AND TONIGHT WE ALSO JUST GIVE YOU THANKS FOR THE RESPONSIVENESS AND THE INCREDIBLE WORK BY OUR PUBLIC WORKS TEAM AND OUR FIRE TEAM AND OUR POLICE TEAM IN RECENT EVENTS.

I'LL SAY THAT. AND HERE TO TALK TO US ABOUT WHAT YOU GUYS HAVE GOING ON IS CHAMBER CEO MARK GILBERT.

SO UNLESS YOU WERE LIVING COMPLETELY UNDER A ROCK, YOU SAW THE INCREDIBLE FOUR ALARM FIRE AT THE DALDEN CORPORATION HERE IN SOUTHLAKE.

WHAT WAS THAT, ABOUT THREE WEEKS AGO, CHIEF? THREE WEEKS, MAYBE A MONTH AGO.

AND IN EQUALLY INCREDIBLE WAS THE RESPONSE FROM SOUTHLAKE DPS.

OUR EMERGENCY PERSONNEL AND THE EMERGENCY PERSONNEL FROM ACROSS NORTH TEXAS IS ABSOLUTELY INCREDIBLE TO SEE THE COMMUNITY, OUR COMMUNITY AND OTHER COMMUNITIES BAND TOGETHER TO STOP WHAT COULD HAVE BEEN AN INCREDIBLY DAMAGING SITUATION.

IT WAS VERY DANGEROUS.

SO WITH THAT, I'LL TURN IT OVER TO CHIEF STARR TO TELL US MORE ABOUT IT.

THIS EVENING GIVES ME THE OPPORTUNITY TO TALK ABOUT THE PREPARATION PROCESS PLANNING ACTION THAT PROTECTS OUR COMMUNITY FOR AN EVENT LIKE THE DALDEN FIRE.

THESE ACTIONS ALLOW US TO EFFECTIVELY AND EFFICIENTLY RESPOND.

THERE WILL BE A HIGH LEVEL OVERVIEW TO GIVE YOU AN UNDERSTANDING OF THE RISK ASSESSMENT AND PRECAUTIONARY MEASURES THAT ARE IN PLACE THAT GIVES US ASSESS RESPONSE AND OUTCOMES.

EVERY STRUCTURE IN THE CITY OF SOUTHLAKE UNDERGOES A RISK ASSESSMENT I'LL GET INTO IN A FEW SLIDES.

THROUGH THE RISK ASSESSMENT, WE WERE ABLE TO EVALUATE AND COME UP WITH A STANDARD TO COVER, ALONG WITH THE RISK ASSESSMENT EACH BUSINESS HAS A PRE FIRE PLAN THAT SHOWS THE FLOORPLAN OF THE BUILDING, UTILITIES, HAZARDS, SPECIAL PRECAUTIONS THAT MAY BE ASSOCIATED WITH RISK CLASSIFICATIONS, FIRE AND EMERGENCY MEDICAL SERVICES, TECHNICAL RESCUE, HAZARDOUS MATERIAL.

AND THEN THEY'RE PUT IN A CATEGORY: LOW, MODERATE, HIGH AND MAXIMUM.

ANNUAL INSPECTIONS ARE CONDUCTED TO ENSURE FIRE CODE COMPLIANCE.

SO THE FIRST THING WE LOOK AT IS THE OVERALL COMMUNITY RISK.

IN DOING SO, WE ASSESS SIX KEY ELEMENTS CONCERNING COMMUNITY RISK: FIRE FLOW, PROBABILITY, CONSEQUENCE, OCCUPANCY RISK, DEMAND ZONE AND COMMUNITY PROFILE.

THE SECOND PHASE OF THIS IS WE HAVE A RISK ASSESSMENT AND A HAZARD ANALYSIS.

THIS PROGRAM WE ACTUALLY DEVELOPED WITH THE HELP OF IT AND EVERY BUSINESS IN THE CITY OF SOUTHLAKE IS EVALUATED.

SO IF A NEW BUSINESS COMES IN, WE SEND THAT INFORMATION AND WE HAVE A GRADING SCALE THAT EVALUATES THIS BUSINESS AND ASSIGNS THAT BUSINESS A RISK EITHER LOW, MODERATE OR HIGH OR MAXIMUM.

SOME OF THE THINGS THAT WE LOOK AT ARE THE LOSS OF LIFE POTENTIAL, THE ABILITY OF OCCUPANCY TO TAKE SELF-PRESERVATION ACTION, NATURE OF THE OCCUPANCY AND THE CONTENTS.

