AND THE THIS YEAR WAS, I MEAN, EVEN MORE SPECIAL THAN NORMAL BECAUSE WE HAD AN AMAZING AMOUNT OF SUCCESS AT BOTH THE 13 YEAR AND CERTAINLY THE 12 YOU LEVEL. PROVIDE LANGUAGE THAT INDICATES THE COUNCIL WILL APPOINT THE VICE CHAIRPERSON ONLY FOR THE ZONING BOARD OF ADJUSTMENT, WHICH IS REQUIRED BY THE ZONING ORDINANCE, PROVIDE LANGUAGE THAT, WITH THE EXCEPTION OF THE ZONING BOARD OF ADJUSTMENT, MEMBERS OF THE VARIOUS BOARDS, NOT THE CITY COUNCIL, SHALL SELECT ITS VICE CHAIRPERSON BY A MAJORITY VOTE IMMEDIATELY FOLLOWING THE COUNCIL APPOINTMENT OF A CHAIR, OR WHEN THAT SEAT BECOMES VACANT, AND THEN ELIMINATE ANY CONFLICTING ORDINANCE LANGUAGE IN YOUR CODE. IT IS BELIEVED DUE TO THE COMPLEX AND NATURE OF SOME OF THE PLANNING ZONING COMMISSION APPLICATIONS, THE MANY LAWS THAT IMPACT THE FUNCTION OF THAT BOARD AND THE HIGH PROFILE NATURE OF THE COMMISSION, THAT IT'S IN CITIZENS INTEREST, THAT IN DEVELOPMENT AND CONFERENCE OF PLANNING, THAT THE COMMUNITY WOULD BE BETTER SERVED BY ALLOWING THAT BOARD TO. HERE'S WHAT WE DID THE LAST FEW TIMES. AND IT'S REALLY CRITICAL IN THE DEVELOPMENT PROCESS, IN MY OPINION, TO HAVE THAT HISTORY SOMETIMES. AND IT HELPED US TREMENDOUSLY IN THE DEBATE AND THE RHETORIC AND WHAT WE DECIDED ON. SO I WHILE I UNDERSTAND IT'S TOUGH TO JUST LEAVE IT OPEN ENDED, IT'S ALSO UP TO COUNCIL TO MAKE SURE THAT THOSE PEOPLE ARE QUALITY PEOPLE THAT THEY ARE SERVING, THAT THEY'RE SHOWING UP, THAT THEY'RE CONTRIBUTING, THAT THEY'RE STILL AN ACTIVE, VIABLE MEMBER. AND WE DON'T HAVE TO REAPPOINT ANYBODY JUST BECAUSE THERE'S THIS GRANDFATHERED. WE ASSUME THAT THEY THEY STILL HAVE TO REAPPLY. THEY STILL HAVE TO WANT TO REAPPLY. AND WE STILL, AS A COUNCIL, GET TO MAKE THAT DECISION WHETHER WE FEEL THAT WE WANT THEM ON THE PLANNING AND ZONING COMMISSION. SO THAT'S THE WAY I FEEL ABOUT IT. I WAS NOT IN FAVOR OF TERM LIMITS FOR P AND Z WHEN THAT WAS SWITCHED A FEW YEARS AGO. BUT SO I'M ACTUALLY HAPPY TO SEE THAT PLANNING AND ZONING AS THE RECOMMENDING BODY TO COUNCIL CAN SOMEWHAT HAVE SOME CONSISTENCY. AND THERE'S ALWAYS GOING TO BE SPOTS THAT OPEN UP FOR THE FOLKS THAT WANT TO GET IN. THERE'S THE SPOT I MOVED OFF AND AUSTIN REYNOLDS CAME IN. SO HAVING THAT WISDOM, THAT EXPERIENCE THERE, I THINK MAKES A DIFFERENCE FOR US. I THINK HAVING A GREAT P AND Z LIKE WE'VE HAD FOR THE LAST