IT'S ACTUALLY ABOUT 53 HOSPITALS NOW THAT WE HAVE 12.7 BILLION IN OPERATING REVENUE AND 52,000 EMPLOYEES THAT WE HAVE ACROSS THE STATE OF TEXAS. FOR US HERE IN GRAPEVINE AND HOW WE SERVE THE COMMUNITY, THIS IS FOR OUR LAST FISCAL YEAR, ABOUT 47,000 OUTPATIENT VISITS.

WE HAVE OVER 1000 MEMBERS OF THE MEDICAL STAFF, MANY WHO RESIDE HERE IN THE COMMUNITY.

WE'RE ABLE TO SERVE ABOUT 14,000 ADMISSIONS TO SOUTHLAKE IN OUR AREA CITIES OVER HERE.

WE DID BRING IN 2,300 NEW TAX PAYERS IN TERMS OF BIRTH TO THE CITY, OVER 6,000 SURGERIES, 1,200 TEAM MEMBERS THAT ARE ALL PART OF OUR COMMUNITY OVER HERE AND THEN ABLE TO SERVE ABOUT 50,000 ED VISITS.

OUR CORE, WE WERE FOUNDED AS A CHRISTIAN MINISTRY OF HEALING, BAYLOR SCOTT AND WHITE PROMOTES THE WELL BEING OF ALL INDIVIDUALS, FAMILIES IN THE COMMUNITY.

AND ON THE BOTTOM RIGHT I WOULD POINT THIS OUT THAT OUR VISION IS EMPOWERING YOU TO LIVE WELL.

SO THIS IS NOT ONLY FOR OUR PATIENTS, BUT ALSO FOR OUR TEAM MEMBERS, OUR EMPLOYEES AND OUR MEDICAL STAFF.

OUR FUNDAMENTAL BELIEF IS CREATING AN ENVIRONMENT WHERE THERE IS ZERO HARM, AND THAT IS TO CREATE A SAFE AND RESPECTFUL ENVIRONMENT WHICH IS FOUNDATIONAL TO DELIVERING EXCEPTIONAL PATIENT CARE.

THAT IS OUR ENDEAVOR, EVERY PATIENT, EVERY TIME.

SOME OF OUR ACCOLADES AND AWARDS MAGNET FOR THOSE OF YOU WHO MAY NOT BE FAMILIAR WITH THAT, IT IS AN EXTERNAL AGENCY THAT RECOGNIZES OUR NURSING TEAM FOR GOING ABOVE AND BEYOND HAVING DISCIPLINES THAT HAVE SPECIALTY NURSES.

SO WITH THAT, WE HAVE BEEN A MAGNET RECOGNIZED FACILITY, WHICH IS ONLY THE TOP 8% OF ALL HOSPITALS IN AMERICA.

WE'VE BEEN RECOGNIZED FOR THEM FOR THE 12TH YEAR IN A ROW.

WE DO HAVE CHEST PAIN, AS I WAS MENTIONING EARLIER, FOR OUR NICU, WHICH STANDS FOR NEONATAL ICU.

WE ARE SAFELY ABLE TO TAKE CARE OF BABIES FROM 28 WEEKS AND ABOVE OF GESTATION.

WE ARE THE AREA'S NORTHEAST TARRANT COUNTY'S ONLY TRAUMA LEVEL TWO CENTER, WHICH MEANS WE PROVIDE THE SAME CLINICAL LEVEL OF CARE AS A UT SOUTHWESTERN OR BAYLOR UNIVERSITY MEDICAL CENTER.

WE ARE A PRIMARY STROKE DESIGNATED CENTER.

AND THEN WE JUST WENT THROUGH OUR JOINT COMMISSION RE-ACCREDITATION SURVEY, HAVE A COMPREHENSIVE CANCER PROGRAM, AND I WON'T GO THROUGH ALL THE REST OF THOSE OVER THE SERVICES OVER HERE. BUT ON THE RIGHT HAND SIDE, YOU GUYS WILL SEE WOMEN'S AND CHILDREN'S HEART AND VASCULAR, TRAUMA, ONCOLOGY, NEUROSCIENCES.

