THE MAIN MAN IN THE BACK.

WE'RE GOING TO DO AN OVERVIEW OF THE POLICE K-9 PROGRAM.

AND I'D LIKE TO INVITE ASSISTANT CHIEF ASHLEY CASEY TO THE PODIUM TO TELL US ALL ABOUT WHAT YOU GUYS HAVE BEEN GOING ON.

CHIEF. GOOD EVENING, MAYOR AND MEMBERS OF CITY COUNCIL. I'M EXCITED TO BE ABLE TO GIVE YOU A BRIEF OVERVIEW OF OUR K-9 PROGRAM.

I THINK IT'S BEEN A WHILE SINCE WE'VE PROBABLY HAD ONE, AND WE'VE HAD A FEW CHANGES PROBABLY SINCE THE LAST TIME.

OH, I'M SO SORRY.

AND WE HAVE HOLD ON JUST A SECOND FOR ME.

SO I'M REALLY EXCITED TO BE ABLE TO GIVE YOU ALL A BRIEF OVERVIEW OF THE K-9 PROGRAM.

MANY OF YOU MAY NOT KNOW THIS, OR MAYBE YOU DO.

WE'VE HAD A K-9 PROGRAM OF SORTS FOR MANY, MANY YEARS EVEN AS FAR BACK AS EARLY 2020 OR, I'M SORRY, 2000S.

BUT REALLY, THE K-9 PROGRAM AS WE KNOW IT TODAY HAS REALLY EXPANDED SINCE ABOUT THE YEAR 2011, WHEN K-9 OFFICER NATHANIEL ANDERSON TOOK OVER.

SOME OF THE BENEFITS OF THE K-9 PROGRAM.

THERE ARE MANY. BUT REALLY, WHEN YOU THINK ABOUT K-9 PROGRAMS, MOST PEOPLE THINK ABOUT NARCOTICS DETECTION, INTERDICTION, THOSE KINDS OF THINGS.

AND IN REALITY, WE USE THESE DOGS FOR SO MUCH MORE.

A LOT OF THE LESSER KNOWN THINGS THAT THESE DOGS DO IS REALLY PATROL FUNCTIONS.

SO WHEN YOU THINK ABOUT THAT, IT WOULD BE SUSPECT APPREHENSION, AREA SEARCHES, BUILDING SEARCHES, HANDOVER PROTECTION, THINGS OF THAT NATURE.

SO IN A NUTSHELL, THESE DOGS ALLOW US TO DO THINGS MUCH MORE EFFICIENTLY AND MUCH MORE SAFELY AT TIMES THAN IF WE DIDN'T HAVE THAT.

AS I SAID BEFORE, WE'VE HAD A K-9 PROGRAM FOR YEARS.

NATE HAS REALLY BEEN A BIG PART OF THAT PROGRAM SINCE ABOUT 2011.

MOST OF YOU KNOW HIS FORMER PARTNER, K-9 DUCO, WHO RETIRED THIS PAST APRIL.

AND THAT NECESSITATED A NEED FOR A NEW K-9, WHICH WE'LL TALK ABOUT HERE IN JUST A SECOND.

SO THIS IS OFFICER NATHANIEL ANDERSON.

MUCH TO HIS DISMAY, HE IS NOT A BIG FAN OF PUBLIC ACKNOWLEDGMENT.

I THOUGHT HE WAS GOING TO GIVE A SPEECH.

WE DON'T GET A SPEECH.

NO. SO? SO I'M HIS STAND IN, AND I HAVE NO PROBLEM BRAGGING ON HIM OR HIS PROGRAM.

SO NATE IS A 16 YEAR VETERAN OF OUR POLICE DEPARTMENT.

HE'S A MASTER PEACE OFFICER, AND HE SPENT 13 YEARS OF THAT TIME WITH US AS OUR POLICE CANINE OFFICER AND HANDLER.

AND FOR MANY OF YOU THAT DON'T KNOW ABOUT THE SELECTION PROCESS THAT GOES INTO FINDING A NEW DOG, FORTUNATELY FOR US, WITH DUCO, WE WERE ABLE TO PLAN OUT HIS SUCCESSION PLANNING ESSENTIALLY.

WE DO THAT WITH OTHER AREAS OF THE DEPARTMENT, AND WE HAD THE BENEFIT OF BEING ABLE TO SUCCESSION PLAN FOR THIS CANINE REPLACEMENT.

