[3. Honors & Recognition: Proclamation recognizing World Autism Day]
AND I WOULD LIKE TO INVITE MISS SOUTHLAKE 2024, ANNETTE ADDO-YOBO WHO'S GOING TO SPEAK ABOUT WORLD AUTISM DAY.AND THEN TELL US ABOUT YOUR WORK HERE.
ALL RIGHT, THIS IS REALLY COOL, REALLY EXCITED.
HELLO, EVERYONE. MY NAME IS ANNETTE ANNETTE ADDO-YOBO, I AM MISS SOUTHLAKE, 2024, IN THE MISS AMERICA ORGANIZATION, COMPETING FOR THE ROLE OF MISS TEXAS LATER IN JUNE OF THIS YEAR AND I'M VERY HONORED TO BE HERE BEFORE YOU ALL TODAY AND TALK A LITTLE BIT ABOUT MY PLATFORM, WHICH IS ALL ABOUT AUTISM AWARENESS, SAFETY AND EDUCATION.
AS IMMIGRANTS TO THIS COUNTRY, WE HAD A LARGE LEARNING CURVE TO OVERCOME AND KNOWING FIRST OF ALL, WHAT AUTISM WAS, BUT HOW WE COULD BE THE BEST SUPPORTERS AND ADVOCATES FOR SOMEONE LIKE MY BROTHER AND THROUGH THAT, AS A YOUNG CHILD, I GREW UP AND LEARNED HOW TO BECOME AN ADVOCATE AND BE A LOUD VOICE ABOUT AUTISM IN OUR SCHOOLS, IN OUR COMMUNITIES, AND IN OUR LAW ENFORCEMENT TRAINING.
IT WAS GOD THAT DAY THAT SAVED MY BROTHER'S LIFE BECAUSE AT THE SAME TIME HE WENT MISSING.
I HAD A MIGRAINE AND I WAS NOT FEELING WELL AND DIDN'T FEEL SAFE TO DRIVE HOME.
AND SO I CALLED MY FATHER TO COME AND PICK ME UP FROM SCHOOL, AND WAS ON MY DAD'S WAY TO COME AND PICK ME UP THAT HE FOUND MY BROTHER WANDERING ON THE INTERSECTION AND UNFORTUNATELY, I SHARE THAT STORY WITH A LOT OF AMERICANS WHOSE FAMILIES HAVE LOVED ONES ON THE SPECTRUM AND SO I MADE IT MY DUTY TO NOT JUST BE A VOICE, BUT TO BE A PRESENCE AND A FORCE IN OUR COMMUNITIES AND SO, AS MISS SOUTHLAKE, I'VE HAD THE HONOR TO SPEAK WITH OUR POLICE DEPARTMENTS, WITH OUR SCHOOLS, WITH NATIONAL RECOGNIZED ORGANIZATIONS THAT ARE FOCUSED ON AUTISM, AND EVEN HAD THE INCREDIBLE OPPORTUNITY TO GO TO WASHINGTON, DC IN MARCH TO SPEAK TO FEDERAL AND STATE LEGISLATORS ABOUT IMPORTANT BILLS THAT WOULD ADVANCE AUTISM RESEARCH, PROGRAMING AND FUNDING ACROSS OUR NATION AND SO I'M VERY HONORED TO PARTNER WITH AUTISM SPEAKS AND TO HAVE THIS PROCLAMATION TO DECLARE WORLD AUTISM DAY IN THE CITY OF SOUTHLAKE ON APRIL 2ND OF EVERY YEAR.
[00:05:01]
THIS IS A GREAT WAY TO NOT ONLY SPREAD AWARENESS ABOUT AUTISM, BUT TO HONOR THE HARD WORK AND COMMITMENT OUR FAMILIES, OUR LOVED ONES, OUR FRIENDS IN THE COMMUNITY HAVE PUT TOWARDS AUTISM AND MAKING SURE THAT OUR LOVED ONES ON THE IN THE AUTISTIC COMMUNITY FEEL SAFE, HONORED, LOVED AND APPRECIATED.COUNCIL, ANY QUESTIONS OR COMMENTS? WELL, WE'RE GOING TO DO A PROCLAMATION THEN.
OKAY, SO HERE'S A PROCLAMATION.