SOMETHING I WOULD LIKE TO HIGHLIGHT TO THE TEAM OVER HERE IS THIS YEAR WE WERE ACTUALLY ABLE TO ADD TWO MORE ADDITIONAL SURGICAL ROBOTS. AND WHAT THIS ALLOWS US TO DO IS HAVE MINIMALLY INVASIVE SURGERY WHICH PROMOTES HEALING AND RECOVERY.

INSTEAD OF OPENING UP THE ENTIRE ABDOMEN, WE ARE ABLE TO DO THAT WITH THREE SMALL DIME SIZED HOLES WITH ABOUT 2 TO 3 STITCHES A PIECE OVER THERE.

SO DEFINITELY DOES INCREASE RECOVERY, AND WE USE THAT FOR EVERYTHING FROM GYN PROCEDURES, PROSTATECTOMIES, EVEN COLORECTAL TYPE OF CASES FOR THEM.

FROM A CAPITAL INVESTMENT STANDPOINT, WE ARE VERY FORTUNATE THAT BAYLOR, SCOTT AND WHITE HAS FUNDED US WITH A BRAND NEW CATH LAB THAT WE OPENED UP EARLIER THIS YEAR.

WE ARE EXPANDING OUR OPERATING ROOM CAPABILITY AND ADDING ONE OF THE FIRST HYBRID ORS AT THIS PART OF TOWN, WHICH WILL ALLOW FOR INTRAOPERATIVE IMAGING.

AND THIS IS THE LATEST AND GREATEST IN TECHNOLOGY FOR VASCULAR CARE AND ALSO CARDIOTHORACIC.

ON OUR WOMEN'S PAVILION WE'RE ACTUALLY ADDING 20 NEW BEDS PLUS TWO NEW OPERATING ROOMS UP THERE.

AND THAT WILL ALLOW US TO HAVE A DEDICATED WOMEN'S PAVILION FOR ANYTHING RELATED TO FEMALE CARE.

ALL OF OUR WOMEN WILL BE HOUSED ON THAT UNIT AND THEN ALSO UPGRADING SOME OF OUR IMAGING EQUIPMENT THROUGH THE REST OF THIS YEAR.

WITH THAT. WE ARE HERE TO SERVE THE COMMUNITY.

WE OUR AIM IS TO REALLY BE THE TERTIARY LEVEL CARE HOSPITAL.

OUR GOAL IS THAT RESIDENTS OF OUR COMMUNITY DO NOT HAVE TO MIGRATE EITHER INTO DOWNTOWN DALLAS OR INTO FORT WORTH TO RECEIVE THAT HIGHEST LEVEL OF CARE.

SO WITH THAT, PROUD TO BE PART OF THE COMMUNITY AND WOULD BE OPEN TO ANY QUESTIONS THAT THE COUNCIL MAY HAVE.

ITEM 4C AUTHORIZE EXPENDITURES WITH TRANSCORE FOR THE INSTALLATION OF TRAFFIC SIGNALS NETWORK COMMUNICATIONS IN AN AMOUNT NOT TO EXCEED $75,000.

ITEM 4D APPROVE THE 2022 ANNUAL COMPREHENSIVE FINANCIAL REPORT.

AND THAT'S THE NAME OF THE ETHICS CAMPAIGN.

AND WE STARTED WITH THE APPROVAL OF THE ETHICS ORDINANCE ACTUALLY, IN THE FALL OF 2022.

WE UPDATED OUR CODE OF CONDUCT AND ARE ROLLING OUT THE ETHICS AWARENESS MESSAGING TO CITY EMPLOYEES AND THE BOARDS AND COMMISSION MEMBERS.

AND WE'RE VERY EXCITED ABOUT TAKING THIS NEXT STEP.

SO I'M GOING TO READ THIS PROCLAMATION AND THEN WE'LL DO A QUICK PHOTO OP.

SO WHEREAS NATIONAL ETHICS AWARENESS MONTH IS OBSERVED EVERY MARCH AS A TIME FOR INDIVIDUALS AND ORGANIZATIONS TO REFLECT ON THE ETHICS THEY ADHERE TO AND HOW THEY CAN IMPROVE ON THEM.

