SPIN AS AN INFORMATIONAL MEETING AND NO VOTES ARE TAKEN.

SPIN IS STREAMLINED THROUGH SOUTHLAKE TV ON THE CITY'S MAIN WEBSITE, CITYOFSOUTHLAKE.COM.

THE CITY OF SOUTHLAKE IS PROPOSING TO ADOPT THE 2023 NATIONAL ELECTRICAL CODE.

I'M THE BUILDING OFFICIAL FOR THE CITY OF SOUTHLAKE AND I'M HERE TONIGHT TO WALK YOU THROUGH THE PROCESS WHEREIN THE PROPOSING TO ADOPT THE 2023 NATIONAL ELECTRICAL CODE.

RIGHT NOW WE'RE CURRENTLY UNDER THE 2020 NEC, BUT RECENTLY THIS YEAR, THE STATE OF TEXAS HAS ADOPTED THE 2023 NEC, AND THEY PUT IT INTO EFFECT SEPTEMBER 1ST OF THIS YEAR.

AS OF SEPTEMBER 1ST, WE'VE BEEN PERMITTING AND INSPECTING PER THE 2023 NEC, PER THE REQUIREMENTS OF THE STATE OF TEXAS.

TONIGHT WE ARE MOVING. THIS IS A PROPOSAL TO MOVE FORWARD WITH ADOPTING THE 2023 INTO OUR RECORDS.

AS BUILDING SAFETY PROFESSIONALS, OUR GOAL IS TO PROTECT THE PUBLIC THROUGH A COMMITMENT TO BUILDING SAFETY.

BY ADOPTING THE MOST CURRENT CODES ENSURES ALL NEW CONSTRUCTION IS AS SAFE AS POSSIBLE.

WITH THAT, I WILL TAKE ANY KIND OF QUESTIONS.

I HAVE FOUR PATENTS AND TWO TRADEMARKS IN ELECTRICAL PRODUCTS INCLUDING BREAKER SYSTEMS. WHAT I HAVE IN FRONT OF ME TODAY ARE SOME OF THE PATENTS THAT I HAVE ON FILE WITH US PATENT TRADEMARK OFFICE FOR BRAND NEW PRODUCT CALLED COSMIC BREAKER.

USPTO ALSO ALLOWED ME TO TRADEMARK THE WORD COSMIC AS AN ACRONYM FOR CARBON MONOXIDE, SMOKE INTERRUPTING CIRCUIT.

IT WORKS EXACTLY LIKE GFCI OR LIKE AN AFCI.

ONLY IT INTERFERES OR INTERRUPTS THE FLOW OF POWER WITH THE DETECTION OF ANY AIRBORNE TOXIN.

SO AT THE BEGINNING STAGES OF SMOKE OR CARBON MONOXIDE POISONING, COSMIC BREAKER WILL BEGIN TO NOTIFY PEOPLE, POSSIBLY NOTIFY THE EMS SERVICES AND EARLY NOTIFY PEOPLE OF PARTS PER MILLION OF CARBON DIOXIDE OR ANY OTHER AIRBORNE TOXIN AS LOW AS 50 PARTS PER MILLION.

I'VE BEEN WORKING FOR THE PAST THREE YEARS WITH THE UNIVERSITY OF NORTH TEXAS ENGINEERING DEPARTMENT.

THEIR SENIOR PROJECTS THAT HAVE ADOPTED THIS ON THREE CONSECUTIVE YEARS AND THEY HIGHLY RECOMMEND THIS AS WELL.

I HAVE SOME CHIP BOARDS AND PROCESSOR BOARDS RIGHT HERE IN

MY HANDS THAT ALSO HAVE THE UNIVERSITY OF NORTH TEXAS STAMP AND LOGO ON THEM.

THESE COULD WORK IN CONJUNCTION WITH LOCAL FIRE SAFETY OFFICIALS TO PUT SOMETHING SIMILAR TO THIS NOT ON HAND, BUT EMBEDDED IN THE STRUCTURE OF EVERY RESIDENTS AND EVERY COMMERCIAL APPLICATION.

