OUR FIRST ORDER OF BUSINESS IS ALWAYS AS OUR INVOCATION.

PASTOR REED IS NOT HERE, SO HE RECORDED AN INVOCATION.

WE'RE GOING TO PLAY THAT VIDEO, AND THEN WE'LL DO THE PLEDGE.

SO YOU GUYS PLEASE RISE.

GOOD EVENING, MAYOR AND COUNCIL.

I WANTED TO TAKE A SECOND TONIGHT AND ACKNOWLEDGE ALISON'S NEW ROLE.

AND AS I THOUGHT ABOUT PRAYING THIS EVENING, IT BECAME, JUST A HEART FOCUS TO BE ABLE TO CONVEY A SIMPLE MESSAGE TO HER AND TO EVERYONE HERE.

AND THAT'S THIS, THERE'S THIS MOMENT IN SCRIPTURE WHERE DAVID HAS BEEN KING FOR A VERY LONG TIME, AND HE WAS AN INCREDIBLY HARD ACT TO FOLLOW.

AND IN SECOND CHRONICLES, CHAPTER ONE, SOLOMON, HIS SON, IS NOW ASCENDED TO THE NEW ROLE OF BEING KING AND HE'S GOT A HARD ACT TO FOLLOW.

AND THERE'S NO DOUBT IN THE CITY OF SOUTHLAKE THAT FOLLOWING SHANA YELVERTON IS A HARD ACT.

AND AS I THOUGHT ABOUT THAT, I WAS REMINDED OF THIS MOMENT OF TRANSITION IN THE SCRIPTURE IN SECOND CHRONICLES WHERE DAVID IS GONE AND SOLOMON ACTUALLY GETS A VISIT FROM GOD IN SOME KIND OF DREAM.

AND GOD SAYS, WHAT DO YOU WANT? WHAT DO YOU WANT YOUR KINGDOM TO LOOK LIKE? AND SOLOMON BASICALLY JUST SAYS, I DON'T WANT ANYTHING BUT WISDOM.

I'VE GOT THIS HUGE RESPONSIBILITY AND I NEED YOUR WISDOM TO MAKE IT WORK.

AND THAT IS MY PRAYER FOR YOU TONIGHT, THAT IN THE MIDST OF ALL OF THE EXPERIENCES THAT YOU HAVE AND ALL OF THE CHALLENGES AND CHOICES THAT YOU HAVE IN FRONT OF YOU, THAT YOU'LL CONSTANTLY GO TO GOD AND SAY, GIVE ME WISDOM.

AND THAT'S MY PRAYER FOR YOU TONIGHT.

DEAR LORD, WE COME TO YOU THANKING YOU FOR YOUR GOODNESS.

AND NOW, AS WE THINK ABOUT HOW YOU BLESSED OUR CITY AND BLESSED US AS A TOWN, WE PRAY, ESPECIALLY TONIGHT FOR ALISON ORTOWSKI AND WE PRAY GOD THAT YOU WOULD FILL HER WITH WISDOM FOR THE ROLE THAT YOU HAVE GIVEN HER.

BLESS HER AND LORD, AS SHE HAS DECISIONS TO MAKE.

I PRAY THAT SHE WOULD SEEK YOUR WISDOM AND AS SHE HAS DIFFICULTIES, I PRAY THAT SHE WOULD SEEK YOUR WISDOM.

YOU CAN SEE THE FUN COMMITTEE EXAMPLE THAT THEY PROVIDED THE TEAM HERE ON THE SCREEN OF THEIR ALBUM.

AND WE ALWAYS START BY RECOGNIZING THOSE TEAM MEMBERS WHO REACHED SIGNIFICANT MILESTONES FOR THEIR TENURE WITH THE CITY OF SOUTHLAKE.

THIS YEAR, WE'RE HONORED TO RECOGNIZE 53 EMPLOYEES WHO ACHIEVED THOSE TENURE MILESTONES IN 2023, AND IN RECOGNITION OF THEIR SERVICE, EACH WILL RECEIVE A TENURE PIN TO MARK THE OCCASION.

ON THE SCREEN HERE, YOU'LL SEE 17 EMPLOYEES WHO WILL BE RECOGNIZED FOR 5 YEARS OF SERVICE.

THIS SLIDE WILL HIGHLIGHT 15 EMPLOYEES WHO ATTAINED TEN YEARS OF SERVICE IN 2023.

