ONE OF OUR RESPONSIBILITIES AS A COMMITTEE IS HOSTING SPIN TOWNHALL FORUMS. THE PURPOSE OF SPIN IS TO GAIN FEEDBACK FROM CITIZENS ON DEVELOPMENT RELATED PROJECTS AND OTHER ITEMS OF INTEREST IN THE COMMUNITY.

SPIN IS AN INFORMATIONAL MEETING AND NO VOTES ARE TAKEN.

SPIN IS STREAMED LIVE THROUGH SOUTHLAKE TV ON THE CITY'S MAIN WEBSITE.

AFTER APPLICANT PRESENTATIONS, THOSE IN ATTENDANCE WITH QUESTIONS OR COMMENTS CAN USE THE MICROPHONE IN THE AISLE FOR THE Q&A PORTION OF THIS MEETING.

THE ITEMS PRESENTED AT SPIN REPRESENT IDEAS OFTEN IN THE BEGINNING STAGES OF POSSIBLE DEVELOPMENT.

NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THAT THIS CONVERSATION STARTS HERE.

FIRST WITH A PRESENTATION AND THEN WITH YOUR QUESTIONS AND COMMENTS FOR THE DEVELOPER.

THERE ARE NO VOTES TAKEN AT SPIN AND NO DECISIONS ARE MADE.

SPIN IS SIMPLY AN OPPORTUNITY TO LEARN MORE.

FIRST, THE APPLICANT FOR SPIN 2023-11 SOLO STOVE GUINNESS WORLD RECORD EVENT HAS WITHDRAWN THEIR APPLICATION AND WILL NOT PRESENT THIS EVENING.

SECOND, THE APPLICANT FOR SPIN 2023-12 SPECIFIC USE PERMIT FOR A DIWALIFEST HAS REQUESTED TO POSTPONE THE ITEM TO A LATER MEETING DATE IN ORDER TO ADDRESS QUESTIONS AND COMMENTS FROM THE CITY STAFF FOLLOWING REVIEW OF THEIR APPLICATION.

[2. SPIN2023-10 - An applicant is proposing an approximately 5,500 sq. ft. 1-story commercial building generally located on the SE corner of State St. and State Highway 114 in Southlake Town Square within SPIN Neighborhood #8.]

WITH THAT, LET US GET TO OUR APPLICANT PRESENTATION.

WE HAVE FRANK BLISS IN HERE TO PRESENT OUR ONLY ITEM ON THE AGENDA THIS EVENING, WHICH IS SPIN 2023-10.

THE APPLICANT IS PROPOSING AN APPROXIMATELY 5500 SQUARE FOOT ONE STORY COMMERCIAL BUILDING, GENERALLY LOCATED ON THE SOUTHEAST CORNER OF STATE STREET AND STATE HIGHWAY 114 IN SOUTHLAKE TOWN SQUARE.

OH, THAT'S RIGHT. BECAUSE I'M FACING THE AUDIENCE.

GOOD EVENING. MY NAME IS FRANK BLISS.

HERE TO PRESENT BLOCK 16 LOT 4 OF SOUTHLAKE TOWN SQUARE.

HERE'S AN AERIAL THAT SHOWS THE APPROXIMATE LOCATION WHICH IS NEXT TO GRANITE PLACE ONE AND THE NEWLY BUILT GRANITE PLACE TWO OFFICE BUILDINGS.

HERE'S ANOTHER ANGLE ON IT.

AS WE LOOK SOUTH, JUST TO THE RIGHT IS THE EXISTING RESTAURANT.

AND JUST IN THE BACKGROUND, YOU'LL SEE MCPHERSON PARK.

THIS IS A FLOOR PLAN THAT SHOWS HOW THE BANK THAT WE'RE PROPOSING HERE IS SITUATED ON THE SITE.

IT SHOWS THE PARKING WHICH COMPLIES WITH CODE.

SO WE HAVE SUBMITTED A SITE PLAN.

THE LANDSCAPE ARCHITECTURE IS BEING DONE BY WESTWOOD CIVIL ENGINEERING, ALSO BY WESTWOOD.

THE DESIGN ARCHITECT FOR THE BUILDING IS BENNETT PARTNERS OUT OF FORT WORTH.

THE APPROVED DEVELOPMENT PLAN FOR THIS SITE CALLED FOR UP TO 10,000FT².

THE SITE PLAN THAT'S BEEN SUBMITTED SHOWS APPROXIMATELY 5300FT².

THESE ARE THE BUILDING ELEVATIONS.

AS YOU LOOK AT IT FROM NORTH, SOUTH, EAST AND WEST.

IT'S A MODERN DESIGN THREE BAY FAÇADE WITH A CENTER FAÇADE BEING THE LARGER, TALLER BAY.

THESE ARE SOME BUILDING ELEVATIONS THAT SHOW PERSPECTIVES LOOKING AT THE BUILDING FROM DIFFERENT ANGLES.

THE BUILDING'S PREDOMINANTLY BRICK WITH STOREFRONT GLASS.

THERE IS A PORCH THAT WRAPS AROUND THE WEST AND THE NORTH SIDES OF THE BUILDING.

THE BUILDING DESIGN IS IN KEEPING WITH DOWNTOWN DISTRICT GUIDELINES FOR SOUTHLAKE TOWN SQUARE.

THIS IS A VERY DIFFICULT TO READ ON THIS SCREEN LANDSCAPE PLAN.

BUT THE LANDSCAPE PLAN TIES IN WITH THE ADJACENT GRANITE OFFICE BUILDING, AND THE STREETSCAPE IS CONSISTENT WITH THE REST OF TOWN SQUARE.

THIS IS A PERSPECTIVE OF THE BUILDING AS YOU LOOK AT IT FROM THE NORTH, LOOKING SOUTH AND A LITTLE BIT EAST, YOU CAN SEE THE OUTLINES OF THE GRANITE BUILDINGS AND GARAGE IN THE BACKGROUND.