CONSTRUCTION FEATURES, FIRE LOSS, POTENTIAL BUILT IN FIRE PROTECTION SYSTEM, HISTORIC VALUE, FIRE FLOW AND ECONOMIC IMPACT.

FROM THOSE THINGS, WE'RE ABLE TO COME UP WITH A RISK ASSESSMENT.

AND BASICALLY A RISK ASSESSMENT IS OUR POLICIES, PROCEDURES, HOW WE RESPOND TO A STRUCTURE FIRE, BUT ALSO OUTLINES IF WE HAVE A MAXIMUM HAZARD LIKE DALDEN, OBVIOUSLY THE RESPONSE IS GOING TO BE MUCH DIFFERENT THAN WHAT IT WOULD BE RESPONDING TO A RESIDENTIAL STRUCTURE OR SOMETHING WE SEE IN A NURSING HOME OR ASSISTED LIVING.

SO THIS DOCUMENT ALLOWS US TO PREPLAN AND PUT ALL THOSE THINGS TOGETHER AHEAD OF TIME.

SO WHEN WE HAVE AN INCIDENT LIKE DALDEN, WE HAVE A PLAN IN PLACE TO RESPOND.

ADDITIONALLY, WE DO PRE FIRE PLANS, AS I DISCUSSED EARLIER, ON EVERY BUSINESS IN THE CITY OF SOUTHLAKE.

THIS BASICALLY IS A BLUEPRINT OF EVERY BUSINESS, SO IT ALLOWS OUR PERSONNEL TO SEE THE LAYOUT OF THE BUILDING, HYDRANT LOCATIONS.

IF THERE'S RISK, IF A HAZARDOUS MATERIAL OR THOSE SORTS OF THINGS, THEY CAN SEE THAT AHEAD OF TIME.

THE OTHER SIDE OF THAT IS WE DO ANNUAL INSPECTIONS TO ENSURE THAT, LIKE I SAID EARLIER, THE FIRE CODE COMPLIANCE.

SO IT'S ONE THING TO DO A PRE FIRE PLAN, IT'S ANOTHER THING TO SHARE THAT THEY'RE ON AN ANNUAL BASIS, THAT THEY'RE COMPLIANT WITH THE CODE AND THEY'RE MEETING SAFETY REGULATIONS.

SO WE HOPE WE NEVER HAVE TO USE THOSE PRE PLANS.

BUT WE DID AS WE DISCUSSED EARLIER ON AUGUST 17TH, WE RESPONDED TO DALDEN.

OUR GUYS KNEW RIGHT AWAY, OUR PERSONNEL KNEW RIGHT AWAY THAT IT WAS THE LOCATION WAS DALDEN.

THEY KNEW THE RISK. SO THE BATTALION CHIEF RIGHT AWAY WENT TO ALARMS, WHICH REQUESTED ADDITIONAL PERSONNEL AND REQUESTED A LEVEL ONE HAZMAT RESPONSE, BASICALLY A LEVEL ONE HAZMAT.

WE'RE PART OF THE NORTHEAST FIRE DEPARTMENT ASSOCIATION.

SO WHEN WE DO A LEVEL ONE HAZMAT RESPONSE, BASICALLY WE HAVE A WHOLE HAZMAT TEAM RESPONSE TO THIS.

SO IT'S AROUND 30 FIREFIGHTERS HAS HAZMAT TECHNICIANS TO HANDLE THE HAZMAT RESPONSE SIDE OF THIS.

WE ENDED UP WITH A FOUR ALARM ASSIGNMENT, WHICH IS ABOUT 75 PERSONNEL ON SCENE.

IT WAS UNDER CONTROL WITHIN 90 MINUTES.

AND THERE'S A LOT OF OTHER ASPECTS THAT WERE GOING ON.

THERE WAS EVACUATIONS FOR HOMES.

THERE WAS SHELTERING IN PLACE WITH THE SCHOOL.

SO ALL OF THAT WAS PREPLANNED AND THOSE SORTS OF THINGS.

SO THAT ALL HAPPENED VERY SOON IN THE GAME AND OVERALL GAVE US A GREAT SUCCESS.

AND, YOU KNOW, WE ENHANCE OUR RESPONSE BY OUR MUTUAL AID.