HE STILL CONTINUES TO WORK WITH US PART TIME, AND WE'RE HONORED TO KEEP HIM ON THE TEAM AND CELEBRATE 40 YEARS WITH HIM THIS YEAR.

THE TEAMWORK AWARD IS BEING AWARDED TO THE STATE HIGHWAY 114 TRASH AND MONITORING TEAM.

PUBLIC WORKS, PARKS AND CODE ENFORCEMENT ALL COLLABORATED TOGETHER TO MANAGE DIFFERENT SECTIONS OF THE HIGHWAY 114 AREA.

THEIR GOAL IS TO MONITOR FOR SIGNIFICANT DEBRIS, CONDUCTING MONTHLY CHECKS AND ADDRESSING LARGE VISIBLE DEBRIS TO REALLY NAVIGATE AND MAKE SURE WE ADDRESS ALL OF OUR CUSTOMER NEEDS AND COMPLAINTS THROUGHOUT THAT AREA.

THROUGH THEIR DIVERSE APPROACHES, THE TEAMS HAVE SUCCESSFULLY IMPROVED THE ENVIRONMENT AND REDUCED COMPLAINTS.

IT'S NOT A FUN JOB, BUT THE TEAM HAS REALLY EMBRACED IT AND WORKED TOGETHER TO ACHIEVE SUCCESS.

THIS TEAM IS COMPRISED OF 17 DIFFERENT INDIVIDUALS FROM ALL THOSE DIFFERENT DEPARTMENTS, AND YOU CAN SEE THEIR NAMES HERE ON THE SCREEN.

I'LL DO A BRIEF INTRODUCTION, AND THEN SHE'LL WALK YOU THROUGH SOME OF THE FINANCIAL ASPECTS OF THE PROJECTS THAT HAVE BEEN PRIORITIZED AND THEN DIRECTOR COHAN WILL WRAP UP THE PRESENTATION COVERING SOME OF THE MORE SPECIFIC PROJECTS THAT ARE RECOMMENDED.

I'VE GOT A FEW, FEW LITTLE HOUSEKEEPING ITEMS. IF YOU'LL RECALL, WITH THIS LAST ADOPTED BUDGET, WE MADE THE DECISION AFTER DISCUSSING WITH COUNCIL THE PROCESS TO SEPARATE THE ADOPTION OF THE CAPITAL IMPROVEMENTS PROGRAM FROM THE ANNUAL BUDGET.

WE DID THAT FOR A NUMBER OF REASONS THE LEAST OF WHICH WAS JUST THE THE VOLUME OF INFORMATION THAT THE STAFF WAS PREPARING AT THE SAME TIME AND THEN PASSING ALONG TO COUNCIL TO DIGEST DURING THAT TIME.

WE JUST FELT THAT IT WOULD MAKE SENSE FOR US TO FOCUS ON THE FUNDING PIECE OF THE CAPITAL IMPROVEMENTS PROGRAM WITH THE ADOPTION OF THE OPERATING BUDGET, WHICH WOULD THEN ALLOW US TO GO INTO THE DEVELOPMENT OF THE PROJECT PRIORITIES WITH THE CIP AND TALK TO COUNCIL ABOUT THAT EACH FEBRUARY NOW.

SO YOU SEE THE NEW SCHEDULE THAT'S SHOWN HERE ON THE SCREEN.

WE ARE HAVING OUR FIRST DISCUSSION WITH YOU ABOUT THIS TONIGHT.

AND I JUST WANT TO REITERATE THAT WHAT YOU'RE USED TO SEEING WITH RESPECT TO THE DEVELOPMENT OF THE ANNUAL OPERATING BUDGET IS VERY SIMILAR TO HOW WE HAVE WORKED TO DEVELOP THE CIP THAT HAS BEEN PROVIDED TO YOU.

WE WORK OFF OF A SET OF GOALS THAT REALLY DIRECT THE OUTCOMES THAT WE ARE SEEKING TO ACHIEVE, AND THESE WORK IN CONCERT WITH THE GUIDING PRINCIPLES THAT YOU SEE ON THIS SLIDE. AND THEY COMPLEMENT THE FINANCIAL GUIDING PRINCIPLES.

YOU'LL SEE SOME OF THEM ARE, BASICALLY MIRRORS MAXIMIZING CASH FUNDING, PRUDENT MANAGEMENT OF DEBT ALIGNMENT WITH THE COMPREHENSIVE PLANS.

