THROUGHOUT THE YEAR, WE ACTUALLY HOST SEVERAL INFORMAL OPPORTUNITIES TO BUILD THESE RELATIONSHIPS AND ACTUALLY HAVE AN ENTIRE COMMITTEE DEDICATED TO DOING JUST THAT.

LOOKING AT YOU, DANIEL, A FEW OF OUR PAST EVENTS INCLUDE A BOB JONES PARK CLEANUP DAY, AN EMPLOYEE SOFTBALL GAME WHERE OUR DEPARTMENTS CAN COMPETE AGAINST EACH OTHER AND A FRIENDLY GAME OF SOFTBALL.

AND IT DOES GET A LITTLE BIT COMPETITIVE.

THERE MIGHT BE A WINNING STREAK OR A GRUDGE TO BE SETTLED ONE OF THESE DAYS.

OUR ANNUAL EXCUSE ME CITY MANAGER'S OPEN HOUSE, HOSTED BY OUR LOVELY SHAUNA YELVERTON AND OUR CITY MANAGER'S OFFICE, WHERE WE GET TO ENJOY A TON OF HOMEMADE FOOD, DRINKS, GOOD COMPANY, AND OF COURSE, ALL OF WHICH IS DONE IN TACKY CHRISTMAS SWEATERS AND HOLIDAY WEAR.

AND ANOTHER EXAMPLE IS OUR EMPLOYEE FIELD DAY THAT WE HELD LAST YEAR, ALLOWING FOR EMPLOYEES TO PARTICIPATE IN A BUNCH OF OUTDOOR ACTIVITIES GAMES, ALL WHILE ENJOYING SOME GRILLED BURGERS, FRIED TATER TOTS AND ICE CREAM.

IT WAS FANTASTIC, ALBEIT A LITTLE HOT.

THE RELATIONSHIPS THAT WE FORMED DURING THESE EVENTS ARE SO IMPORTANT, ESPECIALLY BECAUSE THEY ALLOW EMPLOYEES THAT WOULD NORMALLY NOT GET TO INTERACT WITH EACH OTHER TO DO JUST THAT. THESE RELATIONSHIPS ARE INCREDIBLY IMPORTANT, ESPECIALLY WHEN IT COMES TIME FOR, I DON'T KNOW, CERTAIN EVENTS, MAYBE LIKE THE ONE WE HAD LAST WEEK WITH OUR WINTER WEATHER EVENT THAT WE EXPERIENCED.

WE KNOW THAT BECAUSE OF THESE EVENTS WE'RE ABLE TO RELY ON EACH OTHER AND BECAUSE OF THAT WE HAVE MUCH BETTER TEAMWORK DURING THESE EVENTS AND CAN LEAN ON EACH OTHER AS A RESULT OF THAT. ULTIMATELY ENSURING THAT WE ARE ABLE TO SERVE THIS COMMUNITY IN THE BEST WAY THAT WE POSSIBLY CAN.

ANOTHER WAY WE FOCUS ON OUR EMPLOYEES IS THROUGH EMPLOYEE DEVELOPMENT AND BY PROVIDING PLENTY OF OPPORTUNITIES FOR GROWTH AND PROMOTION.

WE HAVE A STRONG HISTORY OF CAREER PROGRESSION, AND TONIGHT I'D LIKE TO HIGHLIGHT FIVE INDIVIDUALS THAT HAVE DONE JUST THAT.

LAUREN LE NEVE, AS I'M SURE MANY OF YOU KNOW, IS ONE OF WHAT WE LIKE TO REFER TO AS OUR BOOMERANG EMPLOYEES.

SHE STARTED HER CAREER IN SOUTHLAKE AS AN INTERN, LEFT FOR A LITTLE WHILE, AND THEN CAME BACK AS A ASSISTANT TO THE CITY MANAGER.

AND I'LL BE HONEST, WE DON'T BLAME HER FOR COMING BACK.

AND JUST LAST YEAR, SHE WAS ACTUALLY PROMOTED TO OUR DEPUTY DIRECTOR OF PUBLIC WORKS ADMINISTRATION, AND FROM WHAT I'VE HEARD, IS ABSOLUTELY CRUSHING IT DEEP RAJANI IS ANOTHER GREAT SUCCESS SUCCESS STORY.

HE'S ACTUALLY STARTED AS A VOLUNTEER, HELPING WRITE CODE FOR OUR OFFICE OF PERFORMANCE EXCELLENCE AND WAS SOON PROMOTED TO A PAID INTERN AND FROM THERE A PART TIME APPLICATION DEVELOPER.

AND VERY SOON AFTER THAT A FULL TIME APPLICATION DEVELOPER.

WE QUICKLY REALIZED HIS POTENTIAL AND THE VALUE THAT HE'S BEEN ADDING TO OUR ORGANIZATION, AND HE WAS PROMOTED AGAIN TO OUR SENIOR APPLICATION DEVELOPER.

AND HAVING PERSONALLY WORKED WITH HIM ON A NUMBER OF DIFFERENT PROJECTS, I CAN SEE WHY.

