TONIGHT WE ARE GOING TO START THE YEAR JUST LIKE WE START EVERY SINGLE MEETING AND WE'RE GOING TO INVITE OUR CITY CHAPLAIN, PASTOR CLAY REID, TO GIVE OUR INVOCATION, FOLLOWED BY THE PLEDGES. PASTOR REED.

LET'S PRAY TOGETHER, LORD, WE GIVE THANKS FOR THIS NEW YEAR AND THE OPPORTUNITIES THAT IT BRINGS, BUT WE'RE ALSO MINDFUL OF THE BLESSINGS OF LAST YEAR OR THERE ARE SO MANY THINGS AS I CONSIDER WHAT HAS HAPPENED IN THIS CITY AND AROUND MY OWN LIFE THAT I CAN JUST SAY THANK YOU FOR YOUR GOODNESS AND YOUR GRACIOUSNESS AND YOUR KINDNESS TO US AND TO ME, LORD WE PRAY BLESSINGS UPON THE BUSINESS OF THIS COUNCIL THIS YEAR.

LORD AS THEY CONSIDER MATTERS, THINK THROUGH POLICIES AND THINK ABOUT STRATEGIC INITIATIVES. I JUST PRAY THAT YOU WOULD BLESS EVERY MEMBER OF THIS COUNCIL AND THE CITY STAFF THAT SUPPORTS THEM.

[3. Southlake Landscape Reimbursement Grant Update ]

AND TOURISM DANIEL CORTEZ ABOUT THE SOUTHLAKE LANDSCAPE REIMBURSEMENT GRANT, WHICH WAS ALSO THE SUBJECT OF THIS WEEK'S ROUSING EDITION OF MINUTE WITH THE MAYOR.

I WILL SAY VERY, VERY WELL, VERY WELL EXECUTED COUNCIL MEMBER ROBBINS [INAUDIBLE] THANK YOU, MAYOR, AND TAKE IT AWAY, COUNSEL.

IT'S EXCITING TO BE IN 2022.

I'M GOING TO SEND SOME GOOD VIBES AND HOPE THAT WE HAVE A VERY DIFFERENT YEAR THIS YEAR AS OPPOSED TO WHAT WE HAD IN 2021 AS IT PERTAINS TO WINTER WEATHER.

WITH THAT SAID, PERTAINING TO WINTER WEATHER, THIS PROGRAM IS THE REST OF COUNCIL KNOWS IS INTENDED TO HELP OUT OUR LOCAL BUSINESSES, REPLACE AND GET REIMBURSED FOR SOME OF THE LANDSCAPING THAT THEY REPLACED DUE TO WINTER STORM URI THAT OCCURRED IN FEBRUARY OF LAST YEAR. AS THE COUNCIL KNOWS, A LOT OF LANDSCAPING GOT BACK ORDERED BECAUSE IT WASN'T JUST A STATE OF TEXAS THAT GOT HIT PRETTY HARD.

IT WAS PRETTY MUCH THE ENTIRE SOUTHERN PORTION OF THE COUNTRY.

AND SO A LOT OF LANDSCAPING MATERIAL WAS JUST BACK ORDERED, WHICH DELAYED A LOT OF DELIVERIES BEING MADE TO A LOT OF OUR LOCAL COMMERCIAL BUSINESS PROPERTIES HERE IN TOWN.

SO WITH THAT, I WANTED TO JUST PROVIDE A QUICK UPDATE TO THE COUNCIL AND LET YOU ALL KNOW THAT WE'VE DETERMINED TO GO AHEAD AND EXTEND THE PROGRAM ANOTHER COUPLE OF MONTHS UNTIL FEBRUARY 22ND OF THIS YEAR.

AS THE COUNCIL IS WELL AWARE, THE BUSINESS PROPERTY OWNERS CAN RECEIVE UP TO $5000.

AND ANOTHER MINOR TWEAK THAT WE DID TO THE LANDSCAPE PROGRAM IS THAT ANY MATERIAL CAN BE SUBMITTED FOR REIMBURSEMENT AS LONG AS IT'S WITHIN THE COMMERCIAL PROPERTY AND ESSENTIALLY DIED DUE TO THE WINTER STORM.

I WANT TO THANK THE MAYOR AND ALSO COUNCIL MEMBER ROBINS.

THAT VIDEO THAT YOU GUYS DID ACTUALLY DID TRIGGER A LOT OF PHONE CALLS AND EMAILS FOR US, WHICH WAS REALLY GOOD ON OUR END.

SO WE'RE ALREADY SEEING SOME POSITIVE IMPACTS AND WE'RE GOING TO BE SPENDING THE NEXT COUPLE OF MONTHS REALLY PUSHING THE MESSAGE OUT BECAUSE THERE'S DEFINITELY INTEREST OUT THERE AND THERE'S DEFINITELY FOLKS THAT WANT TO TAKE ADVANTAGE OF THIS PROGRAM.

