ONE OF OUR RESPONSIBILITIES AS A COMMITTEE IS HOSTING THE SPIN TOWN HALL FORUMS. THE PURPOSE OF SPIN IS TO GAIN FEEDBACK FROM CITIZENS ON DEVELOPMENT RELATED PROJECTS AND OTHER ITEMS OF INTEREST IN THE COMMUNITY.

SPIN IS AN INFORMATIONAL MEETING AND NO VOTES ARE TAKEN.

SPIN IS STREAMED LIVE THROUGH SOUTHLAKE TV ON THE CITY'S MAIN WEBSITE, CITYOFSOUTHLAKE .COM.

AFTER APPLICANT PRESENTATIONS THOSE IN ATTENDANCE WITH QUESTIONS OR COMMENTS CAN USE THE MICROPHONE IN THE AISLE FOR THE Q&A PORTION OF THE MEETING.

THE ITEMS PRESENTED AT SPIN REPRESENT IDEAS OFTEN IN THE BEGINNING STAGES OF POSSIBLE DEVELOPMENT.

NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THAT THIS CONVERSATION STARTS HERE FIRST WITH THE PRESENTATION AND THEN WITH YOUR QUESTIONS AND COMMENTS FOR THE DEVELOPER.

THERE ARE NO VOTES TAKEN AT SPIN AND NO DECISIONS ARE MADE.

MY NAME IS BUCK WHEELER WITH SHOP DEVELOPMENT, AND WE'RE A DEVELOPMENT FIRM BASED HERE IN DALLAS, TEXAS, AND WE ACQUIRED SOUTHLAKE MARKETPLACE IN APRIL OF 2022, AND WE ACQUIRED IT IN REALLY KIND OF AN INITIATIVE TO REDEVELOP IT IN A SENSITIVE MANNER. AND ONE OF THE MAIN THINGS THE FIRST TIME WE VISITED THAT SHOPPING CENTER WAS OUT IN THE PARKING FIELD.

YOU KIND OF STAND THERE AND IT JUST FEELS LIKE A SEA OF CONCRETE.

AND SO WHEN IT WAS ORIGINALLY DEVELOPED, A LOT OF THE GREEN SPACE WAS LUMPED REALLY IN THE REAR OF THE SHOPPING CENTER, AS WELL AS KIND OF A GREEN SPACE OUT PARCEL IN BETWEEN STARBUCKS AND A BASKIN-ROBBINS OUT PARCEL.

AND SO BACKING UP A LITTLE BIT, SOUTHLAKE MARKETPLACE IS ON THE SOUTHEAST QUADRANT OF DAVIS BOULEVARD AND SOUTHLAKE BOULEVARD.

AND SO HERE IS KIND OF AN AERIAL SHOT OF THE SHOPPING CENTER.

YOU HAVE THE SUBJECT PROPERTY HERE.

AND SO AS YOU CAN SEE, WE'RE THIS IS THE HOBBY LOBBY ANCHORED SHOPPING CENTER ON THE SOUTHEAST QUADRANT OF DAVIS AND SOUTHLAKE BOULEVARD.

AND SO THE PARCELS THAT ARE NOT NECESSARILY HIGHLIGHTED OR GRADIENT ARE THE PARCELS IN QUESTION HERE TODAY.

AND SO THIS DOES INCLUDE HOBBY LOBBY AS WELL AS THIS IS THE GOLDEN CHINA END CAP FOR REFERENCE AND THE TREK BICYCLES.

AND YOU'VE GOT DELUCA PIZZA HERE AND BASKIN-ROBBINS AND JAZZERCISE AND MIRACLE EAR.

AND SO AS YOU CAN SEE KIND OF WITH THE CITY ZONING, WHEN THIS WAS ORIGINALLY DEVELOPED, 25% OF THE GREEN SPACE, 25% OF THE PROPERTY WAS REQUIRED TO BE GREEN SPACE.