CRYSTAL MADALENA IS CURRENTLY OUR HOSPITALITY AND SALES MANAGER AT LEGENDS HALL AT THE PARK, AS WELL AS MY FORMAL SUPERVISOR, SORRY, FORMER SUPERVISOR, BUT SHE ACTUALLY BEGAN HER CAREER IN TEEN COURT AS AN OFFICE ASSISTANT.

CRYSTAL HAS BEEN WITH THE CITY FOR ABOUT 14 YEARS AND AS YOU CAN SEE, HER PATH WITH THE CITY HAS BEEN IN TWO COMPLETELY DIFFERENT DEPARTMENTS, HAVING RECEIVED PROMOTIONS IN BOTH

. SEANTAY CARPENTER HAS AND CONTINUES TO WEAR MANY DIFFERENT HATS WITHIN THE CITY.

HE BEGAN HIS CAREER AS A PART TIME RECREATION LEAD BACK IN 2011 AND WAS PROMOTED TO RECREATION SPECIALIST.

FROM THERE, HE WORKED AS A PARKS TECHNICIAN, LANDSCAPE AND ZONING INSPECTOR, AND MOST RECENTLY, AFTER OBTAINING HIS LICENSE AS A DRONE PILOT, WAS PROMOTED ONCE AGAIN.

HE'S ALSO WON MORE AWARDS THAN I CAN KEEP TRACK OF.

AND IF YOU KNOW THE MAN, YOU WOULD KNOW WHY.

LAST BUT NOT LEAST, KRISTEN MCGRAIL HAS BEEN WORKING WITH THE CITY SINCE 2003 AS A RECREATION LEAD SAME AS SEANTAY.

SHE SERVED IN MANY DIFFERENT ROLES THROUGHOUT HER CAREER HERE, SUCH AS RECREATION COORDINATOR, TEEN COURT COORDINATOR, MUNICIPAL COURT MANAGER, AND HER CURRENT ROLE AS OUR DEPUTY DIRECTOR OF FINANCE ADMINISTRATION.

THESE EXAMPLES ARE JUST THE TIP OF THE ICEBERG, THOUGH WE HAVE A TON OF EMPLOYEES THAT WE COULD HIGHLIGHT WITH THEIR PROGRESSION PATH, AND I'M SURE THEY'LL BE PLENTY MORE IN THE FUTURE, AND WE LOVE TO SEE THAT.

IN ORDER TO BUILD THIS GREAT CULTURE THAT WE LOVE SO MUCH AND TO HAVE THE ABILITY TO PROMOTE INTERNALLY, WE HAVE TO HAVE GOOD PEOPLE FROM THE BEGINNING.

IN ORDER TO HAVE THAT, WE HAVE TO FIRST ATTRACT THEM HERE, AND WE DO THIS THROUGH A VARIETY OF MEANS.

FOR EXAMPLE, OUR POLICE DEPARTMENT GETS OUT INTO THE COMMUNITY TO TALK TO YOUNG INDIVIDUALS, PEOPLE THAT ARE TRANSITIONING OUT OF THE MILITARY AND REALLY ANYONE WHO WILL LISTEN ABOUT A POTENTIAL CAREER AS A POLICE OFFICER.

PICTURED ON THE LEFT THERE IS SERGEANT DELANEY GREEN AT A RECENT RECRUITMENT EVENT THAT WE HAD.

THEY'VE ALSO EVEN PURCHASED A RECRUITMENT BILLBOARD AND THEY LEVERAGE THEIR INCREDIBLE SOUTHLAKE DPS SOCIAL MEDIA ACCOUNTS TO ATTRACT MANY QUALIFIED APPLICANTS ACROSS THE NATION.

I'M SURE YOU'VE SEEN SEVERAL OF THEIR VIRAL POSTS.

THEY ARE FANTASTIC.

AND LASTLY, AS YOU MAY KNOW, NOT EVERYONE ASPIRES EXCUSE ME, NOT EVERYONE ASPIRES TO A CAREER IN LOCAL GOVERNMENT.

AND I MYSELF AM A GREAT EXAMPLE OF THIS, WHEN I STARTED MY CAREER HERE, I WAS NOT LOOKING FOR A CAREER IN LOCAL GOVERNMENT, BUT HERE I AM, SEVEN YEARS AND MULTIPLE JOB TITLES LATER AND I'M STILL HERE AND I LOVE WHAT I DO.

SO. BECAUSE OF THAT, WE REALIZE THAT WE NEED TO GET OUT IN THE COMMUNITY AND TELL OUR STORY.

THIS IS WHY WE TRY TO HIGHLIGHT THE WORK THAT WE DO AS MUCH AS WE POSSIBLY CAN.

THE PICTURE ON THE RIGHT THERE IS FROM A RECENT EVENT CALLED THE SOUTHLAKE FOUNDATION CAREER CONNECTION DAY.

AT THIS EVENT, WE WERE ABLE TO TEACH LOCAL YOUNG ADULTS ABOUT CAREER OPPORTUNITIES AND LOCAL GOVERNMENT AND WHY THEY MIGHT BE INTERESTED IN A CAREER IN LOCAL GOVERNMENT.

IN CONCLUSION, WE STRIVE TO BE AN EMPLOYER OF CHOICE BY BY BUILDING OUR TALENT DENSITY AND BY INVESTING IN OUR EMPLOYEES AS MUCH AS WE POSSIBLY CAN SO THAT WE THAT WAY WE CAN SERVE THE COMMUNITY AGAIN TO THE BEST OF OUR ABILITIES.