I'VE ALSO FOUND SOME DEFECTS IN THE CURRENT CONSTRUCTION CODES HAVING TO DEAL WITH THE VENTILATION SYSTEMS FOR COMBUSTIBLE FUEL SOURCES.

PERTAINING TO THE HIGH COMBUSTION LOW COMBUSTION AIRFLOW SOURCES, WHICH EVERY CONSTRUCTION CODE SAYS THAT THOSE ARE EFFECTIVE AND I'VE BEEN ABLE TO PROVE THEM INEFFECTIVE.

I'D LOVE TO BE ABLE TO SHOW YOU MORE IN THE FUTURE.

FOR NOW, I'M NOT SPEAKING AGAINST THE PASSING OF THE 2023 ELECTRICAL CODE, BUT THIS IS SOMETHING FOR THE SAFETY AND WELFARE OF THE RESIDENTS OF THE CITY OF SOUTHLAKE.

I'D HIGHLY RECOMMEND THAT WE'D BE ON THE FOREFRONT OF THIS, KNOWING THAT I'M HERE AND I HAVE THESE PATENTS AVAILABLE.

I'VE ALSO BEEN WORKING IN GETTING LICENSING AGREEMENTS ESTABLISHED WITH HONEYWELL, SIEMENS, GENERAL ELECTRIC, JOHNSON CONTROLS, RUDE RED TRAIN CARRIER, AND ALL THE OTHER MANUFACTURERS OF ANY ELECTRICAL SYSTEMS THAT MAY GO INTO THE STRUCTURE OF ANY HOUSE RESIDENTS, HOTEL, MOTEL, OR OTHER COMMERCIAL LOCATIONS.

AS A LOCAL REAL ESTATE DEVELOPER AND BUILDER, I'VE BROUGHT UP PRODUCE THOUSANDS OF LOTS TO NORTHEAST TARRANT COUNTY AND PERSONALLY BUILT AND OVERSEEING THE CONSTRUCTION OF HUNDREDS OF HOMES.

WANTED TO SPEAK DIRECTLY TO MR. COMBE'S PRODUCT, COSMIC BREAKER.

I FEEL LIKE A CIRCUIT THAT CAN INTERRUPT THE FLOW OF THE HVAC SYSTEMS AND/OR SIGNAL FIRE ALARM EVEN A STEP ABOVE THAT YOUR REGULAR SMOKE DETECTOR BECAUSE NORMALLY YOUR SMOKE COMES THROUGH YOUR RETURN AIR DUCT SOONER THAN WOULD GET TO A FIRE ALARM.

I THINK IT COULD BE A CRUCIAL COMPONENT TO SAVE LIVES IN RESIDENTIAL CONSTRUCTION AND COMMERCIAL CONSTRUCTION.

SO I'M JUST SIMPLY HERE TO ADVOCATE FOR MR. COMBE'S PRODUCT COSMIC BREAKER.

I THINK IT'S A WELL-DESIGNED, WELL THOUGHT OUT PRODUCT, AND I THINK IT'S SOMETHING THAT CAN SAVE LIVES IN THE CITY OF SOUTHLAKE AND ELSEWHERE.

[3. SPIN2023-20 - The City of Southlake is proposing to amend the Mobility Master Plan to include the addition of the "C2U" 2-Lane Undivided Collector thoroughfare classification to Southwestern St. and Mustang Ct, extending from S.H. 26 to Brumlow Ave. ]

THE CITY OF SOUTHLAKE IS PROPOSING TO AMEND THE MOBILITY MASTER PLAN TO INCLUDE THE ADDITION OF THE C2U, TWO LANE UNDIVIDED COLLECTOR THOROUGHFARE CLASSIFICATION TO SOUTHWESTERN STREET AND MUSTANG COURT EXTENDING FROM STATE HIGHWAY 26 TO BRUMLOW AVENUE.

I'M DIRECTOR OF PLANNING AND DEVELOPMENT SERVICES HERE WITH THE CITY OF SOUTHLAKE.

