AND OUR FIRST ORDER OF BUSINESS IS TO INTRODUCE OUR CITY CHAPLAIN, PASTOR CLAYTON REED.

DEAR LORD, WE GIVE THANKS FOR THIS TIME THAT WE HAD AWAY.

AND WE PRAY FOR YOUR MERCY AND GRACE AND PEACE TO MOVE INTO THIS ROOM TONIGHT.

LORD WE GIVE THANKS FOR FREEDOM WHERE WE CAN MEET, DELIBERATE, TALK, LISTEN AND MAKE GOOD DECISIONS. AND LORD I GIVE THANKS FOR THE PEOPLE IN FRONT OF ME.

AND I PRAY TONIGHT AS THEY LISTEN AND MAKE DECISIONS THAT SHE WOULD GIVE THEM WISDOM THAT YOU WOULD BE WITH MAYOR HUFFMAN AS HE LEADS.

AND WE PRAY, JESUS, THAT YOU WOULD GIVE US PEACE AND MERCY AND STRENGTH AS WE AS A GROUP AND AS A TOWN, TRY TO DO YOUR WILL AND LOVE ONE ANOTHER.

LORD WE ALSO PRAY FOR OUR POLICE OFFICERS WHO ARE WORKING ON THE STREET TONIGHT, WE GIVE THANKS FOR THEM. WE PRAY AS EACH OF THEM MAKE STOPS, TALKS TO PEOPLE, INTERACTS WITH THE PUBLIC, THAT YOU WOULD PROTECT OUR OFFICERS, PROTECT THOSE THAT INTERACT WITH THEM, GIVE THEM WISDOM AND HELP AND MERCY.

OR WE ALSO GIVE THANKS, BECAUSE YOU LOVE US AND YOU CARE ABOUT US, AND I PRAY IF THERE IS A PERSON IN THE ROOM TONIGHT THAT STRUGGLING WITH THAT, THAT THEY WOULD KNOW THAT YOU LOVE THEM. AND THAT YOU CARE AND THAT WE CARE.

AS THE FIRST ORDER OF BUSINESS IN OUR WORK SESSION IS A REALLY SPECIAL ONE.

WE ARE GOING TO BE HONORING SOME OF THE MOST HARDWORKING MEN AND WOMEN IN UNIFORM WE HAVE IN THIS TOWN. AND I ALREADY SEE SOME BLUSHING BACK THERE BECAUSE THEY DON'T LOVE THE RECOGNITION, BUT THEY DO SUCH A GREAT JOB FOR OUR CITIZENS AND SPECIFICALLY THOSE CITIZENS UNDER THE AGE OF 18.

THOSE ARE OUR SCHOOL RESOURCE OFFICERS.

THE CITY HAS BEEN PROUD TO SUPPORT THE SRO PROGRAM SINCE ITS INCEPTION.

WE DO IT OVER AGAIN, AND THE WORK YOU MEN AND WOMEN DO EVERY SINGLE DAY ON BEHALF OF OUR STUDENTS IS JUST INCREDIBLE.

AND WE WILL. I KNOW WE ALL WANT THE CHANCE TO SAY THANK YOU FOR ALL OF THAT TONIGHT.

SPECIFICALLY, WE HAVE SOME REALLY, REALLY COOL RECOGNITIONS AND AWARDS.

SO I'M GOING TO INTRODUCE POLICE CHIEF JAMES BRANDON.

GOOD TO SEE YOU, SIR. AND HE'S GOING TO TALK A LITTLE BIT ABOUT SRO, TONY PATE AND SOME OF THE OTHER GREAT THINGS YOU GUYS HAVE DONE IN THE RECENT PAST.

CHIEF BRANDON, GOOD EVENING, MAYOR AND COUNCIL.

THANK YOU FOR THE OPPORTUNITY TO HIGHLIGHT THE SRO PROGRAM AS A WHOLE AND THE ACTIONS OF ONE SRO IN PARTICULAR, AS YOU KNOW, THE SOUTHLAKE POLICE DEPARTMENT SCHOOL RESOURCE OFFICER PROGRAM IS DESIGNED AS A PRIMARY METHOD BY WHICH WE ENSURE THE SAFETY AND WELL-BEING OF OUR CITY'S YOUTH.

THE PROGRAM CONSISTS OF 13 SROS, ONE CORPORAL, ONE SERGEANT, AND OPERATES WITH A BUDGET OF OVER ONE POINT FOUR MILLION, ALL OF WHICH IS CITY FUNDED.

RECENTLY, SEVERAL OF OUR SROS ATTENDED THE YEARLY CONFERENCE FOR THE TEXAS ASSOCIATION OF SCHOOL RESOURCE OFFICERS TO ACCEPT AN AWARD ON THE PROGRAM'S BEHALF TASRO, AS WE REFER TO THEM, AWARDED THE SOUTHLAKE POLICE DEPARTMENT THE ROLE MODEL AGENCY OF THE YEAR, WHICH IS GIVEN TO ONE SRO PROGRAM IN THE ENTIRE STATE.

TASRO FELT THAT THE PROGRAM BEST REPRESENTED WHAT THEY REFER TO AS THE SRO TRIAD, WHICH ENTAILS SROS THAT WORK AS EDUCATORS AND FORMAL COUNSELORS AND LAW ENFORCEMENT OFFICERS.

THIS ACHIEVEMENT WAS POSSIBLE BECAUSE OF THE EFFORTS OF ALL OF OUR SROS AND OUR DAILY ACTIONS TO KEEP OUR CHILDREN SAFE.

I KNOW IN REFERENCE TO THE PROGRAM AS A WHOLE, THAT'S KIND OF A QUICK BIT OF INFORMATION.

BUT IF YOU LOOK BACK, WE EXPANDED THIS PROGRAM IN EARLY 2013 AFTER THE NEWTOWN TRAGEDY, AND OUR SROS AND THEIR SUPERVISORY STRUCTURE HAVE BEEN ABLE TO GROW THIS PROGRAM FROM THEN TO ONE NOW THAT IS RECOGNIZED STATEWIDE AS A MODEL PROGRAM FOR OTHERS TO FOLLOW.

I WOULD ALSO LIKE TO HIGHLIGHT AN AWARD THAT WAS RECENTLY PRESENTED TO SRO, TONY PATE, SRO PATE WAS THE RECIPIENT OF THE NATIONAL ASSOCIATION OF SCHOOL RESOURCE OFFICERS VALOR AWARD. AND HERE'S SOME DETAILS.

IN JANUARY OF THIS YEAR, SRO OVERHEARD A CALL FOR SERVICE IN WHICH A MALE CARRYING A HATCHET WAS WALKING IN THE ROADWAY NEAR CARROLL MIDDLE SCHOOL.

THE MALE SEEMED TO BE IN MENTAL DISTRESS AND WAS ARMED WITH A DEADLY WEAPON IN PROXIMITY TO STUDENTS AND STAFF.

OFFICER PATE QUICKLY RESPONDED AND COORDINATED THE EFFORTS OF RESPONDING OFFICERS TO ENSURE THAT A SAFE PERIMETER WAS MAINTAINED, THAT COMMUNICATION WITH THE MALE COULD BEGIN

AND LESS LETHAL RESOURCES WERE AVAILABLE.

OFFICER PATE WAS ABLE TO SAFELY TAKE THE MALE INTO CUSTODY WITHIN 500 FEET OF THE FRONT OF THE SCHOOL AND GET THE PERSON THE HELP THAT HE NEEDED.

OFFICER PATES ACTIONS EXEMPLIFY THE PURPOSE OF THE SRO PROGRAM, AND WE WOULD LIKE TO ACKNOWLEDGE HIM FOR HIS EFFORTS.