AND, CATHY, NOT TO PUT YOU ON THE SPOT, I MAY ASK YOU TO TALK ABOUT THIS A LITTLE BIT, BUT SOME OF THE COMMUNITY SERVICES TEAM AND COUNCILMEMBER TALLEY SPENT TIME IN THE EARLY HOURS OF THE WINTER STORM THAT WE JUST EXPERIENCED CALLING SOUTHLAKE SENIORS.

SO THAT WAS REALLY, REALLY SPECIAL BECAUSE SOME OF THEM HAD FAMILY LOCAL AND SOME DIDN'T.

AND THE CITY, WHICH I BELIEVE ACTUALLY CREDIT WHERE CREDIT'S DUE, MAYOR HILL HAD THIS IDEA IN THE RUN UP TO THE TO THE WINTER STORM IN 21.

WHAT WE WOULD LIKE TO TALK ABOUT TONIGHT IS SOME OF THE HIGHLIGHTS OF PROGRAMS THAT WE'RE DOING THAT ARE DIRECTLY RESPONSIVE TO OUR COMMUNITY FEEDBACK.

BUT BEFORE I GET TO THE POINT OF WHAT WE'RE DOING, I WANT TO TALK ABOUT WHY WE'RE DOING IT.

THE LIBRARY ALWAYS DEPENDS ON OUR CUSTOMER FEEDBACK, LOOKING AT TRENDS AND DATA FOR HOW THE COMMUNITY USING THE LIBRARY, WHAT THE CIRCULATION STATS ARE, WHAT THE PROGRAM STATS ARE, AND WHAT THE DIRECT FEEDBACK IS FROM OUR COMMUNITY TO HELP US MAKE DECISIONS TO SET THE FUTURE OF THE LIBRARY.

BUT IN 2021 AND 2022, WE HAD A UNIQUE OPPORTUNITY TO HAVE A MORE IN-DEPTH CONVERSATION WITH THE COMMUNITY ABOUT WHAT THEY NEEDED FROM THEIR LIBRARY AND WHERE THEY WANTED US TO GO IN THE FUTURE.

FOR THE LIBRARY STUDY, WE HAD OVER 2100 RESPONDENTS AND NOT ONLY RESPONSES TO THE QUESTIONS WE ASKED THEM, BUT THEY GAVE US 1500 VERBATIM COMMENTS DETAILING EXACTLY WHAT THEY WERE LOOKING FOR.

AND THEN WE HAD THE OPPORTUNITY TO WORK WITH THE LIBRARY TASK FORCE, WATCH THEM, DO THEIR RESEARCH, BE PART OF THEIR DISCUSSIONS AND SEE THE PRIORITIES THAT THEY BROUGHT FORWARD FOR THE LIBRARY.

SO FOR OUR STAFF, WHAT WE WANTED TO DO IS LOOK AT ALL OF THAT DATA, LOOK AT THAT INFORMATION, SEE WHAT THE COMMUNITY WAS TELLING US.

AND THEN WE ASKED OURSELVES, WHAT CAN WE DO NOW? WHAT CAN WE DO WHERE WE ARE TO ENHANCE THE SERVICE TO THE COMMUNITY? SO LET'S TALK ABOUT WHAT WE'RE DOING.

THE FIRST AND THE LOUDEST THING WE HEARD FROM THE COMMUNITY IS THAT SERVICE TO CHILDREN IS A PRIORITY.

THAT IS SOMETHING THAT WE HAVE ALWAYS FOCUSED ON.

THE MAJORITY OF LIBRARIES RESOURCES, PARTICULARLY PROGRAMING RESOURCES, ARE FOR SERVICE TO YOUTH.

THIS ARE A COUPLE OF PHOTOS FROM OUR CHILDREN'S STORYTIME PROGRAMS. WE HAVE OVER 14,000 ATTENDEES TO OUR PROGRAMS EVERY YEAR.

WE'RE REALLY LOOKING FOR A ROBUST SPRING AND SUMMER SCHEDULE THIS YEAR.

WE HAVE NEW THINGS FOR OUR ADULTS, TOO.

SO IN THIS COMMUNITY, OUR ADULTS ARE VERY BUSY.

MANY OF THEM ARE STILL IN THAT VERY BUSY TIME OF THEIR LIVES, OF RAISING THEIR CHILDREN, DYNAMIC CAREERS.

BUT THEY'RE STILL SAYING THAT THEY WANT SUPPORT FROM THEIR LIBRARIES.

A LOT OF TIMES WHAT WE HEARD WAS THEY'RE LOOKING FOR INTELLECTUAL PURSUITS.

THEY'RE LOOKING FOR WAYS TO CONNECT WITH ONE ANOTHER.

AND THEY'RE LOOKING FOR WAYS TO BE CREATIVE AND HAVE CREATIVE PURSUITS IN LOW STRESS ENVIRONMENTS.

ONE OF THE MOST FREQUENT REQUESTS WE HAD WAS FOR A BOOK CLUB, AND WE HAVEN'T ALWAYS HAD SUCCESS WITH BOOK CLUBS OVER THE YEARS.

