ORDER, AND THE FIRST THING ON THE AGENDA IS THE INVOCATION LED BY OUR CITY PASTOR CLAYTON REED. AND THEN WE'LL FOLLOW THAT WITH THE PLEDGE.

JUST A QUICK REMINDER, THURSDAY NIGHT IS OUR NATIONAL DAY OF PRAYER FOR SOUTHLAKE, TEXAS, AT THE TOWN SQUARE RUSTIN PAVILION, SOMETHING REALLY SWEET IS GOING TO HAPPEN.

WE HAVE OUR PREVIOUS MAYOR, JOHN TERRELL, GOING TO COME PRAY WITH OUR OUTGOING MAYOR, LAURA HILL. AND THAT'LL BE SWEET.

AND THEN WE'LL HAVE PRAYER OVER OUR NEW MAYOR AND THE SAME THING WITH OUR PREVIOUS SUPERINTENDENT AND OUR CURRENT SUPERINTENDENT.

SO IT'LL BE A SWEET NIGHT WHERE WE GIVE THANKS FOR GOOD LEADERS FROM OUR PAST AND SET OUR NEW LEADERS OFF ON A COURSE OF PRAYER.

SO I INVITE EVERYBODY HERE TO COME AND BE A PART OF THAT IT'LL BE ONE HOUR.

WHERE WE JUST PRAY BLESSING AND PEACE AND MERCY AND OPEN DOORS AND WISDOM ABOUT FUTURE FOR HER, I PRAY WHATEVER PATH YOU LEAD HER DOWN THAT YOU WOULD GIVE HER COMFORT AND CLARITY, THAT YOU WOULD BLESS HER FAMILY, BE WITH HER CHILDREN, HER HUSBAND.

SO BUT IT MEANS THE WORLD TO US.

IT MEANS THE WORLD TO ME THAT YOU PRAYED WITH US BEFORE EVERY MEETING.

IT MEANS THE WORLD TO ME THAT YOU'VE PRAYED WITH OUR POLICE OFFICERS AND OUR FIREFIGHTERS AND OUR CITIZENS THAT HAVE SUFFERED IMMENSELY OVER THE LAST SIX YEARS.

I'VE BEEN PRETTY AS MAYOR TO UNFORTUNATELY TO A LOT OF PAIN AND SUFFERING THAT'S GONE ON IN OUR COMMUNITY THAT PEOPLE DON'T KNOW ABOUT.

BUT YOU WERE THERE FOR THOSE FAMILIES.

YOU WERE THERE TO SHORE THEM UP AND TO GIVE THEM HOPE AND TO GIVE THEM FAITH.

AND I HAVE FRIENDS THAT STILL TO THIS DAY TALK ABOUT YOU AND THE IMPACT THAT YOU MADE ON THEIR FAMILY IN THEIR ABSOLUTELY DARKEST HOUR.

SO AND HEATHER, I KNOW YOU SUPPORT HIM EVERY STEP OF THE WAY.

YOUR CHURCH THAT YOU'VE BUILT TOGETHER IS JUST SUCH AN IMPORTANT PART OF OUR COMMUNITY.

[3. Landscaping impacts resulting from the winter storm]

OH, THE LANDSCAPING IMPACTS FROM SNOWMAGEDDON.

MAYOR, MEMBERS OF COUNCIL I WANTED TO PROVIDE YOU AN UPDATE, KEN BAKER AND I WILL TAG TEAM THIS A LITTLE BIT. I'M GOING TO WALK YOU THROUGH KIND OF THE RESULTS OF THE WINTER STORM AND WHAT WE'VE SEEN, PARTICULARLY ACROSS TOWN AND ALL OF OUR CITY WIDE AREAS.

YOU CAN SEE SOME PHOTOGRAPHS HERE ON THE NEXT FEW SLIDES OF HERE IN TOWN SQUARE.

I'LL TALK TO YOU ABOUT KIND OF WHAT OUR APPROACH HAS BEEN.

WE'RE ALREADY WELL ON THE WAY TO REMOVING AND TAKING CARE OF THESE.

BUT YOU CAN SEE SOME OF THE IMAGES HERE IN TOWN SQUARE, AT SOME OF OUR MEDIANS, SOME OF THE ROUNDABOUTS AROUND TOWN TAKING QUITE A TOLL.

EVEN IN BICENTENNIAL PARK THIS WEEK, WE HAD TO TAKE DOWN SEVEN PRETTY LARGE TREES, MAINLY ASH IN AND AROUND THE TENNIS CENTER.

WE DID AN ASSESSMENT SHORTLY AFTER.

ONCE WE SAW KIND OF WHAT WAS GOING ON.

WE PRIORITIZE THE AREAS OF TOWN SQUARE, OF COURSE, OUR 1709 MEDIANS AND THEN THE AREA IN BICENTENNIAL PARK, PARTICULARLY AROUND THE MARQ.

WHEN WE LOOKED AT THAT AND THOUGHT BASED ON THE IMPACT WE'RE SEEING, THE WORST PART WOULD BE IF WE HAD TO REPLACE EVERYTHING, WE WOULD BE LOOKING AT JUST OVER TWO HUNDRED THOUSAND DOLLARS WORTH OF PLANT REMOVAL AND THEN NEW PLANT MATERIAL, ET CETERA.

IT'S NOT GOING TO BE THAT BAD.

A LOT OF IT IS COMING BACK.

WE WERE WELL ON OUR WAY TO REMOVING WE'VE REMOVED PRETTY MUCH EVERYTHING HERE IN TOWN SQUARE BY LATER ON THIS WEEKEND AND NEXT WEEK.