SEVERAL YEARS, WE'VE HAD SOME TOUGH CASES THAT P AND Z HAS REALLY WORKED OVER PRETTY GOOD. AND BY THE TIME THEY GOT TO US, THEY'RE REALLY GOOD SHAPE. AND I THINK THAT'S HELPED US BE MORE EFFICIENT AND MORE EFFECTIVE. SO I'M IN FAVOR OF THE CHANGE TO EXEMPT P AND Z FROM THE TERM LIMITS. AS AMY POINTED OUT, WE CAN ENFORCE A TERM LIMIT WHENEVER WE WANT, ESPECIALLY AT RE-APPOINTMENT TIME, AND WE TAKE THOSE ONE AT A TIME, AS WE ALWAYS DO. AND I'LL INTRODUCE SHARON JACKSON, OUR CHIEF FINANCIAL OFFICER, TO KICK IT OFF. THANK YOU. WE WILL BEGIN WITH A VERY HIGH LEVEL OVERVIEW WITH EVERYONE'S FAVORITE SUBJECT OF TAXATION. AND THIS YEAR, THE TAXABLE VALUE INCREASED BY 10%, WHICH AFFORDED US THE OPPORTUNITY. WE WERE GIVEN THAT BACK BY A TAX RATE REDUCTION THAT WE'RE PROPOSING IN THE BUDGET OF $0.03. SO THE PROPOSED TAX RATE IN THE BUDGET IS 0.36. AGAIN, BY GIVING BACK THE GROWTH THAT WE RECEIVED IN THE TAX TAXABLE VALUE, WE'RE ALSO MAINTAINING THE HOMESTEAD EXEMPTION AT 20%, WHICH IS THE STATE MAXIMUM THAT'S ALLOWED, COUPLED WITH MAINTAINING THE DISABLED AND OVER 65 EXEMPTIONS OF 75,000 AND THE SENIOR TAX FREEZE. NEXT IS THE BREAKDOWN. A LITTLE BIT MORE DETAIL OF THE TAX RATE REDUCTION AS THE CURRENT TAX RATE IS 0.39. THE NO NEW REVENUE TAX RATE, ALSO PREVIOUSLY KNOWN, REFERRED TO AS THE EFFECTIVE TAX RATE, IS JUST OVER 36. SO THE PROPOSED TAX RATE IS BELOW THE NO NEW REVENUE TAX RATE, WHICH ESSENTIALLY IS ANOTHER WAY OF LOOKING AT THAT. WE'RE GIVING BACK THE GROWTH OF THE INCREASE IN THE PROPERTY VALUES BACK TO THE TAXPAYERS IN THE FORM OF A TAX RELIEF BY REDUCING THE TAX RATE. AND THAT REVENUE REDUCTION FOR THE TAX RATE REDUCTION IS JUST OVER 2.7 MILLION TO THE CITY. IN ANOTHER WAY. WE'RE ALSO MAINTAINING THE 20% HOMESTEAD EXEMPTION AND BASED ON THE AVERAGE VALUE OF AVERAGE TAXABLE VALUE IN SOUTHLAKE, THAT REDUCES OUR VALUE JUST OVER 176,000 OFF THE TOP BEFORE APPLYING THE TAX RATE. AND THAT SETS AN ADDITIONAL TAX RATE EQUIVALENT OF 7.2, WHICH WOULD REDUCE THE EFFECTIVE EQUIVALENT TAX RATE DOWN TO [02:35:05] 0.288. THE HOMESTEAD EXEMPTION DOES REDUCE THE CITY'S OVERALL TAX REVENUE JUST OVER 5 MILLION. IT'S A 5.1 MILLION REDUCTION IN TAXABLE REVENUE. THIS IS ANOTHER WAY OF JUST BREAKING DOWN THE LOOKING AT THE TAX RELIEF THAT'S INCLUDED IN THE PROPOSED BUDGET. AGAIN, THE PROPOSED RATE