GOOD EVENING. MY NAME IS TRACY HARROW AND I'M A MEMBER OF THE ALLIANCE FOR COMMUNITY ENGAGEMENT COMMITTEE.

ONE OF OUR RESPONSIBILITIES AS A COMMITTEE IS HOSTING SPIN TOWN HALL FORUMS. THE PURPOSE OF SPIN IS TO GAIN FEEDBACK FROM CITIZENS ON DEVELOPMENT RELATED PROJECTS AND OTHER ITEMS OF INTEREST IN THE COMMUNITY.

SPIN IS AN INFORMATIONAL MEETING AND NO VOTES ARE TAKEN.

SPIN IS STREAMED LIVE THROUGH SOUTHLAKE TV AND THE CITY'S MAIN WEBSITE.

CITYOFSOUTHLAKE.COM. AFTER APPLICANT PRESENTATIONS, THOSE IN ATTENDANCE WITH QUESTIONS OR COMMENTS CAN USE THE MICROPHONE IN THE AISLE FOR THE Q&A PORTION OF THE MEETING. NEXT, WE WILL SHOW A BRIEF VIDEO INTRODUCTION OF THE SPIN PROGRAM BY SOUTHLAKE MAYOR JOHN HUFFMAN.

THE ITEMS PRESENTED AT SPIN REPRESENT IDEAS OFTEN IN THE BEGINNING STAGES OF POSSIBLE DEVELOPMENT.

NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THAT THIS CONVERSATION STARTS HERE FIRST WITH THE PRESENTATION AND THEN WITH YOUR QUESTIONS AND COMMENTS FOR THE DEVELOPER.

THERE ARE NO VOTES TAKEN AT SPIN AND NO DECISIONS ARE MADE.

SPIN IS SIMPLY AN OPPORTUNITY TO LEARN MORE.

AND ONCE THE MEETING IS OVER, BOTH THE CITY COUNCIL AND THE CITY'S PLANNING AND ZONING COMMISSION ARE PROVIDED WITH A SPIN MEETING REPORT THAT HIGHLIGHTS THE DISCUSSION FROM TONIGHT. WE TAKE YOUR IMPRESSIONS AND QUESTIONS INTO ACCOUNT WHEN CONSIDERING ANY ITEM THAT COMES BEFORE US FURTHER ALONG IN THE DEVELOPMENT PROCESS.

[2. SPIN2023-09 - An applicant is proposing a zoning change for an office development located at 360 Randol Mill Rd. within SPIN Neighborhood #11. ]

MATTHEW LEE AND ANTONIO WILLIAMSON ARE HERE TO PRESENT OUR ONLY ITEM ON THE AGENDA THIS EVENING, WHICH IS SPIN 2023-09. AN APPLICANT IS PROPOSING A ZONING CHANGE FOR AN OFFICE DEVELOPMENT LOCATED AT 360 RANDOL MILL AVENUE.

GOOD EVENING. MY NAME IS MATTHEW LEE.

I'M WITH WESTWOOD PROFESSIONAL SERVICES.

WE'RE THE CIVIL ENGINEER ON THE DEVELOPER WHO'S LOOKING AT POTENTIALLY DEVELOPING THIS TRACK.

A LITTLE BIT OF BACKGROUND ON THE TRACK IS THIS CAME BACK UP, I BELIEVE, IN 2017 FOR CONSIDERATION AND IT'S COMING BACK TO THE FOREFRONT AS A POSSIBLE OPTION FOR THIS SITE.

THE SITE IS CURRENTLY ZONED, I BELIEVE, LOW DENSITY RESIDENTIAL.

BUT WHEN YOU LOOK AT THE DEVELOPMENT JUST TO THE SOUTH OF IT AND LOOK AT THE COMMENTS ON THE FUTURE LAND USE PLAN, IT PROVIDES AN OPTION FOR AN OFFICE COMPLEX POTENTIALLY.

SO WHAT WE'RE LOOKING AT DOING IS ACTUALLY FORWARD ONE.

SO SORRY.

NO. EASY ENOUGH.

