MY NAME IS SHAWN MCCASKILL, I'M THE MAYOR PRO TEM FOR THE CITY OF SOUTHLAKE.

MAYOR JOHN HUFFMAN IS TRAVELING AND IS RUNNING A LITTLE LATE, BUT HE SHOULD BE HERE A LITTLE BIT LATER THIS EVENING.

BUT WE'RE GOING TO GO AHEAD AND GET STARTED WITH OUR REGULAR ORDER OF PROCEEDINGS.

AS ALWAYS, OUR FIRST ITEM OF BUSINESS IS TO INVITE PASTOR CLAYTON REED FROM SOUTHLAKE BAPTIST CHURCH, WHO IS OUR OFFICIAL CITY OF SOUTHLAKE CHAPLAIN TO LEAD US IN PRAYER.

HONORS AND RECOGNITIONS FOR SOME PARKS AND RECREATION AWARDS.

I'M GOING TO INVITE COMMUNITY SERVICES DIRECTOR DAVID MILLER TO COME TO GIVE US AN UPDATE ON SOME GREAT THINGS HAPPENING IN COMMUNITY SERVICES AND OUR RECREATION PROGRAMS. DIRECTOR MILLER.

>> THANK YOU VERY MUCH. GOOD EVENING, MAYOR PRO TEM AND MEMBERS OF THE CITY COUNCIL.

I'VE ACTUALLY INVITED TWO STAFF MEMBERS TO COME UP TO SHARE A LITTLE BIT ABOUT THESE AWARDS, AND SO I'LL INTRODUCE THEM REAL QUICK.

FIRST, WE'RE GOING TO HAVE VICKI SCHEIBER WHO IS OUR COMMUNITY RELATIONS MANAGER.

HER AND DANA BLANKENSHIP, WHO'S ALSO WITH US TONIGHT, COMPRISE OUR COMMUNITY RELATIONS DIVISION WITHIN THE DEPARTMENT AND THEY DO AN INCREDIBLE JOB WEARING MANY DIFFERENT HATS.

NOT ONLY HELPING US MARKET OUR PROGRAMS AND MEET OBJECTIVES LIKE COST RECOVERY, BUT I'M MOST PROUD OF THE WAY THE WORK THEY DO TO ENGAGE THE CITIZENS OF SOUTHLAKE IN OUR PROGRAMS AND IN SPECIAL EVENTS AND THINGS LIKE FIT CITY CHALLENGE, WHICH IS WHAT THIS AWARD IS FOR.

SO VERY PROUD OF THEIR WORK, AND SHE'S GOING TO SHARE A LITTLE BIT ABOUT THAT AWARD.

AND THEN RYAN MCGRAIL IS WITH US.

HE'S BEEN WITH THE CITY FOR 27 YEARS, WORN MANY HATS WITHIN THE RECREATION DEPARTMENT, AND REALLY HAS BECOME AN EXPERT IN THAT FIELD.

WE'RE VERY HAPPY THAT RECENTLY HE TOOK ON THE ROLE OF DEPUTY DIRECTOR OF COMMUNITY SERVICES, AND HE HAS HAD AN INTIMATE KNOWLEDGE OF THE CLUB METRO PROGRAM SINCE IT BEGAN, BOTH WORKING WITH IT DIRECTLY AND ALSO WORKING WITH THOSE WHO SUPERVISE IT.

HE'S GOING TO SHARE A LITTLE BIT ABOUT THAT AWARD AS WELL, SO I'M GOING TO PASS IT OFF TO THEM.

WE'RE HERE TO TALK ABOUT THE FIT CITY CHALLENGE.

WE WERE VERY EXCITED AND THRILLED AND GLAD TO SURVIVE IT.

BUT WE WERE RECOGNIZED WITH THE EXCELLENCE AND PROGRAMMING AWARD WITH THE TRAPS NORTH REGION FOR THE FIT CITY CHALLENGE.

A LITTLE BIT OF BACKGROUND WITH THE FIT CITY CHALLENGE.

IT'S A FITNESS AND WELLNESS CHALLENGE WHERE WE COMPETE WITH DIFFERENT CITIES IN THE AREA.

