OK, SO BEFORE WE GET UNDERWAY, THIS IS A SPECIAL MEETING.

IT'S BEEN A NUMBER OF YEARS SINCE THE CITY OF SOUTHLAKE HAS DONE A JOINT MEETING OF P&Z AND COUNCIL. THERE'S A NUMBER OF REASONS WE DECIDED TO TACKLE THIS TONIGHT.

WE HAVE REALLY WE HAVE TWO AGENDA ITEMS IN FRONT OF US, BUT IT'S RELATED TO ONE APPLICATION. IT'S AN APPLICATION THAT WE'RE ALL VERY EXCITED TO SEE.

AND IT'S GOING TO ACTIVATE THIS CORNER OF TOWN SQUARE IF IT'S APPROVED.

SO WE WANTED TO MAKE SURE WE DID A JOINT MEETING TO MAKE SURE THIS THING MOVES AS EFFICIENTLY AS WE POSSIBLY CAN.

SO TONIGHT WE ARE GOING TO ASK CITY STAFF TO COME GIVE A PRESENTATION ON ITEMS SEVEN AND EIGHT, WHICH COVERS THE APPLICATION.

AFTER THAT, PLANNING AND ZONING AND COUNCIL TOGETHER, WILL BE ASKING STAFF QUESTIONS AND DOING A LITTLE BIT OF BACK AND FORTH WITH CITY STAFF.

AFTER THAT, THE APPLICANT IS GOING TO COME UP AND MAKE A PRESENTATION AND THERE WILL BE AN OPPORTUNITY FOR P&Z AND COUNCIL TO ASK THE APPLICANT QUESTIONS, TO DO A LITTLE BIT OF DISCUSSION AND BACK AND FORTH WITH THE APPLICANT AFTER WE'VE HAD A CHANCE TO HEAR THEIR PRESENTATION. FOLLOWING THAT, WE ARE GOING TO HAVE PUBLIC COMMENT.

SO IF YOU'RE HERE AND YOU WANT TO SPEAK ON THIS ITEM AFTER THE APPLICANTS PRESENTATION, YOU'LL HAVE A CHANCE TO SPEAK ON BOTH ITEM SEVEN AND EIGHT.

AFTER I CLOSE PUBLIC COMMENT, CITY COUNCIL IS GOING TO GO IN THE BACK ROOM TO THE EXECUTIVE CONFERENCE ROOM.

HONESTLY, WE WILL PROBABLY EAT DINNER WHILE P&Z IS DOING THE HARD WORK OF GOING THROUGH AND MAKING A RECOMMENDATION FOR ITEM NUMBER SEVEN, WHICH IS THE SITE PLAN, AND ITEM

NUMBER EIGHT, WHICH IS THEIR SIGN BOARD WORK TO LOOK AT THE SIGN VARIANCE AS REQUESTED.

AFTER P&Z MAKES THEIR RECOMMENDATION, THEY'RE GOING TO GO IN THE BACK ROOM AND EAT WE'RE GOING TO COME BACK OUT. CITY COUNCIL WILL ASK THE APPLICANT ANY FOLLOW UP QUESTIONS.

THEY'LL ASK STAFF. WE'LL DO OUR DELIBERATION AND THEN WE WILL VOTE ON ITEM SEVEN, FOLLOWED BY ITEM NUMBER EIGHT.

WE ALSO HAVE I BELIEVE WE HAVE THE CITY ATTORNEY HERE.

I'LL BE PRESENTING BOTH ITEMS, SEVEN AND ITEMS EIGHT AS PART OF THE PRESENTATION.

FIRST WE WILL REVIEW THE SITE PLAN.

THIS REQUEST IS TO SEEK APPROVAL OF A SITE PLAN PROPOSING EXTERIOR MODIFICATIONS TO THE FORMER HARKINS THEATER BUILDING AND TOWN SQUARE FOR A POTENTIAL NEW TENANT EVO ENTERTAINMENT. THE IMPROVEMENTS INCLUDE REVISIONS TO THE ELEVATIONS TO CHANGE THE FAÇADE FINISHES AND COLORS, ALSO RECONFIGURATION OF THE FRONT STEPS AND THE OUTDOOR ENTRANCE AREA TO INCLUDE A PATIO DINING AREA.

THE OVERALL FOOTPRINT OF THE BUILDING REMAINS UNCHANGED.

ALSO, ITEM EIGHT, AS YOU KNOW, WILL BE THE SIGN VARIANCE.

WE WILL BE PRESENTING THESE ELEVATIONS KIND OF IN CONJUNCTION BECAUSE YOU NEED TO LOOK AT BOTH THE ELEVATION CHANGES IN TERMS OF THE PAINT, THE EXTERIORS AND THE SIGNAGE.

SO WE'LL BE GOING THROUGH THIS ONE BY ONE, THE LAND USE DESIGNATION IS TOWN CENTER.