IS 0.36, BUT ONCE YOU APPLIED THE TAX RATE EQUIVALENT FOR THE HOMESTEAD EXEMPTION, THAT REDUCES THAT TAX RATE EQUIVALENT TO 0.288. AND THE ANNUAL TAX BILL, BASED ON THE AVERAGE VALUE OF HOME IN SOUTH LAKE, WOULD BE JUST OVER 2500, WHICH IS VERY COMPARABLE TO THE AVERAGE TAX BILL FOR THE CATHOLIC RESIDENTS OVER THE LAST TEN YEARS. SO KEEPING THE TAXABLE TAX, CITY TAX BILL COMPARABLE. AND EVEN WITH THE TAX RATE REDUCTION AND RETAINING ALL OF THE EXEMPTIONS, WE ARE STILL ABLE TO MAINTAIN THE FUND BALANCE FOR THE GENERAL FUND AT THE OPTIMUM LEVEL. AND AS WE'VE DONE IN PREVIOUS YEARS, ANYTHING ABOVE THAT OPTIMUM LEVEL IS TRANSFERRED TO THE STRATEGIC INITIATIVE FUND, AND THAT'S NO DIFFERENT IN THIS BUDGET THAT WILL ALLOW US THE ABILITY TO PAY CASH FOR SOME OF OUR CSP PROJECTS. HERE'S A QUICK LOOK AT THE OVERALL OPERATING EXPENSES. THAT'S IN THE 23 PROPOSED BUDGET, WHICH IS JUST OVER 117 MILLION. AND AGAIN, AS IN PRIOR YEARS, THIS IS A ONE YEAR LOOK AT THE BUDGET. BUT WHEN DEVELOPING THE BUDGET IS A MULTI YEAR LOOK THAT WE LOOK TO ENSURE THAT THIS IS A SUSTAINABLE BUDGET WITH A FIVE YEAR LOOK. AS IN PREVIOUS YEARS, WE HAVE PART OF OUR COST CONTAINMENT STRATEGY. WE KEEP OUR EXISTING SERVICES AT THE BELOW THE CPI TO KEEP OUR ORGANIC GROWTH FOR EXISTING SERVICES. AND THE PROPOSED BUDGET IS 8.4, WHICH IS SLIGHTLY BELOW THE CPI FOR THE DFW AREA. HOWEVER, THE GENERAL FUND DID INCREASE A SLIGHTLY OVER 10%, AND THAT GAP OF THE 1.8% IS RELATED TO ITS SERVICE ENHANCEMENTS OR THE FEDERAL STATE MANDATES THAT ARE UNFUNDED. SO THE OVERALL INCREASE IN THE GENERAL FUND IS 10.2%. AND AGAIN, FOR EXISTING SERVICES, THIS IS SLIGHTLY BELOW THE DFW CPI AVERAGE. AS I MENTIONED EARLIER, THAT THE FUNDS THAT ARE ABOVE THE STRATEGIC THE FUNDS ABOVE THE OPTIMUM LEVEL FOR FUND BALANCE IS TRANSFERRED INTO THE STRATEGIC INITIATIVE FUND, AND THAT'S NO DIFFERENT. IN THIS BUDGET. WE ARE MAKING A TRANSFER OF CASH TO THE CFP FROM THE STRATEGIC INITIATIVE FUND TO FUND THE PROPERTY TAX PORTION OF THE A PORTION OF THE PROPERTY TAX CFP. HOWEVER, THERE WILL BE A PORTION OF THAT. THAT WILL BE WE WILL ISSUE CERTIFICATES OF OBLIGATION, BUT PART OF OUR DEBT STRATEGY WILL BE SHORTER TERM AMORTIZATION FOR THOSE CEOS THAT COUNCIL WILL BE APPROVING LATER IN THE FISCAL YEAR 2023. THE GOOD NEWS IS THAT WE STILL WILL HAVE LESS THAN 