVIDE THE BUILDING AND SOMEONE COMES IN AND WANTS A SIGN OVER THE DOOR ON THE

[01:10:03]

LEFT, WHAT WHAT DOES THAT DO TO THE LARGE SIGN IN THE CENTER OF THE BUILDING? I THINK THERE IS GOING TO BE NEW TENANT IN THERE.

BUT IF THEY CAME DOWN AND SPLIT IT DOWN THE MIDDLE, THEN THE NEW SIGN WOULD HAVE TO BE LOCATED IN THE MIDDLE 75 PERCENT.

SO THIS SIGN WOULD NOT HAVE WOULD NOT BE ABLE TO STAY BECAUSE IT WOULD NOT BE LOCATED COULD LITERALLY HAVE THREE SIGNS ON THE FRONT OF THAT BUILDING IF YOU'RE NOT CAREFUL.

SO IF THAT SIGN I MEAN, ALL I'M SAYING IS IF THAT SIGN GOES WITH THE TENANT AND THE TENANT HAS THE WHOLE BUILDING, THEN WE HAVE TO MAKE SURE WE PROTECT THE PROTECT OURSELVES.

IF THAT BUILDING STARTS GETTING SUBDIVIDED, THAT THAT SIGN THAT ISN'T THERE ISN'T THEY DON'T HAVE A RIGHT TO THAT IRREGARDLESS OF WHAT HAPPENS.

IF IT WERE SUBDIVIDED DOWN THE MIDDLE, THAT WOULD ESSENTIALLY BECOME AN ILLEGAL SIGN.

THAT'S ALL I'M JUST CLARIFYING BECAUSE, I MEAN, I THINK IT LOOKS LOVELY.

IT'S A GREAT CHANGE.

ANYONE HAVE ANY QUESTIONS FOR STAFF? LOOKS GOOD. OK, THIS IS A PUBLIC HEARING, IS THERE ANYONE IN THE AUDIENCE WHO'D LIKE TO SPEAK ON THIS ITEM SEEING NO ONE I'LL CLOSE THE PUBLIC HEARING.

IS THERE A MOTION? YES.

MAYOR AND COUNCIL, I MAKE A MOTION TO APPROVE ITEMS 6C CASE NUMBER ZA 20-0057 SITE PLAN FOR 175 MIRON DRIVE SOUTHLAKE, TEXAS, SUBJECT TO OUR STAFF REPORT DATED JANUARY 12TH, 2021 AND SITE PLAN REVIEW SUMMARY NUMBER TWO DATED DECEMBER 31ST, 2020.

NOTING THAT WE'RE APPROVING THE SITE PLAN AS PRESENTED THIS EVENING.

IS THERE A SECOND. SECOND.

PLEASE CAST YOUR VOTE.

AND THAT ITEM PASSES SEVEN ZERO.

NEXT ON THE AGENDA, ITEM SEVEN, THE ZONING CHANGE AND CONCEPT PLAN FOR CREEKSIDE POINT.

[7.A. Ordinance No. 480-740, (ZA18-006), 1st Reading, Zoning Change and Concept/Site Plan for Creekside Point (formerly known as Southwest Meadows) on property described As Lot 1R1R2, Block 1, Sabre Group Campus Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 1901 W. Kirkwood Blvd., Southlake, Texas. Current Zoning: "NR -PUD" Non-Residential Planned Unit Development District. Proposed Zoning: "S-P-2" Generalized Site Plan District. Spin Neighborhood #1. (If approved, the public hearing will be held at the February 2, 2021 City Council meeting.)]

MAYOR MEMBERS COUNCIL.

THIS IS A FIRST READING APPROVAL ZONING CHANGE, A CONCEPT PLAN FOR THE CREEKSIDE POINT FORMERLY KNOWN AS SOUTHWEST MEADOWS.

THE PROPOSAL NOW IN FRONT OF YOU IS A FIVE STOREY FULL SERVICE HOTEL WITH ONE HUNDRED ROOMS WITH TWO OUT PARCELS TOTALING THIRTEEN THOUSAND FIVE HUNDRED SQUARE FEET FOR A RESTAURANT OR SHOWROOM USES.

THIS IS LOCATED 114 WEST KIRKWOOD.

THIS IS AN AERIAL OF THE SLIDE SHOWING THE PROPERTY LOCATION.

IT'S APPROXIMATELY A SIX ACRE PIECE.

THIS IS AN AERIAL VIEW.

SABER, TD AMERITRADE.

TD AMERITRADE DRIVE TO THE NORTH.

THIS IS A STREET VIEW FROM 114.

A COUPLE OTHER PHOTOGRAPHS.

THE PROPERTY, WHICH I KNOW THE COUNCIL'S FAMILIAR WITH, THE CURRENT ZONING ON THE PROPERTY IS AN NRPUD.

THIS IS AN OLD ZONING THAT WAS INITIATED IN THE 1990S, WHICH INCLUDES THE SABER SITE AND TD AMERITRADE SITE.

THE PROPOSALS TAKE THE SIX ACRES OUT OF THIS CURRENT ZONING REZONED SP1 TO PERMIT THE USES AND LOCATION OF THE USES AS PROPOSED.

JUST QUICKLY GOING OVER YOUR COMPREHENSIVE PLAN, SINCE IT'S BEEN SIX PLUS WEEKS SINCE WE REVIEWED THIS CASE.

IN TERMS OF YOUR MOBILITY PLAN, THE MOBILITY PLAN CALLS FOR THE 114 FRONTAGE ROAD, WHICH THE SITE PLAN SHOWS ACCESS TO THE NEW FRONTAGE ROAD, AS WELL AS AN EIGHT FOOT SIDEWALK ALONG 114 FIVE FOOT ALONG KIRKWOOD.

