LORD WE GIVE THANKS THIS EVENING FOR THE TIME THAT THIS GROUP MEETS, WE PRAY FOR BLESSING AND MERCY ON THEM AS THEY DELIBERATE, AS THEY DISCUSS ISSUES.

WE PRAY THAT YOU WOULD BRING PEACE BEHIND THIS MICROPHONE AND WISDOM BEHIND THE MICROPHONES IN FRONT OF ME, AND THAT YOUR WILL WOULD BE ACCOMPLISHED THROUGH THE TIME THAT WE MEET TOGETHER TONIGHT.

LORD WHO STEPPED OUT AT A MOMENT'S NOTICE AND STEPPED INTO A SITUATION WHERE IT WAS HARMFUL. WE PRAY BLESSINGS UPON THOSE FAMILIES AND WE GIVE THANKS FOR THOSE LAW ENFORCEMENT PROFESSIONALS WHO INTERVENED.

WE'RE GOING TO GET AN UPDATE ON THE SOUTHLAKE CHAMBER OF COMMERCE FROM THE CHAMBER CEO MARK GILBERT. COME ON DOWN, MR. GILBERT. HI THERE.

WE'VE HAD A BIG INFLUX OF NEW PEOPLE, BUT IT'S ALWAYS A PLEASURE.

WE GET TO A RIBBON CUTTING AND THIS WAS A REALLY FUN ONE AT POKEWORKS.

AND I SEE A COUPLE OF YOU GUYS IN THERE.

MAYOR, I THINK EVEN STOP BY THAT EVENING, BUT WE ARE CHEERING THEM ON AMONG ALL THE OTHERS. HERE ARE SOME OF THE PEOPLE THAT HAVE ALREADY JOINED US THIS YEAR IN JANUARY.

SO FAR, AS YOU CAN SEE, THERE'S A BIG INFLUX.

THE CHAMBER HAD A LOT OF NEW MEMBERS LAST YEAR, AND A LOT OF NEW MEMBERS ARE ALREADY STARTING TO COME IN THIS YEAR. AND I SEE IT AS A GOOD SIGN OF A HEALTHY ENVIRONMENT.

SADLY, WE DO LOSE MEMBERS OVER TIME AND THROUGH ATTRITION, BUT IT'S A VERY VIBRANT CIRCUMSTANCE WHERE THERE IS A LOT OF NEW PEOPLE COMING IN AND OUR OLDER CHAMBER MEMBERS, IF THEY AREN'T SHOWING UP FOR STUFF WHEN THEY DO COME BACK, THEY'RE GOING TO NOTICE SO MANY NEW FACES. THEY'RE NOT GOING TO KNOW ANYBODY.

THIS IS OUR BOARD OF DIRECTORS, IF YOU ARE NOT ALREADY FAMILIAR WITH IT, YOU'LL RECOGNIZE A LOT OF THE NAMES ON THERE, BUT WE SINCERELY APPRECIATE EVERYTHING THEY DO TO HELP US.

AND WE HAVE A LOT OF EX-OFFICIOS.

USED TO JUST BE A COUPLE OF THEM. WE'VE REALLY EXPANDED THAT AREA AND IT'S BEEN FANTASTIC GETTING THEIR REPORTS AND GETTING TO KIND OF FEEL THEIR INFLUENCE AND THEIR KNOWLEDGE AND CONNECTIONS. WE CONTINUE TO DO A LOT OF NETWORKING THIS YEAR LIKE THE CHAMBER IS EXPECTED TO AND ALWAYS DOES SO.

OUR MORNING WIN HAS STARTED OFF WITH A GREAT HEAD OF SPEED ON IT.

AND HE CARRIED HIS GEAR AROUND WITH HIM EVERYWHERE AND MADE THIS INCREDIBLE MOVIE.

TO START OFF, THOUGH, WE'LL SAY THAT OUR CONSULTANT, MR. JOHN DENHOLM OF LEE ENGINEERING, IS IN THE AUDIENCE AND IS ALSO AVAILABLE FOR ANSWERING ANY TECHNICAL QUESTIONS.

