I WAS I GOT SOME FEEDBACK AFTER LAST MEETING ABOUT MY GRAVEL WORK, SO I TRIED TO REALLY TAKE A LIGHTER TOUCH THERE.

I HOPE MY COUNCIL MEMBERS SENSITIVE EARS WERE APPRECIATIVE OF THAT.

BUT THANK YOU GUYS ALL FOR BEING HERE.

THE FIRST THING OUR FIRST ITEM OF BUSINESS, I'D LIKE TO INVITE OUR CITY CHAPLAIN, CLAY REED, TO COME UP AND GIVE OUR INVOCATION.

DEAR LORD, WE THANK YOU FOR OUR TIME TOGETHER.

TONIGHT, WE GIVE THANKS FOR A DRY DAY AND WE GIVE THANKS FOR THE RAIN THAT YOU'VE SENT.

WE PRAY FOR THOSE PEOPLE WHO ARE WORKING AROUND LAKES AND WORKING IN FLOOD CONTROL THAT YOU WOULD GIVE THEM MERCY, BE WITH OUR PUBLIC WORKS DEPARTMENT, ESPECIALLY AS THEY MANAGE THE CHALLENGES THAT ARE CAUSED BY ALL THE RAIN.

WE PRAY THAT YOU WOULD BE WITH EVERY EMPLOYEE WHO'S PUTTING UP A BARRICADE OR DOING ANY NUMBER OF THINGS AROUND OUR CITY TO KEEP PEOPLE SAFE.

WE JUST PRAY FOR BLESSING AND PROTECTION ON EVERY PERSON WHO WORKS IN PUBLIC WORKS, AND WE PRAY THAT YOU WOULD GIVE THEIR DEPARTMENT HEAD WISDOM AND STRENGTH LORD WE THANK YOU FOR VETERANS, WHERE WE STOP AND JUST THANK YOU FOR THOSE WHO HAVE LAID DOWN THEIR LIVES FOR OUR COUNTRY.

WHEN WE REMEMBER THERE ARE PEOPLE WHO WERE BRAVE ENOUGH AND STRONG ENOUGH AND KIND ENOUGH AND LOVING ENOUGH OF OUR NATION THAT WOULD LAY THEMSELVES DOWN AND SERVE US IN THAT WAY.

SO WE PRAY FOR THEIR FAMILIES TONIGHT.

THOSE THAT ARE MISSING, PEOPLE AT TABLES, WE JUST PRAY, BLESSING AND STRENGTH AND PEACE UPON THOSE FAMILIES AND THEIR FRIENDS.

LORD BUT WE HONOR THEM AND WE GIVE THANKS FOR THEM AND LORD WE ASK THAT YOU WOULD JUST PROVIDE PEACE AND MERCY AND STRENGTH FOR THOSE WHO HAVE SERVED IN THAT WAY AND FOR THEIR FAMILIES LORD WE GIVE THANKS FOR OUR CITY.

WE PRAY BLESSING UPON THIS MEETING TONIGHT.

[VIDEO] WHEN AN OFFICER IS DOWN, SOUTHLAKE STANDS UP.

SOUTHLAKE HONOR GUARD REPRESENTS SOUTHLAKE AT ACTIVE DUTY OFFICER FUNERALS, SOUTHLAKE POLICE RETIREE FUNERALS AND OTHER EVENTS.

LEADERSHIP SOUTHLAKE CLASS OF 2020 HAS CHOSEN A PROJECT TO RAISE MONEY FOR REPLACING AND RENEWING THE CITY'S HONOR GUARD UNIFORMS. HONOR GUARD MEMBERS ARE CHOSEN BASED ON THEIR STRENGTH OF CHARACTER TO PERFORM THEIR DUTIES FLAWLESSLY WHILE BEING OVERWHELMED BY EMOTIONS AND SYMBOLISM OF THE MOMENT, THESE OFFICERS DISPLAY AN UNWAVERING COMMITMENT TO PUBLIC SERVICE, PATRIOTISM, HONOR AND RESPECT OF THE PROFESSION AND DUTY OF LOYALTY TO THEIR BROTHERS AND SISTERS IN UNIFORM.