100% OF OUR PROPERTY TAX SUPPORTED DEBT WILL BE PAID OFF IN LESS THAN TEN YEARS. AND THAT'S ALSO INCLUDING WITH THE UPCOMING CERTIFICATES OF OBLIGATIONS THAT WE WILL ISSUE IN 2030, THAT WE'LL STILL BE ABLE TO MAINTAIN THAT MATRIX, WHICH IS THE KEY MATRIX. ONE PRIORITY FOCUS IS SCHOOL SAFETY AND THE ONGOING FUNDING OF OUR SCHOOL RESOURCE OFFICER PROGRAM. AND THIS YEAR WE ARE PROPOSING TO EXPAND THIS DIVISION WITH THREE ADDITIONAL OFFICERS AND A DIVISION CAPTAIN. THE BUDGET IS ALSO PREPARED ANNUALLY WITH THE IDEA OF ENSURING THAT OUR PUBLIC SAFETY PROFESSIONALS HAVE THE EQUIPMENT AND MATERIALS THAT THEY NEED TO DO THEIR JOBS. THIS BUDGET IS NO EXCEPTION. IT INCLUDES FUNDING FOR EQUIPMENT LIKE NEW RADIOS AND OTHER EQUIPMENT FOR POLICE AND FIRE. BUT WE'RE ALSO PROPOSING SOME TRAFFIC SAFETY RELATED EQUIPMENT AND STAFF CHANGES TO ASSIST WITH TRAFFIC SAFETY. WE ALSO LEARNED DURING THE FEBRUARY 2021 WINTER STORM THAT THE WATER SYSTEM SUPPLY FROM FORT WORTH CAN EXPERIENCE CATASTROPHIC FAILURE, WHICH COULD HAVE SERIOUS CONSEQUENCES ON OUR FIRE RESPONSE. AND LAST YEAR WE BUDGETED TO ADD A TANKER TRUCK TO THE FIRE DEPARTMENT. BUT SUPPLY CHAIN ISSUES HAVE DELAYED THAT DELIVERY. SO WE ARE HAVING TO RE BUDGET FOR CERTAIN ITEMS DUE TO THOSE SUPPLY CHAIN CHALLENGES, CHANGE CHALLENGES. THERE ARE OTHER PROJECTS AND EXPENSES COVERED AS WELL, RECOGNIZING THAT NOT ALL SAFETY INITIATIVES ARE RELATED TO POLICE AND FIRE. [02:40:06] QUALITY DEVELOPMENT HAS AND ALWAYS HAS BEEN A TOP PRIORITY FOR THE CITY COUNCIL, AND THIS BUDGET SUPPORTS THAT FOCUS AREA IN SEVERAL WAYS. OF COURSE, THE BUDGET INCLUDES FUNDING TO PROMOTE QUALITY DEVELOPMENT THROUGH OUR WORK AND INVESTMENT THROUGH THE USE OF VARIOUS FUNDING SOURCES SUCH AS THE STRATEGIC INITIATIVE FUND, THE HOTEL OCCUPANCY TAX AND PUBLIC ART FUNDS, AS WELL AS GENERAL FUNDS THAT ARE LEVIED ON TREE REMOVAL. ADDITIONALLY, THE CITY HAS A FOCUS ON PARTNERSHIPS AND WE WORK WITH PARTNERS TO LEVERAGE BETTER SERVICE DELIVERY. EXAMPLES ARE SHOWN ON THIS SCREEN AND INCLUDE HOW WE WORK VERY CLOSELY WITH CAROLINA SD. OUR JOINT AND DISPATCH IS ALSO A GREAT EXAMPLE, AND WE HAVE MERGED OUR ANIMAL CONTROL SERVICES TO SAVE MONEY AND IMPROVE SERVICE. SOME OF THE CHALLENGES THAT WE'VE HAD WITH SIDEWALK SEGMENTS INCLUDE GETTING RIGHT OF WAY OR MAYBE A LITTLE BIT MORE COMPLICATED