AND ALLIANCE FOR CHILDREN, ARE YOU HERE TONIGHT [INAUDIBLE].

DO YOU WANT TO GO AHEAD AND COME ON DOWN? AND WHY DON'T YOU TELL US A LITTLE BIT ABOUT WHAT YOU DO AND WHAT'S HAPPENING IN TARRANT COUNTY AND THEN WE WILL COME DOWN AND TAKE A PICTURE.

WELL, THANK YOU SO MUCH FOR HAVING ME AND THANK YOU FOR, AS YOU SAID, MAYOR HILL, EVERY YEAR REALLY TAKING TIME TO ACKNOWLEDGE THE REALITY OF WHAT OUR KIDS ARE FACING RIGHT NOW.

AS YOUR CHILDREN'S ADVOCACY CENTER, WE SERVE ALL OF TARRANT COUNTY AND WE HAVE BEEN A PARTNER WITH SOUTHLAKE AT THIS POINT FOR OVER 20 YEARS.

WE PARTNER WITH YOUR POLICE DEPARTMENT UNDER THE LEADERSHIP OF CHIEF BRANDON TO WORK CRIMES AGAINST CHILDREN CASES.

SO WE KIND OF INTERVENE AND KIND OF FIND OUR SWEET SPOT, IF YOU WILL, WHEN CHILDREN HAVE A PROTECTION ISSUE THAT BRINGS CHILD PROTECTIVE SERVICES TO THE TABLE, BUT ALSO BRINGS CRIMINAL POTENTIAL INTERVENTION AS WELL TO THE TABLE.

SO WE ARE PARTNERING WITH YOU IN WORKING WITH KIDS THAT HAVE BEEN A VICTIM OF CHILD SEXUAL ABUSE, SEVERE PHYSICAL ABUSE.

WE WORK ALL CHILD FATALITIES IN TARRANT COUNTY AND REALLY AIM TO CREATE A MULTIDISCIPLINARY TEAM APPROACH TO THOSE CASES.

THE REALITY IS WHEN OUR KIDS FIND OURSELVES IN THOSE SITUATIONS, THEY DON'T NEED JUST ONE. THEY OFTEN NEED MULTIPLE.

AND WHAT DOES IT LOOK LIKE WHEN THOSE PROFESSIONALS COME AROUND THE TABLE AND SAY, WE'RE EACH GOING TO GIVE A LITTLE FOR THE BEST INTERESTS OF THAT CHILD? AND SOMETIMES THAT MEANS IT'S NOT IN THE BEST INTERESTS OF OUR CASE, BUT WE'RE ALWAYS PUTTING WHAT'S IN THE BEST INTERESTS OF THAT CHILD FORWARD.

AND THAT'S WHAT YOUR POLICE DEPARTMENT DOES WITH US DAY IN AND DAY OUT.

THEY ARE EXCEPTIONAL IN OUR WORK AND IT IS AN HONOR TO WORK WITH THEM.

IT'S AN HONOR TO SERVE YOUR KIDS.

I LOOK FORWARD TO THE DAY WHERE WE CAN SAY WE'RE DONE, AND YET THAT'S NOT TODAY.

WE'VE NAVIGATED SOME THINGS THIS YEAR THAT I'M IN MY 20 PLUS YEAR HISTORY I'VE NEVER SEEN. SO I'M READY FOR US TO GET ON THE OTHER SIDE OF THIS PANDEMIC FOR LOTS OF REASONS, BUT FOR THE SAFETY OF OUR KIDS, THEY REALLY NEED US.

SO THANK YOU FOR WORKING TOWARDS THAT.

WE KNOW IT TAKES A VILLAGE AND THANK YOU FOR HONORING THIS IS CHILD ABUSE PREVENTION MONTH. SO WITH THAT, I'LL STOP.

NO, THANK YOU. RATHER THAN READ THE PROCLAMATION BECAUSE IT'S A LOT OF WHEREAS AND WHO AS I'D RATHER ASK YOU A COUPLE OF QUESTIONS, BECAUSE I KNOW IT'S BEEN REALLY HEAVY ON MY HEART BECAUSE I THINK THERE ARE A LOT OF KIDS THAT ARE REALLY SUFFERING BECAUSE OF COVID, BECAUSE OF THEIR FAMILIES CHANGING CIRCUMSTANCES.

MARRIAGES ARE HAVING YOU KNOW, A LOT OF PEOPLE ARE IN SEVERE MARITAL ISSUES THAT AFFECT CHILDREN. PEOPLE ARE HAVING TO USE THEIR SAVINGS TO PAY BILLS, WHICH PUTS TREMENDOUS STRESS ON THE MAKEUP OF THE FAMILY.

WHAT'S THE I KEEP WONDERING, WHAT IS THE OUTLOOK FOR THE NEXT TWO YEARS FOR OUR CHILDREN AS THEY COME OUT OF THIS SITUATION? AND, YOU KNOW, EVEN I MEAN, I DON'T MEAN TO BE JUDGMENTAL, BUT I WILL BE BECAUSE I AM.

BUT I LOOK AT PEOPLE WHO HAVE THROUGH NO FAULT OF THEIR OWN OR HAVE BECOME OBSESSIVE AND FEARFUL OVER COVID AND WHAT THEIR CHILDREN TOUCH AND WHO THEIR CHILDREN GO NEAR.

AND THERE ARE FAMILIES THAT THEIR CHILDREN HAVEN'T BEEN AROUND ANOTHER CHILD IN TWELVE MONTHS.

YEAH, THE SOCIAL IMPLICATIONS OF THAT ABSOLUTELY AFFECT OUR KIDS AS THEY GO BACK TO SCHOOL, THEIR MENTAL HEALTH NEEDS.

