ALL RIGHT. WELL, TONIGHT IS A VERY SPECIAL NIGHT.ACTUALLY, THE ONLY REAL ITEM ON OUR WORK SESSION IS THE FY 2024 PROPOSED BUDGET.
SO WE ARE ACTUALLY THIS IS SORT OF THE CULMINATION OF BUDGET SEASON.
SO I WILL KICK IT OVER TO CITY MANAGER SHANA YELVERTON.
MAYOR, MEMBERS OF THE COUNCIL.
THANK YOU. TODAY IS A SIGNIFICANT DAY.
WHAT WE'D LIKE TO DO THIS EVENING IS GIVE YOU A PREVIEW.
YOU'LL BE GETTING YOUR PACKETS WITH MATERIALS A LITTLE BIT LATER, BUT WE'D LIKE TO GIVE YOU A PREVIEW OF THE BUDGET, WALKING YOU THROUGH EACH OF THE FINANCIAL GUIDING PRINCIPLES THAT REALLY HELPS US DETERMINE HOW TO MOVE FORWARD AS WE ARE PREPARING A BUDGET FOR YOUR CONSIDERATION.
THANK YOU. AS THE CITY MANAGER SAID, MOST OF THIS PRESENTATION WE'RE GOING TO START OFF WITH DISCUSSING THE FINANCIAL GUIDING PRINCIPLES THAT HAVE SERVED THE CITY EXTREMELY WELL UP TO THIS POINT.
AND SO THIS BUDGET WAS BASICALLY THE FOUNDATION, THE GUIDING PRINCIPLES FOR THE FOUNDATION FOR THE DEVELOPMENT OF THE PROPOSED 2024 BUDGET, AS WITH ALL THE PREVIOUS BUDGETS. FIRST, BEGINNING WITH THE FIRST GUIDING PRINCIPLE OF TAX RELIEF, WHICH IS THE FIRST GUIDING PRINCIPLE THAT WE TAKE VERY SERIOUSLY.
AND COUNCIL HAS LONG BEEN VERY SENSITIVE TO TAX RELIEF.
NEXT PART OF THAT IS START A DISCUSSION WITH WHERE WE ARE WITH THE PROPERTY VALUES.
FOR THE APPRAISED VALUE THE CITY HAD A 14.8% INCREASE, WHICH WE REACHED THE $14 BILLION AS IT RELATES TO APPRAISED VALUE AND OUR TAXABLE TAXABLE VALUE OF $11 BILLION, WHICH IS OVER 16% INCREASE WHEN COMPARED TO THE PRIOR YEAR ADJUSTMENT.

