BUT AS YOU CAN SEE, THERE ARE 22 RESTAURANTS, WE HAD 332 ATTENDEES.
ALL RIGHT AND BACHELOR OF THE MONTH WAS THAT'S ACTUALLY A DOUBLE DARE BECAUSE WE HAD FEBRUARY.
WE HAD TO CANCEL OUR LUNCHEON BECAUSE OF THE ICE STORM.

AND THEN I'D LIKE TO JUST SPEAK TO A COUPLE OF AWARDS THE CITY HAS OBTAINED IN THE LAST SIX MONTHS RELATED TO TREE CITY USA AND THE GROWTH AWARD. TO GIVE YOU A QUICK HISTORY ON NATIONAL ARBOR DAY THIS APRIL, THE COUNTRY IS CELEBRATING THE 150TH YEAR ANNIVERSARY OF ARBOR DAY.
ARBOR DAY WAS FOUNDED IN NEBRASKA BY A NEWSPAPER EDITOR.

AND NOW IT'S CELEBRATED BY ALL 50 STATES AND A NUMBER OF COUNTRIES AROUND THE WORLD.
AND SO THIS IS THE 150TH ANNIVERSARY.
AND 50 YEARS AGO THE ARBOR DAY FOUNDATION WAS FORMED, AND THEY ARE THE LARGEST NONPROFIT ORGANIZATION DEDICATED TO PLANTING TREES AND DISTRIBUTING EDUCATIONAL MATERIALS.
SO THE CITY HAS BEEN HEAVILY INVOLVED IN ARBOR DAYS.
AND THE GOAL OF THAT ORDINANCE IS TO FURTHER PRESERVE THE MATURE TREES IN THE NATURAL AREA, PROTECT TREES DURING CONSTRUCTION, FACILITATE DESIGN CONSTRUCTION THAT CONTRIBUTE TO THE THE SUSTAINABILITY OF TREES AND CONTROL THE REMOVAL OF TREES.
AND SO THE COUNCIL HAS REALLY SHOWN THIS COUNCIL AND PREVIOUS COUNCILS HAVE REALLY SHOWN THAT TREE PRESERVATION AND DEVELOPMENT IS NOT MUTUALLY EXCLUSIVE, THAT THEY CAN COEXIST. AND I THINK THE CITY HAS DONE IT VERY SUCCESSFULLY PER YOU ALLS EFFORTS AND PREVIOUS COUNCILS, WHEN WE WORK ON OUR CAPITAL PROJECTS, TREES ARE BIG COMPONENT OF THAT.
IF YOU LOOK AT OUR 1938 PROJECT, THE MEDIANS, 1709 MEDIANS, VILLAGE CENTER, XENA RUCKER ROAD, ALL HAVE A TREE AND LANDSCAPE COMPONENT, PARTICULARLY AS DEVELOPMENT COMES IN THE COUNCIL COUNCILS ALWAYS PAY PARTICULAR ATTENTION TO THE TREE PLANS AND HOW TO MAXIMIZE AND SAVE THE SIGNIFICANT TREES THAT WILL ENHANCE THE SITE AND INCREASE THOSE MARKET VALUES OF THE COMMUNITY.
AND THE COUNCIL HAS DONE JUST AN OUTSTANDING JOB.
ANY TIME THE CITY CAN TAKE ADVANTAGE OF FREE PROGRAMS LIKE TXU OFFERS.
WE'VE HAD THE TREE SCAVENGER HUNT BACK IN 2020 TO CELEBRATE OUR TREES AND OUR PARKS.
WE PARTICIPATE IN CELEBRATIONS EVERY ARBOR DAY, WHICH WE DO IN NOVEMBER DUE TO COOLER MONTHS.
IT'S HARD TO QUANTIFY JUST THE IMPACT THAT THE COUNCILS AND THE CITIZENS AND THE COMMUNITIES HAD ON THE CITY. AND I DON'T KNOW IF THESE SLIDES CAN GRAPHICALLY SHOW IT, BUT WE'LL ATTEMPT TO DO THAT.
AND WE HAD A LOT OF PASTURELAND, SOME AGRARIAN ACTIVITIES, SOME FARMING ACTIVITIES THAT WERE HAPPENING PRIOR TO SEWER COMING IN AND DEVELOP AND REALLY TAKING OFF IN THE LATE EIGHTIES AND EARLY NINETIES.
YOU CAN SEE A LOT OF THOSE PASTURE LANDS NOW HAVE TREES.
AND THAT'S BECAUSE THE DESIGN YOU REQUIRED THOSE STREET TREES, YOU REQUIRED A COMMERCIAL DEVELOPMENT PRESERVE TREES WHERE WE HAD TREES PRIMARILY ALONG OUR CREEK BEDS AND WATERWAYS.
IT'S PRETTY WIDE THROUGH THE CITY WHERE WE'RE GETTING SOME MATURE TREES NOW ON 20 PLUS YEARS.