AND. WHEREAS, THESE ARE THE PRINCIPLES BY WHICH WE OPERATE AND THAT GUIDE OUR DECISIONS, WE UNDERSTAND THAT OUR ROLES AND RESPONSIBILITIES AND WE PLEDGE TO DO THE RIGHT THING, THINK OUTSIDE THE BOX, OWN IT, GO ABOVE AND BEYOND, WORK TOGETHER ALWAYS.

THE TOP TWO ISSUES I'VE WRITTEN HERE ARE TWO MAIN REASONS WHY WE IN SOUTHLAKE SHOULD BE PROMOTING TOWARDS MORE PEDESTRIAN INFRASTRUCTURE AND BIKING INFRASTRUCTURE IN GENERAL.

THE FIRST ONE IN GENERAL BEING THAT IT CAN ACTUALLY BE SAFER FOR OUR PEDESTRIANS AND CYCLISTS AS WELL.

BECAUSE WHEN WE HAVE MORE INFRASTRUCTURE BEING BUILT, YOU DO FIND THAT IT IS ACTUALLY SAFER TO BIKE AND WALK AND WE NEED IT IN SOUTHLAKE MORE THAN ANYWHERE ELSE BECAUSE WE HERE IN DFW ACTUALLY RANK AT THE TOP IN THE NATION FOR PEDESTRIAN DEATHS WHILST WE ALSO RANKED DEAD LAST IN THE AMOUNT OF PEOPLE THAT BIKE AND WALK AROUND TOWN.

BUT WE ALSO CAN SEE ECONOMIC GROWTH IN SOUTHLAKE I'M PRETTY SURE MAYOR HUFFMAN YOU AS A SMALL BUSINESS OWNER MORE THAN ANYONE HERE, UNDERSTAND THAT IT'S IDEAL FOR BUSINESSES TO BE LOCATED WHERE THE PEDESTRIAN TRAFFIC IS, WHERE PEOPLE ARE, WHERE THE BUSINESSES.

AND IT'S NOT SURPRISING THAT THE MOST WALKABLE PLACE IN SOUTHLAKE TOWN SQUARE IS ALSO THE MOST BUSINESS ORIENTED, MOST CONNECTED THAT WE SEE IN OUR COMMUNITY.

BUT THE REASON I'M HERE TALKING TO YOU ALL TODAY IS BECAUSE TXDOT ACTUALLY ANNOUNCED A FEW MONTHS AGO THAT THEY WERE PROMOTING $250 MILLION TO CITIES AND MUNICIPALITIES TOWARDS SPECIFICALLY BIKE LANES AND SIDEWALKS TO THOSE CITIES THAT APPLIED FOR THIS FUNDING.

AND I'M FAMILIAR THAT WE IN SOUTHLAKE CURRENTLY DO HAVE THE 2035 MASTER PLAN TO HAVE AN ALL SIDEWALK INFRASTRUCTURE BY 2035.

BUT THIS STATE FUNDING THAT WE SHOULD HOPEFULLY APPLY FOR COULD HELP MOVE US FORWARD AND REACH THAT GOAL FASTER AND HELP COVER SOME OF THESE COSTS WITH STATE FUNDING THAT WE HERE IN SOUTHLAKE WOULD SEE COVERED BY TAXPAYERS.

BUT I BRING THIS UP TOO, BECAUSE I'M PRETTY SURE A LOT OF YOU ALL ARE WONDERING, LIKE, WILL THIS BE USED? AND TO THAT I SAY DEFINITIVELY, YES.

I ACTUALLY EMBARKED ON A SURVEY LAST YEAR WITH FELLOW STUDENTS AT CARROLL HIGH SCHOOL, AND ANOTHER SURVEY WAS DONE AT CARROLL HIGH SCHOOL WITH CARROLL STUDENT COUNCIL.