THE MAJORITY OF IT WILL BE REPLACED HERE IN TOWN SQUARE AS WELL AS AROUND THE MARQ.

WE'RE HOLDING OFF ON FM 1709, PARTICULARLY THE LOWER PENDULUMS, THE KIND OF THE PURPLE COLOR ALONG THE BOULEVARD THERE.

THOSE APPEAR TO BE COMING BACK.

WE'RE HOPING FOR THE BEST. THEY'RE PROBABLY NOT GOING TO LOOK THAT GREAT THIS YEAR, BUT HOPEFULLY NEXT YEAR WE'LL BE BACK IN BUSINESS.

BUT JUST WANTED TO KIND OF GIVE YOU AN IMPACT OF THESE KIND OF THREE PRIORITY AREAS OF WHAT WE MAY BE LOOKING AT.

AS I MENTIONED, THAT REMOVAL AND REPLACEMENT IS WELL UNDERWAY AND THOSE AREAS WE'LL BE WRAPPING MOST OF THEM UP BY THE END OF THIS WEEK INTO THE NEXT.

WE DID REPRIORITIZE SOME OF THE FUNDING WE HAD AVAILABLE THROUGH OUR TOWN SQUARE ENHANCEMENTS, FUNDING THAT WE HAVE HERE TO CONTINUE TO KEEP THE ENVIRONMENT IN TOWN SQUARE LOOKING, LOOKING GREAT YEAR IN AND YEAR OUT.

ALSO, SOME OF OUR GENERAL FUND DOLLARS FOR THE MEDIAN AREAS AND THEN SPDC FOR OUR PARK AREAS. WE WILL CONTINUE TO DO ASSESSMENTS OF THE PARKS.

WE DO HAVE SOME TREES AND CERTAIN SPECIES, OBVIOUSLY SOME SHRUBS THAT YOU SAW IN THESE IMAGES THAT HAVE TAKEN AN IMPACT.

AND WE'LL START WORKING OUR WAY THROUGH AS WE GO THROUGH THE BUDGET PROCESS AS TO WHAT WE MIGHT BE LOOKING AT IN TERMS OF NEED FOR FY22 BUDGET TO BE ABLE TO TO GET THOSE PLANTS ALL REPLACED. I WILL TELL YOU, THE LARGEST PROBLEM IS JUST ACCESS TO THE PLANT MATERIAL.

WE CAN GET IT OUT AND GET IT BACK IN FASTER THAN WE CAN EVEN GET A HOLD OF THE INVENTORY.

AND SO BEAR WITH US.

WE'LL KEEP PLUGGING AWAY ON IT.

BUT I THINK WE WANTED TO PRIORITIZE THESE AREAS AND THEN WE'LL SLOWLY START MOVING INTO THE OTHER MEDIANS AROUND TOWN, OUR OTHER PARKS, AREAS, ET CETERA, AND ALL OF OUR OTHER MUNICIPAL SITES. SO IF THERE'S ANY QUESTIONS.

I'M HAPPY TO TAKE THOSE IN TERMS OF THE CITY'S PLANT AND LANDSCAPE AND TREE INVENTORY HAVE TO TAKE THOSE BEFORE I TURN IT OVER TO MR. BAKER. ANY QUESTIONS OF DIRECTOR TRIBBLE? NOW, I WAS TRIBBLE. I KNOW I HAD ASKED FOR SOME OF THIS INFORMATION A WHILE BACK.

ARE WE SEEING THAT THE PRICING FOR THE REPLACEMENTS IS TYPICALLY HIGH? FORTUNATELY, WE HAVE CONTRACT PRICING, SO WE'RE IN GOOD SHAPE.

IT'S JUST GETTING THE INVENTORY RIGHT.

WELL, I JUST WANT TO TELL YOU, I'M REALLY IMPRESSED AND I'M REALLY EXCITED THAT YOU'RE GIVING THE PLANTS A CHANCE TO COME BACK.

SOME ARE GOING TO TAKE A LOT LONGER THAN OTHERS.

BUT YOU KNOW, I THINK THE TAXPAYERS UNDERSTAND THAT, YOU KNOW, THIS IS JUST A ONCE IN A LIFE, LET'S HOPE A ONCE IN A LIFETIME EVENT, CERTAINLY ONCE IN MY LIFETIME OF SERVICE ON COUNCIL. AND IT'S REALLY IT WOULD BE NICE IF WE COULD GET AS MUCH TO COME BACK AS POSSIBLE, EVEN IF IT TAKES A WHILE.

SO WE'RE BABYING SOME OF THESE TREES.

THERE ARE A COUPLE HERE IN TOWN SQUARE ONE IN PARTICULAR.

I'M AFRAID WE'RE GOING TO LOSE, MAY ALREADY HAVE OVER IN FRANK CORNISH PARK, ONE OF THOSE LARGE ONES. BUT WE'RE DOING EVERYTHING WE CAN TO TRY TO KEEP THEM ALIVE AND GETTING BACK TO BEING HEALTHY. I DO HAVE ONE QUICK QUESTION.

SO WE KIND OF TALKED ABOUT THIS A COUPLE OF WEEKS AGO.

ONE OF THE PLANTS THAT GOT HIT REALLY HARD WAS THE INDIAN HAWTHORNE'S WILL BE GOING BACK WITH THOSE I LOST SEVENTEEN IN MY YARD.

BACK. THERE WAS A LOT OF DISEASE WITHIN THOSE.

AND SO WE REALLY MOVED AWAY FROM THAT AS A PARTICULAR PLANT SPECIES THAT WE UTILIZE.

