COUNTY FIRE MARSHAL'S OFFICE AND WE'RE GOING TO RECOGNIZE FIRE INSPECTOR ANGIE LOPEZ FOR OUTSTANDING CONTRIBUTIONS TO A CRITICAL TARRANT COUNTY PROJECT.ALL RIGHT. THANK YOU, I'M RANDY RENOIS, TARRANT COUNTY FIRE MARSHAL, AND I APPRECIATE YOUR TIME.
AND I SPENT MOST OF THE DAY TODAY IN FRONT FOR A LITTLE WHILE IN FRONT OF A COUNTY JUDGE AND FOUR COMMISSIONERS.

WHAT THEY DID IS THEY TOOK OUR INSPECTION REPORT AND THEY CHANGED IT AND DOCTORED IT UP, AND I DON'T LIKE THAT.
BUT ANYWAY, WE WERE ABLE TO FIND THAT OUT AND WE NEEDED HELP AND WE REACHED OUT TO ANGIE AND OR INSPECTOR LOPEZ, AND SHE WAS WILLING TO HELP US, AND SHE WAS THE INTERPRETER FOR MY INVESTIGATOR.
VERY GOOD. KEITH EBEL, THAT'S BACK HERE AND WAS ABLE TO HELP US PUT THIS CASE TOGETHER AND TO FILE THE CASE AND HOPEFULLY HERE SOON PUT THIS GUY AWAY BECAUSE IT WAS REALLY SAD.

HE OBVIOUSLY HAD A HUGE PUBLIC HEALTH APPARATUS THAT HE WAS HEARING AND HEARING FROM AND SEEING. SO WE DEFERRED BASICALLY ANY RESTRICTIONS UP TO THE GOVERNOR'S OFFICE.

DIRECTOR BAKER.APPLICANT LAKESIDE PRESBYTERIAN CHURCH IS REQUESTING THE REMOVAL OF THE CONDITION, REQUIRING THE CONSTRUCTION OF A DECELERATION RIGHT TURN LANE ALONG WEST SOUTHLAKE BOULEVARD THAT WAS BASED ON A TRAFFIC STUDY CONDUCTED AS PART OF THE 17,000 SQUARE FOOT EXPANSION BACK IN 2014.
A NEW STUDY HAS BEEN CONDUCTED BY THE CHURCH'S TRAFFIC ENGINEER, WHICH IS IN YOUR PACKET DATED JANUARY 14TH 2022 AND SHOWS THAT THE DECEL LANE IS NOT NEEDED.
THE CITY'S TRAFFIC ENGINEERING CONSULTANT ALSO REVIEWED IT, REVIEWED THE STUDY THAT WAS SUBMITTED AND CONCURRED WITH THE FINDINGS OF THE TIA.
AND THOSE ARE IN YOUR PACKET IF NEEDED.
FUTURE LAND USE IS PUBLIC SEMIPUBLIC AND ZONING IN PLACE.

AND BACK IN 2014, THE CHURCH WAS APPROVED FOR A TWO STORY EXPANSION, WHICH IS BASICALLY THE WHITE ROOF STRUCTURE THAT HAS BEEN BUILT.AND A CONDITION FROM COUNCIL WAS THAT WHEN THAT SECOND FLOOR WAS FINISHED OUT, THAT DECEL LANE WOULD BE CONSTRUCTED ALONG 1709.
THIS IS A VIEW OF THE DRIVE AND THEN LOOKING DOWN 1709 THIS IS A SITE PLAN SHOWING THE EXPANSION OF THAT.
THE TIA THAT WAS SUBMITTED BACK IN 2014 SHOWED AN INBOUND PEAK OF 132 VEHICLES AND THAT EXCEEDED THE CITY'S THRESHOLD OF 100 VEHICLES, WHICH KICKED INTO THE DECEL LANE REQUIREMENT.
AN UPDATE AT TIA SHOWS THAT THAT NUMBER IS ACTUALLY CLOSER TO [INAUDIBLE] 64 ON THE INBOUND, WHICH IS WELL BELOW THE THRESHOLD TO REQUIRE THAT DECEL LANE.
BECAUSE THIS WAS A STIPULATION OR REQUIREMENT OF CITY COUNCIL AT THE TIME, WE NEED CITY COUNCIL TO REMOVE THAT STIPULATION.
BUT THE CHURCH IS REQUESTING THE REMOVAL OF THAT STIPULATION APPROVAL OF THE SITE PLAN AGAIN WITHOUT THAT STIPULATION IS IN THE REQUEST.
THE SUMMARY OF THE TIA IS SHOWN HERE IN THE FINDING, WHICH SHOWS THE 64 INBOUND TRIPS IS PART OF THAT STUDY.
AND AGAIN, OUR CITY'S TRAFFIC ENGINEER FIRM ALSO LOOKED AT THAT OUR THIRD PARTY FIRM AND CONCURRED WITH THE FINDINGS OF THE TIA.