NOW I'LL SPEAK ON OFFICER PATES BEHALF A LITTLE BIT AND TELL YOU THAT I THINK HE WOULD TELL YOU THAT HE WAS SIMPLY DOING HIS JOB AND THAT HE DIDN'T DO ANYTHING ANY DIFFERENTLY THAN ANY OF THE SROS WOULD.

AND I KNOW THAT HE SINCERELY BELIEVES THAT.

AND HE CERTAINLY WASN'T THE LONE RANGER IN THAT SITUATION.

THERE WERE MANY THAT HELPED.

BUT THAT IS A GREAT EXAMPLE OF THE PURPOSE OF OUR SROS.

THEY MENTOR, THEY EDUCATE, THEY INFORM, THEY COUNSEL.

BUT THEY ARE ALSO THE BRIGHT LINE IN BETWEEN THE HARMS OF THE WORLD AND OUR CHILDREN BEING SAFE AT SCHOOL.

SO I WANTED TO GIVE MAYOR AND COUNCIL THIS OPPORTUNITY TO ACKNOWLEDGE OR SPEAK WITH HIM, IF YOU COULD. AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

I'VE BEEN HERE A LONG TIME NOW, AND I REMEMBER WHEN THE PROGRAM WAS FIRST PUT IN PLACE AND MY CHILDREN WERE YOUNG AND IN SCHOOL AND AND I REMEMBER FEELING REALLY GOOD ABOUT THAT AT THE TIME AND KNOWING THAT THERE WAS GOING TO BE SOMEBODY THERE THAT OBVIOUSLY NOW IT'S EXPANDED SO THAT THERE'S ONE AT EVERY CAMPUS.

BUT EVEN AT THE TIME WHEN WHEN Y'ALL HAD TO GO BETWEEN CAMPUSES, I FELT SO MUCH BETTER KNOWING THAT YOU WERE THERE.

AND I'M SURE I SPEAK FOR ALL OF COUNCIL, BUT I DON'T ENTERTAIN ANYBODY SPEAKING ABOUT THIS PROGRAM UNLESS THEY SAY STELLAR THINGS ABOUT IT.

I THINK IT'S NEEDED. I THINK IT'S NECESSARY.

AND I THINK IT'S SO IMPORTANT.

YOU GUYS ARE SO AND LADIES ARE SO IMPORTANT TO OUR CHILDREN AND OUR SCHOOLS.

AND SO JUST FROM MY HEART, I WANT TO SAY THANK YOU FOR YOUR CONTINUED SERVICE AND FOR EVERYTHING YOU DO. THANK YOU SO MUCH, COUNCIL MEMBER ROBBINS.

FIRST OF ALL, CONGRATULATIONS OFFICER PATE AND TO THE ENTIRE PROGRAM.

I MEAN, IT PROBABLY COMES AS NO SURPRISE TO ANY OF US THAT Y'ALL WERE CHOSEN AS THE LEADER AMONG AMONG ALL THE PROGRAMS YOU'RE PART OF, IN MY OPINION, THE BEST POLICE FORCE IN THE STATE.

SO THANK YOU FOR WHAT YOU DO.

I THINK THAT IT'S THE VALUE AND ADVANTAGE THAT WE HAVE AS CITIZENS AND PARENTS IN THIS CITY BECAUSE OF Y'ALL BEING ON THOSE CAMPUSES.

IT'S JUST UNBELIEVABLE.

I KNOW WE ALL FEEL SAFER BECAUSE YOU'RE THERE.

I NEVER WORRY ABOUT MY KIDS SAFETY AT SCHOOL KNOWING THAT YOU'RE ON THE JOB WITH THAT.

KEEP DOING WHAT YOU'RE DOING AND KNOW THAT WE'VE ALWAYS GOT YOUR BACK UP HERE.

IF YOU'RE HELPING WITH KIDS, GET ACROSS THE STREET TO JUST THE INTERACTIONS THAT I SEE YOU IN THE HALLWAYS WITH THE KIDS AND THEN OBVIOUSLY STEPPING UP WHEN THERE IS A SERIOUS SITUATION, IT'S VERY VALUABLE.

AND I'D LIKE TO LEAVE WITH JUST A QUICK STORY.

IN MY HOMETOWN WHERE I GREW UP, THEY HAD SOME FUNDING ISSUES AND THEY THEY SHUT DOWN THE SRO PROGRAM IN CHAMPAIGN, ILLINOIS.

AND IT'S DISAPPOINTING TO HEAR AND I CAN GIVE YOU COMPLETE CONFIDENCE THAT YOU HAVE 100 PERCENT OF THE SUPPORT OF EVERYONE UP HERE THAT NOT ONLY ARE YOU PROPERLY FUNDED, BUT YOU'RE PROPERLY FUNDED WITH ALL THE EQUIPMENT THAT YOU NEED AND ANYTHING ELSE THAT YOU NEED. I KNOW THAT YOUR LEADER HERE, CHIEF BRANDON, IS ALWAYS REACHING OUT AND ENSURING THAT YOU GUYS ARE PROPERLY FUNDED AND EVERYTHING THAT YOU NEED.

BUT THE SRO PROGRAM IS VERY SPECIAL TO ME BECAUSE MY KIDS, MY KIDS HAVE GOTTEN TO KNOW EVERY RESOURCE OFFICER BY NAME.

AND EVERY TIME THEY SEE ONE OF THEM, THEY ALWAYS TALK ABOUT TALK OF THEM VERY FONDLY.

SOME VERY, VERY SPECIAL TO ME BECAUSE I TELL THEM ALL THE TIME I WOULDN'T LIVE IN A COMMUNITY THAT DIDN'T HAVE THAT PROGRAM.

ON THE DAY THAT THE GUY USING THE AX WAS FOUND, WE ACTUALLY PASSED THAT ON THE WAY TO SCHOOL AND IT WAS CARS EVERYWHERE.

SO I DROPPED MY DAUGHTER OFF AT SCHOOL.

I NEVER DOUBTED THAT SHE WAS WASN'T SAFE.

AND I GOT HOME THAT DAY AND EVERYBODY WAS FREAKING OUT ABOUT IT.

AND I ASKED MY DAUGHTER, I SAID, YOU KNOW, DID YOU FEEL SAFE? SHE SAID, DAD, THIS IS SOUTHLAKE.

I KNOW THE OFFICERS ARE GOING TO TAKE CARE OF US.

I WASN'T WORRIED AT ALL. AND I THOUGHT THAT JUST MEANT SOMETHING TO ME, THAT MY KIDS FEEL SAFE BECAUSE I TELL THEM ALL THE TIME OUR JOB IS NOT TO PUT YOU IN A TWO MILLION DOLLAR

I WILL ALSO SAY, THOUGH, ON A PERSONAL NOTE, TOO KIND OF LIKE COUNCIL MEMBER PATTON, THAT MEANS A LOT IS JUST A COUPLE OF WEEKS AGO, MY SON AND I WERE ON A PIG HUNT AND HE HAD A REALLY COOL VIDEO OF A SHOT HE HAD MADE.

AND IT WAS REALLY SPECIAL TO HIM THAT TWO SERGEANTS AND AN SRO ALL COMMENTED ON FACEBOOK, YOU KNOW, COMPLIMENTED HIM ON THAT HUNT AND WHAT A GREAT SHOT IT WAS AND WHAT THAT MEANS A LOT TO A 17 YEAR OLD KID.

AND SO THAT SPEAKS TO THE PERSONAL TOUCH.

