ULTIMATELY, CITY GOVERNMENT IS A SERVICE BUSINESS, AND I THINK SOUTHLAKE AND THE COUNCIL, I'M SURE WOULD AGREE DOES IT AS GOOD OR BETTER THAN ANY CITY IN THE COUNTRY.

AND WE APPRECIATE ALL OF CITY STAFF FOR TAKING A CUSTOMER FIRST MINDSET.

IT MEANS A LOT. SO THIS PROCLAMATION IS WELL DESERVED? I WOULD SAY. SO WITH THAT, LET ME GO AHEAD AND READ THIS.

WHEREAS THE CITY OF SOUTHLAKE RECOGNIZES CUSTOMER SERVICE PROFESSIONALS THAT ARE AN INTEGRAL PART OF OUR CITY AND ARE RELIED UPON TO MEET CUSTOMER NEEDS AND ADJUST TO AN EVER CHANGING MARKETPLACE.

AND. WHEREAS, NATIONAL CUSTOMER SERVICE WEEK WAS ESTABLISHED AND DESIGNATED BY THE US CONGRESS IN 1992 AND THE EVENT IS NOW OBSERVED IN ALL 50 STATES AND 60 COUNTRIES.

AND. WHEREAS, SOUTHLAKE RESIDENTS BENEFIT GREATLY FROM THE CUSTOMER SERVICE EXPERIENCE AND SUPPORT BY CUSTOMER SERVICE PROFESSIONALS WHO ARE THERE TO ANSWER QUESTIONS AND ASSIST CUSTOMERS, WHETHER ON THE PHONE, ONLINE OR IN PERSON.

AND. WHEREAS, THIS YEAR WE CELEBRATE THE COMMITMENT OF THOSE WHO SERVE OTHERS TO MAKE A POSITIVE IMPACT AND WHO IMPLEMENT A RESPONSIVE, TIMELY AND SUCCESSFUL CUSTOMER EXPERIENCE.

SO WHAT YOU'RE WATCHING, PARTS OF WHAT YOU'RE WATCHING HERE HAVE TO DO WITH OUR TRANSITIONAL HOUSING FAMILIES.

AND FOR THOSE OF YOU WHO DON'T KNOW, TRANSITIONAL HOUSING IS THE PROGRAM THAT TAKES FAMILIES THAT ARE HOMELESS, LITERALLY HOMELESS, EITHER IN AN EMERGENCY SHELTER OR LIVING IN A CAR OR ON THE STREETS.

AND WE MOVE THEM INTO A PROGRAM THAT TRANSITIONS THEM TO SELF-SUFFICIENCY.

SO THEY LIVE WITH US FOR TWO YEARS, WORKING ON EVERY DETAIL, EVERY BARRIER THAT HAS KEPT THEM FROM BEING SELF-SUFFICIENT.

PROGRAMS VERY INTENSE, VERY INTENSE CASE MANAGEMENT.

WE KEEP A VERY LOW CASELOAD, NO MORE THAN NINE FAMILIES PER CASE MANAGER, WHICH IS UNHEARD OF IN THE SOCIAL WORK WORLD.

AND ON THESE PHOTOS IN PARTICULAR, YOU'RE SEEING THE GRADUATION CEREMONY THAT WE HAD THIS WEEK OR THIS YEAR.

SO SEVERAL OF THE PICTURES HERE, IN FACT, THERE IS ONE OF OF ALL OF OUR GRADUATES AND THEIR CASE MANAGERS AND SOME OF THE CHILDREN THAT WERE IN THE PROGRAM.

WE HAD SIX WOMEN WHO COMPLETED THE PROGRAM, AND ALL OF THEM ARE NOW COMPLETELY SELF-SUFFICIENT AND CONTRIBUTING MEMBERS OF YOUR COMMUNITY.

SO I THINK THAT IN AND OF ITSELF, I HOPE THAT WARMS YOUR HEART.