AND WE FOUND THAT 80% OF RESPONDENTS WHO WERE ASKED A QUESTION IF THERE WAS A PROTECTED BIKE LANE GOING BETWEEN YOUR HOUSE AND NEIGHBORHOOD TO SCHOOL, TO WORK TO TOWN SQUARE, WHEREVER WOULD YOU TAKE IT? 80% OF RESPONDENTS ANSWERED YES AND THAT WHEN I ASKED THEM WHAT WAS PREVENTING THEM CURRENTLY, THE MAIN ANSWER WAS THE LACK OF INFRASTRUCTURE AVAILABLE BECAUSE THERE WAS NO BIKE LANE, BECAUSE THERE WAS NOTHING, THEY WOULDN'T TAKE IT.

AND WHEN I ASKED THEM WHAT WOULD PROMOTE THEM MORE WAS THE FACT THAT MORE BIKE LANES, MORE SIDEWALKS, MORE INFRASTRUCTURE WOULD ACTUALLY IMPROVE SAFETY.

THERE WOULD BE MORE LIKELY TO TAKE IT.

AND ON THE FORM I HAVE FOR YOU ALL A LITTLE ARTICLE Y'ALL COULD LOOK INTO FROM THE UNIVERSITY OF WISCONSIN, AND ST.

LOUIS STUDY TALKS ABOUT HOW WALKABLE COMMUNITIES CAN ALSO HELP BOLSTER ECONOMIC GROWTH.

BUT HERE IN SOUTHLAKE, WHEN YOU INCREASE SIDEWALKS AND CONNECTIVITY, YOU CAN HELP NOT ONLY INCREASE ECONOMIC GROWTH, BUT YOU CAN ALSO HELP SAVE LIVES AND GET PEOPLE MOVING AROUND. I BELIEVE WHEN PARKS DEPARTMENT WAS TALKING ABOUT THE PICKLEBALL COURT, SOMEONE MENTIONED THAT PEOPLE IN THEIR COMMUNITY WANTED TO WALK THERE AND THIS COULD HELP MOVE US FORWARD ON THAT. AND OVER THE PAST YEAR AND A HALF THAT I'VE GOTTEN THE PLEASURE OF WORKING FOR THE CITY OF SOUTHLAKE, I'VE GOTTEN TO WORK ON SO MANY DIFFERENT PROJECTS, INCLUDING THE 70 MINUTE WITH THE MAYORS THAT I'VE PRODUCED, ALONG WITH THE OFFICE OF COMMUNICATIONS AND CUSTOMER EXPERIENCES, EFFORTS IN EMPLOYEE APPRECIATION AND DEPARTMENTAL HIGHLIGHTS.

I'VE ALSO GOTTEN TO WORK WITH SOME REALLY AMAZING WOMEN OVER THE PAST YEAR AND A HALF, AND I'M REALLY EXCITED TO TALK A LITTLE BIT ABOUT THEIR WORK TODAY.

SO WE HAVE A FEW WAYS THAT THE CITY OF SOUTHLAKE HAS CELEBRATED WOMEN'S HISTORY, AND I'M GOING TO SHARE THOSE WITH YOU AS WE CLOSE OUT THE MONTH.

SO FIRST, I WANT TO TALK TO YOU ABOUT THE EFFORTS OF THE SOUTHLAKE PUBLIC LIBRARY AND WHAT THEY'RE DOING TO HONOR NATIONAL WOMEN'S HISTORY MONTH.

SO ON THE SCREEN ABOVE, YOU'LL SEE A FEW PICTURES, INCLUDING CUSTOM BOOKMARKS OF HISTORIC WOMEN THROUGHOUT HISTORY.

SO THROUGHOUT THEIR CAREERS IN PUBLIC SERVICE, THE WOMEN ON THE EXECUTIVE LEADERSHIP TEAM HAVE A TOTAL COMBINED EFFORT OF OVER 200 YEARS OF SERVICE TO THE CITY OF SOUTHLAKE.

THAT EXPERTISE, COMBINED WITH THEIR PASSION AND THE CURRENT CITY COUNCIL, GIVES THE VERY BEST TO OUR CITIZENS EACH AND EVERY DAY.

AND SO TO HONOR THESE WOMEN, THE OFFICE OF COMMUNICATIONS AND CUSTOMER EXPERIENCE HAS PUT TOGETHER A VERY SHORT VIDEO ABOUT OUR HISTORY BECAUSE WOMEN IN LOCAL GOVERNMENT CONTINUE TO MAKE THAT.

