AS YOU CAN SEE, THE PROPERTY IS SPLIT BETWEEN RETAIL, COMMERCIAL AND OFFICE.

COMMERCIAL. RETAIL COMMERCIAL IS FOR LOWER TO MEDIUM INTENSITY, COMMERCIAL CATEGORY PROVIDING FOR NEIGHBORHOOD TYPE RETAIL SHOPPING FACILITIES AND GENERAL COMMERCIAL SUPPORT ACTIVITIES. IT'S INTENDED TO PROVIDE LIMITED LOCAL RETAIL AND OR OFFICE USES WHICH SERVE NEIGHBORHOODS IN CLOSE PROXIMITY.

AND THE OFFICE COMMERCIAL CATEGORY IS A COMMERCIAL CATEGORY DESIGNED AND INTENDED FOR THE USE OF OFFICE AND LIMITED OFFICE RELATED ACTIVITIES.

IT'S ESTABLISHED FOR AND WILL BE ALLOCATED TO THOSE DISTRICTS BEST SUITED FOR SUPPORTING COMMERCIAL ACTIVITY OF AN OFFICE CHARACTER.

AND THIS IS JUST THE MORE DETAILED DEFINITION OF RETAIL COMMERCIAL.

I JUST WANT TO POINT OUT THAT THERE IS THIS A LAND USE MIX.

THERE IS A LAND USE MIX THAT GOES ALONG WITH THAT.

AND THE APPLICANT'S REQUEST IS TO ADD A SITE-SPECIFIC RECOMMENDATION.

THEY ARE WANTING TO RETAIN THE UNDERLYING LAND USE DESIGNATIONS, BUT THEY JUST ADD A SUBTEXT TO OUR PLAN.

IT WOULD ALSO BE DESIGNATED ON THE LAND USE MAP.

AND SPECIFICALLY, IT WOULD BE TO ALLOW SP ONE DETAILED SITE PLAN ZONING TO ALLOW FOR A LARGE SINGLE TENANT RETAIL DEVELOPMENT OF APPROXIMATELY 75,000FT².

AND NOW I'M GOING TO MOVE ON INTO THE ZONING.

THESE ARE THE PROPOSED DEVELOPMENT REGULATIONS FOR THIS CASE.

THEY'RE PROPOSING A PERMITTED USES IN THE B-1 AND C THROUGH C-3 CATEGORIES SINGLE TENANT OWNER OR BUSINESS OCCUPANCY EXCEEDING 60,000FT² OR WAREHOUSE USES.

THEY DO SPELL OUT IN THEIR DEVELOPMENT REGULATIONS FOR OUTDOOR STORAGE, OUTDOOR STORAGE OF PROPANE GAS FOR SALE OR RENT.

AND THAT'S SHOWN ON THE SITE PLAN WITH MASONRY SCREENING.

THEY HAVE BUILDING COLOR STANDARDS.

THEY'RE PROPOSING THE USE OF REGAL RED THAT IS TYPICALLY NOT ALLOWED.

IT'S LIMITED TO THE METAL COPING CANOPIES AND SIGNAGE ON THE BUILDING.

AND NO MORE THAN 5% OF THE REGAL RED WOULD BE USED PER FACADE.

THEY DO SPECIFY BUILDING HEIGHT, THE MAXIMUM OF 20FT WITHIN 100FT OF THE RESIDENTIAL PROPERTY.

THAT'S PRETTY STANDARD WHAT WE SEE IN OUR EXISTING ZONING CATEGORIES.

AND THEN THEY'RE ALSO PROPOSING 40FT ELSEWHERE, INCLUDING ARCHITECTURAL FEATURES.

FOR TREE CANOPY PROTECTION.

THEY'RE PROPOSING TO PRESERVE 4.3% OF THE TREE COVER.

AND THEY ARE PROPOSING THAT THE PLANTING THE TREES, THE TREES THAT THEY'RE PROPOSING TO PLANT AT MATURITY WILL PROVIDE 22% GREATER CANOPY COVERAGE THAN THE MINIMUM REQUIRED EXISTING CANOPY COVERAGE FOR THE ORDINANCE.

THEY'RE ALSO PROPOSING TO INCREASE THE CALIPER SIZE OF CANOPY TREES THAT THEY'RE PLANTING IN THE BUFFER YARDS WITH A STRAIGHT ZONING WITH THEIR CURRENT CANOPY COVER. THEY WOULD BE REQUIRED TO PRESERVE 60%.

UNDER THE LANDSCAPE PLAN THAT THEY HAVE DESIGNATED UNDER THEIR DEVELOPMENT REGULATIONS.

