I DON'T FIND THAT TO BE A COMPELLING REASON.

SO MAYBE ON THAT ONE, OUR RECOMMENDATION IS CONSISTENT WITH THE CITY'S SIGN ORDINANCE, NOT MASTER PLAN, DOESN'T SPECIFY ANYTHING, SO IT DEFAULTS TO THE CITY SIGN ORDINANCE.
