MY NAME IS MAYOR JOHN HOFFMAN, WELCOME TO THE SOUTHLAKE CITY COUNCIL MEETING FOR JUNE 15TH, 2021.

THANKS FOR EVERYONE COMING OUT AND SUPPORTING THE AGENDA ITEMS. WE HAVE A LOT IN OUR WORK SESSION AGENDAS BUT FIRST WE'RE GOING TO START AS WE ALWAYS DO WITH AN INVOCATION FROM OUR CITY CHAPLAIN, CLINTON REIGN, PASTOR RECALL ON UP.

>> LET'S PRAY TOGETHER. DEAR LORD, WE GIVE THANKS TONIGHT FOR YOUR GRACE AND YOUR GOODNESS AND YOUR MERCY THAT YOU POUR OUT ON US DAILY.

LORD, THE LIFE THAT WE LIVE, THE BREATHE THAT FILLS OUR LUNGS, THE JOY IN OUR HEARTS, WE KNOW IT'S BECAUSE YOU ARE GOOD TO US AND YOU LOVE US.

LORD WE GIVE THANKS TONIGHT FOR BEA, AND 100 YEARS OF LIFE FOR BLESSING HER WITH LONG LIFE AND JOY AND WE PRAY MERCY ON HER AND CONTINUED PROTECTION.

WE GIVE THANKS FOR THOSE WHO HAVE BEEN GRACIOUSLY GIVEN LONG LIFE AND HAVE BEEN A BLESSING TO THOSE AROUND THEM.

WE PRAY LORD TONIGHT THAT YOU WILL BLESS HER, GIVE HER STRENGTH, AND BLESS THOSE THAT CARE WITH HER AND FOR HER.

LORD WE LOVE YOU AND WE PRAY ESPECIALLY FOR OUR COUNCIL TONIGHT AS THEY DELIBERATE, WE PRAY AS EVERY ITEM COMES FORWARD THAT YOU WOULD GIVE THEM A WISE HEART TO DISCERN EXACTLY WHAT'S IN FRONT OF THEM.

THAT YOUR WILL WILL BE ACCOMPLISHED THROUGH THEIR QUESTIONS AND THEIR VOTES.

WE PRAY FOR THE CITIZENS THAT WOULD COME UP BEHIND THIS MICROPHONE TO SPEAK.

WE PRAY THAT A SENSE OF RESPECT WOULD FILL THIS ROOM AND HONOR BOTH FOR THE BEAUTY OF OUR NATION AND THE SWEETNESS AND AWESOMENESS OF THIS CITY.

FOR EVERYONE FOLLOWING ALONG, WE ARE GOING TO RECOGNIZE ONE OF OUR CITIZENS, MS. BEA LEWIS BECAUSE MS. LEWIS IS TURNING 100 YEARS OLD ON JUNE 17TH WHICH IS REALLY GREAT.

I BELIEVE YOU HAVE A FEW WORDS TO SAY.

WHEREAS BEA LEWIS IS BEING HONORED BY FAMILY AND FRIENDS ON JUNE 17TH, 2021 TO CELEBRATE HER 100TH BIRTHDAY, AND WHEREAS MS. LEWIS WAS BORN IN WEBSTER, WEST VIRGINIA AND LATER MOVED TO LOS ALTOS, CALIFORNIA BEFORE TAKING HER RESIDENCE AT HARBOR CHASE IN SOUTHLAKE FOUR YEARS AGO.

WHEREAS MS. LEWIS BELIEVES IT IS HER FAITH AND HER POSITIVE ATTITUDE THAT KEEPS HER STRONG.

MS. LEWIS PROCLAIMS THE BIBLE IS HER TRUE SELF.

WHEREAS DURING THESE MANY YEARS, SHE HAS BEEN A LOVING WIFE, MOTHER, GRANDMOTHER, AND GREAT GRANDMOTHER TO HER FAMILY, MANY OF WHOM ARE IN THE AUDIENCE TONIGHT, MS. LEWIS HAS LIVED A LONG AND PRODUCTIVE LIFE, EARNING THE RESPECT, LOVE, AND AFFECTION OF OTHERS WHO ARE AROUND HER.

THIS IS A RECOGNITION, A PROCLAMATION FOR TUBEROUS SCLEROSIS COMPLEX.

I'M GOING TO RECOGNIZE MR. AND MRS. AMBER BRANDON TO COME SPEAK ABOUT TUBEROUS SCLEROSIS COMPLEX.

