IT SEEMS LIKE EVERYBODY WHO WENT HAD A BLAST.

NOW WE DO AN OCCASION TO LOSE SOMEBODY THAT DOESN'T RENEW OR FOR WHATEVER, BUT IT'S VERY VIBRANT WITH A LOT OF NEW BUSINESSES AND MANY OF THEM ARE WISE AND TAKE US UP ON OUR OFFER TO DO A RIBBON CUTTING FOR THEM.

AND THERE'S ONE FARAH OR FERAH.

OH, DARN. I FORGET HER NAME, BUT THE NICEST YOUNG LADY FROM THE HIGH SCHOOL THERE HAD HER OWN BOOTH, WAS SELLING HER ARTS AND CRAFTS.

SHARP, SHARP YOUNG LADY.

WE HAD OUR FIRST VIDEO GAME CONTEST EVER.

WE GOT THIS GIANT SCREEN ABOUT THE SIZE OF YOURS UP HERE, AND SOMEBODY CAME UP WITH THE IDEA LET'S DO A VIDEO GAME CONTEST.

SO WHAT THE HECK? LET'S TRY IT. IT WAS WAY MORE SUCCESSFUL THAN WE THOUGHT IT WOULD BE.

AND WE'RE DEFINITELY GOING TO BRING IT BACK NEXT YEAR.

THAT WAS A GREAT NEW ELEMENT.

AND THOSE WIENER DOGS ON THE LEFT REMIND ME THAT WE HAD AN EAT MORE CHICKEN DOG DRESSED UP LIKE THE COW.

THIS YEAR CAME IN FIRST PLACE.

IT WAS REALLY FUNNY. OKAY.

AND HERE'S THE STEIN HOISTING CONTEST.

WE HAD SO MANY MEN SHOW UP TO DO IT THAT WE HAD TO ACTUALLY MAKE THE TABLES IN A LETTER U TO GET THEM ALL AROUND OVER THERE.

BUT WE DID THAT FRIDAY AND SATURDAY NIGHT.

OUR FRIENDS FROM ALTSTADT BREWERY CAME UP HERE AND HELPED RUN THAT ALONG WITH MICHAEL YOUNG, MR. T AND SEVERAL OTHERS.

AND THEN YOU'LL SEE SOME FRIENDS OF ALL OF OURS.

1956 PIZZA BOOTH THERE WITH BILL TATES YOUNG DAUGHTERS THERE.

IT WAS A REALLY OVERALL SUPER GOOD EVENT.

WE WERE WORRIED ABOUT THE WEATHER ON SUNDAY.

IT RAINED EARLY THAT MORNING, AS YOU KNOW, AND IT WAS GOOD THE REST OF THE DAY.

FRIDAY NIGHT WENT REALLY GOOD.

SATURDAY NIGHT AGAIN WAS FANTASTIC.

AND THEN OUR CROWDS WERE JUST A LITTLE BIT SMALLER THAN BEFORE.

WE HAD BEEN TOLD TO PREPARE FOR A 15 TO 20% DECLINE IN SALES THAT ALL OF THE OTHER FESTIVALS ARE SEEING.

AND THERE WAS ONLY A THREE KEG DIFFERENCE BETWEEN WHAT WE SAW LAST YEAR AND THIS YEAR.

AND I DO NOT HAVE NUMBERS TO SHARE WITH YOU GUYS, BUT IT'S ON PAR WITH LAST YEAR.

SO WE MADE JUST AS MUCH SALES OFF OF FEWER PEOPLE.

SO THAT WAS GOOD FOR US AND NOT HAVING TO GET IN LINE AT THE TICKET BOOTH SEEMED TO BE THE BREAKTHROUGH THAT EVERYBODY WAS THE MOST EXCITED ABOUT.

THAT WORKED REALLY WELL.

PARDON ME. FROM A CONSUMER STANDPOINT, THAT IT FELT LIKE IT WORKED REALLY WELL FROM AN IT STANDPOINT.

DID IT ALL WORK OUT EVERYTHING? IN THE END.

YEAH. THAT'S ALWAYS A NIGHTMARE FOR ME PERSONALLY.