AND SO THAT'S KIND OF THE REASON FOR ALL THIS DEAD SPACE ON THE SOUTH END OF THE PROJECT BEING KIND OF LUMPED TOGETHER FOR GREEN SPACE, AS WELL AS THIS AREA RIGHT HERE WHERE IT'S JUST SOD AND IT REALLY IS WHEN YOU GO OUT THERE AND REALLY SIT ON PROPERTY AND YOU KIND OF STARE AT IT AND HOW THE PEOPLE INTERACT WITH IT, IT'S YOU SEE THAT PEOPLE DON'T INTERACT WITH IT AND IT'S REALLY KIND OF SOMEWHAT OF A WASTED SPACE.

AND THEN YOU'RE SITTING IN THE PARKING LOT REALLY LOOKING AT A SEA OF CONCRETE WHICH FEELS, YOU KNOW, JUST FROM A PEDESTRIAN SCALE WE REALLY THINK THAT THERE'S A LOT TO BE IMPROVED UPON THERE.

SO SINCE WE ACQUIRED THE PROPERTY IN APRIL OF 2022, WE HAVE REPAINTED THE SHOPPING CENTER AND WE HAVE SIGNED A NUMBER OF EXCITING NEW LEASES WITH A VET CLINIC AN ACAI BOWL, EVER BOWL CONCEPT.

AND WE'RE WORKING WITH ATA MARTIAL ARTS OR RELOCATE WITHIN THE CENTER.

WE'VE GOT SOME EXCITING RESTAURANT CONCEPTS INTERESTED IN LEASING SPACE HERE, BUT FOR THAT, THEY REALLY KIND OF WANT TO SEE SOME OF THE IMPROVEMENTS HAPPEN HERE THAT WE'RE PROPOSING TO YOU GUYS HERE TONIGHT.

SO ONE OF THE WAYS THAT WE ARE PROPOSING TO REALLY INCREASE THE PEDESTRIAN SCALE AND JUST HOW ULTIMATELY SPEAKING WITH THESE RETAIL PROJECTS, YOU WANT TO INCREASE THE DWELL TIME.

AND SO AND WHAT I MEAN BY THAT IS YOU WANT TO INCREASE THE TIME THAT THE PUBLIC AND CONSUMERS INTERACT WITH THE PROPERTY AND STAY ON PROPERTY AND NOT NECESSARILY JUST RUN IN AND GET YOUR DRY CLEANING AND RUN OUT OR JUST REALLY IMPROVE THE EXPERIENCE AND THE DRAW.

AND THAT IN TURN HELPS RETAILERS DRIVE SALES, WHICH ULTIMATELY DRIVES SALES TAX REVENUE AND AD VALOREM TAX REVENUE.

AND SO WHILE ALSO REALLY DRIVING AN INCREASED BETTER QUALITY SERVICE AND RESTAURANT USER TENANT MIX.

AND SO WHAT YOU'RE SEEING ON THIS SLIDE HERE IS REALLY A SITE PLAN OF THE EXISTING CONDITIONS TODAY.

AND EVERYTHING IN GREEN YOU'RE SEEING IS EXISTING GREEN SPACE OR OPEN SPACE, AND EVERYTHING IN RED IS ALSO EXISTING GREEN SPACE OR OPEN SPACE THAT WE'RE PROPOSING TO RELOCATE OR KIND OF REORGANIZE.

AND SO ONE OF THE IDEAS, ONE OF THE PROPOSED PLANS IS ALL OF THIS PARKING IS ANGLED PARKING, WHICH NOT ONLY IS SURPRISINGLY LESS EFFICIENT THAN HEAD IN 90 DEGREE ANGLE PARKING.

SO WE WOULD PICK UP PARKING SPACES BY MAKING THOSE 90 DEGREE HEAD IN PARKING SPACES AS WELL AS RECAPTURE MUCH LARGER END CAPS AND LANDSCAPE ISLANDS ON THE NORTH AND SOUTH SIDE OF THOSE.