THE SOUTHLAKE WAS NAMED A 2021 TREE CITY USA BY THE ARBOR DAY FOUNDATION.
AND WHAT THAT DOES IS IT HONORS THE CITY'S COMMITMENTS TO URBAN FOREST MANAGEMENT.
THE BUDGET BUDGETED AT LEAST $2 PER CAPITA, WHICH COUNCIL APPROVES EACH YEAR IN TERMS OF THE LANDSCAPE ADMINISTRATOR, WE HAVE AN ARBOR DAY PROCLAMATION OBSERVANCE AND SO COUNCIL HAS BEEN VERY SUPPORTIVE OF THE EFFORTS AND STAFF IS GREATLY APPRECIATIVE.
THIS IS OUR 24TH CONSECUTIVE YEAR THAT WE'VE BEEN RECOGNIZED AS A TREE CITY USA, SO WE STARTED GETTING THAT RECOGNITION ABOUT SAME TIME THAT FIRST ORDINANCE WAS PASSED. IN ADDITION, THE WE'VE BEEN AWARDED THE GROWTH AWARD WAS AWARDED.
THIS IS A PRESTIGIOUS TREE CITY USA GROWTH AWARD BY THE ARBOR DAY FOUNDATION.
THE CITY RECEIVES A GROWTH AWARD FOR PROGRESS IN ITS COMMUNITY FORESTRY PROGRAM IN AREAS OF COMMUNICATION, PUBLIC EDUCATION, CONTINUAL EDUCATION OF THE FORESTRY STAFF AND PLANNING COORDINATION.

AND THE ORIGINAL ORDINANCE WAS ADOPTED IN MARCH OF 1990, AND THE RESOLUTION WAS ADOPTED IN 1998 TO COMPLY WITH THE LOCAL GOVERNMENT RECORDS ACT TIMETABLE OF DESIGNATING A RECORDS MANAGEMENT OFFICER, A RECORDS MANAGEMENT PROGRAM AND SO FORTH.

YES, MAYOR AND COUNCIL, I MOVE WE APPROVE ITEM NUMBER SIX M, WHICH IS ORDINANCE NUMBER 1256 WHICH IS THE SECOND READING AMENDING CHAPTER TWO, THE ADMINISTRATION, ARTICLE SEVEN, PUBLIC RECORDS OF THE SOUTHLAKE CODE OF ORDINANCES TO UPDATE AND CLARIFY THE CITY'S ACTIVE AND CONTINUING RECORDS MANAGEMENT PROGRAM.
WE'RE NOTING THIS ORDINANCE UPDATES AND CONSOLIDATES THE CITY'S RECORDS, MANAGEMENT POLICIES AND PROCEDURES CONSISTENT WITH THE LOCAL GOVERNMENT RECORDS ACT TO ACHIEVE AN EFFICIENT RECORD KEEPING PROGRAM.
AND IT HAS FURTHER BEEN DETERMINED THAT ORDINANCE NUMBER 497 AND RESOLUTION 9874 SHOULD BE REPEALED AND REPLACED TO ESTABLISH A CLEAR AND COMPREHENSIVE RECORDS MANAGEMENT PROGRAM AS SET FORTH IN EXHIBIT A ATTACHED IN THE PROPOSED ORDINANCE.