I'M SO GLAD TO HAVE SOME VERY TALENTED PEOPLE DOING THAT IN THE BACKGROUND.

MONDAY NIGHT WAS A LITTLE ROUGH GETTING UP AND RUNNING, BUT ONCE WE DID, WE WERE FINE.

THE CUSTOMERS SEEMED TO REALLY LIKE IT.

SO THE CONCEPT OF BEING CASHLESS AT A BIG FESTIVAL HERE, THE CUSTOMERS LIKE IT, THEY ACCEPT IT.

THERE'S NO PUSHBACK FROM THEM WHATSOEVER.

IT RAN VERY SMOOTH IN ALL THE BARS AND STUFF THAT WE DID, TOO.

WE HAD A FEW LITTLE GLITCHY SPOTS WITH SOME OF OUR FOOD VENDORS, AND IT HAD TO DO WITH A WIFI DEVICE IN ONE PARTICULAR AREA OF THE EVENT.

SO THAT WAS LIKE A LITTLE SIDEBAR.

SO UNLESS SOMETHING UNFORESEEN HAPPENS, WE WILL BE COMING BACK CASHLESS AGAIN NEXT YEAR WITH A MOUNTAIN OF LESSONS LEARNED ON HOW WE'RE GOING TO PERFECT IT. BUT THE MODEL WORKED GOOD FOR US AND I THINK IT'S GOING TO REVOLUTIONIZE A LOT OF THINGS.

SO THIS EVENING WE WANT TO HIGHLIGHT NATIONAL COMMUNITY PLANNING MONTH.

THIS IS A MONTH THAT CELEBRATES THE VALUE OF PLANNING AND WHAT IT MEANS TO OUR COMMUNITIES.

AND I THINK IT'S SAFE TO SAY THAT SOUTHLAKE, BY VIRTUE OF THE FACT THAT WE'VE HAD SUCH AN AMAZING TEAM, I THINK OUR PLANNING IS NEXT TO NONE.

SO KEN'S GOING TO TELL YOU ABOUT HIS TEAM AND WHAT THEY WERE DOING THIS MONTH.

DIRECTOR BAKER, THE FLOOR IS YOURS.

THANK YOU, MAYOR. MAYOR AND COUNCIL.

OCTOBER IS NATIONAL PLANNING MONTH, AND EACH OCTOBER THE AMERICAN PLANNING ASSOCIATION HAS NATIONAL PLANNING MONTH TO RECOGNIZE PLANNERS THROUGHOUT THE COUNTRY AND THE WORK THAT THEY DO TO MAKE COMMUNITIES BETTER, TO CREATE CITIES THAT ARE GREAT PLACES TO WORK, TO PLAY, TO LIVE. AND IT REALLY IN ORDER FOR A COMMUNITY TO BE SUCCESSFUL, IT'S THE MANAGEMENT, THE CITY MANAGER, THE COUNCIL HAS TO BUY INTO THE CONFERENCE, THE PLANNING PROCESS, THE PLANNING PROCESS.

AND THERE'S NO BETTER EXAMPLE THAN SOUTHLAKE.

WE'VE HAD A LONG TRADITION OF COMPREHENSIVE PLANNING AND PLANNING OUR FIRST LAND USE PLAN WAS BACK IN 1969.

IF YOU GO BACK AND LOOK AT IT, A LOT OF WHAT YOU SEE ON THE GROUND TODAY IS SIMILAR TO THAT PLAN.

THIS WAS DESIGNATED AS A REGIONAL MALL, KIND OF LIKE THE GRAPEVINE MILLS MALL, BUT I THINK WE GOT A BETTER PRODUCT HERE.

BUT I'D LIKE TO JUST THANK THE COUNCIL FOR ALL THE SUPPORT AND SUPPORT OF PLANNING THROUGH THE YEARS, BECAUSE WHAT YOU SEE OUT THERE AND THE QUALITY DEVELOPMENT, THE PARKS, THE COMMUNITY FACILITIES, THE BUILDING IS A TESTAMENT TO THIS COUNCIL AND PREVIOUS COUNCILS TO REGARDING THEIR COMMITMENT TO PLANNING AND UNDERSTANDING HOW TOWNS JUST DON'T MIRACULOUSLY EVOLVE AND BECOME GREAT CITIES. IT TAKES PLANNING.