WHEREAS WORLD AUTISM DAY AWARENESS DAY WAS CELEBRATED ON THE SECOND DAY OF APRIL 2024 AND WHEREAS AUTISM SPECTRUM DISORDER AFFECTS MILLIONS OF INDIVIDUALS WORLDWIDE, REGARDLESS OF RACE, ETHNICITY OR SOCIOECONOMIC STATUS AND WHEREAS THIS AWARENESS PROVIDES AN OPPORTUNITY TO PROMOTE UNDERSTANDING, ACCEPTANCE AND INCLUSION OF INDIVIDUALS WITH AUTISM WITHIN OUR COMMUNITY, AND WHEREAS, INDIVIDUALS WITH AUTISM POSSESS UNIQUE TALENTS, ABILITIES, AND PERSPECTIVES THAT ENRICH OUR SOCIETY AND CONTRIBUTE TO THE DIVERSITY OF OUR COMMUNITY AND WHEREAS EARLY INTERVENTION ACCESS TO APPROPRIATE SUPPORT SERVICES AND EDUCATIONAL OPPORTUNITIES ARE ESSENTIAL IN MAXIMIZING THE POTENTIAL OF INDIVIDUALS WITH AUTISM, AND WHEREAS IT IS IMPERATIVE THAT WE WORK TOGETHER AS A COMMUNITY TO FOSTER A SUPPORTIVE ENVIRONMENT THAT EMBRACES NEURODIVERSITY AND PROMOTES EQUAL OPPORTUNITIES FOR INDIVIDUALS WITH AUTISM.
CONGRATULATIONS AND THANK YOU SO MUCH, APPRECIATE YOU.
OKAY, ONCE AGAIN, BEST OF LUCK AS YOU REPRESENT SOUTHLAKE IN MISS AMERICA.
IT'S VERY COOL. ALL RIGHT, NEXT WE'RE GOING TO GO TO WORK SESSION AGENDA ITEM NUMBER 4.
[4. Discuss all items on tonight's agenda. No action will be taken and each item will be considered during the Regular Session.]
YOU GUYS KNOW WE'RE GOING TO DO THE WHOLE MEETING WHILE Y'ALL ARE SITTING HERE RIGHT? YOU GET TO ENJOY THE WONDERFULNESS THAT IS CITY COUNCIL.NO I'M JUST KIDDING. WE'RE GOING TO DO THE CONSENT AGENDA REALLY QUICKLY.
SO TONIGHT OUR CONSENT IS ITEM 4-A.
APPROVE THE MINUTES FROM THE APRIL 2ND, 2024 REGULAR CITY COUNCIL MEETING ITEM 4B APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH TSK TO PROVIDE A CONCEPT PLAN FEASIBILITY STUDY FOR THE SOUTHLAKE TOWN HALL PLAZA RENOVATION PROJECT IN AN AMOUNT NOT TO EXCEED $194,800.

COUNCIL, IS THERE ANYTHING ELSE WE WANT TO PUT ON CONSENT? ANYTHING ELSE WE CAN PUT ON CONSENT? WELL, MAYOR AND COUNCIL, I WOULD NOTE FOR THE RECORD, WITH RESPECT TO ITEMS 6A AND 6B, THE APPLICANT FOR THOSE TWO ITEMS REQUESTED TO TABLE THOSE ITEMS TO OUR MAY 7TH, 2024 REGULAR CITY COUNCIL MEETING.
YEAH, AND THAT'S LEGALLY BECAUSE WE'VE ALREADY NOTICED THE PUBLIC HEARING.
SO THE APPLICANT'S ALREADY REQUESTED A TABLE.
ALL RIGHT AND THEN MAYOR AND COUNCIL I'VE GOT TWO.
THIS IS NOT AN ADDITIONAL AMOUNT.
SO 9A I'D LIKE TO MOVE THIS TO APPROVE ON CONSENT.
IT'S THE APPROVING THE CONTRACT.

[00:10:06]

AND WE WILL TAKE THOSE UP AFTER OUR EXECUTIVE SESSION.
AND WITH THAT WE'LL MOVE ON TO WORK SESSION AGENDA NUMBER FIVE RECOGNITION OF OUTGOING THAT'S ME.
[5. Recognition for outgoing Mayor John Huffman. Reception to follow in the lobby.]
RECOGNITION OF ME.I HAVE NO NOTES ON THIS, SO I DON'T KNOW WHAT YOU GUYS HAVE COOKED UP, BUT EVERYONE JUST BUCKLE UP, OKAY? NO NOTES. I'M SHOCKED.