SO IT SEEMS FITTING TO ACKNOWLEDGE AND RECOGNIZE THE STRONG FEMALE LEADERSHIP OF SOUTHLAKE.

SINCE SOUTHLAKE INCORPORATION, 12 WOMEN HAVE SERVED ON THE CITY COUNCIL, INCLUDING THE FIRST FEMALE MAYOR ELECTED IN 2015.

I THINK OUR RESIDENTS BENEFIT FROM HAVING FEMALE LEADERSHIP IN CITY COUNCIL AND OTHER LEADERSHIP POSITIONS BECAUSE IT GIVES THEM A MORE BALANCED REPRESENTATION, IT HAS MORE PERSPECTIVE INTO EVERY DECISION THAT'S MADE, AND IT ALSO SERVES AS A WONDERFUL EXAMPLE FOR OUR YOUNGER RESIDENTS TO SEE THAT THEY TOO, CAN BE LEADERS IN THEIR OWN COMMUNITY. TO DATE, 14 WOMEN SERVE OUR COMMUNITY IN VARIOUS ROLES ON THE EXECUTIVE LEADERSHIP TEAM, SPANNING FROM THE CITY MANAGER TO FINANCE, POLICE AND MANY MORE.

TO THE WOMEN OF RELT. I WOULD SAY THANK YOU FOR YOUR SERVICE AND YOUR EXAMPLE.

AS AN EARLY CAREER PROFESSIONAL IT CAN SEEM A BIT INTIMIDATING TO IMAGINE YOURSELF IN A HIGH RESPONSIBILITY POSITION, BUT SEEING THE WOMEN IN OUR ELT DO IT SO GRACEFULLY AND SET THAT EXAMPLE IS REALLY INSPIRING.

THE PROPOSED CHANGE WOULD OCCUR FROM EAST SOUTHLAKE BOULEVARD AND EXTENDS SOUTH TO PROPERTY, WHICH IS CITY OPEN SPACE, CURRENTLY ADDRESSED AS 400 PARKWOOD DRIVE.

IT WOULD. ADDRESSES WOULD REMAIN AS THEY CURRENTLY ARE FOR THIS OPEN SPACE LOT, AS WELL AS THE PARKWOOD TRAINING CENTER.

THIS IS AN EXHIBIT PROVIDED BY THE APPLICANT THAT REPRESENTS THE PROPOSED CHANGE.

AND I WILL QUICKLY RUN THROUGH JUST SOME HISTORY ON THE PROPERTY.

PARKWOOD DRIVE WAS ORIGINALLY PLANNED TO CONNECT FROM BYRON NELSON TO EAST SOUTHLAKE BOULEVARD AND WAS DONE SO AS PART OF THE PLANNING OF WHAT IS NOW THE PARKWOOD TRAINING CENTER.

ORIGINALLY PROPOSED FOR THE CITY'S MUNICIPAL COMPLEX AS WELL AS THE NORTHWOOD PORTION OF TIMARRON RESIDENTIAL. THIS PORTION OF PARKWOOD DRIVE WAS CONSTRUCTED AS PART OF THE RESIDENTIAL DEVELOPMENT FOR TIMARRON.

THE REMAINING PORTION, WHICH WAS PLATTED AND DESIGNATED WITH THE FINAL PLAT FOR THE MUNICIPAL COMPLEX, WAS NOT CONSTRUCTED UNTIL 2005 AND IT WAS SIMPLY CONSTRUCTED DOWN TO THIS TERMINUS.

ABOUT 1998 A I BELIEVE A FOUR BUILDING OFFICE COMPLEX WAS ZONED AND APPROVED FOR THIS PORTION OF WHAT IS NOW CALLOWAY'S AND A FUTURE MEDICAL OFFICE BUILDING.

AND AS PART OF THAT ZONING HEARING, THERE BEGAN CONCERN ABOUT PHYSICALLY MAKING THIS CONNECTION BETWEEN THIS PORTION OF PARKWOOD DRIVE AND COMPLETING THAT CONNECTION ALL THE WAY TO EAST SOUTHLAKE BOULEVARD.

