MANY OF THE ITEMS PRESENTED ARE DEVELOPMENT RELATED.

I WOULD LIKE TO REMIND EVERYONE THAT SPIN IS AN INFORMATIONAL MEETING AND NO VOTES ARE TAKEN. I WOULD ALSO LIKE TO REMIND EVERYONE THAT SPIN IS STREAMED LIVE THROUGH VIDEO ON DEMAND, AND WE WOULD ASK THAT THOSE IN ATTENDANCE WITH QUESTIONS OR COMMENTS USE THE MICROPHONES AT THE FRONT SO THOSE WATCHING FROM HOME CAN HEAR.

FOR THE DEVELOPER, THERE ARE NO VOTES TAKEN AT SPIN AND NO DECISIONS ARE MADE.

JASON STOVER IS HERE TO PRESENT THE FIRST ITEM ON THE AGENDA, WHICH IS SPIN 2021 38.

THE APPLICANT IS PROPOSING TO DEVELOP AN APPROXIMATELY 13,000 SQUARE FOOT ADDITION TO THE EXISTING BUILDING LONESOME DOVE BAPTIST CHURCH, LOCATED AT 2380 LONESOME DOVE ROAD.

ALL RIGHT WE'RE ON. OK, SO YEAH, GOOD EVENING, MY NAME IS JASON STOVER, I'M THE LEAD PASTOR AT LONESOME DOVE BAPTIST CHURCH, ALSO KNOWN AS THE DOVE.

WE'RE AT 2380 LONESOME DOVE ROAD ON BEHALF OF THE CHURCH.

I'M PRESENTING TO YOU THE PLANNED EXPANSION OF OUR WORSHIP FACILITY, ITS 1300 SQUARE FOOT. I DON'T KNOW IF YOU CAN SEE THE MOUSE HERE, BUT THIS WOULD BE THE ADDITION RIGHT HERE. SO OUR CURRENT FACILITIES ARE DOVE HALL RIGHT HERE.

OUR WORSHIP CENTER AND OUR OFFICES.

THIS IS ALSO OUR PARSONAGE HERE IN THE SOUTH OF THE PROPERTY.

SO THIS THIRTEEN THOUSAND SQUARE FOOT ADDITION IS WHAT WE'RE PLANNING, ALONG WITH ADDITIONAL PARKING.

AS A CHURCH, WE'RE AT CAPACITY AND OUR CURRENT ONE HUNDRED AND SEVENTY SEAT WORSHIP CENTER. THE NEW WORSHIP CENTER WILL BE BUILT DIRECTLY TO THE SOUTH OF OUR OFFICES LIKE I SHOWED YOU RIGHT THERE. IT WILL BE BUILT ON THE EXISTING PLAYGROUNDS.

IF YOU'RE FAMILIAR WITH THAT AREA AND YOU DRIVE BY OUR LITTLE CHURCH CAMPUS, YOU'LL SEE THAT PLAYGROUND THAT'S EXISTING THERE.

THE NEW WORSHIP CENTER WILL BE BUILT DIRECTLY OVER THE PLAYGROUND.

OK, THE CAPACITY FOR THE WORSHIP CENTER WILL BE ABOUT THREE HUNDRED AND SEVENTY FIVE SEATS. THE PLAN IS FOR IT TO CONNECT WITH DOVE HALL RIGHT THERE, AS I SAID, AND ADDITIONAL PARKING.

SO THE DOVE HAS BEEN AT ITS CURRENT LOCATION SINCE 1846.

IN THE YEARS SINCE, COMMUNITIES THE NEIGHBORHOODS HAVE SPRUNG UP ALL AROUND.

WE ARE A NEIGHBORHOOD CHURCH AND WE'RE GLAD TO BE A NEIGHBORHOOD CHURCH.

WE'RE THANKFUL FOR IT.

AND SO WITH THAT, WE WANT TO CONTINUE THROUGH THE EXPANSION, THE FEEL OF A NEIGHBORHOOD CHURCH. AND SO WE ENLISTED OWT ARCHITECTS WHO RECENTLY COMPLETED THE WESTIN AND SOUTH LAKE AND HAVE GREAT EXPERIENCES WITH CHURCHES LOOKING TO EXPAND WHILE KEEPING THE LOOK AND THE FEEL OF THE EXISTING CHURCH.