IT'S ALL ABOUT ENGAGEMENT.

IT'S NOT NECESSARILY ABOUT HOW MANY SIGN UP FOR THE CHALLENGE, BUT IT'S HOW ENGAGED YOU ARE WITH THE CHALLENGE.

AND THAT'S REALLY WHAT HELPED PROPEL US TO THE WIN WITH THIS CHALLENGE.

WE COMPETED THIS YEAR WITH THE CITY OF KELLER AND THE CITY OF COLLEYVILLE AS WELL.

THIS WAS OUR SECOND YEAR.

THE FIRST YEAR WE DID REALLY GREAT.

WE CAME IN REALLY CLOSE TO KELLER.

BUT KNOWING THAT IT WAS ALL ABOUT ENGAGEMENT, WE TOOK A MUCH BIGGER TEAM APPROACH THIS YEAR.

I THINK THAT'S WHAT REALLY TOOK US OVER THE FINISH LINE.

SO BIG, HUGE, THANKS TO EVERYBODY IN THE CITY THAT HELPED WITH THAT FROM STAFF.

THE OCCE TEAM WAS FANTASTIC IN HELPING TO PROMOTE THE CHALLENGE AS WELL.

OUR WHOLE DEPARTMENT GOT INVOLVED.

IT WASN'T JUST A MARKETING INITIATIVE, IT WAS AN INITIATIVE THAT THE WHOLE DEPARTMENT GOT BEHIND.

FROM ALL OF OUR REC PROGRAMS, WE WERE OUT THERE TELLING PEOPLE TO PARTICIPATE.

WE WERE ON THE FITNESS FLOOR HELPING PEOPLE SYNC

THEIR WATCHES AND GET PARTICIPATION POINTS AT THE SENIOR CENTER.

HELPING THEM SYNC THEIR WATCHES SO THAT THEY COULD GET PARTICIPATION POINTS AND IT WORKED OUT REALLY WELL FOR US.

WE HAD ABOUT, ALMOST ABOUT 350, OR 342 PARTICIPANTS.

WHICH WAS ABOUT 100 LESS THAN WHAT KELLER GOT.

BUT AGAIN, IT'S ALL ABOUT THE ENGAGEMENT AND HOW MUCH OUR TEAM PARTICIPATED.

SO GREAT JOB. LIKE I SAID, HERE'S JUST A COUPLE PICTURES FROM WHAT WE DID.

WE HAD A FANTASTIC WEBSITE THAT WE HAD TUTORIALS ON THERE THAT WOULD HELP PEOPLE FIGURE OUT HOW TO PARTICIPATE AS WELL.

THEN HUGE THANKS TO THE CITY TEAM FOR HELPING US TO HELP WITH OUR ENGAGEMENT IN THAT.

SUPER EXCITED FOR OUR TEAM.

LIKE I SAID, SECOND YEAR WE'RE ALREADY STARTED WORKING ON THE CHALLENGE FOR OUR THIRD YEAR.

HOPEFULLY WE CAN BRING HOME THE PRIZE AGAIN.

YOU'VE PROBABLY SEEN IT IN THE EXECUTIVE CONFERENCE ROOM BUT THAT REALLY AWESOME, SHINY TROPHY, THAT'S BECAUSE OF ALL THE HARD WORK THAT EVERYBODY DID.

WE'RE THRILLED FOR THAT. THAT WAS A FIT CITY CHALLENGE.

LIKE I SAID, I'M THRILLED TO BE A PART OF IT.

DEFINITELY A TEAM EFFORT.

COULD NOT HAVE DONE IT WITHOUT EVERYBODY'S HELP AND IT PAID OFF FOR SURE.

RYAN IS GOING TO TALK TO YOU ABOUT THE OTHER AWARD THAT WE WON IN PROGRAMMING AS WELL.

SUPER EXCITING AWARD AS WELL.

>> GOOD EVENING. AS DAVID MENTIONED, WE ALSO RECEIVED THE TRAPS LONE STAR PROGRAMMING AWARD FOR OUR ADAPTIVE RECREATION PROGRAMMING.