AND SO ULTIMATELY SPEAKING THE PROPOSED PLAN IS NOW ON YOUR SCREEN WHERE YOU'RE SEEING IT, WHERE WE WOULD BE INCREASING THE LANDSCAPE AREA AND THE PARKING LOT DRAMATICALLY AND REALLY TAKING SOME OF THAT GREEN SPACE THAT WAS ON THIS OUT PARCEL RIGHT HERE AND RELOCATING THAT THROUGHOUT THE PARKING LOT TO HAVE TREES IN THE PARKING LOT AND OVERSIZE LANDSCAPING ISLANDS AND REALLY KIND OF IMPROVE JUST THE OVERALL FEEL OF THE SHOPPING CENTER AND THE PEDESTRIAN EXPERIENCE.

AND SO ADDITIONALLY, THESE ARE TWO END CAPS THAT WE ARE PROPOSING TO RIGHT NOW.

THIS IS A FIRE LANE.

WE HAVE TALKED INFORMALLY TO THE FIRE MARSHAL ABOUT CLOSING THIS OFF TO CREATE KIND OF AN OPEN SPACE AREA WITH NO VEHICLE TRAFFIC WHERE AN END CAP, BOTH END CAPS WE WOULD BE ABLE TO DRAW REALLY GREAT QUALITY RESTAURANT USERS IF THOSE COULD BE PATIO AREAS WHERE RIGHT NOW THERE'S PARKING AND A FIRE LANE.

AND SO RIGHT NOW YOU'VE GOT GOLDEN CHINA ON THIS END CAP AS WELL AS ATA MARTIAL ARTS.

AND SO THOSE ARE NOT THE HIGHEST AND BEST USES FOR THOSE END CAPS TO WHERE IF THESE WERE ABLE TO BE PATIOS BETTER RESTAURANTS WOULD BE ABLE TO DRIVE ADDITIONAL REVENUE THROUGH THOSE PATIO AREAS AS WELL AS ACTIVATE THE SHOPPING CENTER AND JUST MAKE IT FEEL MUCH MORE VIBRANT.

SO WE'VE GOT SOME ILLUSTRATIONS HERE FOR YOU.

SO THIS IS THE AREA IN BLUE SHADING THAT'S BETWEEN THE STARBUCKS OUT PARCEL AND THE BASKIN-ROBBINS BUILDING WHERE THERE'S CURRENTLY JUST SOD. AND SO JUST KIND OF A ZOOMED IN AREA OF WHAT WE'RE PROPOSING HERE IS THIS WOULD BE KIND OF A NET NEW FREESTANDING SINGLE TENANT BUILDING WITH A DRIVE THROUGH.

WE HAVE A USER THAT WE ARE CURRENTLY WORKING WITH ON THIS.

THEY'RE NOT IN THE DFW MARKET CURRENTLY, BUT WE HAVE SIGNED CONFIDENTIALITY WITH THIS TENANT.

SO UNFORTUNATELY, I CAN'T SHARE WHAT TENANT IT IS WITH YOU GUYS TODAY, BUT ABSOLUTELY SOMEONE YOU GUYS WOULD GET EXCITED ABOUT AND THEY REALLY DO A GREAT JOB OF PROGRAMING KIND OF OUTDOOR SPACE AND IT'S FAMILY ORIENTED AND THEY BELIEVE THIS IS A GREAT LOCATION FOR THEM AND WE AGREE.

SO IN ORDER TO PERFORM ALL OF THE COMMON AREA SCOPE THAT YOU'VE SEEN ON PREVIOUS SLIDES THAT COST REAL MONEY AND WE'D LOVE TO BE ABLE TO DO THAT.

BUT IN ORDER TO DO THAT AND BE ABLE TO PAY FOR THAT ECONOMICALLY SPEAKING AND MAKE SENSE OF THAT, THAT'S WHY WE'RE PROPOSING A NET NEW TENANT, KIND OF LIKE A, YOU KNOW, A STARBUCKS LAYOUT FOR A SINGLE TENANT PAD USER.