SO EVERY YEAR THE LEADERSHIP GROUP CHOOSES A CLASS PROJECT.

AND SO WE DECIDED TO ASK SOUTHLAKE THE CITY OF SOUTHLAKE EXACTLY WHAT THEY NEEDED.

WE HAD PLENTY OF IDEAS, BUT WE WANTED TO GO DIRECTLY TO THE CITY AND WE ACTUALLY LEARNED A LOT BECAUSE WE DIDN'T KNOW MUCH ABOUT THE HONOR GUARD.

SO WE FOUND OUT THAT THERE WASN'T A BUDGET FOR THE HONOR GUARD UNIFORM.

SO WE THOUGHT IT WAS A GREAT OPPORTUNITY TO NOT ONLY FOR US TO LEARN MORE ABOUT THE HONOR GUARD, BUT TO EDUCATE THE COMMUNITY ON THAT AS WELL.

SO WE TRIED TO DO THAT THROUGHOUT THE PROCESS.

SO WE NAMED IT STAND UP SOUTHLAKE, BECAUSE WHEN AN OFFICER IS DOWN OR WHEN A FAMILY IS IN NEED OF THE COMMUNITY IS A NEED.

AFTER SOMEONE FALLS, THEN SOUTHLAKE STANDS UP.

THERE ARE ALSO OTHER EVENTS THAT THE HONOR GUARD GOES TO, BUT THIS IS ONE OF THE ONES THAT WE REALLY FOCUSED ON.

SO OUR GOAL WAS TO RAISE TEN THOUSAND DOLLARS, IT WAS EACH UNIFORM RUNS FROM EIGHT HUNDRED, EIGHT HUNDRED TO A THOUSAND DOLLARS EACH.

SO WE WANTED TO GET 10 UNIFORMS. OK, SO WE HAVE A FEW OF OUR LEADERSHIP TEAM MEMBERS WITH US, I'M DR.

MICHELLE KRENEK, MICHAEL WEAVER, [INAUDIBLE], KELLY CLENNEY AND YOU CAN SEE ALL THE OTHERS ON THERE.

SO JUST A LITTLE BIT OF OUR JOURNEY.

OF COURSE, WE HAD OUR OPENING SESSION AND IT WAS A LITTLE BIT STRANGE DUE TO COVID.

SO YOU'LL SEE THE THE PROCESS HERE.

BUT OF COURSE, THE ROPES COURSE WAS AWESOME.

WE HAD A LOT OF FUN.

WE GOT TO KNOW EACH OTHER.

THIS IS REALLY ONE OF THE FIRST TIMES THAT WE REALLY MET THAT MEETING WITH THE FIRST MEETING WE MET.

BUT WE GOT TO DO SOME FUN THINGS AND AND IT WAS LIKE ONE OF THE COLDEST DAYS OF THE YEAR.

SO THAT WAS INTERESTING AS WELL, BECAUSE WE WERE TOLD THE WHOLE TIME IS GOING TO BE SO HOT DRESS LIKE IT'S GOING TO BE HOT, BRING LOTS OF WATER.

AND IT WAS VERY COLD.

SO WE DID A LOT OF TEAM BUILDING THINGS.

THIS WAS TRYING TO STEP ON A SMALL TOWEL AND MAKE IT ALL THE WAY ACROSS BEFORE THE SHARK GOT YOU.

AND THIS WAS VERY INTERESTING BECAUSE WE DON'T REALLY KNOW EACH OTHER.

SO WE WERE TOUCHING EACH OTHER IN LOTS OF PLACES AND GETTING TO KNOW EACH OTHER.

AND THAT WAS VERY INTERESTING WHEN THEY'RE TRYING TO THROW YOU OVER A

SO IT WAS FUN THAT WE REALLY GOT TO TRUST EACH OTHER AND LEARN A LITTLE BIT.

THIS WAS ALSO VERY INTERESTING.

SO HERE WE'RE CLIMBING A POLE TO JUST JUMP OFF.