SO THE SITE PLAN THAT WE'RE LOOKING FOR MENTIONED WHEN YOU LOOK AT THE DEVELOPMENT TO THE SOUTH THAT CURRENTLY THERE'S A DAYCARE, BUT YOU LOOK FURTHER TO THE SOUTH, IT'S ALSO ADDITIONAL COMMERCIAL DEVELOPMENT.

YOU KNOW, WE FEEL THIS IS A POTENTIAL VALID USE FOR THE SITE.

CURRENTLY, OUR CONCEPT PLAN IS JUST OVER 17,000FT² OF GENERAL OFFICE MEDICAL TYPE BUILDINGS.

THEY'RE ALL PROPOSED RIGHT NOW TO BE SINGLE STORY STRUCTURES.

WE'RE ALLOWING FOR A DETENTION POND OUT FRONT FOR THE DRAINAGE THAT GENERALLY FOLLOWS OUT FRONT TOWARDS RANDOL MILL.

THE DETENTION POND IS ALSO AN ALIGNMENT AS YOU LOOK FURTHER TO THE PLAN SOUTH AS WELL.

THERE'S ALREADY ADDITIONAL DETENTION RETENTION PONDS THERE THAT HAVE FOUNTAINS AND OUR AESTHETICS.

SO WE WANTED TO CONTINUE THAT LOOK ON THE SITE PLAN AS WELL.

WHEN YOU LOOK AT THE PERIMETER OF THE SITE, THE SETBACKS THAT ARE CURRENTLY PROPOSED WILL ALLOW FOR THE REQUIRED SCREENING.

YOU KNOW, I BELIEVE RIGHT NOW THAT THE SCREENING REQUIREMENTS ARE A MASONRY SCREENING FENCE, BUT IT ALSO ALLOWS FOR ADDITIONAL VEGETATION TO BE PLANTED AS WELL IN ORDER TO HELP SCREEN THE THE DEVELOPMENT, THE PROPOSED DEVELOPMENT FROM THE SURROUNDING RESIDENTIAL COMMUNITIES AS WELL.

YOU KNOW, THE PARKING IS GENERALLY IN ALIGNMENT WITH THE CURRENT ZONING ORDINANCES FOR OFFICE.

THE ONE ZONING ORDINANCE, THE TRASH ENCLOSURES AND EVERYTHING WILL ALSO BE, YOU KNOW, BE DESIGNED PER ZONING, PER SUBDIVISION REGULATIONS, EVERYTHING THAT WE NEED TO DO TO WORK WITH THE CITY ON THAT FRONT.

KIND OF THE GENERAL FEEL OF THE BUILDINGS WHEN YOU KIND OF LOOK AT THEM FROM AN ELEVATION STANDPOINT, THERE WILL BE SIMILAR TO THESE.

THESE AREN'T 100% WHAT THEY'RE GOING TO LOOK LIKE, BUT THESE ARE SAMPLE ELEVATIONS.

AS WE GET FURTHER DOWN IN THE PROCESS, THESE WILL GET REFINED INTO MORE ACCURATE, MORE COLOR RENDERINGS IN ORDER TO TO REALLY PAINT THE PICTURE OF WHAT THE DEVELOPMENT WILL LOOK

LIKE. BUT THESE GIVE A GENERAL IDEA OF WHAT THE PROPOSED DEVELOPMENT WILL LOOK LIKE.

SO AND WITH THAT, THIS IS JUST OUR GENERAL HIGH LEVEL CONCEPT AND WE'RE HAPPY TO TO ANSWER ANY QUESTIONS OR ANY FEEDBACK.

BUT SINCE WE DON'T HAVE ANYBODY HERE FOR ANY QUESTIONS, I WILL READ THE EMAIL THAT WE RECEIVED FROM ONE OF OUR CITIZENS.

THANK YOU. WE ARE AGAINST THE CHANGE FOR THE PROPOSED ZONING FOR THE OFFICE DEVELOPMENT AT THREE 60 RANDALL MILL ROAD.

JUST STATING THE THREE 60 RANDALL MILL ROAD ADDRESS IS MISLEADING.