THIS SUMMER WE SPENT A LOT OF TIME WORKING WITH THE FAMILIES OF OUR PARTICIPANTS TO REALLY UNDERSTAND THEIR NEEDS AND MAKE SURE THAT WE WERE MEETING THEM.

ONE OF THE THINGS THAT CAME UP WAS THAT THERE REALLY WASN'T A LOT OF OFFERINGS DURING THE SUMMER, FULL DAY OFFERINGS THAT COULD PROVIDE DIFFERENT ACTIVITIES.

THIS PAST SUMMER, WE DID A PILOT PROGRAM OF TWO WEEKS, FIRST TIME WE'VE DONE THIS, AND WE DID FULL DAY SUMMER CAMPS, VERY SUCCESSFUL.

WE DID HAVE A SMALL GROUP OF ABOUT 10, SO WE COULD MAKE SURE WE HAD INDIVIDUALIZED ATTENTION AND MAKE SURE THAT WE HAD EVERYTHING, ALL SQUARED AWAY AND BEST EXPERIENCE POSSIBLE, EXTREMELY SUCCESSFUL, SOLD OUT VERY QUICKLY.

BASED UPON FEEDBACK, WE'RE GOING TO BE ENHANCING THAT PROGRAM AND ADDING SOME ADDITIONAL WEEKS THIS UPCOMING SUMMER.

WE'LL CONTINUE TO WORK WITH ALL THE PARTICIPANTS AND THEIR FAMILIES TO MAKE SURE THAT WE'RE GETTING THE RIGHT FIELD TRIPS AND THE RIGHT ACTIVITIES.

BUT SUPER EXCITED ABOUT THIS AWARD, GOT SOME OF OUR AMAZING TEAM MEMBERS OVER HERE THAT HELPED.

IT WAS A FULL TEAM EFFORT FROM MARKETING TO JONATHAN WEEKS, OUR ATHLETIC SUPERVISOR, SARAH, OUR PROGRAM SUPERVISOR, JEN BLACKSTOCK, OUR PROGRAMS MANAGER, AND JASON ELLISON, OUR PROGRAMS COORDINATOR.

ALL OF THEM HAD A HEAVY HAND IN IT AND REALLY EXCITED TO CONTINUE GROWING THAT PROGRAM. THAT'S IT. THANK YOU.

WE'RE ALL GOING TO HAVE SOME COMMENTS A LITTLE BIT LATER ON, BUT WE HAVE, I THINK, A NICE PROGRAM TO RECOGNIZE YOU FOR ALL THAT YOU'VE DONE IN THE 30 PLUS YEARS OF SERVICE TO OUR CITY.

WHEN YOU ANNOUNCED A FEW MONTHS AGO THAT YOU WERE GOING ON TO NEW OPPORTUNITIES AND TAKING A CHANGE IN YOUR CAREER COURSE, I WAS HAPPY FOR YOU.

DISAPPOINTED THAT WE WOULDN'T GET TO CONTINUE WORKING TOGETHER AS WE HAVE.

BECAUSE I'VE LEANED ON YOU FOR A LOT OF YOUR TIME AND A LOT OF YOUR INSIGHT, BUT I THINK WE'RE ALL HAPPY FOR YOU.

IN THE YEAR 1993, A YOUNG PROFESSIONAL STEPPED INTO OUR MIST.

SHANA BEGAN HER NOBLE JOURNEY AS ASSISTANT TO THE CITY MANAGER.

WITH UNWAVERING DEDICATION, SHANA HAS SWIFTLY ASCENDED THE RANKS, BECOMING ASSISTANT CITY MANAGER WITHIN MERE MONTHS.

HER JOURNEY HAD JUST BEGUN, BUT HER IMPACT WAS DESTINED TO BE PROFOUND.

SHANA'S JOURNEY CONTINUED, AND ON A REMARKABLE DAY IN 2005, SHE WAS APPOINTED AS THE CITY MANAGER, ENTRUSTED WITH LEADING US INTO A FUTURE FILLED WITH PROMISE AND PROSPERITY.