THIS WHEN WE REALLY STARTED TO ENCOURAGE EACH OTHER AND REALLY START TO TO SEE WHAT WHAT PEOPLE NEEDED AND HOW WE COULD HELP EACH OTHER AND HOW WE WERE GOING TO BE AS LEADERS.

SO WE WERE GOING TO LEAD FROM THE BACK OR THE FRONT IN BETWEEN.

SO WE REALLY LEARNED ABOUT A LOT OF HOW EACH OTHER WAS, WHEREAS LEADERS, JUST SHOWS A COUPLE OF THINGS.

THIS IS VERY INTERESTING, SO WE CLIMBED UP A TELEPHONE POLE BY A SMALL LITTLE WIRE AND THAT THAT POLE WAS SHAKING A LOT.

SO THIS JUST SHOWS US GETTING ON.

I WAS THE FIRST ONE OVER HERE.

AND THEN I TRIED TO SHOW A FEW PEOPLE AND THAT IS A VERY SMALL POLE, ESPECIALLY WHEN YOU WEAR A SIZE 12.

BUT SO YOU HAD TO STAND UP THERE AND THEN JUMP OFF AND HANG ON.

SO THERE WE WERE.

THAT WAS ONE OF THE EVENTS WE DID.

AND THE VERY FIRST FUNDRAISING THING THAT WE DID WAS A VIRTUAL AUCTION.

SO WE WANTED TO DO A LOT OF THINGS IN PERSON.

BUT AGAIN, WE REALLY COULDN'T.

SO WE WERE LIMITED.

SO WE WERE TRYING TO BE CREATIVE.

WE ASKED FOR DONATIONS AND EVERYONE WAS VERY GENEROUS.

AND SO WE RAISE QUITE A BIT FROM THAT VERY FIRST FUNDRAISING EVENT.

AND WE WENT LIVE AND WE ANNOUNCED ALL THE WINNERS.

THAT WAS US AT THE OFFICE.

HEY, IT'S THE SAME PEOPLE, OK.

AND SO THIS IS THE DFW AIRPORT TOUR.

OF COURSE, HERE WE ARE AGAIN.

IT'S STILL IT'S STILL AN EXPERIENCE.

AND WE WERE ALSO TOLD WE COULD WE COULD GO TO THE NEXT YEAR.

SO A LOT OF US WILL GO TO THE ACTUAL PLACES NEXT YEAR.

STATE CAPITALS TOUR, WE HEARD THAT'S A VERY FUN TRIP, BUT THAT WAS ALSO A VIRTUAL DUE TO COVID.

LOVE THE POWERPOINT ANIMATION YOU GUYS REALLY PUT SOME THOUGHT IN THIS, VERY NICE.

WE DID ACTUALLY MAKE IT TO THE FIRE DEPARTMENT AND THEY LET US PLAY WITH SOME OF THE INSTRUMENTS.

THESE ARE SOME OF THE TOOLS THAT YOU USE TO GET PEOPLE OUT OF WRECKED VEHICLES.

THEY LET US TRY ON THESE HATS THAT THERE WAS NO WARRANTY AS IT RELATED TO HEAD LICE.

I'M NOT SURE I NEED ADLIB TO THAT, BUT WE HAD A REALLY GOOD TIME AND CONTINUE TO GET TO KNOW EACH OTHER.

ONE OF THE OTHER THINGS THAT WE DID TO RAISE MONEY WAS THE [INAUDIBLE] RAFFLE TICKET FUNDRAISER.

THEN WE WENT TO THE POLICE DEPARTMENT AND THEY SHOWED US THE FIRING RANGE AND EVERYTHING ELSE THERE, INCLUDING THIS TOY THAT APPARENTLY IS VERY INTIMIDATING TO US AND EVERYONE ELSE, I'M SURE THAT WHEN THAT ROLLS UP, A LOT OF THE BAD GUYS JUST GIVE UP.

CHUCK HULETT, ONE OF THE PILLARS IN THE COMMUNITY HERE, HAS BEEN OUR BASICALLY GUIDE AND MENTOR THROUGHOUT THIS WHOLE THING, AND WE WANTED TO ESPECIALLY THANK HIS LEADERSHIP THROUGHOUT.