THIS IS A DISCUSSION OF OUR COMPREHENSIVE PLAN AND PROPOSED AMENDMENT TO OUR MOBILITY PLAN TO BE MORE SPECIFIC.

COMPREHENSIVE PLAN IS A REFLECTION OF THE CITY'S VALUES, ASPIRATIONS, AND SHARED VISION AND IT IS A GUIDE TO HELP IN THE DECISION-MAKING PROCESS.

IT'S USED AS A FOUNDATION FOR POLICIES, STRATEGIES, AND ACTIONS THAT ARE TAKEN BY THE CITY.

IT ILLUSTRATES THE CITY'S FUTURE PRIMARILY THROUGH PLANS, MAPS, ILLUSTRATIONS, AND PICTURES.

THESE ARE SEVERAL OF THE ELEMENTS THAT MAKE UP THE CITY'S COMPREHENSIVE PLAN, INCLUDES THE FUTURE LAND USE PLAN, MOBILITY MASTER PLAN, WHICH WE'RE HERE TO DISCUSS AND UPDATE FOR ALSO THE WATER, WASTEWATER, STORMWATER, DRAINAGE PLANS, PARKS RECREATION, OPEN SPACE PLAN, ECONOMIC DEVELOPMENT, TOURISM PLAN, HEALTH AND WELLNESS PLAN, PUBLIC ARTS, SUSTAINABILITY, URBAN DESIGN, WATER CONSERVATION, WAY-FINDING SYSTEM PLAN, AND A YOUTH PLAN.

UPCOMING COMPREHENSIVE PLAN ADDITIONS THAT WE'LL BE WORKING ON NEAR FUTURE ARE COMMUNITY FACILITIES PLAN AND A TECHNOLOGY PLAN.

THESE THESE PLANS ARE USED BY OUR CITY COUNCIL IN DETERMINING POLICY OF THE CITY.

COMMUNICATING WITH THE PUBLIC, EVALUATING RECOMMENDATIONS AND PROPOSALS THAT COME BEFORE THEM.

ALSO PRIORITIZING INFRASTRUCTURE IMPROVEMENTS OF THE CITY AND UTILIZATION OF THE CITY'S RESOURCES.

IT ALSO PROVIDES A ROAD MAP FOR OUR CITY BOARDS AND COMMISSIONS AND HELPS THEM IN MAKING RECOMMENDATIONS THAT WOULD BE MOVED FORWARD TO THE CITY COUNCIL.

STAFF USES THESE PLANS ON A DAY-TO-DAY BASIS TO HELP ADVISE OUR PUBLIC OFFICIALS, HELP GUIDE PROJECTS THAT ARE BEING PROPOSED AND IMPLEMENT THE CITY'S CAPITAL IMPROVEMENTS PLAN.

IT IS ALSO USED COORDINATE IDEAS AND WORK BETWEEN OUR DEPARTMENTS.

THIS EVENING, MORE SPECIFICALLY TALK ABOUT THE PROPOSED MOBILITY PLAN REVISION.

THIS IS OUR CURRENT THOROUGHFARE PLAN, WHICH IS A COMPONENT OF OUR MOBILITY PLAN.

IT IS BASICALLY A MAP THAT REPRESENTS CITY NEEDS OF STREETS.

THAT WOULD INCLUDE WIDTH, GENERAL LOCATION, AND STRAIGHT CROSS SECTION.

ONE OF THE PRIMARY REVISIONS BEING PROPOSED WITH THIS PLAN IS THE ADDITION OF A TWO LANE UNDIVIDED COLLECTOR STREET THAT WOULD ALIGN WITH THE CURRENT ALIGNMENT OF MUSTANG COURT AND SOUTHWESTERN STREET AND THEN EXTEND BACK TOWARDS BRUMLOW AND MAKE AN INTERSECTION OF THAT.