YOU KNOW, WHEN YOU LOOK BACKWARDS FIRST TO KIND OF ANSWER THAT WITHIN THE FIRST THIRTY DAYS OF OUR SHELTER AT HOME ORDER HERE IN TARRANT COUNTY, ALLIANCE FOR CHILDREN HAD FOUR CHILD HOMICIDES AND ALL OF THEM WERE DIRECTLY RELATED TO INCREASED STRESS IN THE HOME.

HEIGHTENED TRIGGERS, JUST FAMILY DYNAMICS, AS YOU ALLUDED TO, THAT HAD DRASTICALLY CHANGED. WE THAT DOESN'T EVEN ADDRESS THE INCREASE IN PHYSICAL ABUSE CASES THAT WE RESPONDED SO LIKE BROKEN BONES, HEAD INJURIES, THINGS OF THAT NATURE.

LOOKING BACK, LAST YEAR, WE HAD A FIFTY ONE PERCENT INCREASE IN KIDS THAT WITNESSED A VIOLENT CRIME IN THEIR HOME.

WE HAD A TWENTY EIGHT PERCENT INCREASE IN PHYSICAL ABUSE CASES THAT WE WORKED.

AND AGAIN, WE DON'T WORK ALL OF THEM.

WE JUST WORK THE ONES THAT REALLY REQUIRE BOTH SIDES OF THAT CRIMINAL JUSTICE AND CHILD PROTECTION. AND SO ALL THAT TO SAY OUR KIDS ARE ABSOLUTELY FEELING THE EFFECTS OF OUR COMMUNITY, OUR FAMILY, OUR PANDEMIC DYNAMICS, ALL OF THE ABOVE.

I AM OPTIMISTIC THAT AS WE TURN TO THE FALL, OUR KIDS ARE GOING TO FULLY GET BACK TO IN PERSON. I KNOW A LOT OF SCHOOLS ALREADY HAVE THAT OPTION, AND YET WE ALSO SEE A LOT OF FAMILIES THAT ARE STILL OPTING TO STAY AT HOME, BUT WHEN A KID SITS IN YOUR FORENSIC INTERVIEW CHAIR AND WHEN YOU ASK WHEN DID THIS START? AND THEY LITERALLY DRAW TO THE DO YOU REMEMBER THE TIME WHEN WE NEVER WENT BACK AFTER SPRING BREAK? YEAH.

AND IT I MEAN, IT KICKS YOUR GUT, YOU KNOW, JUST TO SAY, GOSH, WE'VE GOT TO GET PROTECTIVE ADULTS BACK IN OUR KIDS LIFE.

WE'VE GOT TO LAYER THAT.

AND IT'S NOT JUST ABOUT TEACHERS.

IT'S ABOUT PASTORS AND YOUTH GROUP LEADERS AND SOCCER COACHES AND ALL THE LAYERS OF PROTECTIVE ADULTS OUR KIDS HAVE ACCESS TO IT BECAUSE WITH THAT COMES DIFFERENT SOCIAL WINDS, YOU KNOW, SOCIAL INTERACTIONS THAT I THINK WE'RE MISSING RIGHT NOW.

THOSE ARE OUTLETS BOTH FOR THE KID, BUT I'M A MOM OF TWO.

IT'S AN OUTLET FOR ME TO, YOU KNOW, SO I THINK FOR OUR MENTAL HEALTH AS A PARENT, AS OUR MENTAL HEALTH FOR OUR KIDS, THOSE ARE THINGS THAT WE'RE MISSING.

WE NEED TO RELEASE THE FEAR, LIKE YOU MENTIONED.

I MEAN, THAT'S A MENTAL HEALTH INDICATOR OR CAN BE, YOU KNOW THAT THE LONGER WE CARRY THAT. SO I THINK ALL OF US IN THE CHILD WELFARE LANE ARE SCREAMING FOR THE DAY THAT WE CAN TOTALLY BE BACK TO NORMAL BECAUSE WE THINK IT'S WHAT THE RIGHT CHOICES FOR OUR KIDS FOR A MYRIAD OF REASONS.

YEAH, ALL OF US WONDERING IF COMMUNITIES DON'T NEED TO DO A CALL TO ACTION.

AND WELL, AS WE COME OUT OF THIS, YOU KNOW, I'VE BEEN HERE LONG ENOUGH TO HAVE GONE THROUGH YEARS AND CHIEF KNOWS WHERE WE'VE HAD FOUR CHILDREN IN OUR COMMUNITY KILLED THEMSELVES IN ONE SCHOOL YEAR.

WE HAVE WE'VE HAD NUMEROUS CASES OF CHILDREN THAT COME HOME FROM COLLEGE AND HAVE COMMITTED SUICIDE, NOT TO MENTION ALL THE ATTEMPTED SUICIDES.

AND I FEEL LIKE IT'S WE'RE A TIME BOMB BETWEEN WHAT THE CHILDREN ARE FEELING AND WHAT THEIR PARENTS ARE FEELING AND THE NEGATIVE RELATIONSHIP THAT CAN SOMETIMES HAPPEN.

AND I WONDER IF WE AREN'T GOING TO HAVE TO TAKE A HARD LOOK AT A COMMUNITY CALL TO ACTION WHERE WE BRING OUR OUR SPIRITUAL COMMUNITY TO THE TABLE AND WE BRING OUR HOSPITALS TO THE TABLE AND WE BRING OUR DISTRICT TO THE TABLE AND OUR POLICE OFFICERS TO THE TABLE.

