THIS WORK IS VERY PERSONAL TO US AS WE WAKE UP EVERY DAY WITHOUT OUR OLDEST DAUGHTER, ELISE.
WE HAVE SHARED HER STORY ON REPEAT SO THAT IT LIVES IN THE FOREFRONT OF YOUR MINDS.
WE WANT ELISE'S STORY TO TOUCH YOUR HEART SO THAT OUR TRAGEDY IS NEVER YOUR TRAGEDY.
OVER 20 YEARS AGO, ELISE HAD SWIMMING LESSONS AT THE AGE OF ONE.
AS A MOM, I KNEW IF SHE COULD CRAWL, SHE COULD ACCESS WATER.
LAST YEAR, TEXAS LOST 76 CHILDREN TO FATAL DROWNINGS.
TARRANT COUNTY LOST NINE OF THOSE CHILDREN, AND FIVE OF THOSE CHILDREN WERE TWO YEARS OLD.
TWO OF THE BIGGEST THINGS THAT PARENTS TELL THEMSELVES TO FEEL SAFE AROUND WATER.
ONE, MY CHILD KNOWS HOW TO SWIM.
AND TWO, MY CHILD IS OLDER WHILE KNOWING HOW TO SWIM KEEPS YOU 80% SAFE IN THE WATER.
WHAT ABOUT THE OTHER 20%? OF THE 76 CHILDREN THAT FATALLY DROWNED IN 2022.
WHILE YOUNGER CHILDREN ARE MORE SUSCEPTIBLE TO ACCIDENTS IN BACKYARD POOLS.
DON'T FORGET, OLDER CHILDREN ARE AT GREATER RISK TO OPEN WATER.
ELISE WAS 13 YEARS OLD AND SHE COULD SWIM A MILE IN UNDER 20 MINUTES.
YET SHE DROWNED AT SWIM PRACTICE WHEN NO ONE WAS WATCHING.
WE URGE THE COMMUNITY TO IMPLEMENT WATER SAFETY PARTNERSHIPS, WHICH WOULD INCLUDE WATER WATCHERS, DESIGNATE A CAPABLE ADULT TO WATCH THE WATER WITHOUT DISTRACTION AND TEACH CHILDREN TO ALWAYS GET AN ADULT BEFORE THEY EVER GO NEAR THE WATER.
I WANT TO CLARIFY ANOTHER THING ABOUT DROWNING.
IT'S NOT DRY AND IT'S NOT A NEAR DROWNING EITHER.

AND YOU CAN SEE THE DIFFERENT MILESTONES THERE.
CURRENTLY WE'RE ON 30 ACRES OF LAND.
WE HAVE 54 ROOMS. AND ALSO WE EXPANDED OUR SERVICES TO CONVERT ONE OF THE ONE OF THE 12 ORS INTO A CARDIAC CATH LAB.
WE ALSO EXPANDED THE EMERGENCY ROOM TO 12 E.R.
AND SO NOW WE'VE GOT FULL SERVICES FOR THE COMMUNITY HERE.
WE UNDERSTAND THAT NORTHEAST TARRANT COUNTY IS VERY COMPETITIVE.
THE YELLOW ZIP CODES IS WHAT WE CONSIDER OUR PRIMARY SERVICE AREA.
AND SO WE ARE ECSTATIC BEING BASED HERE IN SOUTHLAKE BECAUSE THIS IS WHERE OUR FOUNDATION IS.
BUT UNDERSTANDING WE CAN SERVE THE ENTIRE NORTHEAST TARRANT COUNTY FOR THOSE THAT ARE LOOKING FOR ACCESS POINTS, AS YOU SEE TO THE WEST OF US, THERE ARE NO OTHER FULL ACUTE CARE HOSPITALS.

