GOOD EVENING, EVERYONE. MY NAME IS VANDANA TANNERU AND THE VICE CHAIR FOR CITY OF SOUTHLAKE COMMUNITY ENGAGEMENT COMMITTEE.

ONE OF THE RESPONSIBILITIES OF A COMMITTEE IS TO HOST THE SPIN FORUM, TOWNHALL FORUM MEETINGS AND WELCOME EVERYONE.

AND ONE OF THE PURPOSES OF THIS SPIN MEETING IS TO GET FEEDBACK FROM CITIZENS ON PROJECTS AND USUALLY OTHER ITEMS THAT ARE INTEREST TO COMMUNITY.

AND TYPICALLY MOST OF THEM ARE DEVELOPMENT RELATED, LIKE THE ONES THAT WE HAVE IN TODAY'S AGENDA. AND I WOULD LIKE TO REMIND EVERYBODY THAT SPIN IS JUST AN INFORMATIONAL MEETING AND THERE'LL BE NO VOTING AS SUCH.

AND ALL SPIN MEETINGS ARE ACTUALLY STREAMLINED, LIVE THROUGH VIDEO ON DEMAND AND WILL BE AVAILABLE 24 HOURS AFTER THE MEETING.

THE ITEMS PRESENTED AT SPIN REPRESENT IDEAS, OFTEN IN THE BEGINNING STAGES OF POSSIBLE DEVELOPMENT. NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THAT THIS CONVERSATION STARTS HERE FIRST WITH THE PRESENTATION AND THEN WITH YOUR QUESTIONS AND COMMENTS FOR THE DEVELOPER.

THERE ARE NO VOTES TAKEN AT SPIN AND NO DECISIONS ARE MADE.

SPIN IS SIMPLY AN OPPORTUNITY TO LEARN MORE ONCE THE MEETING IS OVER.

BOTH THE CITY COUNCIL AND THE CITY'S PLANNING AND ZONING COMMISSION ARE PROVIDED WITH A SPIN MEETING REPORT THAT HIGHLIGHTS THE DISCUSSION FROM TONIGHT.

SO WE THOUGHT WE WOULD HAVE JEROD PRESENT THIS FIRST AGENDA ITEM.

SO LET'S GET STARTED.

[4. SPIN2021-13 - The City of Southlake is proposing the adoption of the Parks, Recreation & Open Space Master Plan, an element of the Southlake 2035 Comprehensive Plan.]

THE CITY OF SOUTHLAKE IS PROPOSING THE ADOPTION OF PARKS AND RECREATION AN OPEN HOUSE OPEN SPACE MASTERPLAN AS AN ELEMENT OF THE SOUTHLAKE 2035 COMPREHENSIVE PLAN.

AND HERE WE HAVE JEROD PRESENTING IT.

TAKE IT AWAY. GOOD EVENING, EVERYBODY.

MY NAME IS JEROD POTTS AND I AM WITH THE CITY OF SOUTHLAKE.

I WORK IN OUR PLANNING AND DEVELOPMENT SERVICES DEPARTMENT, SO IT'S MY PLEASURE TO PRESENT THE SOUTHLAKE 2035 PARKS RECREATION AND OPEN SPACE MASTER PLAN TO ALL OF YOU.

I HOPE YOU ARE ABLE TO ENJOY SOME OF THE THE PLAN DOCUMENTS AND OTHER MAPS OUT THERE BEFORE THIS SPIN TOWNHALL FORM.

SO JUST AS A QUICK TIMELINE FOR THIS, THIS PLAN ELEMENT, WE STARTED WITH THE COMMITTEE, THE PARKS AND RECREATION BOARD WAS APPOINTED TO DEVELOP THIS MASTER PLAN ELEMENT BACK IN AUGUST OF 2019.

SO WE BEGAN MEETING WITH THAT COMMITTEE IN SEPTEMBER OF 2019.

GOT OFF TO A GREAT START. AND OF COURSE, AS EVERYONE KNOWS, THE WORLD KIND OF CHANGED A LITTLE BIT. AND SO WE TOOK A BRIEF PAUSE AND THAT KIND OF DELAYED THE PLAN A FEW MONTHS.

AND SO, BUT HERE WE ARE TODAY, MAY 2021.

THE THE COMMITTEE ACTUALLY RECOMMENDED APPROVAL OF THAT PLAN ELEMENT.

AND SO THAT KIND OF KICKED OFF THE LEGISLATIVE ADOPTION PROCESS FOR THIS PLAN.