AND WE COMMIT TO MAKE SURE THAT WE HAVE RESOURCES AND CAN TAKE QUICK ACTION WHEN WE SPOT OR HEAR OF A CHILD THAT HAS POSSIBLY BEEN ABUSED OR MENTALLY OR PHYSICALLY.

I LOVE THE THOUGHT OF THAT BECAUSE WE ARE ALREADY SEEING MORE TEEN SUICIDES THAN WE'VE EVER SEEN. IT IS ACTIVELY HAPPENING.

I KNOW IT'S SOMETHING CONVERSATIONS WE'RE HAVING WITH [INAUDIBLE]CHILDREN'S ON THEIR REGULAR BECAUSE, YOU KNOW, WE'RE CROSSING OVER IN THAT LANE, IF YOU WILL.

THE MENTAL HEALTH CONNECTION OF TARRANT COUNTY IS MADE UP OF PROVIDERS.

RIGHT. AND THEY ARE NOW DOING A CAMPAIGN KIND OF WITH THIS AMONGST SOME OTHER THINGS IN MIND. AND IT'S CALLED RECOGNIZE AND RISE.

AND IT REALLY IS MEANT TO BE A COMMUNITY INITIATIVE, WHETHER THAT'S SOCIAL MEDIA OR WEBSITE DRIVEN. BUT JUST DATA TO GIVE A COMMUNITY MEMBER THE KNOWLEDGE THAT FIRST WE HAVE TO KNOW THE SIGNS OF WHAT TRAUMA LOOKS LIKE AND HOW DO WE RECOGNIZE IT IN OUR KIDS.

AND THEN HOW CAN WE TO YOUR POINT, WALK ALONGSIDE OUR KIDS AND ADULTS, FOR THAT MATTER, AND HELP THEM RISE.

SO I THINK THERE MAY BE SOME GREAT RESOURCES THAT THAT GROUP COULD TAKE, WHETHER IT'S THROUGH THEIR ISD OR PUSHING OUT THROUGH CHAMBERS OR MAYOR, Y'ALL'S CONTACTS AND REALLY EXPLODE WHO'S GETTING ACCESS TO THAT.

SO I THINK IT'S A GREAT IDEA.

I WOULD LOVE TO BE A PART OF THAT.

YEAH, I TALKED TO I HAD THE OPPORTUNITY TO MEET WITH THE PRESIDENT OF ONE OF OUR HOSPITALS ON AN UNRELATED MATTER.

AND I ASKED THEM THE QUESTION.

I SAID I'VE ALWAYS FELT LIKE WE HEAR FROM STUDENTS THAT THERE'S NO ONE TO TALK TO IN THE SCHOOL DISTRICT, EVEN THOUGH WE DO HAVE MENTAL HEALTH COUNSELORS.

AND THAT INVESTMENT HAS BEEN MADE.

AND I WONDERED IF THE KIDS IF THERE'S A STIGMA IN THE SCHOOL, LIKE, DO PARENTS STOP THEIR CHILDREN FROM GOING AND TALKING TO A MENTAL HEALTH COUNSELOR IN A SCHOOL? AND SO WHAT IF OUR LOCAL HOSPITALS COULD PARTICIPATE IN A PROGRAM WHERE THEIR MENTAL HEALTH COUNSELORS THAT WORK WITH THEIR HOSPITALS COULD STEP UP AND SEE CHILDREN IN YOU KNOW, MAYBE A COUPLE OF HOURS A WEEK TO GET SOMEONE IN QUICKLY AND JUST DO AN EVALUATION AND THEN MAYBE WORK WITH THE SCHOOL DISTRICT.

I JUST I REALLY DO THINK THERE'S A STIGMA.

I THINK PEOPLE AND I CAN ONLY SPEAK TO SOUTHLAKE BUT I THINK IT'S PROBABLY IN A LOT OF CITIES, PARENTS DON'T WANT ANYONE TO KNOW THEY'RE HAVING PROBLEMS IN THEIR HOMES AND THEY CERTAINLY DON'T WANT PEOPLE TO KNOW THAT THEIR CHILDREN ARE HAVING PROBLEMS. AND I DON'T THINK THEY WANT THEIR CHILDREN GOING AND TALKING TO SOMEONE AT THE HIGH SCHOOL OR THE JUNIOR HIGH SCHOOL.

I DON'T THINK THEY DO. I THINK THEY'RE AFRAID THEIR FRIENDS WILL KNOW.

A TEACHER MIGHT TELL, SOMEONE WILL SAY.

AND SO CHILDREN ARE NOT GETTING THE HELP THAT THEY NEED.

I THINK LUCKILY ONE OF THE SILVER LININGS OF THE PANDEMIC IS THE RELIANCE ON TECHNOLOGY.

AND SO IF THAT IS A BARRIER, MAYBE IT'S HOW DO WE LEAN INTO TELE MENTAL HEALTH? SO IT REMOVES THE PHYSICAL NATURE OF THAT HAVING TO BE ON CAMPUS WHERE SOMEBODY WOULD SEE YOU KNOW, I MEAN, THERE'S A LOT OF WAYS THAT THAT COULD HAPPEN.

NOW, MIND YOU, ABOUT THAT NEED TO BE AFTER HOURS, WHICH MIGHT CREATE A CHALLENGE ON YOUR PRACTITIONERS. BUT HOW DO WE LEAN INTO SOME OF THE OPTIONS THAT MIGHT TAKE AWAY SOME OF THOSE BARRIERS? I THINK AS A COMMUNITY AT LARGE, WHILE WE'VE SEEN THE NEEDLE MOVE, YOU CERTAINLY STILL DO SEE FOLKS THAT ARE CONCERNED WITH ACCESSING MENTAL HEALTH FOR ALL THE SAME REASONS YOU JUST MENTIONED.