WE KNEW HE WAS GOING TO RETIRE, AND THAT ALLOWED US TO START THE SEARCH FOR A NEW DOG MONTHS AHEAD.

AND TYPICALLY, IF YOU'RE NOT FAMILIAR WITH THAT, IT DOES TAKE SOMETIMES WEEKS OR MONTHS TO FIND A NEW DOG.

SO THAT SELECTION PROCESS BASICALLY STARTS OUT WITH A PHONE CALL.

NATE USUALLY LOOKS AT SOME OF OUR REPUTABLE VENDORS AND LETS THEM KNOW THESE ARE THE CRITERIA THAT WE'RE LOOKING FOR IN A CANINE.

SOME OF THOSE THINGS OBVIOUSLY, THAT WE WOULD LOOK FOR IS GOOD TEMPERAMENT GOOD DRIVE, LETTING THEM KNOW WHETHER OR NOT THERE'S A POTENTIAL FOR THAT DOG TO WORK IN A SWAT ENVIRONMENT. AND THEN THOSE VENDORS WILL LET US KNOW WHETHER OR NOT THEY HAVE ANY DOGS ON HAND THAT MEET OUR REQUIREMENTS.

IF THE ANSWER IS YES, THEN NATE GOES AND DOES A SITE VISIT.

AND THAT SITE VISIT REALLY IS TO LOOK AT THE DOGS THAT THEY PULL THAT MEET OUR CRITERIA.

AND THEN HE RUNS THEM THROUGH A SERIES OF TESTS.

HE USUALLY TESTS ANYWHERE FROM 7 TO 10 DOGS.

AND FROM THAT HE GETS A SHORT LIST.

SO USUALLY A TOP 2 OR 3 OF THOSE THAT HE REALLY THINKS MIGHT WORK.

AND THEN FROM THERE HE DOES SOME ADDITIONAL TESTS, AND AT THE END OF THAT, HE REALLY SPENDS SOME TIME WITH EACH OF THOSE DOGS INDIVIDUALLY, OUTSIDE OF THE SCOPE OF THE TRAINERS, SO HE CAN UNDERSTAND HOW THAT DOG WILL RESPOND TO HIM WHEN THE TRAINERS THAT THEY'RE USED TO ARE NO LONGER AROUND HIM.

ULTIMATELY, YOU HAVE TO PICK ONE, AND THIS IS THE ONE THAT WE SELECTED.

THIS IS ZEUZ THE Z ON THE BEGINNING AND THE END IS NOT A TYPO.

THAT'S ACTUALLY HOW HIS NAME IS SPELLED.

HE'S A TWO AND A HALF YEAR OLD GERMAN SHEPHERD, BELGIAN MALINOIS MIX, AND HE'S ORIGINALLY FROM EUROPE, HAILING FROM HUNGARY, AND WE ACQUIRED HIM IN DECEMBER OF 2022. SO WHEN YOU LOOK AT ALL THE TRAINING AND CERTIFICATIONS THAT GO INTO THESE DOGS, ACQUIRING THE DOG IS JUST THE BEGINNING REALLY.

ONCE THAT DECISION IS MADE, NATE AND HIS PARTNER THEN GO THROUGH A SEVEN WEEK INTENSIVE PROGRAM.

THAT'S A TRAINING PROGRAM FOR BOTH THE HANDLERS AND THE DOGS.

THEY DO IT TOGETHER.

THERE ARE LONG DAYS, LONG WEEKS.

WHEN YOU THINK ABOUT IT, I GUESS FROM A STANDPOINT, THIS IS A TWO AND A HALF YEAR OLD DOG.

IT'S REALLY LIKE HAVING A TEENAGER AND A TODDLER MIXED INTO A BODY WITH FOUR LEGS.

AND SO PART OF THAT IS GETTING TO KNOW THE DOG AND HOW THEY RESPOND, AND THEN ALSO GETTING THROUGH THOSE POWER STRUGGLES THAT ARE INEVITABLY GOING TO HAPPEN WHEN YOU'VE GOT A DOG THAT THINKS THEY'RE IN CHARGE AND YOU NEED TO REMIND THEM WHO THE BOSS IS.