THE SITE PLAN AND CONCEPT PLAN CONFORM TO THOSE REQUIREMENTS.

IT IS THE WITHIN THE MIXED USE LAND USE DESIGNATION, WHICH DOES PERMIT HOTEL USES COMMERCIAL ACTIVITIES.

SO THE USES PROPOSED ARE CONSISTENT WITH THAT.

THE COMP PLAN ALSO IN TERMS OF HOTEL USES, DOES PROVIDE SOME LANGUAGE THAT INDICATES THAT THESE HOTELS SHOULD BE FULL SERVICE HOTELS, THAT MARKET DRIVEN LOCATIONS PRIMARILY WITHIN THE 114 CORRIDOR.

THEY INCLUDE THE TABLE SERVICE RESTAURANT DIRECTLY ATTACHED TO THE HOTEL AND THEN LISTS SOME OTHER AMENITIES INCLUDED.

IN ADDITION, YOUR PLAN SPEAKS TO THE RESTAURANT AND SPECIALTY RETAIL OVERLAY AREA, AND I WON'T GO INTO DEPTH, BUT YOU CAN SEE THE RECOMMENDATIONS ASSOCIATED WITH THOSE TYPES OF RESTAURANTS. THIS PARTICULAR PROPERTY IS DESIGNATED WITHIN THAT RESTAURANT SPECIALTY RETAIL OVERLAY AREA SHOWN ON THE UPPER PORTION OF THE SLIDE.

THIS IS YOUR ENVIRONMENTAL RESOURCE MAP SHOWING THIS TO SHOW THE TOPOGRAPHY OF THE SITE.

[01:15:10]

IT'S BUILT UP TOWARD THE MIDDLE.

THE BELIEF IS THAT WHEN 114 WAS DEVELOPED, A LOT OF THAT SPILL WAS BROUGHT ONTO THIS SITE. AND YOU CAN SEE THE CHANGE IN TOPOGRAPHY AND FALL THAT EXISTS ON THE PROPERTY TODAY. THIS IS YOUR PREVIOUS LANDSCAPE PLAN.

AND YOU MAY RECALL WHEN WE WERE AT THE MARK IN DECEMBER, WE HAD A REVIEW OF THIS ITEM AND YOU PROVIDED SOME INPUT TO THE APPLICANT AND THE APPLICANT HAS RESPONDED WITH SOME CHANGES. FIRST, YOU REFERENCED THE SOUTHWEST MEADOW DESIGN THAT WAS DISCUSSED.

AS YOU RECALL THIS CASE HAS BEEN THROUGH COUNCIL MANY TIMES.

AND YOU SPOKE TO THE HODGES PLAN OR THAT WAS DISCUSSED IN THE HODGES PLAN.

AND WHILE WE HAVE NOT OBTAINED A COPY OF THAT, THE THE OPINION HAS TAKEN SOME OF THOSE CONCEPTS. THE HOTEL HAS BEEN REDUCED FROM THIRTY SEVEN THOUSAND EIGHT HUNDRED TWENTY SQUARE FEET TO THIRTEEN THOUSAND FIVE HUNDRED FIVE SQUARE FEET, A REDUCED ON THE FLOORS FROM SIX TO FIVE.

PARKING WAS REDUCED FROM 250 TO 233.

OPEN SPACES INCREASED FROM 27 TO 35 PERCENT.

AND THEN THE SITE PLAN DOES SHOW SOME OPEN SPACE AREAS THAT ARE PROVIDED IN BETWEEN HOTEL AND THE OUT PARCELS.

THE DESIGN OF THE HOTEL LOOKS LIKE A RESIDENTIAL PRODUCT.

THE RESTAURANT PAD SITE, MAYBE BEFORE WAS MAYBE MORE CONDUCIVE TO WHAT THE COUNCIL WAS LOOKING FOR. AS MENTIONED, THE NUMBER OF HOTEL ROOMS WAS DECREASED, THE STORIES WERE DECREASED, THE ELEVATIONS AND PERSPECTIVE RENDERINGS WERE NOT PROVIDED WITH THE SUBMITTAL, WHICH IS A REQUIREMENT OF A SITE PLAN.

SO AT SOME POINT, YOU KNOW, IF THIS IS TABLED, THAT IS SOMETHING THAT NEEDS TO BE SUBMITTED AT SOME POINT DURING THIS PROCESS.

THE PLAN NEEDS MORE OUTDOOR PATIO SPACE.

THE OUT PARCEL LOT THAT'S PREVIOUSLY SHOWN ON A 9000 SQUARE FOOT.

NOW THERE'S TWO 5000 SQUARE FOOT BUILDINGS WITH A PATIO SPACE IN BETWEEN THEM.

AND THEN THE DRIVEWAY AND THE PARKING BEHIND THE HOTEL THAT WAS BETWEEN THE HOTEL AND THE CREEK HAS BEEN REMOVED.

AND THERE'S A POOL AREA AND AN OUTDOOR AREA THAT FRONTS ONTO THE CREEK.

THIS IS THE REVISED CONCEPT PLAN THAT'S GOING TO BE BEFORE YOU THIS EVENING.

THERE'S ALSO A SITE PLANNED JUST FOR THE HOTEL.

SO WHAT IS BEING RUN THROUGH IN THIS OPTION IS A SITE PLAN FOR THE HOTEL AND THEN A CONCEPT PLAN FOR THE OUT PARCELS OR THE REMAINDER OF THE PROPERTY.

