NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THAT THIS CONVERSATION STARTS HERE, FIRST WITH THE PRESENTATION AND THEN WITH YOUR QUESTIONS AND COMMENTS FOR THE DEVELOPER.

THE CITY OF SOUTHLAKE IS PROPOSING TO DEVELOP THE MUNICIPAL SERVICE CENTER, MSC AND PUBLIC SAFETY TRAINING TOWER AS PART OF THE CAPITAL IMPROVEMENT PROGRAM LOCATED AT 1630 AND 1638 BRUMLOW AVENUE AND THE SOUTHERN PORTION OF 1719 EAST CONTINENTAL WITHIN SPIN NEIGHBORHOOD NUMBER EIGHT.

SO TODAY I'M GOING TO GO OVER THE MUNICIPAL SERVICE CENTER AND PUBLIC SAFETY TRAINING TOWER PROJECT.

SO BRIEF OVERVIEW.

I'LL GIVE YOU A BRIEF OVERVIEW OF THE PROJECT, AS WELL AS DESCRIPTION OF THE PROJECT LOCATION AND FOLLOWING UP WITH THE PROJECT DESCRIPTION.

SO JUST JUST AS A BRIEF OVERVIEW, THERE ARE FIVE GOALS INTENDED BY THIS PROJECT.

AND NUMBER ONE IS TO UPDATE THE FACILITY FOR PUBLIC WORKS OPERATIONS.

NUMBER TWO IS TO PROVIDE A FIRE TRAINING TOWER.

NUMBER THREE IS TO RELOCATE THE UTILITY BILLING SERVICE FOR THE CITY OF SOUTHLAKE.

NUMBER FOUR IS TO PROVIDE A LARGER EQUIPMENT YARD AND FUEL DEPOT FOR OUR CITY EMPLOYEES.

UH, AND NUMBER FIVE IS TO RELOCATE THE FACILITY TO AN INDUSTRIAL ENVIRONMENT WITH SIGNIFICANT DISTANCE FROM THE RESIDENTIAL RESIDENTIAL AREAS. SO TO GET A FEEL FOR THE NATURE OF THIS PROJECT, PUBLIC WORKS OPERATIONS IS CURRENTLY LOCATED AT 1950 EAST CONTINENTAL BOULEVARD, REPRESENTED ON THE MAP BEHIND ME IN THE OUTLINE STAR.

THE NEW FACILITY WOULD BE LOCATED IN THE AREA ABOUT ABOUT A MILE AWAY ON BRUMLOW AVENUE, AGAIN AT 1630 AND 1638 BRUMLOW AVENUE, AND ALSO PORTION OF 1719 UH CONTINENTAL BOULEVARD.

WHEN WE LOOK AT THE OVERVIEW OF THE SPACE, THE PLOT OF LAND WHERE THIS PROJECT WILL TAKE PLACE IS L SHAPED AS SHOWN BY THE RED OUTLINE.

TO THE SOUTH OF US IS THE NEW STAR FUEL FARMS. TO THE WEST OF US IS LIGHT INDUSTRIAL COMMERCIAL AREAS.

EAST OF THE PROPERTY IS GOING TO BE A THE MUSTANG BUSINESS PARK, AND THE NORTH OF US IS CURRENTLY UNDEVELOPED.

SO IN CONTRAST WITH THE CURRENT FACILITY, WE ARE IN A MORE INDUSTRIAL AREA AWAY FROM RESIDENCES.

THE LAYOUT OF THE PLAN IS SHOWN ON THE IMAGE BEHIND ME.

AND TO ORIENT YOURSELF.

BRUMLOW IS ON THE LEFT SIDE AND THAT IS WHAT YOU'RE SEEING IS THE L-SHAPED PLOT OF LAND THAT THIS PROJECT TAKES PLACE ON.

EVERYTHING REPRESENTED IN WHITE REFERS TO AREAS THAT ARE GOING TO BE PAVED.

AREAS IN GREEN REPRESENTS THE UNPAVED LANDSCAPED AREAS.

THE PROJECT IS PRIMARILY COMPRISED OF THREE STRUCTURES.

NUMBER ONE IS THE ADMINISTRATION BUILDING, WHICH CONTAINS OFFICES AND THE UTILITY BUILDING SERVICE.

WE HAVE THE SERVICE BAY BUILDING, WHICH HOUSES THE LARGE VEHICLES AND CERTAIN KEY DIVISIONS.

AND THE PUBLIC SAFETY TRAINING TOWER AT THE NORTHEAST CORNER OF THE PROPERTY.

WE WILL HAVE.

