LORD, WE GIVE THANKS TONIGHT FOR THE FREEDOM THAT WE HAVE AS UNITED STATES CITIZENS FOR ELECTIONS.

AND WE PRAY, BLESSING OVER EVERY CANDIDATE WHO'S RUNNING FOR OFFICE TONIGHT AND THEIR FAMILIES.

WE PRAY IN GOOD NEWS OR BAD NEWS THAT YOU'LL BLESS THEM FOR STEPPING OUT AND WE PRAY BLESSING OVER THEM.

WE ALSO GIVE THANKS FOR OUR TOWN.

IT SEEMS LIKE YESTERDAY WE STARTED THIS IN BOBBY'S BACKYARD, AND NOW IT'S AT THE MARQ AMPHITHEATER.

BUT IF YOU COULD GIVE US A LITTLE BIT OF BACKGROUND ON AMY'S WISH WITH WINGS AND THE UPCOMING 11TH ANNUAL BOBBYFEST CONCERT.

ACTUALLY, I'M NOT DOING ALL THE TALKING TONIGHT.

I HAVE A BOY SCOUT HERE THAT'S EARNING HIS COMMUNITY SERVICE, COMMUNITY SERVICE BADGE.

AND I'M DOREEN BRUTON, AND I'M THE EXECUTIVE DIRECTOR FOR AMY'S WISH WITH WINGS, AND ZACH IS GOING TO COME UP AND TALK TO YOU GUYS ABOUT BOBBYFEST, WHICH IS A GREAT, FUN MUSIC FESTIVAL THAT WE'RE HAVING FOR AMY'S WISH WITH WINGS.

MY NAME IS ZACHARY MELLMAN AND I WORK AND VOLUNTEER AT A VERY SPECIAL BARN HERE IN SOUTHLAKE THAT TEACHES ADAPTIVE HORSEBACK RIDING TO CHILDREN WITH DIVERSE NEEDS.

AMY'S WISH WITH WINGS BEGAN IN 2011.

THEY WORK WITH CHILDREN OF ALL ABILITIES DOWN SYNDROME, AUTISM, CEREBRAL PALSY, ADHD, ANXIETY AND MANY OTHERS WITH PHYSICAL AND EMOTIONAL CHALLENGES.

THEY HOST A VARIETY OF HORSEBACK RIDING LESSONS AND SUMMER ADVENTURE CAMPS, GRIEF CAMPS, ART THERAPY CAMPS, AND ANXIETY CAMPS, TO NAME A FEW.

NEW TO THIS YEAR? THE VINTAGE SENIORS.

SORRY. VINTAGE SENIORS MEET AT THE BARN TO ENJOY THE OUTDOORS, LISTEN TO BIG BAND MUSIC, TELL STORIES, AND MEET THE HOST OF FRIENDLY FARM ANIMALS.

AMY'S WISH COMPETES AT THE CHISHOLM CHALLENGE HORSE SHOW EVERY YEAR IN JANUARY, AT THE FORT WORTH STOCK SHOW AND WILL COMPETE IN THE SPECIAL OLYMPICS EQUESTRIAN IN THE FALL.

FOR THE PAST 13 YEARS, MISS DOREEN, THE EXECUTIVE DIRECTOR, HAS HAD THE PLEASURE OF WORKING WITH INCREDIBLE PEOPLE AND HORSES AT AMY'S WISH WITH WINGS.

SHE TOLD ME THAT ONE OF THE GREATEST PLEASURES SHE EXPERIENCES AS AN INSTRUCTOR IS SEEING THE JOY ON A RIDER'S FACE WHEN HE OR SHE HAS ACHIEVED SORRY, HAS ACHIEVED A GOAL, CONQUERED A FEAR, OR MADE A NEW FRIEND.

WITH EVERY STEP A HORSE MAKES.

I KEEP LOSING MYSELF WITH EVERY STEP A HORSE MAKES.