SO REGARDLESS OF THE POPULATION, IT'S IMPORTANT THAT WE TAKE DOWN THOSE WALLS FROM ACCESSING MENTAL HEALTH TREATMENT.

AND TODAY I WAS VERY SAD TO SEE ON FACEBOOK PEOPLE COMMENTING THAT THIS LAW MEANS NOTHING. AND I WANT TO MAKE SURE THAT PEOPLE UNDERSTAND THAT YOU ELECT OFFICIALS TO REPRESENT YOU. YOU TURN OVER A LOT OF RIGHTS AND RESPONSIBILITIES TO THOSE CITIZENS THAT ARE ELECTED TO SERVE IN THESE POSITIONS.

WE TAKE AN OATH OF OFFICE, AND ONE OF THOSE OATH IS TO PROMISE YOU, THE TAXPAYER, THAT WE WILL NOT DELIBERATE BEHIND CLOSED DOORS.

THE REASON FOR THAT LAW IS BECAUSE BACK IN THE 70S AND GOING BACK AS LONG AS PROBABLY TIME CAN REMEMBER, ELECTED OFFICIALS THOUGHT THEY RAN THE TOWN.

SO THIS EVENING, WE'LL TALK A LITTLE BIT ABOUT OUR CAPITAL PROJECTS, THE ROAD MAP FOR THIS EVENING. WE'LL TALK ABOUT THE PROJECTS THAT WE'VE COMPLETED THIS PAST YEAR.

WE'LL TALK A LITTLE BIT ABOUT THE PROJECTS THAT ARE CURRENTLY UNDERWAY, WHETHER IT'S DESIGN OR CONSTRUCTION.

AND THEN WE'LL TALK A LITTLE BIT ABOUT THE UPCOMING PROJECTS AND AS WELL AS AN OPPORTUNITY WE HAVE TO POSSIBLY COST SHARE ON SOME OF THESE PROJECTS.

I KNOW THIS IS A BUSY SLIDE, SO KIND OF STEP THROUGH IT A LITTLE BIT.

THESE PROJECTS HAVE BEEN COMPLETED IN THE PAST YEAR.

THE BLUE BANNER SHOWS ABOUT FOURTEEN POINT THREE MILLION DOLLARS OF PROJECTS WERE COMPLETED. EACH OF THE DIFFERENT COLORED GROUPINGS ARE A DIFFERENT TYPE OF PROJECT, WHETHER IT WAS MOBILITY, STORMWATER, WATER OR WASTEWATER.

JUST TO CALL OUT FOR SOME OF THE GREEN, YOU SEE THE MT8, NM 12 AND MT 18 AFTER THE TOP THREE GREEN PROJECTS.

THOSE ARE MASTER MOBILITY OR MASTER PLAN PROJECTS THAT WE'RE ABLE TO COMPLETE.

WE'LL SEE A LITTLE MORE OF THOSE DESIGNATIONS THROUGH THE PRESENTATION THIS EVENING.

AS WE LOOK AT THE EXECUTION RATE, WE TOOK THE TOTAL AMOUNT OF CIP FUNDING THAT WE HAVE AND WE LOOKED AT IT THROUGH THE NUMEROUS YEARS AND RIGHT NOW WE'RE AT ABOUT 67 PERCENT COMPLETE FOR ROADWAY AND STORMWATER AND 43 PERCENT FOR UTILITY PROJECTS.

AND THE REASON WHY UTILITY PROJECTS LAG IS BECAUSE THERE'S A SIGNIFICANT AMOUNT OF RIGHT OF WAY OR UTILITY EASEMENTS THAT WE HAVE TO OBTAIN.

AND YOU'LL SEE SOME OF THE PROJECTS A LITTLE LATER AND I'LL TALK ABOUT IT REALLY DELAY OUR PROJECTS SOMETIMES BETWEEN NINE TO 12 MONTHS BECAUSE OF HAVING TO WORK THROUGH EITHER CORPORATE OFFICES OR RESIDENTS THAT JUST DON'T DESIRE TO HAVE A UTILITY EASEMENT THROUGH THEIR PROPERTY. WE'RE SUCCESSFUL IN GETTING A LOT OF THESE PROJECTS PUSHED THROUGH, AS YOU CAN TELL, IN THE FAR RIGHT CORNERS THE [INAUDIBLE] ROUNDABOUT AND THE EXTENSION, WE GOT THAT DONE. THE LOWER RIGHT PICTURE IS THE SOUTHLAKE TOWN SQUARE PAVING.

THAT'S PART OF OUR SOUTHLAKE TOWN SQUARE ENHANCEMENT PROGRAM.

WE WERE ABLE TO PAVE MAIN STREET AS WELL AS PART OF FEDERAL WAY DURING THE SHUTDOWN.

SO THAT WAS A SMALL VICTORY.

I KNOW THAT IT HURT THE ECONOMY, BUT ONCE WE GOT BACK AND ROLLING, WE WERE ABLE TO SUPPORT THEIR NEEDS FOR PARKING AND SAFE TRANSPORTATION AND ROADWAYS.

WE COMPLETED THE [INAUDIBLE] ELEVATED STORAGE TANK PAINTING PROJECT EXCUSE ME, AND THEN

WE COMPLETED PHASE ONE OF THE NORTH WHITE CHAPEL, WIDENING AND THE ROUNDABOUT THERE IS A PICTURE OF THE TOP OF THE PICTURE IS ACTUALLY [INAUDIBLE] STATE HIGHWAY 114.

SO THAT WAS A BIG VICTORY THAT WE WERE ABLE TO PUSH ACROSS THE FINISH LINE.