IT'S NOT JUST ABOUT I KNOW THE PRIMARY GOAL FOR ALL OF YOU IS SAFETY YOU KNOW WHEN YOU STEP FOOT ON CAMPUS AND I KNOW WHAT YOU'RE WILLING TO DO FOR THESE KIDS, BUT I KNOW A CLOSE SECOND IS GETTING TO KNOW HIM AND BEING A PART OF THEIR LIFE AND MAKING A DIFFERENCE. SO WE APPRECIATE THAT.

BUT THIS IS GOING TO BE OUR OPPORTUNITY TO TALK THROUGH IT, TO TALK THROUGH POTENTIAL NEXT STEPS AND TO GET COUNCIL FEEDBACK ON KIND OF WHAT DIRECTION WE'RE WANTING STAFF TO GO. SO, ALISON, TAKE IT AWAY.

SO SOUTHLAKE, 2035 DOES INCLUDE A NUMBER OF ELEMENTS SUPPORTING THE PRESERVATION AND THOUGHTFUL DEVELOPMENT OF OPEN SPACE, STATED GOALS INCLUDE THAT THE CITY SHOULD STRIVE TO ENSURE THAT PARKLAND AND OPEN SPACES INCLUDE AN INTEGRATED MIX OF DEVELOPED AND NATURAL AREAS, AS WELL AS THE INTEGRATION OF PASSIVE RECREATIONAL OPPORTUNITIES INTO PRESERVED NATURAL AND DRAINAGE AREAS.

AND THE HEALTH AND WELLNESS MASTER PLAN ALSO RECOMMENDS ACTUALLY CREATING A POLICY TO PROCURE OPEN SPACE, PARTICULARLY ALONG THE CITY'S MAJOR CORRIDORS AND BOLSTERING THE CITY'S FLOOD CONTROL RESPONSE AND RESILIENCY RELATED TO FLOODING, WHICH I'LL TOUCH ON LATER ABOUT HOW THAT MIGHT BE WOVEN IN AS AN ELEMENT OF THIS PROGRAM.

OF COURSE, THIS IS NOT A CONVERSATION THAT'S ONLY HAPPENING IN SOUTHLAKE.

WE'VE SEEN CITIES LOCALLY ENDEAVOR TO PUT A PLAN TOGETHER TO PROTECT OPEN SPACES.

IT IS DEFINITELY LOCAL CONVERSATION, NATIONAL CONVERSATION.

AND AS I MENTIONED, PART OF THE PROGRAM THAT WE'VE TALKED TO YOU ABOUT DURING THE LAST YEAR IS THIS IDEA OF COUPLING OPEN SPACE PRESERVATION WITH STORM WATER MANAGEMENT.

WE SEE OPPORTUNITIES HERE TO IDENTIFY WHERE IN THE CITY'S CRITICAL DRAINAGE STRUCTURES AND DRAINAGE BASINS THERE MIGHT BE OPPORTUNITIES TO IMPROVE THOSE AREAS FOR PASSIVE PARK USE, BUT ALSO SERVE A PURPOSE OF PROVIDING US RETENTION CAPABILITIES FOR OUR STORM WATER MANAGEMENT SYSTEM. AND YOU CAN SEE SOME EXAMPLES OF THAT FROM OTHER CITIES ACROSS THE UNITED STATES, HOW THEY MANAGE THAT.

THIS SLIDE SHOWS YOU HOW WE MIGHT PUT TOGETHER SOME POTENTIAL CRITERIA TO ACQUIRE LAND, HOW WE WOULD PRIORITIZE IDENTIFYING WHAT PIECES OF PROPERTY MAY BE SUITABLE, DOES IT SERVE A PUBLIC PURPOSE? DOES IT SUPPORT THOSE GOALS OF STORM WATER MANAGEMENT? MOVING ON TO LAND CHARACTERISTICS, IS THE PROPERTY UNDEVELOPED? IS IT IN A FLOODPLAIN? AND THEN THE ECONOMICS ARE ALWAYS GOING TO BE A CONSIDERATION.

NOW, I'D LIKE TO ASK CHIEF FINANCIAL OFFICER JACKSON TO STEP FORWARD AND TALK ABOUT THE FINANCIALS OF THE PROPOSAL.

THANK YOU. ONE OF THE THINGS WHEN THE GOVERNMENT BODY DECIDES IF THEY'RE GOING TO GO FORWARD WITH THE BOND SALE, ONE OF THE KEY FACTORS IS DETERMINING WHAT'S THE DOLLAR THRESHOLD TO INCLUDE AND THE PROPOSITION THAT YOU SENT TO THE VOTERS.

SO WE'RE GOING TO SPEND A FEW MOMENTS TO TOUCH ON SOME KEY ASSUMPTIONS WHEN TRYING TO DECIDE WHAT'S THE SWEET SPOT, IF THIS IS SOMETHING THAT IF YOU GUYS IF THE MAYOR AND COUNCIL IF YOU'RE INTERESTED IN MOVING FORWARD, I'VE RAN SEVERAL DIFFERENT SCENARIOS, ANYWHERE FROM 20 TO UP TO 50 MILLION BEING THE MAX THAT WOULD BE RECOMMENDED TO GO FORWARD WITH THE PLAN. SOME KEY ASSUMPTIONS THAT IT WAS INCLUDED IN THE SCENARIOS.

I USED A HALF A PERCENT GROWTH RATE FOR JUST THE NEXT FIVE YEARS, BEGINNING WITH FISCAL YEAR 2003 FORWARD.

AND USING THE TAX RATE, WE WOULD HAVE TO DO SOME TAX RATE REALLOCATION.

BUT I USED A TAX RATE OF THE PROPOSED TAX RATE THAT WE WILL PROPOSE IN THE 2022 BUDGET, WHICH DOES INCLUDE A TAX RATE REDUCTION IN THAT PROPOSAL THAT YOU WILL RECEIVE IN THE NEXT COUPLE OF TWO WEEKS.

SO THAT STARTED THAT AS THE BASE WITH THAT TAX RATE REDUCTION.

BUT THROUGHOUT THE SCENARIOS, THERE ARE SOME REALLOCATION OF THE TAX RATE BETWEEN M&O AND DEBT, BUT NO TAX RATE INCREASE THAT WILL BE REQUIRED.

I ALSO FACTORED IN THE FUTURE FACILITIES THAT WE'VE DISCUSSED WITH YOU PREVIOUSLY, WITH THE UNDERSTANDING THAT WE'RE MOVING FORWARD WITH THEM FROM THE PUBLIC WORKS OPS FACILITY, THE LIBRARY EXPANSION, AND THEN JUST THE ONGOING FUTURE CAPITAL NEEDS OF THE CITY AS IT RELATES TO OUR ROADWAYS, SIDEWALKS, JUST THE NORMAL FIVE YEAR CAPITAL IMPROVEMENT PLAN THAT WE DO EACH YEAR. AND DOING FOR THE AMORTIZATION, THE MAXIMUM AMORTIZATION USE WAS 20 YEARS, BUT IN SOME CASES IT'S LESS THAN 20 YEARS JUST TO SIZE UP THE DEBT AND WORK WITHIN OUR CONSTRAINTS THAT WE HAVE.

