YES, SIR. GOOD EVENING, MAYOR AND COUNCIL.
MY NAME IS MILENKA LOPEZ, I AM THE ASSISTANT TO THE DIRECTOR FOR COMMUNITY SERVICE.
TO SET THE THE SCENE A LITTLE BIT.
WE'VE HAD A LOT OF COMMUNITY INTEREST IN HAVING A VETERANS MEMORIAL IN THE CITY OF SOUTHLAKE.
WE'VE HEARD A LOT FROM OUR VETERAN COMMUNITY THAT THAT IS SOMETHING THAT THEY WOULD LIKE TO SEE.
SO WE STARTED LOOKING THROUGH OUR DOCUMENTS TO SEE HOW THIS COULD FIT.
AND OF COURSE, IN OUR PUBLIC ART MASTER PLAN SECTION 4.1 VISION FOR THE FUTURE, WE SAW THAT WE ARE LOOKING FOR PIECES THAT ARE UNIQUE, CLASSY, ART THAT CREATES A SENSE OF SPACE, AND ART THAT IS EXPERIENTIAL.
AND WE BELIEVE THAT A VETERANS MEMORIAL CAN FIT THOSE RECOMMENDATIONS QUITE NICELY.
SO DUE TO THIS INTEREST AND AS WELL AS THE ALIGNMENT THAT IT HAS IN THE MASTER PLAN, STAFF WENT AHEAD AND SET ASIDE SOME FUNDING IN THE FY 24 CIP FOR THIS PROJECT AND WE'LL ALSO BE WORKING WITH ROBERT BRIGGS, WHO IS THE DEPUTY DIRECTOR OF ECONOMIC DEVELOPMENT AND ALSO SERVES AS THE CITY'S VETERAN LIAISON TO CONSULT AND HELP US PUSH THIS PROJECT TO THE FINISH LINE.
WE HAD OUR VERY FIRST MEETING WITH THE SOUTHLAKE ARTS COUNCIL IN JANUARY, WHERE WE BROUGHT UP THIS PROJECT FOR INITIAL DISCUSSION, AND WE HAD A REALLY GOOD DISCUSSION WHERE WE KIND OF BRAINSTORMED AND THOUGHT ABOUT HOW WE WANT TO PLAN FOR THIS PROJECT, AND THIS PRESENTATION IS GOING TO WALK YOU THROUGH SOME OF THOSE DISCUSSION ITEMS THAT WE TALKED ABOUT. SO HERE IS THE FY 24 PUBLIC ART CIP.
AND AS YOU CAN SEE THE VETERANS MEMORIAL IS LISTED AS PRIORITY NUMBER TWO, WITH THE FIRST ONE BEING INSTALLATION OF A PUBLIC ART PIECE AT DPS WEST, WHICH IS ON THE CONSENT AGENDA FOR TONIGHT. SO CURRENTLY WE HAVE ABOUT $570,000 AVAILABLE FOR A PROJECT OF THIS SIZE.
FIRST, IT'S CENTRAL TO THE CITY.
AND MOST IMPORTANTLY, IT IS A SPACE THAT IS VERY WELL LIKED BY THE VETERANS WHO HAVE COME FORWARD.
IS THAT? THAT'S RIGHT NEXT TO THE 911 MEMORIAL.
SO THIS IS AN OLDER MAP, BUT THE REMEMBRANCE AND RENEWAL TOWERS ARE HERE.

THESE EXAMPLES ARE FROM IOWA, WASHINGTON, D.C., ROCKFORD, ILLINOIS, THE TEXAS STATE CAPITOL, AND THE BOTTOM RIGHT IS ONE THAT IS PLACED IN FRONT OF SHIELDS, AND ONE THAT WE THINK IS PARTICULARLY INTERESTING IN THEIR CONCEPT IS FIELD OF HONOR.