HE IS THE AUTHOR OF THE STUDY.

IT'S ONE OF THE FIRST REVIEW THE HISTORY OF THIS ITEM WITH YOU IN JUNE 1ST OF 2021, AS YOU RECALL, THERE WAS A SITE PLAN THAT CAME BEFORE YOU FROM MUSTANG PARK DEVELOPMENT.

THE OUTCOME OF THAT MEETING WAS ONE.

IT WAS INDEFINITELY TABLED IN TWO COUNCIL DIRECTED STAFF TO DO AN ASSESSMENT OF THE MOBILITY CHALLENGES AT FULL BUILD OUT WITHIN THIS AREA.

AND SO OUR MEETING TONIGHT AND OUR PRESENTATION TO YOU THIS EVENING IS TO JUST.

PROVIDE YOU SOME INFORMATION AS TO WHAT WE FOUND THUS FAR IS FOR INFORMATION ONLY.

THERE'S STILL A LOT OF FEASIBILITY WORK THAT HAS TO TAKE PLACE IN WHICH WE WILL RETURN WITH SOME MORE INFORMATION AND MOST LIKELY A RECOMMENDATION.

THE NEXT TWO SLIDES WILL WILL PROVIDE AN OVERVIEW AND SOME OF THE ITEMS AND ELEMENTS WITHIN THE STUDY ITSELF.

AND THEN WE'LL GO OVER SOME OF THE SCENARIOS THAT ARE SPECIFIC TO THIS ENDEAVOR.

THE STUDY IS VERY TECHNICAL, IT IS AN ENGINEERING ASSESSMENT, AND WE'RE STILL REVIEWING THE INFORMATION.

IT DID TAKE INTO CONSIDERATION THE FUTURE LAND USE PLAN, AS WELL AS ANALYZING FUTURE TRAFFIC IMPACTS, WHICH INCLUDES THE TRAFFIC IMPACT ASSOCIATED WITH THE SERVICE CENTER AT FULL OPERATIONAL CAPABILITY.

THERE'S SOME RECOMMENDED SIGNAL TIMING OR INSTALLATIONS AT FUTURE INTERSECTIONS.

THE TIMING ALONG STATE HIGHWAY 26, AS WELL AS THE POTENTIAL TO INSTALL OR CONSTRUCT NEW SIGNALS ALONG SOME OF THE INTERSECTIONS THAT WE WILL TALK ABOUT IN ONE OF THE SCENARIOS ONE, TWO AND THREE. AND THEN ALSO THERE'S ADDITIONAL ACCESS POINTS THAT DON'T EXIST NOW, BUT ALSO OPPORTUNITIES TO IMPROVE THE MOBILITY IN AROUND THE SUBAREA OF STUDY.

THE SUBJECT. THE STUDY SPECIFICS INCLUDE IT WAS ASSUMED OF A 2030 BUILDOUT FOR THE AREA OF APPROXIMATELY SEVENTY TWO ACRES.

THE ONLY ONE THAT DOES NOT EXIST NOW IS ITEM E THE BRUMLOW AT WARWICK WAY AND HART, WHICH IS ORANGE, AND WE'LL TALK ABOUT THAT IN A FEW MINUTES.

THE STUDY ELEMENTS REALLY ARE CATEGORIZED IN THREE DIFFERENT AREAS THE DATA COLLECTION THE CONSULTANT TOOK AM AND PM PEAK HOUR TRAFFIC COUNTS, AND THEY ALSO USED HISTORICAL INFORMATION. THE TRAFFIC ANALYSIS WAS TYPICAL OF ANY TRAFFIC IMPACT ANALYSIS THAT YOU'LL SEE WITH ANY DEVELOPMENT.

AND THEN THE RECOMMENDATION'S DETERMINING WHETHER IF NEW ROADWAYS NEEDED TO BE CONSTRUCTED OR IDENTIFYING ANY IMPROVEMENTS THAT NEED TO BE MADE OR SHOULD BE MADE IN ORDER TO IMPROVE MOBILITY WITHIN THE AREA.