AND SO WE'RE LOOKING AT WHAT WE LEARNED.

YOU KNOW, WE'VE ALWAYS LOOKED AT DROUGHT TOLERANT TYPE PLANT MATERIAL AND LOOKING AT WHAT WE'VE LEARNED AND THOSE LIKE INDIAN HAWTHORNE, WE PROBABLY WON'T GO BACK WITH THAT VERY MUCH AT ALL, IF ANY.

MAYOR COUNCIL, JUST TO FOLLOW UP ON CHRIS'S COMMENTS, THE ECONOMIC TASK FORCE RECOVERY THAT WAS [INAUDIBLE] UP BY DEPUTY MAYOR PRO TEM HUFFMAN AND MAYOR [INAUDIBLE] MCCASKILL AND COUNCILMAN PATTON CAME UP WITH A NUMBER OF REGULATIONS, TEMPORARY REGULATIONS TO HELP OUR BUSINESSES GET THROUGH THE COVID PERIOD.

ONE OF THOSE WAS THE RELIEF FROM LANDSCAPING.

EVEN PRIOR TO THE WINTER STORM, WE HAD A DATE OF MAY 15TH TO ALLOW BUSINESSES A LONGER TIME TO REPLANT ANY DEFICIENT LANDSCAPING.

THE CITY MANAGER EXTENDED THAT TO JUNE 15TH.

WE ARE SCHEDULED TO SPEAK TO COUNCIL ACTUALLY AT YOUR NEXT MEETING ABOUT WHAT REGULATIONS THAT CAME OUT OF THESE COVID REGULATIONS THAT YOU MAY WANT TO CODIFY PERMANENTLY.

THERE'S A NUMBER OF, I THINK, GOOD REGULATIONS THAT HELP OUR BUSINESSES THAT THE COUNCIL MAY WANT TO LOOK AT CARRYING FORWARD AND MAKING PERMANENT, PARTICULARLY WITH THE OUTDOOR SEATING AND PATIO.

BUT THERE MAY BE OTHERS THAT YOU MAY WANT TO ALSO CONSIDER CODIFYING MOVING FORWARD.

YOU ALSO WILL BE LOOKING AGAIN AT THE REGULATIONS IN JUNE AND EXTENDING THOSE AT YOUR JUNE 15TH MEETING.

SO THIS LANDSCAPING WILL BE SOMETHING WE RECOMMEND MAYBE CARRYING INTO THE FALL SEASON TO KIND OF HELP OUR BUSINESSES GET PAST THIS RECENT WINTER STORM.

SO THAT'S OUR GENERAL PLAN.

YOU KNOW, I MEAN, I'M NOT SAYING BUSINESS OWNERS DIDN'T HAVE MORE IMPORTANT THINGS.

WELL, THAT WAS IMPORTANT BECAUSE IF YOU WANT TO DRIVE BUSINESS INTO YOUR BUSINESS, THEY NEED TO KNOW THAT YOU'RE OPEN. SO MAKE SURE THEY CAN READ YOUR SIGN.

RIGHT. AND I THINK PROBABLY THE TEMPORARY SIGN REGULATIONS ARE SOMETHING YOU'LL WANT TO END OR SET AN END DATE, POSSIBLY.

AND SO WE DO WANT TO HAVE A MONTH OR SO TO COMMUNICATE BACK TO OUR BUSINESSES THAT, HEY, THESE TEMPORARY REGULATIONS ARE COMING IN.

ELISE WAS A HEALTHY 13 YEAR OLD COMPETITIVE SWIMMER NAMED THE VARSITY HIGH SCHOOL SWIM TEAM AS AN INCOMING FRESHMAN.

YET ON JUNE 20TH, 2016, 15 MINUTES INTO HER CLUB PRACTICE, ELISE WAS PULLED FROM THE BOTTOM OF THE POOL, UNRESPONSIVE BY HER TEAMMATES.

SHE HAD BEEN THERE FOR OVER SIX MINUTES.

NO ONE SAW ELISE DROWN AS NO ONE WAS ACTIVELY SCANNING THE WATER.

ELISE FATALLY DROWNED EIGHT FEET FROM AN EMPTY LIFEGUARD CHAIR.

THE CERAMI FAMILY, THAT'S MYSELF AND MY HUSBAND AND MY SON THROUGH THE SWIM4ELISE FOUNDATION, OUR FAMILY WORK TO HONOR OUR DAUGHTER, ELISE.

HENCE, DROWNING NEVER CROSSED OUR MINDS.

WE ADVOCATE FOR LIFEGUARDS IN A POSITION OF SURVEILLANCE, ALONG WITH IN WATER EMERGENCY DRILLS FOR SWIM TEAMS. FURTHERMORE, WE ENCOURAGE ACTIVE SUPERVISION AROUND WATER, REGARDLESS OF A CHILD'S AGE OR SWIMMING ABILITY. WHEN WE FOUND OUT JUST HOW TERRIFYING IT WAS FOR MY DAUGHTER'S TEAMMATES TO PULL HER OFF THE BOTTOM OF THE POOL, WE BELIEVE THAT EVERY SWIMMER SHOULD HAVE IN WATER RESCUE SKILLS.

SO WE STARTED SCHOLARSHIPS FOR SWIMMERS TO GET LIFEGUARD CERTIFIED.

A LOT OF THESE KIDS SPEND TWO TO FOUR HOURS A DAY, FIVE, SEVEN DAYS A WEEK, MAYBE EVEN UP TO FIFTEEN YEARS IN THE WATER.

