[1. Call to order]

AND FIRST, I'D LIKE TO INVITE OUR CITY CHAPLAIN, CLAY REED, UP TO LEAD US IN PRAYER, FOLLOWED BY THE PLEDGES.

LET'S PRAY, DEAR LORD, WE THANK YOU FOR THIS EVENING.

WE THANK YOU FOR YOUR GRACE TO US, WHERE WE PRAY OVER THESE NEXT DAYS IN AMERICA THAT SHE WOULD BRING PEACE AND HEALING AND MERCY TO OUR NATION AND THAT YOUR WILL WOULD BE ACCOMPLISHED. WHERE WE ALSO GIVE THANKS FOR OUR LOCAL POLICE OFFICERS.

OR TONIGHT, AS WE SAY, THANK YOU AND HONOR WE PRAY BLESSING UPON OUR COMMAND STAFF, ON OUR CHIEF AND UPON THE ENTIRE DEPARTMENT.

WE GIVE THANKS FOR THEM AND FOR THE SAFETY THAT WE FEEL IN SOUTHLAKE AND WE JUST PRAY, BLESSING UPON THEM, PROTECTION AS THEY WORKED THE STREETS TONIGHT.

WE PRAY THAT YOU WOULD BE WITH THEM AS THEY MAKE TRAFFIC STOPS ON 114 AND OTHER PLACES IN TOWN THAT YOU WOULD PROTECT THEM, GIVE THEM WISDOM AS THEY INTERACT WITH CITIZENS, AND THAT YOU WOULD BLESS THEM AND GIVE THEM HOPE ABOUT THE FUTURE.

WHERE WE ALSO GIVE THANKS FOR OUR NEW SCHOOL SUPERINTENDENT.

HE WOULD HAVE LOVED TO HAVE BEEN HERE.

NO, HE WOULD HAVE HE WOULD HAVE GIVEN ME A HARD TIME FOR NOT BEING IN THE GYM THIS MORNING. SO HAPPY NOT TO SEE HIM.

WE ARE OPEN FOR BUSINESS.

WE ARE TRYING TO GET BACK INTO THE SWING OF THINGS IN 2021.

DESPITE WHAT YOU SEE IN THIS PICTURE RIGHT HERE, WE ARE DOING A PRETTY GOOD JOB WITH MASK WEARING AND STUFF, BUT THIS IS WHERE EVERYBODY TAKES IT OFF TO POSE FOR THE PHOTO.

SO IT COULD BE MISLEADING.

BUT THIS IS A RECENT RIBBON CUTTING AT FAJITA PETE'S RIGHT HERE, ONE OF OUR NEWER MEMBERS. SPEAKING OF NEW MEMBERS, HERE ARE SOME FOLKS THAT HAVE ALREADY JOINED US THIS YEAR. SO WE ARE CONTINUING TO SEE AN INFLUX OF NEW BUSINESSES INTO THAT, NOT JUST THE COMMUNITY, BUT TO THE CHAMBER AS WELL.

AND THERE MAY BE SOME FAMILIAR NAMES ON THERE TO YOU.

WE'VE HAD A CHALLENGE WITH MAINTAINING MEMBERSHIPS, JUST AS EVERYONE HAS BEEN CHALLENGED WITH MAINTAINING CLIENTELE THIS LAST YEAR.

AND SO WE CONTINUE TO HAVE NEW PEOPLE FUNNELING IN NEW BUSINESSES, WHICH IS A BLESSING.

AND THESE COVID CONDITIONS HAVE CREATED OPPORTUNITIES FOR PEOPLE THAT MIGHT HAVE BEEN UNEXPECTED TO START NEW BUSINESSES AND THINGS.

SO WE'RE STILL GROWING IN THAT SENSE.

THE FLIP SIDE IS, SINCE THE BUSINESS COMMUNITY HAS BEEN AT A STATE OF EMERGENCY THIS LAST YEAR, THEY'VE HAD TO MAKE DIFFICULT DECISIONS ON EXPENSES.

AND SINCE WE ARE DUES AND SUBSCRIPTION CATEGORY ON THEIR P&L, WE ARE CHALLENGED FOR GETTING PEOPLE TO RENEW. NOW, WE HAD TO SHUT DOWN FOR A WHILE, WHICH KIND OF HURTS OUR VALUE PROPOSITION.

WE WERE OPEN, BUT WE WEREN'T HAVING FUNCTIONS.

SO AS WE CONTINUE THIS YEAR TO GET OUR VALUE PROPOSITION BACK, WE ARE HOPING THAT THIS WILL IMPROVE RAPIDLY.

WELL, WE'RE CURRENTLY AT ABOUT 500 AND CHANGE MEMBERS TOTAL.

OUR BOARD OF DIRECTORS, THERE SHOULD BE SOME FAMILIAR NAMES ON THERE TO YOU, THESE ARE FOLKS THAT ARE VOLUNTEERING THEIR TIME, JUST AS YOU DO TO HELP THE CITY, AND WE COULDN'T APPRECIATE THEM MORE. ONE OF THE THINGS WE'RE STILL CONTINUING TO DO IS THE SOUTHLAKE RELATIONSHIPS NETWORKING GROUP, THEY MEET AT COMPUTER CPR.