BUT I HAVE SOME OTHER REALLY FUN STATISTICS I WANT TO TELL YOU ABOUT.

JUST IN 2000, IN OUR FISCAL YEAR 2022, WHICH JUST ENDED, WE INTERVIEWED OVER 1704 INDIVIDUALS FOR ASSISTANCE.

THE IMPORTANT PART OF THAT NUMBER IS THAT IS A 46% INCREASE OVER LAST YEAR'S NUMBERS.

EXCUSE ME, THIS IS JUST ONE MONTH.

I DIDN'T SAY YEAR. ONE MONTH.

AND THAT WAS A 46% INCREASE OVER LAST AUGUST.

DURING THOSE INTERVIEWS, WE WERE ABLE TO ASSIST WITH 523 CHILDREN FOR THEIR BACK TO SCHOOL CLOTHING AND THE BACK TO SCHOOL FAIR AND SUPPLIES.

WE ALSO MET ONE INTERESTING CASES.

WE HAD A AN INDIVIDUAL WHO NEEDED AN ELECTRIC WHEELCHAIR AND WE WERE ABLE TO FIND A DONOR FOR THAT.

SO WE HAVE A MAN IN OUR COMMUNITY THAT IS NOW FUNCTIONING AND AT LEAST A LITTLE BIT MORE SELF SUFFICIENTLY BECAUSE OF THAT ASSISTANCE.

THE OTHER REALLY COOL PARTNERSHIP THAT WE STARTED THIS YEAR IS WITH A PROGRAM CALLED OPEN DOORS INTERNATIONAL.

THIS IS A PROGRAM THAT COMES IN AND ASSISTS PEOPLE IN BECOMING CITIZENS OF THE UNITED STATES.

WE HAD OUR FIRST CLINIC NOT JUST A COUPLE OF DAYS AGO, AND WE HAD MANY INTERESTED PARTIES THAT ARE VERY QUALIFIED ACCORDING TO THOSE RULES, AND WE'RE GOING TO BE ABLE TO HELP WALK THEM THROUGH WHAT IS A VERY COMPLEX PROCESS OF BECOMING A LEGAL CITIZEN.

SO WE'RE EXCITED ABOUT THAT AND HOPE THAT PARTNERSHIP CONTINUES.

IN OUR FOOD PANTRY, WE SUPPLIED FOOD JUST IN AUGUST ALONE TO 802 DIFFERENT VISITS.

THAT'S 802 FAMILIES THAT SAW THAT RECEIVED FOOD SUPPLEMENTS IN AUGUST THAT TOTALS ALMOST $80,000 WORTH OF FOOD IN ONE MONTH THAT WE WERE ABLE TO DISTRIBUTE.

I WILL TELL YOU THIS, OUR PHILOSOPHY WITH FOOD DISTRIBUTION IS THAT THERE IS NOBODY AND I MEAN NOBODY IN NORTHEAST TARRANT COUNTY THAT SHOULD GO TO BED HUNGRY.

SO IT DOES NOT MATTER WHAT YOU MAKE, WHERE YOU COME FROM, WHAT YOU LOOK LIKE, WHAT YOUR BARRIERS ARE, WHAT YOUR ASSETS ARE.

IF YOU COME IN THE FRONT DOOR AND ASK FOR FOOD, YOU WILL RECEIVE IT.

LITERALLY, ANY ONE OF YOU COULD WALK IN TODAY.

AND IF YOU SAID, I'M HAVING TROUBLE PUTTING FOOD ON THE TABLE, YOU WILL RECEIVE THAT PROGRAM WITH VERY FEW QUESTIONS ASKED.

IF YOU COME BACK TIME AND TIME AGAIN, WE'RE GOING TO START TALKING TO YOU ABOUT SOME OPPORTUNITIES WE MAY HAVE TO HELP YOU GET A LITTLE BIT MORE AHEAD OF THE GAME.