THEY'RE PROPOSING TO REDUCE THE NUMBER OF TREE PLANTINGS, AND THEY'D BE INCREASING THE CALIPER SIZE OF THE BUFFER YARD TREES FROM 4IN TO 6IN, AND THE NET RESULT IS THE SAME CALIPER INCHES OF TREES WILL BE PROVIDED.

THEY'VE ALSO INCLUDED INFORMATION ABOUT TRAFFIC IN THEIR DEVELOPMENT REGULATIONS FOR ON SITE CIRCULATION, CUSTOMER DELIVERY AND SITE MAINTENANCE.

TRAFFIC WILL BE DIRECTED TO THE NORTHERNMOST DRIVEWAY.

DELIVERY AND MAINTENANCE TRAFFIC WILL PROCEED AROUND THE BUILDING IN A COUNTERCLOCKWISE FASHION AND EXIT THE SOUTHERLY DRIVE.

THEY'RE ALSO PROPOSING SOME TRAFFIC SIGNAGE INSIDE THE CUSTOMER PICK UP AREA.

THERE WILL BE SIGNS NOTING THE SCHOOL DROP OFF AND PICK UP HOURS AND ENCOURAGE AVOIDING VILLAGE CENTER DRIVE DURING THE HOURS OF 730 TO 830 AND 3 TO 430.

AND THEY'RE ALSO PROPOSING SCHOOL ZONE SIGNAGE THAT WILL BE PLACED ON THE PRIVATE DRIVE-IN ACCORDANCE WITH THE TMUTCD STANDARDS.

AND THERE IS ALSO A REQUEST FOR A VARIANCE TO THE DRIVEWAY ORDINANCE.

THE REQUIRED STACKING DEPTH BETWEEN A VILLAGE CENTER DRIVE AND THE PROPOSED SOUTH DRIVEWAY IS 100FT AND THEY'RE PROPOSING 41.5FT TO ALIGN WITH THE EXISTING DRIVEWAY ACROSS THE COMMON ACCESS ROAD.

AND FOR THE SIDEWALK.

THE PATHWAYS PLAN DOES REQUIRE AN EIGHT FOOT PLUS SIDEWALK ALONG VILLAGE CENTER DRIVE.

SINCE THAT IS NOT GOING TO BE BUILT AT THIS TIME, THEY ARE WANTING TO ESCROW THOSE FUNDS FOR THAT SIDEWALK.

THERE WAS AN OFFICE DEVELOPMENT ON SOUTHLAKE BOULEVARD THAT HAD MEDIUM DENSITY RESIDENTIAL LAND USE DESIGNATION, AND THAT PARTICULAR PROPERTY, HISTORICALLY, WE HAD ALLOWED OFFICE DEVELOPMENT WITH THE MEDIUM DENSITY RESIDENTIAL LAND USE DESIGNATION.

BUT THIS PARTICULAR PROPERTY, SINCE IT WAS RIGHT ON SOUTHLAKE BOULEVARD, IT'S THIS LITTLE ONE RIGHT HERE.

WE DESIGNATED IT FM 11.

THEY WERE REQUESTING AN OFFICE DEVELOPMENT BECAUSE IT WAS MEDIUM DENSITY RESIDENTIAL.

IT WASN'T CONSISTENT WITH THE LAND USE PLAN AS WE HAD AMENDED WHAT THE MEDIUM DENSITY RESIDENTIAL DESIGNATION MEANT.

SO THEY HAD A SITE SPECIFIC RECOMMENDATION FOR OFFICE DEVELOPMENT ON THAT PARTICULAR PROPERTY.

WHEN WE WENT THROUGH AND AMENDED THE LAND USE PLAN, WHEN WE DID THE FULL REVIEW OF THE LAND USE PLAN THIS LAST CYCLE, WE ACTUALLY JUST CHANGED THAT WHOLE WE CHANGED IT TO OFFICE COMMERCIAL, BUT IT PREVIOUSLY HAD JUST AN OFFICE SITE.

SPECIFIC RECOMMENDATION IS THAT THE ONE HELP ME OUT? I MEAN, I CAN LOOK AT THE MAP, BUT IS THAT THE ONE? SO FIRST, FINANCIAL IS CLOSER TO WHITE CHAPEL.

IS THAT THE ONE WHERE THE MAMA'S PIZZA USED TO BE AND THE VET CLINIC OR TOO FAR OR ONE WAY OR THE OTHER? I THINK THIS IS THE SITE THAT IT BACKS UP TO THAT TENNIS COURT OR THAT NEIGHBORHOOD AMENITY AREA.

AND IT CONCERNS ME WITH THE SCHOOL BUSSES COMING OUT, PARENTS DROPPING THEIR KIDS OFF.