AS THE YEARS DANCED BY SHANA'S PRESENCE BECAME SYNONYMOUS WITH THE CITY'S PROGRESS FROM A MODEST POPULATION OF 10,000 TO A FLOURISHING COMMUNITY OF OVER 30,000, SHE WAS OUR GUIDING LIGHT.

SHE SERVED ALONGSIDE SIX MAYORS AND OVER 60 CITY COUNCIL MEMBERS.

THEIR CHAPTERS INTERTWINED WITH HER OWN, CREATING A TAPESTRY OF COLLABORATION, PROGRESS, AND EXCELLENCE.

HER TAIL WAS WOVEN WITH COUNTLESS MEETINGS, 338 AS ASSISTANT CITY MANAGER AND AN IMPRESSIVE 450 MORE AS THE CITY MANAGER.

THESE MEETINGS WERE NOT MERE GATHERINGS, BUT WERE PATHWAYS TO PROGRESS THAT LAID THE FOUNDATION FOR THE CITY'S GROWTH AND DEVELOPMENT.

AMIDST THE BACKDROP OF SOUTHLAKE'S EVOLUTION, SHANA COLLABORATED WITH ELECTED OFFICIALS AND CITY STAFF ON THE DEVELOPMENT OF MONUMENTAL CITY STRUCTURES AND LANDMARKS.

FROM THE INAUGURATION OF TOWN HALL AND DPS WEST DURING HER TENURE AS ASSISTANT CITY MANAGER TO THE GRAND UNVEILING OF THE MARK SOUTHLAKE, DPS HEADQUARTERS AND DPS NORTH, THE CITY'S HORIZON HAS EXPANDED TO BETTER SERVE ITS FAIR CITIZENS.

HOWEVER, SHANA'S NARRATIVE EXTENDS FAR BEYOND MERE PHYSICAL STRUCTURES.

UNDER HER STEWARDSHIP, THE CITY HAS FLOURISHED, BLOOMING LIKE A FLOWER IN SPRING.

SHANA'S COLLABORATIVE LEADERSHIP HELPED THE CITY ACHIEVE THREE AAA BOND RATINGS, A CLEAR REFLECTION OF THE TEAM'S COLLECTIVE DEDICATION AND FINANCIAL EXPERTISE.

THE ESTABLISHMENT OF GUIDING FINANCIAL MANAGEMENT PRINCIPLES HAS POSITIVELY BENEFITED THE KINGDOM, ENSURING LASTING PROSPERITY FOR YEARS TO COME.

THE ADDITION OF NEW PARKS, FIRE STATIONS, AND THE ESTABLISHMENT OF CHAMPIONS CLUB HERALDED AN ERA OF GROWTH, PROPELLING THE ONCE MODEST WORKFORCE OF 100 TO A VIBRANT ASSEMBLY OF OVER 500 DILIGENT INDIVIDUALS DEDICATED TO DELIVERING UNPARALLELED SERVICES.

IN THE REALM OF THE CITY ORGANIZATION, SHANA'S UNWAVERING COMMITMENT TO KINDLING EMPLOYEE ENGAGEMENT AND NURTURING A THRIVING WORKPLACE CULTURE RESEMBLED AN ENCHANTED TAPESTRY OF PROGRESS.

THIS SURVEY STANDS AS A BEACON, ILLUMINATING THE PATH FOR INFORMED DECISIONS, WHERE THE OPINIONS OF RESIDENTS HOLD SWAY AND AND ARE ACTED UPON.

YOU REPRESENT OUR CITY IN SUCH A STELLAR FASHION NO MATTER WHERE THAT IS.

I THINK ABOUT THINGS LIKE DEPENDABILITY AS WELL WHEN I THINK ABOUT CONSISTENCY AND THE FACT THAT IT'S NOT JUST ABOUT SHANA, IT'S ABOUT YOUR TEAM.

AS COUNCIL MEMBERS OR AS BOARD MEMBERS, PNZ, WHATEVER THAT IS, WE WORK WITH SO MANY DIFFERENT MEMBERS OF YOUR TEAM.

BUT WHAT STRIKES ME IS THAT, THAT CONSISTENCY, THAT QUALITY, IT'S ACROSS YOUR TEAM NO MATTER WHO YOU INTERACT WITH.