AND SO THE INCOME FROM THAT, WE'LL BE ABLE TO PAY FOR ALL THESE COMMON AIR IMPROVEMENTS AND REALLY INCREASING THE PEDESTRIAN EXPERIENCE THERE.

SO NOW THESE TWO RETAIL PATIOS ON THIS END CAP, THESE TWO IN CAPS, THIS WOULD BE THIS IS KIND OF A CONCEPT DESIGN FOR WHAT OUR DESIGN INTENT IS, AND THAT IS TO CREATE OVERSIZE WALKWAY TO INCREASE THE DESIRE FOR PEDESTRIANS TO WALK FROM STOREFRONT TO STOREFRONT, AS WELL AS KIND OF A REALLY COOL I BELIEVE THERE'S A FEW OTHER GOOD EXAMPLES HERE IN SOUTHLAKE OF THIS WHERE YOU KIND OF HAVE PATIOS FACING INTO EACH OTHER AS WELL AS JUST KIND OF A FLEX SPACE FOR KIDS TO HANG OUT AND PARENTS TO GRAB A GLASS OF WINE WHILE THEIR KID GETS WORN OUT RIGHT BEFORE BEDTIME, WHAT HAVE YOU.

AND SO HERE'S A PICTURE OF THE EXISTING CONDITIONS TODAY.

AND HERE'S A PICTURE OF A RENDERING OF SOMEWHAT OF WHAT WE'RE PROPOSING HERE.

AND I BELIEVE BY GETTING RID OF THOSE PARKING SPACES, AS WELL AS THIS FIRE LANE WOULD BE ABLE TO CREATE, ALSO ADD A BUNCH OF OPEN SPACE AREA INSTEAD OF JUST A CONCRETE DRIVE LANE THAT REALLY IS GOES LARGELY UNUSED.

BUT TO CREATE DUELING PATIOS TO REALLY INCREASE THE ACTIVITY WITHIN THE CENTER.

AND SO MOVING ON TO THE PARKING LOT IMPROVEMENTS, YOU GUYS HAVE SEEN THIS IN THE PARKING PLAN.

BUT THE IDEA IS TO THE PROPOSED PLAN IS TO REALLY HEAVILY INCREASE THE AMOUNT OF GREEN SPACE AND TREES AND LANDSCAPING THROUGHOUT THE PARKING LOT TO REALLY BREAK IT UP AND KIND OF A STRATEGIC AND THOUGHTFUL MANNER TO REALLY SOFTEN THAT PEDESTRIAN SCALE EXPERIENCE.

AND SO AND LIKE I MENTIONED EARLIER, ALTHOUGH IT MIGHT LOOK LIKE YOU HAVE A BUNCH MORE, A BUNCH LESS PARKING JUST BECAUSE THESE LANDSCAPE ISLANDS ARE SO ENLARGED COMPARED TO WHAT'S EXISTING TODAY, YOU ACTUALLY PICK UP A LOT OF EFFICIENCY BY DOING HEAD AND ANGLED PARKING, WHICH ALSO HAS OTHER BENEFITS BY JUST MAKING A LOT MORE SENSE FROM A DRIVER STANDPOINT.

AND SO BY DOING THIS, WE WOULD BE INCREASING THE OVERALL PARKING COUNT TO WHAT'S EXISTING TODAY, AS WELL AS INCREASING THE TOTAL OPEN SPACE TO WHAT'S EXISTING TODAY.

AND SO I BELIEVE THAT ALL THESE PROPOSED PLANNED IMPROVEMENTS ARE KIND OF A NET NET BENEFIT TO THE NEIGHBORHOOD AND THE CENTER ITSELF.

AND JUST THE TRAJECTORY OF THIS SHOPPING CENTER AS IT KIND OF GROWS WITH THE SURROUNDING NEIGHBORHOOD.

SO THESE ARE KIND OF SOME ROUGH NUMBERS.