BUT THE MAXIMUM WAS A 20 YEAR AMORTIZATION ON SOME OF THE SALES AND ALSO FACTORING IN TO MAINTAIN AND PROTECT THE TRIPLE-A RATING OR SOME OF THE THINGS THAT WERE INCLUDED IN THE ASSUMPTIONS. THIS SLIDE GIVES YOU A VISUAL OF THE DIFFERENT SCENARIOS WITH THE FOUR KEY FACTORS I'VE INCLUDED EXISTING DEBT IS THE PORTION IN THE FIRST SEVERAL YEARS THE OLIVE GREEN. AND THEN YOU HAVE THE PLAN FOR CITY FACILITIES, CAPITAL IMPROVEMENTS IS THE ORANGE, AND THEN THE BOND SALE, OPEN SPACE ADDRESSING DRAINAGE.

WITH THIS, THE CAPITAL IMPROVEMENTS ARE ALSO FACTORED IN THAT WE WOULD BALANCE OUR CITY FACILITIES, CAPITAL IMPROVEMENTS WITH A COMBINATION OF ISSUING DEBT AND CASH FUNDING, LIKE WE NORMALLY TRY TO DO CASH FUNDING WITH SOME OF OUR CIP, THAT THOSE ASSUMPTIONS ARE FACTORED IN HERE. AND ALSO I FACTORED IN THE FIVE YEAR CIP PLAN THAT WILL BE PRESENTED TO YOU WITH THE BUDGET THAT WE'RE GOING TO PROPOSE TO YOU IN THE NEXT COUPLE OF WEEKS.

AND AS YOU CAN SEE IN THE LAST SEVERAL YEARS, THE DEBT REQUIREMENTS ARE SUCCINCTLY REDUCED TO ENSURE THAT WE'RE NOT USING OR LIMITING WHAT WE COULD DO IN THE FUTURE AS RELATED TO THE CAPITAL NEEDS OF THE CITY IN THE OUT YEARS.

SO IN THIS SCENARIO ITSELF INCLUDES A 50 MILLION BOND PACKAGE, IF YOU WANT IT TO GO FOR WARD TO 50 MILLION WITH THE ASSUMPTION THAT YOU WOULD SELL SOMEWHERE ABOUT 15 MILLION IN THE NEXT FIVE YEARS OF THAT 50 MILLION.

BECAUSE KEEP IN MIND, WITH THAT PACKAGE, YOU WOULDN'T ISSUE ALL THE BONDS AT ONCE.

IT'S JUST GIVING YOU THE MAX LIMIT OF WHAT YOU COULD ISSUE IF THE NEED ARISE, IF YOU FOUND THE LAND IN THE NEED AS IT RELATES TO THE DRAINAGE.

SO, AGAIN, WITH THIS SCENARIO, MAX BOND, 50 MILLION.

IF YOU CHOOSE TO GO FORWARD, IT FACTORS IN THE ESTIMATE AND PROPOSED COST FOR THE FUTURE CITY FACILITIES THAT WE'VE DISCUSSED, AS WELL AS CASH AND BOND FUNDING, THE FIVE YEAR CIP PLAN THAT YOU WILL BE PRESENTED TO YOU IN THE NEXT COUPLE OF WEEKS.

SO FROM AN ECONOMICS PERSPECTIVE, I BELIEVE THAT IT WOULD BE IN OUR BEST INTEREST TO PURSUE AN OPPORTUNITY TO ISSUE THIS ELECTION AS QUICKLY AS POSSIBLE.

I THINK THAT A NOVEMBER ELECTION IS PLENTY OF TIME TO BE ABLE TO EDUCATE THE CITIZENS ABOUT WHAT THIS ALL ENTAILS, HOW IT EXPOSES THE CITY'S RATING, HOW IT AFFECTS OUR BUDGET, EVERYTHING ASSOCIATED WITH THIS TYPE OF ELECTION.

SO IF I KNOW IT'S SOME WORK ON STAFF, BUT MY POSITION IS IF WE CAN DO IT IN THIS NOVEMBER, I WOULD PREFER IT IN 2021 VERSUS 2022, GOOD POINTS.

WE WERE HAPPY TO HAVE MAYOR HUFFMAN VISIT AND VISIT WITH OUR PARKS DEPARTMENT OVER AT THE SOUTHLAKE SPORTS COMPLEX AND ALSO COME AND DO A PROCLAMATION FOR JULY BEING PARKS AND RECREATION MONTH HERE IN SOUTHLAKE AS WELL.

THE NRPA USUALLY HAS A THEME EACH YEAR, AND THIS YEAR IT WAS OUR PARKS AND RECREATION STORY. WITH THAT, THE THE YEAR'S THEME WAS REALLY MEANT TO HIGHLIGHT THE VITAL ROLE THAT LOCAL PARKS AND RECREATION DEPARTMENTS PLAY IN BUILDING A MORE VIBRANT AND MORE RESILIENT COMMUNITIES ACROSS THE COUNTRY.

AS YOU KNOW, WE OFFER PROGRAMS THROUGHOUT THE YEAR, A WIDE RANGE OF PROGRAMS, ALL DIFFERENT AGES, ALL DIFFERENT ABILITIES, NO DIFFERENT THIS YEAR.

YOU CAN SEE HERE SOME STATISTICS SINCE JANUARY, THE NUMBER OF PROGRAMS THAT WE'VE OFFERED IN TERMS OF RECREATION PROGRAMS, NATURE PROGRAMS, ET CETERA.

THIS IS A GROUP OF GENTLEMEN THAT TAKE GREAT PRIDE AND THE JOB THAT THEY DO, THEY'RE RESPONSIBLE FOR THE BEAUTIFICATION AROUND TOWN THIS LAST YEAR AND THROUGHOUT JULY, WE'VE BEEN WORKING ON SEVERAL LANDSCAPE PROJECTS HERE AT TOWN SQUARE WITHIN BICENTENNIAL PARK, THE GARDEN DISTRICT OVER AT DPS HEADQUARTERS, ET CETERA.

THEY ALSO HAVE INSTALLED FOUR DIFFERENT PUBLIC ART INSTALLATIONS, THE LAST BEING OVER AT PARK VILLAGE, RIGHT AT THE VERY FIRST PART OF JULY, END OF JUNE, AND THEN ALSO SEVERAL OTHER PROJECTS THAT THEY WORK THROUGH, OBVIOUSLY HEAVILY INVOLVED IN THE PLANNING AND

THEY PARTNERED WITH THE LIBRARY TO DO SOME PLANTING AND ALL FOR SOME OF THE YOUNGER FOLKS IN THE COMMUNITY. AND THEN, OF COURSE, ON A DAY TO DAY BASIS, PARTICULARLY IN THE SUMMER MONTHS, JUST HOSTS HUNDREDS AND HUNDREDS OF PEOPLE AT OUR PLAYGROUNDS AND THROUGHOUT OUR PARK SYSTEM. IN ADDITION TO THAT, THE SENIOR CENTER HAS RECENTLY BEEN RECOGNIZED NATIONALLY. WE HAD A PROGRAMING FOR THE PROGRAMING AND EXCELLENCE AND INNOVATION DESIGN IN THE MIDDLE OF A GLOBAL PANDEMIC FOR THE SEPTEMBER 20TH SENIOR CENTER PARADE, COLLABORATING WITH MULTIPLE DEPARTMENTS, VOLUNTEERS NCL, ET CETERA.

WE WERE THE ONLY SENIOR CENTER IN TEXAS TO RECEIVE THIS AWARD THIS YEAR, SO WE'RE REAL HAPPY ABOUT THAT. I MENTION THIS BECAUSE THERE'S A LOT OF PROGRAMS AS WE CONTINUE TO MOVE INTO THE SUMMER THROUGHOUT JULY, WE NOW HAVE OVER EIGHT HUNDRED AND FORTY SENIORS MEMBERS THAT ARE COMING BACK. A MAJORITY OF THOSE ARE SOUTHLAKE RESIDENTS.