BUT LAURA BYERS HOLDING THE BOOK IN THIS PICTURE IS ON OUR STAFF.

SHE'S A LIBRARY TECHNICIAN, BUT SHE'S ALSO A DEGREED LIBRARIAN.

WE ARE FORTUNATE. WE HAVE SEVERAL DEGREED LIBRARIANS WORKING IN JUNIOR LEVELS FOR US AND SHE WANTED TO TAKE THIS ON AS HER SPECIAL PROJECT.

AND THIS HAS WORKED WELL, BETTER THAN ANY BOOK CLUB THAT WE'VE EVER HAD FOR ANY AGES.

AND IT'S A GROWING GROUP IN COMMUNITY EVERY MONTH OR EVERY QUARTER.

SHE'S DOING THIS QUARTERLY.

OUR HEALTH, NUTRITION, COOKING AND CREATIVE ARTS CLASSES ARE SOME OF THE MOST IN-DEMAND CLASSES THAT WE HAVE FOR ADULTS.

THEY ARE ALWAYS FULL EVERY TIME WE OFFER THEM.

THEY'RE WAITING LISTS AND THE MOST HIGHLY ATTENDED.

AND WHAT WE'RE LEARNING FROM OUR FROM OUR CITIZENS IS THEY WANT TO CONNECT WITH OTHERS WHO HAVE A SHARED INTEREST.

AND THEY WANT THE OPPORTUNITY TO BE CREATIVE AND TO LEARN HOW TO IMPROVE THEIR LIVES.

CULTURAL EVENTS IS ANOTHER ASPECT THAT WE HEARD FROM THE COMMUNITY.

AND SO OUR PARTNERSHIPS REALLY ALLOW US TO EXPAND OUR CULTURAL EXPERIENCES.

WE JUST HAD THE LANTERN WORKSHOP AND THE LANTERN WALK OVER ON SATURDAY WITH SOUTHLAKE SISTER CITIES, AND THAT WAS OUR SIXTH YEAR FOR OFFERING THAT.

AND THANK YOU, MAYOR, FOR ATTENDING THAT WITH US.

AND THEN FINALLY, I WANT TO TALK ABOUT AUTHOR VISITS AND EDUCATIONAL LECTURES.

THAT WAS SOMETHING THAT WE HAD HEARD FROM THE COMMUNITY AS A AS AN INTEREST IN SOMETHING THEY THOUGHT THE LIBRARY SHOULD DO.

AND YET IT WAS CONSISTENTLY ONE OF THE MOST DIFFICULT THINGS FOR US TO DO.

IT'S ONE OF THE MOST EXPENSIVE AND CONSISTENTLY THE MOST POORLY ATTENDED.

AND YET THE SOLUTION TO THIS PROBLEM LANDED IN MY EMAIL BOX LAST SUMMER WHEN A NEW CONSORTIUM OF LIBRARIES ACROSS THE NATION FORMED AND WE WERE ABLE TO BE A FOUNDING PARTNER FOR A VERY NOMINAL COST.

WE WERE ABLE TO POOL OUR RESOURCES AS LIBRARIES ACROSS THE NATION AND NOW OFFER LIVE ONLINE BEST SELLING AUTHORS 2 TO 3 TIMES A MONTH THAT OUR COMMUNITY CAN ATTEND. YOU CAN ENGAGE DIRECTLY WITH THE AUTHOR, SEND YOUR YOUR MESSAGES IN YOUR QUESTIONS, AND HAVE THEM ANSWER.

SO WE WERE REALLY PLEASED TO SEE THAT WE HAVE ABOUT 150 PEOPLE CONSISTENTLY USING THAT EVERY MONTH, AND THAT'S MUCH HIGHER ATTENDANCE THAN WE WOULD HAVE SEEN TRADITIONALLY. SO FEBRUARY IS BLACK HISTORY MONTH, AND PART OF OUR CULTURAL CELEBRATION IS TO IS TO ACKNOWLEDGE THAT RIGHT NOW THE LIBRARY HAS ON EXHIBIT THE CREATIVE MINDS EXHIBIT FROM THE NATIONAL ACADEMIES OF SCIENCES. AND THIS RECOGNIZES BLACK AMERICANS ACHIEVEMENTS IN MEDICINE, ENGINEERING, MATHEMATICS AND THE SCIENCES.

IT HAS A WONDERFUL SECTIONS ABOUT INDIVIDUALS AND THEIR CONTRIBUTIONS, HISTORICAL AND EVEN A DID YOU KNOW SECTION TO REALLY STIR THE INTEREST OF THAT NEXT LEVEL OF CREATIVE MINDS.

THAT WILL BE ON EXHIBIT IN THE LIBRARY THROUGH THE MONTH OF FEBRUARY.

AND ON FEBRUARY 28TH, WE HAVE A PARTNERSHIP PROGRAM COMING UP FROM THE FOOD SAVE ME INSTITUTE HERE IN SOUTHLAKE.

THEY OFFER FREE NUTRITION CLASSES IN THE COMMUNITY AND THEY HAVE A NEW CLASS.