THE CURRENT PROJECTS THAT WE HAVE UNDER DESIGN, THERE'S A LOT OF THEM, AS YOU CAN SEE, THEY'RE DISTRIBUTED AGAIN ACCORDING TO THAT COLOR CODING.

THERE ARE SOME OTHERS THAT INCLUDE THE MUNICIPAL SERVICE CENTER AS WELL AS THE SOUTHLAKE SPORTS COMPLEX. JUST LIKE TO BRING YOUR ATTENTION TO SEVERAL.

WE DO HAVE ELEMENTS OF CRITICAL DRAINAGE STRUCTURES OR STORMWATER PROJECTS WITHIN MOBILITY PROJECTS.

AND SO THERE'S TWO PROJECTS, 1938 AND CONTINENTAL RIGHT HERE, AS WELL AS CONTINENTAL AND NORTH PEYTONVILLE. BOTH OF THOSE HAVE CRITICAL DRAINAGE STRUCTURES.

AND WE FOUND THAT THE WATER DOES OVERTOP THE ROADWAY DURING SIGNIFICANT STORMS. SO WHEN WE IMPROVE THOSE INTERSECTIONS, WE'RE GOING TO BE IMPROVING THE STORMWATER INFRASTRUCTURE AS WELL.

AND THEN YOU HAVE STRAIGHT STORMWATER PROJECTS, A FEW WATER PROJECTS, NOTE THE EMERGENCY INTERCONNECTION WITH COLLEYVILLE THAT WAS PROCEEDING ON AND WE DECIDED TO DO THAT PRIOR TO THE WINTER STORM AS WELL AS RESIDUAL CONTROL SYSTEMS. AND WHAT THAT DOES IS THAT'S GOING TO ALLOW US TO TREAT WATER TO IMPROVE THE WATER QUALITY, WHETHER IT'S DOSING OF CHLORINE OR SOMETHING TO THAT EFFECT.

THAT WAY, WE DON'T HAVE TO FLUSH AS MUCH AND ALLOW US TO BASICALLY IMPROVE OUR WATER QUALITY THROUGHOUT THE SYSTEM.

OUR CURRENT PROJECTS UNDER CONSTRUCTION, WHAT I DID WAS AND ACTUALLY I ASKED OUR CAPITAL PROJECT MANAGER TO PROVIDE A PICTURE OF A PROJECT THAT'S UNDER CONSTRUCTION AND HE GAVE ME BICENTENNIAL PARK PHASE 3.

TYPICALLY YOU GET THE EARTH TONE PICTURES WHEN I PRESENT.

SO YOU CAN SEE THE GREEN AND BLUE SKY THAT'S THAT'S FROM HIM.

SO THAT'S ATYPICAL OF WHAT ENGINEERS PROVIDE.

BUT I THOUGHT IT ADDED SOME KIND OF PANACHE TO THE SLIDE.

SO, AGAIN, THERE'S SOME MOBILITY PROJECTS THAT ARE UNDERWAY.

OBVIOUSLY, THE 800 POUND GORILLA IS THE NORTH WHITE CHAPEL WIDENING SINCE WE'RE SINCE WE HAVE THAT. I WAS GOING TO TALK A LITTLE BIT ABOUT WHERE WE ARE WITH THAT PROJECT RIGHT NOW. THE STORM WATER IS ALMOST ALL COMPLETE.

WE HAVE THE TEMPORARY DRIVE THAT'S IN CARROLL HIGH SCHOOL THAT ALLOWED US TO CLOSE THE SOUTH DRIVE AND TO MOVE FORWARD WITH THAT ELEMENT OF THE PROJECT.

WE ANTICIPATE THE CONTRACTORS STARTING TO STABILIZE AND START GRADING FOR CONCRETE PROBABLY IN THE NEXT TWO WEEKS.

THE LINE STABILIZATION PROCESS, WHAT YOU'LL SEE IS YOU'LL SEE SOME WORK OUT THERE AND THEN PROBABLY NO WORK FOR ABOUT FIVE TO SEVEN DAYS, WHICH IS TYPICAL.

WHAT THAT DOES IS THAT STABILIZES THE GROUND, SO IT REDUCES THE AMOUNT OF SHIFTING THAT OCCURS. SO WE HAVE CONCRETE PAVING OVER IT.

IT WON'T CRACK AS OFTEN.

WE FIND THAT THAT WORKS REALLY WELL FOR US.

FROM AN EXPECTATION MANAGEMENT PERSPECTIVE, IT'S HARD TO HAVE A MULTIMILLION DOLLAR PROJECT WITHOUT ANYBODY WORKING ON IT.

SO THAT'S WHY I THOUGHT I'D PROVIDE THAT INFORMATION TO YOU.

WE'LL ALSO PROVIDE THAT OUT IN NORMAL OBAS AND THINGS LIKE THAT.

THE CONTRACTOR IS STILL WORKING AGAIN WITH SOME STORM WATER AND HE'S MOVING TO THE NORTH.

THEN WE ANTICIPATE PAVING TO START PAVING FOR THE SOUTHBOUND LANES SHOULD BE DONE BY JUNE. MAY OR JUNE TIME FRAME.

WE'LL ANTICIPATE A TRAFFIC SWITCH ABOUT THAT TIME AND THEN THE NORTHBOUND LANES SHOULD BE PAVED AND COMPLETED WITH PAVING PROBABLY SEPTEMBER, OCTOBER TIMEFRAME.

THERE'S STILL A LOT OF WORK TO GO ON AFTER THAT, BUT THOSE ARE NOTIONAL TIME FRAMES RIGHT NOW FOR WHAT WE HAVE BASED ON THE INFORMATION THAT WE'VE GOT IN THEIR PRODUCTIVITY RATE.

