BEEN ON THIS ROLLER COASTER RIDE FOR THE LAST SEVEN YEARS, AND FIRST, WHEN HINES KIND OF GAVE US THAT ORIGINAL PROPOSAL TO KIND OF DRAW US INTO THE

COMMUNITY AND OF WHAT THE PARK WAS GOING TO BE, AND THEN THE UP AND DOWN ROLLER COASTER OF WHAT WE THOUGHT THE PARK WAS EVENTUALLY GOING TO BECOME , AND THEN BACK NOVEMBER 16TH, I BELIEVE, WAS THE LAST MEETING THAT I SPOKE AT, THAT WE KIND OF HAD A LITTLE CHANGE FROM PLAN A, WHICH HAD THE LIBRARY AND THE PERFORMING ARTS CENTER IN IT TO PLAN B, WHICH ALL OF A SUDDEN DID NOT HAVE IT IN IT, AND AS FAR AS I KNOW, PREVIOUS COUNCIL HAD APPROVED THE PERFORMING ARTS CENTER AS WELL AS THE LIBRARY BEING PART OF THE PARK AT CARILLON , AND I WAS VERY DISAPPOINTED TO LEAVE THAT MEETING KNOWING THAT IT HAD BEEN TAKEN OUT.

NOW, OBVIOUSLY, THE REASON YOU DID THAT WAS BECAUSE YOU WANTED TO SPEND THE TIME TO DO THE LIBRARY STUDY, AND THANK YOU FOR DOING THAT AND THANK YOU FOR DOING SUCH A THOROUGH JOB. I THINK THE RESULTS SPEAK FOR THEMSELVES AND IT'S VERY CLEAR BASED ON THE EVALUATION CRITERIA, BASED ON THE WEIGHTED AVERAGES.

CARILLON PARC SCORED THE HIGHEST AT 72.

PARKWOOD SCORED THE LOWEST AT 55.

NOT SURE WHY WHAT HAPPENED BICENTENNIAL, BUT I GUESS THAT HAPPENED ALONG THE WAY.

SO ANYWAY, I MEAN, THAT'S VERY CLEAR FOR THE MATH [INAUDIBLE] AND ENGINEERS IN THE CROWD.

THAT'S A 31% DIFFERENCE FOR CARILLON PARC.

ALSO, IF YOU TAKE OUT THE WEIGHTED AVERAGE IS AND JUST LOOK AT THE NINE EVALUATION CRITERIA.

CARILLON PARC OUTSCORED PARKWOOD ON FIVE OF THE NINE PARKWOOD OUTSCORED CARILLON PARC ON ONE OF THE NINE AND THEN THE OTHERS WERE TIED.

SO, I MEAN, I'M REALLY HAPPY THAT WE'VE GOTTEN TO THIS POINT TO WHERE I THOUGHT WE WERE OF, SAY, PRIOR TO NOVEMBER, AND I THINK THE EVIDENCE IS PRETTY CLEAR.

HI, GOOD EVENING. MY NAME IS CHRIS SANDERS AND I RESIDE AT 816 RHONE LANE IN CARILLON ESTATES.

I MAY BE SPEAKING TO A MOOT POINT HERE, BUT I DID WANT TO BRING UP A CONCERN AND SOMETHING THAT I DISCOVERED ABOUT A WEEK OR TWO AGO, AND THAT WAS WHEN THEY WERE CONSIDERING THE PARKWOOD LOCATION.

WELL, GIVE YOU A LITTLE BIT OF BACKGROUND.

MY BACKGROUND IS BUSINESS CONTINUITY AND OPERATIONAL RISK MANAGEMENT WITHIN SIGNIFICANT FINANCIAL INSTITUTIONS, BASICALLY GOVERNMENT COMPLIANCE.