AND SO PARKS AND RECREATION BOARD FIRST AND THEN THE PLANNING AND ZONING COMMISSION, WE TOOK THIS TO THEM THURSDAY AT THEIR PREVIOUS MEETING AND THEY RECOMMENDED APPROVAL OF

THIS PLAN. AND THEN HERE WE ARE THIS EVENING, SPIN TOWN HALL FORUM AND AN OPEN, OPEN HOUSE. SO JUST A COUPLE OF QUICK NOTES.

IT'S WORTH MENTIONING THAT, YOU KNOW, THE PARKS BOARD SAW THIS THIS PLAN AND DISCUSSED IT. FIFTEEN OF THEIR MEETINGS.

AND SO THESE WERE ALL POSTED AND OPEN TO THE PUBLIC.

SO 15 PARK BOARD MEETINGS, ONE SOUTHLAKE YOUTH ACTION COMMISSION MEETING, ONE SOUTHLAKE.

I'M SORRY TWO SOUTHLAKE KIDS INTERESTED IN LEADERSHIP MEETINGS, ONE SENIOR ADVISORY COMMISSION MEETING. AND THEN AGAIN, WE WE TOOK THE PLAN TO THE CARROL ISD SCHOOL HEALTH ADVISORY COUNCIL JUST TO KIND OF GET THEM IN THE LOOP AND PROVIDE SOME IMPORTANT INFORMATION TO THAT GROUP.

SO THEY KIND OF KNEW FROM A SCHOOL DISTRICT PERSPECTIVE WHERE WE WERE AT.

SO, AGAIN, ALL IN ALL, 20 BOARD OR COMMITTEE MEETINGS WERE HELD TO DISCUSS THIS PLAN ELEMENT. JUST QUICKLY, THE PUBLIC PARKS INVENTORY, IT'S JUST WORTH NOTING THAT YOU KNOW AS AS ALL OF YOU KNOW, THERE ARE A NUMBER OF PARKS IN THE CITY OF SOUTHLAKE IN THIS SPECIFIC FOCUS, THE PLAN THAT WE'RE HERE DISCUSSING THIS EVENING WAS THE PUBLIC PARKS.

AND SO YOU VERY WELL MAY LIVE IN A SUBDIVISION THAT HAS A PARK AND IT MIGHT BE PRIVATE.

AND SO WE WOULD NOT HAVE DISCUSSED THAT AS PART OF THIS EFFORT.

BUT HERE YOU CAN SEE SORT OF THE RUNDOWN OF THE PUBLIC PARKS IN THE CITY OF SOUTHLAKE.

FROM A PROCESS STANDPOINT, YOU KNOW, TO KIND OF WALK THROUGH WHERE WE WHERE WE STARTED AND HOW WE ENDED UP WHERE WE ARE NOW, WE KICKED OFF WITH KIND OF A NEEDS ASSESSMENT.

WE WE LOOKED AT THE EXISTING PARKS IN THE CITY OF SOUTHLAKE AND WE HAD SURVEYS THAT WE SENT OUT TO THE COMMUNITY, WHICH WILL KIND OF GET INTO IN A LITTLE BIT.

WE WALKED THROUGH OUR OTHER ADOPTED MASTER PLAN ELEMENTS SUCH AS THE YOUTH PLAN, HEALTH AND WELLNESS PLAN, AND THOSE INFORMED A LOT OF THE DIRECTION AS FAR AS WHERE WE WOULD GO IN TERMS OF OUR THE DEVELOPMENT OF OUR PARK SYSTEM, YOU KNOW, LOOKING AT DEVELOP PARKS, UNDEVELOPED PARKS, LOOKING AT OPPORTUNITIES TO FILL IN GAPS WHERE THERE MIGHT BE IN TERMS OF A LACK OF PUBLIC PARK FACILITIES.

SO HERE YOU CAN SEE ON THESE TWO MAPS, THE LEFT SPECIFICALLY SHOWS THERE IS A STANDARD KIND OF A NATIONAL STANDARD OUT THERE THAT THAT PEOPLE SHOULD BE WITHIN A 10 MINUTE WALK TO A PUBLIC PARK.

AND SO WE TOOK THAT CREATED THIS MAP TO ESSENTIALLY BUFFER HALF A MILE, WHICH WOULD ROUGHLY BE ABOUT A 10 MINUTE WALK TO SHOW WHERE THERE MIGHT BE SOME GAPS IN THE SYSTEM.

AND SO THERE YOU CAN SEE IN YELLOW ON THE LEFT AGAIN, WHERE THERE MIGHT BE SOME GAPS.

AND SO KIND OF SKIPPING HAD A LITTLE BIT.