THESE ARE ALL THINGS THAT WE TALK TO YOU ABOUT AS WE WORK THROUGH OPERATING BUDGET ISSUES EVERY FALL.

SO THESE ARE PART OF OUR CIP CULTURE, AND WE USE THEM TO GUIDE THE PRIORITIZATION OF PROJECTS AND THE DEVELOPMENT OF THOSE PROJECT PLANS.

YOU RECEIVED YOUR CAPITAL IMPROVEMENTS PROGRAM PROPOSAL LAST WEEK, AND I JUST WANTED TO TAKE A MOMENT TO HIGHLIGHT ALL OF THE MATERIALS THAT HAVE BEEN INCLUDED FOR YOUR REVIEW. THERE IS A WEALTH OF INFORMATION.

SO BEGINNING WITH THE TRANSMITTAL LETTER, THIS DETAILS OUT THE RECOMMENDATIONS SPECIFIC TO THE FY 2024 PROJECT PRIORITIES.

THEY'RE ALIGNED WITH THE FUNDING THAT WAS ALLOCATED LAST SEPTEMBER WITH THE OPERATING BUDGET.

AND YOU'LL HEAR US REFER TO THESE PROJECT AS PROJECTS INCLUDED IN THE CAPITAL BUDGET.

THESE ARE THE FIRST YEAR OF THE MULTI YEAR PLAN, AND THEY ARE THE ONLY PROJECTS THAT ACTUALLY RECEIVE FUNDING ALLOCATION.

THE MATERIALS ALSO SHOW PROJECTS PLANNED WITHIN OUR FULL FIVE YEAR PLANNING WINDOW, ALONG WITH EXTENSIVE AMOUNT OF DETAILED PROJECT INFORMATION FOR ALL OF THE PROJECTS WITHIN THAT FIVE YEAR WINDOW.

AND THEN FINALLY, ONE OF THE MOST IMPORTANT PIECES OF THIS IS WE DON'T JUST LOOK AT WHAT IT MIGHT COST TO BUILD A FACILITY OR INSTALL A WATER LINE, OR CONSTRUCT A NEW ROADWAY, OR PROVIDE LANDSCAPING IN A ROADWAY.

WE LOOK AT EACH PROJECT HOLISTICALLY SO THAT WE CAN UNDERSTAND NOT ONLY WHAT IT COSTS TO CONSTRUCT IT, BUT WHAT THE IMPACT TO THE ONGOING OPERATIONS MAY BE.

SO WHAT YOU'LL SEE IN THE MATERIALS THAT YOU'VE BEEN PROVIDED IS AN ESTIMATE OF THOSE IMPACTS OF THE OPERATING BUDGET.

AND THEN THESE ARE ALSO THEN ROLLED INTO THE MULTI YEAR FINANCIAL ANALYSIS THAT OUR CHIEF FINANCIAL OFFICER CONDUCTS AS PART OF THE OPERATIONAL BUDGET EVERY YEAR.

SO THE MATERIALS ARE LENGTHY.

BUT TONIGHT OUR PLAN IS TO FOCUS ON AN OVERVIEW FIRST OF THE FIVE YEAR PLAN FROM A FINANCIAL PERSPECTIVE.

BUT MOST OF THE TIME WILL BE SPENT FOCUSING ON THE PROJECTS THAT HAVE BEEN RECOMMENDED FOR FUNDING IN FISCAL YEAR 2024.

AND SO WITH THAT, I'D LIKE TO ASK, SHARON JACKSON TO PROVIDE THAT FINANCIAL PICTURE.

THANK YOU. OVER THE NEXT COUPLE OF SLIDES, I'LL JUST REALLY GO OVER THE FINANCIAL ASPECT OF THE PROJECTS BEFORE I TURN IT OVER TO DIRECTOR COHAN, TO GO OVER THE SPECIFICS AS IT RELATES TO THE PROJECTS.

AS SHOWN ON THIS SLIDE, THE OVERALL RECOMMENDED CIP BUDGET FOR 2024 IS $41.6 MILLION OVER A VARIETY OF CATEGORIES, WITH THE TOP THREE CATEGORIES BEING FACILITIES, MOBILITY AND WATER INFRASTRUCTURE.

AND DIRECTOR COHAN WILL GO OVER THE SPECIFIC PROJECTS IN EACH CATEGORY ONCE I WRAP UP.