I'M SURE I'M BUTCHERING THAT, BUT I'M HOPEFULLY SOMEWHAT CLOSE.

THE AWARENESS ON BEHALF OF THEIR SON.

WE'VE GOT A PROCLAMATION FOR THAT AS WELL, AND THEN AFTER THAT, IF YOU CAN HANG OUT AND WE'RE GOING TO DO ANOTHER PICTURE. ARE THE BRANDON'S HERE?

FOR THOSE WHO DON'T KNOW, TUBEROUS SCLEROSIS COMPLEX IS A RARE GENETIC DISORDER THAT IMPACTS ABOUT 50,000 AMERICANS.

A LOT OF THEM ARE UNDIAGNOSED, SO THEY DON'T SIMPLY KNOW.

HE'S A LITTLE FUZZY, IT'S DINNER TIME.

[LAUGHTER] IN COOPER'S CASE, HE WAS DIAGNOSED IN JULY OF 2020, SO FEW MONTHS AFTER HE WAS BORN.

HE STARTED HAVING SUDDEN SEIZURES, WHERE WE WERE JUST AT HOME ON THE COUCH AND HE JUST STARTED TURNING BLUE.

WE DIDN'T KNOW WHAT TO DO SO WE PERFORMED CPR, AND FORTUNATELY, WE HAD GOOD MEDICAL CARE THAT DIAGNOSED HIM IN JULY.

SINCE THEN, IT'S JUST BEEN A CONSTANT BATTLE WITH SEIZURE CONTROL, DIFFERENT ANTICONVULSANTS AND THINGS LIKE THAT.

HOPEFULLY, WITH AWARENESS WE CAN FIND A CURE AT THE END OF THE DAY AND THAT'S OUR ULTIMATE GOAL.

OTHER THAN THAT, HE'S HAD SOME GOOD DAYS AND HAD SOME GOOD, BAD DAYS, BUT HE'S DEFINITELY HAPPY AND ALWAYS HAVING FUN.

BUT THIS YEAR OBVIOUSLY WITH COVID, THEY COULDN'T DO THAT SO IT'S VIRTUAL.

BUT IF YOU WANT MORE RESEARCH AT THE TUBEROUS SCLEROSIS ALLIANCE.ORG OR IT'S IMTSC.ORG.

"WHEREAS AN ESTIMATED 50,000 AMERICANS AND ONE MILLION PEOPLE WORLDWIDE HAVE BEEN DIAGNOSED WITH TUBEROUS SCLEROSIS COMPLEX, TSC, A GENETIC DISEASE WITH NO CURE.

WHEREAS TSC IS OFTEN A DEVASTATING DISORDER THAT CAUSES TUMORS TO FORM IN VITAL ORGANS INCLUDING THE BRAIN, HEART, KIDNEYS, SKIN, LIVER, AND LUNGS, THE DISEASE IS ALSO THE LEADING GENETIC CAUSE OF BOTH EPILEPSY AND AUTISM.

WHEREAS TSC AFFECTS SOME PEOPLE SEVERELY AND OTHERS SO MILDLY, IT OFTEN GOES UNDIAGNOSED.

THE INCIDENCE OF TSC IS AS COMMON AS LOU GEHRIG'S DISEASE OR ALS OR CYSTIC FIBROSIS, SO INCREASED AWARENESS IS VITAL.

WHEREAS THE TUBEROUS SCLEROSIS ALLIANCE AND OTHER GROUPS AROUND THE WORLD HAVE JOINED TOGETHER TO PROMOTE AWARENESS OF THIS DISORDER TO ENSURE PEOPLE WITH TSC GET THE BEST POSSIBLE TREATMENT AND PROPER DIAGNOSIS, NOW THEREFORE, I MAYOR JOHN HOFFMAN ON BEHALF OF THIS SOUTHLAKE CITY COUNCIL, DO HEREBY PROCLAIM MAY 15TH, AS TUBEROUS SCLEROSIS COMPLEX GLOBAL AWARENESS DAY THROUGHOUT SOUTHLAKE, AND URGE ALL OF OUR CITIZENS TO SUPPORT THE SEARCH FOR A CURE AND ASSIST THOSE INDIVIDUALS AND FAMILIES WHO DEAL WITH THIS CHALLENGING DISEASE ON A DAILY BASIS." WE'RE MOVING ON TO AGENDA ITEM NUMBER 4, SOUTHLAKE SISTER CITIES INTERNATIONAL YOUTH ART CONTEST WINNERS.

I'M GOING TO INTRODUCE THE SISTER CITIES PRESIDENT, MS. KATY HINTZE.