SO THIS IS A SIDE TO SIDE RENDERING OR ILLUSTRATION OF THE PLAN THAT YOU SAW IN DECEMBER. AND THEN WHAT'S BEFORE YOU THIS EVENING, JUST TO SUMMARIZE THE CHANGES WHEN YOU CAN SEE THE COMPARISON, THE HOTEL FOOTPRINT REDUCED FROM 37820 TO 13505 AND A STORY WAS REDUCED BY ONE STORY, THE DRIVEWAY AND THE PARKING THAT WAS SHOWN BETWEEN HOTEL AND THE AREA TO THE NORTH AND THE CREEK AREA HAS BEEN REMOVED.

AND YOU CAN SEE THERE'S SOME PATIO AND IT LOOKS LIKE A POOL THAT'S BEEN ADDED TO THE BACK OF THE HOTEL.

PARKING HAS BEEN REDUCED TO 233 SPACES FROM TWO FIFTY.

THE OPEN SPACE, AGAIN, HAS INCREASED ABOUT EIGHT PERCENT.

THE TREE PRESERVATION WENT FROM SEVEN POINT SIX PERCENT TO 14.46 PERCENT.

THAT'S WAS MOSTLY REALIZED IN THE OPEN SPACE AREA IN BETWEEN HOTEL AND THE TWO RESTAURANTS SHOWROOM PAD SITES, AND THEN THIS AREA TO THE SOUTH THAT WAS PREVIOUSLY PARKING.

YOU WILL NOTICE THAT A 3000 SQUARE FOOT BUILDING WAS ADDED BACK TO THE PARCEL TO THE EAST, THERE'S TWO PAD SITES HERE WITH PATIO AND THEN ADDITIONAL THIRD BUILDING HERE, THE NUMBER OF HOTEL ROOMS DECREASED FROM 145 TO 100.

THE VARIANCE HAS REMAINED THE SAME.

WE DISCUSSED THAT AT FIRST READING THIS IS THE TREE PRESERVATION PLAN.

[01:20:06]

AGAIN, THE WHERE THE TREE PRESERVATION IS REALIZED, THE OPEN SPACE AND THEN THAT PARKING RECONFIGURATION TO THE SOUTH.

AGAIN, WHAT YOU'RE LOOKING AT IS APPROVAL OF A SITE PLAN FOR THE HOTEL AND THEN THE CONCEPT PLAN FOR THE REST OF THE SITE.

SO EVENTUALLY YOU'LL BE ASKED TO VOTE ON THIS PHASE ONE HOTEL, WHICH WILL INCLUDE THIS AREA AS SHOWN ON THIS GRAPHIC.

AND THEN PHASE TWO WOULD BE CONCEPT THEY'D HAVE TO COME BACK FOR A SITE PLAN APPROVAL AT A LATER DATE ON THOSE WITH WITH THIS THERE'D BE A HUNDRED THIRTY SEVEN PARKING SPACES PROVIDED.

AND THIS IS THE REVISED PROPOSED LOT ONE PROPOSAL THAT IS UNDER CONSIDERATION TONIGHT.

THESE ARE THE SP2 USES THAT ARE RUNNING CONCURRENT WITH THE ZONING.

THEY INCLUDE RESTAURANT ,BAR MEETING SPACE LOTS TWO AND THREE WOULD BE A RESTAURANT AND BAR PERMIT IS ACCESSORY USE AND THEN THE SHOWROOM USE THAT'S BEEN IDENTIFIED.

THESE ARE SOME OF THE DEVELOPMENT REGULATIONS.

THESE HAVE NOT CHANGED SIGNIFICANTLY SINCE YOUR FIRST READING.

JUST POINT OUT DRIVE THRUS WILL NOT BE PERMITTED ON THE SITE.

BUFFER YARDS AS SHOWN, TREE REMOVAL AS SHOWN AND THEN THE LOADING ZONE ONLY WOULD BE IN LOT ONE. THE HOTEL WOULD INCLUDE THE RESTAURANT WITH LOUNGE SQUARE FEET BAR ON SITE.

THE GUEST ROOMS WOULD RANGE FROM 300 SQUARE FEET TO 520 SQUARE FEET.

THE MEETING SPACE WOULD BE A MINIMUM 2300 SQUARE FEET.

ADMINISTRATIVE OFFICES, BUSINESS CENTER AND A FITNESS CENTER.

ALSO WOULD BE PERMITTED IS LEISURE AREAS, PATIOS CONTAINING FIRE PITS AND ROLL OUT BAR SERVICES. THIS IS A COMPARISON OF THE CREEKSIDE POINT HOTEL AND WHAT'S BEEN APPROVED TO DATE FOR THE WESTIN, CAMBRIA, HILTON AND DELTA HOTELS, AND YOU CAN SEE A COMPARISON ACROSS THE ROWS.

AND IF WE NEED TO REFERENCE THIS AT ANY POINT, I CAN GO BACK TO THE SLIDE.

LONG HISTORY ON THIS, BUT IT STARTED BACK IN SEPTEMBER OF 2018 AT YOUR DECEMBER MEETING, YOU DID PROVIDE SOME INPUT.

YOU TABLED AT YOUR DECEMBER MEETING AND SO YOU'RE CONSIDERING IT HERE AGAIN AT FIRST READING THIS EVENING.

I'LL BE GLAD TO ANSWER ANY QUESTIONS.

THE APPLICANT DOES HAVE A BRIEF PRESENTATION.

OK, SO WE'RE VOTING ON WHAT IF LIKE WHAT IF WHAT IF.

YEAH, I THINK I MEAN, I DON'T KNOW WHAT I'M VOTING ON.