SO THAT IS A SEVEN WEEK PROGRAM, AND IT'S REALLY THE EQUIVALENT OF A BASIC POLICE ACADEMY FOR DOGS.

IF YOU WERE TO COMPARE THAT TO OUR LIKE OUR POLICE RECRUITS, ONCE THEY GET DONE WITH THAT TRAINING, THEN REALLY THE REAL WORLD TRAINING BEGINS.

ONCE NATE RETURNS BACK, THEY HAVE A THEY TRAIN SEVERAL TIMES A MONTH AND WE HAVE A, A REGIONAL GROUP THAT HE TRAINS WITH, WHICH IS REALLY A GREAT BENEFIT TO THE DOG AND A GREAT BENEFIT TO THE CITY IN THE SENSE THAT WHEN YOU THINK ABOUT IT FOR A COUPLE REASONS.

ONE, IT ALLOWS THIS YOUNG DOG TO GET A LOT OF REAL WORLD EXPERIENCE A LOT MORE QUICKLY THAN IF WE WERE JUST TRYING TO DO THAT HERE IN SOUTHLAKE.

AND IT ALSO BUILDS SOME GREAT PARTNERSHIPS WITH OTHER GREAT HIGH QUALITY CANDIDATES FOR CANINE HANDLERS, ETC.

IN THE AREA. SO BASICALLY HOW THAT WORKS, IF NATE IS OUT FOR ANY REASON, LIKE HE DECIDES TO TAKE A VACATION DAY EVERY ONCE IN A WHILE, THEN WE HAVE THE ABILITY TO CALL ANOTHER HIGH QUALITY CANINE OFFICER HANDLER TO OUR CITY, AND THEY CAN HELP US WITH THAT SERVICE WHILE HE'S NOT AROUND.

SO HERE ARE SOME OF OFFICER ANDERSON AND K-9 ZEUZ TRAINING AND CERTIFICATIONS.

OFFICER ANDERSON IS ACTUALLY ONE OF THE CERTIFYING OFFICIALS FOR THE NATIONAL NARCOTIC DETECTOR DOG ASSOCIATION, WHICH IS ONE OF THE FEW CERTIFYING AGENCIES IN THE NATION.

HE'S ALSO THE CO-LEAD TRAINER FOR REGIONAL CANINE TRAINING GROUP, WHICH IS THE GROUP THAT I REFER TO, THAT'S A DFW TRAINING GROUP, AND HE'S AN INSTRUCTOR FOR SKIDS CATS COURSE, WHICH IS THE SWAT AND CANINE INTERACTING DURING DEPLOYMENT SCHOOL AND CANINE TACTICAL SCHOOL.

AS FAR AS CANINE ZEUZ AND HIS YOUNG CAREER, HE IS ALREADY CERTIFIED IN NARCOTICS DETECTION APPREHENSION, WHICH IS WHAT I TALKED ABOUT EARLIER.

THE PATROL FUNCTIONS, TRACKING AREA, SEARCH, BUILDING SEARCHES, EVIDENCE DETECTION, AND HANDLER PROTECTION.

AND THAT IS ALL I HAVE FOR YOU THIS EVENING.

SO I THINK OUR FOCUS IS REALLY ON THE NARCOTICS AND THE APPREHENSION, PATROL FUNCTIONS PRIMARILY.

THAT'S A TOUGH ACT TO..

ENJOY. SO GOOD EVENING, MAYOR AND COUNCIL MEMBERS.

MY NAME IS MADISON DUNN, AND I'M THE ENVIRONMENTAL AND REGULATORY SUPERVISOR FOR THE CITY OF SOUTHLAKE.

AND TONIGHT I'LL BE TALKING ABOUT OUR LEAD AND COPPER RULE REVISIONS COMPLIANCE PROGRAM, THE UPDATES BEHIND THAT, AND THEN OUR COMMUNICATION STRATEGY GOING FORWARD.

SO TO BEGIN, I WANT TO PROVIDE A HIGH LEVEL OVERVIEW OF LEAD AND COPPER, WHICH ARE GOING TO BE THE CHEMICALS I'M TALKING ABOUT IN THIS PRESENTATION.

SO LEAD AND COPPER CAN BE FOUND NATURALLY IN TEXAS RESERVOIRS WHERE WE POOL OUR WATER FROM, BUT AT EXTREMELY LOW LEVELS.

