MY FAMILY AND I HAVE BEEN INVOLVED WITH BUFF CITY SO MUCH SINCE THE FALL OF LAST YEAR.

WE HEARD ABOUT BUFF CITY SOAP, SO ABOUT THREE OR FOUR YEARS AGO.

WE GOT TO UNDERSTAND THE PRODUCT, FACT THAT IT'S ALL PLANT BASED AND GOOD FOR YOU.

IT REALLY PIQUED OUR INTEREST IN WANTING TO BRING IT TO THE COMMUNITY.

WE LIVED IN THE COMMUNITY FOR OVER TEN YEARS NOW AND THERE'S NO PRODUCT LIKE THIS IN OUR COMMUNITY.

AND WE FELT LIKE BEING ABLE TO FIND A VARIETY OF PRODUCTS THAT YOU CAN SEE IN THE STORE TO THE COMMUNITY.

WE WERE ABLE TO PROVIDE THINGS THAT PEOPLE ARE NOW LOOKING FOR TODAY.

PEOPLE WANT TO BE MORE HEALTHY WITH WHAT THEY EAT, WHAT THEY PUT ON THEIR SKIN, ETC.

SO THAT WAS WHAT REALLY GOT OUR INTEREST IN RUNNING THE BUFF CITY STORE HERE IN SOUTHLAKE.

AND I JUST WANTED TO SAY THAT A LOT OF TIMES WE THINK MORE ABOUT WHAT WE PUT IN OUR BODIES THAN WHAT WE PUT ON OUR BODIES.

AND SO IT'S REALLY IMPORTANT THAT WE DO BOTH.

AND ALL OF OUR PRODUCTS ARE PLANT BASED, AND EVEN THE COLORING THAT GOES IN OUR BATH BOMBS, OUR SOAPS. IT'S ALL MINERAL BASED, SO THERE'S NOTHING THAT SHOULD HARM YOUR SKIN.

ALL OF OUR FRAGRANCES ALSO ARE PLANT BASED, BUT WHAT WE TRY TO PROVIDE OURSELVES AND FOR OUR STAFF IS THAT WE MAKE ALL OF OUR PRODUCTS IN THE STORE.

SO, WE'LL BE GOING OVER SOME OF THE TECHNICAL RECOMMENDATIONS FOR MUSTANG INDUSTRIAL SUB AREA.

SO I WANTED TO TOUCH BASE REAL QUICK ON THE HISTORY OF HOW WE GOT HERE AND THEN WE'LL TALK ABOUT SOME OF THE OTHER OPTIONS THAT WE'RE LOOKING AT AND THEN WE'LL SEE IF WE DECIDE TO MOVE FORWARD WITH WHAT WE PROPOSED OR IF THERE ARE SOME OTHER OPTIONS THAT WE NEED TO LOOK AT.

SO HISTORICALLY, THOUGH, JUNE 1ST OF 2021, THERE WAS A SITE PLAN FOR MUSTANG PARK WAS PRESENTED AS PART OF THAT DISCUSSION.

THERE WERE SOME CONCERNS ABOUT TRAFFIC AND SAFETY AND EMERGENCY EGRESS FROM THE SUB AREA.

ONE OF THE TAKEAWAYS WAS STAFF WAS DIRECTED TO LOOK AT SOME OTHER ALTERNATIVES THAT WOULD AFFORD SOME TYPE OF INGRESS AND EGRESS FOR THAT AREA.

AND ABOUT SIX MONTHS LATER, IN JANUARY OF 18TH OF 2022, STATE STAFF CAME BACK.

WE PROVIDED A FEW OF THE STUDY OPTIONS.

WE ALSO TALKED ABOUT SOME OF THEIR FINDINGS, WHICH ARE OFF TO THE RIGHT THAT WE'LL TALK ABOUT IN A MINUTE.

AND THEN WE TALKED ABOUT SOME OTHER ALTERNATIVES THAT MAY BE PRESENTED.

SO WE'LL TALK ABOUT THOSE AS A FOLLOW UP TO THE TO THE REVIEW.