IT'S AMAZING TO ME THAT REQUIRES A CONFIDENCE AND A HUMILITY TO CULTIVATE LEADERS ON YOUR OWN STAFF.

KNOWING THAT THEY MAY VERY WELL LEAVE YOUR TEAM TO START THEIR OWN TEAM.

I THINK WHEN YOU LOOK AT THAT AND THEN WHEN YOU GO BACK TO LOOKING AT WHO'S COMING IN TO REPLACE YOU.

I THINK YOU'VE DONE AN AMAZING JOB WITH ALISON AND I THINK SHE'S GOING TO BRING THE BEST PARTS OF YOU AND THE BEST PARTS OF HER AND IT'S GOING TO BE EVERY BIT AS AMAZING.

BUT IT REALLY WASN'T UNTIL I GOT INVOLVED WITH, PLANNING AND ZONING AND THEN CITY COUNCIL THAT YOU GOT TO SEE BEHIND THE SCENES THAT IT WASN'T AN ACCIDENT AND IT WASN'T LUCK THAT MADE THIS COMMUNITY WHAT IT IS.

IT WAS BECAUSE OF PEOPLE LIKE YOU AND PEOPLE THAT YOU LED ON THE TEAM BEHIND THE SCENES THAT MADE IT HAPPEN.

FROM TOWN SQUARE TO OUR PARKS, FROM CHAMPIONS CLUB TO OUR POLICE AND FIRE DEPARTMENTS,

SHANA HAS BEEN A GUIDING FORCE IN SO MANY WAYS, AND HER IMPENDING DEPARTURE MARKS THE END OF AN ERA.

OVER 30 YEARS OF KNOWING PEOPLE IN THIS AMAZING COMMUNITY, I DID A LITTLE CALCULATION THAT 75% OF MY ADULT LIFE HAS BEEN SPENT HERE IN SOUTHLAKE.

I HAVE CELEBRATED A LOT OF PERSONAL AND PROFESSIONAL MILESTONES WHILE WORKING IN THE CITY.

TWO OF THEM, WELL ACTUALLY THREE, BECAUSE WE GOT MARRIED AFTER I CAME TO WORK HERE, SO THREE OF THEM ARE RIGHT THERE.

IT WAS REALLY GREAT TO BE ABLE TO MAKE A LIFE AND SERVE A REALLY GROWING COMMUNITY.

ESPECIALLY BACK IN THE DAY WHEN IT WAS MOVING SO FAST, WE COULDN'T TELL FRONT FROM BACK, IT WAS REALLY A BUSY TIME.

IN MANY WAYS, SOUTHLAKE HAS BEEN MY HOME AND MY WORK FAMILY HAS BEEN MY FAMILY.

WHEN YOU'VE BEEN HERE FOR 30 YEARS, AS EVERYBODY KEEPS POINTING OUT, YOU MEET A LOT OF PEOPLE.

THEN YOU SEE THE YOUNG PEOPLE IN OUR COMMUNITY STEPPING FORWARD TO SERVE AS VOLUNTEERS AND PUTTING IN HUNDREDS OF HOURS.

IT'S INCREDIBLE, REALLY, AND IT'S INSPIRING.

THIS MOMENT DEFINITELY WOULD NOT BE COMPLETE WITHOUT ACKNOWLEDGING THE CITY STAFF.

BY THE CITY STAFF, I REALLY MEAN EVERYONE.

YOU SEE IT IN WEEKENDS LIKE WE JUST HAD, BUT YOU ALSO SEE IT WHEN YOU WALK THROUGH THE HALLS OF TOWN HALL IN THE EVENING AND SOMEBODY STAYING LATE TO GET OUT OF PACKET OR SOMEBODY IS MAKING A PRESENTATION, JUST RIGHT, THESE PEOPLE ARE AMAZING.

THEY REALLY ARE THE DRIVING FORCE BEHIND ALL OF THE ACCOMPLISHMENTS, ONE WAY OR ANOTHER.

