THERE WAS ORIGINALLY APPROVED SURFACE DETENTION SYSTEM CIRCA 2009. 2011 WE CAME BEFORE THE CITY TO PROPOSE AN UNDERGROUND DETENTION SYSTEM AS A RESULT OF SOME ADDITIONAL PARKING STRUCTURE CONSTRUCTION. THIS WAS AN UNDERGROUND DETENTION SYSTEM THAT WAS PROPOSED BY THE CONTRACTOR AND CIVIL ENGINEER, WAS PRESENTED TO THE CITY BY ADS STORMTECH AS A VIABLE UNDERGROUND DETENTION SYSTEM. AND IT WAS APPROVED BY THE CITY OF SOUTHLAKE AND FORMALLY ACCEPTED IN JANUARY OF 2014 AS AN ALTERNATIVE TO THE STANDARD ABOVEGROUND DETENTION SYSTEM SOLUTION. THIS IS A SLIDE SHOWING WHAT WAS PREVIOUSLY APPROVED IN 2009 AS A SURFACE DETENTION SOLUTION. THIS SLIDE HERE SHOWS YOU WHAT IS THE CURRENT FOUR BED UNDERGROUND DETENTION SYSTEM AND OUR PROBLEMS AND INVESTIGATIONS. WE HAD AN EXISTING UNDERGROUND DETENTION SYSTEM THAT HAS SUFFERED A FAILURE. [00:05:02] BEDS THREE AND BED FOUR, WHICH ARE THE TWO BEDS. THE SOUTHERNMOST BEDS ARE DIRECTLY AFFECTED AND THE DAMAGE INCLUDES CRACKING OF FIRE LANE AND SETTLING OF THE FIRE LANE IN THE GROUND ABOVE THE BASIN. WE HAVE BUCKLED, WRACKED AND BREACHED CHAMBERS AND THEN WE HAVE TRAPPED WATER BENEATH THE EXISTING IMPERMEABLE LAYER AND WE HAVE AN UNDERDRAIN DISPLACEMENT. WE HAD SOME INVESTIGATIONS DONE BY SOME SPECIALIST ENGINEERS OUT OF NEW YORK CITY, BOTH CIVIL AND GEOTECHNICAL ENGINEERS, AND THEIR RECOMMENDATIONS WERE FOR A COMPLETE REMOVAL OF THE EXISTING SYSTEM AND THAT THEY FELT THAT A REPLACEMENT WITH A SIMILAR SYSTEM WAS NOT FEASIBLE, PARTICULARLY BECAUSE FUTURE DEVELOPMENT WOULD BE ADVERSELY IMPACTED AND THE SYSTEM WOULD BE SUBJECTED TO THE SAME FAILURE CRITERIA THAT THE ORIGINAL SYSTEM WAS SUBJECTED TO AND FAILED. SO IT WAS AGREED UPON BY THE ENGINEERING TEAM THAT REPLACEMENT WITH A SURFACE DETENTION SYSTEM REPRESENTED THE BEST POSSIBLE SOLUTION FOR ALL PARTIES INVOLVED AS IT PRESENTS THE LEAST POSSIBILITY OF FUTURE PROBLEMS FOR THE DETENTION SYSTEM. THE SOLUTION INCLUDES REMOVAL OF EXISTING SYSTEM, DESIGN AND INSTALLATION OF THE NEW SYSTEM, INSTALLATION OF NEW PIPE, GRAVITY STONE RETAINING WALL AND SAFETY FENCE, INSTALLATION OF NEW LANDSCAPE ALONG THE EASTERN PROPERTY LINE BETWEEN OUR PROPERTY AND MIKE'S GARDEN CENTER FOR THE BUFFER YARD REQUIREMENTS AND INSTALLATION OF ENHANCED LANDSCAPE FEATURES FOR SCREENING FROM 114 FROM THE FENCING PERSPECTIVE. AND THEN OF COURSE, REPAIR OF ANY AFFECTED FIRE LANES, LANDSCAPE