BUT WHEN WE GET INTO OUR POLICY RECOMMENDATIONS, WE SORT OF TARGET THESE AREAS AS WHEN THE CITY IS GOING THROUGH AND DOING FUTURE LAND USE PLAN AMENDMENTS AND AND UPDATING OUR COMPREHENSIVE FUTURE LAND USE PLAN.

LOOK AT THESE AREAS SPECIFICALLY TO IDENTIFY IF SOMETHING COULD BE POTENTIALLY TRANSITIONED INTO A PARK OR AN OPEN SPACE TYPE OF USE.

AND THEN THE MAP ON THE RIGHT SHOWS THE SAME CONCEPT, EXCEPT IT'S HIGHLIGHTING THE PRIVATE PARKS AND PRIVATE OPEN SPACES.

TALKED BRIEFLY ABOUT THE COMMUNITY FEEDBACK, BUT JUST TO SORT OF REITERATE, WE TOOK THIS MEETING SO THE SOUTHLAKE KIDS INTERESTED IN LEADERSHIP SOUTHLAKE YOUTH ACTION COMMISSION TAKING IT TO THOSE CITY GROUPS WAS SOMETHING THAT WAS RECOMMENDED AS PART OF THE HEALTH AND WELLNESS PLAN TO ENSURE THAT WE WERE GETTING THE YOUTH PERSPECTIVE WHEN DEVELOPING OUR OUR PARKS MASTER PLAN.

SIMILARLY, TAKING IT TO THE SENIOR ADVISORY COUNCIL WAS TO GET THAT SENIOR PERSPECTIVE AND ALL THAT SORT OF TIES IN TO ENSURING THAT SOUTHLAKE IS AN AGE FRIENDLY COMMUNITY.

AND SO WHAT YOU'LL SEE IF YOU READ THROUGH THE RECOMMENDATIONS IS YOU'LL ACTUALLY KIND OF SEE RECOMMENDATIONS FOR SPECIFIC AMENITIES SUCH AS AGE FRIENDLY EXERCISE STATIONS, VARIOUS AMENITIES LIKE THAT.

THAT WOULD BE SOMETHING THAT ANYBODY CAN USE.

YOU KNOW, ANOTHER KIND OF GUIDING PRINCIPLE GOING BACK TO THE HEALTH AND WELLNESS PLAN WAS THIS STATEMENT THAT IF YOU HAVE A COMMUNITY THAT'S GOOD FOR AN EIGHT YEAR OLD OR FOR AN 80 YEAR OLD, YOU HAVE A GOOD PLACE TO LIVE.

AND SO WE'VE KIND OF CONTEMPLATED HOW WE CAN MEET THOSE GOALS IN OUR OUR CITY.

COMMUNITY SURVEY. AGAIN, THIS WAS OPENED IN FEBRUARY OF 2020, GOT ABOUT ONE HUNDRED AND FIVE RESPONSES TO THAT SURVEY, WHICH INFORMED THE PLAN ELEMENT.

AND OF COURSE, PUBLIC MEETINGS, SOCIAL MEDIA.

THIS SLIDE KIND OF INDICATES THE MY SOUTHLAKE NEWS ARTICLES AND FACEBOOK YOU MIGHT HAVE SEEN IF YOU LIVE NEAR ONE OF THESE PARKS, PERHAPS JOHNSON PARK OR WINDING CREEK PARK, IF YOU WERE ENTERING YOUR NEIGHBORHOOD, YOU VERY WELL MAY HAVE SEEN ONE OF THESE SIGNS PROMOTING THESE PUBLIC DISCUSSIONS.

AND THEN WE HAD ARTICLES KIND OF COME OUT ALONG THE WAY THAT PEOPLE COULD READ AND FIND OUT MORE. AND THEN, OF COURSE, WE HAD A FEEDBACK FORM ON THE WEB PAGE THAT PEOPLE COULD

DIGITALLY SUBMIT FEEDBACK, WHICH WE WOULD THEN TURN AROUND PROVIDE TO THE PARKS AND RECREATION BOARD. THIS IS KIND OF JUST A FUN SLIDE SHOWING A TABLETOP EXERCISE WE DID WITH THE SOUTHLAKE KIDS INTERESTED IN LEADERSHIP.

YOU KNOW, WE DUG IN TO THE SURVEY A LITTLE BIT, GOT THEM TO PROVIDE A BIT MORE CONTEXT TO WHY THEY MIGHT HAVE ANSWERED QUESTIONS THE WAY THAT THEY DID.