AND I CAN TELL YOU FROM THE WATER SAFETY SURVEYS THAT WE RECEIVE, I ASKED THEM HOW MANY TIMES THEY DO AN IN WATER EMERGENCY ACTION DRILL WHERE THEY IDENTIFY SOMEONE IN TROUBLE AND WHAT THEIR ROLE IS.

AND I CAN TELL YOU THAT 100 PERCENT OF THE TIME, THE ANSWER IS THAT THEY NEVER PRACTICE AN IN WATER EMERGENCY DRILL.

SO WE SEND OUR KIDS OFF TO PUBLIC SCHOOL AND THEY PRACTICE FIRE DRILLS ALL THE TIME.

I DON'T KNOW HOW MANY FIRES WE'VE HAD IN OUR SCHOOLS.

BUT THESE DRILLS ARE THINGS THAT THE KIDS SAY THEY WISH THEY WOULD HAVE KNOWN.

AS WE LEARN MORE ABOUT WATER SAFETY.

GOSH, I COULD TALK FOR HOURS ABOUT ALL THE THINGS I'VE LEARNED ABOUT WATER SAFETY.

BUT ONE OF THE THINGS THAT REALLY SHOOK ME WAS THE FACT THAT DROWNING IS THE NUMBER ONE ACCIDENTAL CAUSE OF INJURY DEATH FOR KIDS AGES ONE TO FOUR.

I REMEMBER BEING AT THE COOK'S CHILDREN'S MEETING WHEN THEY WENT OVER THAT STATISTIC, AND I JUST REMEMBER CRYING, REALIZING THAT IT WASN'T JUST MY FAMILY.

THERE WERE HUNDREDS OF FAMILIES IN NORTH TEXAS THAT WERE IN THE SAME SITUATION, HAVING LOST THEIR CHILD TO DROWNING.

SO I FELT REALLY COMPELLED AT THAT POINT TO START FREE WATER SAFETY CLASSROOM EDUCATION FOR KIDS IN NORTH TEXAS DAYCARES.

AND EVERY SUMMER WE EDUCATE OVER FORTY FIVE HUNDRED KIDS RIGHT HERE IN OUR LOCAL DAYCARES. I ALSO WANT TO SHARE WITH YOU A LITTLE BIT ABOUT SOME OF THE DROWNING SO FAR THAT HAVE HAPPENED THIS YEAR.

THE TEXAS DEPARTMENT OF FAMILY PROTECTIVE SERVICES HAVE REPORTED ELEVEN FATAL DROWNINGS SINCE JANUARY.

NINE OF THOSE WERE POOLS.

ONE WAS A HOT TUB AND ONE WAS A BATHTUB.

FOR EVERY ONE FATAL DROWNING, THERE ARE FIVE NON-FATAL DROWNINGS WITH VARYING LEVELS OF NEUROLOGICAL IMPACT OF THESE ELEVEN ALL WERE FIVE AND UNDER.

TO FUND THE SWIM4ELISE PROGRAMS, WE HAVE BEEN VERY FORTUNATE TO PARTNER WITH THE CITY OF SOUTHLAKE AND GATEWAY CHURCH TO HOST THE RUN4ELISE THIS WILL BE HELD ON SATURDAY, MAY 15TH, WHICH THIS YEAR COINCIDES WITH INTERNATIONAL WATER SAFETY DAY.

IT WILL BE HELD ON THE GATEWAY PREMISES, INTERNATIONAL WATER SAFETY DAY IS A DAY SET

BUT WE ALSO OFFER A FRIENDLY ONE MILE FUN RUN OR WALK FOR ANY OF YOU EXCITED TO VENTURE OUT. EACH YEAR THE RACE SHIRT OFFERS SOMETHING THAT WE BELIEVE OUR DAUGHTER WOULD HAVE SAID OR THAT SHE HAD ALREADY SAID.

AND THIS YEAR'S MESSAGE IS THAT YOU BECOME WHAT YOU BELIEVE.

PRIOR TO THE INTERNSHIP. I DIDN'T KNOW VERY MUCH ABOUT FINANCIAL LITERACY, STOCKS, TRADING, ETC. AND IT LEFT ME FEELING REALLY UNPREPARED FOR THE FUTURE [INAUDIBLE] TO MY MENTOR AND LOOKING THROUGH THEIR WEBSITE, I FELT A LOT BETTER AT IT, TAUGHT ME A LOT.

TD AMERITRADE PUT TOGETHER A REALLY GREAT CURRICULUM FOR US AND THEY ALSO FOUND US ONE OF THE MOST UNIQUE PROJECTS I'VE BEEN ON.

IN THE MAIN PART OF THE PROGRAM, WE WERE TASKED WITH FINDING A WAY TO IMPROVE CUSTOMER SATISFACTION ON THE TDA WEBSITE.

I LOVED FINDING UNIQUE PROBLEMS AND FINDING CREATIVE SOLUTIONS TO THOSE PROBLEMS. I ALSO LOVE BEING ABLE TO WORK WITH PEOPLE I ORIGINALLY DIDN'T KNOW VERY WELL TO HELP SOMETHING GREAT, ESPECIALLY WITH THE FINAL PRESENTATION.

WORKING WITH MY TEAM TO BRAINSTORM AND BUILD A COHESIVE PROJECT TO IMPROVE THE CLIENT EXPERIENCE FOR SUCH A MASSIVE COMPANY WAS INITIALLY PRETTY DAUNTING.

BUT THROUGH OUR COLLABORATION OF IDEAS AND ADVICE FROM OUR OLDER MENTORS, WE WERE ABLE TO CREATE SOMETHING WE WERE ALL PROUD OF BEING RELATIVELY NEW TO THE ECONOMIC FIELD MYSELF.