AND SO WE WANT TO MAKE SURE THAT THOSE FUNDS THAT WE ORIGINALLY ALLOCATED FOR THE BUSINESS GRANT OVER A YEAR AGO END UP GOING OUT TO OUR BUSINESS PARTNERS BECAUSE OF COURSE, WE WANT SOUTHLAKE TO BE AS BEAUTIFUL AS EVER THIS COMING YEAR.

AND JUST TO BE CLEAR, THIS IS ANY BUSINESS PROPERTY OWNER IN THE CITY.

LIKE YOU DON'T HAVE TO BE A SOUTHLAKE RESIDENT.

YOU COULD BE AN OUT-OF-TOWN RESIDENT WHO OWNS SOUTHLAKE PROPERTY, CORRECT? THAT IS CORRECT, MAYOR.

ABSOLUTELY. AND OF COURSE, IF THERE ARE ANY QUESTIONS ABOUT THE PROGRAM, IT'S NOT JUST MYSELF. I ALSO HAVE A STAFF MEMBER THAT'S HELPING AN ASSISTING ME OUT.

SECOND, THE OTHER DIRECTION FROM COUNCIL WAS THAT WE WORK WITH OUR TRAFFIC CONSULTANT, LEE ENGINEERING, AND TAKE A LOOK AT THE TRAFFIC FLOW, PARTICULARLY AS IT RELATES TO THE ACCESS ON THE CROOKED.

YOU MAY RECALL LAST TIME THAT THE APPLICANT PROPOSED OPENING A GATE FROM FOUR P.M.

TO SIX P.M..

THE TRAFFIC CONSULTANT LOOKED AT SOME OPTIONS AND WE'LL GO TO THOSE FINDINGS VERY QUICKLY. BUT GOING BACK TO THE RENDERINGS, THIS IS THE TWO OPTIONS.

THE OPTION ONE ON THE TOP IS A EIGHT FOOT BOARD ON BOARD FENCE WITH COLUMNS ABOUT 20 APPROXIMATELY 20 FEET, SPACING MASONRY COLUMNS THAT'S SHOWING THE TOP.

AND THEN THE OPTION TWO IS MORE OF A LIVING SCREEN, WITH THE VEGETATION AS REPRESENTED ON THE SLIDE.

IN TERMS OF THE THE ENGINEERING TRAFFIC ANALYSIS CONDUCTED BY LEE ENGINEERING.

THEY DID A GENERATION BASED ON OTHER USES THAT THEY HAVE DONE STUDIES ON, AND YOU CAN SEE THAT THE RANGES HERE ARE TWO WAYS MEANING THAT BOTH IN AND OUT 60 TO 100 VEHICLES DURING THE PM PEAK HOURS DURING THE WEEKDAY AND THEN DURING SATURDAY, WHICH IS THE PEAK DAY AND PEAK TIME 140 TO 300 VEHICLES.

AND THOSE ARE TWO WAY COUNTS AND REPRESENT BOTH THE INBOUND AND OUTBOUND TRAFFIC.

THEY INDICATED THAT BASED ON THE LEVEL OF SERVICE THAT THE KIMBALL AND DEAN WAY INTERSECTION, WHILE FORMAL COUNTS WERE TAKEN BASED ON THE INFORMATION AVAILABLE, THEY BELIEVE THAT THEY CAN FUNCTION AND HANDLE THE TRAFFIC.

OF COURSE, WILL BE SHORT PERIODS WHEN GAMES OR THE ACTIVITY IN THE FIELDS CEASE AND THERE MAY BE A SHORT PERIOD OF CONGESTION AND THEY INDICATED A 10 TO 15 MINUTE, 15 MINUTE TIME

PERIOD MAY OCCUR.

THE CONCERNS REGARDING THE OVERFLOW PARKING WERE ADDRESSED THROUGH THE PARKING AGREEMENT WITH DRAGON STADIUM, AND THEY ASKED THAT THE APPLICANT PROVIDE AN AUTOTURN TO VERIFY THAT THE INBOUND VEHICLE CAN NEGOTIATE THE DRIVEWAY, WHILE THE OUTBOUND QUEUE GOING BACK TOWARD THE FIELDS COULD BE ACCOMPLISHED.

AND THE APPLICANT DID PROVIDE A AUTOTURN EXHIBIT WHICH SHOWS THAT THE INBOUND TRAFFIC CAN NAVIGATE THE DRIVEWAY AS DESIGNED AND ACCESS THE SITE.

WE DID PROVIDE THIS EXHIBIT TO OUR CONSULTANT.

THEY VERIFIED THAT IT MET THE INTENT OF THEIR COMMENT, WHICH WAS COMMENT NUMBER FOUR ON YOUR YOUR TRAFFIC ANALYSIS.

THE IN TERMS OF THE DRAGON STADIUM ZONING REQUEST THAT THERE IS NO CHANGES.