YOU KNOW, IF I CAN SAY I THINK, NOT THAT ANY OF US ARE HAPPY ABOUT COVID, AND I KNOW FAMILIES ARE NOT HAPPY ABOUT CHILDREN HAVING TO LEARN AT HOME, BUT IT COULDN'T HAVE HELPED US OUT MORE BECAUSE THERE'S BEEN SO MUCH LESS TRAFFIC ON WHITE CHAPEL, SO MUCH LESS TRAFFIC IN AND OUT OF THE SCHOOL CARPOOL LINES.

SO EVEN THOUGH I KNOW THE PROJECT IS TAKING A LONG TIME BECAUSE IT'S A HUGE PROJECT, I THINK THE IMPACT ON THE RESIDENTS HASN'T BEEN FELT LIKE IT WOULD HAD THIS HAPPENED TWO OR THREE YEARS AGO.

YES. AND IT'S ALLOWED US TO MOVE OUT A LITTLE FASTER AS WELL.

HOWEVER, THAT'S A GREAT SEGUE BECAUSE WE'RE UNFORTUNATELY TALKING ABOUT ROAD SHUTDOWNS IS NOT SOMETHING THAT WE REALLY WANT TO TALK ABOUT.

HOWEVER, THERE IS A WATER LINE THAT NEEDS TO BE LOWERED AND THE WATER LINE, RUNS PERPENDICULAR TO THE NORTH WHITE CHAPEL.

SO IT ACTUALLY CONNECTS BICENTENNIAL PARK WATER TOWER.

THAT WATER LINE HAS TO BE LOWERED.

AND SO THAT'S GOING TO REQUIRE A SHUTDOWN TO THE ROAD.

WE'VE LOOKED AT ALL OTHER OPTIONS, AND RIGHT NOW WE'VE WE'VE RUN OUT OF OPPORTUNITIES AND WE'VE RUN OUT OF MEANS METHODS OF HOW WE CAN KEEP THE ROADWAY OPEN SAFELY AND GET THAT WORK COMPLETED. WE'RE ANTICIPATING THE ROAD WORK TO TAKE ABOUT TWO DAYS, WE'RE LOOKING AT A SATURDAY TO SUNDAY WORK TIME WE'LL WORK WITH PD ON ON NOISE DISTURBANCE PERMITS AND THINGS LIKE THAT. THE SHUTDOWN ACTUALLY IS JUST NORTH OF EMERALD.

SO THEY'RE GOING TO START ROLLING HERE PRETTY QUICK IF IF THEY HAVE NOT ALREADY.

THERE'S A STORMWATER COMPONENT TO THE NORTH WHITE CHAPEL WIDENING, AS YOU CAN SEE.

AND SO THERE'S ALSO A WATER COMPONENT.

SO THAT'S WHY YOU SEE NORTH WHITE CHAPEL MULTIPLE TIMES ON THE SLIDE.

AND THEN THERE'S THE PARKS PROJECTS GOING ON.

ONE ACTUALLY, PROJECT I WANTED TO POINT OUT WAS A FUEL [INAUDIBLE] WATER LINE.

AS YOU CAN SEE, THAT'S THE MIDDLE PROJECT HERE BELOW.

WHEN WE TALKED ABOUT RIGHT OF WAY, WE TALKED ABOUT UTILITY EASEMENTS.

THIS WATER LINE DOES NOT TOUCH THE ROADWAY AT ALL.

AND IT TOOK US, I THINK, OVER NINE AND A HALF MONTHS TO GO BETWEEN OUR ATTORNEYS AND THE CORPORATE ATTORNEYS JUST TO GET THE EASEMENTS AND THE THE REAL PROPERTY DEDICATIONS NECESSARY TO GET THIS WATER LINE INSTALLED.

AND IT BENEFITED A TREMENDOUS NUMBER OF PEOPLE.

SO THAT'S KIND OF LIKE THE REASON WHY A LOT OF OUR UTILITY PROJECTS ARE LAGGING ON EXECUTION. BUT WE'LL CONTINUE TO WE'LL CONTINUE TO FIGHT THE GOOD FIGHT AND CONTINUE TO MOVE PROJECTS FORWARD. SO OUR UPCOMING PROJECTS AND OPPORTUNITIES AO SOME OF THESE PROJECTS, I WON'T GO THROUGH ALL OF THEM.

AND THEN WE'RE ALSO GOING TO BE CONSTRUCTING OR COMPLETING THE FOURTH LEG DOWN BY DOVE AND KIRKWOOD, WHERE THE [INAUDIBLE] OF DEVELOPMENT IS CONTINUING TO MOVE FORWARD.

AND I BELIEVE THEY'RE STARTING TO FRAME HOUSES NOW AND THEN THE LAST OPPORTUNITY THAT WE'RE GOING TO TALK ABOUT ARE THE OPPORTUNITY THAT WE HAVE IS THE LAST PART OF THIS PROJECT IS GOING TO BE THE TARRANT COUNTY TRANSPORTATION BOND PROGRAM.

MAYOR, WE HAVE ONE MORE PRESENTATION THIS EVENING, AND I WANT TO THANK DANIEL CORTEZ, WHO'S STEPPING FORWARD. HE'S BEEN WORKING VERY HARD WITH THE FINANCE DEPARTMENT ON THE BUSINESS GRANT PROGRAM.

WE THOUGHT WE'D GIVE YOU AN UPDATE.

THANK YOU, MAYOR. AND THE MEMBERS OF THE CITY COUNCIL.

I'D JUST LIKE TO PROVIDE YOU AN UPDATE ON WHERE WE LANDED WITH GRANT DISTRIBUTION, FUNDING AMOUNTS AND SO FORTH.

