IT IS OUR ANNUAL PRESENTATION AND DISCUSSION OF NATIONAL PREPAREDNESS MONTH, WHICH I BELIEVE.

AMANDA, IS SEPTEMBER, CORRECT? YES, SIR. ALL RIGHT. WELL, YOU GUYS, PLEASE PAY ATTENTION TO OUR EMERGENCY MANAGER, AMANDA MENESES.

TAKE IT AWAY. GOOD EVENING COUNCIL AND MAYOR, TONIGHT, WE'RE HERE TO TALK ABOUT NATIONAL PREPAREDNESS MONTH, WHICH IS EVERY SEPTEMBER, RIGHT ON THE DOT.

OUR THEME THIS YEAR IS PREPAREDNESS IS A GAME IN WHICH RESILIENCY IS THE GOAL.

SO WE ALWAYS TALK ABOUT WHY PREPAREDNESS IS IMPORTANT.

EVERY DAY WE GET UP, WE GO THROUGH OUR DAILY ROUTINES, WE MAKE OUR COFFEE, WE TAKE OUR KIDS TO SCHOOL, WE GO TO WORK, AND WE JUST GO THROUGHOUT OUR NORMAL DAY, BUT WHEN THERE'S A DISRUPTION, LIKE A LARGE SCALE EMERGENCY, IT'S WHEN CHAOS REALLY STARTS TO ENSUE, AND THE BIGGEST PART OF THAT IS HAVING THESE PREPAREDNESS ACTIVITIES DONE IN ADVANCE.

THEN IT KIND OF TAKES THE CHAOS OUT OF THAT SITUATION.

SO UP ON THE SCREEN, WE HAVE ABOUT A LITTLE OVER 20 YEARS OF CATASTROPHIC EVENTS THAT HAVE REALLY AFFECTED THE UNITED STATES.

WE ALL REMEMBER Y2K, EVEN THOUGH THAT SOUNDS LIKE FOREVER AGO, WE HAVE THE SEPTEMBER 11TH ATTACKS, HURRICANE KATRINA TORNADO, SUPER OUTBREAK, THE BOSTON MARATHON BOMBINGS, THE LAS VEGAS SHOOTING, ALL OF THESE THINGS REALLY RESONATE WITH PEOPLE AND HOW THE COMMUNITY RESPONDS TO THESE TYPE OF EVENTS, HOW GOVERNMENT, WHETHER IT BE FEDERAL, STATE AND LOCAL, HOW WE RESPOND TO THESE TYPE OF EVENTS AND EVEN IN THE LAST FOUR YEARS, WE'VE HAD THE EL PASO WALMART SHOOTING, THE COVID-19 PANDEMIC, WINTER STORM URI AND FAILURE OF THE TEXAS POWER GRID, UVALDE AND THE ROBB ELEMENTARY SHOOTING AND THE TEXAS HAILSTORM THAT WE'VE HAD OVER THE LAST COUPLE OF YEARS.

SO IN TEXAS, WE LIKE TO GO BIG.

WE ARE THE SECOND LARGEST STATE IN THE NATION, ONLY BEING BEAT BY ALASKA.

WE ARE, HOWEVER, RANKED THE HIGHEST IN THE NATION FOR NATURAL DISASTERS.

FROM 1980 TO 2023, WE'VE SPENT OVER 300 BILLION IN NATURAL DISASTERS.

THAT DOESN'T EVEN COUNT MANMADE DISASTERS.

SO WE LIKE TO DO IT BIG WHEN WE'RE HERE IN TEXAS.

SO WITH THAT, WHAT DOES SOUTHLAKE DO TO PREPARE? WE KNOW THAT WE'RE ALREADY A TARGET, SO THE CITY WORKS REALLY HARD TO KIND OF MITIGATE THOSE THINGS.

WE HAVE EIGHT FACILITY EMERGENCY ACTION PLANS.

THOSE ARE FOR OUR EMPLOYEES.

IT GIVES THEM SAFETY MEASURES AND ACTIONS TO TAKE, WHETHER IT BE ACTIVE SHOOTER ALL THE WAY TO WINTER WEATHER.