IN SHORT, THE REASON FOR OUR OPPOSITION IS IF APPROVED, WE BELIEVE THE INCREASE IN VEHICLE AND PEDESTRIAN PRESENCE IMMEDIATELY ADJACENT TO DAWSON, MIDDLE AND EUBANKS INTERMEDIATE SCHOOLS WILL POSE ADDITIONAL SAFETY AND SECURITY CONCERNS.

I'VE HAD TWO CHILDREN GRADUATE FROM BOTH CAMPUSES AND CAN TELL YOU FIRSTHAND THE CURRENT INGRESS AND EGRESS TO THESE CAMPUSES IS ALREADY CHAOTIC, TO SAY THE LEAST. IN ADDITION TO THE NORMAL DAILY PICKUP AND DROP OFF, WE HAVE EXTRACURRICULAR ACTIVITIES THAT START AS EARLY AS 6 A.M.

AND END AS LATE AS 9 P.M.

ON BOTH CAMPUSES.

WE ALSO RENT FACILITIES ON THESE CAMPUSES FOR NON-SCHOOL RELATED PURPOSES THROUGHOUT THE CALENDAR YEAR.

LASTLY, IF THIS PROPOSAL IS APPROVED, CARROLL ISD WILL MOST LIKELY HAVE TO SPEND THOUSANDS OF DOLLARS TO ENSURE THAT THE SAFETY AND SECURITY OF OUR CHILDREN ARE MET.

ITEMS SUCH AS NEW FENCING, INSTALLATION AND MONITORING OF SECURITY CAMERAS, INCREASED ADMIN AND SRO PRESENCE, JUST TO NAME A FEW.

THE CURRENT ZONING IS HEAVY INDUSTRIAL.

THIS IS THE SITE PLAN.

IT IS SPLIT IN HALF, I GUESS FOR EASE IN REVIEWING IT MAKES IT A LITTLE DIFFICULT HERE.

BUT AS YOU CAN SEE, THERE ARE FOUR STRUCTURES FOR WAREHOUSE BUILDINGS COMPRISING APPROXIMATELY 520,000FT². IT IS ADJACENT TO SOME RESIDENTIAL ZONE MANUFACTURED HOUSING TO THE WEST.

THE APPLICANT HAS MET SETBACK REQUIREMENTS.

THE THE SITE OTHERWISE CONFORMS TO DEVELOPMENT REGULATIONS AS FOUND FOR HEAVY INDUSTRIAL FOR THE HEAVY INDUSTRIAL DISTRICT.

AND THERE ARE NO EVEN EMERGENCY EXITS OR ANYTHING INTO THE ADJACENT RESIDENTIAL NEIGHBORHOODS.

I WILL POINT OUT THAT THERE ARE NO IMMEDIATE ACCESS POINTS INTO RESIDENTIAL NEIGHBORHOODS.

THERE IS A PRIMARY ACCESS POINT TO MUSTANG COURT AS SHOWN ON THE PLAN.

AND THEN THERE IS A SECONDARY EMERGENCY ACCESS POINT THAT.

GOES TO AN ACCESS EASEMENT TO THE EASTERN PROPERTY AND THEN WOULD DISCHARGE TO THE SOUTH TOWARDS STATE HIGHWAY 26 EMERGENCIES ONLY AGAIN.

AND OBVIOUSLY, SINCE IT'S JUST THE SITE PLAN CASE CONSISTENT WITH THE LAND USE PLAN, WHICH IS GOOD.

AND THE SETBACK YOU'RE SHOWING HERE, THE 100 FOOT PLUS SETBACK, 100, 120FT, I THINK WAS WHAT WE TALKED ABOUT EARLIER.

AND THEN THIS ONE IS FAIRLY CONSISTENT WITH THE CASE NEXT TO IT IN THAT THAT ONE THAT WAS, I THINK, APPROVED UNDER CONSTRUCTION BY CITY COUNCIL WAS A SITE PLAN REQUEST AS WELL WITH JUST THE SAME TREE VARIANCE REQUESTED ON THAT SITE PLAN AS WELL.

A LITTLE DIFFERENT NUMBERS WISE, BUT THE SAME CATEGORY, RIGHT? YES, SIR. THE PLAN THE VARIANCE WAS APPROVED.

THEY DID PRESERVE SOME TREES ON THAT LOT.

SO THEY WOULD NOT BE SEEING MUCH OF THE DEVELOPMENT AT ALL WITH WITH THAT HEIGHT DIFFERENTIAL.

AND THEN ALSO DOWN HERE ON THE ALONG IRA WOODS, THERE ALSO IS THE THE DART RIGHT OF WAY THAT SEPARATES THE ROAD FROM THEN OUR DETENTION POND AND SCREENING ALONG HERE AS WELL.