HE HAS A VERY LARGE MEETING ROOM THERE AND THAT ALLOWS PEOPLE TO SPREAD OUT REALLY GOOD.

WE WERE MEETING AT ANOTHER BROKEN EGG, BUT WITH THE COVID KIND OF LIMITATIONS ON HOW MANY

PEOPLE WE CAN HAVE IN THERE WHEN WE BRING A CROWD TO A RESTAURANT AND THEY AREN'T REALLY BUYING FOOD, THEY'RE JUST MINGLING, IT'S NOT REALLY A COURTESY ON OUR PART.

SO WE ARE CONTINUING TO MEET AS SAFELY AS POSSIBLE AND SOCIALLY DISTANCE AT COMPUTER CPR.

AND THAT IS KIND OF AN OPEN NETWORKING.

PEOPLE THAT ARE NOT A MEMBER OF THE CHAMBER ARE WELCOME TO ATTEND THAT.

AND WE HOPE TO MEET SOME NEW FRIENDS AND JOIN US LATER.

ALL RIGHT. OUR NEXT BUSINESS INSIDER'S NETWORKING GROUP, THAT'S OUR LUNCH NETWORKING GROUP, MEETS THE FIRST THURSDAY OF EACH MONTH.

YOU'LL SEE SOME FAMILIAR FACES IN THERE.

HE'S VERY INSPIRATIONAL.

AND, OF COURSE, IN THE UPPER RIGHT HAND PICTURE, YOU'LL SEE OUR CHAIR JUST IN AND A LOT OF OTHER FAMILIAR FACES, AGAIN, WE'RE HAVING AT THE CITY FACILITY THE MARK.

AND IT'S GREAT WE'RE ENJOYING IT AND MOVING FORWARD.

IN JANUARY, WE'RE GOING TO HAVE DOUG RENFRO COME.

THEY HAVE A FORT WORTH COMPANY.

IT'S A RENFRO FOODS.

THEY MAKE HOT SAUCE IN A NUMBER OF OTHER THINGS.

HE'S A VERY ENERGETIC AND JUST A GREAT SPEAKER.

AND IT'S A LOCAL ENTREPRENEURIAL SUCCESS STORY FOR A FAMILY BUSINESS.

SO I HOPE YOU'LL CONSIDER GOING.

HE'S REALLY GOOD. LEADERSHIP SOUTHLAKE, WHICH STARTED LAST AUGUST, CONTINUES AGAIN WITH COVID, IT'S BEEN A LITTLE BIT OF AN UNUSUAL YEAR, BUT WE HAVE BEEN ABLE TO PERSEVERE THEY'RE NOT GOING TO GET TO GO TO AUSTIN IN FEBRUARY BECAUSE THEY'RE JUST NOT ALLOWING LARGE GROUPS TO GO FOR OBVIOUS REASONS.

BUT A MAJORITY OF THE COMPONENTS OF THE PROGRAM WE HAVE BEEN ABLE TO PROVIDE THIS YEAR AND WE'VE HAD TO DO DIGITAL STUFF WHERE WHEREVER WE HAD TO.

BUT IF YOU LOOK AT THOSE PICTURES UP THERE OR THAT PICTURE, EITHER THOSE WILL BE FAMILIAR FACES. THIS IS A WONDERFUL PROGRAM, ESPECIALLY FOR PEOPLE THAT ARE UP AND COMING THAT WANT TO ESTABLISH THEMSELVES IN SOUTHLAKE AND KIND OF TAKE THE FAST TRACK TO BECOMING A LOCAL LEADER.

WE'RE REALLY PROUD OF THEM. THEIR PROJECT THIS YEAR IS STAND UP SOUTHLAKE.

THEY WANT TO RAISE MONEY TO REPLACE THE UNIFORMS FOR HONOR GUARDS WHENEVER THERE'S A FALLEN OFFICER OR FIREFIGHTER OR SOMETHING ALONG THERE.

AND WE JUST HAD OUR OWN TRAGEDY HERE RECENTLY IN THE CITY OF LOSING ONE OF OUR POLICE OFFICERS. WELL, THERE'S A DEFINITE NEED FOR THIS.

AND THE UNIFORMS THAT ARE IN PLACE IS PROBABLY ALREADY KNOW THEY'VE HAD THEM FOR A WHILE.

AND IT'S NOT NECESSARILY AN ANNUAL BUDGET THING FOR THE POLICE.

AND SO THEY TOOK IT UPON THEMSELVES TO RAISE MONEY FOR THIS IMPORTANT HONOR GUARD.

THEIR GOAL IS TO GET 10 NEW UNIFORMS AND THEY'RE EXPENSIVE.

IT'S ABOUT A THOUSAND BUCKS TO OUTFIT ONE OF THE OFFICERS PROPERLY.

SO THEY'RE A LITTLE OVER A THIRD OF THE WAY THERE.

STAY TUNED. WE'LL KEEP YOU POSTED.