AND THEN ON THE RIGHT THERE, YOU CAN SEE THERE'S A COUPLE OF IMAGES.

WE DID A BASICALLY A HOMEWORK ASSIGNMENT.

WE WE ASSIGNED THE GROUPS TO COME UP WITH PUBLIC ART INSTALLMENTS IN EITHER SOUTHLAKE SPORTS COMPLEX OR NORTH PARK.

AND SO THERE ON THE RIGHT. YOU CAN SEE, YOU KNOW, THE TOP RIGHT.

YOU SEE LIFE SIZE CHESS PIECE AND THEN A DECORATIVE CROSSWALK WITH AN INSPIRATIONAL MESSAGE INTO SOUTHLAKE SPORTS COMPLEX, A CHALKBOARD WHERE PEOPLE COULD WRITE MESSAGES AND THINGS. AND ON THE BOTTOM RIGHT, THIS WAS A SKETCH THAT SOMEBODY DID, I BELIEVE, BY HAND FOR AN ART INSTALLMENT IN NORTH PARK THAT WOULD ESSENTIALLY YOU'D WALK INTO IT IN THE MIDDLE. YOU'D HAVE A MURAL, PRETTY IMPRESSIVE STUFF.

AND THESE THESE KIDS ACTUALLY USED AUTOCAD TO DESIGN THESE PROJECTS, WHICH WAS PRETTY IMPRESSIVE. AND SO THOSE ITEMS MADE IT INTO THE MASTER PLAN AS A RECOMMENDATION TO CONSIDER THAT FEEDBACK FROM THE YOUTH GROUPS WHEN INSTALLING PUBLIC ART IN EITHER SOUTHLAKE SPORTS COMPLEX OR NORTH PARK.

AGAIN, THE PARK SURVEY, YOU CAN SEE HERE THE NUMBER OF RESPONSES WE GOT 105 TOTAL RESPONSES FOR THAT THREE WEEK WINDOW THAT THE SURVEY WAS OPEN.

AND HERE'S JUST SOME OF THE QUESTIONS THAT WE ASKED.

AND THIS IS CUSTOMARY FOR OUR PARKS.

I'M SORRY FOR A COMPREHENSIVE PLAN ELEMENTS.

SO WHAT IS THE PRIMARY REASON YOU USE PARKS? IN YOUR OPINION WHAT STRENGTHS EXISTS WHERE THERE ARE OPPORTUNITIES? THOSE SORTS OF OPEN ENDED QUESTIONS THAT ALLOW FOR PEOPLE TO PROVIDE THE VERBATIM FEEDBACK WHICH WE THEN ANALYZED.

YOU CAN SEE THESE THESE WORD CLOUDS.

I PULLED JUST A COUPLE OF THEM TO SORT OF INDICATE, YOU KNOW, WHAT THE KEYWORDS WERE IN THOSE ONE HUNDRED AND FIVE RESPONSES.

AND WE TURN THIS AROUND IN THE PARKS BOARD HAD KIND OF A STRATEGIC WORKSHOP WHERE WE LOOKED INTO SOME OF THESE SURVEY RESULTS.

TAKING KIND OF EVERYTHING WE'VE DISCUSSED, YOU KNOW, ALL THAT FUNNELS INTO THE DEVELOPMENT OF THE CONCEPT PLANS AND THE PARKS BOARD USES THEIR INSIGHT, THEIR COMMUNICATIONS WITH STAKEHOLDERS, AND WE THEN DEVELOP THESE CONCEPT PLANS FOR THESE PARKS.

AND YOU CAN SEE THERE ON ON THIS SLIDE.

THERE'S AN IMAGE OF THIS WAS THE PARK'S WEB PAGE, AND WE WOULD PROVIDE INFORMATION ABOUT WHICH PARKS WOULD BE DISCUSSED AND WIN SO THAT PEOPLE COULD COULD PLAN ON ATTENDING THOSE PUBLIC MEETINGS AND, OF COURSE, DEVELOPING THE RECOMMENDATIONS.

SO AS FAR AS IF YOU IF YOU WERE TO THUMB THROUGH THE COUPLE OF COMPREHENSIVE PLANS, YOU COULD SEE THERE'S A NUMBER OF DIFFERENT RECOMMENDATIONS IN THE PLAN FOR THESE VARIOUS PARKS. AND THOSE ALL WILL GUIDE FUTURE DECISION MAKING AS IT PERTAINS TO THINGS LIKE BUDGETING AND CAPITAL IMPROVEMENT PROGRAMING.

AND SO IN SOUTHLAKE, WE TAKE OUR COMPREHENSIVE PLAN VERY SERIOUSLY.