OF A SEGMENT TO CONNECT OVER A DRAINAGE EASEMENT OR THROUGH A KEY DRAINAGE AREA. THIS FISCAL YEAR, WE PLAN TO CONSTRUCT MOST OF THESE SIDEWALK SEGMENTS ALONG WITH BIG OTHER PROJECTS, TO TAKE ADVANTAGE OF ECONOMIES OF SCALE, TO GIVE THE RESIDENTS THE BEST DOLLAR VALUE FOR THEIR MONEY. LOOKING AT OUR WATER INVESTMENTS, OUR WATER INFRASTRUCTURE IS ALWAYS A TOP PRIORITY. THESE PROJECTS ARE FUNDED OUT OF THE UTILITY FUND IN THE CIP. THIS BUDGET INCLUDES NEW AND ONGOING PROJECTS AS WELL AS SET ASIDES FOR FUTURE PROJECTS. THE PUBLIC WORKS DEPARTMENT IS VERY ANXIOUS TO GET THESE GOING AND MAKE SURE THAT OUR LONG TERM INTEGRITY OF OUR WATER INFRASTRUCTURE IS SOUND. TAKING A LOOK AT OUR WASTEWATER INVESTMENTS. THE CIP ALSO IMPROVES INCLUDES FUNDING TO IMPROVE AND MAINTAIN OUR INFRASTRUCTURE. AS NOTED ON THIS SLIDE, ONE OF THE MAJOR INITIATIVES FOR OUR DEPARTMENT WILL BE TO INVEST IN THE INFRASTRUCTURE FOR OUR EROSION PROTECTION. THIS WAS AN INITIATIVE THAT WAS STARTED THIS FISCAL YEAR. AS YOU CAN SEE ON THIS SLIDE, WE HAVE CURRENTLY FIVE PROJECTS THAT ARE UNDER DESIGN AND ARE MOVING TO CONSTRUCTION IN FY 23. AND THEN ON THE RIGHT HAND SIDE, YOU'LL SEE THE PROJECTS THAT ARE GOING TO BE MOVING INTO DESIGN IN 23 AND MOVING INTO CONSTRUCTION IN 24. RE STABILIZING EMBANKMENTS AROUND THESE MANHOLES AND SEWER MAINS, DRAINAGE AND CREEK CROSSING IS REALLY CRUCIAL TO MAKING SURE THAT OUR CRITICAL INFRASTRUCTURE IS MAINTAINED AND THAT WE MINIMIZE OUR SANITARY SEWER, SANITARY SEWER OVERFLOW RISK. THIS PROGRAM IS ALSO FUNDED THROUGH THE UTILITY FUND AND IS VERY CRITICAL TO OUR INFRASTRUCTURE. TAKING A LOOK AT OUR STORMWATER INVESTMENTS. THE STORMWATER PROGRAMS CAN EXPAND AND IMPROVE THE CITY'S DRAINAGE INFRASTRUCTURE AND MANAGE THE FLOW OF STORMWATER THROUGHOUT THE CITY. [02:45:08] AND WE'RE VERY EXCITED TO LET YOU KNOW THAT THE FUNDING FOR THE NORTH WHITE CHAPEL BRIDGE REPLACEMENT AT THE KIRKWOOD BRANCH HAS BEEN SECURED AND WILL BE FUNDED 80% BY DENTON COUNTY. THAT PROJECT IS VERY BIG AND IT'S A BIG ONE FOR THE CITY, SO WE'RE EXCITED TO BRING IT FORWARD AND WE'LL ALSO USE SOME OF THE STORMWATER FUNDING TO CONTINUE THE EROSION PROGRAM AS WELL AT SIMMONS COURT. TAKING A LOOK AT OUR PARK INVESTMENTS, THE CITY IS GOING TO CONTINUE ITS AGGRESSIVE IMPLEMENTATION OF THE SOUTHLAKE PARK PARKS, RECREATION