WE LIVE IN WAY TOO RICH AND AFFLUENT AREA OF OUR COMMUNITY THAT THERE SHOULD BE ANYBODY HUNGRY.

OUR TRANSITIONAL HOUSING, AS I TOLD YOU, YOU'RE SEEING SOME PICTURES OF OUR GRADUATES.

WE HAVE WE HAVE ONE CLIENT IN PARTICULAR THAT WE'RE WORKING WITH WHO HAD TO GET KNEE REPLACEMENT SURGERY.

AND WHILE THAT IS A DIFFICULT SITUATION FOR ANYBODY, IF YOU CAN IMAGINE HAVING BARRIERS AND BASICALLY NO ENDS TO MEET, TAKING THE TIME OFF THAT IT WOULD REQUIRE TO GET YOU THAT TYPE OF REALLY LIFE ALTERING SURGERY COULD BE DEVASTATING, ESPECIALLY FOR SOMEONE WHO'S ALREADY BEEN HOMELESS.

WE WERE ABLE TO HELP HER WITH HER EXPENSES DURING HER TIME OFF AND THEN HELPED HER WITH HER JOB MAINTAINING A FAMILY LEAVE OF ABSENCE.

SO SHE HAD A PLACE TO GO BACK TO AND SHE'S RECOVERING REALLY WELL.

WE ALSO HAVE A FANTASTIC CASE MANAGER.

I'M GOING TO POINT HER OUT. THIS IS MS..

MORTICIA HERE.

SHE HAS BEEN A MEMBER OF LEADERSHIP SOUTHLAKE AND HAS GOTTEN VERY INVOLVED WITH THE SOUTHLAKE COMMUNITY AND I CAN'T TELL YOU SHE THERE'S NOBODY THAT BETTER REPRESENTS OUR AGENCY AND THE FINE WORK THAT'S BEING DONE THERE THAN MORTICIA.

SO I'M REALLY PROUD TO HAVE HER ON OUR TEAM.

AND OUR COMMUNITY CLINIC, AS THOSE OF YOU KNOW, WE HAVE A COMPLETELY FREE CHARITABLE CLINIC.

WE ASKED FOR A CO-PAY FROM OUR CLIENTS.

THAT CO-PAY CAN BE A DOLLAR, IT CAN BE $50, IT CAN BE WHATEVER THAT FAMILY AND THEIR CASEWORKER DECIDE IS A MEANINGFUL BUY IN TO THEIR HEALTH CARE.

WE DON'T MAKE OUR MONEY OFF OF THAT.

IT BARELY COVERS SOME OF THE SMALL COSTS.

BUT WHAT WE'RE LOOKING FOR IS BUY IN AND OWNERSHIP IN THEIR CARE.

AND I'LL TELL YOU, BECAUSE OF THAT AND BECAUSE OF THE AMAZING CLINIC STAFF THAT WE HAVE THERE, A LOT OF YOU KNOW, MISS SHIRLEY, SHE'S BEEN THERE A LONG TIME.

SHE'S OUR CLINIC NURSE MANAGER.

BECAUSE OF THOSE RELATIONSHIPS, OUR RESULTS IN THE CLINIC ARE FAR AND ABOVE BETTER THAN THE GENERAL POPULATION.

THE OWNERSHIP THAT IT TAKES THAT THESE PEOPLE TAKE IN THEIR OWN HEALTH CARE BECOMES THE IMPORTANT FACTOR.

AND MOST OF ABOUT 80% OF THE ILLNESSES THAT WE'RE WORKING WITH ARE AFFECTED VERY GREATLY BY ENVIRONMENTAL CHANGES, EDUCATION AND PREVENTION, DIABETES, CARDIAC CARE.

AND WE GIVE THEM THOSE RESOURCES.

AND BECAUSE CARE IS SO DIFFICULT TO COME BY, THEY TAKE ADVANTAGE OF IT.

THEY KNOW THE VALUE.