WE OPENED IN MAY OF 2021 AND WE'RE STARTING TO EASE BACK IN AND SEE A LOT OF GREAT PROGRAMS FOR OUR SENIORS AS WELL.

IN ADDITION TO THAT, LEGENDS HALL BEGAN OPERATIONS AND WE'VE ALREADY SEEN A LOT OF RENTALS, ET CETERA.

IN FACT, IF YOU WANT TO AN EVENT ON A SATURDAY FOR THE REST OF THIS YEAR, YOU'RE OUT OF LUCK. THE ALL SATURDAYS FOR LEGENDS HALL HAVE BEEN BOOKED AND SO DOING VERY, VERY WELL.

THEY'RE CONTINUING TO SEE LOTS OF LUNCHES AND MEETINGS AND ALL THOSE TYPES OF THINGS PICK UP. IN TERMS OF CHAMPIONS CLUB, OUR MEMBERSHIPS CONTINUE TO INCREASE.

WE AS OF MARCH 2020 WAS OUR HIGH POINT.

WE HAD TWENTY SIX HUNDRED AND THIRTEEN MEMBERSHIPS AND AS OF TODAY WE'RE AT TWO THOUSAND FIVE HUNDRED AND NINE. SO WE'RE NEARING BACK TO WHERE WE WERE PRE COVID AND BY OCTOBER ONE WE ANTICIPATE WILL SURPASS THAT TWENTY SIX HUNDRED MEMBERSHIP PIECE.

THE OTHER THING TO TELL YOU IS THERE'S ROUGHLY 25 PERCENT OF SOUTHLAKE HOUSEHOLDS ARE MEMBERS OF CHAMPIONS CLUB, AND THAT'S REALLY UNHEARD OF, THE NATIONAL AVERAGE FOR REALLY FOR A REALLY GOOD STANDARD, 16 PERCENT.

WE WERE AT 18 PERCENT PRE COVID.

NOW WE'RE WELL OVER 20 PERCENT.

AS YOU KNOW, WE HAVE A COST RECOVERY GOAL FOR THE MARQ.

THIS YEAR. THAT TARGET WAS FIFTY THREE POINT SEVEN PERCENT.

AND AS OF THIS AFTERNOON, WE'RE SITTING RIGHT AT 70 PERCENT.

SO WE'RE WELL ON TRACK, DOING REALLY GOOD OUT THERE.

I CONTRIBUTE THAT TO A LOT OF THE GREAT STAFF, A LOT OF THE WORK THEY DO.

AND WHAT I'VE HIGHLIGHTED HERE REALLY IS ABOUT THE TEAM THAT WE'VE PUT TOGETHER THAT WORKS REALLY HARD TO PROVIDE SOME EXCELLENT SERVICES TO THE COMMUNITY.

AND WE HIGHLIGHT THAT THROUGHOUT JULY WITH BEING NATIONAL PARKS AND RECREATION MONTH.

ONE OF THE THINGS WE DO TO TRACK OUR HOW WE'RE DOING IT CHAMPIONS CLUB AS WE USE THE NET PROMOTER SCORE, IF YOU'RE FAMILIAR WITH THAT, WE TARGET TO HAVE A SCORE OF SIXTY AND WE CURRENTLY SIT AT EIGHTY FIVE POINT ONE EIGHT, WHICH IS WORLD CLASS.

AND JUST TO SET THE TABLE, WE'VE TALKED A LOT ABOUT THE DESIRE AS A CITY TO BE INTENTIONAL ABOUT RECRUITING NEW BUSINESSES, WHETHER THAT'S RETAIL, RESTAURANT OFFICE, HQ, CORPORATE CAMPUSES, WHATEVER IT IS THIS TASK FORCE IS BORN OUT OF THAT DESIRE TO BE INTENTIONAL, TO RECRUIT BUSINESSES.

WE AS A CITY NEED TO CONTINUE TO PUT OUR BEST FOOT FORWARD.

IT'S A COMPETITIVE ENVIRONMENT OUT THERE.

THERE ARE A LOT OF CORPORATE HQS RIGHT NOW THAT ARE LOOKING TO NORTH TEXAS AFTER THE CRAZINESS OF THE LAST YEAR AND A HALF.

AND WE WOULD LOVE FOR SOUTHLAKE EXCUSE ME, TO CONTINUE TO BE VERY COMPETITIVE.

AND THIS TASK FORCE IS I THINK, A GOOD STEP IN MOVING THAT DIRECTION TO TRY TO MAKE SURE WE WE ARE HEARING ABOUT DEALS AND THAT WE ARE GIVING OUR VERY BEST SHOT TO GO CLOSE THOSE DEALS FOR THE CITY. SO WITH THAT, MR. CORTEZ. THANK YOU, MAYOR AND MEMBERS OF THE CITY COUNCIL.

MAYOR, YOU'RE ABSOLUTELY RIGHT.

NOT JUST WHAT WE'VE SEEN REALLY JUST IN JUST THE LAST YEAR, BUT REALLY SINCE THE GREAT RECESSION IN THE LATE 2000S, WE'VE SEEN A GENERAL EXODUS FROM SEVERAL PARTS OF THE COUNTRY, SPECIFICALLY HERE TO NORTH TEXAS AND TEXAS AS A WHOLE.

AND SO WITH A LOT OF THESE CHANGES, I THINK THE COVID 19 PANDEMIC HAS KIND OF ACCELERATED A LOT OF THAT. SO WE'RE SEEING A LOT OF CHANGES AND WE'RE SEEING IT HAPPEN FAST.

ONE OF THE REALITIES OF THE WORK THAT I DO FROM DAY IN, DAY OUT IS WE DO HAVE TO REALIZE THAT THAT WILL NOT ALWAYS BE THE CASE.

THERE WILL BE A CERTAIN POINT WHERE NORTH TEXAS IS MAY NOT BE AS VIABLE OF A LOCATION AS OTHER LOCATIONS ACROSS THE COUNTRY.

SO WE NEED TO KEEP THAT IN MIND.

THAT SAID, WE DID ADOPT RECENTLY A UPDATED ECONOMIC DEVELOPMENT MASTER PLAN ADDENDUM.

AND WITHIN EVEN THE ORIGINAL ECONOMIC DEVELOPMENT MASTER PLAN, WE DO HAVE A STRATEGIC GOAL WITHIN THAT PLAN.

AND OF COURSE, IT'S TO ACHIEVE ECONOMIC PROSPERITY THROUGH TAX AND PLACEMENT BASED GROWTH.

SO THIS TAX TASK FORCE WOULD REALLY BE FORMED TO REALLY ACHIEVE THAT AND HELP SUSTAIN AND SUPPORT A LOT OF OUR EXISTING RETAIL AND RESTAURANTS AND OTHER BUSINESSES THAT WE HAVE HERE IN TOWN. SO, OF COURSE, WE CALL WE'RE CALLING THIS TASK FORCE TO TARGET INDUSTRY RECRUITMENT TASK FORCE.

AND I KNOW FOR FOR SOME OF YOU THAT MAY OR MAY NOT BE FAMILIAR.

SO WHAT ULTIMATELY DOES OUR TARGET INDUSTRIES MEAN? SO WE DID CONDUCT A STUDY BACK IN, I GUESS MAYBE ABOUT 2013, 2014 THAT HELPED US IDENTIFY SOME OF OUR ECONOMIC CLUSTERS THAT WE HAD HERE WITHIN THE CITY OF SOUTHLAKE.

ONE OF THE DESIRED GOALS FROM THAT STUDY IS THAT WE KNEW THAT WE HAD A GROWING RETAIL AND RESTAURANT BASE HERE IN SOUTHLAKE.