SO AS THE COUNCIL, BECAUSE WE OPENED UP THIS GRANT PROGRAM BACK IN DECEMBER 3RD THROUGH SOME FUNDING THAT WAS ALLOCATED FROM THE GENERAL FUND TO OVER TO THE ECONOMIC DEVELOPMENT INVESTMENT FUND. AND YOU'LL SEE ON THERE THROUGH DISCUSSIONS THAT WE HAD WITH COUNCIL AND OTHER UPDATES, WE'VE GONE AHEAD AND EXTENDED THAT DATE.

SO WE HAVE THE APPLICATION PERIOD OPEN FOR ABOUT SEVENTY THREE DAYS OR A LITTLE OVER TWO MONTHS. WITHIN THAT TIME PERIOD, WE DID RECEIVE ONE HUNDRED AND NINETEEN APPLICATIONS.

YOU'LL SEE THAT THE BREAKDOWN IN TERMS OF THE EXTENSIONS AND WHEN WE RECEIVE THE APPLICATIONS WAS PROBABLY WELL NOTED BECAUSE BY THE TIME WE CLOSED IN FEBRUARY ON THE 14TH, WE HAD RECEIVED ABOUT 14 APPLICATIONS JUST IN THAT MONTH.

IN TERMS OF THE BREAKDOWN OF WHO APPLIED FOR THE GRANT, YOU'LL SEE ON HERE THAT PERSONAL CARE AND BEAUTY SERVICES, ALONG WITH EDUCATIONAL OR INSTRUCTIONAL SERVICES, WERE REALLY THE TWO COMPONENTS THAT MADE UP MOST OF THE APPLICANTS FOR THIS GRANT THAT WE HAD.

SO YOU CAN IMAGINE A LOT OF NAIL SALONS, BEAUTY SALONS AND SO FORTH THAT DID APPLY FOR THIS THAT WERE QUITE SIGNIFICANTLY IMPACTED DUE TO COVID.

WE DID HAVE SOME BUSINESSES THAT, OF COURSE, WERE INELIGIBLE, SOME OF THEM WERE RECEIVED FROM OUTSIDE OF THE CITY LIMITS OF THE CITY OF SOUTHLAKE.

SO WE ALWAYS HAVE TO CONTEND WITH THAT.

BUT I JUST ASSUME THAT'S A TRUE TESTAMENT TO THE GREAT WORK THAT WE DID WITH THIS

PROGRAM. BUT OVERALL IF THE COUNCIL RECALLS BECAUSE WE DID HAVE THREE TIERS FOR THIS GR ANT PROGRAM.

TIER ONE WAS AN AMOUNT OF TEN THOUSAND DOLLARS.

TIER TWO WAS 7500 AND TIER THREE WAS FIVE THOUSAND.

SO YOU'LL SEE THAT BREAKDOWN IN TERMS OF HOW MUCH MONEY WAS AWARDED AND THE TOTAL AMOUNT ALTOGETHER. YOU'LL SEE FOR THE PROGRAM TODAY WE'VE ISSUED ABOUT EIGHT HUNDRED AND SEVENTY EIGHT HUNDRED AND SEVENTY SEVEN THOUSAND FIVE HUNDRED.

WE'RE ONLY MISSING ABOUT THREE OR FOUR APPLICANTS THAT ARE STILL OUTSTANDING WITH SOME ITEMS. I HAVE TALKED PERSONALLY TO TWO OF THEM JUST TODAY TO MAKE SURE THAT THEY GET THOSE ITEMS TO US BEFORE THE END OF THE WEEK TO MAKE SURE THAT WE GET THEIR GRANT FUNDED FOR THEM. SO THERE IS THE QUESTION IN TERMS OF NEXT STEPS, BECAUSE AS THE COUNCIL RECALLS, WE DID HAVE ONE MILLION DOLLARS ALLOCATED TO THIS FUND.

AND AS THE COUNCIL MAY RECALL, SOME OF THE REQUIREMENTS OF THIS GRANT PROGRAM DIDN'T ALLOW FOR OUR HOSPITALITY INDUSTRY TO APPLY FOR THIS GRANT, NAMELY THE HILTON HOTEL AND THE CAMBRIA HOTEL.

I PROBABLY DON'T HAVE TO TELL THE COUNCIL THAT PROBABLY THE MOST IMPACTED INDUSTRY WITHIN THE CITY OF SOUTHLAKE HAS BEEN OUR HOSPITALITY INDUSTRY, NOT JUST IN TERMS OF THE AMOUNT OF FOLKS THAT THEY EMPLOY WITHIN THE CITY ITSELF, BUT IN TERMS OF THE REVENUE THAT THEY GENERATE. COUNCIL SHOULD ALSO RECALL THAT WE DO GET BETWEEN 30 AND 40 PERCENT OF SALES TAX GENERATED FROM OUTSIDE OF THE CITY OF SOUTHLAKE.

SO MAKING SURE THAT OUR HOTELS RECOVER IS UTMOST IMPORTANCE.

AND IT WAS ONE OF THE ITEMS THAT THE ECONOMIC RECOVERY TASK FORCE THOUGHT OF AS A PRIORITY. SO WITH WHAT YOU'VE SEEN ON YOUR SCREEN HERE IN TERMS OF Q2 ON THE GOLD, ON THAT GOLD NUMBER FOR FY 2021, I'LL JUST NOTE THAT THAT IS JUST THE NUMBERS FOR JANUARY.

WE HAVEN'T RECEIVED YET THE NUMBERS FOR FEBRUARY OR MARCH IN TERMS OF OUR HOT.