IT'S A REALLY NICE PROJECT. SOMETHING WE STARTED THIS LAST YEAR, PROBABLY AROUND JUNE OR JULY AFTER LOCK DOWN AND ALL THE STRESS AND STRAINS AND EVERYTHING, WE GOT THE IDEA THAT THIS WOULD BE A GOOD TIME FOR US TO MAYBE COME TOGETHER TO PRAY TOGETHER, REGARDLESS OF WHERE YOU MAY BE AS A PERSON OF FAITH OR WHAT YOUR BELIEFS MAY BE.

IT HAS HAD STAMINA OF ALL OF OUR DIGITAL PROGRAMING.

THIS ONE CONTINUES TO BE WELL ATTENDED.

AND SO WE HOPE SOMEDAY THAT THIS WILL BE LIVE AND IN PERSON, ALMOST LIKE A, YOU KNOW, CHRISTIAN BUSINESS PEOPLE MEETING FOR A BREAKFAST.

IN THE MEANTIME, IF SOMEONE IS NOT A PERSON OF FAITH, WE CERTAINLY ARE GLAD YOU'RE HERE.

AND WE DON'T WANT TO DO ANYTHING TO OFFEND ANYBODY.

SO OUR NEXT EVENT WE'RE ACTUALLY HAVING PEOPLE KIND OF GATHER IS OUR GOLF TOURNAMENT.

IT'S GOING TO BE ON APRIL THE 5TH SINCE IT'S OUTDOORS, YOU KNOW, THE GOLF TOURNAMENT, AND IT SHOULD FIT IN WELL WITH OUR UNFORTUNATE PANDEMIC ENVIRONMENT.

AND THAT IS THE NEXT THING THAT WE HAVE THAT'S ANY KIND OF LARGE EVENT.

WE DON'T HAVE ANYTHING ELSE PLANNED BETWEEN NOW AND THEN.

WE HOPE TO LATER ON THE YEAR, BRING BACK THE AWARDS BANQUET.

AND OF COURSE, WE'RE LOOKING FORWARD TO OCTOBER FEST.

BUT IN THE MEANTIME, WE HAVE A GOLF TOURNAMENT RIGHT AROUND THE CORNER AND THERE'S SOME OF THE WONDERFUL BUSINESSES THAT HAVE STEPPED UP TO PARTICIPATE.

AND THAT IS WHAT WE'VE BEEN UP TO THE LAST MONTH OR SO, MANAGE A LOT OF OTHER THINGS I COULD TALK ABOUT IF YOU HAD ANY QUESTIONS.

ACTUALLY, OUR CHAMBER I WAS LOOKING WITH MY STAFF TODAY BECAUSE I THINK I'VE TOLD YOU BEFORE, WE'RE MEMBERS OF 60 CHAMBERS, LUCKY US THROUGHOUT ARKANSAS, OKLAHOMA AND EASTERN TEXAS. AND WE WERE LOOKING AT THE NUMBERS AS WE WERE PAYING OUR DUES FOR THIS YEAR.

AND WE'RE REALLY THE SOUTHLAKE CHAMBER IS DOING MUCH BETTER THAN OTHER CHAMBERS NOW.

THE CHAMBERS THAT OUR MEMBERS ARE TEND TO BE IN VERY RURAL TOWNS THROUGHOUT ARKANSAS AND OKLAHOMA. BUT THEY'VE BEEN DECIMATED.

THEY REALLY HAVE. AND IT'S THE VALUES STORY AND WE TALKED ABOUT THAT TODAY IS JUST THE VALUE THAT YOU PROVIDE IS REALLY NETWORKING AND IN-PERSON EVENTS.

AND SO THE FACT THAT YOU'VE DONE AS WELL AS YOU HAVE CONSIDERING IS IS A REAL TESTAMENT TO HOW VALUED THE CHAMBER IS.

I THINK MOST OF THOSE PEOPLE WILL COME RIGHT BACK WHEN THE ECONOMICS ALLOWS FOR.

I DO TOO. WE HAVEN'T RUN THEM OFF.

THEY'RE JUST TRYING TO GET THROUGH THIS PERIOD OF TIME.

ABSOLUTELY. AND WHO HAS EVEN TIME TO COME TO THE EVENTS THAT YOU ARE ABLE TO HAVE? IT'S REALLY HARD TO BREAK AWAY FROM THE OFFICE BECAUSE IN SOME CASES THE OWNER NOW IS THE PERSON BEHIND THE CASH REGISTER AND THEY DON'T HAVE THE LUXURY OF OF HAVING AS MANY EMPLOYEES AS THEY USED TO HAVE.

BUT WHEN WE WERE HAVING THAT CONVERSATION THIS MORNING, I WAS THINKING THAT THAT WOULD BE A GOOD OPPORTUNITY FOR THE CITY TO PARTNER WITH THE CHAMBER NEXT YEAR TO REALLY PUSH FOR A MEMBERSHIP DRIVE AND PUSH THE VALUE STORY OUT THERE.