THE CRITICAL THINKING SKILLS I GAINED FROM THIS AMAZING OPPORTUNITY WERE EXTREMELY REWARDING, AND I'M SURE EVERYONE ELSE FEELS THE SAME WAY TOO.

THAT PROJECT, WHERE WE IDENTIFIED A PROBLEM WITH THE TD AMERITRADE INVESTMENT SOFTWARE AND PROPOSED A SOLUTION, TAUGHT ME SO MANY THINGS.

AND I JUST TOOK AWAY SO MUCH WITH THIS TD AMERITRADE INTERNSHIP IN PARTICULAR, AND SO MANY SKILLS I STILL USE ON A DAY TO DAY BASIS.

HI, MY NAME IS SERINA, ALONG WITH THE OTHER OPPORTUNITIES PROVIDED TO US BY TD AMERITRADE. WE WERE ALSO HAD THE CHANCE TO PARTICIPATE IN A WORKSHOP CALLED I AM REMARKABLE. HERE WE WORK WITH TD AMERITRADE LEADERS ON HAVING CONFIDENCE IN OURSELVES AS LEADERS AND ALSO WORKING ON EMPHASIZING OUR UNIQUENESS AND THINGS THAT MAKE US REMARKABLE. EVERY MORNING OF OUR INTERNSHIP, WE WOULD PLAY A FUN TEAM BUILDING GAME, WHICH LED TO US WORKING MORE EFFECTIVELY AS A TEAM WHILE ALSO GETTING TO KNOW EACH OTHER BETTER.

AT THE BEGINNING OF THE SCHOOL YEAR, WE WERE TASKED WITH A CITY BUDGETING PROJECT HERE, WE WERE GIVEN A LIST OF ITEMS WITHIN A CITY'S ANNUAL BUDGET AND PRIORITIZE THEM BY REORGANIZING THEM IN THE BEST INTERESTS OF THE CITY AND THE PEOPLE AS A WHOLE.

BY DOING THIS, WE WERE ABLE TO UNDERSTAND THE IMPORTANCE OF KEEPING TRACK OF PAST EXPENDITURES AND FUTURE GOALS, AND WE WERE ABLE TO IMPROVE OUR BUDGETING AND LEADERSHIP SKILLS. I WAS ABLE TO ACQUIRE SOME PRETTY COOL SKILLS WHEN IT CAME TO THE CITY BUDGET PROJECT. NOT ONLY WAS IT FUN TAPPING INTO MY CREATIVE SIDE AND COMING UP WITH A COOL NAME FOR OUR TOWN, BUT ALSO A LOT ABOUT PROBLEM SOLVING, SPECIFICALLY HOW TO ACCOMMODATE FOR A LARGE NUMBER OF PEOPLE UNDER A BUDGET.

THE CITY BUDGETING DAY WAS A FAIRLY UNIQUE PROJECT THAT I ENJOYED IT PERSONALLY AND TAUGHT ME THE IMPORTANCE OF BUDGETING AND PLANNING, AS WELL AS ACCOUNTING FOR UNPRECEDENTED EXPENSES THAT COULD SHOW UP THROUGHOUT THE YEAR.

I USED THE KNOWLEDGE I LEARNED FROM THIS BUDGETING PROCESS IN MY OWN LIFE AND JOB.

AND I LOOK BACK AND ONE OF THE ONES THAT I REALLY REMEMBERED AND I'M SO THANKFUL THAT I GOT TO LEARN EVERYTHING THAT I DID FROM SKILL.

MY NAME IS [INAUDIBLE] AND WE ALSO LEARNED ABOUT CITY SAFETY AND SECURITY, ALTHOUGH OUR VISIT TO THE FIRE DEPARTMENT WAS CANCELED BECAUSE OF THE BIG SNOWSTORM.

WE WERE ABLE TO MEET WITH THE HEAD OF THE EMERGENCY SERVICE DEPARTMENT RIGHT AFTER THAT AND LEARN THEIR SPECIFIC RESPONSE TO THAT CRISIS, ALONG WITH LEARNING HOW THEY GENERALLY COMMUNICATE WITH CITIZENS IN THE CASE OF AN EMERGENCY.

I THOUGHT IT WAS REALLY INTERESTING TO GET A BEHIND THE SCENES LOOK AT AN EVENT THAT HAD JUST SO RECENTLY HAPPENED, ALONG WITH LEARNING ABOUT JOB OPPORTUNITIES THAT I DIDN'T KNOW EXISTED BEFORE. HEY, IT'S DAN [INAUDIBLE] AND MY EXPERIENCE AT THE FINANCIAL LITERACY DAY WAS VERY INTERESTING.

I LEARNED HOW TO SAVE AND INVEST MY MONEY IN A SMART WAY FOR MY FUTURE.

AND IT WAS GREAT TO HEAR FROM THE MEMBERS OF CORNERSTONE AND WHAT THEY HAD TO SAY FOR US.

WE ALSO HAD A DAY ABOUT FINANCIAL LITERACY, WHERE WE LEARNED EVERYTHING ABOUT ECONOMICS TO PREPARE US FOR THE FUTURE, FROM LEARNING ABOUT THE STOCK MARKET AND THE STOCK SYSTEM, TO LEARNING ABOUT TAXES AND HOW TO STRUCTURE OUR FINANCES.

HI THERE. MY NAME'S JAMIE, AND I THOUGHT THAT FINANCIAL LITERACY DAY WAS THE PERFECT END TO THE SKILL PROGRAM.

AT FIRST I WAS EXTREMELY OVERWHELMED BY THE AMOUNT OF INFORMATION THAT I HAD NOT PREVIOUSLY KNOWN.