IN TERMS OF THE PROJECT AND THE LOCATION, THE ARTS COUNCIL WERE IN AGREEMENT AND THEY LIKED THE PROJECT AND THEY LIKED THE LOCATION, AND THEY EXPRESSED A DESIRE FOR THIS PIECE TO BE REVERENT AND UNIQUE, WITH A SPACE LARGE ENOUGH TO HOST MILITARY RELATED EVENTS, AS WELL AS TO HAVE AN INCLUSIVE PIECE THAT HONORS ALL WHO HAVE SERVED.
THAT'S DEFINITELY SOMETHING THAT WE NEED TO DISCOVER.
AND PROBABLY THE MOST IMPORTANT FEEDBACK WAS THAT THEY WOULD LIKE TO HAVE SOME COMMUNITY INPUT.
SO THAT IS SOMETHING THAT DEPUTY DIRECTOR BRIGGS WILL BE HELPING US.
THAT'S A GOOD IDEA. THAT'S A GREAT IDEA.
SO HERE ARE THE NEXT STEPS FOR THIS PROJECT AS IT IS NOW.
THE DEADLINE TO APPLY WILL BE MARCH 8TH.
IN THE MEANTIME, WE WILL BE WORKING WITH THE SOUTHLAKE ARTS COUNCIL TO TOUR LOCAL VETERANS MEMORIALS TO GET SOME IDEAS AND KIND OF GATHER OUR THOUGHTS WITH THE GOAL OF COMPILING THE FEEDBACK FROM THE FOCUS GROUP AND THE ARTS COUNCIL TO BRING FORWARD TO CITY COUNCIL DURING THE SUMMER WORKSHOP, AND THEN HOPEFULLY GETTING SOME DIRECTION FROM CITY COUNCIL AND WORK WITH THE ARTS COUNCIL TO DEVELOP A CALL FOR ARTISTS AND START GETTING THAT PROJECT OFF THE GROUND.

AND VERSUS A STATUE WITH A NAME ON IT AND WRITING, I REALLY I LOVE THE ART THAT DEPICTS THE PEOPLE AND SENDS A MESSAGE AND I THAT'S JUST REALLY TOUCHING TO ME IN A DIFFERENT WAY.
YEAH, LET ME JUST SAY I AGREE WITH ALL THAT I THIS IS GOING TO BE OFFICIALLY PAST MY TIME ON THIS DAIS, BUT LET ME JUST SAY, I WOULD STRONGLY ENCOURAGE EVERYONE TO GO IN A DIRECTION LIKE THAT.
I WOULD I'M VERY DRAWN TOWARDS THE DEPICTIONS OF REAL PEOPLE, YOU KNOW, ABSTRACT AND MODERN.

AND THIS IS JUST A REMINDER OF WHERE WE'RE AT IN THIS PROCESS.
THAT HAS BEEN ESTABLISHED WITH THE ADOPTION OF THIS NEW CAPITAL IMPROVEMENTS PROGRAM BUDGET.

AND THAT'S WITH MAXIMIZING OUR CASH FUNDING TO NOTE THAT 58% OF THE PROPOSED PLAN WILL BE FUNDED WITH CASH AND 42% WITH FUTURE CERTIFICATES OF OBLIGATION, AND THAT ALSO PLAYS IN LINE WITH OUR PRUDENT DEBT MANAGEMENT.
SO THE BALANCE OF THE CASH AND THE CERTIFICATES OF OBLIGATION IS IN LINE WITH OUR DEBT MANAGEMENT STRATEGY THAT WE'VE USED OVER THE YEARS, AS WELL AS IT'S ALIGNED WITH THE COMPREHENSIVE PLANS THAT CITY COUNCIL HAS APPROVED OVER THE YEARS.

AS YOU CAN SEE IN THE GENERAL FUND, THERE'S ABOUT $6.6 MILLION THAT WILL BE FUNDED THROUGH FUTURE CERTIFICATES OF OBLIGATION THAT WILL BE PLANNED TO BE PRESENTED TO CITY COUNCIL AT A LATER DATE, PROBABLY AROUND APRIL, MARCH YOU'LL SEE THE FIRST INITIAL ACTION AND THEN WITH FUNDING BY MAY, UTILITY FUND.
OF THAT $18.9 MILLION, $8 MILLION IS CASH AND ABOUT $10.9 MILLION OF CERTIFICATES OF OBLIGATION AGAIN, THAT WILL BE BROUGHT TO THE CITY COUNCIL PRIOR TO ANY TO AUTHORIZE THE ABILITY TO ISSUE THE DEBT.
AND ALL THE OTHER FUNDING SOURCES ARE 100% CASH FUNDED.
AND AS I PREVIOUSLY MENTIONED, THAT THE DEBT, THE GENERAL FUND PORTION WILL BE FUNDED OUT OF THE .0.055 TAX RATE THAT COUNCIL ESTABLISHED IN THE BUDGET THAT YOU APPROVED IN SEPTEMBER, AND THE UTILITY FUND PORTION, THAT $10.8 MILLION WILL BE FUNDED THROUGH USER FEES BASED ON RESIDENTS AND BUSINESS OWNERS CONSUMPTION OF THEIR WATER AND SEWER.
AND THAT'S HOW WE REPAY THOSE CERTIFICATES OF OBLIGATION.
THIS SLIDE REALLY GIVES A GREAT DEPICTION OF THE OVERALL CITY STRATEGY.
FOR YEARS, WE'VE DISCUSSED OUR DEBT MANAGEMENT WITH THE DESIRE TO REDUCE OUR DEBT, AND I THINK THIS IS PROBABLY THE BEST SLIDE THAT REALLY DEPICTS THAT OUR STRATEGY HAS WORKED OVER THE YEARS. WHEN YOU LOOK AT FISCAL YEAR 2024, OUR DEBT AS A PERCENT OF ASSESSED VALUE AT 0.28%.
AND EARLY ON, OUR GOAL WAS TO BE 2% AND THEN GRADUALLY REDUCE IT.