THEY FOLLOW THEIR DOCTOR'S ORDERS.

RANDI, I KNOW THAT THAT'S AN ANOMALY TO YOU.

MOST OF US DON'T DO THAT.

RIGHT. BUT THESE FOLKS DO.

THEY GET IT. THEY UNDERSTAND WHAT IT TAKES TO GET ACCESS TO HEALTH CARE.

SO IF THEIR DOCTOR TELLS THEM YOU NEED TO LOSE 10 POUNDS, THEY START WALKING AROUND THE BLOCK.

THEY JOIN OUR HEALTHY EATING CLASSES, THEY JOIN AN EXERCISE PROGRAM, AND LO AND BEHOLD, THEY GET THOSE GOALS ACCOMPLISHED.

SO IT'S REALLY PHENOMENAL TO SEE IF YOU HAVEN'T SEEN IT ALREADY.

WE HAD JUST IN AUGUST, WE HAD 135 VOLUNTEERS WHO PROVIDED 268 HOURS OF SERVICE AT OUR CLINIC FOR AN ESTIMATED VALUE OF $14,000, WHICH I WILL ARGUE IS SIGNIFICANTLY LOWER THAN IT TRULY IS IN TERMS OF VALUE.

THAT'S JUST THE NUMBER THE IRS MAKES US USE.

BUT I'M TELLING YOU, IT'S A GREAT PROGRAM AND WE VALUE OUR ARE VERY DEDICATED PROVIDERS THAT COME IN ON THEIR TIME OFF AND SERVE THESE CLIENTS AT NO COST TO THEM. OUR PREVENTATIVE CARE WE DID OVER 20 WELL WOMEN EXAMS AND 14 MAMMOGRAMS JUST LAST MONTH AND WE HAVE STARTED TO WORK OR NOT STARTED.

WE CONTINUE TO WORK WITH JPS.

ABOUT 20% OF THE CLIENTS THAT COME TO OUR CLINIC THINK THAT THEY'RE NOT QUALIFIED FOR JPS, WHICH IS POSSIBLE, BUT THEY COME TO US BECAUSE THEY FEEL LIKE THEY HAVE NO OTHER OPTION.

AND THE REALITY IS THAT THERE'S ABOUT 20% OF THEM THAT DO HAVE ACCESS.

THEY JUST NEED TO BE NAVIGATED.

SO OUR STAFF WORKS WITH THE JPS STAFF.

WE ACTUALLY BRING THEM OUT TO OUR CLINIC AND WE HAVE THEM SIT WITH THE CLIENTS AND NAVIGATE THEM THROUGH THE PROCESS OF GETTING QUALIFIED FOR THE ONGOING CARE OF BEING IN THE COUNTY HEALTH CARE SYSTEM.

SO I'M REALLY PROUD OF THAT.

AND OF COURSE WE HAVE OUR SEASONAL PROGRAMS, WHICH IS WHERE WE REALLY TIE INTO AND RELY SO HEAVILY ON YOUR CITIZENS FROM A VOLUNTEER AND DONOR PERSPECTIVE.

SO COULD YOU HIGHLIGHT SOME KIND OF THE BASICS OF ITEM 4D FIRST? SURE, THE VEHICLE REPLACEMENT SCHEDULE REPLACEMENT CONSISTS OF JUST UNDER 5.4 MILLION, WHICH IS THE LARGEST THAT WE'VE BUDGETED FOR, PARTICULARLY DUE TO THE SUPPLY CHAIN THAT NUMEROUS PEOPLE HAVE EXPERIENCED OVER 2022.

FOR THE FISCAL YEAR 2022, WE HAD 22 VEHICLES THAT WERE SCHEDULED TO BE REPLACED AND WE WERE ONLY ABLE TO OBTAIN TWO OF THEM.

SO WE HAD TO CARRY OVER 20 VEHICLES, WHICH REPRESENTS JUST OVER 2.5 MILLION.

