WELCOME TO ALL TWO MEMBERS OF OUR GALLERY THIS EVENING, WHICH GIVEN OUR LAST COUPLE OF MEETINGS, THAT'S I THINK THAT'S FINE WITH US.

OBVIOUSLY, WE'LL MOVE THIS ALONG PRETTY EXPEDITIOUSLY.

I DON'T THINK WE HAVE ANY ADMINISTRATIVE COMMENTS THIS EVENING AND I DON'T HAVE ANY CHAIRMAN COMMENTS.

SO I THINK WE'LL GO AHEAD AND MOVE ALONG TO ITEM NUMBER FIVE AND SIX ON OUR AGENDA, WHICH

IS THE CONSENT AGENDA, WHICH IS BOTH REGARDING ITEM FIVE APPROVAL OF OUR MINUTES, WHICH WE'VE ALL BEEN PROVIDED TO REVIEW AND COMMENT ON, AND ITEM NUMBER SIX, WHICH IS A REQUEST BY THE APPLICANT TO BE TABLED.

SO ANY QUESTIONS COMMENTS ON THOSE BEFORE WE ENTERTAIN A POTENTIAL MOTION? MR. CHAIRMAN, I MAKE A MOTION THAT WE APPROVE ITEM FIVE AND SIX ON OUR CONSENT AGENDA.

ITEM NUMBER FIVE BEING APPROVAL OF MINUTES OF PLANNING ZONING COMMISSION MEETING HELD HELD ON SEPTEMBER 9TH AND ACCEPTING THE APPLICANT'S REQUEST TO TABLE ITEM NUMBER SIX ZA 21-0072 UNTIL THE OCTOBER 7TH 2021 PLANNING AND ZONING COMMISSION MEETING.

WE HAVE A MOTION DO WE HAVE A SECOND.

AND PASSES SEVEN ZERO, THEN WE'LL MOVE ON TO OUR REGULAR AGENDA, ONLY ONE ITEM ON IT ITEM

[7. Consider: Ordinance No. 480-527A (ZA21-0075), Zoning Change and Concept/Site Plan for Southlake Methodist Hospital Accessory Use]

SEVEN, WHICH IS CONSIDERATION OF A ZONING CHANGE IN CONCEPT SITE PLAN FOR THE SOUTHLAKE METHODIST HOSPITAL ACCESSORY USE.

WE HEARD THIS ITEM IN DETAIL IN OUR WORK SESSION A LITTLE EARLIER.

SO I GUESS I APPRECIATE IT, DENNIS.

GOING TO TRY TO SKIP THROUGH IT JUST TO SOME OF THE BOTTOM LINE PICTURES OF IT RELATIVE TO THIS REQUEST, WE'VE ALL HAD A CHANCE TO REVIEW IT.

MAYBE, DENNIS, I'LL SEE IF THERE'S ANY JUST QUICK COMMENTS YOU WERE TO MAKE AND SEE IF COMMISSIONERS HAVE QUESTIONS.

NO, MR. CHAIRMAN, JUST PLACING AN ACCESSORY STRUCTURE IN USE ON AN ADJOINING LOT.

AND FOR THAT REASON, THE ZONING NEEDS TO BE AMENDED TO ALLOW THAT TO OCCUR AND THEN SITE PLAN APPROVAL FOR THE SCREENING AND AND STRUCTURE TYPE THAT'S BEING INSTALLED.

THIS IS THE LOCATION BEING PROPOSED THAT WILL TAKE UP THREE PARKING SPACES.

HOWEVER, THE SITE REMAINS WELL IN COMPLIANCE WITH THE MINIMUM PARKING REQUIREMENTS AND THE MATERIAL TO BE APPLIED TO.

THE SCREENING WILL MATCH THAT OF THE ADJOINING BUILDING AND THE CURRENT TRASH ENCLOSURE SCREEN. THIS IS A RENDERING AN ELEVATION OF THAT ON THE SIDE AND ANOTHER RENDERING OF THE STRUCTURE. THERE IS EXISTING LAND ESTABLISHED LANDSCAPE MATERIAL SURROUNDING THAT ISLAND AND A LITTLE SIDEWALK THAT COMES IN OFF THE PARKING AND DRIVE LANE.

AND THOSE ARE TO REMAIN INTACT, UNAFFECTED BY THE ADDITION OF THE STRUCTURE.

AND WITH THAT, I'LL BE GLAD TO REFER BACK TO ANY SLIDES THAT YOU'D LIKE TO SEE OR ANSWER ANY QUESTIONS. ANY QUESTIONS BY COMMISSIONERS FOR THE STAFF, OK? I THINK WE'RE GOOD DENNIS.

AND I'M HERE ON BEHALF OF THE SOUTHLAKE TEXAS MEDICAL DEVELOPMENT, WHO IS THE OWNER OF THE PROPERTY IN WHICH WE'RE GOING TO PLACE THIS FOR THE BENEFIT OF THE OWNER OF THE PROPERTY FOR THE MEDICAL OFFICE BUILDING SITS ON.

IT'S ACTUALLY THE SAME BASIC GROUP OF PEOPLE, JUST TWO DIFFERENT OWNERSHIP ENTITIES.

SO DO YOU ALREADY HAVE OXYGEN STORAGE THERE NOW FOR OTHER USES LIKE SURGERIES OR WHATEVER? YES, SIR.