MS. KATY COME ON UP, WHO'S GOING TO PROVIDE AN OVERVIEW OF THE ART CONTEST WHICH WE SAW OUT THERE IN THE LOBBY OF TOWN SQUARE, CORRECT? FOR THE LAST MONTH OR SO, AND THEN YOU'RE GOING TO PRESENT THE CONTEST WINNERS, CORRECT?

THEY GO TO EACH OF OUR TWO SISTER CITIES, ONE'S IN CHINA, AND ONE'S IN JAPAN.

WE ALSO WELCOME STUDENTS AND ADULTS FROM THESE TWO CITIES, NOT LATELY BECAUSE OF CIRCUMSTANCES WE ALL KNOW ABOUT, BUT THAT IS OUR DIRECTIVE.

WE ALSO HAVE COMMUNITY EVENTS WHERE WE DO A LOT OF VOLUNTEER WORK AND WE HAVE A LOT OF STUDENT ORGANIZATION, TYPES OF THINGS.

THINGS FOR STUDENTS TO GET THE VOLUNTEER HOURS.

ONE OF THE THINGS WE'VE DONE RECENTLY IS THIS INTERNATIONAL ART CONTEST.

THIS IS DONE WITH SISTER CITIES INTERNATIONAL, WHICH IS OUR PARENT ORGANIZATION.

WE HAVE ARTWORK THAT IS SUBMITTED FROM ALL OVER THE WORLD INTO ONE CONTEST.

WE HAD 18 PEOPLE SUBMIT ARTWORK THIS YEAR AND YOU SEE IT OUT IN THE LOBBY.

WE HAVE FIVE TOP WINNERS AND THOSE WERE SENT OFF TO THE INTERNATIONAL CONTEST, AND THERE'LL BE GRADED UP AGAINST THE ARTWORK THAT'S FROM ALL OVER THE WORLD.

THE WINNER OF THAT ARTWORK, WE'LL GET $1,000 AND WILL BE ON THEIR WEBSITE AND EVERYTHING, SO IT'S REALLY GREAT.

THIS YEAR'S THEME WAS UNITY AND HOPE, AND IT FOCUSED ON HIGH SCHOOL STUDENT'S NEED FOR CONNECTION DURING THE PANDEMIC AND ISOLATION ISSUES.

THAT'S WHY A LOT OF THE ARTWORK SEEMS TO BE LONELY, BECAUSE IT'S STUDENTS TRYING TO UNDERSTAND AND HOW TO PROCESS THIS.

ANYWAY, WE HAVE SEVERAL OF OUR STUDENTS HERE TODAY.

OUT OF THE TOP FIVE, WE HAVE THREE THAT ARE HERE TODAY, AND SO WE'RE GOING TO GIVE THEM THEIR AWARDS.

BUT THE TOP WINNERS WERE, IF YOU ALL WANT TO COME UP.

AND THIS IS GOING TO BE A DISCUSSION WITH THE MS ENERGY REPRESENTATIVES, WHO ARE GOING TO UPTAKE COUNCIL ON INFRASTRUCTURE IMPROVEMENTS.

THEY'RE GOING TO BE MAKING IN AND AROUND SOUTHLAKE TO IMPROVE RELIABILITY AND SERVICE LEVELS TO THE RESIDENTS.

SINCE THAT TIME, WE THOUGHT IT WAS REALLY IMPORTANT TO LET THE COUNCIL AND THE COMMUNITY AT LARGE TO KNOW THAT WE'VE BEEN WORKING PRETTY HARD WITH OUR PARTNERS, ATMOS, ENCORE, TXU AND SO FORTH, TO MAKE SURE THAT THE APPROPRIATE IMPROVEMENTS ARE DONE SO THAT WE CAN HAVE AN IMPROVED RELIABILITY TOWARDS THE EXISTING INFRASTRUCTURE THAT WE HAVE IN PLACE,

THIS IS TOMMY CLARK, HE'S OUR LOCAL OPERATIONS SUPERVISOR WHO COVERS THE NORTHEAST TARRANT COUNTY AREA.

WE WANT TO GIVE YOU A QUICK UPDATE JUST ON A FEW PROJECTS.

WHEN THE WINTER STORM HAPPENED, WE GOT A LOT OF DATA, AS YOU CAN IMAGINE, THAT WE'VE NEVER GOTTEN BEFORE OFF OF OUR SYSTEM.