CATHERINE LAWRENCE AND HER PARTNER, JACQUELINE SAMUELS, HAVE DEVELOPED THIS NEW PROGRAM FOR AFRICAN AMERICAN NUTRITION, WHICH LOOKS AT GENETIC INFLUENCES ON HEALTH AND HOW NUTRITION CAN HELP YOU TAKE CHARGE OF YOUR HEALTH.

THAT IS OPEN FOR REGISTRATION NOW, IF ANYONE'S INTERESTED.

SO FROM THERE, THE PROGRAM WAS DEVELOPED.

MY NAME IS MADISON DUNN, AND I'M THE ENVIRONMENTAL AND REGULATORY SUPERVISOR FOR THE CITY.

AND TONIGHT, I WOULD LIKE TO SHARE SOME HIGHLIGHTS FROM OUR ENVIRONMENTAL SERVICES DIVISION AND SOME OF OUR RECYCLING PROGRAMS. SO THE ENVIRONMENTAL SERVICES DIVISION REALLY FOCUSES ON FIVE MAIN PROGRAMS. WE HAVE OUR FATS, OILS AND GREASE, DRINKING WATER, QUALITY WATER CONSERVATION, PRETREATMENT AND STORM WATER QUALITY PROGRAMS. WITHIN EACH OF THESE PILLARS, WE ARE RESPONSIBLE FOR ENSURING THAT OUR CITY IS COMPLIANT ON A STATE AND FEDERAL LEVEL, AS WELL AS INSTILLING A COMMUNITY AWARENESS FOR ENVIRONMENTAL INITIATIVES THROUGH OUTREACH AND EDUCATION, THROUGH INTERNAL AND EXTERNAL PARTNERSHIPS.

WE ARE ABLE TO OFFER DIFFERENT PROGRAMS FOR OUR SOUTH LAKE RESIDENTS TO UTILIZE.

A GREAT PARTNERSHIP WITH OUR PARKS AND COMMUNITY SERVICES DEPARTMENTS ALLOWS US TO OFFER WINTER AND FALL RECYCLING PROGRAMS, THREE OF WHICH INCLUDE THE LEAF RECYCLING, CHRISTMAS TREE RECYCLING AND THE HOLIDAY GREASE ROUNDUP PROGRAMS. THROUGH OUR CONTRACT WITH REPUBLIC SERVICES, WE ARE ABLE TO OFFER A CURBSIDE LEAF RECYCLING PROGRAM FROM NOVEMBER THROUGH JANUARY EACH YEAR.

TO PARTICIPATE, RESIDENTS SIMPLY BAG UP THEIR LEAF DEBRIS SEPARATELY FROM THEIR TRASH DEBRIS AND PUT IT IN THE SAME AREA AS ON THEIR COLLECTION DAYS.

AND JUST THIS SEASON, SOUTHLAKE RESIDENTS CONTRIBUTED OVER 386 TONS OF LEAVES TO BE RECYCLED THERE IF THEY SAVED LANDFILL SPACE.

OVER THE LIFESPAN OF THIS PROGRAM.

THEY HAVE SAVED OVER 1900 TONS OF LEAVES FROM GOING INTO THE LANDFILL.

AND IT'S IMPORTANT TO RECYCLE THESE LEAVES BECAUSE AS ORGANIC MATTER, THEY TAKE UP LANDFILL SPACE AND WE CAN ACTUALLY RETURN THOSE NUTRIENTS BACK INTO OUR GARDENS THROUGH MULCH. SO ANOTHER ONE OF OUR PROGRAMS IS OUR CHRISTMAS TREE RECYCLING PROGRAM, WHICH IS OFFERED FROM DECEMBER, DECEMBER THROUGH JANUARY ANNUALLY.

AND THIS IS WHERE RESIDENTS, IF THEY HAVE A REAL LIFE CHRISTMAS TREE, THEY'RE ABLE TO DROP THAT OFF AT A DESIGNATED LOCAL PARK TO BE MULCHED.

AND SIMILAR TO LEAVES, THIS IS ANOTHER TYPE OF ORGANIC MATTER, AND IT JUST TAKES UP A LOT OF LANDFILL SPACE.

SO THEY'RE ABLE TO MULCH THAT DOWN TO WHERE SOUTHLAKE RESIDENTS CAN COME BY, PICK UP THE MULCH AND PUT THAT IN THEIR OWN GARDENS AT HOME.

AND THEN THESE TWO PROGRAMS ARE LEAF RECYCLING AND CHRISTMAS TREE RECYCLING PROGRAMS. THEY ARE SUPPORTED THROUGH OUR INTERNAL SOUTHLAKE BEAUTIFUL COMMITTEE.

AND THEN FINALLY, OUR NEWEST PROGRAM IS THE HOLIDAY GREASE ROUNDUP, WHICH WAS ESTABLISHED IN 2019 AND RUNS FROM NOVEMBER THROUGH JANUARY ANNUALLY.

THIS IS WHERE RESIDENTS AFTER COOKING HOLIDAY MEALS, THEY CAN TAKE THAT COOKING OIL IN GREASE AND DROP IT OFF AT OUR PUBLIC WORKS OPERATIONS CENTER TO BE RECYCLED.

THIS IS A COLLABORATION EFFORT WITH OUR NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT MUNICIPALITIES.