SO SOME OF THE IMPROVEMENTS THAT WERE IDENTIFIED INITIALLY THAT STILL STAND TODAY, YOU'LL SEE THEY'RE ACTUALLY ROAD IMPROVEMENTS.

SIGNAL THE RETIMING AS WELL AS ADDITIONAL ACCESS POINTS TO THE SITE.

SOME OF THE ROAD IMPROVEMENTS INCLUDE WIDENING BRUMLOW, WHICH ACTUALLY IS PART OF OUR MOBILITY MASTERPLAN.

WE TALKED A LITTLE BIT ABOUT WIDENING THE SOUTHBOUND APPROACH TO MUSTANG DRIVE AND SOME OTHER IMPROVEMENTS AS WELL AS TURN LANES AT KEY ACCESS POINTS.

WE TALKED ABOUT RETIMING THE SIGNAL AT THE INTERSECTION OF MUSTANG AND 26 AND IT'S HIGHLIGHTED IN GREEN BECAUSE GRAPEVINE HAS DONE COUNTS ALONG THE CORRIDOR.

I THINK IT'S FROM JOHN MCCAIN ALL THE WAY TO 114.

THEY ARE BUILDING THE MODEL NOW AND THEY SAID ONCE IT'S AVAILABLE FOR REVIEW, WE WOULD BE ABLE TO JOIN THEM AND TALK ABOUT SOME OPPORTUNITIES THERE FOR EFFICIENCIES.

ONE OF THE OTHER FINDINGS ALSO WAS TALK ABOUT SIGNAL INSULATION AT PROSPECTIVE INTERSECTION POINTS WITH THE PREVIOUS SCENARIOS AND WE'LL TALK ABOUT THOSE IN A MINUTE.

AND THEN ALSO, NEW ACCESS POINTS FOR TRUCK TURNING MOVEMENTS.

SO SOME OF THE OPTIONS THAT WE DISCUSSED LAST TIME AND WHAT WE DID WAS I WENT AHEAD AND THE FIRST OPTIONS ARE FROM THE BOTTOM UP, MAINLY BECAUSE WE WERE GOING TO HAVE LINES CROSSING TO THE SITE.

SO THE NUMBER ONE ITEM THAT WE DISCUSSED IS ACTUALLY ON THE BOTTOM LIST, ACTUALLY REQUIRES TRAVERSING THE FLOODPLAIN.

AND WHATEVER OPTION WE LOOKED AT WOULD REQUIRE US FROM EGRESSING TO THE SITE TO THE WEST.

IT ACTUALLY REQUIRED GOING ACROSS THE FLOODPLAIN.

ONE OF THE OPTIONS, AS YOU RECALL, WAS ACTUALLY CONTINUING WEST AND PUNCHING THROUGH BRUMLOW, WHICH ACTUALLY WOULD CROSS THE NORTHERN PART OF THE FUTURE SERVICE CENTER SITE.

ITEM NUMBER THREE OR POINT NUMBER THREE WAS RATHER THAN PROGRESSING ALL THE WAY TO THE WEST, YOU WOULD TRANSVERSE THE FLOODPLAIN, HEAD NORTH, AND THEN YOU ACTUALLY EXIT ONTO HART AVENUE, WHICH ACTUALLY WOULD DUMP RIGHT ACROSS DO [INAUDIBLE] WAY, WHICH IS OBVIOUSLY A CONCERN THAT WE HAD AND ALSO EXPRESSED BY COUNCIL.

AND THEN THE LAST OPTION, RATHER THAN MOVING OUT TO THE WEST, YOU ACTUALLY SAW A POSSIBILITY TO TAKE THE ROADWAY AND INTERSECT INTO CONTINENTAL.

SO THAT WAS THE LAST OPTION.

SO WE TALKED ABOUT THOSE OPTIONS AND THEN STAFF WAS DIRECTED TO GO BACK AND REEVALUATE SOME OPTIONS AND OPPORTUNITIES AND OTHER ALTERNATIVES.

SO WE WENT BACK, WE TALKED WITH OUR THIRD PARTY CONSULTANT AND THE MOST RECENT OPTION NOW THAT WE HAVE IS WE LOOKED AT IT AGAIN.