ALSO LOOKING AT SEVERAL ALTERNATIVES, AND WE'LL TALK ABOUT THOSE IN A SECOND.

SO THIS IS THE AREA OF MUSTANG AND STATE HIGHWAY 26, AGAIN, THIS IS JUST AN EXAMPLE OF SOME OF THE IMPROVEMENTS THAT ARE BEING RECOMMENDED.

THE PICTURE ON THE LEFT IS REALLY THE OUTBOUND LANE FROM MUSTANG DRIVE, AND THERE'S TWO NUMBERS THAT YOU'LL SEE IN GREEN.

THE NUMBER ONE BASICALLY RELATES TO SIGNAL RE-TIMING.

WE KNOW THAT THERE'S GOING TO BE SOME OPPORTUNITY FOR IMPROVEMENT IF THE SIGNAL ALONG THE CORRIDOR IS RE-TIMED AND THEN TWO REFLECTS ACTUALLY INTERSECTION IMPROVEMENTS OR GEOGRAPHIC OR, I'M SORRY, GEOMETRIC IMPROVEMENT SUCH AS RE-STRIPING AND THINGS OF THAT NATURE, WHICH WOULD HELP SOME OF THE MOBILITY CHALLENGES WITH THE VEHICLES COMING IN AND OUT. THE PICTURE OVER ON THE RIGHT HAND SIDE IS ACTUALLY THE SOUTHBOUND APPROACH TO MUSTANG COURT.

THE NUMBER ONE REFERS TO RESIZING OF SOME OF THE LANES, I.E.

THROUGH RE-STRIPING.

THERE'S ALSO A MORE AGGRESSIVE APPROACH IS ACTUALLY PUSHING THE CURB LINE OUT ABOUT TWO FEET, AND YOU CAN SEE WHAT THAT DOES TO SOME OF THE TURNING RADIUS.

YOU'LL ACTUALLY HAVE DIFFERENT RADIUS THERE, BUT THAT'S A LOT MORE EXTENSIVE CONSTRUCTION WHERE WHERE IT'LL IMPACT NOT ONLY THE ROADWAY, BUT ALSO THE RAIL.

AND SO THAT'S JUST ONE OPTION.

AGAIN, WE'RE STILL LOOKING AT THE FEASIBILITY OF A LOT OF THESE, THESE PROPOSALS AS WELL AS WE'LL STILL NEED TO TALK TO OUR PARTNERS REGARDING WHAT IS FEASIBLE AND WHAT'S WITHIN THE ART OF THE POSSIBLE REALM.

SO THIS IS SCENARIO ONE, SCENARIO ONE OF THREE.

AS YOU CAN SEE THAT THE AREA THAT WE'RE FOCUSED ON IS REALLY THE AREA THAT'S IN RED OR MAROON. THE UPSIDE DOWN L IN GREEN IS IS THE ROUGH AREA OF THE MUNICIPAL SERVICE CENTER AND THE ASSUMPTIONS ARE BASICALLY THERE'S ACCESS TO 26 VIA TO BRUMLOW VIA HART.

AND WHAT THIS SCENARIO IS MEANT TO COMMUNICATE IS THAT THERE'S AN ASSUMPTION THAT THIS SUBAREA RIGHT HERE WOULD BE DIVIDED IN TWO SOMEHOW TO WHERE TRAFFIC NORTH OF THAT LINE OF DEMARCATION WOULD ACTUALLY PROGRESS TO THE WEST AND THEN UP TO THE NORTH THROUGH A NEW ROADWAY AND THEN OUT TO THE WEST ALONG HART STREET.

AND THEN IT WOULD ULTIMATELY INTERSECT INTO BRUMLOW AND WARWICK WAY.

THE TRAFFIC AROUND THE SOUTHERN PART OF THE DEVELOPMENT THEN WOULD BASICALLY GO STRAIGHT OUT TO MUSTANG AND THEN STATE HIGHWAY 26.