SO FOR OUR FUNDRAISER, WE LIKE I SAID AND MICHELLE SAID WE HAD PLENTY OF IDEAS, A LOT OF THESE IDEAS THAT WE HAD WERE ACTUALLY VETOED BY CHUCK AND OTHERS.

ONE OF THEM WAS A DUNKING BOOTH FOR THE CITY LEADERS, AND THAT ONE WAS ALSO CANCELED.

BUT WE WERE ABLE TO RAISE TEN THOUSAND EIGHT HUNDRED AND SIXTY TWO DOLLARS AND NINETY SEVEN CENTS.

AND THAT WILL ALLOW THE POLICE CHIEF TO INCREASE THE CURRENT HONOR GUARD, WHICH IS THAT FOUR UP TO ABOUT 10.

AND THAT IS A VERY WORTHWHILE PROJECT IN OUR OPINION.

AND WE'RE WE'RE THRILLED TO BE ABLE TO HELP THE CITY WITH THAT.

WE WANT TO THANK OUR BASKET DONORS AND THEN ALSO IT'S NOT LISTED HERE, BUT OUR BASKET PURCHASERS WHO ACTUALLY HELPED US RAISE THE MONEY.

OUR NEXT TO LAST FUNDRAISER WAS A DIRECT SOLICITATION OVER BASICALLY SOCIAL MEDIA FOR THOSE LAST.

SOME OFFICERS CHANGE SIZES OVER TIME, NOT USUALLY HEIGHT, BUT THERE ARE SOME OF THOSE UNIFORMS NEED TO BE REFRESHED.

AND I THINK SOME MOST OF THEM ARE THREE, FOUR YEARS OLD.

AND THEN THE CHIEF SAID THAT THEY WERE GOING TO RECRUIT ANOTHER SIX.

AND SO THAT RECRUITING PROCESS HAS TO BE COMPLETED BEFORE THEY CAN ACTUALLY HAVE THEM TAILORED.

SURE.

AND SO I'M NOT SURE ABOUT THE SPECIFICS.

THE FUNDS ARE READY TO GO WHENEVER THERE.

I MEAN, IT WOULD BE IT WOULD BE A REVENUE GENERATOR BECAUSE THEY HOST THOSE TOURNAMENTS IN AUSTIN AND SAN ANTONIO ALL OVER THE PLACE AND THEY'RE CONSTANTLY LOOKING FOR A NICE FACILITY WITH NICE PLACES TO EAT AROUND.

AND THAT'S THOSE SOMETIMES THOSE ARE REALLY TOUGH TO FIND BECAUSE UNFORTUNATELY, A LOT OF THESE TIMES MY 14 AND 15 YEAR OLD WERE PLAYING AT BARS.

AND THIS IS THE PROPOSAL THAT'S IN FRONT OF YOU THIS EVENING.

AS MENTIONED, THE PROPERTY IS LOCATED 800 STATE HIGHWAY 126.

THE PROPERTY IS LAND USE INDUSTRIAL.

THE PROPOSED USE IS CONSISTENT WITH THE LAND USE PLAN.

THE TWENTY SIX ACRES IS HIGHLIGHTED BY THE BLACK LINE JUST NORTH OF HIGHWAY 26.

AS MENTIONED, IT DOES HAVE ZONING IN PLACE, THE LIGHT INDUSTRIAL ZONE WHERE HOUSING IS A PERMITTED USE UNDER THE ZONING CATEGORY.

THERE WAS A VARIANCE REQUEST FOR A DRIVEWAY STACKING RELIEF IN THE SITE PLAN.

THE VARIANCE REQUEST HAS BEEN REMOVED.

ESSENTIALLY, THE TWO NORTHERN BUILDINGS WERE FLIPPED, CREATING THE STACKING DEPTH TO MEET THE DRIVEWAY ORDINANCE REQUIREMENTS AND THE BUILDING HEIGHT WAS LOWERED.

THIS IS THE SITE PLAN.

THERE ARE THREE BUILDINGS BUILDING ONE, WHICH IS TO THE NORTH WEST IS ONE HUNDRED SEVENTY FOUR THOUSAND SIX HUNDRED SQUARE FEET.