HOWEVER, OF THIS INCREASE, MOST OF IT IS BORNE BY THE EXISTING PROPERTIES THAT WERE ON THE GROUND A YEAR AGO AND ABOUT 11% OF THE INCREASE IS RELATED TO NEW CONSTRUCTION, WITH THE LARGER PERCENTAGE ALLOCATION OF THE NEW CONSTRUCTION GOES TO THE RESIDENTIAL, WHICH IS ABOUT 6 TO 8% OF THE NEW CONSTRUCTION.YES. OF THE INCREASE WAS RELATED TO NEW CONSTRUCTION.
NOW TO DISCUSS THE TAX RATE PROPOSAL.
WE ARE PROPOSING JUST OVER A FOUR CENT TAX RATE REDUCTION, BRINGING THE TAX RATE FROM 36 TO 0.319, WHICH IS A REVENUE REDUCTION OF ABOUT $4.3 MILLION. AND AGAIN, THIS IS SLIGHTLY BELOW THE NO NEW REVENUE TAX RATE WHICH WAS PREVIOUSLY REFERRED TO EFFECTIVE TAX RATE, WHICH BASICALLY MEANS THAT THE REQUIRED TAX RATE TO GET THE EXACT SAME BILL FOR PROPERTIES THAT WERE ON THE GROUND A YEAR AGO.
AND AGAIN, THE PROPOSED TAX RATE IS 0.319, WHICH IS SLIGHTLY BELOW THE NO NEW REVENUE TAX RATE.
AND WE'RE PROPOSING STILL TO MAINTAIN IT AT 20% HOMESTEAD EXEMPTION, WHICH GIVES REDUCES THE VALUE OF AN AVERAGE PRICED HOME BY JUST OVER $200,000. AND THAT'S THE EQUIVALENT OF A 6.4% TAX RATE REDUCTION ABOVE THE TAX RATE REDUCTION THAT WE'RE PROPOSING.
AND AGAIN, WITH THE HOMESTEAD EXEMPTION, EQUIVALENT TAX RATE REDUCTION, THAT WILL GIVE THEM A TAX RATE OF 0.255 AND THE ANNUAL AVERAGE TAX BILL OF ABOUT $2,600 ON $1 MILLION AVERAGE PRICED HOME, WHICH IS CONSISTENT WITH WHAT THEY'VE SEEN OVER THE LAST OVER A DECADE, SOMEWHERE BETWEEN $23 TO $2,600.
SO MAINTAINING THAT AVERAGE TAX BILL THAT THEY'VE BECOME ACCUSTOMED TO.
THIS CHART SHOWS YOU THE COUNCIL HAS BEEN FOCUSED ON TAX RATE RELIEF.
THIS GIVES YOU A GREAT VISUAL.
STARTING BACK IN 2009 WHEN WE GAVE THE FIRST HOMESTEAD EXEMPTION IN THE VALUE OF $15,000 AND THEN WALKS YOU ALL THE WAY THROUGH THE MOST CURRENT PROPOSED TAX RATE OF 0.319. AND AGAIN, YOU CAN NOTICE ON THE CHART THAT IN 2018 IS WHEN WE HIT THE MAXIMUM STATE ALLOWED EXEMPTION OF 20%.
AND THEN THAT FOLLOWING YEAR IS WHEN WE STARTED OUR TAX RATE REDUCTION WHERE THAT IS THE PRIMARY TAX RELIEF THAT WE GIVE CURRENTLY IS THROUGH THE TAX RATE REDUCTION THAT'S GIVEN TO RESIDENT AND COMMERCIAL OWNERS AS WELL AS BUSINESS OWNERS AS WELL.
NOW MOVING TO THE NEXT GUIDING PRINCIPLE IS CASH FUNDING FOR PROJECTS.
THIS BUDGET ALSO INCLUDES HITTING ON THAT GUIDING PRINCIPLE THAT WE WILL INCLUDE SOME CASH FUNDING FOR PROJECTS WHICH THE CAPITAL PROJECT BUDGET WILL BE PRESENTED LATER IN FEBRUARY FOR THE COUNCIL CONSIDERATION.
BUT THE PROPOSED OPERATING BUDGET DOES INCLUDE CASH FUNDING.
AND PART OF THAT CASH FUNDING.
A KEY COMPONENT OF THAT IS OUR STRATEGIC INITIATIVE FUND, WHICH WE STARTED IN 2006, WHERE OUR EXCESS REVENUE AND UNSPENT APPROPRIATIONS, ALONG WITH OUR INDIRECT CHARGES TO THE OTHER FUNDS, CONSISTS OF THE FULL CASH FUNDING THAT WILL BE TRANSFERRED TO THE STRATEGIC INITIATIVE FUND, WHICH IS ABOUT $8 MILLION FOR THE PROPOSED BUDGET. WHILE ALSO MAINTAINING OUR FUND BALANCE AT OPTIMUM LEVEL.
AND JUST TO TOUCH ON THE DEBT.
NEXT ONE OF OUR MAIN ANOTHER MAIN GUIDING PRINCIPLE THAT HAS SERVED US WELL AS TO MANAGE OUR EXPENSE GROWTH, TO MAINTAIN AND KEEP IT WITHIN A MANAGEABLE GROWTH PATTERN. WITH OUR SELF-IMPOSED CAP OF MAINTAINING IT WITH THE CPI, WHICH IS GROWTH CAP OVER A 12 MONTH PERIOD IS JUST OVER 6%. AND SOME OF THE EXCEPTIONS THAT YOU'LL SEE THAT IS NOT INCLUDED WITH THAT 6% CPI GROWTH IS RELATED RELATED TO EXPANDED AND NEW SERVICES, LEGISLATIVE AND UNFUNDED MANDATES, AS WELL AS INCREASED COSTS ATTRIBUTABLE TO CIRCUMSTANCES OR ANOMALIES ARE ALL EXPENSES GROWTH WITHIN THE GENERAL FUND THAT ARE OUTSIDE OF OUR CPI GROWTH OF 6%.