THERE ARE IMPACTS, OBVIOUSLY TO THIS PROPOSAL.

YOU'LL BE CROSSING A FLOOD PLAIN AS WELL AS THERE'S TRAFFIC SIGNAL CONTROL THAT WILL MOST LIKELY BE NEEDED AT SOME POINT IN TIME, PROBABLY SOONER RATHER THAN LATER AT THE WARWICK, HART, BRUMLOW INTERSECTION WHERE THIS ORANGE DOT IS.

SO THAT SCENARIO ONE.

SCENARIO TWO BUILDS ON SCENARIO ONE TO THE POINT WHERE YOU ACTUALLY HAVE THE SAME TYPE OF TRAFFIC MOVEMENTS. BUT WHAT'S INCLUDED NOW IS THIS LINE THAT ACTUALLY EXTENDS TO THE NORTHERN PART OF THE SERVICE CENTER, WHICH PUNCHES OUT THROUGH BRUMLOW.

AGAIN, THE SOME OF THE CHALLENGES REMAIN THE SAME SCENARIO ONE, BUT THERE WILL ALSO BE TRAFFIC CONTROL AT MUSTANG DRIVE AND AT BRUMLOW, WHICH IS GOING TO BE THE EXTENSION OF MUSTANG WHERE IT INTERSECTS RIGHT HERE.

SO AGAIN, THAT INVOLVES ADDITIONAL INTERSECTION CONTROL THAT DOES NOT EXIST RIGHT NOW.

AND THEN ALSO PART OF THIS ENDEAVOR AND PART OF THE THE ADVANTAGE OF THIS OPTION IS GOING TO BE FELT ONCE BRUMLOW IS WIDENED TO ITS FINAL DISPOSITION, WHICH WOULD BE A FOUR LANE DIVIDED ARTERIAL.

AND THEN THE LAST SCENARIO AGAIN BUILDS ON SCENARIOS ONE AND TWO.

THIS AFFORDS ACCESS TO 26 OVER HERE SHOWN IN THE GREEN DOT.

THIS ACTUALLY PUNCHES OUT THROUGH BRUMLOW AGAIN ACROSS THE SERVICE CENTER, AS IN THE PREVIOUS SCENARIO.

IT ALSO PUNCHES OUT TO HART AS IN THE FIRST SCENARIO.

BUT WHAT YOU HAVE NOW IS A NEW LEG THAT ACTUALLY PUNCHES NORTH OUT TO CONTINENTAL.

SO AGAIN, YOU HAVE THE SAME IMPACT TWO SCENARIOS ONE AND TWO.

IT WAS DETERMINED FROM THE TRAFFIC COUNTS AND A LOT OF THE ANALYSIS THAT THIS IS THE MOST BENEFICIAL IN TERMS OF REDUCING THE AMOUNT OF DELAY THROUGH THIS DEVELOPED AREA.

BUT AGAIN, WE STILL HAVE A LOT OF WORK TO DO, AND WE'LL LOOK FORWARD TO COMING BACK WITH A RECOMMENDATION TO COUNCIL IN THE NEAR FUTURE.

THAT PRETTY MUCH INCLUDES THE OVERVIEW TO COUNCIL.

THEY DID. THEY DIDN'T HAVE TO DO A LOT OF WORK, BUT THEY HAD TO GET ENOUGH ACCESS TO GET TO THE RIGHT OF WAY.

SO THAT WAS ALL A CONSOLIDATION OF DRIVEWAYS.

PRIOR TO THAT, NONE OF THE TERMINALS HAD A SIGNALIZED INTERSECTION TO GET OVER THE RAILROAD TRACKS AND OUT ON THE 26.

BASICALLY, THEY HAD TO JUMP INTO THE TRAFFIC WHENEVER THEY COULD, AND THEY COULDN'T GET THE RIG OVER THE TRACKS BECAUSE THERE WERE STILL TRAIN TRAFFIC ON THERE.