PART OF THE NEFDA GROUP, AS I MENTIONED EARLIER, MOST OF THESE CITIES ARE PART OF OUR NEFDA RESOURCES, AND WE TRAIN WITH THEM CONSTANTLY TO MAKE SURE THAT WE UNDERSTAND THEIR CAPABILITIES. THEY UNDERSTAND OUR CAPABILITIES, AND WE HAVE THOSE SPECIALTY RESOURCES, WHETHER IT'S BOMB OR HAZMAT TECH OR TECH RESCUE OR THOSE SORT OF THINGS.

SO ALL THESE PEOPLE COME INTO PLAY AND ENHANCE OUR ABILITY TO PROVIDE SERVICE TO THE CITIZENS.

AND THEN OUR CITY TEAM, YOU KNOW, WE HAD EVERYBODY FROM PUBLIC WORKS TO PD TO THE BUILDING DEPARTMENT, YOU NAME IT.

EVERY TIME WE HAVE A MAJOR EVENT HERE IN THE CITY WHERE THERE IS THE WINTER WEATHER OR WHATEVER THE CASE WOULD BE, OUR CITY TEAM REALLY STEPS UP.

AND, YOU KNOW, THERE WAS PEOPLE OUT THERE WITH US ALL NIGHT LONG TO ENSURE THAT EITHER THE ROADS WERE BLOCKED OFF OR THERE'S, PUBLIC WORKS BROUGHT SAND OUT BECAUSE WE HAD TO DAM UP SOME THE CREEK AND THOSE SORT OF THINGS.

SO IT REALLY IS A TRUE EFFORT.

SO EVEN THOUGH AS A FIRE DEPARTMENT RESPONSE, EVERY TIME WE HAVE SOMETHING LIKE THAT, YOU KNOW, THESE GROUPS STAND UP AND REALLY HELP US OUT.

SO THIS IS A NAME OF THOSE INDIVIDUALS IS ABOUT 60 PEOPLE THAT RESPONDED FROM THE CITY THAT HELPED US OUT THAT DAY.

AND I KNOW WE HAVE A LOT OF THESE PEOPLE IN THE CROWD.

IF THEY WOULD STAND UP AND BE RECOGNIZED, I WOULD APPRECIATE IT.

AS YOU STATED, WE HAVE TWO COUNCIL ACTION ITEMS FOR THIS EVENING.

THE FINAL PHASE OF ADOPTING OUR TAX RATE THAT WE'RE PROPOSING, AS WELL AS ADOPTING THE BUDGET FOR 2023.

AS WE'VE DISCUSSED PREVIOUSLY, WE'RE EXCITED TO MAKE NOTE THAT WE ARE PROPOSING A THREE CENT TAX RATE REDUCTION WHICH WOULD REDUCE THE TAX RATE FROM 0.39 TO 0.36, WHICH IS ALSO BELOW THE NO NEW REVENUE TAX RATE THAT'S PREVIOUSLY KNOWN, REFERRED TO AS THE EFFECTIVE TAX RATE, WHICH ESSENTIALLY MEANS THAT THE PROPOSED TAX RATE FOR ANY PROPERTIES THAT WERE ON PREMISE OR ON THE GROUND LAST YEAR SHOULD NOT SEE OR TECHNICALLY WOULD NOT SEE A TAX RATE INCREASE OR INCREASE IN THEIR CITY PORTION OF THE TAX BILL. WE'RE ALSO INCLUDING THE 20% HOMESTEAD EXEMPTION, WHICH REDUCES THE AVERAGE TAXABLE VALUE BY 176,000 ON THE AVERAGE PRICE HOME, WHICH IS ABOUT 883,000 FOR THIS FISCAL YEAR.

AND ONCE YOU APPLY THE TAX HOMESTEAD EXEMPTION, THE TAX RATE EQUIVALENT REDUCTION IS $0.07, WHICH WOULD REDUCE THE EFFECTIVE TAX RATE ONCE YOU FACTOR IN THE HOMESTEAD EXEMPTION TO LESS THAN $0.30 TO 0.288 TAX RATE FOR THE CITY.

AND THE OVERALL REVENUE REDUCTION FOR THE CITY IS 5.1 MILLION.

HERE'S A SLIDE TO GIVE YOU A DEPICTION FOR ACTUAL HOMES WITHIN SOUTHLAKE.

AS WE'VE ALL DISCUSSED NUMEROUS TIMES THAT WE STARTED OUR STEADY HOMESTEAD TAX RELIEF IN 2013 AND WHEN YOU FACTORED IN SINCE 2013, THE AVERAGE HOME HAS INCREASED 72% IN ASSESSED VALUE IN A 43% INCREASE IN TAXABLE VALUE.

