LET'S PRAY. DEAR LORD, WE GIVE THANKS FOR THIS EVENING AND WE GIVE THANKS FOR YOUR GOODNESS TO US FOR THE BLESSINGS THAT WE EXPERIENCE TODAY IN OUR LIVES OF FREEDOM AND PEACE.

WE PRAY BLESSINGS ON THIS MEETING TONIGHT.

WE PRAY THAT YOU WOULD BE WITH OUR CITY COUNCIL AS A DELIBERATE OVER MATTERS.

THEY'RE JUST GOING TO REPORT ABOUT THE WONDERFUL TRIP THAT WE JUST HAD BACK IN JUNE.

AND FIRST OF ALL, I JUST WANT TO THANK YOU FOR THIS GREAT OPPORTUNITY.

YOU KNOW, AS AN EMPLOYEE, YOU KNOW, JUST TO REPRESENT, YOU KNOW, BE CHAPERONING, YOU KNOW, THESE WONDERFUL YOUTH AMBASSADORS.

WE HAD A VERY UNIQUE, YOU KNOW, CULTURAL AND EDUCATIONAL EXPERIENCE.

YOU KNOW, THAT I CAN SAY TOO MUCH DETAILS.

BUT WITHOUT FURTHER ADO, I'M JUST GOING TO, YOU KNOW, INTRODUCE YOUTH AMBASSADOR ALLISON BEDWELL AND YOUTH AMBASSADOR KATE PONZO, AND THEY'RE GOING TO TELL THE STORY ABOUT THIS WONDERFUL TRIP.

THAT'S ALL OF US GOING THERE.

OKAY, SO THE FIRST THING KIND OF THAT WE'RE TOUCHING ON IS THE FOOD.

AND WE HAD SO MUCH GOOD FOOD OVER THERE, THEY FED US VERY WELL.

WE ALWAYS HAD FOOD OFFERED TO US.

SO SOME OF THE HIGHLIGHTS ARE THE MISO ICE CREAM YOU CAN SEE ON THE BOTTOM RIGHT.

VERY UNIQUE, VERY DELICIOUS.

AND THEN ALSO ON THE TOP RIGHT IS WE HAD A VERY LARGE SUSHI ROLL PROVIDED TO US BY A SUSHI CHEF THAT WE GOT TO MAKE AT OUR WELCOME PARTY. THAT WHOLE THING IS A SUSHI ROLL? THAT'S A VERY LONG SUSHI ROLL.

AND WE GOT TO MAKE IT.

AND IT WAS NOT ONLY DELICIOUS, BUT ALSO REALLY FUN EXPERIENCE.

AND THEN ANOTHER BIG THING IS WE DID NOT USE FORKS OR WE DID USE SPOONS.

WE DID NOT USE FORKS, SO WE USE CHOPSTICKS FROM THE MOMENT WE GOT ON THE PLANE TO THE MOMENT WE TOUCHED DOWN BACK DOWN HERE, WHICH IS REALLY COOL.

VERY COOL. ALL RIGHT.

SO ONE OF THE THINGS THAT I REALLY WANTED TO TOUCH ON IS THE PEOPLE LIKE EVERYONE WAS ABSOLUTELY LOVELY, LIKE VERY GENEROUS AND VERY ATTENTIVE TO BASICALLY EVERYTHING THAT WE NEEDED, ESPECIALLY THE HOST FAMILY.

I KNOW ALLISON BROUGHT THIS, LIKE, HUGE SUITCASE WITH HER.

WE WERE VERY WORRIED THAT IT WOULD NOT GET FILLED.

IT DEFINITELY DID.

HER HOST FAMILY ACTUALLY GOT HER THIS VERY LARGE BOX OF CANDY THAT FILLED BASICALLY THE ENTIRE THING.

AND FOR MY HOST FAMILY, IT WAS REALLY INTERESTING BECAUSE MY BROTHER ACTUALLY RECEIVED THE SAME HOST FAMILY BY COINCIDENCE.

SO IT WAS VERY EXCITING TO BE ABLE TO MEET THEM AND BE ABLE TO SEE HIS PICTURE IN THEIR LIVING ROOM WITH MY HOST BROTHER, JUNYA.

SO YEAH, IT WAS VERY, VERY COOL.

YEAH, THAT'S COOL. OKAY.

WE DID A LOT OF DIFFERENT EVENTS WHEN WE WERE THERE.

THE FIRST THING YOU SEE ON THE LEFT IS A PICTURE OF US AT THE CITY HALL.