AND OPEN SPACE MASTER PLAN WITH THE ADOPTION OF THIS CIP. SO THE PROJECT FUND HAS ESTABLISHED ALMOST $12 MILLION AS A SET ASIDE FOR THE SOUTH LAKE SPORTS COMPLEX. WITH THIS BUDGET IN FY 23, WE'RE PROPOSING AN ADDITIONAL $4 MILLION FOR THIS PURPOSE THROUGH SPDC. ALSO, YOU'LL SEE ON THIS SLIDE THAT SPDC WILL ALSO FUND THE REMAINING FUNDING NEEDED FOR THE MUCH DESIRED PICKLEBALL COMPLEX THIS YEAR. MOVING INTO COMMUNITY ENHANCEMENTS. IT'S OUR PRACTICE THAT WE'VE CONTINUED TO TAG FUNDS FOR THE PUBLIC ART FUND THROUGH THE CIP AND FY 2023 IS NO DIFFERENT. SO WE WILL BE SETTING ASIDE $100,000 FOR MASTER PLAN IMPLEMENTATION FOR THE PUBLIC ART PROGRAM, AS WELL AS $50,000 TO CONTINUE OUR ADA IMPROVEMENTS THROUGHOUT THE CITY TO ENSURE THAT ALL CITY FACILITIES ARE ACCESSIBLE TO EVERYONE. TAKING A LOOK AT OUR FACILITIES INVESTMENTS. AS YOU CAN SEE ON THE SCREEN, THIS BUDGET SETS ASIDE PROJECT FUNDING FOR NOT ONLY THE MUNICIPAL SERVICE CENTER, BUT ALSO THE LIBRARY AND MULTI-USE FACILITY, AS WELL AS THE EMERGENCY OPERATIONS CENTER RELOCATION. THE MUNICIPAL SERVICE CENTER IS PROJECTED TO ULTIMATELY COST ABOUT 36 MILLION, AND THE PROJECT FUND HAS ABOUT 23.8 MILLION SET ASIDE RIGHT NOW. SO WITH THE EXTRA 9 MILLION, IT WILL BE CLOSE TO ACCUMULATING THE FUNDING THAT'S NEEDED TO PAY CASH FOR THIS FACILITY. NOTE THAT MOST OF THE DOLLARS THAT ARE FUNDING THIS CASH ARE COMING FROM THE UTILITY FUND WITH $8.4 MILLION SET ASIDE IN FY 22 FOR THE LIBRARY AND $8.5 MILLION SET ASIDE IN FY 23. THE LIBRARY AND MULTI-USE FUNDING MULTI USE PROJECT IS SETTING ASIDE QUITE A BIT OF FUNDING TO GET THAT PROJECT STARTED. AND OF COURSE WE WOULD LIKE TO RECOGNIZE OUR PARTNERS, THE CITY OF KELLER, THE TARRANT COUNTY BOND AND DENTON COUNTY FOR THEIR PARTICIPATION IN THE CIP BECAUSE IT'S REALLY PROVIDED SOME GREAT RELIEF TO OUR TAXPAYERS. WITH THAT, I WILL TURN IT OVER TO DIRECTOR OF HR, STACY BLACK. THANK YOU. GOOD EVENING, MAYOR. MEMBERS OF THE COUNCIL. SO THE PROPOSED BUDGET ALSO INCLUDES SEVERAL INVESTMENTS RELATED TO PERFORMANCE MANAGEMENT AND SERVICE DELIVERY. THESE INVESTMENTS ARE FOCUSED BOTH ON OPTIMIZING TECHNOLOGY AND ENSURING OUR PROCESSES ARE ALIGNED FOR EFFICIENCY WHILE ALSO MEETING OUR SERVICE DEMANDS. INVESTMENTS IN THIS CATEGORY ARE MEANT TO ADDRESS EFFICIENCY, CUSTOMER PULL AND INITIATIVES TO SITUATE