AND THIS YEAR, SOUTHLAKE WAS ONE OF 44 PARTICIPANTS AND 71 DROP OFF LOCATIONS ACROSS THE METROPLEX.

SO THIS ACROSS THE LIFESPAN OF THIS PROGRAM, WE HAVE RECYCLED OVER 450 GALLONS OF GREASE IN SOUTH LAKE WITH 99 OF THOSE GALLONS BEING JUST FROM THE SEASON

ALONE. AND THROUGH VOLUNTARY DATA COLLECTION.

WE'VE NOTICED THAT RESIDENTS ARE COMING BACK OVER ONE HOLIDAY SEASON TO BE ABLE TO RECYCLE THEIR USED COOKING OIL AND GREASE MULTIPLE TIMES AND THEN COMING YEAR AFTER YEAR.

AND ANOTHER THING WE'VE NOTICED IS NEIGHBORING CITIES ACTUALLY UTILIZING OUR OWN GREASE STATION AS WELL.

WITH THIS PROGRAM, WE'RE ABLE TO TAKE THAT USE COOKING OIL AND GREASE.

AND THROUGH A VENDOR, THEY ABLE TO RECYCLE IT INTO BIODIESEL.

SO NEXT, I WOULD LIKE TO HIGHLIGHT TWO SCHOOL OUTREACH INITIATIVES THAT WE'VE HAD THIS YEAR ALREADY.

SO FIRST UP, JUST THIS PAST MONTH, TARRANT REGIONAL WATER DISTRICT AND I HAD THE OPPORTUNITY TO PRESENT TO CARROLL HIGH SCHOOL SENIORS ABOUT THEIR NEW PROJECT THAT THEY ARE GOING ON.

IT'S CALLED MEET OUR HERO.

AND WHAT THEY'LL BE DOING IS ANALYZING THEIR OWN WATER USAGE AT HOME, ANALYZING THE TRENDS OF THAT, AND THEN HYPOTHESIZING DIFFERENT WAYS TO HAVE WATER SAVINGS AT HOME. AND JUST FOR THE KICKOFF OF THIS PROJECT, THERE WILL BE 193 STUDENTS COMPLETING THIS EXPERIMENT OVER THE SPRING TIME.

AND THEN FINALLY, WE HAVE OUR FLORENCE KNIGHT WITH OUR ELEMENTARY STUDENTS.

SO FLORENCE ELEMENTARY INVITES US EACH YEAR TO PARTICIPATE IN THEIR ANNUAL STEM NIGHT EVENT.

AND WHAT THIS IS THE FIRST PART IS THE STUDENTS BRING THEIR SCIENCE FAIR PROJECTS BEFORE JUDGES.

AND THEN THE SECOND PART OF THE EVENT IS WHERE THE COMMUNITY INTERACTS WITH THESE STUDENTS TO TALK ABOUT DIFFERENT STEM ACTIVITIES AND INITIATIVES.

AND THIS YEAR, ENVIRONMENTAL SERVICES HAD A DO IT YOURSELF SEED BUNDLE STATION WHERE WE MADE WITH CLAY AND SOIL AND NATIVE AND ADAPTIVE SEEDS, THESE LITTLE BUNDLES THAT THEY'LL TOSS INTO THEIR GARDEN THIS SPRING TIME.

IT'S ALSO A GREAT OPPORTUNITY TO TALK TO THESE PARENTS ABOUT WHAT DROUGHT TOLERANT LAND SAVE MONEY AND WATER.

THROUGH THIS EVENT WE CREATED 58 SEED BUNDLES WITH STUDENTS AND WE GAVE AWAY OVER 170 PIECES OF OUTREACH MATERIAL.

WE'LL TALK ABOUT THE NUANCES, WE'LL TALK ABOUT THE REASONS FOR IT, AND WE'LL ALSO TALK ABOUT THE APPLICABILITY AS WE SIT THROUGH THE PRESENTATION.

SO IN ESSENCE, FROM THE FEDERAL LEVEL, THE NATIONAL POLLUTION DISCHARGE AND ELIMINATION SYSTEM OR THE NPDS IS WHAT GUIDES THE STORMWATER MANAGEMENT AT THE FEDERAL LEVEL. AND THE ENVIRONMENTAL PROTECTION AGENCY IS CHARGED WITH THAT OVERSIGHT.

THEY SUBSEQUENTLY DELEGATE THE STATES TO PERMIT THOSE ACTIVITIES.

AND THE CITY HAS ITS OWN PERMIT, THE MUNICIPAL SEPARATE STORM SEWER SYSTEM PERMIT.

THE MS FOUR PERMIT.

THE MS FOUR PERMIT ACTUALLY CONTAINS OPERATIONAL ADMINISTRATIVE MINIMUM CONTROL MEASURES DESIGNED TO REDUCE POLLUTANTS THAT ARE COLLECTED BY STORMWATER, AS IT NOT ONLY RUNS OFF THE LAND WITHIN SOUTHLAKE, BUT IT'S CONVEYED THROUGH OUR INFRASTRUCTURE AND IT'S DISCHARGED THROUGH OPEN BODIES, WHETHER THE RIVERS, CREEKS OR LAKES.