AT THE TIME, WE HAD A REALLY GOOD IT WAS ACTUALLY DIAMOND SHAMROCK, NOT NUSTAR, BUT WE HAD A REALLY GOOD RELATIONSHIP WITH THOSE FOLKS, WRIGHT DEVELOPMENT.

JOE WRIGHT HAD BEEN AROUND THEM FOR A NUMBER OF YEARS.

SO I WANTED TO JUST GO OVER A FEW DATES FOR EVERYBODY WHO IS IN THE CROWD AND WATCHING AT HOME. SO WE HAVE A FEW DIFFERENT ELECTIONS COMING UP.

AS YOU ALL KNOW, WE HAVE A PRIMARY ELECTION AND THAT ELECTION IS MARCH THE 1ST 2022.

THE REGISTRATION FOR THAT ELECTION IS JANUARY THIRTY FIRST.

SO IF YOU HAVEN'T REGISTERED TO VOTE IN YOUR PRIMARY, PLEASE DO SO BY JANUARY 31ST.

EARLY VOTING, WHICH I BELIEVE A POLLING LOCATION WILL BE IN SOUTHLAKE TOWN HALL LIKE IT ALWAYS IS, THAT STARTS ON FEBRUARY 14TH.

RUMORS CAME OUT EARLY MID, MID-MORNING AND MIDDAY, AND THEN ALL OF A SUDDEN IT WAS THE TOP OF EVERY SINGLE NATIONAL NEWS FEED AND SOCIAL MEDIA, AND WE WATCHED AS MALIK AKRAM, WHO WAS A BRITISH CITIZEN AS IT COMES OUT.

AS IT TURNS OUT, HE CAME TO COLLEYVILLE, WHICH IS LESS THAN FIVE MILES FROM WHERE WE'RE SITTING RIGHT NOW AND COMMITTED AN ACT OF TERRORISM AGAINST THE JEWISH COMMUNITY, SPECIFICALLY THE CONGREGATION AT CONGREGATION BETH ISRAEL.

AND IF YOU GUYS HAVE BEEN LIKE ME, YOU'VE BEEN LISTENING TO THE HOSTAGES ACCOUNT, INCLUDING INCLUDING THE RABBI'S ACCOUNT.

IF A PLAT IS SUBMITTED THAT IS FULLY COMPLIANT WITH THE REQUIREMENTS OF OUR ORDINANCE.

WE HAVE NO DISCRETION.

CHAPTER 212 AND SECTION ZERO ZERO FIVE SPECIFICALLY PROVIDES THAT IF A PLAT IS SUBMITTED THAT IS COMPLIANT WITH THE UNDERLYING RULES OR REGULATIONS OF THE CITY, THE APPROVAL AUTHORITY SHALL APPROVE THE PLAT.

THAT'S WHY WE SAY IT IS A MINISTERIAL DUTY.

AND THE STATE LEGISLATURE HAS BEEN VERY ZEALOUS IN PROTECTING THE RIGHTS OF DEVELOPERS AND PROPERTY OWNERS IN THE DEVELOPMENT PROCESS.

IN THE MOST RECENT LEGISLATIVE SESSION, WE HAD THE GIFT OF HOUSE BILL THIRTY ONE SIXTY SEVEN, WHICH GOES ON TO TELL US IF A CITY COUNCIL DECIDES TO DENY OR TO CONDITIONALLY APPROVE A PLAT.

WE HAVE TO DO IT WITHIN 30 DAYS OF SUBMISSION, AND WE HAVE TO PROVIDE THE APPLICANT OR DEVELOPER WITH A LETTER SPECIFICALLY IDENTIFYING THE SECTION AND PROVISION OF THE CITY SUBDIVISION REGULATION ORDINANCE THAT THE PLAT PROPOSAL IS NON-COMPLIANT WITH IN TERMS OF ITS SUBMITTAL. AND IF WE DON'T DO THAT EFFECTIVELY AND DON'T DOCUMENT A SPECIFIC SECTION, IT'S AUTOMATICALLY APPROVED BY OPERATION OF LAW.

