AND THE PURPOSE OF SPIN IS TO GAIN FEEDBACK FROM THE CITIZENS ON PROJECTS AND OTHER ITEMS OF INTEREST FOR THE COMMUNITY.

AND MANY OF THESE ITEMS ARE USUALLY RELATED TO DEVELOPMENT OF PROJECTS.

SO A COUPLE OF HOUSEKEEPING STAFF BEFORE WE ACTUALLY START OFF.

ALSO JOINING ME IN SUPPORT ROLE IF WE NEED TO TAG HIM IN FOR TECHNICAL OR TOWER SPEC QUESTIONS, I HAVE ANDRES GONZALEZ RAYCAP REPRESENTATIVE IN THE AUDIENCE, AND RAYCAP IS THE COMPANY THAT TITAN INTENDS TO USE FOR THE DESIGN, MANUFACTURING AND INSTALLATION OF THE SO THAT CHURCH PROPERTY.

YOU CAN SEE IT AS A YELLOW PEN ON THE PRESENTATION.

AND FOR A LITTLE BACKGROUND, AT&T SITE ACQUISITION REPRESENTATIVES, THEY CONTACTED TITAN ABOUT HAVING US BUILD THEM A NEW TOWER HERE AT THE CHURCH PROPERTY THAT THEY COULD RENT ON TO PLACE THEIR 5G ANTENNAS AND RADIO EQUIPMENT.

AND JUST A LITTLE MORE BACKGROUND AS FAR AS HOW AT&T SELECT SITES, AT&T'S PREFERENCE AND REALLY ALL THE CELL CARRIERS PREFERENCE WHEN IT COMES TO LEASING ON TOWERS IS TO LEASE ON AN ALREADY CONSTRUCTED TOWER WHENEVER THEY CAN.

SO, FOR INSTANCE, WHEN A CARRIER HAS A PROBLEM WITH THEIR NETWORK, SAY THEY'RE OVERCAPACITY IN CERTAIN GEOGRAPHIC AREA AND THEIR CUSTOMERS ARE COMPLAINING, HEY, WE HAVE LOTS OF DROPPED CALLS OR, YOU KNOW, SLOW SPEEDS OR WHATEVER THEIR FIRST THOUGHT IS, HOW CAN WE FIX THIS QUICKLY AND HOW CAN WE FIX THIS CHEAPLY? AND SO HENCE THE FIRST THING THEY DO IS THEY SCOUR THE AREA THAT WHERE THEY HAVE THEIR PROBLEM AND THEY FIGURE OUT IF THERE'S ANY AT ALL ANY CURRENTLY CONSTRUCTED TOWERS THAT THEY CAN LEASE ON, LIKE RIGHT NOW AND GET UP AND RUNNING.

BECAUSE THE THING ABOUT THE CELL CARRIER BUSINESS, THERE'S ONLY THREE MAJOR CARRIERS AT THE MOMENT AT&T, T-MOBILE, VERIZON, AND THEY UNDERSTAND THAT IF THEY HAVE A MAJOR PROBLEM OR HOLDING IN A NETWORK, THAT'S GOING TO CAUSE THEM TO LOSE CUSTOMERS.

SO IT REALLY IS A ZERO SUM GAME.

AND THE CELL CARRIER BUSINESS, WHICH IS TO SAY ONE CARRIER'S LOSS IS ANOTHER CARRIER'S GAIN. SO THAT'S WHY THEY CARE ALL ABOUT SPEED, SPEED, SPEED.

HOW QUICK CAN YOU GET THIS THING UP AND RUNNING? SO THAT'S WHY THEY ALWAYS THEIR FIRST OPTION.

THEIR FIRST PREFERENCE IS IF THEY CAN, THEY WANT TO WHAT WE CALL CO-LOCATE ON A CURRENTLY EXISTING TOWER.

AND SO AFTER AT&T, AFTER THEY ATTEMPTED TO FIND CONSTRUCTED TOWER OPTIONS IN THIS AREA AND COMING UP EMPTY, THEY CONTACTED US ABOUT BUILDING THEM A NEW TOWER.