WE WILL BE RELOCATING THE FUEL STATION FOR THE CITY, FOR THE CITY VEHICLES SOUTH OF THE SERVICE BAY BUILDING AND THE REMAINING STRUCTURES THAT YOU SEE IN TAN REPRESENT STORAGE AREAS ON RUNNING NORTH SOUTH ALONG THE CENTER OF THE PROPERTY IS COVERED VEHICLE STORAGE.

ON THE SOUTH SIDE OF THE PROPERTY IS COVERED MATERIAL BINS AND SPOILS.

AND THEN WE WILL HAVE A POLE BARN FOR LARGE STORAGE.

I'M GOING TO CONTINUE WITH SOME RENDERINGS OF THE FACILITY.

SO WHAT YOU'RE LOOKING AT RIGHT NOW IS THE VIEW OF THE MUNICIPAL SERVICE CENTER.

UH, IF YOU WERE STANDING ON BRUMLOW AVENUE FACING EASTWARD.

SO THE ENTRANCE.

SO WHAT YOU'RE SEEING IS THE PARKING LOT, WHICH WILL BE ACCESSIBLE TO THE PUBLIC, UH, OFF OF BRUMLOW AVENUE.

AND THERE WILL BE TWO DRIVEWAYS TO ENTER FOR, UH, STAFF PARKING AS WELL AS POOL VEHICLE PARKING.

SOME KEY FEATURES OF THE FACILITY INCLUDE UH, SIMILAR TO THE REST OF THE CITY IS MASONRY.

LOOK ALONG THE ALONG THE FACES OF THE STRUCTURE.

UH, DIAMOND MESH FENCE ON THE EAST AND SOUTH FENCES OF THE PROPERTY, AND WROUGHT IRON PRIVACY FENCES ALONG THE WEST AND THE NORTH BOUNDARIES OF THE FACILITY.

SO IF WE CONSIDER OURSELVES STANDING AT THE NORTH WEST CORNER OF THE PROPERTY FACING SOUTHEAST, YOU AGAIN SEE THE PUBLIC PARKING AREA TO THE RIGHT AND THE TWO DRIVEWAYS FOR STAFF PARKING ON THE INSIDE AND POOL VEHICLE AND FLEET VEHICLES ON THE OUTSIDE. IN THE BACK, YOU'LL SEE THE LONG BUILDING REPRESENTING THE SERVICE BAY BUILDING, AND THE STRUCTURE BEHIND THAT IS THE FIRE, FIRE OR PUBLIC SAFETY TRAINING TOWER.

CLOSE UP OF THOSE TWO AREAS, SOME OF THE KEY FEATURES IS THE SERVICE BAY BUILDING IS DESIGNED TO BE A STEEL STEEL BUILDING WITH COLOR MATCHED STEEL PANELS TO MATCH THE ADMIN BUILDING.

IN A SIMILAR FASHION, THE PUBLIC SAFETY TRAINING TOWER WILL UTILIZE INTEGRAL COLORED CMU TO MATCH THE OTHER TWO BUILDINGS.

AND THEN STANDING ON THE NORTH SIDE OF THE PROPERTY, LOOKING AT THE STRUCTURE FROM THE NORTHEAST, FACING SOUTHWEST.

YOU KNOW, YOU'LL AGAIN SEE THE TWO DRIVEWAYS.

AND THIS IS THE VIEW THAT MOST EMPLOYEES WOULD SEE.

UH. WHEN THEY'RE ON SITE.

IN THE FUTURE, THERE WILL PROBABLY BE HOMES UP THERE.

AND THEN WE'D LIKE TO KNOW IF THAT WOULD THEN ELIMINATE THE EMERGENCY GATE ON WOODSY.

SO THEN WE CAN CLOSE THAT BACK UP BECAUSE NO ONE ON OUR STREET WANTS THAT EMERGENCY GATE.

SO YEAH, I JUST WANT TO MAKE SURE THAT WITH THIS PROJECT THAT WOULD ELIMINATE THAT.

IS THAT CORRECT? LIKE IT SAID, CONSTRUCTION WILL BEGIN AND IT GAVE DETAILS AND OUTLINES.

IS THAT TRUE? SO THE INSTRUCTIONS OR SO THIS PROJECT, THE PLAN IS MOVING FORWARD FOR THE DESIGN AND CONSTRUCTION OF THIS PROJECT.

SO IT'S ALREADY BEEN THROUGH PLANNING AND ZONING.

BUT AS PART OF THIS PROCESS, WE'RE CURRENTLY IN THE 100% SCHEMATIC DESIGN PHASE.

AND AS WE GET INTO CONSTRUCTION, WE NEED TO GO THROUGH PLANNING AND ZONING THE ENTITLEMENT PROCESS.