BUT LOOKING AT THESE TWO PARTICULAR EXISTING HOMES, YOU CAN SEE THAT WE'VE MAINTAINED OR LOWERED THERE TAX BILL OVER THE LAST TEN YEARS AND ALL OF THAT IS DUE TO THE TAX RELIEF INCENTIVES THAT WE'VE INSTITUTED SINCE 2013.

NOW TO MOVE TO THE EXPENDITURE SIDE OF THE BUDGET.

THE TOTAL OPERATING BUDGET PROPOSED FOR 2023 IS JUST OVER 1.7 MILLION.

AND OF COURSE, THE TWO LARGEST FUNDS WOULD BE THE GENERAL FUND AND THE UTILITY FUND.

AND AS YOU ARE FULLY AWARE, THERE'S SEVERAL FUNDS THAT MAKE UP THE BUSINESS SO WE CAN CONDUCT THE BUSINESS OF THE CITY.

AND AGAIN, THE PROPOSED BUDGET IS 117.2 MILLION.

THIS IS THE SIDE OF THE CAPITAL BUDGET THAT'S ALSO BEFORE YOU THIS EVENING FOR APPROVAL, WHICH IS 44.3 MILLION IN THE CAPITAL IMPROVEMENT BUDGET.

AND AS WE'VE DISCUSSED PREVIOUSLY, ABOUT 70% OF THIS WILL BE FUNDED WITH CASH.

AND SO WE WILL BE LATER IN THE YEAR, PROBABLY IN THE SPRING, YOU'LL SEE A PROPOSAL TO ISSUE SHORT TERM BONDS TO FUND THE REMAINING 30% OF THE CIP.

AND AS NOTED ON THE SLIDE, THE LARGEST COMPONENT IS RELATED TO THE FACILITIES AND THE NEXT IMPROVEMENT OF MOBILITY FOR THE INVESTMENT IN THE ROADWAYS.

AND IT'S NOTED ON THE SLILDE AGAIN, THERE'S VARIOUS FUNDING SOURCES AND 70% WILL BE FUNDED WITH CASH.

AS WITH PREVIOUS BUDGETS, THIS BUDGET ALSO HITS VARIOUS GUIDING PRINCIPLES THAT HAVE SERVED US WELL UP TO THIS POINT, WHERE WE'RE STILL PROVIDING HOMEOWNER TAX RELIEF OR CASH FUNDING, AS I MENTIONED, 70% OF THE CIP PROJECT.

WE'RE MANAGING OUR GROWTH SO THAT THE BUDGET IS SUSTAINABLE AND STRUCTURALLY BALANCED AND WE'RE HITTING THE OPTIMUM FUND BALANCE AND ALL THE FUNDS AND CONTINUING TO BE AN EMPLOYER

THERE'S A CONCRETE DRIVE WHICH IS REFERRED TO AS A DREAM MAKER AND THERE'S AN ACCESS EASEMENT FOR THIS PROPERTY [INAUDIBLE].

AGAIN, IF APPROVED, THEY WOULD HAVE TO COME IN AND PLAT THE PROPERTY AND DEDICATE AN EASEMENT TO WHERE THOSE UTILITY POLES ARE LOCATED.

ITEM 9B IS TO CONSIDER THE REQUEST FOR SOLID WASTE RATE ADJUSTMENTS WITH REPUBLIC SERVICES FOR RESIDENTIAL AND COMMERCIAL SOLID WASTE AND RECYCLING RATES FOR A TOTAL INCREASE OF 9 AND A HALF PERCENT.

JUST A LITTLE BACKGROUND ON THE CONTRACT ITSELF.

THE CURRENT CONTRACT WITH REPUBLIC WAS APPROVED IN AUGUST OF 2018 AND EXPIRES SEPTEMBER 2023, WHICH IS NEXT YEAR.

THE ANNUAL INCREASE THAT'S INCLUDED IN THE CONTRACT IS 3%, BUT THEY MAY REQUEST AN EXTRAORDINARY INCREASE WHICH WOULD COME TO COUNCIL FOR APPROVAL.

THIS SLIDE SHOWS SECTION 5B OF THE CONTRACT, WHICH DETAILS THAT ANNUAL INCREASE AS WELL AS THE CRITERIA FOR THE EXTRAORDINARY INCREASE.