AND SO THAT DRIVE HAS BEEN IN OPERATIONS.

BUT AT THE PLANNING ZONING COMMISSION, THERE WAS SOME VIDEO SHOWS, SOME OVER TRACKING OR WHEN THE TRUCKS TURN IN, THAT THEY WERE CROSSING INTO THE SOUTHBOUND LANES COMING OUT OF MUSTANG DRIVE.

AND SO WE ASKED THE CONSULTANT TO VERIFY THIS WITH FIELD OBSERVATIONS, DO AN AUTO TURNS SIMULATION SOFTWARE TO SHOW THAT AND TO LOOK AT THE SITUATION.

AND SO THIS THIS GRAPHIC GENERALLY SHOWS THE THE RADIUS IT'S AN EIGHTY FOOT RADIUS HERE.

YOU CAN SEE GENERALLY HOW THE TRUCKS MOVE IN TO THE SITE.

AND SO SO BASED ON THAT, THE CONSULTANT DID COME UP WITH SOME POSSIBLE IMPROVEMENTS, PRIMARILY THROUGH RESTRIPING THAT COULD IMPROVE THE SITUATION.

AND THOSE ARE LISTED ON THE SLIDE HERE.

AND IF WE NEED TO, WE CAN DISCUSS THAT ANY EFFORT TO RESTRIPE.

BECAUSE THIS IS A TXDOT APPROVED DRIVEWAY ACCESS, YOU HAVE THE TRINITY RAIL SYSTEM WILL BE WORKED.

WE WOULD HAVE TO BE WORKING WITH GRAPEVINE, THE RAIL AND TXDOT TO MAKE ANY MODIFICATIONS TO THAT THAT INTERSECTION IF DEEMED NECESSARY.

THE SIGNAL TIMING COULD BE ADJUSTED BUT THAT, AGAIN, WOULD BE WORKING WITH THE CITY OF GRAPEVINE, TXDOT, AND EVENTUALLY THE CITY OF COLLEYVILLE AS 26 MOVES WEST INTO THAT CITY.

AGAIN, THAT'S A COORDINATED SIGNAL.

TIMING PLANS WOULD HAVE TO BE APPROVED BY TXDOT EVENTUALLY.

BUT THE RECOMMENDATION IS TO LOOK INTO THOSE POSSIBILITIES, TO MAKE THOSE IMPROVEMENTS, TO IMPROVE THE GREEN CYCLE ON THAT MUSTANG, THAT SOUTHBOUND OUT OF MUSTANG APPROACH AND NEED IT REALLY RATHER WHETHER THIS SITE IS DEVELOPED NOW OR AT A LATER POINT BECAUSE OF THE CYCLE TIME IS LESS THAN 10 SECONDS, WHICH MAYBE YOU CAN GET TWO TRUCKS, BUT A LOT OF THOSE TRUCKS ARE COMING OUT ON A YELLOW TYPE SIGNAL.

AS I SAID ON MAY 3RD, WE UPDATED THE TIA TO INCLUDE THE REMOVAL OF THE HEIGHT AND STACKING VARIANCES.

AND THEN AT THE P&Z MEETING WE COMMITTED TO WORKING TO FINALIZE THE STOP SIGN CONTROL FOR THE INTERSECTION OF SOUTH-WESTERN AND MUSTANG IN COORDINATION WITH THE CITY.

SO JUST A NOTE ON THE TRIP GENERATION THAT WE WERE TALKING ABOUT THAT MR. BAKER WAS REFERRING TO EARLIER.

AND IN THAT PROCESS, HE SAID, I GUARANTEE YOU THERE WILL NEVER BE A ROAD GO THROUGH ON WOODSY COURT.

HE TOLD A PERSON IN THIS SAME ROOM THAT I WONDER ALSO FROM A LEGAL STANDPOINT, DOES THAT STREET EVEN MEET THE DEFINITION OF AN EMERGENCY EXIT? CAN YOU FIT TWO FIRE TRUCKS GOING OPPOSITE DIRECTIONS ON THAT STREET? AND THEN REMEMBER, WE HAVE CHILDREN IN THESE NEIGHBORHOODS THAT ARE WALKING AROUND.