NOW WE'RE ON TO OUR 145TH, AND SO WE ARE WELL ON OUR WAY TO GET TO OUR 200TH HERE VERY SOON.
THESE ARE THIS IS WHAT IT'S ALL ABOUT.
AND SO THESE ARE INDIVIDUALS THAT WERE CARED FOR IN THE HOSPITAL THAT WERE NOT FROM SOUTHLAKE RESIDENTS, BUT RATHER ONE INDIVIDUAL FROM KELLER WHO THOUGHT HE HAD COVID 19. BUT IT ENDED UP BEING A PULMONARY EMBOLISM.
AND IT WAS MY FIRST WEEK ON THE JOB.
WOW. AND WE BROUGHT A HAD TO GET A HELICOPTER ON BOARD AND GET HIM TO DALLAS.
AND SO WHAT WAS GREAT ABOUT THAT STORY IS WHILE HE CAME INTO OUR HOSPITAL WITH A MASSIVE PULMONARY EMBOLISM, IT WAS ONE OF THOSE THINGS WHERE IF IT MOVED, HE WOULD HAVE DIED AND WE WERE ABLE TO PARTNER WITH SOUTHLAKE FIRE TO CREATE A LANDING ZONE AND TO TRANSPORT HIM OUT VIA HELICOPTER TO DALLAS.
HE COULDN'T GET THE CARE ANYWHERE IN THIS AREA.
THE PROCEDURES THAT HE NEED WAS DONE AT A BIGGER HOSPITAL AT METHODIST DALLAS.
AND SO WHAT WAS GREAT WAS THAT ON A FRIDAY EVENING WE SCANNED HIM, WE COORDINATED THE CARE.
THE TEAM AT DALLAS WAS ALREADY PREPPING, WAITING FOR HIM.
HE WAS DISCHARGED TWO DAYS LATER.
AND SO HE WAS FROM COLLIERVILLE, WENT INTO A SOUTHLAKE FREESTANDING E.R., AND THEY TRANSFERRED THE PATIENT, TRANSFERRED HIM TO US, AND HE STAYED OVER DURING CHRISTMAS. AND SO WE WERE ABLE TO CARE FOR HIM AND GET HIM OUT BEFORE NEW YEAR'S EVE.
AND SO, AGAIN, THESE ARE THE STORIES THAT WE LIKE, THE FACES OF WHO WE'RE TAKING CARE OF.

PATIENT EXPERIENCE IS BIG.OUR EMERGENCY ROOM IS AT THE 99TH PERCENTILE AND OUR OUTPATIENT IS AT THE 96TH PERCENTILE.
THERE'S ALWAYS OPPORTUNITY THAT WE LOOK BACK INTO AND SEE WHERE WE CAN FIX THE PROCESSES.
BUT THESE ARE THE COMMENTS THAT WE THAT WHY WE GET UP EVERY DAY TO COME TAKE CARE OF PATIENTS.
ONE OF THOSE STORIES IS EXCEEDING EXPECTATIONS.
WAS A FAMILY MEMBER OF A SOUTHLAKE CHAMBER MEMBER.
THIS INDIVIDUAL CAME TO US FROM NORTH TEXAS, SOUTHERN OKLAHOMA.
THEY WEREN'T GETTING THE CARE THAT THEY NEEDED, AND SO THEY CAME TO SOUTHLAKE, THE INDIVIDUAL CAME INTO OUR EMERGENCY ROOM, HAD A GREAT EXPERIENCE, WENT INTO THE ICU, ENDED UP ON A VENTILATOR.
AND SO WHEN YOU'RE ON THE VENTILATOR, THE CHANCES ARE NOT ALWAYS THE BEST.
OUR CARE TEAM TOOK CARE OF THIS INDIVIDUAL, THE FAMILY, AND BROUGHT THE PATIENT BACK OUT.
AND SO THE PATIENT GOT TO GO HOME.
I LOVE THIS SLIDE BECAUSE BEING PART OF THE CHAMBER HERE, THIS IS A CHAMBER MEMBER HONORING ANOTHER CHAMBER, CHAMBER MEMBER USING A CHAMBER MEMBER.

BUT IT'S ESPECIALLY CHALLENGING NOW BECAUSE WE HAVE THESE POSTAGE STAMP PIECES OF PROPERTY THAT ARE MUCH MORE DIFFICULT TO DECIDE WHAT TO DO AND HOW TO DO IT TO MAINTAIN QUALITY. SO WE'RE GOING TO KEEP DOING THAT AND THEN JUST ENSURING THAT THE HIGH LEVEL OF SERVICE THAT ALL OF YOU GUYS EXPECT AND HAVE GROWN ACCUSTOMED TO AS RESIDENTS, THAT WE CONTINUE TO DO THAT.
BUT I'M HONORED TO CONTINUE WORKING WITH THIS COUNCIL.
I CAN'T IMAGINE A BETTER GROUP TO WORK WITH.
AND SO TO BE ABLE TO DO THAT FOR THREE MORE YEARS IS AN INCREDIBLE HONOR AND A PRIVILEGE.
IT REALLY MAKES THIS JOB QUITE EASY TO BE ABLE TO WORK WITH THESE FOLKS.