AND SO THE THOUGHT PROCESS IS THAT ONE OF THE MOST EFFICIENT AND EXPEDITIOUS WAY, IF WE CAN WORK THROUGH SOME OF THE CONS THAT YOU SEE AND WE'LL GO THROUGH THIS IN A MINUTE, WOULD BE TO EXTEND SOUTHWESTERN DRIVE.

AND SO RELATIVE TO THE ENTIRE SITE, SOUTHWESTERN DRIVE IS REALLY MUCH THIS AREA HIGHLIGHTED IN YELLOW THAT GOES JUST NORTH OF THE FUEL FARM AND JUST SOUTH OF THE SERVICE CENTER'S FUTURE SITE, AS WELL AS SOME PROPERTY THAT'S ALREADY DEVELOPED.

THE LOWER RIGHT CORNER GIVES YOU A BETTER IDEA OF WHAT THAT CONNECTION WOULD LOOK LIKE AS WE'RE CONNECTING THROUGH SOUTHWESTERN AND THEN RATHER IT COMING DOWN TO THE SOUTH, WE WOULD LOOK AT GOING STRAIGHT TO THE WEST AND THEN INTERSECTING BRUMLOW THERE.

SOME OF THE PROS FROM THIS OPTION INCLUDE GAINING A SINGLE POINT OF ACCESS.

SO IT BASICALLY FACILITATES AND MEETS THE NEED FOR A WESTERN EGRESS TO THE SITE.

IT DOES SIMILAR TO EMERGENCY EGRESS AS WELL.

AND THEN ONE THING IT ALSO DOES IS IT PROVIDES AN ALIGNMENT WITH A POSSIBLE APPROACH OR OUTLET FOR THE SINGLE FAMILY FUTURE DEVELOPMENT.

THAT'S PART OF THE MASTER PLAN.

SO YOU CAN HAVE DRIVEWAYS ALIGN.

SO THAT WOULD REDUCE THE NUMBER OF MEDIAN CUTS AND PROMOTE EXPEDITIOUS MOVEMENTS FOR ANY TYPE OF DEVELOPMENT TRAFFIC THAT'S COMING OUT TRYING TO HIT BRUMLOW AND GO NORTH OR SOUTH.

OBVIOUSLY, THOUGH, WITH EVERY ALTERNATIVE WE LOOKED AT, THERE ARE SOME SOME CONS ARE SOME CHALLENGES, AND PART OF THAT WOULD BE STAKEHOLDER BUY IN.

THERE ARE A LOT OF PROPERTY OWNERS THAT WE'RE GOING TO HAVE TO WORK WITH.

AND SO THERE ARE SOME RIGHT AWAY ISSUES.

THERE ARE SOME ALIGNMENT ISSUES FOR NOT ONLY RIGHT OF WAY THOUGH, BUT WE ALSO HAVE CERTAIN STANDOFF DISTANCE BASED ON THE INTERNATIONAL FIRE CODE THAT REQUIRES US TO STAY SO FAR BACK OR AWAY FROM THE FUEL TANKS.

AND OBVIOUSLY, IT'S BASED ON SIZE, WHAT THEY HAVE AND THINGS OF THAT NATURE.

AND SO WE'LL LOOK AT HAVING TO PRESS IN A LITTLE FURTHER IF THIS IS AN OPTION COUNSEL DESIRES US TO PURSUE.

SO THE NEXT STEPS REALLY ARE SHOULD WE BE GIVEN DIRECTION TO PURSUE THIS OPTION? WE WOULD LOOK AT ENGAGING AND WORKING WITH THE STAKEHOLDERS TO SEE WHAT WE HAVE AVAILABLE TO US, AS WELL AS UNDERSTANDING WHAT THE ROAD ALIGNMENT WOULD LOOK LIKE.

AND THEN MOVING FORWARD, WE WOULD LOOK AT ADOPTING THIS AS PART OF THE MOBILITY MASTER PLAN AMENDMENT.

THAT CONCLUDES MY PRESENTATION.

WE'VE WORKED WITH PLANNING DEVELOPMENT SERVICES AND OUR THIRD PARTY CONSULTANTS FOR THE FUTURE MASTER PLAN.