HOW DO I ADVANCE THE NEXT SLIDE? OH, THAT'S SO COOL. LOOK AT THAT.

ALL RIGHT. SO THE BUILDING WILL BE THIRTEEN HUNDRED SQUARE FOOT, THIRTEEN THOUSAND SQUARE FOOT WITH AN EXTERIOR OF MIXTURE OF BRICK AND STONE MASONRY.

THE HIGHEST POINT OF THE WORSHIP CENTER WILL BE THIRTY TWO FEET, WHICH IS WELL BELOW HEIGHT ALLOWED BY ZONING.

IN REGARDS TO HOW CONSTRUCTION WILL LOOK, THE CITY WILL CONTROL THE HOURS OF OPERATION FOR CONSTRUCTION. CONCERNS ABOUT TRAFFIC CIVIL ENGINEER PERFORMED A TRAFFIC STUDY.

IT'S CURRENTLY UNDER REVIEW BY THE CITY.

OUR HIGHEST TRAFFIC COUNT HAPPENS ON SUNDAY MORNINGS, AND SO THAT DOES NOT OCCUR DURING PEAK WORK TRAFFIC.

CURRENT ENTRANCES AND EXITS ARE MORE THAN ADEQUATE FOR THE EXPANSION, ACCORDING TO THE STUDY THAT HAS BEEN PERFORMED.

THE USE OF OUR PROPERTY IS NOT CHANGING, SO IT'S CONTINUE TO BE A CHURCH.

WE ARE GROWING, BUT THE USE OF OUR PROPERTY ISN'T CHANGING.

IT WILL BE USED FOR CHURCH PURPOSES FOR WORSHIP.

ANOTHER QUESTION IS ABOUT LIGHTING AND LIGHTING OVERFLOW FROM THE EXPANSION, AND ALL OF THAT WILL BE CONTROLLED BY CODE AND ZONING.

WE ARE ALSO CONSIDERING IF FUNDS ALLOW A FACELIFT ON THE EXISTING BUILDINGS, THE CURRENT WHITE BUILDINGS THERE ARE ALMOST 100 YEARS OLD.

THEY'RE NOT HISTORIC, THEY'RE NOT ORIGINAL.

THE ORIGINAL BUILDINGS WERE LOST IN A FIRE IN 1929.

AND SO IF YOU KNOW, IF FUNDS ALLOW, WE MIGHT DO A FACELIFT ON THE EXISTING BUILDINGS AS WELL. THE IMPROVEMENTS WITH MODERN CONSTRUCTION AND DESIGN WILL INCREASE VALUES OF THE PROPERTIES AROUND US.

YOU KNOW, IF YOU'RE FAMILIAR WITH OUR CHURCH OR NOT, BUT HERE ON THE NORTH SIDE IS A CEMETERY, SO THREE AND A HALF ACRES OF THE CHURCH IS ALREADY DEAD SPACE.

HOW MUCH MORE COULD WE DO? POSSIBLY. AS I MENTIONED, WE MAY EVENTUALLY DEMOLISH THESE BUILDINGS AND BUILD ONE MORE FACILITY THAT WOULD CONNECT THE WORSHIP CENTER AND THE OLD WORSHIP CENTER.

BUT THAT'S JUST A POSSIBILITY.

OTHER THAN THAT, A LIFE SIZE NOAH'S ARK EXHIBIT IN 2023 WITH A TIGER KING PETTING ZOO.

AND I'M UNDER THE IMPRESSION THAT MONEY RAISED FROM SELLING CEMETERY PLOTS IS PROBABLY A GOOD BIT OF THE MONEY THAT'S BEING USED IN ORDER TO FUND THIS.

SO A LED TO B, WHICH LEADS SOMETIMES TO C OR TO D, HE SAID, TO HAVE TO COMPLY WITH THE CITY REGARDING LIGHTING.

THAT PARKING LOT IS A VERY LARGE PARKING LOT.

IT'S GOING TO BE VERY CLOSE TO ADJACENT PROPERTIES.

I IMAGINE THAT YOU'RE GOING TO WANT LIGHTING ON THAT.

AND I THINK THAT THE NEIGHBORS LIVE IN THE AREA ARE GOING TO OBJECT STRENUOUSLY TO FLOOD LIGHTING ON THAT PROPERTY.