OKAY, I'VE GOT A FEW NOTES. WELL, THANK YOU, MAYOR AND COUNCIL.
I'LL STEP IN AND AND LEAD US ON RECOGNIZING THE SERVICE OF MAYOR JOHN HUFFMAN.
SO FIRST WE'LL START WITH THE PROCLAMATION FOR MAYOR HUFFMAN.
AFTER HAVING DILIGENTLY SERVED THE SOUTHLAKE COMMUNITY FOR THREE YEARS AS MAYOR, THE HONORABLE JOHN HUFFMAN HAS LEFT AN INDELIBLE MARK ON THE CITY OF SOUTHLAKE, EMBODYING DEDICATION, LEADERSHIP, AND A COMMITMENT TO PROGRESS.
AND WHEREAS, PRIOR TO ASSUMING THE ESTEEMED POSITION OF MAYOR, JOHN DEMONSTRATED UNWAVERING DEVOTION TO SOUTHLAKE THROUGH EXTENSIVE VOLUNTEER WORK ON THE CITY COUNCIL FROM 2015 TO 2021 AS A COUNCIL MEMBER, AND PRIOR TO THAT HAVING SERVED ON THE ZONING BOARD OF ADJUSTMENT AND WHEREAS, JOHN PROMOTED THE FORMATION OF THE TARGET INDUSTRY RECRUITMENT TASK FORCE WITH A MISSION TO FACILITATE AND ASSIST IN THE RECRUITMENT AND ATTRACTION OF TARGET INDUSTRY PROSPECTS TO THE CITY OF SOUTHLAKE, DEMONSTRATING THE CITY'S VALUE, PREMIER LOCATION, SKILLED WORKFORCE AND TALENT, WORLD CLASS BUSINESSES, HIGH QUALITY OF LIFE AND THOUGHTFULLY PLANNED COMMUNITY AND WHEREAS JOHN HAS CONTINUED WITH PRUDENT FISCAL POLICIES, PRIORITIZING TAX RELIEF FOR RESIDENTS AND BUSINESSES, LEADING TO CONSECUTIVE YEARS OF LOWERED PROPERTY TAX RATES AND A SUBSTANTIAL REDUCTION OF CITY DEBT, WHILE SIMULTANEOUSLY INVESTING IN VITAL INFRASTRUCTURE AND COMMUNITY ASSETS SUCH AS PARKS AND SPORTS FIELDS AND WHEREAS JOHN HAS SET A PRECEDENT FOR TRANSPARENT AND ACCESSIBLE GOVERNANCE, ENGAGING RESIDENTS IN A MEANINGFUL DIALOG AND ENSURING THAT THE VOICES OF ALL CITIZENS WERE HEARD AND VALUED, THEREBY FOSTERING A STRONGER SENSE OF COMMUNITY AND CIVIC PARTICIPATION.
WHEREAS I KATHY TALLEY COUNCILWOMAN PLACE ONE FOR THE CITY OF SOUTHLAKE DO HEREBY EXPRESS THAT IT HAS TRULY BEEN A DISTINCT HONOR AND PRIVILEGE TO WORK WITH JOHN OVER THE LAST THREE YEARS, NOT ONLY ON COUNCIL, BUT IN SERVICE TO SO MANY ORGANIZATIONS IN OUR COMMUNITY.
WHEN I THINK ABOUT HIS SERVICE TO SOUTHLAKE, HERE IS WHAT IMMEDIATELY COMES TO MIND.
FRIENDSHIP. STANDING FOR WHAT YOU BELIEVE IN.
STRONG BELIEF IN OUR CITY AND ALL OF OUR RESIDENTS.
CHAMPION OF OUR CHAMBER AND OUR LOCAL BUSINESSES.
CREATING INITIATIVES THAT FOCUS ON BRINGING BUSINESSES TO SOUTHLAKE.
A SUPPORTER OF PROGRAMS THAT HELP THOSE LESS FORTUNATE AND SO MUCH MORE.
HE WILL TRULY BE MISSED, BUT I KNOW, JOHN, YOUR FUTURE IS BRIGHT.
THANK YOU FOR YOUR FRIENDSHIP, YOUR LEADERSHIP, AND YOUR WILLINGNESS TO STEP IN AND SERVE.
MAY GOD BLESS YOUR PATH AHEAD, AND MAY YOU AND YOUR FAMILY ALWAYS FIND JOY.