HOWEVER, IF WATER IS NOT PROPERLY TREATED TO MINIMIZE ITS CORROSIVE TENDENCIES, THE WATER DELIVERED TO THE CUSTOMERS MAY LEACH THAT LEAD AND COPPER FROM THE PIPES AND SHOW UP IN CUSTOMERS PLUMBING. PRIOR TO 1986, LEAD WAS ONE OF THE MOST COMMON CONSTITUENTS USED IN BUILDING PLUMBING, AND IN 1986, CONGRESS ACTUALLY AMENDED THE SAFE DRINKING WATER ACT TO ADJUST HOW WE USE PIPES, SO THEY PROHIBITED THE USE OF PIPES, SOLDER, AND FLUX THAT WERE NOT CONSIDERED LEAD FREE BY DEFINITION.

LEAD FREE, AS IT WAS DEFINED AT THAT POINT, WAS NO MORE THAN 0.2% IN FLUX OR SOLDER, AND NO MORE THAN 8% IN PIPES.

IN 2014, CONGRESS FURTHER REDUCED THE ALLOWABLE CONTENT OF LEAD IN PIPES FROM 8% TO 0.25% IN PIPES.

IN 1991, THE EPA ESTABLISHED THE LEAD AND COPPER RULE TO DECREASE THE STANDARD FOR LEAD IN DRINKING WATER TO 50 PARTS PER BILLION.

ANOTHER ASPECT OF THIS RULE WAS TO ESTABLISH A MAXIMUM CONTAMINANT LEVEL GOAL OF ZERO IN DRINKING WATER FOR LEAD, AND TO ESTABLISH TREATMENT TECHNIQUES THAT UTILITIES CAN UTILIZE TO HELP REDUCE THE CORROSIVE TENDENCIES OF WATER.

IN 2007, THE EPA FURTHER REVISED THESE RULES INTO A SET OF SHORT TERM REVISIONS TO INCLUDE MONITORING TREATMENT, CUSTOMER COMMUNICATION, AND SERVICE LINE REPLACEMENT REQUIREMENTS, AND ONE OF THE LARGER ASPECTS OF THIS RULE WAS TO ENSURE THAT OUR WATER CONSUMERS WERE GETTING TIMELY AND USEFUL INFORMATION FROM OUR UTILITIES.

IN 2021, THE EPA PUBLISHED THE LEAD AND COPPER RULE, REVISIONS WHICH CONTINUED TO STRENGTHEN WHAT THEY HAD ESTABLISHED IN 2007.

BUT THEY ADDED REQUIREMENTS FOR MONITORING LEAD AND COPPER IN SCHOOLS AND CHILD CARE FACILITIES, CREATING A LEAD SERVICE LINE INVENTORY, AND MANAGING A LEAD SERVICE LINE REPLACEMENT PLAN.

SO EVEN THOUGH WE HAD THESE REVISIONS PUBLISHED PRETTY RECENTLY IN 2021, EPA IS ANTICIPATING ON STRENGTHENING THESE RULES FURTHER WITH THE LEAD AND COPPER RULE IMPROVEMENTS, AND THEY'RE ANTICIPATING ON FINALIZING THAT REGULATION IN OCTOBER OF THIS YEAR.

SO ALTHOUGH IT IS A VERY LENGTHY REGULATION AND THERE'S A LOT OF MANDATES BEHIND THE LEAD AND COPPER RULE REVISIONS, THERE'S REALLY FOUR MAIN PRIMARY FOCUSES REPLACING ALL THE LEAD SERVICE LINES IDENTIFIED THROUGH THE INVENTORY SYSTEM, UPDATING THE COMPLIANCE TAB, SAMPLING MONITORING, ADDING NEW ACTION LEVEL, AND PRIORITIZING SENSITIVE OR UNDERSERVED POPULATIONS LIKE CHILD CARE FACILITIES AND SCHOOLS.

MOST OF THESE REQUIREMENTS ARE GOING TO BE MET BY THE COMPLIANCE DEADLINE OF OCTOBER 16TH, 2024.

HOWEVER, ONE OF THE MORE PRESSING INITIATIVES BEHIND THIS REGULATION IS GOING TO BE ESTABLISHING THAT INVENTORY, WHICH MUST BE ESTABLISHED BY THAT OCTOBER DEADLINE.