AS YOU CAN SEE ON THE SLIDE BEFORE YOU, MC1 THROUGH THREE, AS WELL AS FIVE MINIMUM CONTROL MEASURES ARE IN PLACE AS PART OF OUR EXISTING PERMIT.

THE ONE THAT'S NOT IS THE ONE THAT WE'RE TALKING ABOUT TONIGHT, WHICH IS THE POST-CONSTRUCTION STORMWATER MANAGEMENT PLAN AND THOSE REQUIREMENTS.

WE DO HAVE AN ORDINANCE, ORDINANCE NUMBER 605, WHICH ACTUALLY CALLS FOR THE MANAGEMENT OF STORMWATER.

HOWEVER, THERE'S NO ENFORCEMENT.

THERE'S NO WAY FOR THE CITY TO ACTUALLY TAKE ANY ACTION FOR ANY PARTIES THAT DO NOT ACTUALLY FULFILL THEIR, QUOTE, OBLIGATION UNDERNEATH THIS ORDINANCE.

THE PROPOSED ORDINANCE, 1268, ACTUALLY CLOSES THAT GAP.

IT ACTUALLY REQUIRES A DOCUMENTATION OF THE OPERATION AND MAINTENANCE ACTIVITIES, AND IT'S DONE THROUGH THE CODIFICATION OF A MAINTENANCE AGREEMENT, WHICH IS DONE THROUGH THE ENTITLEMENT PHASE WITH DEVELOPERS.

THIS SLIDE KIND OF SUMMARIZES WHO IT IMPACTS BASICALLY THE OWNER'S RESPONSIBILITIES AND THE CITY'S RESPONSIBILITIES, AND IT BASICALLY IMPACTS NEW DEVELOPMENT OR REDEVELOPMENT.

IT'S ACTUALLY AFFECTS THOSE AREAS THAT ARE DISTURBING ONE ACRE OR MORE INLAND.

AND IT'S NOT A CAVEAT.

IT'S NOT A ONE SIZE FITS ALL.

IT ACTUALLY GOES BACK TO THE DEVELOPER'S ENGINEERS.

THEY'LL HAVE TO EVALUATE THE AMOUNT OF STORMWATER RUNOFF THAT OCCURS, BASICALLY INCREASE IN IMPERVIOUS AREA OR THINGS LIKE THAT.

AND THEN STAFF WILL WORK WITH THEM TO DETERMINE WHETHER THE NEED FOR STORMWATER MANAGEMENT PLAN IS REQUIRED.

AS YOU CAN SEE. SO TYPICALLY WHAT WE HAVE IS A DEVELOPER COMES IN AND HANDS IT OFF TO AN HOA OR SOME OTHER ENTITY.

THAT RESPONSIBILITY THEN TRANSFERS FOR THE MAINTENANCE OF IT, THE INSPECTION OF THEIR STORMWATER MANAGEMENT INFRASTRUCTURE AND IS REQUIRED TO DOCUMENT THE INSPECTION AS WELL AS ANY ACTIONS THAT ARE TAKEN TO KEEP IT IN OPERATIONAL CONDITION.

AND THEN THE CITY'S RESPONSIBILITIES.

WE'RE REQUIRED TO NOT ONLY INSPECT IT, BUT WE'RE INQUIRED TO ENFORCE VIOLATIONS THEREOF, AND WE'RE ALSO REQUIRED TO MAINTAIN RECORDS OF THOSE INSPECTIONS ON THE CITY RECORDS AS WELL AS MAKE SURE THAT THESE RECORDS ARE AVAILABLE TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY.

ANY TIME THAT AN INSPECTION IS DONE AS PART OF THE MS FOUR PERMIT.

STAFF HAS WORKED WITH THE COMMUNITY FOR THIS.

WE REVIEWED THE PROPOSED ORDINANCE WITH THE CITY ATTORNEY'S OFFICE LAST MARCH.

WE DID GO TO SPIN LAST FALL AROUND AUGUST TIMEFRAME.

WE TALKED TO THE DEVELOPMENT COMMUNITY.

WE ALSO HAD SOME RESIDENTS THAT ALSO PARTICIPATED.

SOME OF THEIR COMMENTS WERE ADDRESSED.

OTHER COMMENTS WERE ADDRESSED THROUGH THE CITY ATTORNEY'S OFFICE.

AND THE FINAL ORDINANCE THAT IS BEFORE YOU TONIGHT HAS BEEN VETTED THROUGH THE CITY ATTORNEY'S OFFICE.

AND IT'S ALSO BEEN REVIEWED AND INPUT PROVIDED THROUGH THE SPIN PROCESS.

THIS ACTION BASICALLY ADHERES TO THE STRATEGY MAP AS YOU SEE ON THIS SLIDE BEFORE YOU.

WE DID DO THE SECTOR PLANNING THAT WE TYPICALLY DO LOOKING AT EACH INDIVIDUAL SECTOR AND THEN COMING UP WITH RECOMMENDATIONS.

AND WE DID HAVE AN OPEN HOUSE AND A SPIN MEETING AND THE PLANNING AND ZONING COMMISSION PUBLIC HEARING.

AND THE REALITY IS BUILDOUT IS APPROACHING.