AND, YOU KNOW, WITH A LOT OF THE EVENTS THAT WE WERE ABLE TO DO, THE RIBBON CUTTINGS WHERE A LOT OF COUNCIL MEMBERS AND I ATTENDED THE MEET THE MAYOR EVENTS.

THOSE WERE SEEN AS PART OF THAT VALUE STORY TO BE ABLE TO GET THAT KIND OF RECOGNITION AND GET THE JAZZY CONVERSATION GOING AROUND THE COMMUNITY.

SO I THINK THOSE ARE THINGS WE CAN REALLY STEP UP AND HELP YOU GUYS WITH.

I HAD THE PLEASURE OF MEETING WITH HIM LAST WEEK.

AND I KNOW HE HAS QUITE A STELLAR REPUTATION IN THE COMMUNITY ALREADY, BUT WE'RE VERY EXCITED TO HAVE YOU. SO COME ON DOWN.

JUST WANT TO SAY THANK YOU SO MUCH FOR, FIRST OF ALL, JUST THIS OPPORTUNITY TO COME AND SAY JUST A COUPLE OF WORDS, JUST MAINLY I LOOK FORWARD TO WORKING WITH YOU, MAYOR HILL, AND I ENJOYED OUR CONVERSATION THE OTHER DAY.

IT'S AN INCREDIBLE DISTRICT AND I FEEL VERY HONORED AND VERY BLESSED TO BE A PART OF IT AND LOOK FORWARD TO CONTINUING THE TREMENDOUS TRADITIONS AND REPUTATION THAT CARROLL ISD IS KNOWN FOR. SO ANYTHING THAT WE CAN DO TO SUPPORT THE DISTRICT AND SUPPORT THE KIDS THAT SUPPORTS OUR FAMILIES AND THAT MAKES OUR COMMUNITY BETTER.

AND I KNOW FOLLOWING COVID WE'RE ESPECIALLY CONSCIOUS OF THINGS THAT WE CAN DO.

I KNOW WE HAVE THE BIG LANTERN FESTIVAL COMING UP IN FEBRUARY THAT ONE OF THE PTOS OR SEVERAL OF THE PTOS ARE PARTICIPATING IN AND WILL BE LIGHTING UP THE WHOLE FRONT OF TOWN HALL WITH LANTERNS IN EVERY WINDOW.

I HAD THE PLEASURE OF INTERVIEWING OR MEETING WITH ONE OF THE SCHOOL BOARD TRUSTEE CANDIDATES YESTERDAY, AND I ASKED THIS INDIVIDUAL WHAT THEY THOUGHT ABOUT YOU AND AND THEIR POSITION. AND I THINK THE WORD THAT WE BOTH CAME AWAY WITH COLLECTIVELY IS THAT YOU BRING A FAIR AMOUNT OF HOPE.

YOU KNOW, THERE'S THERE'S BEEN A IT'S BEEN A ROUGH YEAR FOR THE DISTRICT AND FOR SOME OF THE TRUSTEES AND JUST THE FOLKS THAT ARE LOVING ON OUR CHILDREN.

AND YOUR BACKGROUND, OBVIOUSLY, YOUR RELATIONSHIP WITH THIS COMMUNITY IS IT RUN SO DEEP.

AND AS COUNCILMAN WILLIAMSON ALREADY STATED, THAT THE EXCITEMENT THAT YOU BRING IS FANTASTIC. SO THERE'S A LOT OF HOPE.

AND WE'RE ALL BEHIND YOU.

YOU HAVE OUR FULL SUPPORT. IF THERE'S ANYTHING WE CAN DO FROM A COUNCIL PERSPECTIVE.

WE CERTAINLY WANT TO DO SO.

AND I'D LIKE TO ALSO JUST TAKE THIS BRIEF OPPORTUNITY TO JUST SHARE OUR APPRECIATION FOR ALL THE TEACHERS AND ADMINISTRATORS.

THE TEACHERS HAVE AN UNDAUNTING TASK THIS YEAR.

I WOULD I REALLY WANT TO COMMEND THE DISTRICT FOR BEING PROGRESSIVE.

YOU KNOW, THE SCHOOL DISTRICT THAT I GREW UP IN ARE STILL NOT ALLOWING STUDENTS INTO

THEIR SCHOOLS. AND IT'S A TRAVESTY.

AND THE PARENTS ARE DESPERATE.

AND SO TO SEE OUR KIDS HAVE THE CHOICE, THE PARENTS TO HAVE A CHOICE, THE BEGINNING OF THE SCHOOL YEAR IS TREMENDOUS.

I HAVE A SENIOR IN HIGH SCHOOL.

SHE'S CHOSEN TO GO DVA AND I'VE HAD THE OPPORTUNITY TO SEE WHAT A DVA CLASS LOOKS LIKE FROM THE STUDENTS PERSPECTIVE.

AND IT'S JUST A BUNCH OF BLANK SCREENS.

AND I CAN'T IMAGINE BEING A TEACHER ON THE OTHER SIDE, HAVING TO, ONE, TEACH TO THE KIDS THAT ARE IN THE ROOM AND THEN TEACH TO A BUNCH OF BLANK SCREENS.