AND A THING THAT WAS REALLY INTERESTING ABOUT THE CULTURE THERE IS ALL THE JAPANESE PEOPLE REALLY LOVED IT WHEN WE GAVE SPEECHES, SO WE GAVE MULTIPLE SPEECHES EITHER IN JAPANESE OR WITH A TRANSLATOR, WHICH WAS VERY FUN.

WE DID, I DON'T KNOW, MAYBE 3 OR 4 THROUGHOUT THE WHOLE TRIP.

IT WAS A LOT. AND THEN THE MIDDLE PICTURE IS US IN THE SCHOOL.

THAT WAS DEFINITELY A HIGHLIGHT OF OUR TRIP.

THE KIDS WERE SO NICE AND THEY WERE REALLY FUNNY AND REALLY NICE TO KNOW AND IT WAS REALLY FUN.

AND THEN ON THE RIGHT IS US AT THE FIRE STATION AND WE ACTUALLY GOT TO MEET SOMEBODY THAT HAD COME HERE TO SOUTHLAKE FROM TOME A WHILE AGO.

SO IT WAS REALLY INTERESTING.

AND LIKE ALLISON SAID, WE ACTUALLY ENDED UP GIVING A FEW SPEECHES IN JAPANESE, WHICH WAS A BIT INTIMIDATING, ESPECIALLY WITH LIKE THE MAYOR, WHICH IT WAS, IT WAS SOMETHING. BUT THEY WERE VERY HAPPY TO SEE US ENGAGING IN THEIR CULTURE, ESPECIALLY WITH ALL THE ACTIVITIES WE ENDED UP DOING.

WE DID A LOT OF CALLIGRAPHY AT A CERTAIN POINT, AND I GUESS I WAS LUCKY IN THAT I HAD SOME EXPERIENCE ALREADY WITH CHINESE, AND THAT WAS VERY INTERESTING BECAUSE I WAS ABLE TO SORT OF RELATE A LOT OF THEIR MORE HISTORICAL CULTURAL INFORMATION WITH CHINESE HISTORY, LIKE WE ENDED UP DRAWING THE CHARACTER SHUI, WHICH IS WATER.

AND AGAIN, I WAS VERY LUCKY THAT I HAD A BIT OF AN EDGE OVER ALLISON.

[LAUGHTER] BUT YEAH, AND WE GOT TO VISIT SO MANY DIFFERENT CULTURAL SITES AND TEMPLES AND THERE WAS JUST SO MUCH NATURE WHICH SEEMS LIKE A REALLY IMPORTANT PART OF THEIR SORT OF CULTURE OR SPIRITUALITY TYPE INTERESTS, WHICH I THOUGHT WAS AN INTERESTING CONTRAST BETWEEN US AND THEIR CULTURE.

AND SO. QUESTION WHERE DID YOU GUYS LEARN JAPANESE? DID YOU STUDY IT FOR THE TRIP OR DID YOU ALREADY KNOW IT BEFORE YOU WENT OR? WE PRACTICED A LITTLE BIT BEFOREHAND.

IT WAS VERY LIKE LEARNING AS WE WENT IN TERMS OF WHAT TO SAY.

LIKE OBVIOUSLY, LIKE, THANK YOU FOR HAVING US.

LIKE WE'RE SO GLAD TO BE HERE IN JAPAN.

LIKE IT'S SO FUN AND EXCITING TO LIKE, YOU KNOW, BE ABLE TO VISIT.

IT WAS DEFINITELY NOT LIKE A EXPERT LEVEL JAPANESE, BUT THEY WERE VERY CLEAR THAT THEY WERE HAPPY THAT WE AT LEAST ATTEMPTED.

THEY WERE VERY IMPRESSED WITH EVERYTHING WE DID.

OKAY, COUNCIL. ANYTHING ELSE WE WANT TO PUT ON CONSENT? YES, MAYOR AND COUNCIL. I'D LIKE TO RECOMMEND PUTTING ON CONSENT RESOLUTION NUMBER 2 3-022, AUTHORIZING PURCHASES FOR THE 2024 FISCAL YEAR AND AUTHORIZING THE CITY MANAGER TO ENTER CONTRACTS NECESSARY TO EFFECTUATE SAID PURCHASES.

THE STATE STATUTE.