IF YOU'VE SEEN THE BICENTENNIAL PARK PROJECT, THE VISION FOR THAT STARTED IN 2006.

AND HERE WE ARE, 2021.

AND YOU'VE NOW SEEN THE REALIZATION OF THAT BEAUTIFUL PARK, KIND OF THE CORNERSTONE OF SOUTHLAKE IN SOME WAYS.

AND SO THAT'S EVIDENCE OF THIS PROCESS WORKING AND US BEING ABLE TO TIE CAPITAL IMPROVEMENT PROGRAM RECOMMENDATIONS TO THE COMPREHENSIVE PLAN.

SO AS FAR AS HOW THE RECOMMENDATIONS ARE STRUCTURED, YOU IN THIS PLAN, WE HAVE THREE KIND OF DIFFERENT CATEGORIES.

SO YOU HAVE CITY WIDE POLICY RECOMMENDATIONS, CAPITAL PARKS PROJECT RECOMMENDATIONS AND NONCAPITAL PARKS PROJECT RECOMMENDATIONS.

AND SO ON THIS SLIDE YOU CAN SEE KIND OF IN THE BOTTOM MIGHT BE A LITTLE HARD TO READ FROM WHERE YOU'RE SITTING, BUT A CITY WIDE POLICY RECOMMENDATIONS ARE GOING TO BE THOSE BROADER SORT OF POLICY STATEMENTS ABOUT HOW TO ADDRESS THE PARK SYSTEM AS A WHOLE RATHER THAN DIGGING INTO A SPECIFIC PARK AREA.

SO THESE MIGHT VERY WELL APPLY TO A NUMBER OF DIFFERENT PARK AREAS.

AND SO YOU CAN SEE ONE OF THE THE RECOMMENDATIONS IS PROVIDING GUIDANCE TO HOAS REGARDING MAINTENANCE OF DEDICATED PUBLIC PARK LAND THAT IS MAINTAINED BY THOSE HOAS TO HELP ENSURE THAT THEY UNDERSTAND WHAT THEIR REQUIREMENTS AND OBLIGATIONS ARE IN THE CITY CAN PROVIDE THAT INFORMATION UP FRONT.

FROM A COMMUNITY I'M SORRY, FROM A COMMITTEE FORCED RANKING SURVEY PERSPECTIVE, YOU CAN SEE ON THIS SLIDE HERE, THIS GETS INTO THE THE CAPITOL PARKS PROJECTS.

AND SO YOU CAN SEE THERE'S 14 PARKS THAT ARE WERE PRIORITIZED BY THE COMMITTEE.

THEY TOOK A SURVEY AND THEY THEY DISCUSSED KIND OF THE RESULTS.

AND YOU CAN SEE THAT NUMBER NUMBER ONE, HIGHEST PRIORITIES PARK WAS SOUTHLAKE SPORTS COMPLEX. NUMBER TWO, BOB JONES AND SO FORTH.

AND WHAT THIS ESSENTIALLY MEANS IS ALL OF THESE PARKS COME WITH ESSENTIALLY A BUCKET OF

RECOMMENDATIONS. AND SO WHENEVER CITY STAFF GOES TO IMPLEMENT THESE RECOMMENDATIONS, THEY'RE LOOKING AT THESE PRIORITY RANKINGS TO HELP INFORM WHAT THEY NEED TO START WITH AND SO FORTH. AND THEN FROM A FORCED RANKING SURVEY, RESULTS FOR THE AMENITIES YOU CAN SEE BELOW THE SMALLER TABLE, THESE ITEMS KEPT COMING UP VARIOUS TIMES THROUGHOUT THE DISCUSSION OF THE PARK'S MASTER PLAN.

AND SO, OF COURSE, PICKLEBALL WAS ONE THAT WE DISCUSSED A NUMBER OF DIFFERENT TIMES.

DOG PARK CAME UP A NUMBER OF TIMES, WHEEL FRIENDLY PARK.

AND SO IN SOME INSTANCES, THESE AMENITIES WERE RECOMMENDED IN A SPECIFIC PARK AND THEN IN OTHER INSTANCES THEY WEREN'T NECESSARILY RECOMMENDED IN A SPECIFIC PLACE.

BUT WHAT THE POINT OF THIS PRIORITIZATION WAS, IS IF THERE HAPPENS TO BE SPDC FUNDS AND OR MATCHING FUNDS REQUESTS TO SORT OF GOVERN HOW WE WOULD PRIORITIZE IMPLEMENTING THOSE THOSE KIND OF STANDALONE AMENITIES.