THANK YOU AND WHEREAS I SEAN MACASKILL COUNCILMAN PLACE 3 FOR THE CITY OF SOUTHLAKE DO HEREBY EXPRESS THAT IT HAS BEEN A BLESSING AND A PRIVILEGE TO HAVE SERVED ON SOUTHLAKE CITY COUNCIL WITH MAYOR JOHN HUFFMAN SINCE 2015.
JOHN LEADS BY EXAMPLE WHILE ALLOWING ALL OF US ON CITY COUNCIL TO HAVE OUR VOICE, PURSUE OUR POLICIES AND INTERESTS, AND HE LEADS THE TEAM FOR THE GREATER GOOD OF SOUTHLAKE AND ALL OF OUR FELLOW RESIDENTS, WHETHER IT IS AN EARLY MORNING COFFEE OR AN EVENING EVENT OR MEETINGS IN BETWEEN.
[00:15:07]
JOHN HAS SERVED THE CITY OF SOUTHLAKE WITH GRACE, COMPASSION, EFFORT AND A TRUE SERVANT'S HEART FOR OUR COMMUNITY.COUNCIL MEMBER RONELL SMITH COULD NOT BE HERE TONIGHT, SO I'M GOING TO TAKE HIS PART AND IT'S AN INSIDE JOKE, BUT I HAVE TO FUMBLE AROUND WITH THE MICROPHONE A LITTLE BIT BECAUSE THAT'S HIS THING. CAN YOU HEAR ME? ALL RIGHT. WE LOVE YOU, RONELL.
COUNCILMAN PLACE 4 FOR THE CITY OF SOUTHLAKE DO HEREBY EXPRESS MY APPRECIATION FOR YOUR MORE THAN DECADE OF CONTINUED SERVICE TO OUR COMMUNITY, LEADING BY FAITH AND WITH INTEGRITY AND A PROFOUND COMMITMENT TO FAMILY VALUES.
MY LASTING IMAGE OF YOU WILL BE OF HOW YOU PROVE ME WRONG.
SAYING AS YOU DID IN 2016 AT THE TREE LIGHTING, ONE DAY YOU'LL BE UP HERE WITH US.
I THOUGHT YOU WERE CRAZY FOR EVEN THINKING IT.
YOU AND YOUR LOVELY FAMILY HAVE BEEN FOREVER.
HAVE BEEN AND FOREVER WILL BE AN INDELIBLE PART OF THIS GREAT COMMUNITY.
AND FOR THAT, WE SHOULD ALL BE THANKFUL.
SOUTHLAKE IS FULL OF HUMBLE SERVANTS.
YOU WERE ALWAYS AT THE HEAD OF THE PACK IN THAT REGARD.
YOUR SUPPORT FOR ME AS A NEWLY ELECTED COUNCIL MEMBER.
YOU'RE AN EVEN BETTER MAN AND YOU WILL BE MISSED.
WHEREAS I AMY TORRES-LEPP COUNCILWOMAN PLACE 5, FOR THE CITY OF SOUTHLAKE, DO HEREBY EXPRESS MY SINCERE GRATITUDE FOR MAYOR JOHN HUFFMAN'S DEDICATION AND COMMITMENT TO THE CITY. IT HAS BEEN A PLEASURE TO SERVE WITH JOHN OVER THESE LAST FEW YEARS, AND I HAVE LEARNED A LOT ABOUT SERVANT LEADERSHIP FROM HAVING SERVED WITH HIM, HIS PASSION FOR LEADING, WHILE ALLOWING EACH COUNCIL MEMBER TO HAVE THEIR VOICE TO BEST SERVE OUR RESIDENTS, HAS BEEN COMMENDABLE.
AS A LEADER AND SERVANT OF THE CITY, I WILL MISS SERVING ALONGSIDE JOHN AS WE ALL WILL AND WHEREAS I, RANDY WILLIAMSON COUNCILMAN PLACE 6 FOR THE CITY OF SOUTHLAKE TO HEREBY EXPRESS THAT MAYOR HUFFMAN IS A DEDICATED PUBLIC SERVANT WHOM I HAVE SERVED ALONGSIDE FOR CLOSE TO A DECADE.
LOCAL BUSINESSES CAN ALWAYS COUNT ON MAYOR HUFFMAN TO BE THERE TO SUPPORT THEM.