THE ZONING IS D.T.

DOWNTOWN DISTRICT.

THE PROPOSED USE, WHICH IS AN ENTERTAINMENT TYPE USE VENUE FOR MOVIES, BOWLING, HIGH TECH GAMES, RESTAURANT BAR, IS PERMITTED IN THE DT DISTRICT.

SO IT'S ALLOWABLE USE IN THE ZONING.

SO WE'RE NOT LOOKING AT A ZONING CHANGE.

WE'RE JUST LOOKING AT THE SITE PLAN THIS EVENING ALONG WITH THE SIGN VARIANCE.

I THINK EVERYBODY KNOWS LOCATION IN TOWN SQUARE.

THIS IS A LITTLE BIT CLOSER VIEW OF THE BUILDING.

I JUST WANTED TO BRING THIS SLIDE UP BECAUSE THE BUILDING IT IS A LARGE BUILDING.

IT'S SIXTY EIGHT THOUSAND SEVEN HUNDRED AND THIRTY THREE SQUARE FEET, TWO HUNDRED AND TWENTY THREE FEET WIDE, OVER FOUR FEET LONG, WHICH IS LONGER THAN A FOOTBALL FIELD.

SO THE SCALE OF THE BUILDING, I THINK EVERYBODY IS AWARE OF THE SCALE OF THE BUILDING, BUT IT'S ALSO ARTICULATED BOTH HORIZONTALLY AND VERTICALLY.

AND WE'LL BE LOOKING AT SOME FAÇADES.

SO I JUST WANTED TO GET FAMILIAR FROM EACH OF THE DIRECTIONS, THE ARTICULATION THAT OCCURS ALONG THE BUILDING FRONTS AS WE TALK ABOUT THE CHANGES TO THE FAÇADE AND THE SIGNAGE, JUST A COUPLE OF GROUND SHOTS TO GET EVERYBODY FAMILIAR WITH THE BUILDING.

IF YOU HAVEN'T BEEN OUT THERE FOR A LITTLE BIT, THE WEST VIEW IS LOOKING FROM THE HILTON BACK TO THE EAST.

THIS IS PLAZA PLACE, THE NEW TEX MEX RESTAURANTS TO THE RIGHT, THE CHEESECAKE FACTORY TO THE LEFT. THIS IS OUR VIEW FROM 114 PARKING LOT LOOKING BACK TO THE SOUTH, THE PART OF THE FAÇADE OF THIS LOCATION IS OBSCURED BY THE TREES IN BLOOM WITH THE LEAVES ON THERE.

THIS IS A WINTER SHOT THAT KIND OF SHOWS THE FRONT OF THE BUILDING.

AND YOU CAN SEE THE TWO TREES.

THEY'VE DROPPED THEIR LEAVES HERE.

BUT WHEN YOU'RE LOOKING AT THAT NORTH FAÇADE, YOU'VE GOT THESE ARTICULATED PORTIONS OF THE BUILDING ON THE SIDE, WHICH ARE ALSO VISIBLE FROM 114.

THIS IS THE THE VIEW FROM CENTRAL.

IT'S LOOKING BACK TO THE WEST.

AND THIS IS THE SOUTH VIEW, THIS WOULD BE FROM THE PARKING GARAGE AND THE PARKVIEW RESIDENCES LOOKING BACK TO THE NORTH.

THIS IS A SOUTHWEST VIEW.

IF YOU'VE GONE THROUGH THE PACKET, THE THE LOGO SIGN IS ON THIS ARTICULATED PLANE HERE TO GIVE YOU SOME PERSPECTIVE ON THAT SOUTH VIEW, WHICH IS ABOUT 100 FEET FROM THE SOUTH PROPERTY LINE. AND THIS IS A NORTHEAST VIEW, LOOKING BACK TOWARD THE OFFICE BUILDING, YOU CAN SEE THAT IN THE DISTANCE, LOOKING BACK TO THE WEST.

THIS IS THE SITE PLAN THAT WAS APPROVED WHEN THE THEATER CAME IN, IN 2004, AS MENTIONED, IT'S OVER SIXTY EIGHT THOUSAND SQUARE FEET.

WHEN THIS WAS APPROVED, IT WAS APPROVED FOR THE 14 THEATERS AS COUNCIL AND P&Z IS AWARE THE PROPOSAL IS FOR THE EVO ENTERTAINMENT, WHICH HAS A MIX OF MOVIES, BOWLING,

RESTAURANTS, OTHER ENTERTAINMENT TYPE VENUES IN THIS SPACE.

THIS IS A PROPOSED FLOOR PLAN THAT WAS PROVIDED MOST OF THE DETAILS ON THE PATIO, WHICH IS WHERE THE EXISTING TICKET OFFICE IS LOCATED, AS YOU WALK UP THE STEPS ON THE WEST, FAÇADE SHOWS A PATIO PROJECTION SCREEN.