SO YOU HAVEN'T GONE OKAY.

SO THAT'S ALL INCIDENTALLY LIKE IT IS HAPPENING.

IT'S ALREADY BEEN SAID.

IT'S ALREADY BEEN SET.

YEAH. THIS. SO FOR PRECISION OF LANGUAGE THIS PROJECT HAS BEEN PROGRAMED IN THE CITY'S CAPITAL IMPROVEMENTS PROGRAM WITH THE INTENT THAT IT GETS COMPLETED. AND SO THERE'S STILL A NUMBER OF STEPS THAT WE GO THROUGH, UH, IN BETWEEN NOW AND CONSTRUCTION.

ARE THERE ZONING CHANGES THAT ARE REQUIRED FOR THIS LAND OR IS THIS OR IS THIS, CAN THIS BE BUILT AS IS, OR DO YOU HAVE TO GET ZONING VARIANCES FROM PLANNING AND ZONING THAT THAT WOULD BE HANDLED THROUGH PLANNING AND ZONING AT THIS STAGE.

SO YOU NEED TO GET THAT OR IS IT I'M, I'M ASKING WILL THERE BE VARIANCES NEEDED.

LIKE WHAT IS THIS CURRENTLY ZONED? UH, DO YOU HAPPEN TO KNOW, ROB? HOW THIS IS THIS? YEAH. THIS IS ZONED AS CURRENTLY AS INDUSTRIAL OKAY.

WHICH THIS IS, WHICH IS THE APPLICATION.

OKAY. UM, SORRY, I'M TRYING TO ENCOMPASS EVERYBODY HERE.

OH, OKAY. SO DOES THIS REPLACE THE CURRENT ADMIN FACILITY ON CONTINENTAL.

SO THE INTENT IS TO YES TO TO PHASE OUT THE APPLICATION AND THE OPERATIONS AT THAT FACILITY AND TO MOVE IT OVER TO THIS FACILITY.

AND IN, IN, IN ADDITION, BRING THE UTILITY BILLING WHICH CURRENTLY RESIDES IN THIS STRUCTURE, INTO THE NEW FACILITY.

SO WHAT WILL THE OLD BUILDING I GUESS TWOFOLD.

WHY ARE WE BUILDING A WHOLE NEW BUILDING, UM, IF WE CURRENTLY HAVE ONE? AND THEN WHAT ARE WE GOING TO USE THE ONE THAT IS CURRENTLY THERE FOR? YEAH. SO THE TWO QUESTIONS ARE, UH, WHY IS THIS, WHY IS THIS NEW MUNICIPAL SERVICE CENTER BEING CONSTRUCTED? AND THE NUMBER TWO, WHAT WOULD THE NEW OR THE EXISTING FACILITY BE? IS THAT CORRECT? YEAH.

AND MORE IN MORE IN DEPTH WOULD BE NOT WHY DO WE NEED THIS? BUT WHY DO WE NEED A NEW ONE.

SO THE EXISTING FACILITY IS RELATIVELY LIVED.

ITS USEFUL LIFE.

UH AND IT IS AND THE SIZE AND THE OPERATION OF PUBLIC WORKS OPERATIONS HAS OUTGROWN THE SIZE OF THE FACILITY.

UH, PRIOR TO ACQUIRING THIS SITE, WE EXPLORED EXPANDING THE EXISTING FACILITY TO MEET OUR NEEDS.

HOWEVER, AS I STATED PREVIOUSLY, ONE OF THE CHALLENGES THAT WE EXPERIENCED WAS THE FACT THAT WE WERE, UH, CLOSE TO AND ADJACENT TO EXISTING RESIDENCES, WHICH LIMITED OUR ABILITY TO EXPAND TO THE FULL SITE.

THIS ALLOWS US, AS IT'S CURRENTLY DESIGNED OR AS WE HAVE PRELIMINARILY SHOWED YOU, MEETS THE CURRENT NEEDS AND PROVIDES FOR EXPANSION FOR THE FUTURE, AND ALLOWS US TO UTILIZE, UH, THE FULL SITE FOR OUR OPERATIONS AND ALLOWS US TO PROVIDE A SPACE FOR A TRAINING TOWER.

OKAY. AND THE EXISTING SITES, TO ANSWER YOUR QUESTION, UH, THE PLANS FOR THAT WOULD BE TO BE ROLLED INTO THE SOUTHLAKE SPORTS COMPLEX, UH, WHICH CURRENTLY IS ON THE, UH, NORTHEAST SIDE OF THAT PROPERTY, AND IT WOULD EXPAND THROUGH THE EXISTING UH, MUNICIPAL SERVICE CENTER SITE ON CONTINENTAL.