NOW. THEREFORE, I, SEAN MCCASKILL, AS MAYOR PRO TEM AND ON BEHALF OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, HEREBY MAKE THIS PROCLAMATION IN HONOR OF MAYOR JOHN HUFFMAN AND IN RECOGNITION OF HIS THREE YEARS OF ESTEEMED SERVICE TO THE CITY OF SOUTHLAKE AND ALL OF THE RESIDENTS OF OUR COMMUNITY.
THANK YOU GUYS. THAT WAS REALLY VERY TOUCHING.
NOW WE GET TO THE FUN PART WHERE WE GET TO DO SOME MORE PERSONAL STORIES.
FUNNY STORIES. DID I AUTHORIZE ANY OF THESE STORIES, OR ARE THESE, LIKE, SANITIZED OR? NO, NO. OH, GOSH.
BUT FIRST WE'RE GOING TO START WITH THE DEPUTY MAYOR PRO TEM KATHY TALLEY.
SO I'M GOING TO TELL THREE STORIES.
DON'T WORRY. WE'RE NOT GOING TO BE HERE ALL NIGHT.
NOT BECAUSE OF ME, BUT I THINK THEY REALLY HIGHLIGHT SOME OF THE THINGS I TALKED ABOUT AND WE ALL TALKED ABOUT FOR JOHN THE QUALITIES THAT HE EXUDES.
AND SO THE FIRST STORY IS LIKELY ONE MOST OF NOBODY UP HERE PROBABLY KNOWS EXCEPT JOHN AND I AND IT WAS WHEN I HAD DECIDED TO RUN FOR OFFICE, WHAT SEEMS LIKE A LONG TIME AGO NOW AND SOME THINGS THAT HAPPENED THERE WAS CHATTER GOING ON IN THE COMMUNITY, LOTS OF POLITICAL CHATTER.
AND I WAS NEW TO ALL OF THIS, AND I WAS VERY UPSET AND VERY CONCERNED.
AND I DON'T KNOW IF YOU REMEMBER, YOU'LL REMEMBER THIS WHEN I TELL IT AND I CALLED JOHN, WHO I BARELY KNEW HE WAS AT THAT TIME A COUNCILMAN, AND HE HAD BEEN VERY KIND AND OFFERED HELP AND SUPPORT. YOU KNOW, AS I ENTERED THIS REALM OF POLITICS AND RUNNING FOR OFFICE AND I ACTUALLY REMEMBER EXPRESSING TO HIM ON THE PHONE THAT I DON'T KNOW IF I WANT TO DO THIS AND HE SAID, WHERE ARE YOU RIGHT NOW? AND I TOLD HIM I WAS DRIVING AND HE SAID, MEET ME AT X COFFEE SHOP, AND I'LL BE THERE IN FIVE MINUTES AND HE WAS AND HE WAS VERY THOUGHTFUL AND MINDFUL IN HIS WISDOM AND ADVICE AND I'LL NEVER FORGET THAT, BECAUSE THAT WAS THE BEGINNING OF ME ENTERING INTO THIS POLITICAL REALM AND BEING ON COUNCIL AND THAT JUST SPEAKS TO THE KIND OF PERSON YOU ARE.
I DON'T KNOW WHAT YOU WERE DOING, BUT YOU DROPPED WHAT YOU WERE DOING.
[00:20:04]
EVE. MY AND I'VE TOLD THIS STORY ONCE IN PUBLIC.MY FAMILY AND I WERE PREPARING TO HAVE 25 FAMILY MEMBERS OVER FOR CHRISTMAS EVE.
I DIDN'T THINK ANYTHING OF IT. ANYWAY, WE'RE IN THE MIDDLE OF COOKING.
IT'S THE AFTERNOON AND SOME ALARM GOES OFF IN MY HOUSE.
I GO DOWN THE HALL TO LOOK FOR SOMETHING, AND I SEE WATER IN THE HALL ON THE FLOOR AND THAT, YOU KNOW, FOR THOSE OF YOU WHO'VE GONE THROUGH THAT, YOU KNOW WHAT I'M TALKING ABOUT. IT'S TERRIBLE AND AS WE AS I WALKED INTO OUR BEDROOM, WATER WAS POURING OUT OF THE CEILING.
I THOUGHT A HOT WATER HEATER HAD BROKEN.
I WASN'T THINKING ABOUT FIRE SPRINKLERS.
SO I CALLED JOHN AND HE SAID, OKAY, I CAN'T GET THERE RIGHT NOW.