BUT BY THE END OF THE DAY, I FELT MORE CONFIDENT IN MY ABILITIES AND MY FUTURE KNOWLEDGE ABOUT FINANCE.

OVERALL, I THOUGHT IT WAS A GREAT EXPERIENCE THAT WAS SUPER ENGAGING AND REALLY USEFUL FOR ME AND MY PEERS. MY NAME IS SLOAN MILLER AND THE FINANCIAL LITERACY EVENT THAT SKILL PUT ON THIS YEAR WAS ONE OF MY FAVORITE THINGS WE DID.

I WAS ABLE TO FURTHER MY KNOWLEDGE ABOUT THE FINANCIAL WORLD AND ALSO LEARN ABOUT THINGS I NEED TO BE DOING IN ORDER TO BE SUCCESSFUL.

CORNERSTONE PUT ON A GREAT PRESENTATION AND IT WAS A BLAST GOING TO SEE MY FELLOW SCHOOL MEMBERS FOR THE FIRST TIME THIS YEAR.

HI, MY NAME IS ANDREW [INAUDIBLE] AND MY FAVORITE PART OF SKILL WAS THE FINANCIAL LITERACY CORNERSTONE, DID A GREAT JOB OF GIVING US THE BASICS OF FINANCES IN A SHORT, CONDENSED FORM. ALSO, THEY PROVIDED US WITH TWO DIFFERENT SCENARIOS THAT SHOWED US HOW SHORT TERM SPENDING DURING OUR TEENAGE YEARS AND EVEN OUR EARLY 20S CAN HAVE LONG TERM CONSEQUENCES. THIS REALLY ALLOWED US SEE THE VARIOUS AVENUES OF SUCCESS AND GAVE US GREAT INSIGHT DURING THIS TRANSITIONAL PERIOD IN OUR LIVES.

IN CONCLUSION, WE ALL HAD A GREAT EXPERIENCE AS THE SKILL CLASS OF 2021.

TEACHING THROUGH A VIRTUAL SETTING IS NOT EASY, MUCH LESS LEARNING AND HAVING PROJECTS DUE WORKING WITH WITH MYSELF, THE CITY, THE SCHOOL DISTRICT AND TD AMERITRADE.

AND ALTHOUGH YOU GUYS TRIED TO THROW ME A GOODBYE PARTY, LOOKS LIKE I WILL BE BACK SO AFTER A FEW DAYS OF REFLECTION, YOU KNOW, IT'S STILL VERY DIFFICULT TO CAPTURE THE EMOTIONS OF THIS RACE IN WORDS.

AND, YOU KNOW, SO MANY PEOPLE GAVE THEIR BLOOD AND SWEAT AND TEARS AND TIME TO THESE RACES. BOTH MINE AND THE CITY COUNCIL RACES, THE SCHOOL BOARD RACES, AND IT'S JUST THE LIFELONG FRIENDSHIPS THAT WE MADE, THE UNFORGETTABLE MEMORIES.

IT WAS REALLY, REALLY MEANINGFUL TO ALL OF US.

SO THIS, AS YOU ALL KNOW, THIS ELECTION BROKE ALL TURNOUT RECORDS IN SOUTHLAKE OVER NINETY THREE HUNDRED VOTES WERE CAST IN THE MAYOR'S RACE.

AND I'M VERY HUMBLED TO SAY THAT 71 PERCENT OF YOU CAST A BALLOT IN SUPPORT OF OUR POSITIVE VISION FOR SOUTHLAKE.

THAT WAS NOT ONLY ABOUT MYSELF OR THE OTHER CANDIDATES.

IT WAS ALSO A RINGING ENDORSEMENT OF THE WORK WE'VE DONE OVER THE LAST SIX YEARS LED BY MAYOR HILL. SO WE'VE CONDUCTED CITY BUSINESS WITH INTEGRITY, HONOR AND HONESTY.

AND THE PEOPLE OF SOUTHLAKE SAID ON SATURDAY THEY TRUST US TO CONTINUE TO DELIVER ON THAT GOOD WORK IN THE FUTURE. SO SOUTHLAKE HAS SPOKEN.

THE TIME FOR CAMPAIGNING HAS ENDED AND THE TIME FOR GOVERNING HAS BEGUN.

WE PROMISED TAX CUTS AND I INTEND TO KEEP THAT PROMISE.

IT MEANS THAT I WILL COMMUNICATE HONESTLY TO COUNCIL AND TO STAFF AND TO THE CITIZENS.

AND YOU WILL ALWAYS KNOW WHERE I STAND ON THE CONTENTIOUS ISSUES THAT COME BEFORE US.

AND IT MEANS [INAUDIBLE] THINKING ABOUT HOW I CAN MAKE YOUR LIFE IN SOUTHLAKE BETTER.

NOW, UNFORTUNATELY, THAT'S NOT GOING TO BE GOOD ENOUGH FOR SOME PEOPLE BECAUSE FRANKLY, THERE ARE SOME IN TOWN WHO DON'T ENGAGE THE POLITICAL PROCESS IN GOOD FAITH.

THERE ARE SOME WHO WANT NOTHING LESS THAN DOMINANCE OF THEIR WORLD VIEW.

COMPROMISE IS NOT A CONCEPT THEY WILL CONSIDER.

THEY DRAG BODY BAGS TO TOWN SQUARE.

THEY TEAR DOWN OUR CITIZENS AND CITY STAFF.

