SO WE'RE GOING TO TRY AND BE EXPEDITIOUS WITH OUR MEETING THIS EVENING.

I DON'T HAVE ANY CHAIRMAN'S COMMENTS, ALTHOUGH I GUESS MAYBE THERE'S ADMINISTRATIVE COMMENTS, PROBABLY ABOUT OUR MEETING NEXT MONDAY NIGHT.

MOVING TO THE AGENDA.

WE HAVE A CONSENT AGENDA, WHICH INCLUDES THE APPROVAL OF THE MINUTES FROM OUR MEETING ON OCTOBER 5TH, AS WELL AS A REQUEST BY THE APPLICANT I THINK TABLED AN ITEM UNTIL THE NOVEMBER 2ND OR SEVENTH MEETING.

ANY QUESTIONS COMMENTS ON EITHER OF THESE ITEMS BEFORE I THINK I CAN ENTERTAIN A MOTION ALL AT ONCE.

MR. CHAIRMAN, I MAKE A MOTION THAT WE APPROVE ITEMS NUMBER FIVE AND SIX ON OUR AGENDA AND NOTING SPECIFICALLY WITH ITEM NUMBER SIX THAT WE ARE APPROVING THE APPLICANT'S REQUEST TO TABLE THE ITEM UNTIL THE NOVEMBER 7TH, 2023 PLANNING AND ZONING COMMISSION MEETING.

[7. Consider: Ordinance No. 1075-D, Amendments to the City of Southlake Mobility Master Plan, an element of the Southlake Comprehensive Plan.]

ONE ITEM ON THERE. NUMBER SEVEN, ORDINANCE NUMBER 1075-D AMENDMENTS TO THE CITY OF SOUTHLAKE MOBILITY MASTER PLAN, AN ELEMENT OF OUR COMPREHENSIVE PLAN AND I BELIEVE THIS ITEM WILL REQUIRE A PUBLIC HEARING AS WELL.

SO WE'LL GO AHEAD AND HEAR A STAFF REPORT ON IT AND THEN MOVE FORWARD.

WE'RE PROPOSING SOME MOBILITY PLAN REVISIONS.

THE PRIMARY PURPOSE OF THIS REVISION IS TO ADD A CTU COLLECTOR.

IT'S A TWO LANE UNDIVIDED COLLECTOR.

THIS IS OUR EXISTING MASTER THOROUGHFARE PLAN.

THIS IS THE PROPOSAL HERE.

IT'S WE'RE ADDING THIS TWO LANE UNDIVIDED COLLECTOR.

THIS WOULD HAVE A 60 FOOT RIGHT OF WAY, BUT IT COULD BE LESS DEPENDING ON SITE CONDITIONS, EXISTING SITE CONDITIONS.

AND THIS IS THE RESULT OF SEVERAL MONTHS OF REVIEW OF THE MUSTANG COURT SOUTHWESTERN STREET BRUMLOW AVENUE AREA TO CONSIDER POSSIBLE TRAFFIC SOLUTIONS TO IMPROVE EFFICIENCY AND SAFETY IN THE AREA, AND THIS PROPOSED MAP CHANGE WILL ALLOW SOUTHLAKE TO CONTINUE PURSUING TRAFFIC SOLUTIONS IN THE AREA AND TO SEEK SOME FUNDING FOR THOSE SOLUTIONS.

THIS IS JUST AN AERIAL VIEW SHOWING SOME OF THE THE DEVELOPMENTS IN THAT AREA.

AND SINCE WE'RE MAKING THIS UPDATE, WE'RE ALSO MAKING SOME EDITORIAL REVISIONS AND JUST CLEANING UP THE PLAN A LITTLE BIT.

AS I SAID BEFORE, WE ARE CONSIDERING THIS A MINOR UPDATE.

WE DID JUST ADOPT THE PLAN TWO YEARS AGO, BUT WE'D LIKE TO HAVE THE PLAN BE AS UP TO DATE AS WE CAN.

THE EDITORIAL REVISIONS THAT WE HAVE MADE ARE TO UPDATE THE SOUTHLAKE 2035 REFERENCES TO THE SOUTHLAKE COMPREHENSIVE PLAN THROUGHOUT THE DOCUMENT, UPDATING THE DEMOGRAPHICS TO REFLECT THE 2020 CENSUS, AND UPDATING THE CITIZEN SURVEY INFORMATION TO 2021 SURVEY DATA.

IN THE EXISTING PLAN, WE REFER TO THE 2019 SURVEY DATA.

WE'RE ALSO REMOVING OBJECTIVE 3.5, WHICH IS DEVELOP A PROGRAM TO ENCOURAGE THE DEDICATION OF EASEMENTS FOR PATHWAY CONSTRUCTION IN ACCORDANCE WITH THE SIDEWALK PRIORITY PLAN AND CAPITAL IMPROVEMENTS PLAN.