THIS COLLECTOR WOULD PROVIDE AN ADDITIONAL ACCESS POINT FOR SEVERAL OF THE HEAVY INDUSTRIAL DEVELOPMENTS, WHICH INCLUDES TANK FARMS AND WHAT IS CURRENTLY UNDER CONSTRUCTION AS A WAREHOUSE FACILITIES, AS WELL AS A FUTURE PUBLIC WORKS OPERATIONS CENTER THAT WOULD ALSO BE ADJACENT TO THIS PROPOSED ALIGNMENT.

THIS IS A AERIAL PHOTOGRAPH OF THE PROPOSED AREA.

THE THOROUGHFARE WOULD ALIGN WITH EXISTING MUSTANG COURT, EXTEND OVER THE CENTER LINE OF EXISTING SOUTHWESTERN STREET AND EXTEND SOUTHWESTERN BACK TO BRUMLOW.

GENERALLY OVER THE ALIGNMENT BETWEEN THESE PROPERTY BOUNDARIES OR TRACKED BOUNDARIES.

THE PROPOSAL IS FOR A TWO LANE UNDIVIDED COLLECTOR STREET WITH A 60 FOOT WIDE RIGHT-OF-WAY.

THESE ARE EXHIBIT SHOWING SOME OF THE DEVELOPMENT OCCURRING AROUND THIS PROPOSED COLLECTOR.

CONSTELLATION AS A RECENTLY APPROVED SITE PLAN THAT WOULD REDEVELOP THE MAGELLAN TANK FARM AND TO JUST A LITTLE OVER 500,000 SQUARE FOOT OF WAREHOUSE SPACE.

CURRENTLY UNDER CONSTRUCTION AS MUSTANG BUSINESS CENTER, WHICH IS JUST SLIGHTLY UNDER 350,000 SQUARE FEET OF WAREHOUSE, IT'S CURRENTLY UNDER CONSTRUCTION.

THE CITY'S PLAN DEVELOPMENT FOR A NEW PUBLIC WORKS OPERATIONS CENTER THAT WOULD DEVELOP THIS PROPERTY, SHADED AND TAN, AND RECENTLY APPROVED AS A SMALL WAREHOUSE.

WHOLESALE RETAIL LANDSCAPE MATERIAL COMPANY, SITE ONE THAT'S ALSO HAS OPERATIONS ON THE OTHER SIDE OF BRUMLOW.

ADDITIONAL UPDATES TO THE PLAN.

CURRENTLY, ALL OF OUR PLANS ARE REFERRED TO AS SOUTHLAKE 2035 PLAN.

THROUGHOUT OUR COMPREHENSIVE PLANS WE'LL BE RE-BRANDING THOSE UNDER THE TITLE OF SOUTHLAKE COMPREHENSIVE PLAN.

[NOISE] IT WOULD UPDATE DEMOGRAPHICS OF OUR MOBILITY PLAN TO REFLECT THE 2022 OR 2020 CENSUS.

ALSO UPDATE INFORMATION WITH REGARD TO OUR LATEST CITIZENS SURVEY WHICH WAS COMPLETED IN 2021.

WE WOULD REMOVE SOME OF THE OBJECTIVES THAT HAVE BEEN COMPLETED IN THE CURRENT PLAN AND THEN

WE WILL BE RE-SHIFTING SOME OF THE FOCUS OF THE PLAN WHERE THERE ARE VERY SPECIFIC TIMELINES ON CERTAIN OBJECTIVES AND RECOMMENDATIONS OF THE PLAN WILL BE SHIFTING THOSE TO BE GUIDED MORE BY OUR CAPITAL IMPROVEMENTS PLANS AND INDIVIDUAL WORK PLANS RATHER THAN THE COMPREHENSIVE PLAN DOCUMENT.

CURRENTLY, WHAT I'M REFERRING TO IS WHERE WE HAVE SPECIFIC RECOMMENDATIONS IN THE PLAN.

THEY HAVE A TIERED PRIORITY WHERE WE'RE AT TIER 1 AS A RECOMMENDATION THAT SHOULD BE ADDRESSED WITHIN A 1-2 YEAR OR 1-3 YEAR PERIOD.