THEY'LL BE RECONFIGURED IN THE STEPS INTO THE BUILDING AT THIS AREA.

JUST A RENDERING ON THAT WEST ELEVATION.

SO, FIRST WE WILL GO OVER THE WEST AND SOUTH ELEVATION'S, OF THE BUILDING, THE WEST BEING THE TICKET OFFICE AND THE SOUTH BEING THE SIDE THAT FACES THE GARAGE AND THE PARKVIEW RESIDENCES. SO THIS IS THE WEST FAÇADE, THIS IS THE SIDE FACING CHEESECAKE FACTORY PLAZA PLACE.

ON THE WEST FAÇADE OF THE BUILDING NEAR THE WINDOW TICKET THE MAJOR CHANGES INCLUDE ADDING AN OUTDOOR PATIO DINING AREA FIREPIT, A 10 BY 18 PROJECTION SCREEN, WHICH WILL PLAY SPORTING EVENTS AND OTHER EVENTS TWO TEN BY TEN ROLL-UP GARAGE TYPE DOORS AND ALUMINUM DECORATIVE TRELLIS.

WHICH ONE OF THE SIGNS IS PROPOSED TO BE LOCATED ON.

THE STAIRCASE WILL BE RECONFIGURED.

A BRICK VENEER CONCRETE CAST WALL WILL BE EXTENDED, WHICH SOME SIGNAGE IS PROPOSED ON THAT WALL. THE WALLS ON EACH SIDE OF THE TRELLIS WILL HAVE A TEXTURE COATING AND THERE'LL BE FOUR INCH LINEAR GROOVES APPLIED TO THAT TEXTURE IN THAT WALL PATTERN.

SOME OF THESE GROOVES, WHEN WE GET TO THE SIGN VARIANCE, WILL HAVE THESE LED WALL WASHER LIGHTING. THIS IS A WHITE LIGHT THAT FITS INTO THESE GROOVES.

THE ART DECO ARTICULATED TOWERS, THE MAROON OR TOWERS THAT HAVE THE NEON WILL BE REMOVED ON THIS WEST SIDE.

IN FACT, ALL THE EXPOSED NEON THAT YOU SEE ON SOME OF THESE OBLIQUE ANGLES WILL BE REMOVED AS PART OF THIS PROPOSAL.

THE PORTIONS OF THE FAÇADE WILL BE PAINTED, THE EARTH TONES, BROWN, GRAY, ORANGE COLORS.

THE GLASS WILL BE REPLACED WITH A TEXTURE TYPE FINISH TO ALLOW THE PAINTING OF THE FAÇADE AS REPRESENTED. THIS IS THE SOUTH FAÇADE.

SO THIS IS THE FAÇADE OR THE SIDE THAT'S FACING THE PARKING GARAGE AND THE PARKVIEW RESIDENCES. THOUGH THE PARKVIEW RESIDENCES ARE MORE TO THE ALMOST NOT DIRECTLY ACROSS THE GARAGE IS IN FACT, THIS DRONE SHOT AT THE BOTTOM WAS TAKEN FROM THE TOP DECK OF THE EAST GARAGE. BUT THE PARKVIEW RESIDENCES IS A LITTLE BIT FURTHER TO THE EAST.

BUT THE MAIN CHANGE IS TO THE SOUTH ELEVATION OR THE PAINTING OF THE FAÇADE AND TEXTURE COATING APPLICATION, THE LINEAR GROOVES ARE ON THE FAR ARTICULATED PLANE NEAR THE TICKET OFFICE. THE SIGN WHICH WILL GET IN THE LOGO SIGN IS ON THIS ARTICULATED PLANE, WHICH SITS ABOUT 100 FEET BACK FROM THE PROPERTY LINE.

SO ANYTHING ON THE SOUTH FAÇADE WE WILL SEE IN THE SIGN VARIANCE IS THE SIGNS HAVE BEEN REMOVED. THE TOWER FEATURES, THE ART DECO TOWER FEATURES WILL REMAIN, BUT THE LIGHTING WILL BE CHANGED TO A WHITE LED.

THE YELLOW STRIP LIGHTING WOULD BE REMOVED ON THIS FAÇADE, BUT THERE WILL BE NO SIGNAGE ON THE SOUTH FAÇADE.

AND WE'LL TAKE A LOOK AT THE EAT ELEVATION AND THE NORTH ELEVATION, THE EAST IS THE SIDE FACING CENTRAL NORTH 114.