IT ALSO GIVES THEM FACILITY MAPS, SHELTER IN PLACE LOCATIONS AND WHERE TO EVACUATE THE BUILDING IF THEY NEED TO.

WE HAVE 11 DEPARTMENTS WITH CONTINUITY OF OPERATIONS PLANS.

THIS ALLOWS THEM TO KNOW WHAT THEIR ESSENTIAL FUNCTIONS ARE, HOW THEY CONTINUE TO PROVIDE THE ESSENTIAL SERVICES FOR THE CITY, NO MATTER WHAT THE CONDITIONS.

WE HAVE A STATE APPROVED EMERGENCY OPERATIONS PLAN, AND THEN WE HAVE SIX HAZARD SPECIFIC ANNEXES THAT COVER THINGS THAT WE DO ALL THE TIME, WHICH IS WINTER WEATHER. WE NOW HAVE A PANDEMIC PLAN AND ALSO HEAT RELATED HAZARDS.

SO WE CAN HAVE ALL THESE PLANS IN PLACE, BUT HOW DO WE MEASURE HOW WE'RE DOING?

HOW DO WE KNOW THAT THESE PLANS ARE WORKING? IF WE LOOK BACK AT THE WINTER STORM OF 2022, THE YEAR AFTER WINTER STORM URI.

PUBLIC WORKS, THEY PUT DOWN 40 TONS OF SAND THAT'S OVER THREE MILES.

NOT ONLY DID THEY PUT IT DOWN, THEY PICKED IT BACK UP.

COMMUNITY SERVICES HAD A TEAM OF TEN DO 584 WELLNESS CHECKS TO OUR SENIORS, MAKING SURE THAT THEY WERE OKAY DURING THAT STORM.

FOR EMERGENCY MANAGEMENT, WE CONTACTED 27 OF OUR STEAR PARTICIPANTS, AND THAT'S THE STATE OF TEXAS EMERGENCY ASSISTANCE REGISTRY.

WE NOW HAVE A TRAINED TEAM OF 27 STAFF THAT DO SPECIFICALLY CUSTOMER SERVICE AND THESE TYPE OF EVENTS, AND FOR THE EOC, WE WERE ACTIVATED CITYWIDE, AND I THINK THE BIGGEST THING IS HOW WE COORDINATED COMMUNICATION OVER A FIVE DAY PERIOD.

DPS SOCIAL MEDIA REACHED 1.1 MILLION PEOPLE WITH 35,000 REACTIONS.

4000 COMMENTS AND 3800 SHARES.

THE CITY SOCIAL MEDIA REACHED ANOTHER 13,500.

OUR PROTECT SOUTHLAKE PAGE HAD 3000 VIEWS AND WE SENT SIX ALERTS SOUTHLAKE NOTIFICATIONS.

SO WE DON'T JUST PREPARE FOR THE CITY, WE GO OUT INTO THE COMMUNITY AND WE DO LOTS OF EVENTS.

OVER THE LAST TWO AND A HALF YEARS, WE'VE DONE 38 COMMUNITY PREPAREDNESS EVENTS AND WE'VE REACHED ABOUT 12,000 CITIZENS DURING THAT TIME.

EVEN IN THIS YEAR ALONE, WE'RE EIGHT MONTHS IN NOW.

WE'VE DONE OVER 100 SOCIAL MEDIA POSTS RELATED TO PREPAREDNESS, RESPONSE AND RECOVERY, AND IN THREE YEARS.

WITH BRAD UPMORE, I'VE CREATED THREE PREPAREDNESS VIDEOS AND THOSE HAVE HAD ABOUT 10,000 VIEWS AND WE'VE ACTUALLY RECEIVED THREE AWARDS FOR THOSE IN 2022 THE TATOA.

WE GOT A FIRST PLACE AWARD ALSO IN 2022, THE THREE CMA SILVER CIRCLE AWARD, AND IN 2023, THE [INAUDIBLE] AWARD FOR THE BEST UNPLANNED CAMPAIGN FOR WINTER WEATHER.

