FIRST ITEM IS CASE ZA 20-0019, WHICH IS A VARIANCE FOR THE IL CALBRESE RESTAURANT LOCATED AT THE INTERSECTION OF EAST STATE HIGHWAY 114 AND STATE STREET, ITS ADDRESS IS 1281 EAST STATE HIGHWAY 114.

AERIAL VIEW OF THE RESTAURANT SITE AND EXHIBIT SHOWING LOCATION OF THE TWO SIGNS THAT ARE BEING REQUESTED TO BE REPLACED WITH NEW SIGNS, BOTH OF THE PREVIOUS SIGNS WERE APPROVED UNDER A VARIANCE, AND THE REPLACEMENT SIGNS LIKEWISE REQUIRE VARIANCES IN ORDER FOR THEM TO SWITCH THOSE OUT. THIS IS ON THE EAST SIDE OF THE BUILDING FACING STATE STREET.

THE REQUEST IS BOTH FOR THE LOCATION OF THE SIGN, WHICH IS CONSIDERED AN UPPER STOREY SIGN, AS WELL AS THE SIZE OF THE OF THE SIGN AND AND LETTER HEIGHT AS WELL.

THE REPLACEMENT SIGN WOULD CHANGE THE CONTENT OR TEXT OF THE SIGN FONT AND WOULD BE A DIFFERENT STYLE OF CHANNEL CUT LETTERING.

IT'S GOT A VINYL TYPE STRIPING ON EACH OF THE LETTERS.

AND THIS IS A EXHIBIT OF WHAT THE PERCEIVED NIGHTTIME VIEW WOULD BE, IT WOULD ALLOW SOME HALO LIGHTING FROM THE BACKSIDE OF THE SIGN AS WELL AS SOME VISIBLE LIGHT COMING THROUGH THE LETTER ITSELF.

THIS IS JUST A TECHNICAL DETAIL OR EXAMPLE OF THE LETTER TYPE.

FOR THE NORTH SIGN REPLACEMENT ON THE LEFT HAND CORNER, LOWER CORNER IS THE EXISTING SIGN, THE APPLICANT'S PROPOSING TWO OPTIONS.

THE PREFERRED OPTION IS OPTION A, WHICH WOULD REPLACE THIS ROOFTOP MOUNTED SIGN

RIGHT, LOWER RIGHT HAND CORNER WOULD BE NIGHT TIME VIEW OF THAT SIGN.

AND OPTION B WOULD BE REPLACEMENT OF THE EXISTING SIGN WITH THE SIGN YOU SEE ON THE REMAINING PORTION OF THE SLIDE.

THIS IS A COMPARISON OF THE REPLACEMENT SIGNS WITH THE CITY'S STANDARD SIGN REGULATIONS AND THE ITEMS IN RED SHOW THE PORTIONS THAT DO NOT COMPLY WITH CITIES REGULATIONS FOR THE EAST FACADE SIGN WOULD BE REQUESTING AN UPPER STOREY SIGN, IT'S EXCEEDING THE MIDDLE 75 PERCENT OF THE FACADE PLANE THAT IS BEING PLACED UPON A LARGER THAN PERMITTED LETTER HEIGT BASED ON ITS DISTANCE FROM THE STREET.

AND THEN LARGER THAN PERMITTED SIGN AREA DUE TO THE BACKER PLATE FOR WHICH THE CHUNK CUT LETTERS HAVE BEEN PLACED UPON.

FOR THE NORTH FACADE ROOFTOP MOUNTED SIGN, IT WOULD BE A ROOF MOUNTED SIGN, WHICH IS NOT PERMITTED IN THE ORDINANCE, BACKER PLATE AND THEN BEING OFFSET OUTSIDE OF THE MIDDLE, 75 PERCENT OF THAT PARTICULAR FACADE PLANE ALSO LETTER HEIGHT IN EXCESS OF WHAT'S PERMITTED.

OR THE OPTION B SIGN, IT WOULD BE ONCE AGAIN ROOFTOP MOUNTED SIGN AND THEN BEING OFFSET OUTSIDE OF THE MIDDLE, 75 PERCENT OF THE FACADE PLANE THAT IT'S BEING PLACED UPON.

THIS IS A COMPARISON BETWEEN THE EXISTING SIGN BEING REPLACED AND THE NEW PROPOSED SIGNS.

THE BUSINESS ITSELF HAS SEEN A CONSIDERABLE DECLINE IN BUSINESS DUE TO THE COVID AND THE OTHER MANY ISSUES.