AND IRRIGATION SYSTEMS THAT ARE AFFECTED BY THE PROJECT. THE PROPOSED SOLUTION, WE FEEL, CONFORMS TO THE APPROVED CONCEPT PLAN AND IS PERMITTED BY THE CURRENT ZONING SP2. WE FEEL THAT THE PROPOSED SOLUTION IMPROVES THE EXISTING AREA. IT ENHANCES THE VIEWS FROM THE HIGHWAY AND DEFINITELY SCREENS VIEWS INTO THE BASIN STRUCTURE. AND AS STATED EARLIER BY STAFF, THE CITY DOES REQUIRE A DETENTION BUT DOES NOT MANDATE THE TYPE OF TYPE OF DETENTION EITHER ABOVE GROUND OR UNDERGROUND. THIS PARTICULAR SLIDE IS THE APPROVED CONCEPT PLAN, WHICH HIGHLIGHTS THE AREA THAT THE DETENTION BASIN IS PLANNING TO GO. THIS PARTICULAR SLIDE SHOWS THE DETENTION BASIN UPON INSTALLATION AS AS IT RELATES TO EXISTING CONDITIONS AND THEN THIS SLIDE SHOWS THE DETENTION BASIN AS IT RELATES TO THE MASTER PLAN CONDITIONS OR THE ULTIMATE BUILD OUT OF THE FACILITY ON THE EASTERN SIDE OF THE SITE. THIS IS AN ENLARGED PLAN OF THE ABOVE GROUND DETENTION BASIN. THIS PLAN, AS NOTED EARLIER, IS A LANDSCAPE PLAN WHICH SHOWS ALL OF THE VEGETATION. AND IF YOU WILL NOTICE, AS I STATED EARLIER, WE HAVE THE EASTERN HALF OF THE BUFFER YARD VEGETATION HERE AS PER THE SIDE YARD REQUIREMENTS. AND THEN WE HAVE BASED ON QUARTER PLANNING COMMITTEE COMMENTS, WE HAVE COME BACK WITH ENHANCED LANDSCAPING BOTH AT THE BASIN EDGE AND THEN IN FRONT OF THE BASIN EDGE SO AS TO CREATE A PLEASING ESTHETIC VIEW INTO THIS AREA. LANDSCAPING MATERIAL WOULD BE COMPRISED OF GRASSES, SHRUBBERY AND TREES. THE GRASSES ARE A COMBINATION OF PAMPAS GRASS, MUHLY GRASS, ET CETERA, HEIGHTS CAN REACH ANYWHERE FROM TWO TO EIGHT FEET IN HEIGHT AND WIDTHS CAN BE TWO TO EIGHT FEET AS IT MATURES. SHRUBBERY IS A MIX OF NANDINAS AND SOME OTHER TYPES OF MATERIALS WHICH ARE LISTED ON THE PREVIOUS SLIDE WITH HEIGHTS RANGING FROM TWO TO FIVE FEET AND WIDTHS OF THREE TO 10 FOOT. TREES ARE HEIGHTS ARE PROPOSED TO BE ANYWHERE FROM 10 INITIALLY PLANTED TO 60 FEET UPON ULTIMATE MATURE GROWTH, WHICH WILL RESULT IN ANYWHERE FROM EIGHT TO 50 FOOT CANOPIES BASED ON THE LIVE OAKS AND SOME OF THE OTHER TREES THAT ARE PROPOSED. THE RETAINING WALL MATERIAL IS A EXCUSE ME, IS A STACKED STONE MATERIAL TO SANDSTONE THAT'S PUT IN IN A RANDOM ASHLAR PATTERN AND THIS PATTERN THAT YOU SEE HERE. THESE SLIDES HERE ARE REFLECTIVE OF THE TYPE OF STONE AND THE PATTERN IN WHICH THE STONE WILL BE INSTALLED AND THE LOOK OF THE WALL IF YOU WERE STANDING