OF THE OVERALL $41.6 MILLION BUDGET, 58% WILL BE FUNDED WITH CASH, WHICH REPRESENTS $24.1 MILLION AND A VARIETY OF DIFFERENT FUNDING SOURCES, AS INDICATED ON THE SLIDE, WITH THE LARGEST TWO FUNDING SOURCES WILL BE THE GENERAL FUND, WHICH IS CIP, AND THE UTILITY FUND, WHICH REPRESENTS ABOUT $16 MILLION OF THAT $24.1 MILLION.

AND THEN THE REMAINING BALANCE OF $17.5 MILLION WILL BE WE WILL ISSUE BONDS THAT WE'LL BRING TO COUNCIL AT A LATER DATE FOR YOUR APPROVAL, WHICH SHOULD BE LATER, EARLY SPRING, LATE SPRING FOR YOUR ACTUAL APPROVAL TO APPROVE THOSE ITEMS. THE TWO FUNDING SOURCES FOR THAT $17.

5 MILLION WILL BE THE DEBT SIDE OF THE PROPERTY TAX RATE AS WELL AS UTILITY FUND WOULD FUND THOSE TWO, THOSE BONDS THAT WILL BE ISSUED LATER THIS YEAR.

AS CITY MANAGER [INAUDIBLE] MENTIONED, WE DID USE THE GUIDING PRINCIPLES AS WE'VE HAD, AS WE HAVE IN PREVIOUS YEARS, FOR THE DEVELOPMENT OF THE CIP PROGRAM FOR YOU THIS EVENING, MAXIMIZING CASH FUNDING AND THE PRUDENT DEBT MANAGEMENT, AND, OF COURSE, ALIGNED WITH THE OVERALL COMPREHENSIVE PLAN.

NEXT, I WILL JUST TOUCH ON THE OVERALL FUTURE YEARS AS CITY MANAGER MENTIONED, YOU'RE APPROVING THE FUNDING FOR FISCAL YEAR 2024, BUT WE DO HAVE A FIVE YEAR LOOK AS INDICATED ON THIS SLIDE IT SHOWS FOR 25, 26 AND 27 LARGER ALLOCATIONS, WITH THE DROP BEGINNING IN 2028.

PRIMARILY IN 26 AND 27 IT DOES INCLUDE OUR INVESTMENT OR PLAN PROJECT FOR THE SOUTHLAKE SPORTS COMPLEX, IS WHY YOU SEE THE LARGE BUMP IN 26 AND 27.

AGAIN, THIS IS JUST A FIVE YEAR LOOK AND A PLAN.

THE CLOSER WE GET TO THE YEAR OF FUNDING WILL CRYSTALLIZE MORE AS IT RELATES TO THE ACTUAL DOLLARS THAT'S REQUIRED TO FUND THE PROJECTS.

AND THEN THE YEAR BEYOND, YOU SEE, THERE'S A HEALTHY $162 MILLION IN PROJECTS THAT ARE OUTLINED FOR THE FUTURE, BUT THEY ARE ALL ALIGNED WITH THE COMPREHENSIVE PLAN THAT'S BEEN DEFINED IN A COMPREHENSIVE PLAN.

AND AGAIN, WITH ANY OF THE OTHER CIP PLANS, WE LOOK AT CASH FUNDING AS WELL AS OUR DEBT MANAGEMENT STRUCTURE.

AND MOST IMPORTANTLY, WE ALWAYS LOOK AT THE LONG TERM SUSTAINABILITY OF THE CITY, FINANCIAL RESOURCES FOR THE CITY WHEN DEVELOPING OR PROPOSING THE CAPITAL IMPROVEMENT PROGRAM. NEXT, IF, UNLESS YOU HAVE QUESTIONS, I'LL TURN IT OVER TO DIRECTOR COHAN THAT WILL DISCUSS THE SPECIFIC PROJECTS THAT'S REPRESENTED IN THE $41.6 MILLION PROPOSAL.

THE FIRST SLIDE SUMMARIZES OUR MOBILITY PROJECTS.

WHICH INCLUDES ROADWAYS AS WELL AS SIDEWALKS, AND SO THE BASIC LAYOUT FOR THE SLIDES IS I N THE UPPER LEFT HAND SIDE OF THE SLIDE.

SUMMARIZES THE TOTAL RECOMMENDED REQUESTS FOR THAT PROGRAM.