CHAPTER 211 OF THE TEXAS LOCAL GOVERNMENT CODE REQUIRES THAT AS AN ELEMENT OF ZONING APPROVAL, THAT AN APPLICANT BE AFFORDED A PUBLIC HEARING IN ORDER TO SEE IF THERE ARE CITIZENS WHO SUPPORT OR WHO OPPOSE THE REQUEST AND WOULD PRESENT INFORMATION, EVIDENCE OR ARGUMENT RELATING TO THE CASE. IN THE CITY OF SOUTHLAKE, WE HOLD AN INITIAL FIRST READING WITHOUT A STATUTORY PUBLIC HEARING.

WE DO NOT PUBLISH NOTICE.

WE DO NOT ADVERTISE THAT WE ARE SOLICITING CITIZEN COMMENTS ON THESE ITEMS. THE IDEA OF FIRST READING IS TO GIVE THE APPLICANT AN OPPORTUNITY TO LAY OUT THEIR GENERAL PLAN.

AS I'VE PREVIOUSLY ADVISED, THE CITY COUNCIL DEVELOPMENT REGULATIONS ARE SORT OF UNUSUAL.

THEY HAVE THEIR OWN RITUAL FORM THAT HAS TO BE FOLLOWED FOR EACH TYPE OF REGULATION.

IF SOMEONE SUBMITS A SUBDIVISION PLAT PROPOSAL, ONLY THE OWNER OF THE PROPERTY CAN AUTHORIZE A PLAT SUBMITTAL.

IF THE OWNER WITHDRAWS THE PLAT, THE MATTER IS DEAD BECAUSE THE CITY NO LONGER HAS JURISDICTION.

THE OWNER HAS WITHDRAWN IT.

IN A ZONING CASE HOWEVER, THE PROPERTY OWNER CAN MAKE THE REQUEST OR A CITY CAN COME FORWARD WITH A PROPOSAL TO REZONE PROPERTY. AND EITHER PARTY CAN ADVANCE THE REQUEST.

IN THIS PARTICULAR CASE INVOLVING CARILLON, THE CASE WAS PRESENTED ON FIRST READING AND NOTICE WAS PUBLISHED OF A PUBLIC HEARING TO BE HELD AT SECOND READING. THE CASE WAS VOTED FOR DENIAL IN FIRST READING, BUT WE ALREADY HAD THE SCHEDULED PUBLIC HEARING.

APPARENTLY THIS PRIOR TO THE END OF THIS PRIOR WEEK, THE APPLICANT SENT A LETTER REQUESTING THAT THE ITEM BE WITHDRAWN.

THEY NO LONGER WISH TO PURSUE IT.

AT THIS POINT, THE ONLY THING REMAINING IS FOR THE ONLY OTHER POSSIBLE APPLICANT, THE CITY COUNCIL, TO DETERMINE IF THEY WANTED TO PROCEED WITH A ZONING CHANGE.

IF NO MEMBER OF THE COUNCIL WANTS TO PROCEED WITH A ZONING CHANGE ON THE PROPERTY, THEN THE COUNCIL MAY SIMPLY DENY THE REQUEST TO MOVE ON.

AND IT'S NOT NECESSARY TO HOLD THE PUBLIC HEARING.

IT'S A BITTERSWEET EVENING FOR US BECAUSE CHRIS TRIBBLE HAS ANNOUNCED THAT HE INTENDS TO RETIRE EFFECTIVE OCTOBER 1ST, AND WE WANT TO HONOR HIM TONIGHT FOR HIS SERVICE WITH THE CITY OF SOUTHLAKE SPANS 17 YEARS.

AND I DON'T KNOW HOW MANY PEOPLE IN THE COMMUNITY THAT HAVE WORKED WITH HIM KNOW THAT BY THE TIME HE GOT TO SOUTHLAKE, HE ALREADY HAD 20 YEARS OF PARK AND RECREATION LEADERSHIP EXPERIENCE.

HE STARTED HIS WORK BACK IN 1985 WITH THE CITY OF MESQUITE.

WHILE HE'S BEEN HERE, HE HAS BEEN AN INTEGRAL PART OF LITERALLY EVERYTHING THAT HAS GONE ON WITH PARKS AND RECREATION AND ALL OF THE AFFILIATED

PROGRAMS THAT ARE ASSOCIATED WITH THAT DEPARTMENT.

SO JUST A COUPLE OF STATISTICS.

WE CURRENTLY OFFER MORE THAN 1,200 RECREATION PROGRAMS PER YEAR.

WE HAVE SEVEN ATHLETIC ORGANIZATIONS THAT HE AND HIS TEAM WORK WITH.