SO IT'S A DEBT FREE FUNDING SOURCE AS WELL AS IT ALSO CONTINUATION OF THE SCHOOL RESOURCE OFFICERS INCLUDED IN THE CRIME CONTROL BUDGET AS WELL AS WE'RE ADDING AN ADDITIONAL OFFICER THIS YEAR IN 2024 AS A NEW ADDITIONAL SRO OFFICER, AND AGAIN, IT CONTINUES WITH ADDING ADDITIONAL EQUIPMENT FOR POLICE SERVICES AS WELL AS IN THE TECHNOLOGY AREA AS WELL, AND THE GOOD NEWS THAT THE ENDING FUND BALANCE IS HEALTHY AT JUST OVER $4 MILLION.

SO IT'S A VERY FINANCIAL STABLE FUND AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS REGARDING THE CRIME CONTROL BUDGET BEFORE MOVING ON TO THE NEXT AGENDA ITEM. COUNCIL, ANY QUESTIONS ABOUT CROWD CONTROL? PRETTY STRAIGHTFORWARD. THANK YOU.

NEXT IS THE ITEM RELATED TO THE TAX RATE, WHICH IS PROBABLY THE MOST EXCITING TOPIC OF ALL OF THE BUDGET, IS TALKING ABOUT THE TAX RATE.

THE FIRST WOULD LIKE TO INDICATE ON THIS SLIDE THAT WE ARE PROPOSING A TAX RATE REDUCTION JUST OVER $0.04, AND THE PROPOSED TAX RATE IS JUST BELOW THE NO NEW REVENUE RATE, AND ALSO THIS WOULD REDUCE THE REVENUE OF JUST OVER 4.3 MILLION WITH THIS TAX RATE RELIEF INCENTIVE.

NEXT. WE ARE PROPOSING TO CONTINUE WITH THE 20% HOMESTEAD EXEMPTION, WHICH, BASED ON THE AVERAGE-PRICED HOME, WOULD REDUCE THE TAXABLE VALUE OF JUST OVER $200,000, WHICH ALSO GIVES AN ADDITIONAL TAX RATE REDUCTION EQUIVALENT OF 6.4 CENTS, 6.4 CENTS AND REDUCES THE CITIES REVENUE REDUCTION OF JUST OVER $5 MILLION.

AGAIN, WITH THIS TARGETED RELIEF AS IT RELATES TO FOR HOMEOWNERS IS THE HOMESTEAD EXEMPTION, AS I PREVIOUSLY PREVIOUSLY MENTIONED.

WITH THE CURRENT TAX RATE OF $0.36, THE PROPOSED TAX RATE OF 31.9 WITH THE EQUIVALENT TAX RATE REDUCTION WHEN YOU APPLY THE HOMESTEAD EXEMPTION REDUCES THE AVERAGE HOME VALUE AND TAX RATE EQUIVALENT OF JUST 0.255, AND SO BASED ON THE AVERAGE VALUE HOME, WHICH IS OVER $1 MILLION, THE AVERAGE TAX BILL WILL BE APPROXIMATELY $2,600, AND TO KEEP IN MIND THAT THIS IS THE PRIMARY FUNDING SOURCE FOR OUR GENERAL OPERATIONS, FIRE POLICE AND THE GENERAL OPERATIONS OF THE CITY. NEXT, LET'S DO A SUMMARY OF THE TAX RATE PROPOSAL WE ARE PROPOSING TO REDUCE THE TAX RATE TO JUST OVER $0.31, WHICH IS JUST OVER $0.04.

WE ARE SEEING SLOWING REVENUE GROWTH AS INDICATED IN THE SALES TAX PROJECTION AS WELL AS THE REDUCTION IN DEVELOPMENT REVENUE BECAUSE DEVELOPMENT HAS SLOWED DOWN STATE LEGISLATIVE EACH SESSION THEY DO A CAP OF THE POTENTIAL INCREASE IN REVENUE OR REDUCTION IN REVENUE AS WELL AS WE ALSO HAVE TO FACTOR IN OUR CIP CAPITAL PROJECTS DEMAND THAT ARE COMING IN THE FUTURE.