THERE'S CURRENTLY OXYGEN STORAGE ON THE BACK ON THE ACTUAL HOSPITAL PROPERTY DEDICATED FOR HOSPITAL OPERATIONS ALONE.

OK? AND SO WOULD IT BE LIKE THE SAME SERVICE? IT WOULD BE DELIVERING OXYGEN TO BOTH LOCATIONS? AS FAR AS THE PARTICULAR VENDOR I CAN'T SPEAK TO WHO THE HOSPITAL USES.

I BELIEVE IT WILL BE PRAXAIR FOR THE VENDOR, FOR THE TANK, AND IT'S SPECIFICALLY LOCATED

TO BE ABLE TO ALLOW THEM TO ACCESS AND FILL THE OXYGEN TANK FROM THE DRIVE THAT'S BETWEEN THE MEDICAL OFFICE BUILDING AND THE PROPOSED LOCATION.

OKAY. ANY IDEA OF THE HOURS OF WHEN THAT REFILLING OPERATION WOULD BE TAKING PLACE, IT SHOULD BE DURING NORMAL BUSINESS HOURS.

I DON'T SUSPECT THAT THERE WOULD BE ANY EVENING OR ANY SUPER EARLY MORNING DELIVERIES.

DENNIS, DO YOU MIND MAYBE ADVANCING IT TO THE ONE THAT ACTUALLY SHOWS THE LANDSCAPING THAT'S THERE TODAY? YES. OK, I CAN KIND OF SEE, I GUESS THE ONLY QUESTION I HAD WAS MAYBE JUST ON THE JUST SOMETHING TO THINK ABOUT.

I DON'T KNOW IF IT MIGHT COME UP IN COUNCIL OR NOT, BUT ON THE I GUESS THAT WOULD BE THE NORTHERN SIDE OF THE OF THE ADDITION WHERE THAT THAT LONE TREE IS GIVEN THAT THAT FACES THE FREEWAY RIGHT NOW.

THERE WAS MAYBE ANY JUST SMALL SHRUBS OR SOMETHING.

I DON'T KNOW. IT PROBABLY LOOKED KIND OF FUNNY, BUT I WAS JUST TRYING TO THINK ABOUT JUST SHIELDING FROM THE FREEWAY JUST TEMPORARILY.

I MEAN, IT'S NOT BAD.

JUST IF THERE'S ANYTHING THAT MIGHT MAKE SENSE.

MAYBE NOT. I MEAN, IF SOME ADDITIONAL SHRUBBERY IS REQUIRED, THAT'S NOT AN ISSUE FOR US TO PROVIDE THAT. I MEAN, I THINK THE CURRENT LANDSCAPING THAT'S THERE, WE HAVE NO INTENTION TO DISTURB THAT IN ANY WAY, SHAPE OR FORM.

I MEAN, OBVIOUSLY, WE'RE GOING TO HAVE TO DO A BIT OF A TRENCHING BETWEEN THAT AND THE MEDICAL OFFICE BUILDING, BUT THAT'S GOING TO BE KEPT TO A MINIMUM.

WE DON'T INTEND TO DISTURB ANY OF THE TREES OR ANY OF THE VEGETATION THERE.

AND SO I THINK IT'S GOING TO BE RATHER UNOBTRUSIVE, ESPECIALLY SEEN FROM SEVERAL THOUSAND FEET AWAY IF YOU'RE PASSING BY ON EITHER THE FRONTAGE ROAD OR THE FREEWAY.

HAD A QUESTION IN KIND OF A SIMILAR VEIN ANY CONSIDERATION TO MAYBE NOT HAVING AN ACCESS GATE OR DOOR ON THAT NORTHERN SIDE AND MOVING IT SO THAT IT'S ONLY ON THE SIDE, SO YOU'D HAVE A SOLID WALL? AND EVEN IF THERE WAS VEGETATION AND SCREENING, LANDSCAPE SCREENING, PERHAPS A SOLID WALL MIGHT HELP WITH THAT AS WELL.

I WOULD HAVE TO GET BACK TO EVERYONE ON THAT PARTICULAR.

I KNOW THE DOORS ARE LOCATED PER THE ENGINEER'S LAYOUT OF THE YARD AS FAR AS ACCESS FOR DELIVERY AND MAINTENANCE OF THE [INAUDIBLE] WITHIN THERE.

I COULD CERTAINLY ASK THEM FOR THAT AND SEE IF WE COULD RELOCATE IT.

WE WOULD HAVE TO HAVE TWO POINTS OF ENTRY.

IT'D JUST BE A QUESTION OF EXACTLY WHERE THAT WOULD BE.

ARE YOU ALSO WORKING ON THE DETENTION POND PROJECT AS WELL? IS THERE ANY UPDATE ON THAT JUST [INAUDIBLE]? WE'RE CURRENTLY IN PERMITS, SO WE HAVE SEVERAL DIFFERENT PERMITS AND WE'RE GOING BACK AND FORTH WITH CITY STAFF ON THE COMMENT.

SO BUT WE'VE CLEARED, OBVIOUSLY CLEARED P&Z AND CLEARED COUNCIL, AND SO WE'RE IN THE PERMITTING PROCESS RIGHT NOW.

OK, SO IT IS IN PROCESS.

YES. SOMETIMES WE APPROVE, APPROVE THINGS AND THEY JUST KIND OF.

WE HAVE EVERY INTENTION OF GETTING GETTING THAT THING BUILT AS SOON AS POSSIBLE.