IN TERMS OF WHERE WE STARTED DURING THE 2035 PLAN, IT WAS DETERMINED BY THE PARK BOARD WHO WAS THE COMMITTEE SERVING ON ON THE MASTER PLAN THAT WE WANTED TO MOVE FORWARD WITH DEVELOPING SOME PICKLEBALL COURTS, THAT WE NEEDED THOSE IN SOUTHLAKE.

THE ORIGINAL PLAN FOR THOSE WAS TO INTEGRATE THEM INTO THE SOUTHLAKE SPORTS COMPLEX CONCEPT PLAN, WHICH IS STILL EFFECTIVE WITHIN YOUR PARKS MASTER PLAN. BUT THEN WE STARTED LOOKING AT AN OPTION OF COURTS IN BICENTENNIAL PARK.

AS YOU SEE HERE, WE STARTED OUT WITH A TOTAL OF SIX COURTS.

WE HAD SOME SHADE STRUCTURES ETCETERA.

SO FENCING AND LIGHTING, IT WAS PRETTY, BASIC.

WHAT YOU SEE IN SOME OF THE OTHER PARKS AROUND THE METROPLEX THAT HAVE PICKLEBALL COURTS.

WE THEN STARTED LOOKING AT BICENTENNIAL PARK AND NOT ONLY THAT, BUT INCREASING THE SCOPE TO WHERE WE WOULD HAVE EIGHT COURTS.

WE LOOKED AT TWO DIFFERENT LOCATIONS AND THE LOCATION IN THE UPPER RIGHT HAND CORNER ON THIS SCREEN ADJACENT TO THE TENNIS CENTER WAS CHOSEN.

THE MEMBERS OF THE PROJECT TEAM STARTED WORKING ON THIS PROJECT BACK IN 2021.

WE HAD EXTENSIVE DISCUSSION.

THE SCOPE WAS INCREASED TO EIGHT PICKLEBALL COURTS.

ALSO, A CHAMPIONSHIP COURT DID INCLUDE FENCING, LIGHTING, PAVILION, RESTROOM, OFFICE SPACE, SHADE STRUCTURE, MULTIPLE PARK AMENITIES AND OF COURSE THE TYPICAL LANDSCAPE AND HARDSCAPE IMPROVEMENTS THAT YOU SEE WITHIN ALL OF OUR PARK PROJECTS.

AT THE APRIL 22ND SPDC MEETING THAT SCOPE WAS BROUGHT FORWARD.

AS MENTIONED, THE CHANGES THAT WERE BROUGHT FORWARD FROM THE SIX COURTS TO THE EIGHT COURTS PLUS A CHAMPIONSHIP COURT, THE SCOPE AMOUNT CHANGED TO ROUGHLY ABOUT $2.2 MILLION IN ADDITION.

AND SO WE DISCUSSED THAT WITH THE SPDC SHOWED THEM A CURRENT OPINION, A PROBABLE CONSTRUCTION COST DATED APRIL 22ND, SHOWING A TOTAL PROJECT COST WITH THE PROFESSIONAL SERVICES FEE AT $3,470,000.

SO THE QUESTION AT THE TIME WITH THE SPDC WAS ASKED DO YOU WANT TO PROCEED WITH THE CURRENT SCOPE AND BID THE PROJECT IN JUNE OR JULY? THE ANSWER WAS YES.

THEY ALSO ADDED SOME ADDITIONAL SCOPE, INCLUDING ADDITIONAL SHADE STRUCTURES AND EXPANDING THE SIZE OF THE RESTROOMS. AND THE OTHER QUESTION WAS, DO YOU WANT TO MOVE FORWARD WITH COMMITTING AN ADDITIONAL 2.2 MILLION INTO YOUR CIP.

WITH THIS CHANGE OBVIOUSLY IT NECESSITATED ADDITIONAL DESIGN SERVICES.

THE CITY COUNCIL AND SPDC ULTIMATELY APPROVED AN ADDITIONAL $160,000 FOR PARKHILL TO COMPLETE THE DESIGN AT A TOTAL OF $310,000.

ALL OF THOSE SCOPE CHANGES, INCLUDING THE ADDITIONAL SHADE STRUCTURES AS WELL AS THE EXPANDED RESTROOMS, INCREASED THE OPCC TO $3,419,000.