THE RATIONALE THE LEGISLATURE HAS USED IS DEED RESTRICTIONS ARE PRIVATE CONTRACTUAL COMMITMENTS BETWEEN OWNERS OF PROPERTIES WITHIN A PARTICULAR TRACT.

THOSE BENEFITS AND OBLIGATIONS IN ERROR TO THE BENEFIT OR DETRIMENT OF THE INDIVIDUAL LOT OWNERS. THE CITY IS NOT AUTHORIZED TO SPEND MONEY OR MAKE DECISIONS TO REFEREE PRIVATE LAND DISPUTES.

WE CAN ONLY ENFORCE THE REGULATIONS THAT WE ARE AUTHORIZED TO ADOPT UNDER THE CODE.

DEED RESTRICTIONS ARE NOT ADOPTED BY OUR CODE.

THEY'RE ADOPTED AS PRIVATE CONTRACTUAL AGREEMENTS BY INDIVIDUAL PROPERTY OWNERS IN INDIVIDUAL TRANSACTIONS.

SO WE CANNOT BE A PARTY TO THAT AND THEY CANNOT BE THE BASIS OF OUR DECISION.

SO THOSE ISSUES, I THINK THERE'S BEEN ALSO A QUESTION ABOUT AN ACCELERATED OR ENHANCED WATER SERVICE STUDY, BUT OUR REGULATIONS DO NOT AUTHORIZE THAT AS LONG AS A DEVELOPER AND THEIR DESIGN ENGINEER MAKE A SUBMITTAL THAT IS CONFORMANCE WITH THE REQUIREMENTS OF OUR REGULATION AND WILL MEET THE STANDARDS OF OUR PUBLIC WORKS CONSTRUCTION REQUIREMENTS.

TO IMPOSE ANY GREATER OR HIGHER STANDARD WOULD BE TO TREAT THAT APPLICANT IN A DISPARATE MANNER AND ONCE AGAIN WOULD PITCH US INTO THE WORLD OF YOU'RE PLAYING FAVORITES AND YOU'RE ADJUSTING REGULATIONS THAT YOU DON'T HAVE.

MOST CITIZENS DO NOT REALIZE THAT ABOUT EIGHT LEGISLATIVE SESSIONS BACK THE TEXAS LEGISLATURE GAVE US CHAPTER TWO FORTY FIVE OF THE LOCAL GOVERNMENT CODE, WHICH WE LOOSELY REFER TO AS THE VESTED RIGHTS ACT.

THE APPLICANT IS ENTITLED TO PROCEED UNDER THE REGULATIONS THAT EXISTED AT THE TIME THE APPLICATION WAS MADE, SO THE LOCAL GOVERNMENT HAS ITS HANDS TIED.

PERHAPS MORE THAN MANY CITIZENS RECOGNIZE IN REVIEWING DEVELOPMENT PROJECTS, YOU HAVE ENORMOUS DISCRETION AS WE FREQUENTLY DISCUSS WHEN WE ARE AT THE ZONING STAGE MAKING ZONING DECISIONS.

BUT WHEN WE PASS THE ZONING STAGE AND WE MOVE TO PLATTING OR SITE PLAN REVIEW, THEY ARE DESIGN AND MINISTERIAL AND YOU HAVE A VERY LIMITED ROPE WITHIN WHICH YOU CAN MOVE.

THE UTILITY COMPANIES THAT PROVIDE, FOR INSTANCE, THE POWER SERVICE, THE NATURAL GAS OR ELECTRIC SERVICE ARE REQUIRED IN MEETING THEIR OBLIGATIONS TO THE PUBLIC UTILITY COMMISSION TO ENSURE THAT THEY HAVE ADEQUATE SERVICE THAT'S EXTENDABLE INTO THAT AREA.