AND I THINK WE'VE ALL EXPERIENCED ZOOM MEETINGS WHERE YOU DON'T SEE ANY FACES AND YOU'RE NOT GETTING MUCH INTERACTION BACK.

AND THEY HAVE TO DEAL WITH THAT CLASS AFTER CLASS AFTER CLASS EVERY SINGLE DAY.

AND THEN IF YOU GO TO THE MIDDLE SCHOOL AND SECONDARY SCHOOLS AND PRIMARY SCHOOLS, SAME SITUATION, A LITTLE BIT DIFFERENT, MORE KIDS IN CLASS.

BUT, YOU KNOW, THERE HAVE MASKS, THEY HAVE PARTITIONS, THEY HAVE PARTITIONED THEMSELVES IN CLASS. THERE'S VERY SPECIFIC PATTERNS ON HOW THEY CAN MOVE.

IF THERE'S A KID THAT'S TRACED TO COVID, THE PROCESS THAT YOUR ADMINISTRATION GOES THROUGH TO TRACE IT ALL THE WAY BACK AND ADMINISTER THAT IS TREMENDOUS.

AND SO MY WIFE HAS VOLUNTEERED AS A SUBSTITUTE TEACHER THIS YEAR.

THE EXERCISE THAT IT TAKES TO BECOME A STUDENT TEACHER IN OUR SYSTEM IS TREMENDOUS.

AND THAT'S A TESTAMENT TO THE EXPECTATIONS THAT WE PUT ON OUR TEACHERS.

AND SO I KNOW THAT THE DISTRICT IS DESPERATE FOR MORE SUBSTITUTE TEACHERS.

AND SO THIS IS MY PLUG.

IF YOU HAVE THE ABILITY AND THE TIME, PLEASE STEP UP AND DO SO.

BUT REALLY, THE HATS OFF TO THE TO ALL THE ADMINISTRATORS AND ALL THE TEACHERS FOR JUST DOING A JOB THAT THEY NEVER THOUGHT THEY'D EVER HAVE TO DO.

AND I CAN SAY THAT THERE'S A A LINE OF THE THROUGH LINE TO ME, ENDING UP HERE IS A BEGINS WITH ME SENDING A LETTER, AN EMAIL TO A SCHOOL BOARD MEMBER, DAVE ALMAND, WHERE I SAID I WOULD DO ANYTHING I CAN TO SUPPORT THE KIDS IN THIS DISTRICT BECAUSE I'M ALL ABOUT KIDS, FAMILIES AND BUSINESSES.

ONE THING AND I KNOW YOU KNOW THIS, I MEAN, FOR ALL THE CHALLENGES THAT THIS COMMUNITY IS ONGOING, THE POINT I WAS MAKING IS, YOU KNOW, SOUTHLAKE'S NOT BROKEN.

AND I KNOW YOU'RE NOT HERE TO FIX IT.

WELL, IT'S NOT A JOKE, MY GRANDKIDS WILL BE RAISED IN SOUTHLAKE BECAUSE I'M GOING TO BE HERE IN SOUTHLAKE. SO YESTERDAY WE'RE SITTING MARTIN LUTHER KING DAY AND TALKING TO MY DAUGHTERS. WE'RE HAVING DINNER, BRUNCH, AT LUNCH, ACTUALLY, AND WE JUST TALKING ABOUT WHAT IT'S WHAT IT'S LIKE FOR THEM IN SCHOOL NOW.

THEY LOVE IT. THEY LOVE THIS COMMUNITY AND WHAT IT'S LIKE WHAT IT'S GOING TO BE, WHAT THEIR EXPECTATIONS ARE WHEN THEIR KIDS ARE IN SCHOOL 30 YEARS FROM NOW, BY THE WAY, WHEN THEIR KIDS ARE IN SCHOOL HEAR IN, CARROLL, AND THAT THEY WOULD WANT THEIR KIDS TO HAVE THE SAME EXPERIENCES.

I SAY THAT BECAUSE I THINK THAT OFTEN GETS LOST IN SOUTHLAKE.

THAT YOU KNOW, YOU HEAR ALL THIS, QUOTE UNQUOTE, BAD NEWS AND YOU HEAR THAT BECAUSE YOU PAY ATTENTION TO THE BAD NEWS.

I DON'T BECAUSE I DON'T SPEND A LOT OF TIME ON SOCIAL MEDIA.

I TRY TO SPEND MORE TIME TALKING TO PEOPLE.

AND WHAT YOU FIND IS MOST OF US AGREE WE JUST DON'T TALK TO ONE ANOTHER.

JANUARY 9TH WAS THE OFFICIAL DAY.

IT WAS NATIONAL LAW ENFORCEMENT APPRECIATION DAY.

OF COURSE, WE DIDN'T HAVE A COUNCIL MEETING THAT DAY, SO WE WANTED TO TAKE THIS UP THIS EVENING. IT'S JUST A REALLY GOOD OPPORTUNITY TO TALK ABOUT THE GREAT THINGS THAT OUR LAW ENFORCEMENT OFFICERS IN SOUTHLAKE IN THOSE AROUND THE COUNTRY DO EVERY DAY.