I WOULD LIKE TO GO INTO JUST A LITTLE BIT MORE DETAIL WITH REGARDS TO THE WAREHOUSING DISTRICT.

IT CAN COVER A WHOLE VARIETY OF DIFFERENT USES.

AND THE ACTUAL WAREHOUSE CATEGORY AT ONE HUNDRED AND FIFTY, YOU CAN SEE, IS FAIRLY LOW COMPARED TO ANY NUMBER OF OTHER USES THAT COULD GO INTO THIS PARTICULAR SITE IF WE JUST BREAK OUT THE GENERAL OFFICE BUILDING AND THE WAREHOUSING, WHICH IS WHAT'S BEING PROPOSED, YOU CAN SEE ABOUT A 75 PERCENT INCREASE IN TRAFFIC PROJECTIONS.

WHAT I'D LIKE TO POINT OUT ON THIS SLIDE IS THAT IT COULD VERY WELL BE SUBSTANTIALLY MORE TRAFFIC THAN WHAT IS CURRENTLY BEING PROJECTED SINCE IT'S SPECULATIVE IN NATURE.

THE SECOND THING I'D LIKE TO BRING TO COUNCIL'S ATTENTION IS THAT THE INTERSECTION AT STATE HIGHWAY 26 IS ALREADY PRETTY MUCH MAXED OUT, OR THE MAXIMUM AMOUNT OF TRAFFIC CAN GET THROUGH THAT INTERSECTION.

AND THAT'S REFERENCED WITH REGARDS TO THE FACT THAT THERE'S ONLY ABOUT 10 TO 15 SECONDS DURING THE PEAK HOUR THAT CAN EVEN BE USED BY MUSTANG COURT, THE EAST AND WEST ARE SEPARATE AT THAT LOCATION.

YOU'VE GOT VERY HEAVY TRAFFIC ON THE OTHER SIDE WITH THE MUSTANG SCHOOLS AND THE CONTINUING NATURE OF MUSTANG ROAD BACK TO THE OTHER DIRECTION.

AND SO THE ADDITION OF EVEN A FEW CARS TO THAT INTERSECTION IS GOING TO BE PHYSICALLY CHALLENGING.

THESE ARE A COUPLE OF PICTURES THAT WERE TAKEN.

THIS IS A COMMON OCCURRENCE OUT THERE TODAY WITHOUT ANY ADDED TRAFFIC TWO TANKERS IS NOT UNCOMMON.

ONE OF THE THINGS THAT THE CAPACITY ANALYSIS DOES NOT TAKE INTO ACCOUNT IS THE FACT THAT THOSE TRUCKS HAVE TO STOP AT THAT RAIL LINE WHERE THEY'RE SUPPOSED TO STOP AT THE RAIL LINE.

AND CURRENTLY, ONLY TWO TRUCKS CAN GET THROUGH AT ANY GIVEN TIME.

AND THIS IS GOING TO ADD NORTHBOUND TRAFFIC OOPS IT WENT FORWARD ON ME BY ACCIDENT.

IT'S GOING TO HAVE NORTHBOUND LEFT TURNING TRAFFIC AND TRAFFIC TO OTHER DIRECTIONS AT THIS LOCATION.

YOU CAN ALSO SEE THE RIGHT TURN CURB RADIUS ISSUE THAT WE'VE GOT.

THAT'S A FIXED ISSUE BECAUSE OF THE DISTANCE BETWEEN THE RAIL TRACKS AND 26.

YOU CANNOT GET ANY MORE RADIUS IN THERE.

SO THE ONLY THING THAT YOU CAN DO IS ADD WIDTH TO THE APPROACH INTO THE LOCATION TO RESOLVE THE ISSUE.

AND THAT ULTIMATELY, I BELIEVE, IS GOING TO RESULT IN A NEED TO WIDEN THIS INTERSECTION.

THIS IS A VIDEO OF OF TWO TRUCKS GOING THROUGH THE TRAFFIC SIGNAL.