THE PROPERTY IS AT THE INTERSECTION OF RANDALL MILL AND JOHNSON ROAD.

THE EASEMENT FOR ENTERING EXITING FOR THAT LOCATION IS ON THE SOUTH SIDE OF THE PROPERTY.

THEREFORE IT IS THE RESIDENTIAL STREET JOHNSON ROAD THAT IS BEING PRIMARILY IMPACTED.

THE PROPOSED ZONING CHANGES A PURELY RESIDENTIAL AREA INTO A BUSINESS ZONED AREA.

JOHNSON ROAD IS NOT BUILT TO SUPPORT BUSINESS TRAFFIC.

THE PROPOSED ZONING CHANGE DOES IMPACT RANDALL ROAD.

EXITING AND ENTERING JOHNSON ROAD FROM RANDALL MILL IS ALREADY CONGESTED.

THE EASEMENT INTO THIS MULTI BUILDING OFFICES INCREASES THE SAFETY HAZARD CARS TURNING ONTO JOHNSON FROM RANDALL MILL AND THEN IMMEDIATELY SLOWING DOWN TO TURN INTO THE MULTI BUILDING COMPLEX WILL LEAD TO TRAFFIC BACKING UP ON RANDALL MILL.

THE SPEED LIMIT ON RANDALL MILL IS 40MPH AND OTHER DRIVERS WILL NOT BE EXPECTING TO STOP.

DRIVERS ENTERING RANDALL MILL FROM JOHNSON ROAD WILL HAVE THEIR VISION BLOCKED FOR TRAFFIC COMING SOUTH ON RANDALL MILL BECAUSE OF THE CARS TURNING INTO THE OFFICE COMPLEX. LOWERING THE SPEED LIMIT ON RANDALL MILL ONLY INCREASES THE CONGESTION ON JOHNSON ROAD.

THIS SITUATION IS AGGRAVATED BY THE INCLINE ON JOHNSON ROAD WHEN GOING WEST AND STOPPED BY THE TRAFFIC ENTERING THE PROPOSED OFFICE AREA.

THE TRAFFIC DRIVING WEST ON JOHNSON WILL NOT BE ABLE TO SEE ONCOMING TRAFFIC COMING FROM THE EAST.

THEREFORE PREVENTING THEM FROM SAFETY GOING AROUND AND NOW ADDING TO THE COMPLEXITY OF COMMERCIAL TRUCKS, TRAFFIC, ET-CETERA, DELIVERY AND TRASH ONTO THIS RESIDENTIAL ROAD IS UNACCEPTABLE.

IN SUMMARY, THE OFFICE BUILDING CAUSES TOO MUCH CONGESTION FOR THE RESIDENTIAL AREA.

AND YOU'RE WELCOME TO RESPOND.

SURE. YOU KNOW, IF AT ALL POSSIBLE, I'D LOVE TO GET A COPY OF THAT SO WE CAN DIG INTO SOME OF THOSE SOME OF THOSE CONCERNS AS WE GO THROUGH THIS PROCESS.

YOU KNOW, JUST A GENERAL COMMENT TO THAT ONE, I DEFINITELY APPRECIATE THE FEEDBACK AND GIVING US SOMETHING TO LOOK AT AS WE CONTINUE TO DEVELOP THIS CONCEPT, CONTINUE TO WORK WITH WITH THE CITY STAFF.

ONE OF THE REQUIREMENTS, OBVIOUSLY, IS WE'RE GOING TO HAVE TO LOOK AT THE IMPACT OF TRAFFIC, WHETHER IT'S THROUGH A TIA OR THROUGH SOME OTHER MECHANISMS THAT WE WILL HAVE TO TAKE THOSE INTO CONSIDERATION AND MAKE SURE THAT IT ALL WORKS WITH THE SURROUNDING SURROUNDING AREA.

SO MY ONLY COMMENT WOULD BE IS AS WE CONTINUE THIS PROCESS, YOU KNOW, WE'LL DEFINITELY TAKE A LOOK AT ALL THOSE AND SEE WHAT WE CAN DO TO HELP MITIGATE THOSE.