WITH THE DESIGN, WE WERE AT $3,729,000.

THIS IS WHAT WE TALKED WITH THE SPDC AND COUNCIL ABOUT IN JUNE AND A PROJECT FUNDING BUDGET OF THE ORIGINAL 1 MILLION 250 PLUS AN ADDITIONAL 2.6 MILLION THAT YOU HAVE APPROVED WITHIN YOUR CURRENT CIP FOR A TOTAL PROJECT BUDGET OF 3 MILLION 850.

YOU CAN SEE THERE WAS A 2.6 MILLION ADDED IN YOUR CURRENT BUDGET.

SO AS WE MOVE FORWARD WITH THAT, WE RECEIVED SEVEN BIDS IN AUGUST.

ALL OF THEM EXCEEDED THE BUDGET.

THE STAFF WORKED WITH WHAT WAS DETERMINED TO BE THE BEST VALUE BID, TRIED TO GET THE PROJECT WITHIN BUDGET, HAD MULTIPLE VALUE ENGINEERING ALTERNATIVES THAT WERE EXPLORED.

HOWEVER, EVEN WITH ALL THAT WORK, WE WEREN'T ABLE TO GET THE PROJECT COST WITHIN BUDGET.

AND SO WE CAME BACK TO THE CITY COUNCIL ON NOVEMBER 15TH, 2022, AND RECOMMENDED THAT ALL OF THE BIDS BE REJECTED.

FOLLOWING THE REJECTION OF THOSE BIDS, STAFF BEGAN FINE TUNING THE BID PACKAGE, INCLUDING THE SCOPE, THE PLANS, THE BID SCHEDULE AND RE-ADVERTISED THE PROJECT IN DECEMBER OF 2022.

IN TERMS OF THE ENHANCEMENTS THAT WERE DONE TO THE BID PACKAGE, WE REVISED THE BID PROPOSAL TABLE BY ADDING ESTIMATED QUANTITIES TO STANDARDIZE ALL THE BID QUANTITIES.

AND OF COURSE, IN DOING SO, JUST DECREASING THE ASSUMPTIONS THAT THE CONTRACTORS WOULD HAVE TO MAKE.

WE REVISED THE SHADE STRUCTURES FROM METAL ROOF STRUCTURES TO TENSIONED FABRIC SHADE STRUCTURE, WHICH ALLOWED US TO ELIMINATE THE LIGHTING THAT WOULD BE REQUIRED UNDER THE METAL STRUCTURE. WE ALSO MADE SOME MODIFICATIONS IN TERMS OF DELETING PAVERS AT THE COMPLEX ENTRY AND REVISING SOME OF THE LANDSCAPE AMENITIES.

WE ALSO CHANGED WHAT THE INTERIOR RESTROOM WALLS WOULD BE.

INSTEAD OF A BURNISHED CMU WOULD JUST BE A PAINTED EPOXY AND WE REDUCED THE NUMBER OF FANS AT THAT POINT.

THESE BIDS WERE RECEIVED ON JANUARY 17TH.

WE HAD SEVEN BIDS.

DIRECTOR COHEN, MYSELF, DEPUTY DIRECTOR LAUREN LANEAVE AND OUR PROJECT MANAGER WITH PARKHILL, ALL INDEPENDENTLY EVALUATED ALL THE PROPOSALS THAT WERE RECEIVED USING AN EVALUATION CRITERIA WHICH YOU SEE ON THE RIGHT SIDE OF YOUR SCREEN.

WE LOOKED AT BIDDER AND INDIVIDUAL QUALIFICATIONS AT A 35% WEIGHT, 35% WEIGHT FOR THE CAPABILITY AND CAPACITY TO PERFORM THE WORK.

THERE REFERENCES 15% AND THEN BUDGET AND FEES AT 15%.

WITH THAT, WE DETERMINED THE TOP FOUR CONTRACTORS AND REQUESTED THEM TO GO BACK AND SUBMIT TO US A BEST AND FINAL PRICING.

YOU SEE THAT ON THIS SCREEN.