RIGHT. I THINK BECAUSE THERE'S A LOT OF INFORMATION THAT'S STILL NOT BEEN PRESENTED TO THE STAFF AND CITY COUNCIL THIS EVENING I THINK THAT WHAT COUNCIL CAN DO, THERE'S A COUPLE OF OPTIONS AVAILABLE, BUT YOU CAN PROVIDE INPUT ON THIS SITE PLAN AND THE CHANGES THAT THEY MADE. AND BASED ON YOUR COMMENTS THIS EVENING, YOU CAN TABLE AND SEE THE APPLICANT COME BACK. ANOTHER OPTION WOULD BE IF YOU'RE NOT, YOU COULD DENY THE CASE AT FIRST READING.

AND THEN I GUESS A THIRD OPTION, WHICH DOESN'T SOUND FEASIBLE, IS YOU COULD MOVE TO SECOND READING WITH THE CONDITION THAT THOSE ADDITIONAL MATERIALS COME IN AT YOUR SECOND READING. OK, GOOD LUCK WITH THAT.

OK, COUNCIL, WHAT DO YOU WHAT DO YOU WANT TO DO? I MEAN, DO YOU WANT TO? I THINK WE CAN HAVE A DISCUSSION ABOUT THE CONCEPT PLAN AND SITE PLAN, BECAUSE I THINK THAT WAS THE FOCUS OF OUR DISCUSSION THE LAST TIME WE SAW IT.

BUT I DON'T THINK WE HAVE OR CAN VOTE ON A ZONING CHANGE THAT WE DON'T HAVE RENDERINGS ON THESE BUILDINGS. WE DON'T HAVE MATERIALS FOR THE BUILDINGS OR THE RETAINING WALLS.

I THINK DIRECTOR BAKER'S POINT, THERE'S SOME MISSING PIECES OF INFORMATION WHICH ARE CRITICAL. BUT IF THE APPLICANT IS JUST LOOKING FOR SOME DIRECTION ON THE CONCEPT PLAN AND SITE PLAN BEFORE THEY SPEND THAT MONEY DEVELOPING THOSE RENDERINGS, THAT'S FINE.

WE CAN DO THAT. BUT I'M NOT SURE WE CAN VOTE ON THE MERITS OF IT TONIGHT.

I THINK WE'D HAVE TO TABLE IT.

IS THE APPLICANT HERE. YOU WANT TO COME FORWARD, PLEASE.

GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE.

HI, I'M DAVID CARR, 305 SOUTH KIMBALL IN SOUTHLAKE.

HAPPY NEW YEAR. WHAT ARE YOU LOOKING FOR FROM US TONIGHT? WELL, WHEN WE LAST LEFT, THE COMMENT THAT I LEFT WITH FROM THE GROUP HERE WAS TO LISTEN TO

[01:25:07]

YOUR COMMENTS, REVISE THE PLAN, COME BACK AND GET FEEDBACK FROM YOU ON THE PLAN.

AND THEN IF THIS LOOKS LIKE SOMETHING THAT YOU WANT TO WANT US TO PURSUE, WE'LL COME BACK WITH THE PACKAGE.

GOOD. WE'RE ALL ON THE SAME PAGE.

I JUST WANT TO MAKE SURE YOUR EXPECTATIONS MATCH OURS.

YEAH, ABSOLUTELY. THANK YOU.

THAT'S A GOOD START. SO DO YOU HAVE ANY QUESTIONS FOR THE APPLICANT? I MEAN, OBVIOUSLY, THE SECOND PLAN LOOKS A THOUSAND TIMES BETTER, SO.

BUT ANY CHANGES YOU'D LIKE TO SEE TO THAT SECOND PLAN OR ANYTHING THAT YOU KNOW WOULD KEEP YOU FROM NOT CONSIDERING IT ONCE HE PLUGS IN A REALLY BEAUTIFUL FACADE? I THINK THE CONCEPTS AND SITE PLAN LOOK GREAT.

I THINK. I THINK THEY'RE PRETTY MUCH WHAT WE ASKED FOR AND GOES BACK TO THAT PLAN WE SAW A YEARS AGO THAT WE REFERENCED AT THE LAST MEETING.

SO KEEPING SOME OF THAT NATURAL TOPOGRAPHY AND TREE PRESERVATION, THAT'S EXACTLY WHAT I WAS LOOKING FOR. BUT AS FAR AS HOMEWORK, WE'RE GOING TO NEED, YOU KNOW, THE RENDERINGS ON THE BUILDINGS AND THE MATERIALS, BOTH THE HOTEL AND I GUESS THOSE RESTAURANTS OR WHATEVER, I THINK WE NEED TO DEFINE BETTER WHAT A SHOWROOM IS.

I MEAN, IS THAT A TESLA STORE OR IS IT AN ART GALLERY? I THINK YOU PROBABLY NEED TO WORK WITH DIRECTOR BAKER AND HIS STAFF TO FINE TUNE THAT.

I'M NOT SURE WE'RE GOING TO JUST APPROVE A SHOWROOM, WHICH COULD MEAN ANYTHING.

I THINK WE PROBABLY NEED SOME SOME MORE DESCRIPTION OR MORE.

OK. MORE LIMITED USES THAN THAT.

AND THEN AS FAR AS RETAINING WALLS, WHAT THE MATERIALS ARE, AND JUST IF YOU HAVE OPTIONS, PRESENT THE OPTIONS OR IF YOU HAVE ONE IN PARTICULAR, THAT'S FINE.

BUT I THINK THOSE ARE THE KIND OF HOMEWORK ISSUES THAT I FOUND ON THIS PASS.