THAT ALLOWED US TO REALLY LOOK AND TAKE A THOUGHTFUL LOOK AT SOME AREAS WE NEED TO FURTHER FORTIFY.

GOD FORBID WE EVER HAVE AN EVENT LIKE WE DID IN FEBRUARY, BUT WE WANT TO MAKE SURE THAT WE HAVE RELIABLE SERVICE FOR ALL OF OUR CUSTOMERS.

SO WHAT WE DID IS WE LOOKED AT THE DATA THAT WE GATHERED, AND THEN WE HAVE BEEN WORKING WITH PLANNING, ENGINEERING, AND OPERATIONS TO GET THOSE PROJECTS APPROVED AND FUNDED THROUGH OUR APPROVAL SYSTEM.

WHAT A DISTRICT REGULATOR STATION DOES, IT TAKES THAT HIGH PRESSURE GAS, BECAUSE YOU NEED THE HIGH PRESSURE TO PUSH THE GAS OVER A LONG DISTANCE, AND IT REDUCES IT DOWN.

IT CAN ADJUST TO MEET THE CAPACITY AND DEMAND NEEDS OF A COMMUNITY.

THEY HAD TO BUILD A BYPASS DURING THE STORM TO CONTINUE TO MEET THAT NEED THAT WAS OUT THERE.

WHAT WE'RE GONNA DO IS UPGRADE THIS STATION SO IT'S GOING TO BE ABLE TO ACCOMMODATE A HIGHER DEMAND.

THAT ONE, WE'RE LOOKING AT LATE JULY.

IT'S SURROUNDED BY THE YELLOW LITTLE BARRICADES THERE BEHIND THAT ROCK.

WE ARE ACTUALLY GOING TO UPGRADE THAT STATION.

THAT STATION FEEDS TO THE NORTH SIDE OF SOUTHLAKE.

THAT'S AN AREA THAT WE SAW NEEDS AND SOME UPGRADES FOR CAPACITY.

WHAT WE'RE GONNA DO IS UPGRADE THAT STATION.

WE'RE ALSO GOING TO INCREASE THE LINE SIZE THAT WE HAVE RUNNING FROM THAT STATION NORTH ALONG KIMBALL UNDER HIGHWAY ON 114 TO THAT NORTH SIDE OF SOUTHLAKE.

THAT WILL BE INCREASED FROM 4-INCH PIPE TO 8-INCH PIPE UNDER THERE.

THAT PROJECT IS LOOKING TO START LATE SUMMER AND BE COMPLETED BY THE END OF THE CALENDAR YEAR.

LOOKING AT A YEAR FROM THERE, HOW DO WE KEEP THIS DIVER GOING? THE CITY AND THE SCHOOL DISTRICT MADE A DECISION TO ALLOW THE HIGH-SCHOOL ATHLETES TO STILL GET IN THE WATER FOR A PERIOD OF TIME DURING THE DAY, FOR HER WAS AN HOUR AND A HALF, WHICH IS NOTHING TO WHAT SHE NORMALLY TRAINS, BUT IT ALLOWED HER TO GET IN THE WATER.

THE REST OF THE DAY SHE SPENT IN THE HEAT, OUT DOING DRY LANDS WITH HER ELITE COACH JEFF BROUGH AND I MEAN, YOU CAN IMAGINE TEXAS HEAT IN SUMMER.

SHE WAS OUT DOING DRY LANDS AND SHE WAS WORKING HARD, BUT HER ABILITY TO GET IN THAT WATER WITH HER HIGH SCHOOL COACH CAROLYN WAS CRITICAL.

I JUST WANT TO SAY THANK YOU FOR WHOMEVER WAS IN CHARGE OF THAT DECISION, BECAUSE I THINK IT ABSOLUTELY CONTRIBUTED TO HER BEING READY FOR THE OLYMPIC TRIALS AND IT MEANT SO MUCH TO OUR CLUB, GC DIVERS FOR HER TO HAVE THAT OPPORTUNITY.

THIS IS THE FINAL STEP WE WENT THROUGH THE LEAD EVENT THAT THE STAFF UNDERTOOK.

WE EXPLAIN THE COST SAVINGS, THE BENEFITS.

MOST IMPORTANTLY BE IN THE IMPROVEMENT TO OUR CUSTOMER SERVICE LEVEL AND OUR NOTIFICATION PROCESS BUT THIS ALSO IS GOING TO BE A CHEAPER PROCESS, A MORE EFFICIENT PROCESS THAT WE'RE PUTTING IN PLACE.