AND SO TITAN'S THINKING AND ALSO NEW DATE CHURCH THAT SOUTH, LIKE THEY'RE THINKING, IS THAT IT WOULD MAKE SENSE TO GO AS LOW PROFILE AS POSSIBLE WITH THIS TOWER AND TO INTEGRATE THE DESIGN OF THE TOWER DIRECTLY INTO THE CHURCH'S OVERALL CURRENTLY EXISTING DESIGN. SO THE CHURCH HAS A DECENT SIZED PIECE OF PROPERTY, I WANT TO SAY, ABOUT SEVEN ACRES OR SO.

BUT AT THE END OF THE DAY, IT WAS IMPORTANT FOR THE CHURCH TO HAVE A TOWER THAT WAS MORE STEALTHY THAN A TRADITIONAL CELL TOWER DESIGN LIKE A MONOPOLE TOWER.

I KNOW PROBABLY PLANNING AND ZONING FOLKS KNOW WHAT A MONOPOLE TOWER IS, BUT FOR THOSE WHO DON'T, THAT'S JUST THE GALVANIZED STEEL, SELF-SUPPORTING TOWERS THAT'S MOST TRADITIONAL CELL TOWER. AND SO AFTER PASTOR RICKY FRANKLIN AND HIS LEADERSHIP BOARD GAVE IT SOME THOUGHT AND TALKED TO DIFFERENT LOCATIONS ON THE PROPERTY AND DIFFERENT TOWER DESIGNS THEY DESIRE TO TOWER DESIGN THAT LOOKED LIKE ESSENTIALLY A TRADITIONAL CHURCH BELL TOWER THAT WAS MORE OR LESS ATTACHED TO THE BUILDING VERSUS, SAY, A MONOPOLE TOWER THAT WAS JUST SITTING IN THE FIELD BEHIND THE CHURCH.

SO FROM HIS CHURCH'S STANDPOINT, PASTOR RICKEY DEFINITELY WANTED SOMETHING THAT MADE SENSE ESTHETICALLY, BUT ALSO AS A NEIGHBOR IN THE SOUTHLAKE COMMUNITY.

HE THOUGHT THAT WOULD MAKE MORE SENSE FOR THE COMMUNITY IN THE SURROUNDING NEIGHBORHOODS TO SEE A BELL TOWER RATHER THAN JUST A MONOPOLE TOWER.

SO THIS NEXT PAGE? IT'S A VISUAL SIMULATION OF THE PROPOSED TOWER.

THIS IS LOOKING NORTH FROM NORTH TO SOUTH.

IN FACT, I TOOK THIS PICTURE STANDING IN THE CENTER MEDIAN OF THE ROUNDABOUT AT HIGHLAND AND WHITE CHAPEL. AND AS YOU CAN SEE, IT IS DESIGNED TO INTEGRATE WITH THE LARGER, YOU KNOW, ESTHETIC OF THE PROPERTY.

AND IT JUST MAKES MORE SENSE ON THE PROPERTY VERSUS A TRADITIONAL MONOPOLE TYPE TOWER.

AND REALLY, THE IDEA IS, IS THAT IF A HUNDRED PEOPLE DRIVE BY HERE, NINETY NINE WILL SAY THAT'S A COOL BELL TOWER, AND MAYBE ONE WILL THINK, OH, THAT'S A CELL TOWER.

SO IT'S DESIGNED TO BE KIND OF A STUCCO DESIGN.

AND ACTUALLY, ANDREAS, HE BROUGHT SOME SAMPLES OF THE ACTUAL TEXTURE OF THE TOWER THAT WE HAPPY TO SHOW. BUT ALL THE ANTENNAS, ALL THE CABLING, ALL THE EQUIPMENT, ANYTHING THAT LOOKS LIKE A CELL TOWER, EVERYTHING IS GOING TO BE HOUSED AND HIDDEN INSIDE THE STRUCTURE. DOES THAT MAKE SENSE? ALL RIGHT. SO ON THE NEXT SLIDE, THIS IS A TWO HUNDRED FOOT CIRCLE AWAY FROM THE CENTER OF THE PROPOSED TOWER AND WITHIN THE SOUTHLAKE.