ONE OF THE THINGS THAT I ALWAYS DO--IT'S JUST PART OF MY JOB--IS I PERFORM ANNUAL RISK ASSESSMENTS, AND I LOOKED INTO THE PROPERTY OF THE PARKWOOD AND I NOTICED RIGHT OFF THE BAT THAT THERE WAS A SIGNIFICANT FINGER RUNNING THROUGH THAT PROPERTY THAT WAS WITHIN A 500 YEAR FLOOD PLAIN, AND THE COUNCIL MAY OR MAY NOT KNOW THAT UNDER THE CURRENT FEMA RULES, NO PUBLIC INSTITUTION CAN BE BUILT ON A 500 YEAR FLOOD PLAIN. NOW, SOME INFORMATION CAME IN LATER SAYING THAT FLOODPLAIN WAS ON A 2009 MAP AND THE 2020 UPDATED FEMA MAP HAD BEEN UPDATED AND ELIMINATED THAT, BUT WHEN I FURTHER LOOKED INTO IT, THAT 2020 MAP IS NOT OFFICIAL AND IT'S STILL IN THE PUBLIC HEARING AND APPEAL PROCESS.

SO MY CONCERN WAS IF THE CITY WAS LOOKING AT THE PARKWOOD LOCATION, WELL, ONE UNTIL THAT MAP IS SHOWING THAT FLOODPLAIN IS ELIMINATED, YOU'RE GOING TO HAVE SIGNIFICANT ISSUES ON THERE, AND IF YOU WERE GOING TO GO AHEAD AND BUILD ON IT, YOU'D NEED AN ENGINEER TO COME IN AND SAY, OKAY, WELL, WE'VE GOT TO RAISE THIS TEN OR 15 FEET OR WHATEVER IT IS TO ELIMINATE IT.

SO I WAS CONCERNED ABOUT THE COST TO THE CITY OVERALL, IF THAT WAS GOING TO GO THROUGH.

SO ESSENTIALLY WHAT I'M JUST TRYING TO SAY IS THAT I HAD SIGNIFICANT CONCERNS ABOUT THAT, THAT PERHAPS THE PUBLIC DID NOT KNOW ABOUT, BECAUSE I CAN TELL YOU FROM EXPERIENCE THAT IF AN ORGANIZATION HAS AN ISSUE, ESPECIALLY A BIG ONE LIKE THAT, FROM A LEGAL STANDPOINT, YOU'RE LOOKING AT SPENDING A LOT OF MONEY TRYING TO RECTIFY IT, YOU KNOW, TRYING TO SHOEHORN THIS IN.

I THINK THAT THE LIBRARY TASK FORCE HAS DONE A GREAT JOB LAYING OUT THE GUIDING STATEMENTS AND PRIORITIES.

IT WOULD BE MY RECOMMENDATION AT THIS POINT.

OF COURSE, IF COUNCIL AGREES THAT STAFF PURSUES BEGINS PURSUING THE IDEA OF INCLUDING THE PUBLIC PERFORMANCE SPACE.

THERE'S ALL KINDS OF WONDERFUL THINGS THAT CAN COME WITH A ROBUST PUBLIC PERFORMANCE SPACE.

WE NEED AS A CITY TO ATTRACT THE ARTS.

I, OF COURSE, BICENTENNIAL HAS ITS APPEAL AND SO DOES PARKWOOD, BUT I REALLY THINK CARILLON PARC MAKES A LOT OF SENSE FOR A LOT OF REASONS.

IN THE BEGINNING, WHEN WE STARTED THIS PROJECT, WE WOULD GET EMAILS FROM PEOPLE SAYING, WHY WOULD YOU SPEND MONEY AS A CITY ON A LIBRARY? BOOKS ARE OUTDATED.

NOBODY READS BOOKS ANYMORE.

EVERYBODY'S DOING IPADS AND AMAZON AUDIBLE.

THOSE FOLKS, I DON'T THINK, HAVE SEEN WHAT A NEW LIBRARY OF THE FUTURE CAN BRING TO A COMMUNITY AS FAR AS THE AMENITIES AND THE PERFORMING ARTS CENTER.

I ALSO DO BELIEVE THAT WOULD BE A GREAT ADDITION THAT WE SHOULD EXPLORE AND THEN WE CAN MAKE A DECISION LATER IF IT DOESN'T MAKE SENSE FINANCIALLY OR FOR WHATEVER OTHER REASON, BUT I WOULD BE IN FAVOR ALSO OF EXPLORING THAT OPTION, BUT SOME OF THE THINGS THAT THE LIBRARIES OF THE FUTURE ARE REALLY COOL, DEDICATED PLAY SPACES SIMILAR TO LIKE A GYMBOREE FOR LITTLE PEOPLE, PODCAST RECORDING STUDIOS, OF COURSE, MEETING SPACES.