AND WE BELIEVE THAT THERE'S PROBABLY GOING TO BE A NEED TO WIDEN THAT INTERSECTION.

SO THIS RIGHT HERE SHOWS YOU THIS CONCEPT ABOUT THE SHORT LIGHT CYCLE.

THIS WAS BASICALLY HE HAD BEEN WAITING A MINUTE AND TWENTY ONE SECONDS.

HE GOT A LATE START.

THEY ONLY HAVE ONE HERE AND THIS TEXT RAIL THAT'S FORTY SECONDS OFF THE TIME THAT DISRUPTS THE ENTIRE LIGHT CYCLE.

SO IT'S JUST DOESN'T FUNCTION.

SO ANYTHING THAT IMPACTS THE SAFETY AT THAT INTERSECTION ALSO IMPACTS THIS CITY AND THE SURROUNDING RESIDENTS WITH THAT MIND.

THIS PLAN IS GOING TO ADD HUNDREDS OF VEHICLES TO THAT ONE, INGRESS AND EGRESS.

AND AS MR. [INAUDIBLE] POINTED OUT, IT COULD BE POTENTIALLY HUNDREDS MORE THAN WHAT WAS PROJECTED BY THE APPLICANT.

THIS INCREASES THE POTENTIAL FOR ACCIDENTS WITH FUEL TRUCKS AT THAT INTERSECTION.

AND AS MR. [INAUDIBLE] VIDEO SHOWED, IT IS ALREADY A COMPLEX SITUATION AND THIS IS ONLY GOING TO COMPLICATE IT EVEN FURTHER.

IT IS ALSO GOING TO PRESENT A HARDSHIP FOR ANY FIRST RESPONDERS THAT ARE HAVING ACCESS THROUGH MUSTANG COURT.

DEPENDING ON WHERE THE EMERGENCY IS HAPPENING.

THERE COULD BE MANY FUEL TRUCKS AND POTENTIALLY EVEN VEHICLES COMING FROM THIS DEVELOPMENT TO TRY TO EXIT ON TO MUSTANG COURT, AS THE SITUATION MAY WARRANT.

AND AS MR. BILLINGSLY CORRECTLY POINTED OUT THEY'RE REALLY, I BELIEVE THIS COUNCIL KNOWS THAT THERE IS NO OTHER RESIDENTIAL AREA IN THIS CITY THAT WOULD CONSIDER HAVING AN EMERGENCY ACCESS GOING THROUGH.

AND I DON'T KNOW IF ANY OF YOU ALL HAVE BEEN DOWN WOODSY COURT BUT IT IS NARROW AND THERE ARE CARS THAT PARK ON IT.

IF YOU'RE TALKING ABOUT POTENTIALLY 400 VEHICLES FLOODING OUT OF THAT STREET, IT IS A REAL SAFETY CONCERN.

AND I AGREE BRUMLOW IS A BETTER ACCESS FOR THAT.

THERE IS ALREADY A PLAN TO HAVE AN EASEMENT THERE AND ACCESS IT, AS THE PLAN SHOWS.

IF THAT'S THE CASE, THEN THE MONEY SHOULD BE ESCROWED FOR THAT AND THAT SHOULD BE THE EMERGENCY ACCESS RATHER THAN ONE THROUGH A RESIDENTIAL AREA.

AND FINALLY, THERE'S A SAFETY ISSUE WITH THE TRINITY METRO ITSELF WITH MORE VEHICLES CAN MAKES IT MORE POSSIBLE FOR AN ACCIDENT WITH THE TERRAIN THERE, THE HARDSHIP ON THE GOOD CORPORATE CITIZENS OF THIS TOWN, MAGELLAN AND NUSTAR, IS ALSO VERY REAL.

AS MR. [INAUDIBLE] POINTED OUT, SIX POINT NINE DOLLARS MILLION WAS SPENT BY NUSTAR TO UPGRADE ITS FACILITIES IN CONSULTATION WITH THE CITY TO ADDRESS STACKING ISSUES ON SOUTHWESTERN BOULEVARD.

THAT WAS ALL.