BUT, YOU KNOW, WE KIND OF STRIVE OURSELVES IN SHOP DEVELOPMENT TO REALLY THINK THROUGH ALL OF THESE PROJECTS AND REDEVELOPMENTS FROM A SOCIAL STANDPOINT, FROM AN ENVIRONMENTAL STANDPOINT, AND ALSO FROM AN ECONOMIC STANDPOINT AS IT RELATES TO ALL THE STAKEHOLDERS, BEING THE COMMUNITY, THE DEVELOPER, THE CITY, AND ALL THE PATRONS AND THE RETAILERS.

SO THIS PLAN WOULD BE FROM A SOCIAL STANDPOINT, IT WOULD ADD APPROXIMATELY 3500 SQUARE FEET OF OUTDOOR PATIO SEATING, MAYBE MORE, MAYBE LESS.

KIND OF DEPENDS ON WHEN WE REALLY GET INTO THE WEEDS WITH THE DESIGN OF THESE PATIOS.

AND AS IT RELATES TO CODE AND THERE'S OBVIOUSLY MUCH MORE DETAILS TO FLUSH OUT AS THAT IMPROVES.

BUT FROM AN ENVIRONMENTAL STANDPOINT, WE WOULD BE SIGNIFICANTLY REDUCING THE HEAT ISLAND REDUCTION AND REALLY, REALLY REDUCING THE OVERALL TEMPERATURE OF JUST WHAT THAT PARKING LOT FEELS LIKE BY SOFTENING IT WITH LANDSCAPE AND TREES AND WHAT HAVE YOU.

AND WE WOULD BE THIS PLAN, IT IS PROPOSING THE ADDITION OF BY DOING THOSE OVERSIZE PARKING LOT ISLANDS, WE WOULD BE ADDING APPROXIMATELY 33 NET NEW TREES TO WHAT'S EXISTING TODAY.

SO A LOT MORE TREES, WHICH REDUCES THE CARBON FOOTPRINT AS WELL AS ABOUT 8,200 8,300 SQUARE FEET OF PLANTED AREA TO WHAT'S EXISTING TODAY.

SO FROM AN ECONOMIC STANDPOINT BY DOING THIS AND DRAWING MORE TENANTS AND HELPING PARTNERING WITH THE EXISTING TENANTS TO MAKE SURE THAT THEY'RE SUCCESSFUL IN DRIVING REVENUE AND BUSINESS.

THERE'S NEW FULL AND PART TIME JOB CREATION AS WELL AS THE INCREASED NOI WOULD RESULT IN ADDITIONAL TAX REVENUE TO ALL THE TAXING DISTRICTS FROM AN AD VALOREM STANDPOINT, AS WELL AS SALES TAX.

AND THEN WE'VE SEEN IN A NUMBER OF OTHER PROJECTS HOW MUCH THIS ALSO REALLY CREATES ANCILLARY

VALUE TO RESIDENTIAL HOMEOWNERS IN CLOSE PROXIMITY TO THE CENTER AS WELL, JUST BY INCREASING THE TOTAL TAPPING INTO THE ALREADY EXISTING DESIRABILITY TO SOUTHLAKE, SO ATTRACTING NEW TENANTS TO SOUTHLAKE AND JUST REINVESTING SUPPORTS EXISTING BUSINESSES IN SOUTHLAKE.

SO THAT'S REALLY WHAT WE'RE PROPOSING.

AND WE DO BELIEVE THAT IT IS A NET BENEFIT IN A NUMBER OF WAYS TO SOUTHLAKE AND THE PROPERTY AND THE NEIGHBORHOOD.

SO WE ARE ON THE VERY BEGINNING OF THIS STAGE AND THE ITEMS NECESSARY THAT WE'RE PROPOSING IT WOULD BE A ZONING CHANGE FOR ALTHOUGH WE ARE INCREASING THE TOTAL PARKING COUNT TO WHAT'S EXISTING TODAY AND INCREASING THE NUMBER OF OPEN SPACE THERE IS STILL IT IS STILL BELOW THE REQUIRED THRESHOLDS OF THE CITY OF SOUTHLAKE.

AND SO THAT'S THE REASON FOR THE ZONING CHANGE.