THE LOWER LEFT IS A BREAKOUT OF ALL OF THE FUNDS SOURCES AND THEN THE GREEN BOXES IDENTIFY THE PROPOSED PROJECTS, WITH THE RED STAR INDICATING NEW ADDS OR THOSE THAT HAVE NOT HAD PRIOR YEAR FUNDING.

SO FOR MOBILITY AS YOU CAN SEE, THERE'S A TOTAL OF NINE PROPOSED PROJECTS.

THE FIRST TWO MAKE UP MORE THAN HALF THE OVERALL REQUESTS OF ALMOST $9 MILLION.

AND WHAT THAT CONSTITUTES IS REALLY THE LIST OF ROADWAY SECTIONS THAT HAVE BEEN IDENTIFIED BASED ON THE CONDITION OF NEEDING SOME TYPE OF REHABILITATION, WHETHER IT'S JUST A SIMPLE MILL AND OVERLAY OR FULL RECONSTRUCTION.

THESE ROADWAY SEGMENTS ARE IDENTIFIED THROUGH A THIRD PARTY CONSULTANT THAT ACTUALLY ASSESSES THE CONDITION OF ALL THE ROADWAYS THROUGHOUT THE CITY EVERY THREE YEARS.

THE TWO YEARS THAT ARE NOT ASSESSED BY THE BY THE CONTRACTOR, WE DO SOME STATISTICAL DEGRADATION ANALYSIS KNOWING THAT THE ROADWAYS ARE CONSTANTLY LOSING AND DEGRADING OVER TIME. OUR PQI PROCESS BASICALLY STARTS WITH THAT CONDITION ASSESSMENT.

THE PQI IS A MEASURE OF HOW HEALTHY THE ROAD IS RELATING TO ITS CONDITION.

THE ROADWAY CONDITION IS THEN ASSIGNED THAT SPECIFIC CONDITION INDEX.

A LITTLE WORK IS DONE MATCHING ROUGHNESS COEFFICIENTS AND OTHER ELEMENTS TO CREATE THE PQI.

ROADWAYS ARE THEN RANKED BASED ON THEIR PQI, FROM WORST OR LOWEST SCORE FIRST AS BEING THE PRIORITY FOR INVESTMENT.

WE THEN IDENTIFY A SPECIFIC LIST OF PROJECTS.

WE GET ESTIMATES FROM OUR CONTRACTOR, AND THEN WE START COMPILING THE LIST TO DEVELOP THE INTEGRATED PRIORITY LIST.

THE SYSTEM IS VERY OBJECTIVE IN NATURE.

THE ONLY SUBJECTIVE INTERACTION WITH THE STAFF IS IF WE REVIEW THE PROJECTS AND MAKE SURE THAT ANY OF THE PROPOSED ROADWAY PROJECTS DO NOT CONFLICT OR ARE NOT INTERFERING WITH CAPITAL PROJECTS, DEVELOPMENTS AND THINGS LIKE THAT.

SO THAT'S ABOUT AS MUCH QUOTE MANIPULATION THAT WILL OCCUR WITH THE LIST.

AS YOU CAN SEE, WHAT WE'RE PROPOSING FOR 24 IS 13 DIFFERENT ROADWAY SECTIONS THAT INVOLVE ROUGHLY 23 DIFFERENT INTERSECTIONS FOR ROUGHLY 4.5 OR 4.0 MILES.

AS YOU CAN SEE, THE WORK THAT WAS DONE IN 23, THE OVERALL PQI IS 81.8, THE TYPICAL TARGET IS ABOUT 78.

AND IF WE ARE SUCCESSFUL COMPLETING ALL THE PROJECTS WE HAVE PROPOSED FOR 2024, WE'RE LOOKING AT FINISHING UP WITH ABOUT AN 81.5 OVERALL SCORE. ONE ELEMENT TO THINK ABOUT ALSO IS THAT EVEN THOUGH WE HAVE ONE CONDITION SCORE, WE DO HAVE TWO DIFFERENT TYPES OF ROADWAYS.

ONE IS REINFORCED CONCRETE, THE OTHER IS ASPHALT.

REINFORCED CONCRETE HAS A MUCH HIGHER PQI UPWARDS OF 83.

AND THAT REPRESENTS ABOUT 60% OF OUR INFRASTRUCTURE.

SO YOU CAN KIND OF SEE HOW THE PQI IS A LITTLE SKEWED TOWARDS THAT TYPE OF MATERIAL.