IT TAKES A LOT OF THOUGHT IT TAKES SOME VERY LATE NIGHTS.

AND SO THANK YOU ALL, THANK YOU FOR SUPPORT.

AND REALLY THAT'S ALL I'VE GOT TO SAY.

I'VE GOT SOME PROJECTS WE'RE DOING, BUT WE'LL LEAVE THAT FOR ANOTHER EVENING.

WELL, I HAVE A FEW MORE THINGS TO SAY.

FIRST OF ALL, THE PEOPLE THAT ARE IN THAT PHOTOGRAPH THAT YOU SEE, THERE ARE SOME OF THE HARDEST WORKING, SMARTEST PEOPLE.

IT'S A REAL PLEASURE TO WORK WITH THIS GROUP, AND I JUST WANT TO PUBLICLY THANK THEM FOR THEIR WORK AND KEN, IF YOU WILL, CEDE YOUR POSITION FOR A MOMENT.

I WOULD BE REMISS IF WE DIDN'T TAKE THIS OPPORTUNITY TO ANNOUNCE THAT THIS IS, OF COURSE, UNFORTUNATELY, KEN BAKER'S LAST MEETING HERE AT CITY COUNCIL THIS EVENING.

HE AND HIS WIFE WILL BE RELOCATING OUT OF STATE.

AND WHAT A LOSS.

I THINK WE CAN ALL AGREE IT'S A TREMENDOUS LOSS.

I WAS THINKING ABOUT KEN'S TIME IN SOUTHLAKE AND THE WAY IT SORT OF POPPED INTO MY MIND WAS WE HAVE 23 YEARS ON THE JOB, BUT HUNDREDS OF YEARS OF IMPACT BECAUSE THIS COMMUNITY IS WHAT IT IS BECAUSE OF THE WORK THAT'S BEEN DONE BY KEN AND HIS TEAM AND MOVING US FORWARD.

FOR THOSE WHO DON'T KNOW, KEN HAS A MASTER'S DEGREE IN GEOGRAPHY WITH AN EMPHASIS ON CITY AND REGIONAL PLANNING.

SO HIS EDUCATIONAL BACKGROUND WAS ABOUT PLANNING AND HIS WORK HISTORY IS ALSO ABOUT PLANNING.

WHEN WE HIRED KEN IN 1999, HE HAD ALREADY WORKED FOR TWO COUNTIES IN VIRGINIA AS A PLANNER.

SO HE CAME TO US WITH A SIGNIFICANT AMOUNT OF EXPERTISE AND IT SHOWED.

I WAS LOOKING AT SOME OF THE EXTERNAL AWARDS THAT WE'VE RECEIVED FOR OUR PLANNING EFFORTS, FOR EXAMPLE, PLANNING PROJECT PLANNING AWARDS FOR MULTIPLE PLANS THAT THEY HAVE PUT INTO PLACE THAT HAVE BEEN GIVEN TO US FROM THE AMERICAN PLANNING ASSOCIATION.

HE ACTUALLY SPECIFICALLY WON PLANNER OF THE YEAR IN 2013 AS PART OF THE TEXAS CHAPTER OF THE AMERICAN PLANNING ASSOCIATION.

WHEN I COUNTED UP ALL THOSE EXTERNAL AWARDS, THERE WERE 16 JUST IN KEN'S TENURE, WHICH I THINK IS REFLECTIVE OF THE QUALITY OF WORK THAT HE DOES.

AND THEN INTERNALLY, KEN HAS PERSONALLY WON FOUR AWARDS, INCLUDING DIRECTORS AWARDS AND OUTSTANDING STRATEGIC PERFORMER AS A DIRECTOR.

SO HIS IMPACT HERE HAS BEEN HUGE.

AND AS I SAID BEFORE, WE'LL BE FEELING IT FOR MANY YEARS TO COME.

BUT I THINK AS I WRAP UP MY COMMENTS FOR THIS, KEN'S LAST MEETING, THE MOST IMPORTANT THING ABOUT KEN BAKER IS HE'S JUST AN OUTSTANDING HUMAN BEING.