SO ALMOST HALF OF THAT IS RELATED TO THE VEHICLES THAT WE'RE GOING TO PURCHASE IN FISCAL YEAR 2022, WHICH INCLUDED SOME REALLY LARGE UNITS.

THE WATER TANKER AND AMBULANCE WERE INCLUDED IN THAT.

SO VERY LARGE EQUIPMENT.

AND THEN NEW SCHEDULED FOR THE CURRENT FISCAL YEAR 2023.

WE HAVE 25 UNITS AND ONE LARGE UNIT INCLUDED IN THAT IS A FIRE ENGINE WHICH REPRESENTS 1.3 MILLION JUST FOR THAT ONE UNIT.

SO THERE ARE SOME VERY LARGE.

BUT THE BIGGEST ISSUE FOR THE REASON FOR THE LARGE IS BECAUSE WE HAVE TO CARRY OVER 20 UNITS OF THE 22 THAT WAS PLANNED FOR FISCAL YEAR 2022.

WHICH IS BASICALLY TWO YEARS OF PURCHASE, TWO YEARS WORTH OF VEHICLES AND HEAVY EQUIPMENT.

AND I ASSUME THIS IS DUE TO THE SAME SUPPLY CHAIN CONSTRAINTS THAT WE'RE ALL SEEING IN THE PRIVATE SECTOR.

YES, AGAIN, OF THE 22 THAT WAS PLANNED FOR 22, WE ONLY RECEIVED TWO VEHICLES LAST YEAR.

YES, WE'RE NOT GUARANTEEING AT CERTAIN RATES.

WE ARE SUBJECT TO MARKET, BUT WE DO PARTICIPATE IN A NATIONAL COOPERATIVE PURCHASING AGREEMENT, WHICH GIVES US VOLUME PRICING TO WHERE IN THIS PARTICULAR AGREEMENT, FOR THE MOST RECENT FISCAL YEAR, OVER 22 MILLION GALLONS OF FUEL WAS PURCHASED COMPARED TO 122,000.

SO WE GET A VOLUME PRICING AND FOR EXAMPLE, IN FISCAL YEAR 2022, WHEN EVERYONE SAW THEIR INCREASE IN FUEL AND WE STILL STILL SAVE 73,000 ON OUR PURCHASES, THAT WAS BELOW RETAIL.

SO IT GUARANTEES THAT OUR PURCHASING WILL BE BELOW RETAIL AND IT GIVES US A SAVINGS.

GOT IT. SO IF PRICES GO UP, WE'RE GETTING BELOW RETAIL AND WE STILL, THOUGH, ARE NOT LOCKING OURSELVES INTO LOSING IF PRICES COME DOWN, WE STILL GET TO TAKE ADVANTAGE OF THAT AS BENEFIT OF ANY REDUCTION IN PRICES.

SO WHERE IS THAT $6? SO THE KEY IS THIS BASED ON THE AVERAGE CONSUMER OVER THE NETWORK, WHICH IS ALL OF NORTH CENTRAL TEXAS AND NOT JUST SOUTH LAKE.

SO THEN FOR SOUTH LAKE, THAT COULD BE A MUCH HIGHER NUMBER.

YES, THE AVERAGE CONSUMER IS 1300 KILOWATTS.

AND IF YOU LOOK AT YOUR OWN PERSONAL IS NORMALLY MUCH HIGHER THAN THAT.

SO THAT'S THE AVERAGE OF NORTH CENTRAL TEXAS AND THAT'S HOW YOU GET TO THE $6.

SO CLEARLY, THIS IS A SIGNIFICANT ISSUE AND I'M PLEASED THAT WE'RE VOTING.

WE'RE GOING TO VOTE, YOU KNOW, TO DENY THAT IF THAT OCCURS.