THIS APPRECIATION DAY BEGAN IN 2015, AND SINCE THAT TIME IT'S BEEN USED AS A WAY TO NOT ONLY RECOGNIZE THEIR GOOD WORK, BUT ALSO TO EXPRESS APPRECIATION FOR WHAT THEY DO AND ALSO TO APPRECIATE THE CIVILIAN STAFF THAT SUPPORT THEM IN THEIR EFFORTS.

YOU CAN SEE ON THIS PAGE, ON THIS SLIDE, THE MANY ASPECTS OF OUR POLICE DEPARTMENT'S STRUCTURE AND THE SERVICES THAT THEY PROVIDE.

AND WHAT'S REALLY GREAT ABOUT WORKING IN SOUTHLAKE IS THAT ALTHOUGH THERE ARE VERY REAL, VERY SIGNIFICANT LAW ENFORCEMENT ISSUES THAT THEY HAVE TO CONFRONT, THEY ALSO HAVE THE OPPORTUNITY TO BE REALLY ENGAGED WITH OUR COMMUNITY, WORK CLOSELY.

AS EVERYONE KNOWS, WE HAVE SCHOOL RESOURCE OFFICERS IN SCHOOL.

WE HAVE A VERY ROBUST PUBLIC EDUCATION PROGRAM.

OUR OFFICERS ARE ABLE TO BE OUT IN THE COMMUNITY.

THEY'RE ABLE TO DO A REALLY GOOD JOB WITH THEIR INVESTIGATIONS AND INTERACTING WITH THE PUBLIC. AND THEN, OF COURSE, WE ARE ABLE TO MAINTAIN OUR ACCREDITATION.

SO I FEEL LIKE WE'RE VERY BLESSED IN SOUTHLAKE, TO HAVE A TOP NOTCH DEPARTMENT MADE UP OF TOP NOTCH PEOPLE JUST BY WAY OF CONTEXT, YOU CAN SEE ON THE SLIDE THE BUDGET THAT GOES

INTO MAKING THE DEPARTMENT OF REALITY, THE CRIME CONTROL AND PREVENTION DISTRICT HAS BEEN A VERY GOOD WAY FOR US TO MAKE SURE THAT NOT ONLY WE ARE ABLE TO MAINTAIN SCHOOL RESOURCE OFFICERS, BUT THAT WE'RE ALSO ABLE TO PURCHASE THE NEEDED EQUIPMENT AND OUTFIT THEM IN SUCH A WAY THAT THEY'RE ABLE TO DO THEIR JOBS AND TO BE FULLY ENGAGED WHILE THEY'RE DOING IT. IT WOULD BE REALLY GREAT IF WE HAVE THE TIME TO GO THROUGH ALL THE FY 20 PROOF OF PERFORMANCE, ALL OF THEIR RESULTS THAT THEY GOT.

BUT I THINK THE PROOF IS IN THE PUDDING.

WHEN YOU SEE THAT WE MAINTAIN RELATIVELY LOW VIOLENT CRIME RATES AND PROPERTY CRIME RATES, THAT WE HAVE BEEN ABLE TO MAINTAIN OUR ACCREDITATION FOR 20 YEARS AND NOW SIT AT THE TOP TIER OF LAW ENFORCEMENT AGENCIES IN THE COUNTRY WITH THE GOLD STANDARD ACCREDITATION THAT REALLY, I THINK IS A GOOD WAY OF SUMMARIZING WHERE WE ARE AS A DEPARTMENT. AND TO CHIEF BRANDON'S CREDIT, OUR POLICE DEPARTMENT EMPLOYEE ENGAGEMENT HAS STEADILY RISEN OVER THE PAST FIVE YEARS.

AND WHEN I SAY STEADILY, I SAY AT A SHARP INCREASE BECAUSE WE'VE GONE FROM THE 25TH PERCENTILE TO THE 93RD PERCENTILE UNDER HIS LEADERSHIP.

WHAT DOES THAT MEAN? IT MEANS OUR POLICE DEPARTMENT EMPLOYEES ARE FULLY ENGAGED.

THEY'RE USING THEIR DISCRETIONARY EFFORT EVERY DAY TO MAKE THINGS WORK WELL AND TO SERVE THIS COMMUNITY. YOU MAY HAVE SEEN A RECENT TWEET THAT MAYBE THIS WAS TODAY, I DON'T REMEMBER, BUT WE WERE RECENTLY NAMED AS ONE OF THE SAFEST SMALL CITIES IN THE COUNTRY.

IN FACT, THE CITY OF SOUTHLAKE WAS NUMBER 22 ON THE LIST, THE HIGHEST IN THE NORTH TEXAS AREA. SO THAT IS ANOTHER WAY, I THINK, OF GAUGING HOW WELL WE DO.

BUT IT'S ALL IT'S NOT ALL SERIOUS.

WE HAVE PUGSLEY, OF COURSE, SO WE DO SAVE BEAVERS WHEN THEY'RE NEEDED TO BE SAVED.