OF COURSE, YOU KNOW, WE ALL KNOW THAT THE POPULATION OF SOUTHLAKE, WHILE IT DOES SUPPORT A LOT OF OUR LOCAL BUSINESSES, WE DO RELY ON 60 OR 60 TO 70 PERCENT OF OUTSIDE SALES TAX TO COME FROM OUTSIDE OF SOUTHLAKE.

SO WE NEEDED TO REALLY CONSIDER WHAT TYPES OF INDUSTRIES WE WOULD BE LOOKING TO ATTRACT HERE TO SOUTHLAKE, WHETHER THAT BE ADDITIONAL RESTAURANTS, ADDITIONAL RETAIL AND SO ON AND SO FORTH AND THE COUNCIL AT THAT POINT IN TIME.

AND WHAT RESULTED FROM THAT STUDY IS THAT WE REALLY NEEDED TO FOCUS IN ON MORE SPECIFIC IN NICHE RETAIL TYPE PRODUCTS.

I KNOW COUNCIL MEMBER ROBBINS, WE TALKED A LITTLE BIT ABOUT THAT, YOU AND I.

AND SO THAT DEFINITELY WAS SOME OF THE THE TYPES OF RETAIL AND RESTAURANTS THAT WE'RE LOOKING AT THERE WOULD DEFINITELY BE FITTING FOR THIS ENVIRONMENT.

BUT AS YOU LOOK AT SOME OF THESE OTHER CATEGORIES, FROM CORPORATE OFFICE TO MEDICAL TO HEALTH CARE, FINANCE AND INSURANCE, IT AND MEDIA AND BIOTECH AND PHARMA, THESE ARE ALL REALLY GEARED AND CENTERED TOWARDS HAVING A GOOD, DECENT PAYING JOBS HERE IN SOUTHLAKE.

IN TURN, THE EXPECTATION IS AND WAS THAT THOSE FOLKS WOULD BE SHOPPING AND DINING IN SOUTHLAKE AND HELPING SUPPORT A LOT OF OUR LOCAL BUSINESSES HERE IN SOUTHLAKE.

AND THEY DID HAVE A LITTLE BIT OF INPUT FOR THE COUNCIL TO CONSIDER AS WELL IN TERMS OF THE MISSION OF WHAT WE FELT THAT THE TASK FORCE SHOULD ULTIMATELY STRIVE TO ACHIEVE WOULD BE TO COMMIT AND FACILITATE IN THE ASSISTING OF RECRUITMENT AND ATTRACTION OF TARGET INDUSTRY PROSPECTS TO THE CITY.

OF COURSE, DEMONSTRATING THE CITY'S VALUE, OUR PREMIER LOCATION, OUR SKILLED WORKFORCE TALENT, WORLD CLASS BUSINESSES, HIGH QUALITY OF LIFE AND OUR THOUGHTFULLY PLANNED COMMUNITY THAT WE TAKE GREAT PRIDE IN.

IN ADDITION TO THAT, WE ALSO ESTABLISHED SOME GOALS THAT YOU SEE HERE ON THE SCREEN.

AS IT WAS MENTIONED EARLIER HERE IN THE MEETING, SOUTHLAKE IS LARGELY BUILT OUT.

SO WE REALLY NEED TO BE CONSCIENTIOUS ABOUT WHAT ULTIMATELY STILL GETS BUILT, PARTICULARLY ALONG OUR 114 CORRIDOR.

WE WANT THE ANOTHER GOAL OF THE TASK FORCE TO FOSTER COLLABORATION BETWEEN THE TARGET INDUSTRIES AND THE COMMUNITY.

IT'S BEEN MY EXPERIENCE THAT, YOU KNOW, ONCE WE ATTRACT A LOT OF OUR OUR OUR TARGET INDUSTRY RECRUITS HERE TO SOUTHLAKE THAT WE MAY LOSE A LITTLE SOMETHING ONCE THEY'RE HERE IN SOUTHLAKE. SO WE WANT THEM TO CONTINUE TO SERVE AS AMBASSADORS TO THAT TO THOSE COMPANIES THAT WE ATTRACT.

WE ALSO, OF COURSE, WANT TO ELEVATE THE SOUTHLAKE BRAND AND OUR VALUE PROPOSITION TO THESE COMPANIES. WE WANT TO MAKE SURE THAT SOUTHLAKE IS KNOWN AS BEING A NOT JUST A DESTINATION FOR RETAIL AND RESTAURANTS, BUT ALSO FOR CORPORATE RELOCATIONS AS WELL.

AND OF COURSE, LASTLY, WE WANT THIS TASK FORCE TO ADVISE COMMUNITIES, LEADERS SUCH AS YOURSELVES ON BUSINESS RECRUITMENT EFFORTS.

THIS ALSO WOULD INCLUDE THE COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION.

SO TO KIND OF HELP US UNDERSTAND A LITTLE BIT MORE OF WHAT THE ACTUAL ACTIVE ROLE OF THIS TASK FORCE WOULD BE DOING, WE DEVELOP SOME OPERATING GUIDELINES BASED ON THESE GOALS THAT WE ESTABLISHED FOR GROWING THE SOUTHLAKE TARGET INDUSTRY ECONOMIC BASE.

WE WANTED TO MAKE SURE THAT THIS TASK FORCE WITH COLLABORATE WITH CITY STAFF TO MEET WITH TARGET INDUSTRY BUSINESS PROSPECTS.

SO THERE WILL BE SEVERAL SITUATIONS WHERE WE DO END UP MEETING WITH PROSPECTS AND BEING THAT THESE FOLKS WOULD SERVE AS AMBASSADORS.

THEY WOULD ALSO BE GOOD PARTNERS FOR CITY STAFF TO KIND OF, IN ESSENCE, ROLL OUT THE RED CARPET FOR THEM IN TERMS OF SUPPORTING OUR CORPORATE RECRUITMENT TO THE COMMUNITY.

WE WANT TO MAKE SURE WE IDENTIFY TARGET INDUSTRY, BUSINESS PROSPECTS AND RECRUITMENT OPPORTUNITIES THAT WOULD BENEFIT SOUTHLAKE.

THIS TASK FORCE WOULD ESSENTIALLY BE OUR LOCAL AREA EXPERTS IN MAKING SURE THAT WE RECRUIT THE RIGHT FOLKS FOR THE COMMUNITY.

OF COURSE, WE WANTED TO FOSTER THE COLLABORATION.

AND AS I MENTIONED EARLIER, WE WANT THIS TASK FORCE TO SERVE AS AMBASSADORS TO BUSINESS PROSPECTS AND THE BUSINESSES THAT HAVE RELOCATED TO THE COMMUNITY AND SERVE AS A RESOURCE AND LOCAL CONTACTS.

WE WANT TO MAKE SURE THAT ONCE THE RECRUITMENT HAS ACTUALLY BEEN DONE AND THEY'RE LOCATED HERE, THEY KNOW THEY COULD REACH OUT, OF COURSE, TO MYSELF OR A FEW OTHER RESIDENTS OR BUSINESS FOLKS THAT ARE ON THIS TASK FORCE TO HELP GUIDE THEM AND NAVIGATE THEM THROUGH THE COMMUNITY AND WHAT WORKS AND WHAT DOESN'T IN TERMS OF ELEVATING THE SOUTHLAKE BRAND AND VALUE PROPOSITION, WE WANTED TO MAKE SURE THAT THEY WORK WITH AND ADVISE CITY STAFF AND THE CDC ON TARGET INDUSTRY COMMUNICATION AND RECRUITMENT MARKETING EFFORTS.