AS A PUBLIC WATER SYSTEM, THE CITY OF SOUTHLAKE IS REQUIRED BY THE SAFE DRINKING WATER ACT TO COMPLY WITH ALL ASPECTS OF THESE RULE REVISIONS.

AND SINCE THE START OF OUR LEAD AND COPPER TESTING PROGRAM IN 2007, OUR TESTING HAS SHOWN THAT OUR RESULTS ARE CONSISTENTLY BELOW THE ACTION LEVELS SET BY THE EPA.

AND BASED ON THE ANTICIPATED ADJUSTED ACTION LEVEL WE'LL SEE LATER ON THIS YEAR AND PROJECTIONS FROM OUR CONSULTANT, WE ARE EXPECTED TO STAY WELL BELOW THAT ACTION LEVEL.

SO WITH SERVICE LINE REPLACEMENT BEING ONE OF THE PRIMARY INITIATIVES BEHIND THIS NEW SET OF RULE REVISIONS, IT'S IMPORTANT TO IDENTIFY THE RESPONSIBILITY WHEN IT COMES TO REPLACING THOSE LINES.

SO IN THIS GRAPHIC THAT OUR WONDERFUL OK MADE, YOU CAN IDENTIFY WHERE THE CUSTOMER IS RESPONSIBLE FOR THE LINE AND WHERE THE CITY IS RESPONSIBLE FOR THE LINE.

SO THE UTILITY, US BEING THE CITY OF SOUTHLAKE, ARE RESPONSIBLE FROM THE WATER MAIN TO THE WATER METER AND ALL THAT SERVICE IN BETWEEN.

THE PROPERTY OWNER'S RESPONSIBILITY STARTS AT THE SERVICE RIGHT BEHIND THE WATER METER AND GOES THROUGH THE PROPERTY ALL THE WAY UP UNTIL THE INTERNAL PLUMBING.

LAST FALL. THE CONTRACT TO UTILIZE AN OUTSIDE CONSULTANT TO MEET THE COMPLIANCE STANDARDS OF THIS PROGRAM WAS APPROVED BY COUNCIL, AND THIS IS A SCOPE OF WHAT WE'RE ANTICIPATING FOR THIS FISCAL YEAR TO ACHIEVE.

DATA ASSESSMENT IN A PILOT FIELD PROJECT WERE COMPLETED IN FY 23.

JUST PREVIOUS BEFORE WE TURNED OVER TO THE NEXT FISCAL YEAR.

IN APRIL, WE WILL KICK OFF UPDATES TO THE SAMPLING PLAN AND START A COMMUNICATION PLAN WITH OUR CONSULTANT.

AND LATER ON IN THIS YEAR, AFTER WE SEE THE RESULTS OF THOSE FIELD INVESTIGATIONS, WE'LL START DEVELOPING A LEAD SERVICE LINE REPLACEMENT PLAN AND FIND AND FIX PROCEDURES.

LASTLY, WE'LL WRAP UP THE FISCAL YEAR BY DOING COMPLIANCE DOCUMENTATION AND REPORTING TO THE STATE TO SHOW THAT WE ARE MEETING THE STANDARDS OF THIS REGULATION.

AND IN ANTICIPATION OF THE RULE REVISION, STAFF PROGRAMED FUNDING INTO THE CAPITAL IMPROVEMENT PROGRAM FOR LEAD SERVICE LINE REPLACEMENT ON THE CITY SIDE.

SO IN ADDITION TO WORKING WITH OUR CONSULTANT TO DEVELOP A COMMUNICATION PLAN FOR THIS INITIATIVE, PUBLIC WORKS HAS ALSO BEEN WORKING WITH THE OFFICE OF COMMUNICATION AND CUSTOMER EXCELLENCE TO IMPROVE OUR INTERNAL COMMUNICATION METHODS ON WATER QUALITY.

TOGETHER, WE HAVE PLANNED A YEAR LONG CAMPAIGN TO ADDRESS CLARITY, TRANSPARENCY AND THE ASSURANCE TO OUR CUSTOMERS THAT SOUTHLAKE IS MEETING WATER QUALITY STANDARDS AND EXCEEDING THEM. THE CAMPAIGN WILL INCLUDE THE LAUNCH OF A NEW WEBPAGE DEDICATED TO INTRODUCING THIS REGULATION.