THESE SPECIAL RIDERS ARE TAKING STEPS TOWARDS INDEPENDENCE AND GROWTH.

I'M GRATEFUL TO BE PART OF SUCH AN AMAZING TEAM AND OF DEVOTED INSTRUCTORS, STAFF, BOARD MEMBERS AND VOLUNTEERS WHO ARE COMMITTED TO ENHANCING, EMPOWERING AND ENRICHING THE LIVES OF OTHERS THROUGH THE HEALING POWER OF THE HORSE.

THEY'RE SPECIALLY TRAINED THERAPY HORSES AND PROGRAMS NEED OUR HELP TO OPERATE.

BOBBYFEST STARTED OUT IN BOBBY AND LISA RAWL'S BACKYARD 11 YEARS AGO WITH THEIR FAMILY AND FRIENDS.

THEY SOON OUTGREW THEIR BACKYARD AND NOW HAVE OVER 350 ATTENDEES EACH YEAR, RAISING MONEY FOR TO FUND ALL THE PROGRAMS AT AMY'S WISH WITH WINGS.

IN DEVELOPING THIS TOWN TO WHAT IT IS TODAY, IT'S AMAZING TO ME THE GROWTH THAT HAS TAKEN PLACE THAT I'VE SEEN SINCE 1977. I CAN REMEMBER WHEN I FIRST CAME HERE LOOKING FOR PROPERTY BECAUSE MY DAUGHTER GOT INTO HORSES AND THERE WAS A GUY OVER ON 1709, HAD AN ARENA.

AND I SAID, I'M LOOKING FOR SOME PROPERTY OUT HERE BECAUSE I GOT A COUPLE OF NAGS IN DALLAS.

HE SAID, DON'T YOU EVER CALL A HORSE A NAG?

AND WHAT REALLY STRIKES ME IS THAT REALLY IS A GREAT EXAMPLE OF THE SOUTHLAKE VOLUNTEER SPIRIT, WHERE WE HAVE KIDS HELPING OTHER KIDS THE FRIENDSHIPS AND RELATIONSHIPS THAT ARE MADE. AND IT'S JUST REALLY HEARTWARMING TO SEE THAT.

AND I'M GLAD THAT WE HAVE THIS FUNDRAISER THAT HELPS WITH THAT MISSION.

I'M EXCITED TO TALK TO YOU GUYS ABOUT, BECAUSE THIS IS REALLY A RARE OCCURRENCE THAT WE GET TO EXPERIENCE WITHIN THIS PLANET OF OURS.

SO WE GET THE PRIVILEGE THIS YEAR TO DO A LITTLE BIT OF A CELEBRATION AT WHAT WE'RE REFERRING TO AS OUR SOLAR ECLIPSE VIEWING PARTY.

NOW, I WANTED TO PROVIDE THE COUNCIL WITH SOME CONTEXT SO THAT WE CAN HELP SPREAD THE NEWS.

AND OF COURSE, THROUGH OUR COMMUNICATION CHANNELS, WE'LL BE SHARING THE SAME INFORMATION.

SO THE TOTALITY, WE'LL BE EXPERIENCING A SOLAR ECLIPSE.

RIGHT. BUT EVERYONE COMES TO VIEW A SOLAR ECLIPSE BECAUSE THEY WANT TO VIEW THAT TOTALITY WHERE THE SUN IS COMPLETELY BLOCKED OUT.

WELL THAT WITH FOR US.

AND THIS INSTANCE IS GOING TO BE ABOUT 118 MILES IN WIDTH.

AND WE'RE KIND OF ON THAT NORTHERN EDGE, AS YOU CAN TELL FROM THAT RED STAR THAT YOU SEE THERE ON THE MAP.

THE ENTIRE DURATION OF THE ECLIPSE THAT WE HAVE OCCURRING ON APRIL 8TH WILL BE ABOUT 2.5 HOURS IN TOTAL.