A TIER 2 ITEM IS 4-7 YEARS AND TIER 3 IS EIGHT YEAR AND BEYOND, AND THAT IS TIME LIMITATIONS ON THESE RECOMMENDATIONS WERE PROPOSING TO REMOVE THOSE AND LOOK AT THESE MORE AS SPECIFIC ITEMS IDENTIFIED BY MORE REALISTIC NEEDS AT THE TIME AND HAVE THOSE PRIORITIES GUIDED BY OUR CURRENT CAPITAL IMPROVEMENTS PLANS EACH YEAR AND OUR INDIVIDUAL WORK PLANS AT EACH OF OUR DEPARTMENTS DEVELOP YEAR TO YEAR.

SAME WITH OUR BICYCLE FACILITY PLAN.

THE TIERED PRIORITIZATION WOULD BE REMOVED AND THE OBJECTIVES WOULD BE GEARED MORE TOWARDS SPECIFIC TIMELY NEEDS AND GUIDED BY OUR CAPITAL IMPROVEMENTS PLAN AND WORK PLANS.

THAT WOULD HOLD TRUE ALSO WITH THE PATHWAY PLAN, THAT'S PART OF THIS MOBILITY PLAN.

THESE TIERED ELEMENTS WOULD BE REMOVED.

WE'LL ALSO AS PART OF THIS PLAN, FURTHER CLARIFY SOME DEFINITIONS OF CERTAIN TYPES OF FACILITIES THAT ARE DESCRIBED IN THE PLAN.

PRIMARILY WE'LL ADDRESS HOW OUR SIDEWALK WIDTHS ARE CURRENTLY REFERRED FORWARD TO AND REDEFINING THAT.

ALSO, WE WILL FURTHER ELABORATE ON WHAT OUR EQUESTRIAN AND NATURAL TRAIL PLANS WOULD CONSIST OF.

AS FAR AS CURRENT GOALS AND OBJECTIVES IN THE PLAN, THERE'S NOT A SUBSTANTIAL CHANGE IN THAT.

THIS IS CURRENTLY ARE GUIDING GOAL OF THE MOBILITY PLAN.

THERE'S NO CHANGE PROPOSED WITH THAT, NOR THESE OBJECTIVES THAT I WILL RUN THROUGH AND SHOW THE SLIDES ON, BUT NOT BORE YOU WITH LENGTHY REITERATION OF IT.

ONE ITEM ON THE OBJECTIVES THAT WOULD BE REMOVED AS DEVELOPMENT OF THIS DEDICATION, EASEMENT PROGRAM FOR PATHWAYS WITHIN THE CITY.

THAT PROGRAM HAS BEEN DEVELOPED AND SO THAT OBJECTIVE NO LONGER NEEDS TO BE ADDRESSED IN THIS PLAN.

THE REMAINING OBJECTIVES ARE MORE CONCEPTUAL AND THEIR OBJECTIVE NATURE.

THIS PARTICULAR OBJECTIVE HAS BEEN ALREADY IMPLEMENTED.

NO CHANGES ON THE OBJECTIVE SHOWN HERE ON THIS SLIDE AS WELL.

PATHWAY OF THE AMENDMENT MOVING FORWARD, WE'RE AT SPAN THIS EVENING.

NEXT STEP WOULD BE ON OCTOBER 19TH, WE'LL HAVE PUBLIC CARRYING AT THE PLANNING AND ZONING COMMISSION AND HAVE THE COMMISSION PROVIDE A RECOMMENDATION THAT WOULD BE FORWARDED TO THE CITY COUNCIL ON NOVEMBER 7TH.

CITY COUNCIL WOULD CONSIDER FIRST RATING OF THAT ITEM IN HERE, ANY COMMENTS FROM THE PUBLIC FOLLOWING THAT ACTION.

IT WOULD APPEAR BEFORE CITY COUNCIL FOR A SECOND READING ON DECEMBER 5TH, FOR WHICH A FORMAL PUBLIC HEARING WOULD BE HELD, AND FINAL ACTION TAKEN.