WE'RE WORKING THROUGH WITH CONSULTANTS TO FIGURE OUT HOW TO BETTER, USE THE PQI TO REFLECT THE TRUE CONDITION, BECAUSE WE CAN SEE THAT EVEN THOUGH WE HAVE AN 81.5 CONDITION, SOME OF THE ASPHALT ROADS LOOK A LOT WORSE THAN 81.5.

SO WE'RE AWARE OF IT.

AND WE'RE WORKING TO TRY TO MAKE SURE THAT WE HAVE AN EVEN BASELINE MOVING FORWARD.

AND A LOT OF THE SCORES ARE NORMALIZED IN ACCORDANCE WITH INDUSTRY STANDARDS.

WHEN WE'RE NOT TALKING ABOUT MOVING CARS, WE'RE TALKING ABOUT MOVING PEOPLE ACROSS OUR SIDEWALK PROGRAM.

WE DO HAVE AN EXTENSIVE SIDEWALK PROGRAM KNOWN AS THE PATHWAYS PROGRAM THAT'S REALLY GUIDED BY THE COMPREHENSIVE PLAN.

SIDEWALKS ARE CONSTRUCTED EITHER THROUGH STANDALONE PROJECTS, THROUGH PRIVATE DEVELOPMENT OR COMPANION PROJECTS, AND SOME OF THE PROJECTS THAT YOU SAW IN THE MOBILITY SECTION JUST A FEW SLIDES AGO INCLUDES SEVERAL COMPANION PROJECTS FOR A DIFFERENT PROJECT OR.

EACH PROJECT HAS MULTIPLE COMPANIONS THAT ARE FUNDED FROM DIFFERENT SOURCES.

THESE PROPOSED PROJECTS, AS YOU CAN SEE ON THE LIST, CONSTITUTE APPROXIMATELY $9 MILLION OF RECOMMENDED INVESTMENT, WITH THE PRIORITY BEING THE FOCUS OF THE THE REPAIR OR REPLACEMENT OF THE ALTA VISTA LINE.

AND THIS WAS DISCUSSED DURING OUR WINTER WORKSHOP WITH COUNCIL LAST MONTH.

I WON'T GET INTO TO WHAT WE ACTUALLY MOVE WITH WASTEWATER.

WE'LL JUST END THAT DISCUSSION TO THE PREVIOUS SLIDE.

BUT BASICALLY THE RECOMMENDATION IS FOR TWO SPECIFIC PROJECTS.

THE TOP ONE IS BASED IS FROM THE ANNUAL OR THE THE ANNUAL WATER INFRASTRUCTURE ACT THAT REQUIRED US TO LOOK AT RISK AND RESILIENCY VULNERABILITIES WITH OUR INFRASTRUCTURE, MAINLY WATER AND WASTEWATER SYSTEMS. THE INVESTMENT PROPOSAL WILL HELP US IMPROVE THE RELIABILITY AS WELL AS THE RESILIENCY OF OUR SYSTEM.

AND THEN WE HAVE SOME EQUIPMENT REPLACEMENT AND THAT THAT RECOMMENDED INVESTMENT IS A LITTLE MORE THAN $2.8 MILLION FOR THE WASTEWATER PROGRAM.

AS I ALLUDED TO EARLIER, WE DO HAVE A LOT OF COMPANION PROJECTS.

WE HAVE SEVERAL MOBILITY PROJECTS THAT HAVE ELEMENTS OF STORM WATER IN THEM.

EVEN THOUGH THIS SLIDE SHOWS THAT WE HAVE ONE PROJECT IDENTIFIED, THIS IS STRAIGHT STORM WATER.

WE DO HAVE SEVERAL OTHER PROJECTS THAT HAVE STORM WATER COMPONENTS, NOT ONLY FOR ROAD ROADWAY, BUT ALSO FOR SOME OTHER WATER PROJECTS AS WELL.

SO I DON'T WANT ANY ALARM TO THINK THAT WE'RE NOT DOING MUCH IN THE WAY OF STORM WATER MANAGEMENT.

THIS IS JUST SOLELY FOR THE MANAGEMENT OF STORM WATER IN ON ITSELF.

WE'LL TRANSITION A LITTLE BIT.

TALK ABOUT THE FUTURE PARK DEVELOPMENTS AND THE RECOMMENDED INVESTMENTS THERE.

AS YOU KNOW THAT THE TOWN HALL PARK PLAZA PROJECT, WE DISCUSSED THAT AT THE WINTER WORKSHOP.