AND WE HAVE ALL BEEN LIFTED BY THE MAN THAT IS KEN BAKER.

SO THANK YOU VERY MUCH.

AND I HOPE YOU'LL ALL JOIN US FOR A COMMUNITY GOING AWAY PARTY THAT WILL BE HOLDING ON OCTOBER 24TH TO GIVE HIM A PROPER FUN GOODBYE.

BUT AS FAR AS THE KNOWLEDGE BASE AND THE JUDGMENT AND THE THINKING THAT GOES INTO THINGS, THERE'S NOBODY BETTER.

MANY OF THE ORDINANCE UPDATES ARE ADMINISTRATIVE IN NATURE.

THE ORDINANCE HAS NOT BEEN UPDATED SINCE THE LATE EIGHTIES, SO THIS IS THE FIRST UPDATE IT'S HAD IN ABOUT 20 YEARS.

STARTING WITH THE FIRST, IT IS ALIGNING WITH OUR CURRENT CONTRACT PROVISIONS.

HOWEVER, ALSO LEAVING THEM OPEN TO LANGUAGE IN THE CURRENT CONTRACT WHENEVER IT IS RENEWED NEXT YEAR OR DEPENDING ON IF WE CHANGE PROVIDERS OR NOT. WE ALSO ALIGNED WITH OUR PRO RATA BILLING PRACTICES, WHICH WE CURRENTLY HAVE IN PLACE.

SO IF YOU MOVE IN MID-MONTH, YOU'RE NOT CHARGED FOR THE FULL MONTH OF TRASH SERVICE AND THEN CLARIFIED THE REFUND PROCESS.

WE HAVE HAD IN THE PAST REQUESTS FOR REFUNDS FOR A SINGLE MISSED PICKUP OR THINGS LIKE THAT.

OUR TRASH CONTRACT IS BASED OFF OF THE TOTAL TONNAGE THAT IS COLLECTED AND NOT JUST EACH INDIVIDUAL PICKUP.

SO IT DOES LEAVE SOME ROOM FOR THE CITY MANAGER HER DESIGNEE TO ALLOW FOR A REFUND PROCESS.

HOWEVER, IT CLARIFIES THE LANGUAGE AROUND OUR CURRENT PRACTICES.

LASTLY, IT ADDS A CONSTRUCTION DEBRIS LICENSE.

AND THIS LICENSE WOULD ALLOW FOR CONSTRUCTION, TEMPORARY CONSTRUCTION AND DEMOLITION OF DEBRIS TO BE COLLECTED WITHOUT A FRANCHISE AGREEMENT.

SO YOU WOULD JUST HAVE TO HAVE A CONSTRUCTION DEBRIS LICENSE.

THE LICENSE IS AN ANNUAL LICENSE THAT'S EFFECTIVE OCTOBER 1 TO SEPTEMBER 30TH.

AND THE ORDINANCE ESTABLISHES REQUIREMENTS OF THE LICENSE HOLDER AND ESTABLISHES AN ANNUAL FEE, WHICH WAS ON THE CONSENT AGENDA TONIGHT.

THE CONSTRUCTION DEBRIS IS DEFINED AS DIRT, CONCRETE, ROCKS, BRICKS OR ANY OTHER TEMPORARY WASTE THAT RESULTS FROM CONSTRUCTION OR DEMOLITION PROJECTS, INCLUDING ANYTHING THAT IS DIRECTLY OR INDIRECTLY A BYPRODUCT OF CONSTRUCTION.

SO THIS WOULD NOT, FOR EXAMPLE, IF YOU HAD A PERMANENT ROLL OFF CONTAINER AT YOUR FACILITY, YOU WOULD STILL HAVE TO GO THROUGH REPUBLIC.

HOWEVER, IF YOU WERE DOING A DEMOLITION AT YOUR HOUSE, THIS WOULD OPEN UP THE MARKET FOR PROVIDERS TO COME IN.

THE FEE PROPOSED THAT WAS APPROVED ON THE CONSENT AGENDA IS $100 PER VEHICLE PER YEAR.