BUT THE ACTUAL, THE TOTALITY, I'M SORRY, ITSELF WILL ACTUALLY STARTED ABOUT 1:41 P.M.

THAT DAY. AND THE TOTALITY FOR US HERE IN SOUTHLAKE, SPECIFICALLY IN FRONT OF TOWN HALL, WILL LAST FOR ABOUT TWO MINUTES AND 21 SECONDS.

NOW, THAT SAID, YOU WILL BE ABLE TO VIEW THIS ECLIPSE IN TOTALITY FROM ANY PART IN SOUTHLAKE.

WE'RE WELL WITHIN THAT BOUNDARY OF TOTALITY.

OF COURSE, AS I MENTIONED, IT'LL BE ON APRIL 8TH, JUST A COUPLE OF DAYS AFTER THE PREVIOUS ONE THAT WE WERE JUST TALKING ABOUT HERE FOR THAT SATURDAY.

THE EVENT WILL BE HOSTED FROM 12 TO 2, AND IT WILL TAKE PLACE AT RUSTIN FAMILY PARKS.

AND WE'LL HAVE FOUNTAIN PLACE AND MAIN STREET CLOSED OFF FOR THE EVENTS.

NOW, ONE THING I'D LIKE TO KIND OF SHARE WITH THE COUNCIL, BECAUSE I'VE BEEN SEEING A LOT OF STUFF KIND OF THROUGH MY OWN SOCIAL MEDIA, IS THAT THERE'S NO SUCH THING AS NASA APPROVED SOLAR ECLIPSE VIEWING GLASSES.

I WOULD DISCOURAGE ANYONE FROM VIEWING THE SOLAR ECLIPSE WITH THEIR SUNGLASSES OR ANY NASA APPROVED.

THERE ARE VERY SPECIFIC SUNGLASSES THAT YOU DO HAVE TO PURCHASE FOR THEM.

I BELIEVE THE INTERNATIONAL ORGANIZATION FOR STANDARDIZATION'S LABELS IT AS 123.23-2 I BELIEVE, IS THE APPROVAL THAT THEY HAVE RATING THAT THEY HAVE.

AND THAT'S WHAT'S DESIGNATED TO BE ABLE TO VIEW THIS ECLIPSE.

NOW, WE'LL ALSO HAVE TONS OF PINS THAT I'VE ACTUALLY PLACED AT YOUR PLACE THIS EVENING.

SPECIFICALLY HERE IN TOWN SQUARE, WE'RE WORKING WITH OUR PUBLIC SAFETY DEPARTMENTS TO SEE IF WE CAN ALSO GET THE ROOFTOP PARTS OF OUR PARKING GARAGES ON EAST AND WEST TO USE THOSE.

WE'RE GOING TO TRY TO BE DIRECTING FOLKS OFF OF THE ROADWAYS THAT THEY WANT TO VIEW THE EVENT.

GO AHEAD. COME ON TO SOME OF THESE DESIGNATED AREAS.

THAT ALSO INCLUDES WHITE'S CHAPEL, UNITED METHODIST CHURCH AND THE ARIA AMPHITHEATER.

OVER AT THE MARK AND EACH OF THESE LOCATIONS, WE WILL BE DISTRIBUTING SUNGLASSES THAT WE HAVE, THAT WE'VE ORDERED, AND THEN WE ACTUALLY HAVE IN HAND ALREADY.

WE ARE RIGHT NOW IN CONVERSATIONS WITH GATEWAY CHURCH TO ALSO ASSIST US WITH THESE EFFORTS, BUT YOU'LL START SEEING A LOT OF SIGNAGE A COUPLE OF DAYS PRIOR TO THE EVENT ALONG 114 AND ON SOME OF OUR MAJOR ROADWAYS TO JUST TRY TO GET FOLKS TO GET OFF THE ROADWAY DURING THAT EVENT.