THAT'S FINE. THAT'S STUFF THAT WE WOULD TYPICALLY PRODUCE AND YOU GUYS HAVE SEEN ON OUR OTHER DEVELOPMENTS. SO ABSOLUTELY.

AND DAVID, I WOULD JUST ADD THAT, YOU KNOW, IF WE'RE GOING TO BE CONSIDERING A SITE PLAN, IT'S FOR THE ENTIRE SITE.

AND SO WE'RE UNDERSTANDING EXACTLY WHAT IT IS YOU'RE WANTING TO DELIVER.

AND IF IT'S BUILT OUT IN MULTIPLE PHASES, WE NEED TO BE ABLE TO UNDERSTAND THAT AS WELL.

YOU KNOW, THE IDEA OF THE CONCEPT OF HAVING TWO BUILDINGS UP FRONT AND A THIRD BUILDING TO THE SOUTH OF THE HOTEL AS A CONCEPT, WE NEED TO REALLY UNDERSTAND WHAT THAT ENTIRE SITE LOOKS LIKE AND ALL THE DETAILS AROUND IT.

IT'S A PIVOTAL CORNER.

AND TO JUST KIND OF PIECEMEAL, IT WOULDN'T BE SUFFICIENT FOR US TO BE ABLE TO GIVE YOU A GOOD READ ON IT. YEAH, WE I'M SORRY.

GO AHEAD.

YOU CAN RESPOND IF YOU WANT TO.

I WAS GOING TO ACTUALLY THE SAME COMMENTS.

WE I WOULD PREFER TO SEE YOU PLAN FOR THE WHOLE THING.

DIAL DOWN THE CONCEPT PLAN.

WE'VE SEEN A LOT OF CONCEPT PLANS AND THAT MAY OR MAY NOT HAPPEN.

IS IT YOUR INTENTION TO FOCUS ON THE HOTEL, DEVELOP THE HOTEL FIRST AND LEAVE THE REST OF THAT IS AS RAW? OR WHAT'S THE WHAT'S THE THOUGHT? I MEAN, WHEN I SEE SITE PLAN FOR THE HOTEL CONCEPT PLAN FOR ALL THE WRAPAROUND, THAT INDICATES TO ME THAT YOU'RE NOT PLANNING ON YOUR PLAN ON PHASING IT, PHASE ONE AND PHASE TWO, IS THAT RIGHT? WELL, THE WAY I SEE THIS DEVELOPMENT BEING DONE IS THE HOTEL FIRST, I WOULD IMAGINE WE'LL DO ONE OF THE THREE RESTAURANT PADS AS WELL.

AGAIN, LIKE DIRECTOR BAKER SAID, WE'LL HAVE TO COME BACK AND GET APPROVAL FOR THE FACADE AND THE SITE PLAN FOR EACH BUILDING THAT'S NOT THE HOTEL.

RIGHT. SO YOU'LL GET A SHOT AT APPROVING THE FACADE SITE PLAN, LANDSCAPE PARKING, ET CETERA, ET CETERA. SO IT'S HARD TO LOOK IN THE FUTURE AND KNOW HOW WE WOULD DEVELOP IT.

BUT WE'VE HAD A LOT OF RESTAURANT I'M SORRY, INTEREST FOR THIS SITE.

SO I WOULD IMAGINE IT WOULD BE THE HOTEL AND IT COULD BE ALL, COULD BE ONE.

COULD BE TWO OF THE RESTAURANT PADS.

IS YOUR INTENTION TO DEVELOP YOURSELF OR TO SELL THEM OFF? WELL, WE WOULD DEVELOP THEM OURSELVES.

OK, WELL, I'D SAY I GUESS MY OTHER COMMENT NOT TO HAMMER YOU ON THIS, BUT THIS IS HALF BAKED THE WAY THIS IS AND THERE'S ANOTHER FORM FOR THIS.

IF YOU WANT TO JUST FEEDBACK YOU.

THERE'S PLENTY OF US ON CORRIDOR COMMITTEE.

YOU'VE BEEN IN CORRIDOR A NUMBER OF TIMES.

SHOOT IT TO US BY EMAIL.

YOU KNOW THIS. EVERY SUBMISSION TAKES A LOT OF EFFORT BY STAFF.

AND OBVIOUSLY WE'RE SITTING UP HERE AT 8:12 AT NIGHT.

I MEAN, I JUST I FIND THE IDEA OF JUST FEEDBACK ON A CONCEPT PLAN WITHOUT THE RENDERINGS, WITHOUT THE THINGS WE NEED TO DO TO MAKE A DECISION.

I MEAN, I JUST IT'S JUST HALF BAKED.

SO I THINK THIS SATISFIES WHAT WE TALKED ABOUT IN THE LAST MEETING, WHICH WAS I THINK THE DIRECTION THAT I RECEIVED FROM YOU WAS WE DON'T LIKE THE 12-1 PLAN.

COME BACK AND HAVE THREE BUILDINGS IN THE HOTEL, WHICH I THINK WE'VE DONE HERE.

SO I HEAR YOU LOUD AND CLEAR.

I WOULDN'T JUST SHOW UP WITH KIND OF A HALF PACKAGE, BUT WE CERTAINLY WANTED TO GET YOUR FEEDBACK ON THE THREE BUILDINGS ON THE HOTEL.

[01:30:01]

WHAT I'M SAYING IS THERE'S A THERE'S A FORUM FOR THAT AND THIS ISN'T IT.

SO AND I THINK YOU KNOW THAT.

SO I JUST ENCOURAGE YOU WHEN IT COMES BACK.