CELL TOWERS ARE SUPPOSED TO BE 200 FEET AWAY FROM RESIDENTIAL PROPERTIES, AND THERE ARE A

FEW NEIGHBORING PROPERTIES WITHIN THAT 200 FOOT CIRCLE.

AND WE'LL TALK A LITTLE BIT ABOUT THAT ON THE NEXT SLIDE.

AND THEN THE NEXT PROPERTIES AS YOU HEAD DOWN EAST DOWN HIGHLAND, THEY'RE ALL ZONED SINGLE FAMILY.

IF YOU DROP DOWN SOUTH, THAT LITTLE NEIGHBORHOOD THAT'S ADJACENT TO THE CHURCH'S PROPERTY IS AN RPUD, WHICH IS ALL RESIDENTIAL AS WELL TO THE NORTH OF THE CHURCH.

ACROSS HIGHLAND IS A SINGLE FAMILY ZONE, CATTY CORNER ACROSS THE ROUNDABOUT AS AN AG ZONE.

ALSO, AS YOU'RE HEADING SOUTH FROM THAT, THERE'S ALSO ANOTHER AG ZONE PROPERTY.

ITS CURRENT USE IS A TRAILER PARK.

SOUTH OF THAT IS ANOTHER AG ZONED PROPERTY THAT'S BEING USED AS RESIDENTIAL.

AND AGAIN, SOUTH FROM THAT IS ANOTHER AG PROPERTY BEING USED RESIDENTIAL AND THEN THE SF1A, WHICH IS A SINGLE FAMILY RESIDENTIAL PROPERTY.

AND THEN C-1 IS MY UNDERSTANDING.

IT'S A COMMERCIAL PROPERTY.

I BELIEVE THAT'S CORRECT. AND THEN THE CHURCH'S ZONING IS CS.

SO WITHIN THAT TWO HUNDRED FEET, THERE'S A COUPLE OF PROPERTIES THAT THAT FALL WITHIN THAT THAT'S RESIDENTIAL SETBACK THAT ARE RESIDENTIAL ZONED.

SO OUR INTENT IS TO APPLY FOR A VARIANCE FROM THE 200 FOOT SETBACK AND THE LAST FEW SLIDES ARE A LITTLE BIT ABOUT TITAN TOWERS.

TITAN TOWERS IS A PRIVATE, FAMILY OWNED ABILENE, TEXAS BASED COMMUNICATIONS TOWER COMPANY. WE OWN, OPERATE, DEVELOP AND MAKE AVAILABLE FOR LEASING, COMMUNICATION TOWERS AND COMMUNICATION SITES.

WE WERE FOUND BACK IN 1998, AND SINCE THEN WE'VE OWNED, OPERATED AND DEVELOP THOUSANDS OF SITES, AND RAYCAP IS THE COMPANY WE'RE PLANNING ON USING TO AGAIN TO DESIGN, DEVELOP, INSTALL. THIS TOWER RATE CAP PRETTY MUCH INVENTED WHAT WE CALL STEALTH TOWERS THERE.

THEY'VE BEEN DOING THIS FOR LONGER THAN ANYBODY HAS.

THEY DO THE BEST WORK.

THEY'VE DONE HUNDREDS OF THOUSANDS OF THESE TYPES OF SITES.

AND SO WE COULD CHOOSE A LOT OF FOLKS TO DO THESE TYPES OF SITES.

WE WANT TO GO WITH THE BEST WE THINK NEW DAY CHURCH OF SOUTHLAKE DESERVES THE BEST.

WE FEEL LIKE THE CITY OF COMMUNITY.

THE COMMUNITY OF SOUTHLAKE DESERVES THE BEST.