OKAY. AND I DO ECHO THIS GENTLEMAN'S THOUGHTS ABOUT I KNOW YOU SAID PARKING OR WHATEVER IS BETTER AT THE TOP, BUT

FOR THE PEOPLE IN TEMA ON WARWICK GREEN, OKAY.

IT ALSO A FOUR STORY BUILDING LOOKING INTO NOT IT ISN'T ONE OF MY HOMES, BUT LOOKING INTO THOSE HOMES THAT ARE SITTING ON BRUMLOW IS PRETTY INTRUSIVE. WE ALREADY HAVE THE OFFICE BUILDINGS AND SO IF SOMEONE COULD, WHICH I ASSUME SOMEONE COULD FIGURE IT OUT, PUT IT IN THE SOUTH CORNER, THAT WOULD BE SOMETHING WE'D LIKE TO PROPOSE AS WELL AS HE DID.

UM. BRUMLOW IS 110% BACKED UP EVERY DAY, SAME AS CONTINENTAL.

HOW MANY CARS WITH THIS NEW EXPANDED FACILITY DO YOU EXPECT TO COME IN AND OUT OF THERE EACH DAY? AND WHAT TIMES ARE THEY COMING OUT? BECAUSE WE'VE GOT SCHOOL ZONES.

IT'S BACKED UP AT THAT ROUNDABOUT.

SO WHAT I CAN TELL YOU IS THAT BECAUSE OPERATIONS ARE GOING TO BE RELOCATED TO BRUMLOW, THERE IS ALSO IN OUR CAPITAL IMPROVEMENTS PROGRAM, UH, A PLAN FOR INCREASING THE CAPACITY ON BRUMLOW AS, UH, AS A SEPARATE PROJECT.

SO, SO AS OF RIGHT NOW, YOU ARE EXPERIENCING THE CHALLENGES WITH TRAFFIC THAT YOU'RE EXPERIENCING RIGHT NOW.

HOWEVER, IN THE FUTURE, THERE ARE PLANS FOR MITIGATING THOSE EFFECTS WITH WIDENING AND STREET IMPROVEMENTS.

SO THEY DO PLAN TO WIDEN BRUMLOW.

AND WHAT IS THE TIMELINE ON THAT? YEAH. AS, AS OF RIGHT NOW, UH, I DON'T HAVE THE TIMELINE THAT'S NOT ON MY PROJECT LIST, BUT THAT IS, UH, ON OUR RADAR AS IMPROVEMENTS ASSOCIATED.

IF YOU CAN, I LET WHOEVER THE POWERS THAT BE KNOW THAT I THINK THE WIDENING OR SOME SORT OF FORM SHOULD TAKE PLACE WITH THIS BEFORE IT OR SOMETHING, BECAUSE I THINK PUTTING ALL THOSE PEOPLE ON BRUMLOW ACROSS FROM NEIGHBORHOOD, IT'S JUST GOING TO BE A NIGHTMARE FOR US.

UM, OR AT LEAST THAT IS WHAT I FEEL AND WHAT OUR NEIGHBORS FEEL.

UM, THAT FIRE FACILITY OR FIRE TRAINING? YES, MA'AM. WHERE IS THAT CURRENTLY LOCATED? CITY CURRENTLY DOES NOT HAVE A TRAINING FACILITY SUCH AS THIS.

HOW MANY TIMES A MONTH, YEAR, HOW MANY TIMES WILL THAT BE USED AND HOW MANY EXTRA PEOPLE WILL BE DRAWN WHEN THAT IS, WHEN THEY'RE DOING FIRE TRAINING? OKAY. UH, CHIEF STARR, DO YOU HAVE ANY, UH, INSIGHT ON THAT QUESTION? SO AS FAR AS THE USE OF THE TOWER, THE IDEA IS TO KEEP OUR RESOURCES IN THE CITY, RIGHT? RIGHT NOW WE GO TO TARRANT COUNTY COLLEGE.

SO RIGHT NOW WE'RE GOING TO TARRANT COUNTY COLLEGE TO TRAIN.

OKAY. SO THIS IS A SOUTHLAKE FACILITY WHERE DON'T WE HAVE NO INTENTIONS OF BRINGING IN OUTSIDE CITIES AND THAT SORT OF THING.

SO IT'S JUST GOING TO BE USED FOR OUR PERSONNEL ONLY.

SO THERE MAY BE A TRUCK OVER THERE DAILY.

YOU'RE NOT GOING TO NOTICE THAT THEY'RE OVER THERE.

IT'S NOT LIKE THEY'RE NOT LIGHTS AND SIRENS OR ANYTHING LIKE THAT COMING IN.