WE'RE ABOUT 91% DEVELOPED OF THE APPROXIMATELY 8000 ACRES THAT WE HAVE UNDEVELOPED.

IT'S ABOUT HALF PLATTED AND HALF UNPLATTED.

AND THIS MAP HERE JUST SHOWS THE DISTRIBUTION OF THOSE UNDEVELOPED PARCELS ACROSS THE CITY.

AND THIS JUST SHOWS THE UNDEVELOPED PARCELS ACROSS THE CITY BASED ON THE UNDERLYING LAND USE.

YOU CAN SEE THAT THERE'S A LOT OF MIXED USE ALONG 114 AND THEN THE OTHER PARCELS ARE JUST KIND OF SPREAD OUT AROUND THE CITY.

IT'S MOSTLY MIXED USE AT ABOUT 346 ACRES, LOW DENSITY RESIDENTIAL AT 311, AND MEDIUM DENSITY RESIDENTIAL AT 192.

AND THIS IS JUST ANOTHER WAY OF LOOKING AT THAT INFORMATION.

THE BIG PIE GRAPH TWO SHOWS THAT WE'RE ABOUT A THIRD MEDIUM DENSITY RESIDENTIAL, A THIRD LOW DENSITY RESIDENTIAL AND A THIRD NON RESIDENTIAL.

AND YOU CAN SEE MIXED USE IS THE LARGEST CATEGORY THAT STILL HAS DEVELOPABLE ACRES.

AND JUST TOUCHING BRIEFLY, WE HAVE UNDERLYING LAND USE DESIGNATIONS, OVERLAY LAND USE DESIGNATIONS AND SITE SPECIFIC RECOMMENDATIONS.

EVERY PROPERTY IN SOUTH LAKE HAS AN UNDERLYING LAND USE WHICH KIND OF PREVENTS A BROAD PICTURE OF OF OUR DESIRED DEVELOPMENT.

WE ALSO HAVE OVERLAY LAND USE DESIGNATIONS, WHICH PROVIDES ADDITIONAL FLEXIBILITY.

WE ALSO USE THEM TO COMMUNICATE THE THE PREFERRED DEVELOPMENT PATTERN BASED ON THE ECONOMIC DEVELOPMENT MASTER PLAN AND A EVEN SMALLER SUBSET OF PROPERTIES HAVE A SITE SPECIFIC RECOMMENDATIONS AND THOSE JUST FURTHER COMMUNICATE THE VISION FOR THOSE PARTICULAR PROPERTIES.

HERE WE HAVE THE EXISTING SOUTHLAKE 2035 PLAN AND THE THE NEW PROPOSED PLAN.

AND AS YOU CAN SEE, THERE REALLY ISN'T ANY HUGE CHANGES BETWEEN THE TWO.

AND HERE WE JUST HAVE THE THE LAND USE DESIGNATION OR THE LAND USE CHANGES THAT WE HAVE THROUGHOUT THE CITY.

JUST GOING BACK TO THE SECTOR PLANNING.

EACH EACH PROPOSED CHANGE HAS IT STARTS WITH LIKE AN N OR A NUMBER.

AND THAT JUST REFERS TO THE SECTOR PLAN AREA.

AND I'LL JUST RUN THROUGH THESE.

THE MAJOR THE MAJOR CHANGES.

ONE BY ONE WE HAVE AN E TWO AND THIS CHANGE FROM MEDIUM DENSITY RESIDENTIAL TO OFFICE COMMERCIAL.

AND THAT'S JUST TO KIND OF RECONCILE IT WITH THE UNDERLYING ZONING.

THE UNDERLYING ZONING IS IN OUR PUD, THIS PREVIOUSLY MEDIUM DENSITY RESIDENTIAL A FEW CYCLES BACK, MEDIUM DENSITY RESIDENTIAL DID ALLOW LIMITED OFFICE DEVELOPMENT.

THAT'S NO LONGER THE CASE.

SO THIS JUST REALLY MAKES MORE SENSE TO CHANGE IT TO OFFICE COMMERCIAL.

WE ADDED THIS LITTLE CORNER TO THE SITE SPECIFIC AREA, AND WE ALSO PULLED OUT THIS ONE AREA, ONE A AREA.

THE ONE A IS JUST KIND OF A DIFFICULT PIECE OF PROPERTY BECAUSE IT'S GOING TO BE THERE'S GOING TO BE THE KIRKWOOD EXPANSION HERE.

SO IT WAS JUST PROVIDING AN ADDITIONAL SITE SPECIFIC RECOMMENDATION THERE TO CONSIDER A SINGLE FAMILY RESIDENTIAL OR JUST OPEN SPACE THERE.

AND THEN WE ALSO PULLED IN THAT LITTLE AREA IN THE CORNER HERE, JUST PULLED IT INTO THE LARGER AREA JUST BECAUSE WE WANTED A MORE COMPREHENSIVE WE WANTED MORE COMPREHENSIVE RECOMMENDATIONS FOR THIS WHOLE AREA.

IT JUST REALLY DIDN'T MAKE SENSE TO LEAVE THAT OUT.

OFFICE COMMERCIAL INCREASED BY 39 ACRES AND MIXED USE INCREASED BY FIVE ACRES.