THE CITY, PARTICULARLY AS WE'VE DEVELOPED A NEW SELECT SOUTHLAKE SITE, WHICH IS OUR ECONOMIC DEVELOPMENT ARM, WE WE DEVELOP A LOT OF MARKETING MATERIAL.

THEY WOULD SERVE AS OUR LIAISON TO KIND OF HELP GUIDE US IN MAKING SURE THAT OUR MESSAGING NOT ONLY STAYS CONSISTENT, BUT IT STAYS ACCURATE AND SERVES US WISELY IN TERMS OF ATTRACTING THE KIND OF FOLKS THAT WE WANT TO BRING OUT HERE TO SOUTHLAKE.

AND LASTLY, IN TERMS OF ADVISING OUR COMMUNITY LEADERS ON BUSINESS RECRUITMENT EFFORTS, WE WANT TO MAKE SURE THAT THE TASK FORCE EVALUATES BUSINESS PROSPECTS FOR COMPATIBILITY WITH OUR ECONOMIC DEVELOPMENT GOALS.

AND ULTIMATELY, WHAT THAT MEANS IS WE WANT TO MAKE SURE THAT WHATEVER BUSINESS OR COMPANY THAT WE'RE RECRUITING TO COME OUT HERE, THAT THEY ULTIMATELY MEET AND SHARE THE SAME VISION FOR SOUTHLAKE AS WE DO.

AND LASTLY, TO PROVIDE REGULAR UPDATES ON THE RECRUITMENT EFFORTS TO THE CDC, THIS WILL BE MORE IN TERMS OF REGULAR UPDATES DURING CDC MEETINGS AND UPDATING THEM ON JUST GENERAL PROGRESS AND KIND OF WHERE CERTAIN THINGS SIT IN TERMS OF PROSPECTS, IF ANY, HAVE OCCURRED IN TERMS OF THE APPOINTMENTS, BECAUSE THIS ISN'T A TYPICAL BOARD.

WE DID KIND OF ESTABLISH SOME SOME LANGUAGE FOR THE APPOINTMENTS THEMSELVES AND OF COURSE, AS COUNCIL IS WELL AWARE, WE CAN MODIFY THIS TO SERVE OR OPERATE MORE AS A REGULAR BOARD, BUT I WANTED TO MAKE SURE THAT COUNCIL HAD THE AS MUCH FLEXIBILITY ON THIS AS MUCH AS POSSIBLE.

OF COURSE, IN TERMS OF THE APPOINTMENTS, ALL OF THESE WOULD BE MADE AND DONE BY THE CITY COUNCIL TASK FORCE TERMS WOULD BE ONE YEAR UNLESS REAPPOINTED BY THE COUNCIL OR THE TASK FORCE MEMBER RESIGNS.

THE TASK FORCE MEMBERS SHALL BE RESIDENTS OR BUSINESS REPRESENTATIVES OF THE COMMUNITY.

AS MANY OF YOU KNOW, WE DO HAVE A LOT OF RESIDENTS THAT HOLD EXECUTIVE POSITIONS IN SEVERAL INDUSTRIES, BUT WE ALSO DON'T WANT TO DISCOUNT SOME OF THE EXISTING BUSINESS PARTNERS THAT WE HAVE. FOR EXAMPLE, SOME OF THE FOLKS THERE AT TD AMERITRADE THAT REPRESENT THE CITY VERY WELL, BUT MAY NOT NECESSARILY LIVE HERE IN SOUTHLAKE.

THE TASK FORCE WOULD BE MADE UP OF SIX APPOINTED MEMBERS.

AND I KNOW I MAY GET ASKED THE QUESTION, WHY SIX APPOINTED MEMBERS? WE JUST FELT IT WAS LOGICAL TO HAVE SIX APPOINTED MEMBERS DUE TO THE FACT THAT WE HAD SIX TARGET INDUSTRIES IDENTIFIED.

AND LASTLY, THE TASK FORCE WOULD SUNSET IN TWO YEARS UNLESS REAUTHORIZED BY THE CITY COUNCIL. WE FELT THIS IS A GOOD WAY TO KIND OF APPROACH IT.

AND THAT WAY THIS ISN'T AN ONGOING BOARD OR TASK FORCE DEPENDING ON ECONOMIC CONDITIONS.

AT THAT POINT IN TIME, WE CAN REEVALUATE.

LASTLY, I DID WANT TO PROVIDE THE COUNCIL WITH SOME OF THE FEEDBACK THE CDC GAVE US.

THE THE CDC DID WANT TO MAKE SURE THAT THE APPOINTEES, WHOEVER THEY MAY BE, WORK VERY CLOSELY WITH CITY STAFF TO ENSURE PROPER REPRESENTATION OF THE CITY'S INTEREST.

AND TO ELABORATE ON THAT, THEY WANTED TO MAKE SURE THAT IF THERE IS A CERTAIN MEETING, IF THERE IS A CERTAIN RECRUITMENT PROCESS, THE CITY STAFF IS INVOLVED AT ALL STEPS OF THE PROCESS. AND LASTLY, THE TASK FORCE WANTED TO MAKE SURE THAT WHOEVER THESE TASK FORCE MEMBERS ARE, THEY WANTED TO MAKE SURE THEY HAVE THE MOST CURRENT INFORMATION ABOUT OUR TARGET INDUSTRIES.

SO AS YOU RECALL, I MENTIONED THAT WE CONDUCTED A STUDY EARLIER ABOUT, I GUESS ABOUT EIGHT YEARS AGO NOW.

AND BASED ON THAT, BASED ON THAT STUDY IS HOW WE IDENTIFIED OUR TARGET INDUSTRIES.

SO WITH THAT SAID, AT OUR LAST COMMUNITY HENSMAN DEVELOPMENT CORPORATE MEETING, WE ENDED UP ALLOCATING SOME FUNDS TO UPDATE THAT STUDY THAT WE PRESENTED TO THE CITY COUNCIL AT YOUR BUDGET PRESENTATION NEXT TIME THAT COUNCIL MEETS.

SO WE DID ALLOCATE FUNDS TO MAKE SURE THAT THAT INDUSTRY OR THAT STUDY IS UPDATED AND MAKE SURE THAT NOT JUST THE COUNCIL, BUT THE TASK FORCE AND THE CDC HAS THE MOST CURRENT INFORMATION. IN TERMS OF A TIMELINE OF KIND OF WHAT WE WERE EXPECTING FOR IMPLEMENTATION OF SUCH A TASK FORCE IS, OF COURSE, THE COUNCIL WOULD CONSIDER THIS ITEM HERE IN AUGUST, AND THE CDC DID PROVIDE FEEDBACK BACK IN JUNE, BUT WE EXPECTED SOMETIME IN SEPTEMBER, OCTOBER TIME FRAME, ONCE THOSE OFFICIALS ARE APPOINTED, ALISON AND MYSELF WOULD SIT DOWN WITH THEM AND KIND OF ORIENT THEM IN TERMS OF WHAT THE EXPECTED GOALS FROM COUNCIL ARE FROM THIS TASK FORCE.

AND ULTIMATELY, IN FY 22, WE WOULD FORMALLY BEGIN THE ACTIVE ROLE OF THE TARGET INDUSTRY RECRUITMENT, AS THE COUNCIL KNOWS WE ARE, YOU KNOW, ESPECIALLY NOW.

SO MORE SO THAN THAN IN PREVIOUS YEARS.