ANOTHER THING IS BECAUSE NOW IT'S POSSIBLE TO DRIVE ALL THE WAY AROUND THAT CHURCH AND PARTICULARLY TEENAGERS, ARE KNOWN TO DO ALL KINDS OF STUFF, INCLUDING SOME AREAS THAT ARE NEAR THAT CHURCH WHERE THEY LIKE TO GO, RUN DONUTS AND THE LIKES.

THERE'S CONCERN ABOUT PEOPLE AND YES, GRANTED PROBABLY TEENAGERS DECIDING TO DRIVE AROUND AND ROUND AND ROUND, OK.

AND SO I WOULD SUGGEST INSTEAD OF HAVING, AMONG OTHER THINGS, BESIDES ALLOWING FOR TRAFFIC TO FLOW THE WHOLE WAY AROUND, THAT AT THE VERY LEAST, THAT BACK LOT HAVE A BRAKE, SOLID BRAKE IN IT.

SO PEOPLE HAVE TO GO BACK THERE TO PARK.

THEY GO AROUND THIS WAY TO PARK AND BACK OUT AND THIS WAY TO PARK AND BACK OUT.

BUT THEY CAN'T CIRCLE CONTINUOUSLY THROUGH.

SO LIGHTING, TRAFFIC, THE ARCHITECTURAL THING SURELY LOOKS LIKE A ARCHITECTURAL MISFIT IN TERMS OF COMPATIBILITY BETWEEN THIS FACILITY AND THE OLD FACILITIES THAT ARE THERE.

THE ADDITIONAL SEATING THAT WOULD BE POSSIBLE WITH THIS LARGER FACILITY AND WITH MULTIPLE THINGS PERHAPS GOING ON AT THE SAME TIME.

ONE COULD EASILY FORESEE THAT THERE COULD BE FOUR OR FIVE, MAYBE EVEN SIX HUNDRED PEOPLE PRESENT AT THE TIME.

SO MY BROTHER AND HIS FAMILY WOULD BE IN THIS LOCATION.

MY DAD AND MY MOM WOULD BE IN THIS LOCATION AND THEN MY WIFE AND I AND OUR TWO BOY AND A GIRL, 16 MONTH OLD TWINS WOULD HOPEFULLY BE ABLE TO GROW UP IN THIS LOCATION AND MAKE IT SORT OF A FAMILY COMPOUND.

YOU WOULD SEE FENCING THAT WE'RE IN THE PROCESS OF EVEN REPAIRING.

NOW THAT WOULD EXTEND AROUND THE ENTIRE PROPERTY AS ONE HARMONIOUS PIECE OF PROPERTY.

IT IS VERY IMPORTANT TO US TO MAINTAIN AS MUCH GREEN SPACE AS POSSIBLE AND MAINTAIN AND KEEP AS MANY TREES AS AS POSSIBLE AS WELL.

THERE ARE A LOT OF OLD GROWTH TREES ON THERE.

WE HAD AN ARBORIST COME OUT AND THERE ARE SOME TREES THAT ARE OVER 100 YEARS OLD AND THEY'RE JUST ABSOLUTELY BEAUTIFUL AND WE WOULDN'T WANT TO DO ANYTHING TO CHANGE THOSE.

IT BRINGS KIND OF SOME OF THAT MAGIC TO THE PROPERTY AS WELL.

THE REASON WE'RE DOING THIS IS SO WE CAN HAVE AGAIN, SORT OF THAT FAMILY COMPOUND ONE ONE WAY IN ONE WAY OUT, THERE IS A POND IN THE BACK AS WELL.

SOME PLACE WE IMAGINE WHERE KIDS WOULD BE ABLE TO GROW UP.

MY WIFE AND I WOULD LIKE TO RAISE OUR KIDS, HAVE THEM BE LITTLE DRAGONS AT SOME POINT AND GO HOPEFULLY GO THROUGH THE SCHOOL DISTRICT.

SO AT THIS TIME, WE HAVE NOT EVEN ENGAGED AN ARCHITECT FOR THE DESIGN OF WHAT WE HOPE WILL BE A THIRD HOUSE HERE.

WE WANTED TO GET THE REPLANT DONE FIRST, SOLICIT INPUT FROM OUR NEIGHBORS AND THEN PUT DESIGNS, HOPEFULLY IN FRONT OF OUR NEIGHBORS, KIND OF AS A PHASE TWO.