OUR CITY FOR A STRONG ECONOMIC FUTURE. AND YOU CAN SEE JUST A FEW OF THOSE EXAMPLES THAT ARE ON THE SCREEN. AS EVERYONE KNOWS, VOLUNTEERS ARE SO IMPORTANT HERE IN SOUTHLAKE AND ONE OF OUR FOCUS AREAS. JUST TO RECAP THIS, LAST YEAR WE HAD OVER 100 VOLUNTEERS SERVE MORE THAN 18000 HOURS, WHICH EQUATES TO OVER $450,000 IN VALUE, ACCORDING TO THE INDEPENDENT SECTOR. AND THAT BRINGS US TO OUR WORKFORCE INVESTMENTS THAT WE'RE PROPOSING IN THE FISCAL YEAR 23 BUDGET. AS EVERYONE KNOWS, SOUTHLAKE IS A SERVICE ORGANIZATION AND LABOR COSTS ARE A SIGNIFICANT PORTION OF THE BUDGET. IN FACT, FOR FISCAL YEAR 23, ABOUT 70% OF PLANNED GENERAL FUND EXPENSES ARE RELATED DIRECTLY TO PERSONNEL. THE PROPOSED BUDGET SUPPORTS THE SEIS CULTURE BY CONTINUING TO FUND IMPORTANT TRAINING AND DEVELOPMENT OF OUR EMPLOYEES WHO ARE TASKED WITH CARRYING OUT THE MISSION OF THE CITY EVERY DAY. WE'RE ALWAYS EVALUATING OUR STAFFING STRUCTURE TO MAKE SURE WE ARE SIZED APPROPRIATELY FOR THE ORGANIZATION AND ALSO TO MEET THE NEEDS OF OUR COMMUNITY. THIS YEAR, THE BUDGET PROPOSES ADDING 7.55 FULL TIME EQUIVALENT POSITIONS. THIS INCLUDES THREE NEW POSITIONS IN THE GENERAL FUND. THESE ARE A FIRE LIEUTENANT SUPPORT EMS PROGRAMING, AN ACCOUNTANT IN THE FINANCE DEPARTMENT AND A TRAFFIC MANAGEMENT TECHNICIAN IN PUBLIC WORKS. IT ALSO PROPOSES FUNDING A PROGRAMS COORDINATOR FOR COMMUNITY SERVICES OUT OF THE COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION BUDGET. AND FINALLY, AS MENTIONED PREVIOUSLY, IT PROPOSES ENHANCING THE SCHOOL RESOURCE OFFICER PROGRAM BY ADDING THREE NEW SROS AND ONE SRO CAPTAIN. OTHER WORKFORCE INVESTMENTS INCLUDE FUNDING THE COMPREHENSIVE EMPLOYEE BENEFITS PROGRAM AND ALSO THE COMPENSATION SYSTEM. ALL OF THESE EFFORTS SUPPORT OUR DESIRE TO BE AN A PLAYER OF CHOICE AND REALLY ATTRACT THE VERY BEST EMPLOYEES WE CAN TO COME WORK AT THE CITY OF SOUTHLAKE. [02:50:01] WE REALLY FOCUS OUR PROGRAM IN THREE MAIN COMPONENTS HAVING A REALLY GREAT WORKPLACE CULTURE THAT SUPPORTS OUR CORE VALUES AND OUR MISSION. WE WANT TO HAVE A REALLY COMPREHENSIVE BENEFITS PACKAGE THAT IS MARKET COMPETITIVE AND MEETS THE NEEDS OF OUR EMPLOYEES AND ALSO OFFER A FAIR, TRANSPARENT AND FISCALLY RESPONSIBLE COMPETITIVE PAY PROGRAM FOR FISCAL YEAR 23. THE BUDGET PROPOSES A 5% PAY ADJUSTMENT FOR ALL EMPLOYEES. THIS BASE