WE HOST AN AVERAGE OF 300 EVENTS AT LEGENDS HALL ANNUALLY, AND HE MANAGES THE NEEDS OF 12,500 MEMBERS OF CHAMPIONS CLUB. WE ALSO HAVE A NATURE CENTER, A SENIOR CENTER, AND WE MAINTAIN OVER 1100 ACRES OF PARK LAND.

OH, AND BY THE WAY, HE BUILT A LOT OF THE THINGS THAT WE'RE TALKING ABOUT THIS EVENING, INCLUDING THE MARQ.

SO CHRIS HAS BEEN A VERY IMPORTANT PART OF OUR TEAM, AND WE'RE JUST SO PROUD THAT WE HAD THE CHANCE TO WORK WITH HIM.

FIRST, STARTING WITH THE PROPERTY TAX RATE REDUCTION.

AS PREVIOUSLY STATED IN THE PREVIOUS MEETINGS, WE ARE PROPOSING A TAX RATE REDUCTION OF JUST OVER $0.04.

THE PROPOSED TAX RATE IS 0.319, WHICH IS JUST UNDER THE NO NEW REVENUE TAX RATE, WHICH WAS PREVIOUSLY REFERRED TO AS THE EFFECTIVE TAX RATE.

WE'RE ALSO MAINTAINING THE HOMESTEAD EXEMPTION AT 20%, WHICH IS THE MAXIMUM ALLOWED BASED ON STATE STATUTE, WHICH REDUCES THE TAXABLE VALUE JUST OVER 200,000 BASED ON THE AVERAGE APPRAISED HOME HERE IN SOUTHLAKE.

AND WITH THIS HOMESTEAD EXEMPTION, GIVES AN ADDITIONAL TAX RATE EQUIVALENT REDUCTION OF 6.4 CENTS, WHICH GIVES A TAX RATE EQUIVALENT RATE OF 25.5 PER $100.

ON THIS SLIDE IS TO GIVE YOU A GREAT DEPICTION OF THE TAX RATE INCENTIVES.

THE TAX RELIEF INCENTIVES THAT WE'VE GIVEN OVER THE YEARS WITH THE TOP GRAPH, IT'S A REFLECTION OF THE APPRAISED VALUE OF ONE POINT, JUST UNDER 1.5 MILLION AND A TAXABLE VALUE OF JUST UNDER 880,000.

SOMETHING TO NOTE HERE IS THAT WHEN YOU LOOK AT THAT, THE ASSESSED VALUE HAS INCREASED 56%, THE TAXABLE VALUE HAS INCREASED 39%.

BUT THE TAX CITY TAX BILL HAS DECREASED BY 4% IN A TEN YEAR FACTOR.

THAT REALLY GIVES YOU A GREAT DEPICTION OF THE TAX RELIEF OVER THE YEARS THAT THE CITY COUNCIL HAS PROVIDED.

AND THE CHART BELOW IS BASED OFF OF A HOME APPRAISED VALUE OF JUST UNDER 1.3 MILLION TAXABLE VALUE OF A MILLION, AND THE INCREASE OVER THE TEN YEARS, 78% INCREASE IN ASSESSED VALUE, 47 INCREASE IN TAXABLE VALUE AND JUST A 1% INCREASE IN THEIR TAX BILL OVER A TEN YEAR PERIOD.

AND AGAIN, JUST TWO GREAT DEPICTIONS OF THE TAX RELIEF THAT THE HOMEOWNERS HAVE RECEIVED OVER THE YEARS IN SOUTHLAKE.

NEXT TO TOUCH ON THE OVERALL BUDGET.

THE OPERATING BUDGET PROPOSED BUDGET IS 127 MILLION AND AS STATED PREVIOUSLY IN THE PREVIOUS PRESENTATIONS, IT DOES CONSIST OF NUMEROUS FUNDS WITH THE LARGEST FUND BEING THE GENERAL FUND OF 52.6 MILLION.

NEXT IS UTILITY FUND OF 31.4 MILLION.

AND AGAIN, OVERALL, THE PROPOSED BUDGET IS 127 MILLION, WHICH IS 8.9% INCREASE WHEN COMPARED TO THE 2023 ADOPTED BUDGET.

AS WITH THE PREVIOUS YEARS, THIS PROPOSED BUDGET HITS ALL OF OUR FINANCIAL GUIDING PRINCIPLES.

BUT ONE THING ABOUT THE GUIDING PRINCIPLES HAS SERVED US WELL.