SO WITH THAT, OUR PLAN WITH THE REMAINING FUNDS THAT ARE LEFT OVER AND QUITE POTENTIALLY SOME FUNDS THAT MAY BE ALLOCATED TO THE CITY IN TERMS OF THE RECENT FEDERAL LEGISLATION THAT JUST PASSED THE AMERICAN RESCUE PLAN, WE WILL BE FOCUSING OUR EFFORTS AND BRINGING FORTH A PROGRAM TO AID OUR HOSPITALITY INDUSTRY WITHIN THE CITY OF SOUTHLAKE.

SO WITH THAT, WE'LL LIKELY BRING IT FORWARD, JUST AS WE DID THE SALVING BUSINESS RELIEF GRANT, AND WE'LL PROVIDE SOME OPTIONS FOR THE CITY COUNCIL TO CONSIDER AND THEN MOVE FORWARD FROM THERE. JUST TO END THIS PRESENTATION, I WILL SAY IT IT'S BEEN A LITTLE BIT EMOTIONAL HEARING FROM SO MANY OF THE BUSINESSES THAT ARE SO THANKFUL FOR THE GRANT AND LETTING THE CITY AND THE CITY COUNCIL HAVE THIS OPPORTUNITY FOR A LOT OF THEM TO APPLY.

JUST LAST WEEK, I WAS LETTING THE CITY MANAGER KNOW I HAD A WOMAN THAT WAS CRYING ON MY SHOULDER, LETTING ME KNOW THAT THIS GOT HER THROUGH RENT FOR A COUPLE OF MONTHS AND NOW THAT BUSINESS IS PICKING BACK UP.

THIS WAS ABSOLUTELY NECESSARY AND SHE WAS VERY THANKFUL THAT THERE'S NOT THE SAME TYPE OF HOOPS THAT THEY HAVE TO JUMP THROUGH IN TERMS OF FEDERAL GRANTS AND LOANS AND SO FORTH.

SO VERY THANKFUL.

AND IT'S JUST A TESTAMENT TO THE LEADERSHIP THAT WE HAVE HERE.

I HAVE TWO, WELL, WE ALL HAVE FRIENDS WHO OWN BUSINESSES HERE IN SOUTHLAKE, BUT TWO FRIENDS OF MINE, THEY DON'T WANT TO SAY WHAT THEIR BUSINESSES ARE, BUT THEY DID WANT ME TO PASS ALONG TO COUNCIL AND TO YOU, DANIEL, HOW HOW VERY GRATEFUL THEY ARE FOR THOSE GRANTS. IT STARTED OUT AS ONE ASKING, A FRIEND OF MINE, ACTUALLY, WHO LIVES IN KELLER, ASKING ME BECAUSE SHE KNEW OF A BUSINESS IN OUR CITY WHO WAS IN NEED.

AND SO THEN I REACHED OUT TO A FRIEND OF MINE WHO I KNEW KNEW THAT BUSINESS AND THEN THAT OTHER FRIEND OF MINE ALSO APPLIED.

SO JUST IT'S JUST BEEN FAR REACHING AND WONDERFUL TO SEE HOW IT'S BENEFITED NOT ONLY OUR BUSINESSES, BUT OUR OUR FELLOW RESIDENTS WHO OWN THOSE BUSINESSES.

IT'S JUST BEEN A GREAT THING WE'VE BEEN ABLE TO DO FOR THEM I THINK.

THE APPLICANT PRESENTED A REVISED PLAN AT THE JANUARY 19, 2021 MEETING SHOWING A FIVE STOREY FULL SERVICE HOTEL WITH APPROXIMATELY 100 ROOMS AND TWO PARCELS, APPROXIMATELY THIRTEEN THOUSAND FIVE HUNDRED SQUARE FEET, WITH THE RESTAURANT AND SHOWROOM USES PROPOSED. SO THIS EVENING, YOU'LL SEE A REVISED CONCEPT PLAN JUST TO REMIND COUNCIL THE IT'S APPROXIMATELY SIX ACRES AT THE NORTHEAST CORNER OF KIRKWOOD AND THE 114 FRONTAGE.

EIGHTY FOUR ROOMS IS NOT SOMETHING THAT'S GOING TO TRIP THE MARKET UP, BUT IT WOULD GIVE PEOPLE AN OPTION TO HAVE KIND OF A NICER, A NICER STAY WITH TWO RESTAURANTS IN IT.

THEN YOU GET TO THE THIRD FLOOR WHERE WE HAVE A NICE, BEAUTIFUL, OPEN SPACE ON THE OUTSIDE, WHERE OUR GARDEN PATIO IS AND SOME OVERSIZE EXECUTIVE ROOMS. AND THEN WE HAVE THE FOURTH FLOOR, WHICH HAS ONE MORE MEETING SPACE UP ON THE TOP, AND THEN THE REST OF IT IS ALL ROOMS. THIS IS YOUR ELEVATION'S, YOUR BLACK AND WHITE ELEVATION'S OF THE HOTEL TO SHOW KIND OF MATERIALS. AND HEIGHTS, AND HERE'S YOUR MATERIAL BOARD, WE PUT TOGETHER AN ACTUAL PHYSICAL MATERIAL SAMPLE, THE MATERIAL BOARD ITSELF THAT WE'RE PRESENTING TO YOU DOESN'T HAVE THE EXTERIOR BAR ON IT.

SO, YOU KNOW, ONE THING WE'RE GOING TO BE GETTING ON DAY ONE WITH THE HOTEL IS ADDITIONAL VEGETATION AND TREES ALONG THE 114 FRONTAGE THAT WILL ACTUALLY HAVE TIME TO MATURE AND GROW PRIOR TO THE NEXT PHASE OF THE RESTAURANT PADS COMING IN.