LET'S LOOK AT THE WHOLE THING. ABSOLUTELY.

YEAH. I'D ALSO REQUEST THAT YOU REALLY USE TECHNOLOGY AS YOU'RE MOVING FORWARD WITH YOUR RENDERINGS BECAUSE OF THE CHALLENGING TOPOGRAPHY OF THIS PIECE.

WHATEVER YOU CAN DO TO REALLY SHOW US A MACRO VIEW OF WHAT THIS WOULD LOOK LIKE, WHAT KIND OF ELEVATION CHANGES, WHAT MIGHT IT LOOK LIKE MOVING THROUGH THE PROPERTY A LITTLE BIT, AS OPPOSED TO A TYPICAL RENDERING OF A BUILDING.

YOU KNOW, BECAUSE IT'S IT'S HARD TO SEE HOW IS THE HOTEL GOING TO SIT VERSUS WHAT YOUR RESTAURANT PAD 1 OR RESTAURANT PAD 2.

I THINK THAT HELPS YOUR SIDE TO SHOW CREATIVE TOPOGRAPHY USE.

WE'VE HAD A LOT OF COMMENTS TO ABOUT, YOU KNOW, PEOPLE QUESTIONING HOW IT'S GOING TO LOOK FROM THE ROAD, FROM THE HIGHWAY, BOTH COMING EAST AND WEST.

SO WE'LL DEFINITELY.

WELL, I MEAN, YOU LOOK AT TD AMERITRADE IT'S A PERFECT EXAMPLE OF A LOT OF TOPOGRAPHY.

AND THEY USED IT TO THEIR ADVANTAGE.

AND IT'S VERY ATTRACTIVE, YOU KNOW, FROM THE HIGHWAY.

AND SO THAT WOULD BE SOMETHING IMPORTANT TO ME JUST TO KIND OF SEE WHAT'S YOUR VISION.

WHAT'S IT LOOK? YOU KNOW, WE MIGHT EVEN SHOW KIND OF A NIGHT SHOT BECAUSE I THINK AT NIGHT, LIGHT BLEED IS VERY IMPORTANT AND LIGHT POLLUTION AND ACKNOWLEDGING HOW THAT'S MANAGED, I THINK TD AMERITRADE DOES A NICE JOB OF THAT.

AND SO DOES SABER, OBVIOUSLY.

SO WE'LL SHOW HOW THAT IS MANAGED AS WELL.

DAVID, I'LL JUST THROW THIS OUT THERE AS WELL.

I KNOW YOU'RE NOT GOING TO WANT TO HEAR IT, BUT I'M THE SURFACE PARKING I KNOW CAN BE INEVITABLE TO SOME DEGREE.

BUT I THINK THIS SPOT REALLY NEEDS TO CONSIDER, ESPECIALLY WITH THE TOPO HAVING A PARKING GARAGE, WHETHER IT'S UNDERNEATH THE HOTEL OR WHAT HAVE YOU, TO MITIGATE ALL THAT SURFACE, I KNOW IT'S A BIG IT'S A BIG NUMBER WHEN YOU START ADDING PARKING GARAGES, BUT I THINK IT'S JUST SOMETHING THAT'S NECESSARY FOR THE SPACE.

I APPRECIATE YOUR INPUT.

A PARKING GARAGE YOU THINK? I JUST I THINK SO.

I MEAN, FROM WHAT I CAN GATHER, IS IT THEN I REMEMBER US DISCUSSING THIS AT SOME POINT WHEN I FIRST GOT ON COUNCIL AND I REMEMBER YOU BROUGHT THAT UP ABOUT THE PARKING GARAGE.

SO I'M A LITTLE, NOT TO BE DISMISSIVE, BUT THIS FEELS A LOT LIKE ME CHASTISING MY DAUGHTER ABOUT INCOMPLETE HOMEWORK.

WELL, I DID BETTER. OK, WELL I WANT NINETY FIVE OR ABOVE RIGHT.

SO TO YOUR POINT, TO BE FAIR, BASED ON WHAT FEEDBACK YOU GOT LAST TIME, THIS DOES APPEAR TO BE AN IMPROVEMENT. BUT THAT'S TO MAYOR HILLS'S POINT, THAT WE CAN'T REALLY PROVIDE MUCH BEYOND THAT OTHER THAN IT JUST LOOKS BETTER.

RIGHT. BECAUSE TO COUNCILMAN WILLIAMSSON'S POINT YOU CERTAINLY IN THAT SPOT WANT TO SEE YOU USE THE TOPOGRAPHY.

I AM NOT CONCERNED, BUT IT IS INTERESTING THAT YOU DIDN'T CONSIDER A PARKING GARAGE CONSIDERING TWO YEARS AGO THAT WAS BROUGHT TO YOUR ATTENTION.

IDEALLY, YOU DON'T WANT TO BE IN FRONT OF US WITH US SAYING THIS ISN'T IT, RIGHT? IN THIS CASE, YOU BROUGHT US SOMETHING THAT'S BETTER, BUT IT'S STILL SO INCOMPLETE THAT WE CAN'T PROVIDE MUCH BEYOND.

OH, YEAH, THAT'S AN IMPROVEMENT FROM LAST TIME.

I CAN'T SAY I MEAN, HONESTLY, YEAH, IT'S JUST I FEEL LIKE MY CORRIDOR COMMITTEE SHOULD HAVE BEEN LOOKING AT THIS AND NOT ME, BUT.

BUT IT'S AN IMPORTANT CORNER, AND SO I THINK THE LAYOUT, THE IMPROVEMENTS ARE EXCELLENT.