IT'S REGULATED TO EITHER THE RAILROAD COMMISSION OR THE PUC BASED UPON THE CATEGORY OF SERVICE, AND THEY WILL ENSURE THAT SERVICE IS MADE IN AN ADEQUATE MANNER, AT LEAST TO THE EXTENT THAT THEY CHOOSE TO BECOME INVOLVED.

THE FUN PART OF THAT IS IF IT'S A POWER UTILITY, WE DON'T HAVE AUTHORITY TO CONTROL IT.

WE REQUIRE AN APPLICANT TO BRING WATER SERVICE TO THE AREA IN A FORM AND IN INFRASTRUCTURE THAT IS ACCEPTABLE TO OUR CITY ENGINEER AND PUBLIC WORKS DIRECTOR.

AND WE HAVE A SET OF DEVELOPED STANDARDS BASED UPON THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT PUBLIC WORKS CONSTRUCTION MANUAL THAT IDENTIFIES THE TYPE OF MATERIAL TO BE USED, THE SIZE OF THE LINES, THE CONSTRUCTION TECHNIQUES TO BE EMPLOYED IN INSTALLING THE DELIVERY SYSTEM.

AND WE WILL IN ALL INSTANCES, REQUIRE A DEVELOPER TO FULLY COMPLY WITH THOSE REQUIREMENTS IN INSTALLING THE INFRASTRUCTURE.

AND AGAIN, BASED UPON THE PROVISIONS OF CHAPTER 2-12, THAT'S ALL THAT WE CAN REQUIRE.

BUT WE WILL NOT ISSUE BUILDING PERMITS UNTIL THE CITY IS CONVINCED THAT THE INFRASTRUCTURE IS IN COMPLIANCE WITH STATE OR CITY REQUIREMENTS.

MY MAIN QUESTION HERE IS THERE ARE SEVERAL ASPECTS OF THIS PLAN THAT SHOULD BE ADDRESSED IN WRITING AFTER CONSULTATION WITH HOMEOWNERS THAT SHOULDN'T BE RUBBER STAMPED.

AT THIS POINT, DRAINAGE IS A HUGE ONE.

TAYLOR STREET DRAINS THE WHOLE NEIGHBORHOOD DOWN FROM OLD DRAGON STADIUM AND WATER RUSHES OUT OF THE CULVERTS, WHICH HAVE FILLED IN OVER THE 30 SOME YEARS AND RUSH BETWEEN 2413 AND 2411 INTO WHAT IS GOING TO BE TURNED INTO PRETTY MUCH A PARKING LOT.

AND RIGHT NOW IT SERVES AS A PERCOLATION FIELD, AND ANYBODY WHO'S BEEN BACK THERE WITH THEIR KIDS OR DOGS PLAYING FLAG FOOTBALL KNOWS IT GETS VERY SPONGY AND STAYS WET FOR A LONG TIME. I'D LIKE TO SEE THE DRAINAGE PLAN IN WRITING BEFORE ANYTHING IS APPROVED, ESPECIALLY IF THAT'S ALL BECOMING NINETY EIGHT ADDITIONAL SPACES, WHICH SEEMS LIKE A LOT OF SPACES TO HAVE IN MY BACKYARD.

I DON'T KNOW WHERE YOU WANT TO LIVE, AND MY OTHER CONCERN IS ABOUT THE LIGHTING ON THOSE LIGHT PLANS.

THERE'S NOTHING SPECIFIC ABOUT THE HEIGHT.

WHEN A FENCE IS BUILT, THE FENCE NEEDS TO BE BUILT IN SUCH A WAY THAT THERE'S AT LEAST A GAP UNDERNEATH IT SO THAT WHAT VERY POOR DRAINAGE EXIST CAN FLOW UNDERNEATH THAT BECAUSE DRIVEWAYS, GARAGES, A SWIMMING POOL, YARDS ALL FLOOD IN THE AREA JUST WITH A MODERATELY HEAVY RAIN, AS IS, AND WE CAN'T HAVE ANYTHING THAT FURTHER IMPEDES THAT.