THERE'S JUST A REALLY A LOT OF THINGS THAT WE CAN PROVIDE TO OUR COMMUNITY THAT I THINK THAT IT'S TIME.

SO I'M ABSOLUTELY IN FAVOR OF MOVING FORWARD AND HAVING STAFF EXPLORE THE LIBRARY AT CARILLON PARC.

THEN THE DEVELOPER HAS TO GO BACK TO THE DRAWING BOARD, AND, YOU KNOW, OUR STAFF HAS TO GO BACK TO THE DRAWING BOARD.

YOU KNOW, THAT GROUP WORKING TOGETHER HAS TO GO BACK AND START FROM SCRATCH VERSUS IF AT THE BEGINNING THERE'S OPTIONS, YOU KNOW, HEY, HERE'S THE HERE'S THE OPTION.

THAT WOULD BE THE ABSOLUTE DREAM OPTION FOR US.

IF THAT'S NOT POSSIBLE, HERE'S WHAT WE WOULD RECOMMEND AS A NEXT STEP.

THE REALITY, HOWEVER, IS AND I BROUGHT THIS UP AGAIN TO THE, YOU KNOW, THE TASK FORCE MEMBERS AND THE DEVELOPER.

THE EXPECTATION NOW IS THAT THIS WON'T TAKE FOREVER, AND TO COUNCIL MEMBER WILLIAMSON AT THIS POINT AND IT'S GOING TO COME DOWN TO, YOU KNOW, PEOPLE HAVE SAID ON THE TASK FORCE, THE EXPECTATION IS WE WOULD HAVE A LIBRARY BY A CERTAIN DATE.

WELL, THAT'S FLUID TO AN EXTENT, BUT MY THING IS, I WANT A LIBRARY.

THIS COMMUNITY DESERVES A LIBRARY, AND I'LL BE HONEST, I'M NOT PARTIAL TO WHERE IT GOES.

I'M PARTIAL TO WHO CAN DELIVER IT, AND I WANT IT TO BE A GRAND STRUCTURE.

I WAS OVER AT OUR SENIOR CENTER FOR LUNCH WITH METROPORT MEALS ON WHEELS, AND THEY WERE RECAPPING SOME THINGS THEY DID, AND THEY HAD JUST GONE TO DENTON TO SEE A PERFORMING ARTS PIECE, AND I THOUGHT, WOW, WE NEED OUR SENIORS HERE WATCHING PLAYS, MUSICALS AND SO FORTH , AND THEY WERE ACTUALLY SIGNING UP TO GO TO ANOTHER CITY IN THE FUTURE, AND SO WE WANT OUR COMMUNITY USING THE SPACE.

WE WANT TO BRING PEOPLE FROM OUTSIDE OF SOUTHLAKE TO ENJOY OUR BEAUTIFUL CITY, SEE WHAT WE ENJOY AND EXPERIENCE HERE.

SO I THINK FROM THAT STANDPOINT ALONE, IT MAKES SENSE TO PUT THIS IN.

CARILLON. THAT SITE CAN REALLY HANDLE THE TRAFFIC, THE FLOW OF PEOPLE COMING AND GOING AND THAT PULLS THAT OUT OF OUR NEIGHBORHOODS, AND SO AS SOMEONE WHO'S LIVED HERE 27 YEARS, WHEN I LOOKED AT THE PARKWOOD SITE AND THE BICENTENNIAL SITE AND THIS PERFORMING ARTS PIECE, I HAVE A LOT OF CONCERNS ABOUT THAT AND SO IT MADE SENSE TO ME THAT IT NEEDS TO BE IN CARILLON, BECAUSE THAT'S WHERE THAT TRAFFIC SHOULD GO.

THAT'S WHERE THE FLOW OF PEOPLE COMING AND GOING SHOULD GO, AND THEY'RE GOING TO COME OUT FROM THERE, EITHER SPILL OUT INTO CARILLON AND ENJOY THAT AND ALSO SPILL OUT INTO OUR CITY AND ENJOY EVERYTHING THAT WE ENJOY ON A DAILY BASIS.

SO I'M IN FULL SUPPORT OF IT BEING IN CARROLLTON.