SO WITH THAT, I'M STARTING TO SEE A LOT OF NEWS ARTICLES ON IT.

I JUST READ EARLIER TODAY, WARBY PARKER IS ACTUALLY GIVING THE THE APPROPRIATE RATING FOR SUNGLASSES TO BE ABLE TO VIEW THE SOLAR ECLIPSE EVENT.

IT'S JUST COMPLETELY FOR FREE.

SO IT'S A VERY RARE OCCURRENCE.

BUT WE WERE EXCITED AND WE WANT TO MAKE SURE THAT THE COMMUNITY AT LARGE GETS TO ENJOY IT IN ANY OF OUR VISITORS.

THIS REALLY STARTED BACK IN LATE SPRING OF 2023 WHEN WE RECEIVED NOTIFICATION OF OUR EVALUATION.

WAS COMING UP WE RECEIVED THE EMAIL WITH A LAUNDRY LIST OF ITEMS. WE STARTED WORKING WITH ISO PRETTY CONSISTENTLY FROM THAT POINT.

WITHIN THE LIST. THEY WANTED THE NEEDED FIRE FLOWS, REPRESENTATIVE BUILDINGS AND LOCATIONS.

THE EMERGENCY REPORTING TELECOMMUNICATIONS DISPATCHING SYSTEM INFORMATIONS.

A TON OF INFORMATION RELEVANT TO THE FIRE DEPARTMENT INCLUDING EQUIPMENT, STAFFING AND TRAINING, GEOGRAPHICAL DISTRIBUTION OF OUR STATIONS, OPERATIONAL CONSIDERATIONS AND COMMUNITY RISK REDUCTION PLAN AS WELL AS THE INSPECTION AND FLOW TESTING OF OUR HYDRANTS.

THE ISO PPC PROGRAM EVALUATES COMMUNITIES ACCORDING TO A UNIFORM SET OF CRITERIA THAT INCORPORATES A NATIONALLY RECOGNIZED STANDARD DEVELOPED BY THE NATIONAL FIRE PROTECTION AND AMERICAN WATER WORKS ASSOCIATION.

WITHIN THE EMERGENCY COMMUNICATIONS MODEL THEY LOOK AT EMERGENCY REPORTING, THE TELECOMMUNICATORS AND DISPATCH CIRCUITS.

EMERGENCY REPORTING IS PRETTY MUCH FROM THE TIME THAT THEY PICK UP THE PHONE AND THEY DISPATCH US OUT, AS WELL AS ANY BACKUPS AND REDUNDANCIES.

THE TELECOMMUNICATORS, THEY LOOK AT THEIR STAFFING MODELS AND LEVELS DAY BY DAY AS WELL AS ANNUALLY, AND THE DISPATCH CIRCUITS ARE EVALUATED.

AND THAT IS REALLY NOTIFICATION TO THE FIRE ALARM TO THE FIRE STATIONS.

THE FIRE DEPARTMENT IS ALSO EVALUATED.

THIS IS A VERY IN DEPTH EVALUATION.

EVERYTHING REALLY WITH DISPATCH AS WELL AS THE WATER SYSTEMS AND THE FIRE STATION.

WHEN WE SEND THEM IN OUR DATA, THEY SEND IT THROUGH A SYSTEM.

THAT SYSTEM HAS ASKED A LOT OF QUESTIONS.

WE SPEND A LOT OF TIME BACK AND FORTH.

THESE INDIVIDUALS COME ON SITE AND THEY CAME ON SITE IN NOVEMBER OF 2023.

NOW LET ME BACK UP A LITTLE BIT.

THE COMMUNICATIONS MODEL ACCOUNTS FOR ABOUT 10% OF OR DOES ACCOUNT FOR 10% OF THE GRADING.

FIRE DEPARTMENT DOES ACCOUNT FOR 50%, AND IT FOCUSES ON FIRE DEPARTMENT FIRST ALARM RESPONSE AND INITIAL ATTACK TO MINIMIZE POTENTIAL LOSS.