INSIDE OF THE BASIN. THERE'S A WE DID A DETENTION BASIN ELEVATION AND SECTION STUDY, AND AS WE NOTED, AND IT WAS NOTED IN STAFF, THE ELEVATION AT THIS POINT ON STATE HIGHWAY 4114 IS 620. OUR BASIN ELEVATION IS 617. SO THAT'S A DIFFERENCE OF ABOUT THREE FEET. THAT IS VIEWED FROM OVER 400 FEET AWAY. YOU GET CLOSER IN ON THE FRINGE ROAD, THE ELEVATION IS 618. AND THEN THE AGAIN, THE BASIN RIM IS A 617. THIS PARTICULAR SECTION HERE IS A LONGITUDE LONGER SECTION AND YOU CAN SEE IT, 615 FROM A HIGHWAY ELEVATION, 613 FROM THE FRONTAGE ROAD ELEVATION, WHICH IS BELOW THE 617 RIM [00:10:03] ELEVATION. AND THEN, OF COURSE, AT THE LOWEST POINT, WE HAVE THE HIGHER ELEVATION OF 614, 612 AT THE FRONTAGE ROAD AND THEN OF COURSE, THE TOP BASIN AT 617. SO WITH THE EXCEPTION OF THIS PARTICULAR SPOT RIGHT HERE, AS YOU'RE PASSING BY ABOUT 65 MILES AN HOUR, YOU WILL REACH THIS OTHER SPOT HERE WHERE YOU'RE ACTUALLY BELOW THE BASIN ITSELF IN APPROXIMATELY TWO TO THREE SECONDS TRAVELING AT 65 MILES AN HOUR. THIS IS A SECTION A-A, THIS IS A SECTION FROM THE LOWEST POINT HERE, AND THIS IS FROM THE FRONTAGE ROAD AND THEN ALSO WHICH WOULD BE WHICH IS ACTUALLY HIGHER THAN THE HIGHWAY. IT WOULD BE OVER HERE. THESE SIGHT LINES HERE ARE SIGHT LINES THAT WOULD BE FROM A PEDESTRIAN STANDING ON THE SIDEWALK, WHICH IS JUST ABOVE THE BASIN RIM, BUT IS SHIELDED BY THE ENHANCED LANDSCAPE PLANTINGS BOTH AT THE AT THE FENCE LINE AND RIM EDGE OF THE BASIN, AS WELL AS IN FRONT OF THE BASIN ITSELF. THIS ELEVATION IS SECTION EXCUSE ME, SECTION B-B, WHICH IS FROM THE HIGHEST POINT ACROSS LOOKING BACK NORTHEAST. AND THIS IS WHERE THE WHERE THE ROADWAY IS ACTUALLY A FEW FEET HIGHER THAN THE BASIN RIM, BUT IN OVER FOUR HUNDRED AND THIRTY FEET FROM THE MAIN LANES OF THE HIGHWAY AND APPROXIMATELY TWO HUNDRED FEET OR MORE FROM THE FRONTAGE ROAD, THE SITE WILL, YOU WILL NOT BE ABLE TO SEE DOWN INTO THE BOTTOM OF THE BASIN OR EVEN SEE INTO THE BASIN DUE TO THE PLANTINGS AT THE PERIMETER AS WELL AS THE ENHANCED LANDSCAPE IN THE FRONTAGE AREA. SECTION C-C IS JUST SHOWING THE SITE SECTION FROM HIGHLAND AVENUE, WHICH IS VERY FAR AWAY. I CAN'T EVEN TELL YOU WHAT THE WHAT THE DISTANCE IS, BUT IT'S SEVERAL HUNDRED FEET AT LEAST. AND IT'S ESSENTIALLY SHOWING THAT YOU WILL NOT BE ABLE TO SEE INTO THE BASIN ITSELF. AND WE HAVE SIMILAR PLANTINGS ON THE BACK SIDE OF THE BASIN ALONG THE FENCE LINE