ADJUSTMENT IS ALIGNED WITH THE CONSUMER PRICE INDEX FOR THE DFW AREA AND OTHER MARKET DATA THAT WE'VE REVIEWED IN SUPPORT OF THIS BUDGET. IT PROPOSES ABSORBING THE COST OF HEALTH INSURANCE INCREASES FOR EMPLOYEES WHO COVER THEIR DEPENDENTS ON THE EMPLOYEE HEALTH INSURANCE. IT, OF COURSE, PROPOSES MAINTAINING THE COMPETITIVE PAY AND BENEFIT STRUCTURE TO ENSURE OUR DESIRED MARKET POSITION AGAIN, TO REALLY ATTRACT THAT TOP TALENT, IT CONTINUES INITIATIVES RELATED TO OUR TALENT DENSITY AND SUCCESSION PLANNING EFFORTS. AND FINALLY, IT PLACES ONGOING ATTENTION TOWARDS OUR EMPLOYEE ENGAGEMENT PROGRAM. FINALLY, ONE OF THE WAYS WE MEASURE THE COMPETITIVENESS OF OUR BENEFITS PROGRAM IS TO LOOK AT THE BENEFITS AS A PERCENT OF COMPENSATION. AND THIS HELPS US DETERMINE IF WE'RE BOTH BEING COMPETITIVE AND FINANCIALLY RESPONSIBLE. WE LOOK AT THE BLS BENCHMARK DATA FROM THE BUREAU OF LABOR STATISTICS TO SEE WHERE WE SHOULD LAY. AND YOU CAN SEE THE RANGE IN THERE FROM CIVILIAN PRIVATE SECTOR IS ABOUT 31.2% AND THE STATE AND LOCAL GOVERNMENTS ARE COMING ABOUT 38% FOR FISCAL YEAR 2023. WE PROJECT OUR RATIO TO BE ABOUT 28%. SO NOT TOO FAR OFF FROM THAT BENCHMARK AT THIS POINT IN THE PRESENTATION, I'D LIKE TO RETURN IT TO CITY MANAGER SHANA YELVERTON FOR SOME FINAL COMMENTS. OBVIOUSLY, THE TAXPAYERS ARE ACUTELY AWARE OF WHAT WE'RE DOING WITH THE TAX RATE AND WE'RE PROUD TO SUPPORT YET ANOTHER TAX RATE CUT. AND JUST TO REEMPHASIZE THAT THIS CUT IS GOING TO BE ONCE AGAIN FOR THE FOURTH YEAR IN A ROW BELOW THE EFFECTIVE RATE, WHICH MEANS THAT THE AVERAGE HOMEOWNER IN SOUTH LAKE PAYS LESS TO THE CITY OF SOUTH LAKE ON THEIR PROPERTY TAX BILL THAN THEY DID LAST YEAR OR THE YEAR BEFORE, THE YEAR BEFORE. THAT IS PART OF THIS COUNCIL'S COMMITMENT TO THE TAXPAYERS OF SOUTH LAKE THAT WE ARE GOING TO CONTINUE TO PROVIDE WHATEVER RELIEF WE CAN AGAINST THESE RISING APPRAISALS, AND WE WILL CERTAINLY CONTINUE THAT IN THIS BUDGET. BUT ON TOP OF THAT, IT DOESN'T JUST STOP WITH TAX CUTS. IT CONTINUES ON TO JUST REALLY, REALLY SOUND FISCAL MANAGEMENT AND SHARON AND YOUR TEAM AND THEN EVERYONE ELSE JUST PUTTING TOGETHER A GREAT, GREAT BUDGET THAT BOTH SERVES THE NEEDS OF THE TAXPAYERS IN THE IN THE IMMEDIATE FUTURE, BUT ALSO SETS US UP FOR SUCCESS DOWN THE LINE SO THAT FUTURE COUNCILS ARE APPRECIATIVE OF OUR WORK AS WELL.