IS THAT OKAY? AND I WAS LIKE, WELL, YEAH, IT'S CHRISTMAS EVE.
YES, THANK YOU AND SURE ENOUGH, NOT ONLY DID HE COME, BUT HE CAME WITH HIS FATHER.
YOU KNOW, HE HAD FAMILY IN TOWN, OF COURSE, FOR CHRISTMAS AND HE HELPED MR. TALLEY AND MY SON, THEY ALL, YOU KNOW, WE FIGURED OUT IT WAS THE FIRE SPRINKLERS AND SO FORTH.
SO YOU KNOW, LOTS OF HELP THERE.
YOU CAME OVER WITH YOUR FATHER, AND YOU HELPED US BECAUSE WE DIDN'T KNOW WHAT TO DO.
I WAS TELLING THIS STORY TO SOMEONE.
I WANT TO SAY JUST A FEW MONTHS AGO AND SHE SAID, WELL, YOU KNOW WHY HE COULDN'T GET THERE RIGHT AWAY, RIGHT? AND I SAID, NO, WHAT ARE YOU TALKING ABOUT? WELL, WE ALSO HAD A HOUSE FIRE IN SOUTHLAKE THAT DAY, AND SHE SAID THE REASON HE COULDN'T GET THERE QUICKER IS BECAUSE HE AND ELIZABETH AND THEIR CHILDREN AND SOME OTHER FRIENDS HAD STEPPED IN TO HELP THIS FAMILY WHO HAD BASICALLY, YOU KNOW, THERE I THINK IT WAS A TOTAL LOSS, IF I REMEMBER RIGHT, THEY HAD JUST LOST THEIR ENTIRE HOME TO FIRE AND THEY HAD OF COURSE, THIS IS WHO THEY ARE.
THIS IS THAT'S THE PERSON. THIS IS THE HUSBAND.
WE WERE AT THE ECLIPSE, AND IT HAPPENED.
SO THANK YOU. THANK YOU SO MUCH, KATHY.
GOOD LUCK. JOHN, YOU KNOW, WE'VE KNOWN EACH OTHER A WHILE.
WE'VE HAD KIDS PLAY BASEBALL TOGETHER.
MY WIFE AND KIDS HAVE TRAVELED WITH YOUR WIFE AND KIDS TO PLAY BASEBALL AND DO LOTS OF DIFFERENT THINGS AND I'LL NEVER FORGET STANDING ON YOUR BACK PORCH WHEN WE FIRST STARTED THIS LITTLE JOURNEY HERE AND HE WAS LIKE, HEY, HOW WOULD YOU FEEL ABOUT CITY COUNCIL? I WAS LIKE, I THINK THAT SOUNDS CRAZY.
THERE'S NO WAY, NO WAY I'M GOING TO RUN FOR THAT.
HE SAID, DON'T WORRY, IT'S NOT A BIG DEAL.
YOU KNOW, IT'S ONLY ABOUT 15, 20 MEETINGS, TOPS.
IT'S BEEN AN INCREDIBLE JOURNEY.
I THINK IT'S BEEN GREAT. YOU KNOW, I HATE TO SEE YOU LEAVE.
I KNOW WHATEVER'S NEXT FOR YOU WILL BE GREAT.
I KNOW YOU AND YOUR FAMILY WILL BE BLESSED.
I'M JUST GOING TO LEAVE WITH THAT ONE.
I THINK THAT YOU'VE BEEN A GREAT MAYOR.
WE'VE WATCHED THE CITY KIND OF FLOURISH IN A TIME WHEN THERE'S A LOT OF STUFF GOING ON NATIONALLY THAT COULD BE A REAL ISSUE FOR A TOWN LIKE OURS AND I THINK THAT YOU'VE LED WITH GRACE, YOU'VE LED WITH WISDOM, AND I THINK YOU'VE SOUGHT OUT THOSE THAT ARE WISER THAN US.
YOU KNOW, AT TIMES THAT WE NEED THAT AND I THINK THAT'S COMMENDABLE.
I THINK YOUR ENGAGEMENT, LIKE I SAID, WITH THE CITIZENS, HAS BEEN AMAZING.
I THINK THERE'S VERY FEW THAT COULD STEP IN AND DO THAT, YOU KNOW, TO THE DEGREE YOU HAVE AND I THINK THAT GOD HAS GREAT PLANS FOR YOU AND YOUR FAMILY, AND I WISH YOU THE BEST OF LUCK. THANKS, RENEE.