AND WE JUST HAVE, I THINK, STRUCK A VERY GOOD BALANCE BETWEEN TAKING CARE OF THE SERIOUS BUSINESS OF LAW ENFORCEMENT, BUT ALSO BEING THE LIVING, BREATHING AMBASSADORS OF THE CITY OUT WHEN THE PUBLIC NEEDS US THE MOST.

THIS EVENING, WE HAVE OUR COMMAND STAFF HERE.

YOU WERE ALREADY DOING THE JOB.

BUT WHAT WE HAD TO DO WAS TELL THE COMMUNITY THAT YOU WERE DOING THE JOB.

I'M SO PROUD OF THE THINGS WE'VE GONE THROUGH IN THIS COMMUNITY OVER THE LAST SEVERAL YEARS AND HOW THEY'VE BEEN HANDLED BY THE DEPARTMENT.

I'M VERY PROUD THAT WHEN WHEN CHIEF WAS OUT AND COULDN'T BE HERE WITH US, THAT ASSISTANT CHIEF CASEY TOOK THE HELM AND THAT ALL OF YOU STEPPED UP AND NO ONE FROM THE OUTSIDE LOOKING IN, NO ONE KNEW THAT THE CHIEF WAS GONE.

AND THAT SPEAKS VOLUMES ABOUT HIM AND ABOUT HIS DEPARTMENT AND ALL AT EACH AND EVERY ONE OF YOU. AND SO I JUST WANT TO TELL YOU, I MEAN, I WILL THINK OF YOU ALWAYS, EXCEPT WHEN SOMEBODY STOPS ME, USUALLY THE MOTORCYCLE COP NOT.

I WON'T CALL OUT ANY NAMES BECAUSE I WAS SPEEDING ON THE ACCESS ROAD.

AND I AM ALWAYS AMAZED AT THE QUALITY OF MEN AND WOMEN WE HAVE.

AND I THINK THAT'S A TESTAMENT TO THE GREAT LEADERSHIP THEY HAVE CHIEF BRANDON AN ASSISTANT CHIEF CASEY ARE JUST PHENOMENAL PEOPLE AND THE PEOPLE THAT THEY HIRE OF THE

WHEN I WAS RUNNING FOR OFFICE, I ALWAYS REFERENCE THE POLICE DEPARTMENT AND MY SUPPORT FOR THEM. AND OCCASIONALLY I GET PEOPLE THAT WOULD CHALLENGE THAT AND WE'D HAVE A PRIVATE CONVERSATION. BUT RECENTLY, A RESIDENT BROUGHT UP TO ME IN A PRIVATE MEETING, YOU KNOW, YOU ALWAYS STICK UP FOR THE POLICE DEPARTMENT.

YOU KNOW, HOW CAN HOW CAN YOU SAY THAT? HOW CAN YOU SO STRONGLY DEFEND THEM? AND I SAY, BECAUSE I KNOW MANY OF THESE PEOPLE AND I KNOW THE QUALITY OF THE PEOPLE THAT WE HIRE AND HE SAID, WELL, WHAT DATA DO YOU HAVE? AND I MADE HIM AWARE OF A REPORT THAT WAS PUBLIC.

AND HE EMAILED ME BACK LATER AND SAID, YOU KNOW, I'VE NEVER HAD AN ISSUE WITH THE POLICE DEPARTMENT HERE. AND I JUST WANTED TO MAKE SURE THAT, YOU KNOW, THAT THERE WAS SOME DATA TO BACK THAT UP. BUT I ENJOY LIVING IN A COMMUNITY WHERE WHEN I SEE THE MEN AND WOMEN IN UNIFORM, I KNOW THEY'RE HELPING.

THEY'RE NOT JUST PULLING SOMEBODY OVER BECAUSE THEY'RE SPEEDING.

I'M 90 PERCENT OF THE TIME I SEE THEM ACTUALLY INVOLVED IN A MEANINGFUL INTERACTION WHERE THEY'RE TRYING TO PREVENT SOMETHING FROM HAPPENING.

SO I LOVE THIS POLICE DEPARTMENT AND I LOVE THE WORK THAT YOU GUYS DO TO KEEP MY BABY SAFE. SO THANK YOU.

THEY WON A FREE AND FAIR ELECTION BY A SIGNIFICANT MARGIN OF OVER SEVEN MILLION POPULAR VOTES AND THE SAME LANDSLIDE ELECTORAL COLLEGE VOTE AS DID THE OUTGOING PRESIDENT IN 2016. NUMEROUS COURTS, LED BY JUDGES OF DIVERGENT BACKGROUNDS, HAVE UNANIMOUSLY VERIFIED THAT THERE'S INSIGNIFICANT EVIDENCE OF FRAUD OR ILLEGAL ACTIVITY TO OVERTURN THIS ELECTION. FURTHERMORE, THE COUNCIL SHOULD DENOUNCE THE SEDITIOUS INCITEMENT OF INSURRECTION THAT TOOK PLACE JANUARY 6TH.