WE'RE PLACING THE STANDARD NOTIFICATION WITH A LETTER AND THE STATIC EXHIBIT WITH A WEBSITE WHERE YOU CAN GO IN AND SCAN THE QR CODE OR GO TO OUR WEBSITE AND GET INFORMATION, BETTER QUALITY INFORMATION, MORE INFORMATION ON A PARTICULAR CASE THAT'S GOING THROUGH THE P&Z OR CITY COUNCIL.

THE SITE WILL LOOK SIMILAR TO THIS WITH SOME OF THE SLIDES SO IT'LL BE A WEALTH OF INFORMATION THAT ANYONE INTERESTED CAN GO TO AND PRETTY MUCH SEE WHAT STAFF HAS SEEN IN TERMS OF REPORTS AND WHAT COUNCIL SEEING AND WHAT P&Z IS SEEING.

IN MANY CASES, THAT REQUIRES RESIDENTS TO BE NOTIFIED QUITE A BIT OF DISTANCE AWAY FROM THE ACTUAL SUBJECT CASE.

THIS IS A CASE THAT WAS IN CHAPEL DOWNS FOR A SOLAR PANELS AT THE NORTHWEST CORNER BUT OUR ZONING REQUIREMENT REQUIRED US TO NOTIFY IN THE SOUTHEASTERN CORNER,.

WHAT WE'RE PROPOSING IS TO INCREASE THE STANDARD NOTIFICATION FROM 200 TO 300 FEET, BUT REMOVE THE REQUIREMENT FOR NOTIFICATION WITHIN THE PLANT SUBDIVISION.

WHEN THAT ORDINANCE WAS IN PLACE IN THE EARLY '90S, THE INFORMATION WAS GATHERED BY THE PUBLIC MUCH DIFFERENTLY THAN IT IS TODAY.

WE'RE LOOKING TO CHANGE WITH TECHNOLOGY AND USE TECHNOLOGY TO THE BENEFIT TO GET THE INFORMATION OUT AND GET THE MOST INFORMATION OUT.

ANOTHER CASE WHERE WHEN WE HAVE TO NOTIFY WITHIN THE PLANT SUB DIVISION, WE'RE LOOKING AT 110 LETTERS VERSUS 37 LETTERS BECAUSE THE UNIT COST IS MUCH LOWER ON A POSTCARD VERSUS A LETTER.

WE HAVE SAVINGS THERE, BUT STAFF HAS TO PAIR THOSE LETTERS, FOLLOW THOSE LETTERS AND SO THERE'S DEFINITELY A CALL SAVINGS AS A RESULT OF JUST A SALARY.

IN THOSE CASES WHERE WE HAVE SINGLE LOT SUBDIVISIONS, IN THESE CASES WE'LL HAVE TO BE NOTIFYING FURTHER OUT THAN WE WOULD TYPICALLY DO UNDER OUR CURRENT ORDINANCE.

IT'LL BE CASES IN MAY TOWN'S MOST CASES WHERE WE'LL BE NOTIFYING THE 300-FOOT VERSUS 200-FOOT.

WE'LL BE EXPANDING THE NOTIFICATION AREA.

IN TERMS OF THE SUPER MAJORITY OR ANYTHING ASSOCIATED WITH AN SUP OR REZONING CASE, STILL THE ONLY 200-FOOT BOUNDARY WILL COUNT TOWARD A SUPER-MAJORITY VOTE.

YOU MAY RECALL WE DID SOME CALCULATIONS ON SOME ANNUAL SAVINGS THAT WE BELIEVE WE'LL EXPERIENCE EACH YEAR.

A PRETTY SIGNIFICANT SAVINGS GO INTO THIS PROCESS BUT MORE IMPORTANTLY, WE'LL BE BETTER INFORMING OUR PUBLIC AND CITIZENS OF UPCOMING CASES.

THIS WAS RECOMMENDED FOR APPROVAL BY YOUR PLANNING ZONING COMMISSION AND THEN YOU APPROVED IT ON CONSENT AT YOUR LAST MEETING.

I CAN GO DOWN AND GIVE YOU COST ON THE VARIOUS SUBDIVISIONS WHAT ARE THE SAVINGS, BUT THIS IS A UNIT COST AND JUST SWITCHING FROM THE LETTER TO THE POSTCARD.

THESE ARE SOME OF THE SAVINGS THAT WE'LL BE ACHIEVING JUST ON MATERIALS BUT THEN WHEN YOU ADD IN THE NUMBERS AND THE STAFF TIME AND IMPROVE EFFICIENCY, THAT SAVINGS INCREASED CONSIDERABLY.