UNDER OUR CONTRACT, AS I MENTIONED, REPUBLIC HAS AN ANNUAL INCREASE OF 3% BUILT INTO THE CONTRACT AND MAY ASK FOR AN EXTRAORDINARY INCREASE FOR FEES OR EXPENSES NOT ALREADY ACCOUNTED IN THE ANNUAL INCREASE OR THE FUEL SURCHARGE OR SUBSTANTIALLY UNDERREPRESENTED IN EITHER.

THIS SLIDE SHOWS THE BREAKOUT OF REPUBLIC'S NINE AND A HALF PERCENT REQUEST INCREASE.

BUT OVERALL, THIS INCREASE WOULD TAKE THE RESIDENTIAL TOTAL RECYCLING AND TRASH RATE FROM $17.06 TO $18.68 FOR A TOTAL INCREASE OF $1.62 PER MONTH FOR BOTH THE TRASH AND RECYCLING.

SO AS I MENTIONED, THEY ARE ENTITLED TO AN ANNUAL INCREASE OF 3%, WHICH IS THE BASE OF THIS NINE AND A HALF PERCENT.

REPUBLIC, HAS ASKED FOR HIGHER RATE INCREASES IN THE PAST, BUT HAS WORKED WITH STAFF WITH THE EXCEPTION OF 2019.

AS YOU CAN SEE IN 2020 AND 2021, THEY CAME IN HIGHER AND HAVE WORKED WITH STAFF TO COME IN AT 3% OR LOWER.

SO THOSE INCREASES HAVE NOT COME FORWARD TO CITY COUNCIL FOR THE LAST TWO YEARS.

THE THREE AND A HALF PERCENT DUE TO LABOR EQUIPMENT AND OTHER INFLATION COSTS ARE SHOWN HERE OVER ON THE SIDE.

REPUBLIC HAS REPORTED A 6.2% INCREASE IN LABOR IN 8.7% INCREASE IN LABOR IN 2021, AND THEN A 17.8% EQUIPMENT MAINTENANCE SINCE AND EQUIPMENT MAINTENANCE SINCE 2020 AND OTHER EXPENSES HAVE RISEN 3.3% SINCE 2020. AND THEN LASTLY, IN OCTOBER, WE WILL BE PROPOSING SOME CHANGES TO OUR SOLID WASTE ORDINANCE THAT OPEN UP THE MARKET FOR THE ROLL OFF CONTAINERS.

A ROLL OFF CONTAINER IS SHOWN HERE ON THE SLIDE.

IT IS TYPICALLY USED FOR TEMPORARY CONSTRUCTION MATERIAL FOR HOME RENOVATIONS OR CONSTRUCTION, AND THOSE CHANGES TO THE SOLID WASTE ORDINANCE WOULD NOT REQUIRE A FRANCHISE AGREEMENT.

SO IT MAKES THE MARKET MORE OPEN, WHICH IS A BENEFIT FOR OUR RESIDENTS AND CUSTOMERS, OUR COMMERCIAL CUSTOMERS AS WELL.

SO WHILE THE CITY HAS A NONEXCLUSIVE FRANCHISE WITH REPUBLIC, THEY'RE CURRENTLY THE ONLY PERMITTED HAULER FOR TEMPORARY ROLL OFF CONTAINERS.

AND THIS CHANGE TO THE ORDINANCE THAT'S COMING FORWARD IN OCTOBER WOULD RESULT IN AN EXPECTED LOSS OF ABOUT $295,000 A YEAR.

SO REPUBLIC IS REQUESTING FOR HALF OF THAT REVENUE, ABOUT HALF TO BE RECOVERED FOR A TOTAL ANNUAL REVENUE OF ABOUT $141,000.

SO THAT MAKES UP THE ADDITIONAL 3% OF THE NINE AND A HALF PERCENT TOTAL INCREASE.

SO IF APPROVED, NEXT STEPS WOULD BE THAT THIS RATE WOULD GO INTO EFFECT ON OCTOBER 1, 2022, AND WE WOULD IMPLEMENT A COMMUNICATION PLAN WITH OUR RESIDENTS AND COMMERCIAL CUSTOMERS TO MAKE SURE THAT THEY ARE AWARE OF THESE INCREASES.

THEY'VE GONE THEY'VE INCREASED THEIR RATES IN AN EFFORT TO GET PERMANENT EMPLOYEES BACK INTO OUR SYSTEM.

WE'VE GIVEN JUST THIS YEAR ALONE THREE UNSCHEDULED UNBUDGETED INCREASES FOR THOSE HELPERS, CDL DRIVERS TOO.