TO EFFECTIVELY SCREEN THE BASIN FENCING. THIS, AS YOU SAW BEFORE, IS A PHOTOGRAPH OF THE CURRENT CONDITION HERE. YOU CAN SEE MIKE'S GARDEN CENTER OVER HERE. AND, OF COURSE, YOU CAN SEE THE PARKING GARAGE AND THE TOPOGRAPHY AS EXISTS TODAY. AND THIS IS WHAT IT WILL LOOK LIKE AFTER ALL THE PLANTINGS ARE INSTALLED, WHICH WE DEFINITELY THINK IS AN IMPROVED VIEW FROM 114 AND DEFINITELY DRESSES UP THE AREA FROM WHAT ITS CURRENT CONDITION IS TODAY. IN CONCLUSION, WE FEEL THE CONCEPT IS IN KEEPING WITH THE ORIGINAL PROOF CONCEPT PLAN IN SO MUCH THAT WE ARE ACTUALLY IMPROVING THE AREA THAT'S SHOWN ON THE CONCEPT PLAN. WE'VE NOTED THAT THE USE OF A SERVICE DETENTION SYSTEM IS NOT PROHIBITED BY SP2 ZONING OR THE ZONING ORDINANCE. THE DETENTION BASIN STRUCTURE WILL NOT BE VISIBLE FROM HIGHWAY 114 OR THE FRONTAGE ROAD AS SHOWN BY THE SITE SECTIONS, AS WELL AS THE ENHANCED LANDSCAPING SURROUNDING. THE EXISTING AREA ITSELF WILL BE IMPROVED AND ENHANCED FROM THE ORIGINAL CONCEPT PLAN WITH THE ADDITIONAL PLANTINGS AND AN ENHANCED LANDSCAPE, AS I MENTIONED EARLIER, WILL IMPROVE THE VIEWS FROM HIGHWAY 114 IN THE FRONTAGE ROAD. AND WE FEEL THAT THIS PARTICULAR RESPONSE AND EVERYTHING THAT WE HAVE DONE HAS ADDRESSED THE CONCERNS OF THE CORRIDOR PLANNING COMMITTEE, WHICH WE TOOK TO HEART WHEN WE CAME BACK WITH THESE REVISED PLANS. I TAKE IT, ALTHOUGH WE HAVEN'T SEEN THE UNDERLYING EXPERT'S REPORTS THAT YOU GUYS RELIED ON, I TAKE IT FROM YOUR PRESENTATION THAT THEY'RE TELLING YOU IF YOU PUT IN ANOTHER UNDERGROUND SYSTEM, IT'S LIKELY TO FAIL AGAIN. THEY'RE TELLING US THAT ANY UNDERGROUND SYSTEM THAT WE PUT IN IS GOING TO BE SUBJECTED TO THE SAME FORCES THAT CAUSED THE FAILURE OF THIS SYSTEM. THERE ARE OTHER SYSTEMS OUT THERE, BUT THEY ARE GOING TO BE SUBJECTED TO THE SAME TO THE SAME FORCES, AND TO THE SAME CONDITIONS. AND SO IT WAS PRUDENT. THE SECOND QUESTION IS, IS THE RENDERING YOU SHOWED YEAR ONE, DAY ONE OF LANDSCAPING, OR IS THAT YEAR THREE, YEAR FIVE AFTER IT'S MATURED? THE RENDERING IS REPRESENTATIVE OF MATURE LANDSCAPING. SO IT'S GOING TO TAKE A COUPLE OF YEARS. BUT MOST OF THE LANDSCAPING THAT GOES IN WILL BE AT LEAST TWO TO THREE FEET IN HEIGHT AS IT GOES IN, PARTICULARLY THE GRASSES AROUND THE FENCING ITSELF, PAMPAS GRASS CAN REACH ANYWHERE FROM SIX TO 10 FEET. AND SO WE'RE PLANNING ON APPROXIMATELY TWO TO THREE FEET OF PAMPAS GRASS, AS WELL