THEY TRY TO CANCEL US AND SHUT US UP AND SHOUT US DOWN UNLESS WE ACCEPT THEIR VIEW OF THE WORLD. AND THESE VOICES, UNFORTUNATELY, HAVE CONSPIRED WITH THE OUTSIDE MEDIA TO ADVANCE A NARRATIVE OF SOUTHLAKE THAT IS DESTRUCTIVE TO OUR COMMUNITY AND OUR CHILDREN WHO ARE ALL LISTENING MORE INTENTLY THAN WE REALIZE.

SO LET ME BE VERY CLEAR.

I WILL NOT, AS YOUR MAYOR, ENTERTAIN FOR A MINUTE THE FALSE IDEA THAT SOUTHLAKE IS A BROKEN AND RACIST COMMUNITY.

IT'S NOT TRUE. I WON'T STAND FOR IT.

SO IF YOU'RE LOOKING FOR A MAYOR THAT IS BUYING INTO THAT PERNICIOUS LIE, I AM NOT HIM.

BUT THE GOOD NEWS IS THE NUMBER OF PEOPLE WHO BUY INTO THAT NASTY POLITICS IS VERY FEW.

THE VAST MAJORITY OF THE PEOPLE IN THIS CITY, THE THOUSANDS THAT WE TALKED TO ON THE CAMPAIGN TRAIL, REGARDLESS OF THEIR POLITICS OR THEIR BELIEFS OR THEIR PARTY AFFILIATION, WANT THE SAME THINGS. THEY WANT SAFE NEIGHBORHOODS FOR THEIR FAMILIES, THEY WANT FISCAL DISCIPLINE FROM THEIR ELECTED OFFICIALS, THEY WANT A WELCOMING ENVIRONMENT IN THEIR SCHOOLS, AND THEY WANT POSITIVITY AND HOPE FROM THEIR LEADERS.

AND THAT IS EXACTLY WHAT WE ARE GOING TO DELIVER.

I ENCOURAGE EVERYONE TO ENGAGE IN THIS POLITICAL PROCESS.

WE ARE BETTER AS A COUNCIL WHEN YOU AS CITIZENS ARE ENGAGED.

SO IF YOUR HEART IS FOR CIVIL DISCOURSE AND POSITIVE CHANGE, NO MATTER YOUR PERSPECTIVE OR YOUR BACKGROUND, YOU WILL ALWAYS HAVE A SEAT AT MY TABLE.

AND THEN WE HAD THE WINTER STORM AND ABLE TO ADJUST SO QUICKLY WITH A NUMBER OF PERMITS NOW COMING IN BECAUSE OF THE DAMAGE OF THE WINTER STORM, THEY'VE BEEN WORKING AT A VERY HIGH LEVEL. WE'RE EXCITED ABOUT SOME NEW THINGS WE'LL BE KICKING OFF HERE THIS SUMMER TO HOPEFULLY IMPROVE OUR CUSTOMER SERVICE LEVEL, MAKE IT EASIER FOR PEOPLE TO APPLY FOR PERMITS AND TO GET THROUGH THE PROCESS AS EFFICIENTLY, AND AS QUICKLY AS POSSIBLE, BECAUSE WE WANT OUR CUSTOMERS TO GET THOSE PERMITS AS QUICKLY AS POSSIBLE.

OUR BUILDING INSPECTORS AND PLAN EXAMINERS UTILIZE THESE INTERNATIONAL CODES DAILY WHEN REVIEWING BUILDING PLANS.

OUR DEPARTMENT CONSISTENTLY ADOPTS UPDATED BUILDING CODES TO ENSURE THAT COMMERCIAL BUILDINGS, RESIDENTIAL HOMES AND OTHER STRUCTURES ARE SAFE AND SECURE FOR TENANTS AND RESIDENCE. OUR DEPARTMENT UTILIZES THIS DASHBOARD DAILY TO TRACK OUR KAI METRICS, WHICH ARE KEY ACCOUNTABILITY INDICATORS, AND IT REPORTS REAL TIME DATA ON INSPECTIONS AND PERMIT REVIEWS. THIS DASHBOARD HAS HELPED OUR DEPARTMENT ENSURE WE PROVIDE THOROUGH AND TIMELY BUILDING INSPECTIONS AND PLAN REVIEWS TO DELIVER EFFICIENT AND EFFECTIVE SERVICES TO OUR CUSTOMERS AND RESIDENTS.

IN ADDITION TO OUR BUILDING INSPECTIONS DASHBOARD, WE ALSO HAVE A PERMITTING DASHBOARD AS WELL. AND THIS ALSO CAPTURES OUR KAI METRICS AND REPORTS REAL TIME DATA FOR PERMIT ISSUANCE. THIS DASHBOARD HELPS OUR DEPARTMENT STAY ON TRACK BY NOTIFYING BUILDING AND PLANNING STAFF ON UPCOMING PERMIT DATES AND DEADLINES TO ENSURE WE COMPLETE EACH PLAN REVIEW ON TIME. RECENTLY, WE HAVE NOTICED A SIGNIFICANT INCREASE, ABOUT ONE HUNDRED AND FIFTY EIGHT PERCENT AND THE PERCENTAGES OF PERMITS BEING ISSUED.

AS KEN MENTIONED EARLIER, WE THINK THIS IS MOST LIKELY DUE TO RESIDENTS AND BUSINESSES APPLYING FOR PERMITS FOLLOWING THE FEBRUARY WINTER STORM AND THE RECENT STORM DAMAGE THAT SOUTHLAKE HAS EXPERIENCED FROM OUR SPRING STORMS. HOWEVER, WE ARE HAPPY TO SEE THAT THESE NUMBERS CONTINUE TO INCREASE.