SO THE OVERALL CIP FOR THE GENERAL FUND, I BELIEVE IT WAS 14, 15, 16 MILLION.
SO OF THAT AMOUNT, THE $6.6 MILLION OF THE BONDS, A LARGE PORTION OF THE OVERALL CIP, HERE'S THE PORTION THAT'S RELATED TO THE ROADWAY AND SIDEWALK INVESTMENTS O F THAT $6.6, A PORTION OF THAT FUNDING COULD WOULD FUND A PART OF THESE PROJECTS, AS WELL AS FOR THE TOWN HALL PLAZA.
WE HAVE $2 MILLION OF GENERAL FUND DEBT THAT'S ALLOCATED TO THIS PROJECT IS A LARGE ITEM.
THAT'S A PROJECT THAT WE HAVEN'T STARTED YET.
AND THEN YOU HAVE THE LIBRARY, MULTI-USE FACILITY, $4 MILLION.
SO YOU HAVE $4 MILLION FROM THE LIBRARY USE FACILITY, $2 MILLION FROM THE TOWN HALL, PARK PLAZA, OR ANY OF THE PROJECTS ON THIS SLIDE IN COMBINATION, IF WE WANTED TO SHIFT PRIORITIES AS IT RELATES TO FUNDING, WHICH PROJECTS FOR FISCAL YEAR 2024.
IS THAT $4 MILLION FOR THE LIBRARY DEBT? OR I GUESS IT DOESN'T MATTER. IT'S IF IT'S CASH, YOU JUST REALLOCATE.
YEAH. IT'S CASH. WE WOULD JUST REALLOCATE OUR PROJECTS TO WHERE IF YOU WANTED TO REDUCE THE CERTIFICATES OF OBLIGATION, WE COULD REDUCE THE CASH AND PUT LESS CASH TOWARD TOWN HALL PLAZA AND LESS CASH TO THE LIBRARY, SINCE THOSE ARE PROJECTS THAT ARE NOT STARTED, AND THAT WOULD REDUCE THE AMOUNT OF OVERALL DEBT THAT WE WOULD ISSUE, WE WOULD JUST SHIFT THE PROJECTS AROUND.
I MEAN, THERE'S TWO, TWO BIG PROJECTS, OR ANY OF THE PROJECTS ON THIS SLIDE, BUT I WILL NOTE THE ONLY NEW FUNDING IS THE TRAFFIC TRAFFIC CALMING PROGRAM.
SO THE OTHER EIGHT PROGRAMS OR PROJECTS ARE DESIGNED UNDERWAY OR IN THE PIPELINE FOR CONSTRUCTION.
I THINK THE TOWN HALL PLAZA AND THEN THE LIBRARY ARE NICE TO HAVES, NOT MUST HAVES.
I MEAN, I DON'T THINK THIS IS A NO TO EITHER OF THEM NECESSARILY.
THIS IS THIS WOULD BE A, PUT A PIN IN IT FOR A YEAR AND SEE HOW THINGS LOOK NEXT YEAR.
AND SO I UNDERSTAND WE'RE GOING TO GET MORE INTO THE WEEDS OF THAT THIS SUMMER AT OUR WORKSHOP.

THEN YOU COULD STILL DO IT ALL AT ONCE, RIGHT? YES. IF WE IF CITY COUNCIL MAKES A DECISION THAT AT THIS TIME WERE THE DESIRE IS NOT TO SELL CERTIFICATES OF OBLIGATION FOR THE GENERAL FUND, THEN WE COULD MOVE FORWARD WITH THE UTILITY FUND.
I WOULD RECOMMEND WE WAIT AND DO IT ALL AT ONCE TO SAVE IN FEES.