KEN REMIND ME WHEN WE APPROVED THE DELTA MARRIOTT, DIDN'T WE GO WITH A LOT LESS PARKING AS BECAUSE OF THE CHANGES IN TRANSPORTATION AND UBER AND.

YES, YES, MA'AM, WE DID.

AND YOU MAY RECALL WHEN THEY BROUGHT THE DELTA IN, THEY HAD A TRAFFIC PARKING STUDY DONE THAT PROVED IT UP THAT THEY COULD PARK BASED ON DEMAND OF OTHER HOTELS.

AND AND I THINK AT THAT POINT, THE COUNCIL HAS ALWAYS BEEN WILLING TO THEY CAN PROVE THAT UP TO GO WITH MUCH LESS THAN WHAT THE ORDINANCE REQUIRES.

BUT THEY ARE ABLE TO SERVE AND MARKET THAT THIS PLAN HAS BEEN REDUCED.

THE APPLICANT DOES HAVE A PLAN FOR OFFSITE PARKING FOR EMPLOYEES IF NEEDED.

AND IN THE SITE REVIEW SUMMARY STAFF DID PROVIDE A LIST OF ALL THE PLANS THAT WOULD BE NEED TO BE UPDATED.

AND OF COURSE, YOU ALL HAVE MENTIONED A COUPLE MORE HERE THIS EVENING THAT THEY'D HAVE TO ADDRESS. BUT ONE OF THE COMMENTS WAS AN UPDATED PARKING STUDY BASED ON THE NEW SITE PLAN

[01:35:01]

CONFIGURATION. AND, YOU KNOW, I'D LIKE TO ALSO SEE A HOSPITALITY FEASIBILITY STUDY FOR THIS SPACE AS WELL. I GATHER WHAT THAT OCCUPANCY LOOK LIKE AND WHETHER YOU'RE LOOKING AT INDEPENDENT BUSINESS TRAVELERS OR LEISURE TRAVELERS OR WHAT REALLY THE DEMAND IS IN THE MARKET. I KNOW WHAT THE FUTURE LAND USE PLAN IS, BUT I'D BE VERY CURIOUS TO SEE WITH THE ADDITION OF TWO ADDITIONAL HOTELS COMING ON SERVICE INSIDE OF 12 MONTHS WHAT THE MARKET STUDY SUGGESTS.

WELL, SURE, WE HAVE THAT ON HAND.

THANKS. IS IT AN UPDATED ONE.

IS IT A FRESH ONE? YES.

I GUESS MY FINAL COMMENT WOULD BE IF WE'RE GOING TO TABLE IT TO BE ON OUR FEBRUARY 2ND MEETING AGENDA, YOU WOULD HAVE TO HAVE YOUR STUFF IN TO STAFF BY THIS FRIDAY, IS THAT CORRECT DIRECTOR BAKER? SO I'M NOT SURE IF THAT'S FEASIBLE.

IT'S YOUR ITEM.

IT'S YOUR IT'S YOUR APPLICATION.

BUT YOU MIGHT WANT TO CONSIDER FEBRUARY 16TH, WHICH WOULD BE THE NEXT MEETING.

I'LL DISCUSS IT WITH STAFF HERE.

I APPRECIATE THAT ADVICE.

SO YOU WANT US TO TABLE IT TO FEBRUARY 2ND FOR NOW AND THEN IF YOU NEED MORE TIME? YES. OK, WE CAN DO THAT.

SO IF HE COMES BACK AND WE'RE LOOKING AT THE SAME GENERAL LAYOUT, HAS EVERYONE HAD A CHANCE TO LET HIM KNOW WHAT ISSUES YOU HAVE WITH WHAT YOU'RE SEEING TONIGHT, THE 1921 PLAN. DO Y'ALL FEEL LIKE YOU'VE MADE YOUR POINTS? YEAH, I WOULD ECHO RANDY'S POINT THOUGH WITH THE TOPOGRAPHY.

I MEAN, I THINK THE LAYOUT LOOKS GREAT.

USE OF THE TOPOGRAPHY IS GOING TO BE CRITICAL.

I THINK THAT CERTAINLY HEADING IN THE RIGHT DIRECTION.

WE WERE VERY APPRECIATIVE OF THE COMMENTS AT LAST TIME ABOUT THE TOPOGRAPHY, WHICH LED US TO KIND OF BREAK THE BUILDINGS DOWN INTO SMALLER FOOTPRINTS.

AS YOU CAN SEE, THE FOOT, THE HOTEL IS SUBSTANTIALLY SMALLER AND IT DOES ALLOW US TO KIND OF PUT THE BUILDINGS ON THE TOPO VERSUS FLATTENING THE SITE, WHICH I THINK WE WERE TALKING ABOUT LAST TIME WE MET.

SO WE APPRECIATE THAT. YES.

SO I THINK I GOT THE CONVERSATION STARTED AT THE MARK ABOUT THE ELEVATION.

SO THAT'S BESIDES THE TOPOGRAPHY.

THAT'S MY BIGGEST CONCERN.

SO I'M LOOKING FORWARD TO SEEING WHAT YOU GUYS I DIDN'T CATCH WHAT THE FIRST PART OF YOUR COMMENT. SORRY, MY BIGGEST CONCERN OVERALL FROM OUR LAST DISCUSSION OF THIS THE MEETING AT THE MARK WAS THE ELEVATION.

AND SO I'M LOOKING FORWARD TO SEEING HOW IT LOOKS.

I THINK YOU'LL BE PLEASED.

YEAH, WE WE TOOK YOUR COMMENT TO HEART.