SUCH ATTACKS ON OUR CAPITAL, OUR NATIONAL CENTER OF GOVERNMENT AGAINST OUR DULY ELECTED REPRESENTATIVES AND AGAINST THE CONSTITUTION OF THE UNITED STATES OF AMERICA ARE DESPICABLE. THE TRAITORS WHO CARRIED OUT AND OR GAVE DIRECT OR INDIRECT ENCOURAGEMENT OR SUPPORT TO SUCH ACTORS MUST BE PROSECUTED TO THE FULL EXTENT OF THE LAW.

SO THE USES PROPOSED ARE CONSISTENT WITH THAT.

THE COMP PLAN ALSO IN TERMS OF HOTEL USES, DOES PROVIDE SOME LANGUAGE THAT INDICATES THAT THESE HOTELS SHOULD BE FULL SERVICE HOTELS, THAT MARKET DRIVEN LOCATIONS PRIMARILY WITHIN THE 114 CORRIDOR.

THEY INCLUDE THE TABLE SERVICE RESTAURANT DIRECTLY ATTACHED TO THE HOTEL AND THEN LISTS SOME OTHER AMENITIES INCLUDED.

IN ADDITION, YOUR PLAN SPEAKS TO THE RESTAURANT AND SPECIALTY RETAIL OVERLAY AREA, AND I WON'T GO INTO DEPTH, BUT YOU CAN SEE THE RECOMMENDATIONS ASSOCIATED WITH THOSE TYPES OF RESTAURANTS. THIS PARTICULAR PROPERTY IS DESIGNATED WITHIN THAT RESTAURANT SPECIALTY RETAIL OVERLAY AREA SHOWN ON THE UPPER PORTION OF THE SLIDE.

AND YOU MAY RECALL WHEN WE WERE AT THE MARK IN DECEMBER, WE HAD A REVIEW OF THIS ITEM AND YOU PROVIDED SOME INPUT TO THE APPLICANT AND THE APPLICANT HAS RESPONDED WITH SOME CHANGES. FIRST, YOU REFERENCED THE SOUTHWEST MEADOW DESIGN THAT WAS DISCUSSED.

AS YOU RECALL THIS CASE HAS BEEN THROUGH COUNCIL MANY TIMES.

AND YOU SPOKE TO THE HODGES PLAN OR THAT WAS DISCUSSED IN THE HODGES PLAN.

AND WHILE WE HAVE NOT OBTAINED A COPY OF THAT, THE THE OPINION HAS TAKEN SOME OF THOSE CONCEPTS. THE HOTEL HAS BEEN REDUCED FROM THIRTY SEVEN THOUSAND EIGHT HUNDRED TWENTY SQUARE FEET TO THIRTEEN THOUSAND FIVE HUNDRED FIVE SQUARE FEET, A REDUCED ON THE FLOORS FROM SIX TO FIVE.

PARKING WAS REDUCED FROM 250 TO 233.

OPEN SPACES INCREASED FROM 27 TO 35 PERCENT.

AND THEN THE SITE PLAN DOES SHOW SOME OPEN SPACE AREAS THAT ARE PROVIDED IN BETWEEN HOTEL AND THE OUT PARCELS.

THE DESIGN OF THE HOTEL LOOKS LIKE A RESIDENTIAL PRODUCT.

THE RESTAURANT PAD SITE, MAYBE BEFORE WAS MAYBE MORE CONDUCIVE TO WHAT THE COUNCIL WAS LOOKING FOR. AS MENTIONED, THE NUMBER OF HOTEL ROOMS WAS DECREASED, THE STORIES WERE DECREASED, THE ELEVATIONS AND PERSPECTIVE RENDERINGS WERE NOT PROVIDED WITH THE SUBMITTAL, WHICH IS A REQUIREMENT OF A SITE PLAN.

SO AT SOME POINT, YOU KNOW, IF THIS IS TABLED, THAT IS SOMETHING THAT NEEDS TO BE SUBMITTED AT SOME POINT DURING THIS PROCESS.

THE PLAN NEEDS MORE OUTDOOR PATIO SPACE.

THE OUT PARCEL LOT THAT'S PREVIOUSLY SHOWN ON A 9000 SQUARE FOOT.

NOW THERE'S TWO 5000 SQUARE FOOT BUILDINGS WITH A PATIO SPACE IN BETWEEN THEM.

AND THEN THE DRIVEWAY AND THE PARKING BEHIND THE HOTEL THAT WAS BETWEEN THE HOTEL AND THE CREEK HAS BEEN REMOVED.

AND THERE'S A POOL AREA AND AN OUTDOOR AREA THAT FRONTS ONTO THE CREEK.

THIS IS THE REVISED CONCEPT PLAN THAT'S GOING TO BE BEFORE YOU THIS EVENING.

SO WHAT IS BEING RUN THROUGH IN THIS OPTION IS A SITE PLAN FOR THE HOTEL AND THEN A CONCEPT PLAN FOR THE OUT PARCELS OR THE REMAINDER OF THE PROPERTY.

SO THIS IS A SIDE TO SIDE RENDERING OR ILLUSTRATION OF THE PLAN THAT YOU SAW IN DECEMBER. THE TREE PRESERVATION WENT FROM SEVEN POINT SIX PERCENT TO 14.46 PERCENT.