UNANIMOUSLY, THE FOUR OF US RANKED NORTH ROCK CONSTRUCTION AS THE CITY'S BEST VALUE, ALTHOUGH IT'S NOT THE LOW BID BASED ON ALL OF THE CRITERIA THAT WE GRADED THEM ON.

THEY CAME OUT AS THE NUMBER ONE RANKED FIRM.

ONE OF THE REASONS WHY THEY'RE GOING TO PERFORM BASICALLY 40% OF THE WORK.

THE OTHER CONTRACTORS ARE GOING TO LOOK AT ANYWHERE BETWEEN 20 TO 25%.

AND THIS IS WORK THAT WOULD BE PERFORMED BY THEIR EMPLOYEES.

THEY ALSO NORTH ROCK HAS AN EXTENSIVE EXPERIENCE IN PARK BUILDING, SIMILAR TYPE CONSTRUCTION TO WHAT THIS PROJECT LOOKS LIKE THEY'VE DONE SOME REALLY GOOD WORK FOR A FEW CITIES LIKE MCKINNEY AND PLANO, ALLEN, FRISCO, DENTON AND IRVING.

THEY DO SPECIALIZE IN PARK PROJECTS AND THEY CAME FORWARD WITH A REALLY GOOD QUALITY ASSURANCE AND QUALITY CONTROL PLAN AS TO HOW THEY WERE GOING TO MANAGE THIS PROJECT.

AS MENTIONED, NORTH ROCK, THE BEST AND FINAL PRICING WAS $3,663,000 STAFF ROUNDED THAT UP TO 3,665,000.

WHEN YOU ADD THAT TO THE DESIGN SERVICES AT 310 PLUS THE COST FOR AV AND IT AND SECURITY AS WELL AS A 7.5% OWNER'S CONTINGENCY, WE'RE STANDING AT A PROJECT TOTAL PROJECT COST OF $4,535,735.

AS I MENTIONED, THE PROJECT BUDGET IS $3,850,000.

SO AT THIS POINT WE'RE AT A BUDGET SHORTFALL OF $685,735.

AS MENTIONED, YOUR CIP INCLUDES 3 MILLION 850.

IF YOU DECIDE TO MOVE FORWARD AND AWARD THIS CONTRACT AS IT'S PRESENTED, AN ADDITIONAL $685,735 WOULD BE REQUIRED TO COMPLETE THE PROJECT AS CURRENTLY DESIGNED.

TERMS OF HOW THIS MIGHT BE FUNDED, DIRECTOR JACKSON HAS NOTED THAT THERE ARE RESIDUAL FUNDS FROM PREVIOUS SPDC PARK PROJECTS TOTALING $630,970 AND THEN AN ADDITIONAL 54,765 WOULD BE NEEDED THROUGH THE SPDC OPERATING RESERVES TO BE ABLE TO FUND THIS BUDGET SHORTFALL.

IN TERMS OF OUR ASSESSMENT ON THE BUDGET SHORTFALL AND [INAUDIBLE] HAPPEN, THE PROJECT WAS ESCALATED ON A MONTHLY BASIS AT 1.5%, WHICH IS AN 18% ANNUAL ESCALATION, WHICH IS WHAT WE'RE SEEING IN THE MARKET RIGHT NOW.

IT WAS ESCALATED FOR A CONSTRUCTION START DATE OF SEPTEMBER.

WE ARE NOW SIX MONTHS LATER, SO WE'VE GOT ANOTHER 7.5% ON TOP OF THAT.

THE TOTALS AMOUNT TO ABOUT $275,000 DUE TO THE DELAY OF THE PROJECT.

AND THEN COSTS ASSOCIATED WITH INSTALLATION OF THE ELECTRICAL SERVICE WITH ENCORE WAS JUST ABOUT $30,000.

BUT ULTIMATELY THE PROJECT WAS REALLY SUSCEPTIBLE TO AN UNFAVORABLE BIDDING ENVIRONMENT.

WITH THAT, I'M HERE.

WE DIDN'T ASK THE DESIGN FIRM TO PRODUCE ANY RENDERINGS BECAUSE THE BUILDING MATCHES ALL OF THE OTHER BUILDINGS WITHIN THE PARK.