SO I THINK THE ARCHITECTURE ISSUE, NOT THAT I OBJECT TO MODERN ARCHITECTURE, BUT HAVING THIS MODERN ARCHITECTURE NEXT TO A 90 YEAR OLD WHITE FRAME BUILDING, I THINK IS GOING TO BE AN EYESORE.

AS YOU GO BACK INTO THAT, THEY DO HAVE INTERNAL NEIGHBORHOODS, SIDEWALKS AS WE AS THE DEVELOPMENT TO THE SOUTH, AS WE GET A COUPLE OF LARGE HOMES THAT WILL BE REQUIRED SIDEWALKS ALONG LONESOME DOVE, AS THE GENTLEMAN MENTIONED TOWARDS DOVE, WHICH IS CORRECT, AND WE HAVE A SPATTERING ALONG DOVE ROAD.

SO A LOT OF THE SIDEWALKS EXISTING ARE PART OF THOSE GRAPEVINE SUBDIVISIONS TO THE EAST.

I UNDERSTAND THE INTERIOR SIDEWALKS AND SOME OF THE EXISTING NEIGHBORHOODS, BUT FOR THE MOST PART, I CAN'T IDENTIFY.

THERE WILL BE SOME FUTURE WITH THE NEW DEVELOPMENT DOWN TO THE SOUTH.

THE RESIDENTIAL AND THEN THE FIRST IN PLACE ON THE EAST SIDE WILL ALSO HAVE SIDEWALKS ALONG ITS FRONTAGE.

NOTHING ON THE WEST SIDE, THOUGH, CORRECT? NOT AT LEAST IN THIS THIS PHOTOGRAPH THAT I'M SEEING.

THE FUNDING IS THERE. IN YOUR ESTIMATION, WHEN WOULD THAT BE? WHEN WILL THERE BE A TIME WHERE YOU AND I'LL SET THIS UP BY THE USE OF A CROSSWALK? YOU KNOW, BECAUSE THERE'S SOME PLACES AROUND TOWN WHERE YOU HAVE A SIDEWALK ON ONE SIDE OF THE ROAD AND THEN YOU HAVE A LITTLE CROSSWALK WITH SOME FLASHING LIGHTS TO GET THEM TO THE OTHER SIDEWALK. AND WHEN WOULD WE ACTUALLY HAVE SUBSTANTIAL SIDEWALKS? NO PRESSURE ON THIS ONE. WELL, UNFORTUNATELY, ALONG LONESOME DOVE, A LOT OF THOSE PROPERTIES ARE ALREADY PLANTED.

SO UNLESS PHILOSOPHICALLY THE CITY MAKES A DETERMINATION TO GO IN AND ACQUIRE RIGHT OF WAY, WE DON'T HAVE A MECHANISM TO REQUIRE IT.

SO THAT WOULD BE.

WE CAN'T COMPLETE IT. SO THAT WOULD BE THE ONLY WAY TO COMPLETE A CONTINUOUS RIGHT.

AND DIRECTOR BAKER, THERE'S A BAR DITCH RIGHT THERE THAT RUNS ALONG THE THERE IS A PRETTY DEEP BAR DITCH, AND WE DID LOOK AT THAT AND I ACTUALLY BELIEVE WE GOT A PHOTO OF IT.

ESTIMATION OF COMPLETION OR THERE COULD BE A WAY TO COMPLETE A SIDEWALK IN A REASONABLE AMOUNT OF TIME OVER A LARGE AREA THERE, IT'S JUST IT'S DIFFICULT TO PUSH THAT FORWARD WHEN YOU HAVE, YOU KNOW, YOU HAVE YOU HAVE A WONDERFUL SIDEWALK THERE ON A LONG PIECE OF PROPERTY AND THEN PERHAPS YOU HAVE 50 YARDS OF NOTHING AND THEN THE NEIGHBOR DECIDES TO PUT THEIR PIECE IN.

SO YOU HAVE TWENTY FIVE YARDS IN FRONT OF THEIR HOUSE.

AND THEN THAT'S THE HARD PART.