40% OF THE CRITERIA IN THE EVALUATION PROCESS IS THE WATER SUPPLY SYSTEM.

THEY TAKE A LOOK.

WE SEND THEM A CAD MAP OF ALL OF OUR WATER SYSTEMS, AS WELL AS DISTRIBUTION NETWORK WITHIN THE CITY HYDRANT LOCATIONS, TYPE AND SIZE AND THE INSTALLATION. I THINK IT'S IMPORTANT TO NOTE HERE THAT THIS PLANNING PROCESS REALLY STARTS WAY BEFORE THAT WE START OUR SIDE OF THE WATER SUPPLY SYSTEM AND THE TESTING AND THE HYDRANT MAINTENANCE, AS WELL AS WITH PUBLIC WORKS AND PLANNING AND DEVELOPMENT.

AND THIS ACCOUNTS FOR ABOUT 40% OF THE SYSTEM.

1252 THAT IS, THERE IS AN AMENDMENT THAT WAS ADOPTED FROM ORDINANCE 937 REQUIRING THAT AUTOMATIC FIRE SPRINKLERS BE RETROFITTED INTO HOMES THAT, WHEN ADDED TO EXCEED 6000FT² OF ENCLOSED SPACE, INCLUDING THE GARAGE SPACE.

HONESTLY, I'VE NEVER BEEN A FAN OF ADDING SPRINKLERS TO MY HOME DUE TO THE POTENTIAL OF PROPERTY DAMAGE DUE TO CORROSION, MECHANICAL FAILURE, OR FREEZING.

I'M WILLING TO TAKE THIS RISK WHEN IT COMES TO TRADITIONAL PLUMBING FIXTURES, AS THE CONVENIENCE OF HAVING INDOOR PLUMBING OUTWEIGHS THE POTENTIAL COST OF A CATASTROPHIC INCIDENT. ADDED TO THIS, THOUGH, TRADITIONAL PLUMBING FIXTURES ARE NOT INTENTIONALLY OR OPTIMALLY POSITIONED TO GET EVERYTHING WET, THE TRUE RISK OF INSTALLING AUTOMATIC SPRINKLER SYSTEM WAS DRIVEN HOME IN THE BIG FREEZE OF 2021, WHERE TEMPERATURES PLUNGED, THE POWER GRID FAILED AND PIPES, INCLUDING MANY SPRINKLER SYSTEMS, BURST.

THIS PERFECT STORM OF EVENTS CAUSED MASSIVE AMOUNTS OF PROPERTY DAMAGE DUE TO BURST SPRINKLER SYSTEMS. THE BOTTOM LINE IS THIS I DON'T THINK THE CITY'S MANDATE THAT REQUIRES A HOMEOWNER TO INSTALL A POTENTIALLY DAMAGING SYSTEM INTO THEIR HOME IS IN KEEPING WITH THE FREEDOM LOVING VALUES OF SOUTHLAKE, BUT IN A MORE PERSONAL CONTEXT, IT DOESN'T SEEM RIGHT THAT I'M BEING DIRECTED TO SPEND APPROXIMATELY $20,000 TO INSTALL A TIME BOMB IN MY OWN HOME.

TO BE CLEAR, I'M NOT ASKING FOR AN AMENDMENT TO THE INTERNATIONAL RESIDENTIAL CODE.

I'M SIMPLY ASKING THE STANDARDS IN THE IRC AS WRITTEN, NOT AS AMENDED BY THE CITY, APPLY TO MY PROJECT FOR ADDED CONTEXT.

HOWEVER, JURISDICTIONS WITH ORDINANCES THAT REQUIRE SPRINKLERS FOR RESIDENTIAL DWELLINGS PRIOR TO AND ENFORCED BEFORE JANUARY 1ST, 2009 MAY REMAIN IN PLACE.