THANK YOU SO MUCH. FIRST THING I THOUGHT OF WHEN I STARTED WRITING NOTES ABOUT YOU, JOHN WAS SIMILAR TO WHAT KATHY SAID, AND THAT IS THAT YOU ALWAYS TAKE MY CALL AND I'M NOT THE ONLY ONE CALLING YOU
[00:25:02]
AND IF YOU DON'T TAKE MY CALL, YOU SEND ME A TEXT, I'LL CALL YOU RIGHT BACK.AND YOU DO AND YOU ARE THE GUY THAT WHEN SOMEBODY NEEDS YOU, YOU'RE THERE.
JOHN'S LIKE, NO PROBLEM AND I'M COUNSELING MY SON LIKE HE'S VERY BUSY RIGHT NOW.
LIKE YOU'RE GOING TO NEED TO GIVE HIM LEEWAY.
AND HE NEEDS IT TOMORROW, RIGHT.
LIKE YOU'RE GOING TO NEED TO GIVE THEM LIKE SIX WEEKS OR SOMETHING AND JOHN WAS LIKE, NO PROBLEM.
I, WE HAD A CELEBRATION FOR MY NEW GRANDBABY AND JOHN ON A WEEKEND DAY IN THE MIDDLE OF THE DAY BETWEEN MEET AND GREETS, MADE IT TO MY HOUSE TO COME CELEBRATE WITH MY FAMILY FOR MY GRANDBABY.
HE IS THE EPITOME OF SOMEBODY WHO IS THERE AND SUPPORTS THE PEOPLE THAT CHAMPION AROUND HIM AND LOOKING BACK AT THESE PICTURES, THE LEGACY THAT YOU LEAVE BEHIND YOUR KIDS, THAT SWEET LITTLE PICTURE OF YOU AND ELIZABETH AND THE KIDS IN THE EARLY DAYS, IT JUST SHOWS HOW A? IT'S A FAMILY AFFAIR.
RIGHT? BUT B, YOU'RE, YOU'VE BEEN DOING THIS A LONG TIME.
YOU WERE A BABY, TO CELEBRATE YOUR 40TH BIRTHDAY HERE WITH US WAS PRETTY SPECIAL.
I DO WANT TO SAY, YOU KNOW, WE'RE GOING TO MISS.
I MEAN, I KNOW Y'ALL AREN'T GOING ANYWHERE, BUT, ELIZABETH, I DON'T KNOW WHERE YOU ARE, BUT YOU YOU'RE AMAZING, AND YOU'RE THE CHAMPION. YOU TRULY ARE THE WOMAN HERE THAT HELPS HIM BE THE MAN HE IS AND FROM, YOU KNOW, COMING UP WITH IDEAS FOR COUNCIL, FOR TRUNK OR TREAT AND BETWEEN BASEBALL GAMES, SHE'S RUNNING HOME AND PAINTING A NINE FOOT POSTER OF A SCOREBOARD AND ORGANIZING THE RANGERS.
WE ALL WEAR GEAR TO CELEBRATE OUR RANGERS AND SHE IS JUST AS MUCH PLUGGED IN AS ARE THE KIDS AS WE KNOW AND SO WE'RE GOING TO MISS THIS WHOLE FAMILY UP HERE.
TRULY. THE LAST STORY I'M GOING TO.
I WE CAN'T STOP PLAYING WORDLE EVERY DAY.
I MEAN, COME ON, WE PLAY WORDLE EVERY DAY.
YEAH, I DON'T KNOW. WHAT WAS YOUR THIRD GUESS? WE GO BACK AND FORTH EVERY MORNING, SO PLEASE DON'T LET THAT STOP, BECAUSE THAT'S TRULY FUN AND THE LAST STORY I WANT TO TELL, IT KIND OF GOES BACK TO THE GUY THAT WILL STEP IN AND DO ANYTHING. I HAVE CALLED HIM FOR SPECIAL FAVORS TWICE, FOR SPECIAL BOURBON GIFTS FOR FRIENDS AND I'LL TELL HIM A LITTLE BIT, YOU KNOW, ONE WAS MY SON.
I SAID, YOU KNOW, HE WANTS A SPECIAL BOTTLE.