DIRECTOR MILLER TALKED AT THE COMBINED MEETING BETWEEN THE PARK BOARD AS WELL AS SPDC WITH THE MATCHING FUNDS PROGRAM, AS WELL AS MOVING FORWARD WITH SOME OF THE ENHANCEMENTS FOR THE ATHLETIC FIELDS WHEN WE TALK SPECIFICALLY ABOUT THE TURF CONVERSION.

THE RECOMMENDED INVESTMENT FOR COMMUNITY ENHANCEMENTS INCLUDES SOME ELEMENTS OF THE PUBLIC ART, AS WELL AS THE ADA REQUIREMENTS, MAINLY FOR CITY FACILITIES.

THE LARGEST INVESTMENT RIGHT NOW IS WHAT WE CALL FOR VERTICAL PROJECTS.

THESE INCLUDE THE MUNICIPAL SERVICE CENTER AS WELL AS THE LIBRARY AND SOME OF THE OTHERS THAT YOU SEE.

KNOWING THAT THE MUNICIPAL SERVICE CENTER ASKS IS STRAIGHT FROM THE UTILITY FUND.

THIS CONCLUDES THE RECOMMENDED PROJECT INVESTMENT FOR THE PROGRAM.

WE'LL TALK A LITTLE BIT ABOUT THE EXECUTION SIDE AND WHAT WE'RE LOOKING AT.

SO PRESENTLY WE HAVE 28 ACTIVE PROJECTS.

AND YOU CAN KIND OF SEE HOW THEY'RE BROKEN DOWN ON THE GRAPH TO THE RIGHT WE HAVE ONE ENGINEER DEDICATED TO THE FACILITY IN THE PARKS, THOSE FOUR PROJECTS.

AND THEN WE HAVE A TOTAL OF FOUR OTHER ENGINEERS DEDICATED FOR THE OTHER PROGRAMS, TWO OF WHICH ARE CITY ENGINEER AND DEPUTY CITY ENGINEER.

THIS SLIDE IS JUST A SUMMARY SHOWING YOU THE PROJECTS THAT WERE COMPLETED IN 23.

THE PROJECTS WE'VE COMPLETED TO DATE IN 24, AND THEN THOSE THAT ARE UNDER CONSTRUCTION WITH MAJORITY OF THOSE BEING COMPLETE PROBABLY BY Q3 OF THIS FISCAL YEAR.

SO THAT CONCLUDES OUR PRESENTATION FOR TONIGHT.

YOU CAN SEE THE NEXT STEP IS THE FORMAL CONSIDERATION OF THE MULTI YEAR CIP AT THE NEXT COUNCIL MEETING SCHEDULED FOR FEBRUARY 20TH.

AND THEN THE FINAL STEPS OF THE PROJECT FUNDING WILL COME IN APRIL AND MAY, WITH COUNCIL CONSIDERATION OF THE BOND ISSUANCE THAT CFO JACKSON REFERENCED.

SO WE'LL PROBABLY NEED TO EXTEND THAT PAST TEN YEARS FOR UTILITY FUND.

AND WHAT WHAT PERCENTAGE IF YOU COULD GIVE A ROUGH NUMBER, ARE WE PAYING CASH FOR? 58% OF THE CIP WAS CASH FUNDED AND 42% IS WITH THE BONDS.

I KNOW I BOTHER YOU A LOT WITH WITH TEXTS AND CALLS ALL DAY WITH, YOU KNOW, I HAVE TO SHARE IT WITH YOU BEFORE I FORGET IT.

AND SO, ESPECIALLY AT THE SOUTHLAKE PUBLIC LIBRARY, WE HAVE SO MANY DIFFERENT DIGITAL SOURCES AS WELL AS PROGRAMS THAT THE COMMUNITY CAN USE.

YOU KNOW, SUCH CAN BE A BOOK CLUB THAT OUR ADULT PROGRAMS PARTICIPATE IN.