WE DO MAINLY BECAUSE OF THE CROSS CONNECTION TO THE FUTURE RESIDENTIAL DEVELOPMENT, AS WELL AS NOT IMPACTING TRAFFIC OFF OF HART AND CONTINENTAL, WHICH WAS, I THINK, ALTERNATIVE TWO AND THREE OF THE PREVIOUS OPTIONS THAT WE LOOKED AT.

SO YES, SIR. IN NEXT STEPS IS STARTING DISCUSSIONS WITH THE STAKEHOLDERS AND YES, SIR, FIGURING OUT HOW TO ACQUIRE THE RIGHT WAY.

YES, SIR. OR WHETHER WE WOULD BE LOOKING AT THAT.

AND WE ALSO BE LOOKING AT SURVEYING TO MAKE SURE THAT WE HAVE THE APPROPRIATE STAND OFF DISTANCE FROM THE TANKS.

BUT YES, SIR, THAT WOULD BE THE NEXT STEP.

A LITTLE BACKGROUND.

IF YOU DON'T MIND, SIR, IS THAT WE BASICALLY MOVED FROM A TWO LANE RURAL SECTION TO A FOUR LANE DIVIDED ARTERIAL WITH THE PROJECT LIMITS, BASICALLY FROM EMERALD UP TO HIGHLAND STREET.

AND SO WHAT WE DID WAS BECAUSE OF THERE SEVERAL REASONS WHY WE'RE LOOKING AT REVISING THE SPEED LIMIT, SIR.

THE FIRST ONE. BASICALLY, IT WAS A RECOMMENDATION FROM THE ENGINEER ENGINEER OF RECORD AND SUPPORTED BY A THIRD PARTY CONSULTANT.

WHEN WE HAVE SUCH A CONGESTED AREA, WE HAVE A DIVIDED ARTERIAL AND WE HAVEN'T BEEN ABLE TO GET AS MUCH RIGHT AWAY AS WE NEEDED BECAUSE OF THE NARROW LANES AND HOW NARROW THE ROADWAY IS AND ITS FINAL DISPOSITION.

WE DO HAVE SOME SIDE ISSUES AND SO THE THOUGHT PROCESS IS THAT BE ABLE TO PRESERVE THE SITE DISTANCE AND TO BE ABLE TO SEE FROM THE INTERSECTION STREETS.

WE HAD TO DO TWO THINGS.

ONE IS REDUCE THE SPEED TO 35 MILES PER HOUR, WHICH STILL ALIGNS WITH THE MOBILITY MASTER PLAN, AS YOU SEE HERE, IS AN A DIVIDED ARTERIAL.

THE SECOND THING THAT WE'RE DOING ALSO IS BECAUSE OF THE OUTSIDE LANES ARE WIDER THAN THE INNER LANES.

WE'RE GOING TO BE STRIPING TO PUSH CARS FARTHER AWAY FROM THE CURVE BY ABOUT 18 INCHES TO TWO FEET.

THIS WOULD ALLOW CARS THAT ARE WAITING TO CROSS INTO NORTH WHITE CHAPEL A LITTLE BETTER SIGHT LINE TO SEE THE CARS ONCOMING.

SO THAT'S THE REASON WHY WE'RE LOOKING AT SETTING THE NEW SPEED LIMIT.

AND THEN ACTUALLY THE LIMIT WOULD BE THE SECTION ONLY FROM 1709 OR SOUTHLAKE BOULEVARD NORTH TO WHERE YOU SEE THIS ORANGE LINE RIGHT HERE, JUST NORTH OF WHERE THE DELTA HOTEL IS.

AND THEN EVERYTHING NORTH OF THAT WILL CONTINUE ON TO B 40 PER THE EXISTING ORDINANCE.

WE HIGHLIGHTED THIS TEAM IN A VARIETY OF WAYS, BUT TONIGHT I JUST WANTED TO DO IT ONE MORE TIME AS WE WRAPPED UP THE MONTH AND I WANTED TO SHARE A LITTLE BIT OF INFORMATION ABOUT WHAT THIS GREAT TEAM DOES AS WE KNOW, THEY OFFER THINGS LIKE CAMP MANIA, CLUB METRO SWIM LESSONS, ALL KINDS OF RECREATION PROGRAMS. AND THIS YEAR, MORE THAN 4500 PARTICIPANTS HAVE GOTTEN INVOLVED IN THOSE PROGRAMS. AND WHEN YOU THINK ABOUT OUR ATHLETIC PROGRAMS, IT'S ABOUT 4600.