THAT WILL REQUIRE A FUNDING SOURCE TO MAKE THAT HAPPEN, AS WELL AS THE LABOR MARKET CONTINUING DEMAND OF STAFFING AND BEING AN EMPLOYER OF CHOICE.

AS YOU CAN SEE HERE, SINCE 2014 ON THROUGH 2024, THE TAX AVERAGE TAX BILL HAS MAINTAINED PRETTY STEADY, 2300 TO 2600 ON AVERAGE.

YOU CAN SEE THAT WE'VE HAD A VERY STEADY TAX RATE BILL FOR OUR RESIDENTS HERE IN THE CITY.

WHEN YOU CONSIDER THE VALUE THAT THEY'RE RECEIVING FOR THAT TAX BILL.

ANOTHER GREAT POINT IS TO SHOW AT A QUICK GLANCE THE RESIDENTIAL PROPERTY TAX OWNER BILL HOW IT'S ALLOCATED AND IT'S BROKEN UP BETWEEN ALL THE TAXING ENTITIES AS BASED ON THE PROPOSED TAX RATE OF THE ENTITIES.

THE CITY OF SOUTHLAKE PORTION OF THEIR BILL REPRESENTS ABOUT 12% OF THE OVERALL BILL.

THEN ALL OF THE TAXING ENTITIES WHEN THEY RECEIVE THEIR TOTAL BILL.

ANY QUESTIONS OVER SPECIFIC TAX RATE TO MOVE ON TO THE DEBT? BECAUSE THE TAX RATE IS DIVIDED AMONG TWO AREAS, WE HAVE A PORTION RELATED TO THE DEBT, WHICH IS 0.055 AND THEN 0.264 WILL BE FOR M&O. SO JUST TAKE A MOMENT OF THE DEBT PORTION OF THE TAX RATE TO HIGHLIGHT SOME OF OUR DEBT STRUCTURE.

AS WITH OUR PREVIOUS BUDGETS, WE HAVE MAINTAINED OUR GUIDING PRINCIPLES AS WHEN PREVIOUS BUDGETS AND WHICH HAS SERVED US VERY WELL, AND A GREAT INDICATION OF THAT IS THE TRIPLE A BOND RATING WE'VE RECEIVED FROM THREE ALL THREE RATING AGENCIES AND THEN THE PROPOSED BUDGET.

WE'RE MAINTAINING AN ADHERENT TO ALL OF THE GUIDING PRINCIPLES AGAIN, THAT HAVE SERVED US WELL.

IT PROVIDES MORE FLOORPLAN OPTIONS, AND THAT BUILDING IS ALREADY APPROVED FOR OTHER USES LIKE THE PRIVATE CLUB SIMILAR TO PARK HOUSE, WHICH I MENTIONED PREVIOUSLY, AS WELL AS OFFICE, AND SO THIS WILL ALLOW US TO CONFIGURE EACH ONE OF THE FLOORS THAT CAN ALLOW, FOR INSTANCE, OFFICE ALONG THE WESTERN END OF THE BUILDING TO BE MORE EASILY ACCOMMODATED.

STILL, THOUGH, ALLOWING FOR 50 UNITS, IT DOES NOT PACK THE NUMBER OF UNITS AT ALL.

IT WAS A MISCALCULATION AND A NUMBER THAT WAS INADVERTENTLY PUT IN THERE.

THAT NUMBER HASN'T CHANGED.

2300FTĀ² TIMES 50 UNITS IS STILL 115,000FTĀ².

SO THE DIFFERENCE BETWEEN WHAT WE'RE ASKING FOR TODAY AND WHAT WAS THEN IS NOT SIGNIFICANTLY DIFFERENT.

AS A MATTER OF FACT, IF YOU LOOK AT THE TWO MAIN AREAS OF WHAT'S CHANGED IN 21, WE DID NOT INCLUDE THE HOTEL SQUARE FOOTAGE IN THAT PARTICULAR CHART.

IT'S INCLUDED IN THIS ONE THAT WAS 150,000FTĀ².