AND WITH THE PROPOSED BUDGET, AGAIN, WE WILL BE DOING THAT WITH THE GENERAL FUND BALANCE OPTIMUM LEVEL OF 25.1% IN THE 2024 PROPOSED OPERATING BUDGET.THANK YOU, SHARON. GOOD EVENING, MAYOR, MEMBERS OF THE COUNCIL.
THERE ARE A NUMBER OF FACTORS THAT DRIVE OUR LABOR COSTS AND YOU CAN SEE THOSE HERE ON THE SCREEN.
FIRST, IT PROPOSES MAINTAINING A COMPETITIVE PAY STRUCTURE TO ENSURE THAT DESIRED MARKET POSITION OF OUR POSITIONS BY INCREASING THE STARTING SALARIES FOR NEW EMPLOYEES BY 2%. IT ALSO PROPOSES FUNDING MERIT INCREASES FOR EMPLOYEES OF UP TO FOUR AND A HALF PERCENT DEPENDING UPON THEIR PERFORMANCE REVIEW SCORE.
IT PROPOSES FUNDING GENERAL PERSONNEL EXPENSES, SUCH AS THOSE THAT FOCUS OUR ATTENTION ON EMPLOYEE ENGAGEMENT AND CULTURE INITIATIVES, TALENT DENSITY AND SUCCESSION PLANNING AND OF COURSE, TRAINING AND DEVELOPMENT FOR ALL OF OUR EMPLOYEES WHO SERVE THE CITY SO WELL.
AND WITH THAT, I'LL TURN IT BACK OVER TO CFO JACKSON.
THIS OUTLINES SOME OF THE KEY FACTORS THAT FACTORED INTO OUR MULTI-YEAR SUSTAINABILITY PROCESS.
WE LOOK AT THE ECONOMIC INDICATORS AS IT RELATES TO INTEREST RATES, GROSS PROFIT, FUEL COSTS, WAGES, UNEMPLOYMENT, AS WELL AS OUR HOUSING AND COMMERCIAL GROWTH, WHICH IS ONE OF OUR LARGER REVENUE STREAMS AS IT RELATES TO BUILDING PERMITS, HOME VALUES.
AND WE HAVE TOP TAXPAYER MEETINGS AND CONSUMER SPENDING AS IT RELATES TO RETAIL SALES, BECAUSE AGAIN, THAT SALES TAX, SO OUR THREE LARGEST REVENUE SOURCES, WHEN YOU THINK OF THE GENERAL FUND IS PROPERTY TAX SALES TAX AND THEN PERMIT DEVELOPMENT REVENUE IS AMONG THE TOP FOUR.
WHEN YOU THINK OF SALES TAX, WE'RE NOT SEEING THE GROWTH THAT WE'VE SEEN HISTORICALLY.
SO THAT'S ONE OF THE PRESSURES THAT WE'RE SEEING IN 2024 AS WELL AS DEVELOPMENT HAS SLOWED DOWN.
SO THAT'S ANOTHER REDUCTION IN REVENUE.
THE STATE LEGISLATION THIS MOST RECENT SESSION, THEY DID MAKE CHANGES TO FEES, SO IT LIMITS AND REDUCES THE LEVEL OF FEES THAT WE CAN CHARGE AS WELL AS JUST THE OVERALL GENERAL LABOR MARKET.
FROM A COST PERSPECTIVE, THAT'S ANOTHER BUDGET PRESSURE THAT WE'RE EXPERIENCING IN THE 2024 BUDGET.
BUT WE HAVE SEVERAL DIFFERENT OPERATING BUDGETS THAT CONSIST OF THE OVERALL CITY BUDGET.
HERE'S A LIST OF SEVERAL OF THE OTHER KEY FUNDS THAT'S WITHIN THE OPERATING SIDE OF THE BUDGET.

FOR THE GENERAL FUND, WE HAVE A 9% INCREASE, WHICH IT'S ABOUT CLOSE TO ALMOST $4 MILLION OVER $4 MILLION.
AND THE PROPERTY TAX REVENUE GROWTH IN REVENUE IS $1.4 MILLION.
AND ALL OF THAT'S NOT FROM GROWTH.
PART OF THAT'S JUST FROM THE ALLOCATION OF THE TAX RATE.

THEY WILL BE OFFERING WINE AT THE EVENT.
AND THEN WE WILL ALSO, OF COURSE, HAVE PLENTY OF FREE FAMILY ACTIVITIES.
SO A FEW OF THE ACTIVITIES WILL BE A PICKLEBALL COURT.

THEY WOULD PLACE BARRIER HERE ON MAIN STREET NEAR THE DRIVEWAY CLOSEST TO STATE STREET AND LIKEWISE ON THE EASTERN SIDE OF MAIN STREET.
A BARRIER NEXT TO THE CLOSEST DRIVE TOWARDS GRAND AVENUE.
BARRIERS WOULD BE PLACED HERE AT THE PRIVATE DRIVES GOING INTO THE PARKING AREAS ON THE WEST AND EAST OF THE BUILDINGS THAT LINE GRAND AND STATE.
AND THEN, OF COURSE, GRAND AVENUE AND STATE STREET WOULD BE CLOSED.

UH, THEY THEY DO PROPOSE ALCOHOLIC BEVERAGE SALES, BEER AND WINE.
AND THAT WOULD BE LOCATED IN A ENCLOSED AREA IN THIS VICINITY ADJACENT TO GRAND AVENUE.
THEY ARE REQUESTING EIGHT UNIFORMED OFFICERS.
THEY WILL HAVE A FIRST AID AND PHYSICIAN STATION AT THE SOUTHLAKE FOUNDATION BOOTH.