AND THEN IN ADDITION TO THAT, THERE ARE ALL SORTS OF LEAGUES, ATHLETIC LEAGUES THAT THEY MANAGE AND HELP WITH.

AND SO THEY ARE CREATING FUN IN OUR COMMUNITY IN A LOT OF DIFFERENT WAYS.

AND THEN WHEN YOU THINK ABOUT THE MARK AND CHAMPIONS CLUB, THAT'S A REAL SUCCESS STORY AS WELL.

SINCE OCTOBER ONE, WE'VE HAD MORE THAN 232,900 CHECK INS TO CHAMPIONS CLUB, AND THE MEMBERSHIPS ARE GROWING FROM 2400 MEMBERS IN OCTOBER TO ABOUT 3100 RIGHT NOW.

SO WE CONTINUE TO SIGN PEOPLE UP TO BE A PART OF THAT AMAZING EXPERIENCE.

THEY ALSO WORK WITH OUR SENIOR CITIZENS AND RIGHT NOW WE'VE GOT ABOUT 667 SENIORS WHO COME AND TAKE ADVANTAGE OF PROGRAMS THAT ARE DESIGNED SPECIFICALLY FOR THEM.

WE HAD SO MUCH DISRUPTION THAT IT JUST WAS NOT CONDUCIVE TO WHAT I THINK WE ARE HERE IN TOWN SQUARE IN SOUTHLAKE AND I GIVE SOME CONSIDERATION TO THE GROUP THEMSELVES.

I'M SURE THEY DIDN'T WANT WHAT HAPPENED TO HAPPEN, BUT WHEN THEY ANNOUNCE A RALLY AND IT GOES OUT ON FACEBOOK, THEY GET A LOT OF HANGER ONS THAT COME OUT AND TURNED INTO SOMETHING ELSE BEYOND THEIR CONTROL.

AND ALL OF A SUDDEN WE HAVE A SITUATION THAT WE'RE NOT ALL IN FAVOR OF.

SO I WOULD HOPE THAT WE THINK THAT WENT THROUGH REAL CLEARLY.

THERE'S A REASON WHY THE HIGH SCHOOL AND THE CHURCH ACROSS THE STREET, GATEWAY, ALLOWED THEM ONE ATTEMPT, AND THAT WAS DONE.

WE WENT OVER THE EXTERIOR ELEVATIONS AND THE MATERIALS, BUT IT'S AN ART DECO DESIGN, EXTERIOR DESIGN, STANDARD GLASS FRONT, WHICH ALLOWS VIEWS FROM THE STREET INTO THE RESTAURANT.

THE ELEVATIONS FACING THE STREETS, BOTH STREETS ARE PRIMARILY BRICK.

THERE'LL BE A CANOPY THAT COVERS THE MAIN ENTRANCE AND WRAPS AROUND THE EAST PORTION OF THE BUILDING.

AND AS MENTIONED, THE PATIO IS JUST UNDER 1300 SQUARE FEET.

THERE IS A REPORT FROM PACHECO KOCH ENGINEERING FIRM IN YOUR PACKET WHERE THEY'VE DONE A SITE ANALYSIS. THE FINDINGS OF THAT APPLICANT PROVIDING ANALYSIS INDICATES THAT THE INTERSECTION LIGHT OF SITE ANALYSIS MEETS ALL AASHTO REQUIREMENTS IN TERMS OF VISIBILITIES FROM THE DRIVERS WHEN THEY STOP AT THE WHAT'S CALLED AN ALL STOP INTERSECTION.

THE PUBLIC WORKS DEPARTMENT ALSO TOOK THAT ANALYSIS AND HAD OUR THIRD PARTY ENGINEERING FIRM REVIEW IT, AND THEY AGREED WITH THE FINDINGS OF THE STUDY.