AS PART OF OUR E-SERVICES DURING 2020, OUR DEPARTMENT CREATED A PROCESS TO PROVIDE VIRTUAL BUILDING INSPECTIONS TO RESIDENTS AND CONTRACTORS FOR CERTAIN TYPES OF INSPECTIONS. THE VIRTUAL INSPECTION PROCESS ALLOWS PHOTOS AND VIDEOS TO BE SENT TO THE CITY IN LIEU OF AN INSPECTOR PHYSICALLY VISITING A HOME OR A SITE TO PERFORM AN INSPECTION. THIS RESULTS IN ELIMINATING THE NEED FOR A HOMEOWNER OR CONTRACTOR TO STAY AT HOME OR ON SITE IN ORDER TO MEET THE INSPECTOR.

THIS VIRTUAL PROCESS ALLOWS THE CITY TO IMPROVE EFFICIENCY AND SAVE MONEY BY REDUCING CRIME AND TRAVEL COSTS.

ON THE RIGHT HAND SIDE, WE HAVE ANOTHER E-SERVICE, WHICH IS THROUGH INTER GOVT CUSTOMER SELF-SERVICE. THIS IS A MULTIFACETED SITE USED FOR PERMITTING AND SCHEDULING OF INSPECTIONS. THE SITE ALSO ALLOWS CUSTOMERS TO PAY FEES, CHECK INSPECTION RESULTS, APPLY FOR ALL BUILDING PERMITS AND UPLOAD PLANS BY ACCEPTING APPLICATIONS ONLINE.

OUR DEPARTMENT HAS REDUCED PAPER WASTE AND CONTINUES TO STREAMLINE OUR SUBMITTAL PROCESS.

WE DO PLAN TO UPDATE OUR UPDATE OUR ENERGOV SERVICE AND OUR DEPARTMENT PLANS TO PROVIDE TUTORIALS AND TRAINING TO INTERNAL STAFF AND EXTERNAL CUSTOMERS TO ENSURE EVERYONE IS AWARE OF THE MODIFICATIONS AND UNDERSTANDS HOW TO OPERATE THE SYSTEM.

THE TOTAL REFUNDING DEBT THAT WAS ISSUED GENERAL OBLIGATION REFUNDING BONDS WAS THREE MILLION, FOUR HUNDRED THOUSAND DOLLARS.

WE RECEIVED ELEVEN BIDS.

THE LOW BID WAS ONE POINT TWO ONE PERCENT BY FIRST NATIONAL BANK OF TEXAS.

BASED ON FUTURE BUDGETS OF THE MULTI-YEAR PLAN THE CITY HAS, THE WATER AND SEWER SAVINGS WILL BE TAKEN OVER THE NEXT FOUR YEARS EQUALLY.

AND ON THE SALES TAX BONDS, IT WILL BE LEVEL SAVINGS OVER THE REMAINDER AND THE ISSUE.

AGAIN, OUTSTANDING PARTICIPATION, ELEVEN INSTITUTIONS, AS I INDICATED, SHARED WHEN WE WENT OVER THE BID RESULTS WERE THERE.

IT TOTALLY REPRESENTS THE TREMENDOUS INTEREST AND EXPECTATION THAT INVESTORS HAVE OF THE CREDIT QUALITY OF THE CITY.

THERE WAS A SURFACE DRAINAGE ON THE EASTERN PORTION OF THE SITE INDICATED BY THE YELLOW HIGHLIGHT. A SITE PLAN CAME IN FOR THE EXPANSION OF THE HOSPITAL FACILITY TO INCLUDE THE PHASE ONE PARKING GARAGE, AS WELL AS THE EMERGENCY ROOM ENTRANCE, RELOCATING THAT AND A SERVICE YARD. AND THAT WAS APPROVED BY CITY COUNCIL IN 2011.

AS PART OF THAT SITE PLAN AMENDMENT THE HOSPITAL PLACED THE DETENTION FACILITY UNDERGROUND WHERE EXISTS TODAY UNDER THE FIRE LANE AREA.

AGAIN ON THE EASTERN PORTION OF THE SITE.

THIS IS AN APPLICANT, EXHIBIT PROVIDED BY THE APPLICANT SHOWING THE APPROXIMATE LOCATION OF THE EXISTING UNDERGROUND DETENTION SYSTEM.

BUT YES, IT COULD BE ENGINEERED, I WOULD ASSUME.

THERE ARE SOME SPECIFIC RECOMMENDATIONS ABOUT MASTER PLANNING IN THIS AREA IN A COORDINATED MANNER, AND COUNCILS WORK VERY HARD TO MAKE SURE THERE'S CONNECTIVITY AND CONSISTENCY IN DESIGN AND SOME OF THE BUILDINGS AS THOSE GO THROUGH THE DEVELOPMENT PROCESS. THE ZONING IS AG AND THE REQUEST IS AN SP 2 TO ALLOW THAT OFFICE DEVELOPMENT.

AND SO IT IS PREVALENT IN SOME OF THE BUILDINGS YOU GO TO THE WEST, THE THE PINNACLE POINT IS MORE TRADITIONAL STONE GLASS FRONTS AND METAL STEEL.

THE APPLICANT HAS INDICATED THERE WILL BE PARKING AGREEMENTS IN PLACE, ALLOWING IT TO BE PARK TO CODE THE WAY IT'S PARKED.

IT'LL BE GENERALLY A GENERAL OFFICE BUILDING.

THERE MAY BE SOME SMALL MEDICAL AND THEN THE TREE PRESERVATION ORDINANCE, THEY'RE REQUESTING THAT FOURTEEN POINT THREE PERCENT OF THE EXISTING CANOPY BE REMAIN.