AS MUHLY GRASS AROUND THE BASIN EDGE, WHICH IS THE FENCING EDGE. AND THEN THE REST OF THE PLANTING MATERIAL CAN GO. WELL, ACTUALLY, I PUT IT IN HERE, SO` THE HEIGHTS OF THE GRASSES, YOU KNOW, THEY'LL START OUT AT ABOUT TWO TO THREE FEET INITIALLY AND THEY CAN REACH UP TO EIGHT FEET ULTIMATELY. AND THEN THE INITIAL HEIGHTS OF THE SHRUBBERY WILL BE AT ABOUT TWO OR SO FEET, WHICH CAN REACH FIVE FEET ON MATURE GROWTH, THREE TO TEN, WHICH AGAIN IS EARLY INSTALLATION VERSUS MATURITY. AND THEN THE TREES, OF COURSE, WE'RE TALKING FOUR INCH CALIPER TREES. SO THEY'RE GOING TO TAKE SOME YEARS TO GET TO WHERE THEY'RE GOING. BUT THE TREES ARE REALLY NOT THERE TO DO THE SCREENING. THE SCREENING IS THE SHRUBBERY AND THE GRASSES THAT WE HAVE IN THE FRONT AND OF THE PERIMETER OF THE FENCES, WHICH WILL BE HIDING THE FENCE. I HAD A FEW QUESTIONS, MORE ON THE LIKE, HOW ARE YOU DIRECTING THE WATER INTO THIS BASIN NOW? IS THIS GOING? IS THERE LIKE UNDERGROUND PIPING THAT BRINGS IT IN? YES. SO WHAT YOU WILL SEE IS THERE'S UNDERGROUND PIPING THAT'S RIGHT HERE, WHICH WILL BE PICKING UP WATER, WHICH IS CURRENTLY PICKED UP HERE AND PUT INTO THE EXISTING UNDERGROUND SYSTEM. SO IT WILL REACH IN AND IT WILL DISCHARGE INTO THE DETENTION BASIN, WHICH WILL FILL UP AND ESSENTIALLY ACT LIKE A BATHTUB DURING A STORM WATER EVENT. SO IT'LL FILL UP AND IT HOLDS THE WATER FOR A PERIOD OF TIME UNTIL THE DRAINS OUT AT A RATE THAT MEETS THE TEXAS DEPARTMENT OF TRANSPORTATION DRAINAGE REQUIREMENTS THROUGH THE OUTFALL STRUCTURE, WHICH IS AT THE LOWER END OF THE BASIN ITSELF. THERE'S ALSO ANOTHER LINE THAT COMES IN HERE WHICH PICKS UP DRAINAGE FROM THE OTHER REMAINING 15 ACRES OF THE SITE ON THE FRONT ON THE NORTH SIDE OF THE SITE, WHICH DOES THE SAME THING. IT PUTS IT INTO THE BASIN AS IT DRAIN IN THE DRAINS OUT. SO YOU BASICALLY HAVE SOME SMALLER CATCH BASINS THAT ARE FUNNELING WATER INTO THIS PIPING AND THEN DIRECTING IT IN THERE. NO, SIR, WE HAVE WELL, WE HAVE A STANDARD CULVERT SYSTEM AND THEN REINFORCED CONCRETE PIPE. SO YOU KIND OF STANDARD STREET DRAINAGE, WHICH PICKS IT UP AND THEN CONVEYS IT OVER TO THE BASIN WHERE IT THEN IS HELD FOR A MOMENTARY PERIOD OF TIME UNTIL IT DRAINS OUT. OK, AND THEN IT SPOKE ABOUT ALSO ABOUT THE EMERGENCY OVERFLOW FOR IT. IS THAT IS THAT GOING TO BE SOMETHING THAT IS GOES OVER LIKE A SPILLWAY OR IS THAT PIPE AS WELL? I'M NOT I DON'T RECALL.