THAT IS ALL GOING TO BE FOR NAUGHT IF THIS PLAN WITH TWO STOP SIGNS THAT JUST BENEFITS THE NEW DEVELOPMENT AND PUTS A HARDSHIP ON THE CORPORATE CITIZENS IS PUT IN PLACE.

SECOND, REGARDING THE 11 SECOND LIGHT PHASE, I'VE TALKED WITH THE GRAPEVINE SENIOR CIVIL ENGINEER.

THERE IS NO PLAN IN PLACE TO ADD MORE LIGHT TIME TO THAT INTERSECTION IN SUBSTANTIALLY MORE WOULD BE NEEDED FOR TWO VEHICLES TO STILL GET OUT.

SO WITH THAT IN MIND, THIS COUNCIL, IF IT APPROVES THIS TYPE OF A DEVELOPMENT, IT NEEDS TO APPROVE ONE THAT NOT ONLY BENEFIT DOESN'T ONLY BENEFIT THE DEVELOPER AND AT THE EXPENSE OF THE CORPORATE CITIZENS OF THIS CITY, AS WELL AS PUT AT RISK THE CITIZENS IN SURROUNDING AREA AND THEIR ACCESS TO GASOLINE FROM THESE TERMINALS.

THIS NEEDS TO BE A DEVELOPMENT THAT TAKES THE INTERESTS OF EVERYONE IN MIND.

WITH THAT, IT MEANS ADDITIONAL INGRESS AND EGRESS, A THREE WAY STOP AT THE VERY LEAST, POTENTIAL EXPANSIONS OR CHANGES TO MUSTANG COURT.

THE BIG ONE IS THE SAFETY OF OUR KIDS.

THE RESIDENTS ON OUR STREET HAVE BEEN POINTED OUT BY MANY PEOPLE THAT THE STREET IS REALLY NOT DESIGNED FOR ANY MORE THAN REGULAR PASSENGER TRAFFIC, AND IT'S BARELY THAT.

OK, THE ISSUES WITH THE MUSTANG COURT COULD INTRODUCE SOME SERIOUS ACCIDENTS OVER THERE, WHICH WOULD FLOOD THE WOODSY ON POSSIBLY WEEKLY BASIS WITH 500 PLUS VEHICLES.

THE DEVELOPER KEEPS CLAIMING THAT IT'S NOT GOING TO BE A HIGH TRAFFIC AREA, BUT THERE'S OVER 100 BAYS FOR SEMI TRUCKS TO PULL UP.

SO THE SECOND CONCERN FOR US IS JUST THE NOISE.

THE PICTURES LOOK REALLY NICE.

THE PROBLEM IS THEY DON'T REPRESENT THE TRUE SCALE BECAUSE THE ACTUAL ROAD AND THE DEVELOPMENT IS GOING TO BE ONLY 47 FEET FROM THE PROPERTY LINE OF THE END OF THE STREET.

AND THERE'S A I'M NOT THE LAST ONE ON THE STREET.

MY NEIGHBOR IS AND HIS HOUSE IS ONLY ABOUT 60 FEET FROM THAT ROAD WHERE TRUCKS ARE GOING TO BE PASSING.

PROBABLY, YOU KNOW, PRETTY OFTEN THEY'RE LOADING BAY IS RIGHT NEXT TO IT.

SO ANY KIND OF FUMES GETTING OFF WITH ANY OF THAT? YOU KNOW, IT'S JUST IT'S GOING TO DEFINITELY BE A QUALITY OF LIFE IMPACTING SITUATION.

SO THOSE ARE REALLY THE BIG POINTS THAT WE HAVE.

WE UNDERSTAND THERE'S GOING TO BE DEVELOPMENT ON A LAND.

SO IN THE MEANTIME, I WOULD ASK THE APPLICANT TO ALSO DO SOME DUE DILIGENCE AND TO INVESTIGATE SOME ALTERNATE SITE PLANS THAT WILL ADDRESS MULTIPLE ACCESS, POTENTIALLY MULTIPLE EMERGENCY EGRESS POINTS, AS WELL AS SITE PLANS THAT WOULD PRESERVE MORE OF THE TREE COVER ON THE SITE.