WE WE ARE LOOKING AND SOLICITING FOR CERTAIN BUSINESSES TO COME HERE TO SOUTHLAKE IN MY LINE OF WORK. YOU KNOW, THEY SAY, YOU KNOW, YOU CAN ASK A THOUSAND FOLKS AND YOU'LL PROBABLY GET TURNED DOWN NINE HUNDRED NINETY NINE TIMES, BUT IT'S ALL MADE WORTH IT FOR THAT ONE YES THAT YOU DO GET.

PERHAPS I SHOULD SAY THAT THE THIS TASK FORCE SHOULD BE NO LESS THAN 50 PERCENT SOUTHLAKE RESIDENTS, SOMETHING TO THAT NATURE.

AND THEN YOU COULD HAVE, YOU KNOW, LIKE IN SIX, YOU WOULD GUARANTEE THAT THERE WERE AT LEAST THREE SOUTHLAKE RESIDENTS.

IT'S UP TO THE REST OF THE COUNCIL, BUT I DON'T KNOW THAT I WOULD WANT TO HAVE AN ADVISORY TASK FORCE. THAT'S ONLY ONE RESIDENT IN FIVE.

I THINK THAT MAKES A LOT OF SENSE. ON THE LEGAL SIDE OF IT, I THINK HAVING AN ATTORNEY WOULD BE VERY, VERY HELPFUL. I DON'T THINK THAT'S NECESSARILY WE NEED ONE FROM EACH TARGET INDUSTRY.

I THINK IT'S MOSTLY JUST REALLY HIGH LIKE WELL-CONNECTED, HARD WORKING, YOU KNOW, SUCCESSFUL PEOPLE. AND WHETHER, YOU KNOW, BECAUSE WE MIGHT GET TWO OR THREE FROM REAL ESTATE, THERE MAY BE YOU KNOW, THERE MAY BE SOME I WOULD THINK SO, BECAUSE THOSE REAL ESTATE GUYS IN DIFFERENT AREAS HEAR ABOUT A LOT OF DEALS COMING THROUGH.

SO NOW I DON'T WANT TO BE WEIGHTED TOO HEAVILY IN ONE, BUT YEAH, I THINK I JUST WANT TO MAKE SURE WE'RE GETTING A GOOD BROAD SWATH OF WELL-CONNECTED PEOPLE.

I THINK WE'RE AT THE MERCY OF WHAT OUR TALENT POOL HAS TO OFFER CANDIDLY.

RIGHT. AND SO IF WE END UP A LITTLE HEAVY WEIGHTED IN AN AREA OR LITTLE LIGHT IN OTHERS, IT'S JUST A PRODUCT OF WHO WE HAVE IN OUR COMMUNITY THAT CAN PARTICIPATE IN THIS TASK FORCE HAS THE TIME, CAPACITY, INTEREST FOR THE WELL-BEING OF THE COMMUNITY AT LARGE.

RIGHT. AND WHO'S GOING TO HELP US FILL THE SPACE MOST APPROPRIATELY? I THINK THIS IS A GREAT IDEA.

I THINK HISTORICALLY, YOU KNOW, THE MAYORS OF THE PAST AND COUNCIL MEMBERS AND STAFF HAVE JUST KIND OF WAITED FOR THE OPPORTUNITIES TO PRESENT THEMSELVES.

AND THEN IT'S, YOU KNOW, ALL HANDS ON DECK.

AND I THINK THIS IS KIND OF MORE OF A PROACTIVE APPROACH, AS MAYOR HUFFMAN INDICATED, WHERE WE CAN ACTUALLY GO OUT AND TRY TO SOLICIT OPPORTUNITIES THAT WE MIGHT HEAR ARE IN OR NEAR OUR AREA.

AND I THINK THIS IS IT'S A GREAT OPPORTUNITY FOR US, AS YOU MENTIONED EARLIER, DANIEL.

SO I THINK THIS IS GREAT WHETHER WE LAND ON FIVE, SIX, SEVEN.

IT'S KIND OF AN ARBITRARY NUMBER, TOO, CANDIDLY.

I THINK IT'S REALLY JUST COMES DOWN TO OUR TALENT POOL AND WHAT OUR RESOURCES ARE AND HOW WE CAN BEST UTILIZE THOSE THAT ARE INTERESTED IN LEARNING WHAT WE HAVE TO OFFER, WHAT WE'RE WHAT OUR LAND USE PLAN LOOKS LIKE, WHAT WE'RE WHAT WE'RE SEEKING IN TERMS OF GOOD CORPORATE PARTNERS AND THAT ARE WILLING TO PARTICIPATE.

WELL, THE REALITY IS, IF WE GET TEN PEOPLE WHO WANT TO WANT TO JOIN UP, I GOT NO PROBLEM WITH THAT. I MEAN, I WANT TO, WELL, COLLECT AS MANY TALENTED PEOPLE AS WE CAN.

AND I THINK WHEN WHEN IT WHEN PUSH COMES TO SHOVE, I THINK WE NEED TO AS WE USE THESE TASK FORCE MEMBERS TO HELP.

I THINK ULTIMATELY WHEN WE HAVE AN OPPORTUNITY THAT WE'RE AWARE OF, IT'S REALLY AT THAT POINT INCUMBENT UPON YOU AND OUR OTHER LEADERS TO FIGURE OUT WHO ARE THE BEST RESOURCES IN OUR COMMUNITY. AND HOPEFULLY IT'S THESE TASK FORCE MEMBERS THAT ARE ALREADY EDUCATED UP TO SPEED. BUT MAYBE IT'S NOT AT TIMES.

RIGHT, OR MAYBE THEY'RE NOT AS AVAILABLE AND AND IT'S JUST TRYING TO PULL IN THE RIGHT RESOURCES. SO DIRECTIONALLY, THIS IS GREAT.

AND I WOULD LIKE FOR US JUST TO BE FLEXIBLE IN TERMS OF WHAT THIS IS ALL ABOUT.

NOT RIGID, NOT RIGID AT ALL.

SO THAT'S KIND OF THOSE ARE MY THOUGHTS.

LOVE THE DIRECTION WHERE THIS IS GOING, THOUGH, I THINK THIS IS HUGE.

I THINK THIS IS EXACTLY WHERE WE ARE, BECAUSE I THINK HISTORICALLY, LIKE YOU SAID, WE'VE BEEN IN A POSITION WHERE WE JUST SIT BACK AND WAIT BECAUSE EVERYBODY WANTS TO COME TO SOUTHLAKE. THAT'S STILL TRUE TO SOME DEGREE.

BUT I THINK A LOT OF BUSINESSES NOW HAVE A LOT OF OTHER OPTIONS.

IT'S REALLY IT'S TIME FOR US TO GO OUT.

AND THAT'S KIND OF WHAT DANIEL WAS SAYING.

I ACTUALLY YOU KNOW, WE'VE TALKED ABOUT A COUPLE SPOTS THAT I WENT OUT AND SAID, HEY, LET'S GO SEE IF WE FIND A MEETING.

LET'S SEE IF WE CAN DRAG THEM INTO SOUTHLAKE AND SHOW THEM WHAT WE WANT THEM.

AND THE QUESTIONS THAT THEY ASK, YOU KNOW, THEY WANT TO KNOW ABOUT CITY LEADERSHIP.

THEY KNOW WE HAVE GREAT SCHOOLS, BUT THEY CAN AFFORD TO SEND THEIR KIDS TO WESTLAKE OR WHATEVER SCHOOL THEY WANT. I JUST WANT US TO I JUST THINK IT'S A GREAT OPPORTUNITY TO TO HAVE AMBASSADORS SELLING THIS COMMUNITY, YOU KNOW, TO BUSINESSES.