IT'S BEYOND JUST A HARDCOVER OF A BOOK, BUT THAT THERE'S A STORY IN EVERYTHING THAT WE DO, AND THAT INCLUDES OUR PROGRAMS AND THAT FOLLOWS INTO OUR YOUTH PROGRAMS, WHERE YOU CAN SEE MORE SMILES THAN YOU WOULD EVER SEE IN A LIFETIME IN JUST ONE ROOM FOR OUR YOUTH PROGRAMS. AND SO SOME OF THE PROGRAMS THAT WE'VE OFFERED IS MRS. CLAUS, WHERE THE KIDS GOT TO COME AND ENJOY SOME TIME WITH MRS. CLAUS AND TELL HER WHAT THEY WANTED FOR CHRISTMAS, AS WELL AS OUR STORY TIMES WITH MISS KAREN AND MISS HEIDI, WHICH ARE TRULY GIFTED IN THE ACT OF COMMUNICATING WITH KIDS, IS REMARKABLE TO SEE THEM WORK.

AND THEN WE HAD A THE FAR LEFT ONE IS OUR YUCK PROGRAM, WHICH WAS A MIXTURE OF A MAGIC AND SCIENCE SHOW.

I COULDN'T TELL YOU WHICH PART WAS MAGIC AND WHICH PART WAS SCIENCE, BUT THE KIDS HAD A GREAT TIME AND IT WAS SO FUN TO SEE THEM SMILE.

AND THEN LASTLY, IF YOU'VE EVER SPENT A LOT OF TIME HERE AT TOWN HALL, ESPECIALLY THE THIRD FLOOR AROUND MID-AFTERNOON, YOU MAY SEE A KANGAROO JUMP BY OR A TURTLE SLOWLY WALK. AND THAT'S BECAUSE WE HAVE A LOT OF ANIMAL PROGRAMS WHERE KIDS CAN LEARN ABOUT DIFFERENT ANIMAL SPECIES THAT COME AROUND, AND IT ALLOWS THE COMMUNITY TO ONLY GO A FEW MINUTES DOWN THE ROAD RATHER THAN DRIVING ALL THE WAY TO DALLAS.

AND IN FACT, THAT WAS THE DALLAS ZOO THAT CAME OUT.

AND ANOTHER PROGRAM THAT WE HAD RECENTLY WAS FOR OUR WINTER WINTER READING, WHICH WAS FUN OPOLY, WHICH SOUNDS MUCH LIKE MONOPOLY, AND IT PLAYS VERY SIMILAR.

AND SO WHAT IT WAS WAS A PROGRAM WHERE THE KIDS WERE HAD DIFFERENT BLOCKS THAT THEY HAD TO GO THROUGH TO READ DIFFERENT BOOKS.

SOME WERE FICTION, SOME WERE NONFICTION, SOME WERE ABOUT ANIMALS, SOME WERE ABOUT HISTORY.

AND EVERY TIME A KIDDO WOULD READ FROM ONE OF THOSE BLOCKS, THEY WOULD GET A TICKET, AND IN RETURN, THEY WOULD PUT THE TICKET IN A LITTLE BOWL AND WE WOULD DRAW FOR A PRIZE.

AND SOME OF THE PRIZES WERE FROM LEGOS TO FRISBEES ALL THE WAY TO MY PERSONAL FAVORITE, A RIDE TO SCHOOL IN A SOUTHLAKE FIRE TRUCK.

NOW, I WOULD LOVE TO DO THAT, ALISON I WOULD LOVE TO DO THAT.

SO WHAT WE'RE DOING IS WE HAVE A TEMPORARY PERIOD OF BEING NAMED THE SOUTHLAKE HOTEL UNTIL WE COMPLETE OUR RENOVATIONS, AND IT'S A MAJOR CONVERSION. IT'S NOT JUST, LIGHT TOUCH UPS.

SUBJECT TO OUR STAFF REPORT DATED JANUARY 30TH, 2024.

NOTING THAT WE'RE APPROVING A MASTER SIGN PLAN FOR TWO UPPER STORY SIGNS TO REPLACE THE EXISTING CAMBRIA HOTEL SIGNS, ALSO APPROVING A GENERAL SIGN BAN TO ALLOW THE NEW SIGNS TO BE PLACED WITHOUT REQUIRING ADDITIONAL CITY COUNCIL APPROVAL.

FOLLOWING THE SECOND NAME CHANGE TO ELMORE HOTEL AND ALLOWING THE TEMPORARY BANNER SIGNS TO REMAIN ON THE BUILDING UNTIL THE NEW SIGNS ARE INSTALLED, AND NOTING THE DURATION OF THE BANNER SIGN APPROVAL IS 12 WEEKS, WHILE ALLOWING STAFF TO GRANT UP TO AN ADDITIONAL 4 WEEKS IF NEEDED.