BECAUSE WE DO SO MUCH, THE CITY DOES SO MUCH, IT HOSTS SO MUCH, BOTH DIRECTLY AND THROUGH OTHER ENTITIES LIKE SOMOS SOUTHLAKE OR THE SOUTHLAKE SPRING FESTIVAL OR DIWALI FEST OR OCTOBER FEST, THE CHAMBER OF COMMERCE.

THERE'S A TON GOING ON AND WE I BELIEVE WE NEED AND COUNCIL ALL VOTED TO PUT THIS IN PLACE, ONE CENTRAL PLACE TO HELP LIAISE AND GET THE COMMUNITY ENGAGED IN THESE PROJECTS, BOTH INFORM THE COMMUNITY AND ALSO TAKE COMMUNITY FEEDBACK BACK TO THE CITY.

WHEN WE SPOKE, ROB, JACK AND I HAVE DISCUSSED RUNNING THE TRAPS WITH THE ATTORNEYS DURING TXDOTS MOST RECENT DEADLINE EXTENSION OF SIX WEEKS TO ENSURE THE CITY WAS ABLE TO PROCEED AFTER THAT POINT. AND NOW WE ARE OVER A MONTH AFTER THE DEADLINE EXPIRATION.

THERE'S NO GAME PLAN.

SOUTHLAKE PARTNERED WITH TXDOT ON THIS PROJECT.

EVEN THOUGH THERE'S BEEN STAFFING TURNOVER, RESPONSIBILITY TO FINALIZE THE PROJECT STILL REMAINS AS MUCH AS THE CITY WOULD PREFER NOT TO ALLOCATE ADDITIONAL RESOURCES TO COMPLETE THIS PROJECT, IT OBVIOUSLY FEELS IT OBVIOUSLY NEEDS MORE ATTENTION SINCE NOTHING HAS CHANGED, BREAKING IT DOWN INTO BITE SIZED PIECES, BUT GETTING COMMITMENTS FROM THE PARTIES THAT THEY'RE WAITING ON.

WHEN THE ATTORNEY CAN PROVIDE OUTSTANDING INFORMATION THAT THEY'RE SAYING IS HOLDING THEM UP.

THIS IS AN INSTANCE WHERE WE HAVE EITHER A DEFECT IN DESIGN OR CONSTRUCTION BY THE CONTRACTOR WHO BUILT THE WALL IN THE SUPPORTING COLUMNS FOR THIS PARTICULAR WALL STRUCTURE.

AS YOU ARE AWARE, THIS WAS PART OF A PROJECT THAT THE TEXAS DEPARTMENT OF TRANSPORTATION WAS UNDERTAKING AS A ROADWAY IMPROVEMENT PROJECT.

THEY SELECTED THE CONTRACTOR TO DO THE WORK AND THEY APPROVE THE PLANS AND DESIGN OF THE IMPROVEMENT.

IT WAS CONSTRUCTED AND OBVIOUSLY HAS NOT MET THE STANDARDS THAT WE EXPECTED TO BE IN PLACE WHEN THEY COMPLETED A PROJECT OF THIS MAGNITUDE. ONCE IT BECAME OBVIOUS THAT WE HAD A DEFECT IN THE COLUMNS, OUR PUBLIC WORK STAFF HAS NOTIFIED BOTH THE CONTRACTOR AND THE TEXAS DEPARTMENT OF TRANSPORTATION.

THEY ARE ARGUING BACK AND FORTH ABOUT WHO SHOULD BEAR RESPONSIBILITY, WHO REVIEWED THE DESIGNS, WHO APPROVE THE DIFFERENT CONSTRUCTION TECHNIQUES. AS YOU ARE ALL AWARE, FROM LONG EXPERIENCE IN DEALING WITH THE CITY.

WE DO NOT GIVE DEADLINES TO TXDOT.

TXDOT GIVES US DEADLINES.