THIS SIDE OF THE BUILDING HAS AN EXISTING SIGN ON IT AND SOME TOWER FEATURES, THE MAIN CHANGES TO THE EAST FAÇADE INCLUDE ADDING THE SIGN SUPPORTS FOR THE EVO ENTERTAINMENT SIGN. THE ART DECO TOWER FEATURES WILL BE PAINTED, THE YELLOW LIGHTING WILL BE REMOVED WITH THE WHITE LED LIGHTING, THE EXPOSED NEON WILL BE REPLACED ON THE ROOFLINE.

YOU CAN SEE IT ON THIS SHOT AND THAT WILL BE ELIMINATED.

THIS IS THE NORTH FAÇADE.

AND SO WHEN YOU LOOK AT THE NORTH SIDE, THE ONE PICTURE HERE HAS THE VEGETATION.

THIS SHOWS A LITTLE BIT FULL EXTENT OF THE FAÇADE ON THIS PHOTO.

BUT ON THE NORTH SIDE, THE MAIN CHANGES, THE STUCCO ON THE PAINTING ON THE BUILDING.

THESE ART DECO TOWERS THAT FACE 114 WILL BE ELIMINATED, AS WELL AS ANY EXPOSED NEON.

YOU CAN SEE SOME EXPOSED NEON ON THAT WESTERN ARTICULATED PLANE THAT WILL BE ELIMINATED.

AND THEN WE'LL GET MORE DETAILS ON THE SIGNS WHEN WE GET TO THAT PORTION.

THIS IS THE SURROUNDING PROPERTY OWNERS RESPONSES.

WE DID NOT RECEIVE ANY RESPONSES.

QUICKLY GO OVER THE SIGN VARIANCE, WHICH IS ITEM, EIGHT ON YOUR AGENDA.

WHAT I'LL DO IS I'LL GO THROUGH EACH SIGN TYPE THAT'S BEING PROPOSED AND WE'LL HAVE SOME LOCATION MAPS TO TRY TO DEMONSTRATE EXACTLY WHAT IS THE PROPOSAL.

SO THE FIRST ONE IS A TYPE A SIGN.

THESE THE LETTER HEIGHTS OF THIS, THE LOCATIONS ARE ON THE NORTH FAÇADE, THE EAST FAÇADE AND THE WEST FAÇADE AS REPRESENTED IN THE RENDERINGS WE ALSO PROVIDED FROM ONE OF THE WEBSITE PHOTOS OF THE APPLICANT, JUST KIND OF A NIGHTTIME VIEW OF WHAT THE SIGN WOULD LOOK LIKE. BUT THE HEIGHT OF THE SIGN IS 11 FEET, THREE INCHES FOR EVO AND TWO FEET SEVEN INCHES, SEVEN AND THREE QUARTER INCHES FOR THE TAG LINE OR ENTERTAINMENT.

THESE ARE FIVE INCH DEEP OPEN CHANNEL LETTERS WITH WHITE LEDS, WHITE INTERIOR RETURNS, BACKS AND PEPPERCORN EXTERIORS.

SO IT'LL BE AN OPEN FACE WITH A LIGHT INSIDE THE CANISTER.

THE CHANNEL LETTER ITSELF, THE FACIA SIGNS ON THE WEST FAÇADE IS ATTACHED TO A ALUMINUM TRELLIS, WHICH IS ABOUT, WE ESTIMATE, ABOUT THIRTY TWO FEET IN HEIGHT AT ITS HIGHEST POINT. IT'S KIND OF ANGLED DOWN AS IT GOES BACK TO THE SOUTH AND THE LOGO INSIDE THE O IS FIVE FEET, THREE INCHES IN HEIGHT.

SO HERE'S A COUPLE OF RENDERINGS AND LOCATIONS WON'T GO INTO DETAIL, BUT WE COMPARE IT TO THE THE MASTER SIGN PLAN IN 704 J, IF YOU NEED THAT INFORMATION, JUST A RENDERING OF THE WEST SIGNAGE ON THE ALUMINUM TRELLIS.

AND ALSO, I'VE GOT THIS ONE JUST THIS IS THE LOCATION OF THE PROJECTION SCREEN THAT WAS MENTIONED AS PART OF THE SITE PLAN.

THIS IS THE A2 LOCATION.

SO THIS IS THE NORTH ELEVATION OR THE 114 ELEVATION, SAME SIZED SIGN AS THE OTHER TWO LOCATIONS. AND THEN THE A THREE WOULD BE ON THE CENTRAL SIDE IN THAT ARTICULATED PORTION OF THE BUILDING, THAT KIND OF JUTS INWARD, AS YOU'RE LOOKING FROM CENTRAL. SO THE HARKINS HERE WILL BE REPLACED THE SUPPORTS WOULD BE PUT IN AND THE SIGN WOULD BE LOCATED.

THIS IS SIGN B, SO THIS IS THE LOGO SIGN, AS MENTIONED, IT'S NOT, WHILE IT'S A SOUTH FACING SIGN NORTH IS TO THE LEFT IN THIS SLIDE.