AND AGAIN, WE DID SEE A RISE IN OUR NEW COMMERCIAL PERMIT FEES COLLECTED, WHICH TOPPED OUT TO BE ABOUT 1.7 MILLION HIGHER THAN THE $769,694 FROM THE PREVIOUS FISCAL YEAR.
AND FOR MY LAST SLIDE OF THE EVENING, I DID SOME STATISTICS ON OUR PREVIOUS COLLECTED TAX BASES AND PERMANENT FEES COLLECTED FROM PREVIOUS FISCAL YEARS.
HOTEL OCCUPANCY TAX WAS INCREASED FROM 2021.
THE ASSIGNED PERMIT FEES COLLECTED DID TAKE A SLIGHT DECREASE, BUT STILL PRETTY AVERAGE WITH ALL OF THE OTHER AMOUNTS FROM FISCAL YEARS AND OUR BUILDING PERMIT FEES COLLECTED DID SIGNIFICANTLY INCREASE IN 2022 TO 2.47 MILLION.

IDENTIFY AREAS THAT CAUSE DELAYS IN REVIEW TIME, PROVIDING AN EFFICIENT PERMITTING PROCESS AND IDENTIFY ANY ADDITIONAL OR AN ADDITIONAL SUBJECT MATTER EXPERT IN THE INNER GROOVE SOFTWARE, WHICH IS THE MAIN SOFTWARE THAT THE BUILDING SERVICES DEPARTMENT UTILIZES FOR THEIR PERMITS TO HELP ELIMINATE A SINGLE POINT OF FAILURE.
TO ACCOMPLISH. TO ACCOMPLISH THIS IN THE AREA OF CUSTOMER SERVICE, I REVIEWED THE BUILDING SERVICES WEB PAGES AND THEIR CONSTRUCTION GUIDELINES AND NAVIGATED THROUGH THE ONLINE PORTAL AS IF I WAS A CUSTOMER THAT WAS TRYING TO SUBMIT A PERMIT.
REVIEWED FEEDBACK RECEIVED FROM THE VOICE OF THE CUSTOMER.
AND THEN UNDER THE PERMIT PROCESS, I MET WITH THE BUILDING SERVICES TEAM, MAPPED OUT EACH PERSON'S STEPS IN THE BUILDING PERMITTING PROCESS, REVIEWED INTERNAL MATRIX WITH THE TEAM TO SEE WHERE TIME DELAYS WERE REFLECTED.
UTILIZATION OF THE SOFTWARE AND CROSS-DEPARTMENTAL COORDINATION.
TO HELP ORGANIZE THE TASK ON THIS PROJECT, WE CATEGORIZE THEM INTO TWO DIFFERENT AREAS QUICK HITS OR WORK PLAN ITEMS. QUICK HITS CAN BE COMPLETED WITHIN 2 TO 5 BUSINESS DAYS, AND A WORK PLAN ITEM WAS A TASK THAT INVOLVES A LITTLE BIT MORE LONGER TIME TO COMPLETE.

Q3 WILL BE DEDICATED TO THE PUBLIC WORKS DEPARTMENT, THE GOAL BEING TO IMPLEMENT IMPROVEMENTS TO THE PLAN REVIEW PROCESS AND THE INSPECTION PROCESS WITHIN EACH DEPARTMENT TO HELP REDUCE THE TIME DELAYS.

CONCURRENTLY, THERE IS A LEAN SIX SIGMA GREEN BELT CERTIFICATION TEAM THAT IS WORKING ON OUR IMPACT FEE PROCESS TO HELP GAIN EFFICIENCIES IN A PROCESS THAT TOUCHES FOUR DIFFERENT DEPARTMENTS WHEN A BUILDING PERMIT IS SUBMITTED.
SUCCESSION PLANNING IS VITAL TO THE CITY, AS MANY OF OUR STAFF MEMBERS ARE CLOSE TO RETIREMENT.