THE REASON FOR MOVING THIS IS THIS ALREADY EXISTS.

IT'S ALREADY BEEN DEVELOPED.

WE'RE ALSO REMOVING INTERSECTION CAPACITY IMPROVEMENT RECOMMENDATIONS BECAUSE THEY'RE HIGHLY SPECIFIC AND THEY'RE BETTER ADDRESSED THROUGH THE DEPARTMENT THE PUBLIC WORKS DEPARTMENT WORK PLAN.

WE'VE REMOVED SOME COMPLETED PROJECTS FROM THE RECOMMENDATION LIST, AND WE'RE ALSO REMOVING PRIORITIES FROM RECOMMENDATIONS.

AND THE REASON FOR THIS IS WE'RE TRYING TO SHIFT THE FOCUS OF OUR COMPREHENSIVE PLAN DOCUMENTS TO FOCUS ON GOALS AND OBJECTIVES, AND OUR PRIORITIES WILL BE ASSESSED ANNUALLY AND IMPLEMENTED THROUGH THE CAPITAL IMPROVEMENTS PROGRAM AND THE DEPARTMENT WORK PLANS.

AND BECAUSE OF THIS CHANGE, THE ASSOCIATED MAPS WILL BE UPDATED TO REMOVE REFERENCES TO SPECIFIC PRIORITIES.

SO JUST SOME EXAMPLES HERE FOR THE THOROUGHFARE RECOMMENDATIONS REFERENCE MAP.

ALL OF THESE NUMBERS HERE ARE IN THE TABLE IN THE PLAN DOCUMENT.

AND WE HAVE TIERS ASSIGNED TO THEM IN THIS NEW DOCUMENT.

WE'RE JUST REMOVING THE TIERS AND THEY'RE JUST ALL GOING TO BE ONE COLOR.

SAME WITH THE BICYCLE FACILITY MASTER PLAN.

AGAIN, JUST REMOVING THE REFERENCE TO TIERING.

AND SAME WITH THE OFFICIAL PATHWAYS MAP.

WE'RE GOING TO BE REMOVING THE TIERS.

AND THEN THIS WOULD BE THE HOW THE MAP WOULD LOOK WITH THOSE TIERS COMPLETELY REMOVED.

ANOTHER CHANGE THAT WE'RE MAKING IS WE'RE CLARIFYING THE DEFINITIONS FOR FUTURE SIDEWALKS.

FUTURE EQUESTRIAN HIKE TRAILS AND FUTURE NATURAL PATHWAYS FOR FUTURE SIDEWALKS.

THE PLAN CURRENTLY SAYS RECOMMENDED SIDEWALKS THAT ARE SIX FEET.

OUR ORDINANCE REQUIRES A MINIMUM OF FIVE FEET.

SO THE WAY WE'VE ACTUALLY BEEN USING THIS REFERENCE TO FUTURE SIDEWALKS IS WE CALL IT A SIDEWALK LESS THAN EIGHT FEET.

SO IF A DEVELOPER OR THE CITY CHOOSES TO HAVE A SIDEWALK GREATER THAN FIVE FEET, THAT'S AN OPTION.

BUT THE MINIMUM WOULD BE FIVE FEET, BECAUSE THAT'S WHAT OUR ORDINANCE REQUIRES.

AND THEN FOR FUTURE EQUESTRIAN HIKE, THIS ACTUALLY ISN'T CLEARLY DEFINED IN THE DOCUMENT.

SO WE'RE JUST ADDING A DEFINITION.

AND THAT WOULD BE PATHWAYS THAT MAY VARY IN WIDTH DEPENDING ON SITE CONDITIONS AND USER NEEDS.

THEY ARE PREFERRED TO BE NATURAL SURFACE FOR HIKING OR HORSEBACK RIDING, BUT MAY BE CONCRETE OR ASPHALT DEPENDING ON SITE CONDITIONS.

AND THEN A DEFINITION FOR FUTURE NATURAL PATHWAYS LESS THAN EIGHT FEET IN WIDTH THAT ARE PREFERRED TO BE NATURAL SURFACE, BUT MAY BE CONCRETE OR ASPHALT DEPENDING ON SITE CONDITIONS. THIS IS OUR SCHEDULE FOR THE MOBILITY MASTER PLAN.

WE HAD A SPIN MEETING ON OCTOBER 10TH.

AND TONIGHT WE HAVE OUR P&Z PUBLIC HEARING.

THIS IS SCHEDULED TO GO TO THE CORRIDOR PLANNING COMMITTEE ON MONDAY.

AND PENDING A RECOMMENDATION FROM THE PLANNING AND ZONING COMMISSION TONIGHT, IT WILL GO TO CITY COUNCIL FIRST READING ON NOVEMBER 7TH, AND IT WILL HAVE ITS PUBLIC HEARING AND FINAL ACTION ON DECEMBER 5TH.