YEAH. IN ECHOING WHAT EVERYBODY'S SAYING, I THINK THE MORE YOU CAN BRING TO THAT FIRST READING, THE BETTER.

YOU KNOW, THERE ARE TIMES I FEEL LIKE SOMETIMES WE CAN BE LOOSE WITH A FIRST READING APPROVAL. YOU KNOW, IT'S LIKE, OK, WE'RE KIND OF GETTING IN THIS GENERAL DIRECTION AND WE HAVE THIS HUGE LIST BETWEEN FIRST AND SECOND READING.

SURE. YEAH.

AND AND I'M I'M PREFERRING TO MOVE FORWARD ON APPLICATIONS, ESPECIALLY IMPORTANT ONES LIKE THIS, TO REALLY FEEL GOOD ABOUT FIRST READING TO WHERE FIRST READING IS MORE ABOUT WE'RE REALLY CLOSE AND THERE'S A COUPLE LITTLE PIECES TO TWEAK BECAUSE WHAT HAPPENS INEVITABLY IS YOU VOTE FOR SOMETHING ON FIRST READING WITH THE IDEA THAT IT'S GOING TO END UP HERE. AND THEN IF IT DOESN'T PASS, YOU KNOW, YOU FOREVER HAVE THAT LEGACY OF, WOW, THEY VOTED FOR THIS PARTICULAR PROJECT THAT YOU KNOW, THIS PARTICULAR WAY.

YOU'RE DEFENDING THAT WHEN REALLY THE IDEA WAS WAS TO MOVE THE BUSINESS FORWARD WITH THE INTENTION STILL OF ENSURING THAT IT WAS TO THE STANDARDS THAT WE EXPECT.

I'M HOPING THAT NOW FIRST READINGS WILL BE MUCH MORE EXTENSIVE THAN SOMETIMES IN THE PAST. NOT NOT TO YOU.

OH, NO, I YEAH.

I THINK I WAS ACTUALLY IN THE FIRST CORRIDOR COMMITTEE MEETING AND JUST FOR THAT VERY REASON, WHICH IS LET'S GET IT OUT IN THE OPEN EARLY.

AND SO WE CERTAINLY DON'T INTEND FOR THIS FORUM TO BE, YOU KNOW, CORRIDOR COMMITTEE 2.0.

IT JUST SORT OF HAPPEN THAT WAY ON THIS PROJECT.

WE HAD SO MUCH EYE-OPENING FEEDBACK AT OUR LAST MEETING THAT WE FELT LIKE WE NEEDED TO REALLY DROP BACK, BREAK IT UP, CHANGE IT, GET A GUT READ FROM YOU GUYS FIRST BEFORE WE REALLY TURNED UP THE HEAT AND BUILT SOME REALLY INCREDIBLE RENDERINGS.

DID TRAFFIC STUDIES, HOTEL STUDY, WE'LL JUST BRING MATERIAL BOARDS, YOU NAME IT.

SO WHICH IS WHAT WE NORMALLY BRING ANYWAY.

SO WE APPRECIATE THE EXERCISE.

OK, ANY OTHER COMMENTS? SO YOU'RE REQUESTING A TABLE, I'M REQUESTING A TABLE.

OK, WE WON'T SEE THIS AGAIN UNTIL IT LOOKS FABULOUS.

OTHERWISE I MIGHT TABLE YOU FOREVER.

YOU WON'T HAVE TO TABLE ME FOREVER.

OK. THAT'S ALL. THANK YOU VERY MUCH.

THANK YOU. OK, IF THERE'S NO OTHER DISCUSSION, KEN DO YOU HAVE ENOUGH.

YOU HEARD ENOUGH FOR US TO.

SO IN YOUR CONVERSATION WITH THE DEVELOPER YOU CAN ANSWER HIS QUESTIONS.

[01:40:04]

YES, MA'AM. AND IF THERE'S ANYTHING YOU SPECIFICALLY WANT TO ADD TO THE THE TABLE MOTION THAT YOU WANT TO SEE, YOU CAN ALSO DO THAT AS PART OF THE MOTION REQUESTING.

OK. OK, WITH THAT, DO WE HAVE A MOTION.

YES, MAYOR AND COUNCIL.

I MAKE A MOTION TO TABLE ITEM 7A ORDINANCE NUMBER 480-740.

CASE NUMBER 18-006.

FIRST READING ZONING CHANGE AND CONCEPT SITE PLAN FOR CREEKSIDE POINT.

WE'RE TABLING THIS ITEM PER THE APPLICANT'S REQUEST TO THE FEBRUARY 2ND 2021 CITY COUNCIL MEETING. ALSO NOTING THE PRIOR DISCUSSIONS TONIGHT, THE APPLICANT WILL BRING BACK RENDERINGS AND ELEVATION'S FOR ALL THE BUILDINGS, INCLUDING THE HOTEL MATERIALS FOR THE BUILDINGS AND THE RETAINING WALLS.

MORE SPECIFIC DESCRIPTIONS OF WHAT CONSTITUTES SHOWROOM USES ALSO PER COUNCIL MEMBER WILLIAMSON'S COMMENTS, SOME SORT OF RENDERINGS OR DESCRIPTIONS OF THE TOPOGRAPHY AND HOW THE CONCEPT AND SITE PLAN FITS INTO THE TOPOGRAPHY AND THE CHANGES FROM BOTH 114 AND KIRKWOOD. ANYTHING ELSE? OK, IS THERE A SECOND? SECOND. PLEASE CAST YOUR VOTE.

OK, THAT ITEM PASSES SEVEN ZERO.

AND WITH THAT MEETING ADJOURNED.