THERE'S A VERY HIGH LEVEL OF SOME OF THE CHANGES, BUT SOME OF THE MAJOR CHANGES FOR THE REVISION OF THE LANDSCAPE PLAN TO INCLUDE THE ADDITION OF BALD CYPRESS TREES WITHIN THE BASIN, MIMICKING SOME OF THE OTHER BASINS THAT WE SEE THROUGHOUT THE CITY.

ALSO, THE APPLICANT PROVIDED AN EVERGREEN PLANNING ALTERNATIVES TO THE OTHER ORNAMENTAL GRASS ON THE PERIMETER OF THE NORTH AND SOUTH PORTION OF THE PROPOSED DETENTION FACILITY.

THEY REVISED THE EXHIBITS TO SHOW BETTER SIGHTLINES, TO GIVE COUNCIL BETTER FEELING OF WHAT WOULD BE SEEN FROM 114, AND THE FRONTAGE ROAD.

IN THE APPLICANTS PRESENTATION, WHICH IS PROVIDED YOUR ELECTRONIC PACKET, THEY DID GO THROUGH AN ANALYSIS ON THE PROPOSAL OF THE HOSPITAL BASIN TO OTHER SIMILAR TYPE BASINS IN THE CITY.

I THINK EVERYBODY KNOWS THE PROPOSED LOCATION ON THE NORTHEASTERN SIDE OF THE HOSPITAL SITE.

THIS IS JUST A VIEW FROM THE 114 FRONTAGE ROAD.

THIS IS THE CHANGE TO THE LANDSCAPE PLAN, AND THE MAJOR CHANGES I SEE HERE, THEY ARE NINE BALD CYPRESSES THAT PROPOSED TO BE PLANTED.

THESE WERE 60 GALLON PLANTS IN THE BASIN.

THE LANDSCAPING ALONG THE PERIMETER REMAINS THE SAME, BUT THERE HAS BEEN A OPTION TO ADD AN EVERGREEN ALTERNATIVE TO THE PROPOSED SCREEN ALONG THE NORTH AND SOUTH PERIMETER OF THE BASIN.

THE AREAS WOULD BE THESE THAT ARE HIGHLIGHTED OR OUTLINED IN BLUE WHERE THOSE ARE EVERGREEN ALTERNATIVES, WHICH COULD BE PLANTED IN LIEU OF THE GRASSES.

STAFF TRIED TO TAKE SOME PICTURES AROUND TOWN.

WE HAVE MANY VISUALS IF WE NEED TWO PHOTOS OF A BASINS, BUT GOING WITH THE EVERGREEN OPTION TO CREATE A SCREEN SIMILAR TO WHAT YOU SEE, IT'S CENTRAL MARKET.

THIS IS ON CAROLL.

CENTRAL MARKET BEING JUST DIRECTLY TO THE EAST, PROBABLY LESS THAN A 100 FEET FROM CAROLL AVENUE.

THEY'VE CREATED A PRETTY SIGNIFICANT BUFFER.

NOW, WHEN IT WAS FIRST PUT IN AND OBVIOUSLY WASN'T AS MATURE AS IT IS NOW.

BUT OVER TIME IT CREATED A PRETTY SIGNIFICANT SCREENING FROM CAROLL AVENUE, WHICH IS PRETTY MUCH JUST A LITTLE BIT LOWER IN GRADE THAN THE DETENTION BASIN.

BUT IT'S HARD UNLESS YOU KNOW THERE'S A DETENTION BASIN THERE.

ONE OPTION WOULD BE TO PLANT THOSE EVERGREENS.

WE WOULD RECOMMEND THAT IF YOU DO GO WITH THE EVERGREEN OPTION,

STAFF BELIEVES THAT IF THE PLANTS ARE MAINTAINED IN PERPETUITY AND MAINTAINED CORRECTLY THAT THAT WOULD CREATE A VERY SIGNIFICANT VISUAL BUFFER OR EVEN BARRIER FROM FROM 114.

JUST A PHOTO THAT SHOWS WHAT THE BALD CYPRESSES MAY LOOK LIKE ONCE MATURE, SITTING INSIDE THE BASE.

THEN UP AROUND IT, THE PERIMETER WOULD JUST BE VISUALLY APPEALING, AND I THINK THE CENTRAL MARKET AREA IS JUST A BEAUTIFUL EXAMPLE.

I LOVE LOOKING OFF IN THAT BASIN SO, I REALLY LIKE IT.