WE ARE A SUBORDINATE ENTITY OF THE STATE, UNDER THE TEXAS CONSTITUTION, COUNTIES AND CITIES ARE SUBORDINATE ELEMENTS OF THE STATE GOVERNMENTAL STRUCTURE. WE HAVE REPEATEDLY GONE TO TXDOT AND SAID WE NEED ASSISTANCE.

YOU HAD THE CONTRACT WITH THIS CONTRACTOR.

YOU HAVE THE CONTRACTUAL RELATIONSHIP AND HAVE THE FIRST LEVEL OF STANDING TO BRING SUIT, IF NECESSARY TO SECURE COMPLIANCE WITH THE ORIGINAL DESIGN CONTRACT.

THE CONTRACTOR WAS REQUIRED TO PREPARE PERFORMANCE AND MAINTENANCE BONDS ON ANY PUBLIC WORKS CONTRACT, BUT THEY ARE MADE WITH THE STATE AS THE ENTITY WHO CAN SECURE COMPLIANCE WITH THOSE DOCUMENTS.

THERE ARE A NUMBER OF QUESTIONS ABOUT WHO SIGNED OFF AT THE STATE LEVEL, WHETHER THEY RELEASED ANY OF THE CONTRACTORS OBLIGATIONS.

AND THE STATE IS WORKING THROUGH THAT WITH THEIR LEGAL DEPARTMENT.

WE CONTINUE TO GET IN CONTACT WITH THE STATE.

WE CONTINUE TO TALK TO THEM.

THE QUESTION THAT ARISES, WOULD THE CITY UNDERTAKE THE REPAIR OF THIS ITEM? WELL. WE HAVE SOME CONSTITUTIONAL QUESTIONS THAT WOULD HAVE TO BE ADDRESSED.

ARTICLE THREE, SECTION 52 OF THE TEXAS CONSTITUTION LIMITS HOW THE CITY MAY EXPEND FUNDS.

WE ARE ABLE TO EXPEND MONEY ONLY WHERE WE HAVE A LAWFUL OBLIGATION TO DO SO ON A PUBLIC PROJECT FOR WHICH WE HAVE RESPONSIBILITY, NOT FOR PRIVATE BENEFIT.

IN THIS INSTANCE, WE HAVE NOT ACCEPTED THE WALL FROM TXDOT, THEY BUILT IT AND THEY'RE PROPOSING TO WALK AWAY FROM IT.

BUT THEY DID NOT [INAUDIBLE] FROM THE CITY.

SO IT'S TECHNICALLY, IN OUR VIEW, WE HAVE A STRONG ARGUMENT.

IT'S NOT OUR WALL, IT'S STILL THE STATES AND THEY NEED TO REMEDY THIS.

IF WE STEP IN AND START UNDERTAKING IMPROVEMENTS, WELL, WE HAVE PROBABLY JUST RELEASED THE STATE FROM RESPONSIBILITY TO FIX IT.

AND EVERYBODY HAS TO SIGN OFF ON EVERY STEP IN THE PROCESS.

SO IT MAY SEEM LIKE THIS IS TAKING FOREVER.

IT IS. AND IT LIKELY IS GOING TO TAKE LONGER YET TO GET TO THE BOTTOM OF IT.

BUT WE ARE PUTTING PRESSURE ON THE HIGHWAY DEPARTMENT AND WE'RE HOPING TO BRING ABOUT CLOSURE AND REMEDIATION OF THIS, ENSURING THAT THE WALL IS CORRECTLY CONSTRUCTED IN A SAFE AND SUSTAINABLE MANNER.

AND WE JUST DON'T HAVE THE ABILITY TO TELL THE COUNCIL WHEN WE'RE GOING TO GET THERE BECAUSE THE STATE WILL DECIDE IN THEIR INFINITE WISDOM WHEN THEY'RE GOING TO ENLIGHTEN US ABOUT THEIR PLAN. BUT WE MAKE FREQUENT CALLS AND FREQUENTLY RING THEIR BELL IN THE HOPE WE CAN GET AN ANSWER.