TO THE STAFF, I WANT TO SAY TOGETHER WE FACED A LOT OF CHALLENGES, NO QUESTION ABOUT IT, BUT WE FACED THEM HEAD ON.

WE ALWAYS TURN THOSE OBSTACLES INTO OPPORTUNITIES FOR GROWTH AND LEARNING.

I HAVE SO MANY THOUGHTS ABOUT THIS, I COULD GO DOWN THE LIST OF EVERY PERSON ON THE EXECUTIVE LEADERSHIP TEAM AND SHARE WITH YOU THEIR UNIQUE TALENTS, AND WHAT THEY BRING TO THE TABLE, AND IT'S NOT SMALL, THE LISTS FOR EACH PERSON ARE LONG.

AS I STEP AWAY, I HAVE A LOT OF FOAM MEMORIES AND A LOT OF PRIDE.

CITY MANAGEMENT IS A TEAM SPORT, IT JUST IS, AND IT WOULD BE 10 TIMES AS HARD IF YOU DIDN'T HAVE THEIR HELP.

FOREVER INDEBTED TO ALL OF THE STAFF MEMBERS WHO HAVE MADE CONTRIBUTIONS, TO ALL THE COMMUNITY MEMBERS WHO HAVE SUPPORTED AND ENCOURAGED ALONG THE WAY.

WITH THAT, WE HAD A PARTNERSHIP AS OF LAST YEAR WITH A COMPANY CALLED BLUEDOT TECHNOLOGIES, WHICH HOSTS OUR BUSINESS DATABASE HERE FOR THE CITY.

BUT ONE OF THE SERVICES THAT THEY ALSO OFFER IS WHAT'S REFERRED TO AS OPEN REWARDS.

THIS IS A SERVICE THAT'S COMPLETELY FREE TO US, AND THE WAY IT WORKS IS WHATEVER MONEY ALLOCATION THAT THE CITY DECIDES TO

THE CURRENT EASEMENT OF 1998 WAS NOT ENGINEERED FOR THE INCREASED STORM RUNOFF FROM COMMERCIAL CONSTRUCTION UPSTREAM WITH INADEQUATE DETENTION SYSTEMS. HEAVY RAIN OVERFLOWS THE DETENTION DEVICES AND RUNS UNABATED DOWNSTREAM.

IN 2008, THE CITY WAS ADVISED OF EROSION WAS EXPOSING AT WALLS OF A SANITARY SEWAGE MANHOLE.

THE EROSION WILL NOT STOP AND WILL THREATEN THE NEW EASEMENT IN A MATTER OF TIME.

THIS OPTION IS SHORT TERMED.

ONLY EROSION CONTROL WOULD BE A LONG TERM FIX PER THE TWO PELOTON ENGINEERS SPEAKING INDEPENDENTLY.

THE TIME IT WILL TAKE FOR THE EROSION TO REACH A NEW SEWER EASEMENT IS DEPENDENT ON THE RUNOFF RATE AND VOLUME.

I ASKED THE ENGINEERS TO CONVEY THIS IDEA TO THE CITY, AND I ASKED THE CITY TO REACH OUT TO PELOTON, AND I GAVE THE CITY THE PELOTON ENGINEERS' NAMES WHO MADE THAT FORECAST.

THE EASEMENT RELOCATION IS THE CHEAPEST OPTION, BUT IS SHORT-TERM AND WILL HAVE RECURRING EXPENSES.

EROSION CONTROL IS MORE EXPENSIVE BUT ADDS LONGEVITY TO THE NEW SEWER SYSTEM PIPELINE.

IF YOU GUYS DON'T GO WITH EROSION CONTROL, WHAT IS THE CITY'S LONG TERM SOLUTION? THIS IS GOING TO TURN AROUND IN 5-10 YEARS, IT'LL BE DOING EXACTLY THE SAME THING IT'S DOING NOW.

THE OTHER ISSUE IS EASEMENT MAINTENANCE.

THE CITY'S POSITION ON EASEMENT EIGHT MAINTENANCE IS THAT THE PROPERTY OWNERS ARE RESPONSIBLE, THE STATE LAW SAYS THE EASEMENT HOLDER,