THERE'S A SHORT SUPPLY OF THOSE, SO WE'VE MADE SOME ADJUSTMENTS TO THE WAGES FOR THE DRIVERS, TECHNICIANS, HEAVY EQUIPMENT TECHS, SAME SITUATION.

BUT THE CONTRACT ITSELF PROVIDES FOR ANNUAL 3% INCREASES.

SO THE DELTA IS REALLY THE SIX AND A HALF IS WHAT YOU'RE TALKING ABOUT? RIGHT. OKAY. YES, SIR. I WOULD ALSO REMIND COUNCIL THAT REPUBLIC OPERATES UNDER A FRANCHISE AGREEMENT WITH US THAT HAS MORE ROBUST REQUIREMENTS THAN I THINK WHAT WE CAN EXPECT UNDER THE ORDINANCE CHANGES WITH THE FREE MARKET ON ROLL OFF SERVICE.

SO AND THAT'S AS TO BE EXPECTED BECAUSE THEY HAVE THE FULL CONTRACT.

BUT I JUST MAKE THAT POINT.

IT MAY NOT BE SIGNIFICANT TO YOU AT ALL, BUT I THINK THAT PART OF THE REASON THAT THEY'RE ASKING US TO SHARE IN THAT COST IS THAT THEY ARE MEETING SOME OF OUR REQUIREMENTS THAT WILL NOT BE APPLIED TO OTHER PEOPLE WHO PROVIDE THE ROLL OFF SERVICE IN THE FUTURE UNDER THE OPEN MARKET.

AND TYPICALLY THE REPUBLIC CONTRACT THE WAY THE COMMERCIAL AND THE RESIDENTIAL RATES WORK OR TALK TO US ABOUT THE INTERSECTION BETWEEN BECAUSE THE RESIDENTIAL RATES ARE LOW AND COMMERCIAL RATES TEND TO BE HIGHER? SO WHAT'S THE STRATEGY AS FAR AS YOU'VE BEEN TOLD ON THAT? I MEAN, IT'S COMPOSITE PRICING, RIGHT? IT'S FULL SERVICE PRICING.

AND SO THEY HAVE THE ABILITY TO WITH THEIR COSTS, TO MAKE ADJUSTMENTS AS THEY SEE FIT ON A COMMERCIAL AND RESIDENTIAL SIDE TO MAKE THAT WORK VERSUS A SINGLE OPERATOR THAT'S JUST TAKING ONE PIECE OF THE BUSINESS.

BUT THIS NINE AND A HALF PERCENT IS ON JUST RESIDENTIAL.

SO WHAT WOULD THE PERCENTAGE BE IF WE ACCEPTED A FULL COST RECOVERY RATE INCREASE? IT WOULD HAVE BEEN 12 AND A HALF PERCENT.

SO THIS IS 3% LOWER THAN WHAT THEY INITIALLY ASKED FOR?

BUT WHEN I LOOK AT THE DIFFERENCE BETWEEN THE 6% AND THE 9 AND A HALF PERCENT, I MEAN, YOU'RE TALKING ABOUT THE BECAUSE I ASKED LAUREN ABOUT THIS EARLIER THAT YOUR MONTHLY RATE IS GOING TO GO IF WE APPROVE 6%, IT WILL GO UP $1.15 A MONTH, 9%.

IT GOES UP $1.60 A MONTH.

AND I MEASURE THE QUALITY OF THE SERVICE WE GET.

I MEAN, I JUST GOT MY ANNUAL I WON'T SAY THE COMPANY, BUT MY ANNUAL INSURANCE PREMIUM AND MY HOMEOWNER'S WENT UP OVER 10%, YOU KNOW, YEAR TO YEAR. IT'S JUST UNFORTUNATELY, THAT'S THIS TERRIBLE ECONOMY THAT'S BEEN CREATED AND THEN WE'RE HAVING TO DEAL WITH.

I GUESS I'D SAY TWO THINGS. FIRST, A 9.5% INCREASE IN UTILITIES, PROBABLY THE LOWEST INCREASE IN UTILITY OF ALL OF OUR UTILITIES THAN WE ARE GOING TO SEE THIS YEAR.

CERTAINLY, IT'S A LOT LOWER THAN MY ELECTRICAL BILL INCREASE.

SO YEAH, TO YOUR POINT ABOUT MEASURING THE QUALITY OF SERVICE, I TOTALLY AGREE.

THEY'VE BEEN GOOD PARTNERS AND I MEAN AND THEIR CEO COMPENSATION IS THAT'S AN INTERNAL THING AND REALLY HAS NO BEARING ON OUR DECISION.