AND IF IT WASN'T FOR OWNERSHIP OWNING THE PROPERTY AND THE BUILDING, WE WOULD HAVE CLOSED PROBABLY LAST YEAR, BRINGING ME ON IN JULY.

I'VE BEEN ABLE TO DO SOME ACTIVATIONS.

WE'VE PARTNERED WITH LOCAL CHARITIES LIKE KIDS MATTER INTERNATIONAL, AND WE'VE BEEN ACTUALLY BEEN ABLE TO GENERATE BETTER REVENUE THAN LAST YEAR.

AND JUST THE LAST QUARTER WE'VE DEFINITELY SEEN AN UPTICK.

AND ONE OF THE FINAL PIECES OF THE PUZZLE IS THE REBRAND OPPORTUNITY TO BECOME JUST CALABRESE. THAT'S WHAT EVERYBODY CALLS IT ANYWAY, FROM A ONLINE PRESENCE THAT ALLOWS US TO GO UP A FEW NOTCHES ALPHABETICALLY.

ALSO A LITTLE EASIER FOR PEOPLE TO I THINK IT'S MORE APPROACHABLE.

AND THEN MORE IMPORTANTLY, YOU KNOW, JUST IT WILL COMPLEMENT WHAT WE'VE DONE TO THE INTERIORS. WE SPENT QUITE A BIT MONEY REMODELING.

WE'VE TAKEN A LOT OF THE OVERLY DRAMATIC ELEMENTS FROM THE DINING ROOM AND HAVE BROUGHT A LITTLE MORE COMFORTABLE SEATING.

THE MENU ITSELF IS VERY MUCH MORE APPROACHABLE.

AND WE'VE ACTUALLY SEEN FOLKS COMING NOW IN INSTEAD OF JUST FOR BIRTHDAYS AND HOLIDAYS ARE COMING IN ON A REGULAR BASIS.

SO WE'VE BEEN VERY FORTUNATE FOR THE BUSINESS WE HAVE.

HOWEVER, WITH THIS, I FEEL THIS, COMBINED WITH THE WEBSITE THAT I'VE DEVELOPED, WILL HAVE ALSO AN E-COMMERCE ELEMENT TO IT.

WE'RE GOING TO DO SOME RETAIL PRODUCTS WITH IT.

I FEEL LIKE YOU ADD ALL THESE ELEMENTS TO THIS BUSINESS AND I FEEL LIKE IT DEFINITELY WILL HAVE A FUTURE HERE IN SOUTHLAKE.

NUMBER 2, NOT SOMETHING YOU OFTEN HEAR UP HERE ARE 16 INCH LETTERS WITH A REBRANDED NAME LARGE ENOUGH TO REALLY GIVE THE IMPACT SINCE YOU'RE GOING FROM WHAT WAS ESSENTIALLY A THIRTY FOUR INCH HIGH LOGO ON THE UPPER STOREY TO A 16 INCH HIGH? WE THINK SO. WE THINK THAT WITH THE HALO LIGHTING AND, YOU KNOW, WITH THE WAY THAT THE SUN HITS THAT BUILDING, WE FEEL LIKE IT'LL SHOWCASE PRETTY WELL.

AND THE REASON THAT WE DID SUCH A LARGER BACK PLATE WAS WE WANTED TO MAKE SURE THAT WE'RE GOING TO REPAIR THE FACADE OF THE BUILDING.

HOWEVER, TO GET IT TO MATCH COMPLETELY BECAUSE OF THE WORN CONCRETE AND THE YOU KNOW, THE FACADE, THE STUCCO, WE WANTED TO MAKE SURE WE COVERED UP ANY OF THOSE PENETRATIONS SO THAT IT WAS A VERY CLEAN LOOK, BECAUSE THE IDEA IS THAT IT'S CLEAN AND MODERN.

BUT WE'VE TAKEN A LOOK AT IT ON SEVERAL OCCASIONS, SEVERAL DIFFERENT ANGLES.

AND WE FEEL THAT IT'S THE RIGHT MOVE.

I JUST GET A LITTLE BIT CONCERNED ABOUT 16 INCHES BEING NOT TALL ENOUGH TO BE VISIBLE AND ACCOMPLISH WHAT YOU WANT TO ACCOMPLISH.

BUT MAYBE THAT'S JUST ME.

I UNDERSTAND THAT IF YOU INCREASE THE HEIGHT, YOU INCREASE THE WIDTH TO KEEP THE SCALE OF THE BRAND THAT YOU'RE LOOKING AT.

AND JUST AS A COMMENT, OPTION B LOOKS TO ME TO BE A FAR BETTER OPTION THAN OPTION A FOR THE NORTH SIDE. I WOULD AGREE.