JOHN SAID, I'VE GOT THE PERFECT BOTTLE AND HE SAID, AND I SAID, JUST TELL ME WHAT IT IS AND LIKE, I'LL GO BUY IT, RIGHT? HE'S LIKE, NO, I'M GOING TO GO TO MY STORE AND I'M GOING TO GET IT FOR YOU.
I'M LIKE, OKAY. HE'S LIKE, WHAT'S YOUR BUDGET? AND I TELL HIM, YOU KNOW, WELL, IT'S FOR MY SON, SO JUST PICK SOMETHING GREAT.
SO WE MEET IN THE 7-ELEVEN PARKING LOT AT [INAUDIBLE] AND SOUTHLAKE BOULEVARD, AND HE THROUGH THE WINDOW HANDS ME A PAPER BAG. I AM LIKE, THIS LOOKS REALLY BAD, JOHN.
SO BAD. SO I'M, LIKE, LOOKING AROUND, IS THERE ANYBODY WATCHING US PASS OFF THIS BOURBON? BUT THAT IS, YOU KNOW, YOU DIDN'T JUST TELL ME WHAT TO GO BUY.
YOU ARE A GUY. YOU ARE A BOOTS ON THE GROUND LEADER.
YOU LEAD BY EXAMPLE AND YOU TRULY ARE A FRIEND AND WHEN MY DAD MAKES LEFTOVER LOBSTER RISOTTO BALLS OUT OF THE THANKSGIVING LOBSTER RISOTTO, YOU WILL ALWAYS BE INVITED OVER TO PARTAKE IN THOSE.
I SEE THE LOOK YOU'RE GETTING. I GET A LITTLE NERVOUS.
OKAY. RANDY AND I WERE ON A LEASE TOGETHER.
I DON'T KNOW WHERE WE'RE GOING TO TALK ABOUT THAT A LITTLE BIT.
OKAY? ALL RIGHT, TALK A LITTLE BIT ABOUT THAT AND ANDREW TOO.
WE'LL TALK ABOUT HIM A LITTLE BIT ON THERE AS WELL.
SO I'M GLAD COUNCIL MEMBER TORRES-LEPP BROUGHT UP THE PICTURES BECAUSE I HAD WRITTEN DOWN.
ARE WE JUST GOING TO IGNORE THE AGE PROGRESSION THAT WE'RE SEEING GO ACROSS OUR SCREEN HERE? I CAN TELL YOU THAT I STARTED UP HERE OLD AND JUST CONTINUED TO GET OLD.
SO YOU CAN PUT ALL THE PICTURES YOU WANT UP HERE, AND THEY WON'T CHANGE PRETTY MUCH.
LIKE WE NEED TO ASK THE VOTERS ABOUT THAT, I MEAN THAT WHAT IS THE AGE CUTOFF FOR THE CHARTER? I'M NOT SURE, BUT NO.
BUT, MAN, WE HAVE WALKED SOME ROADS TOGETHER UP HERE.
I HAD LISTED ICE STORMS, YOU KNOW, VISITING FIRE DEPARTMENTS TOGETHER WITH OTHER COUNCIL MEMBERS TO JUST TAKE WATER AND JUST TO GO IN AND SAY THANK YOU TO OUR STAFF FOR THE WORK THEY'RE DOING AT THE WORST TIMES POSSIBLE.
[00:30:04]
GOSH SO MANY TIMES THAT JUST FUN THINGS LIKE TRUNK OR TREAT, YOU KNOW, WITH YOU AND ELIZABETH AND AMY AND I AND DOING THAT OVER AT THE FIRE DEPARTMENT, A HOME REMODEL COMING INTO OUR HOUSE WONDERING HOW LONG WAS IT GOING TO BE UNTIL THE REFRIGERATOR WAS OUT OF THE LIVING ROOM? WHEN COULD WE MOVE THAT THING? BUT BY THE WAY, THESE GUYS DO INCREDIBLE REMODEL WORK IF YOU NEED ANYTHING DONE.YOU DID MENTION THE LEASE SOME HUNTING TYPE STUFF.
WE HAVE DONE SOME FUN HUNTING TRIPS, FOR SURE.
BUT WHAT CAME TO MIND? I KNOW, I SEE THE LOOK.
WHAT CAME TO MIND TO ME WAS THE FACT THAT I WOULD SAY THAT YOU, ME, ANDREW AND MY TWO BOYS, BEN AND JAKE, COULD BE HONORARY MEMBERS OF THE DOVE CONSERVATION SOCIETY OF AMERICA BECAUSE WE'VE BEEN ON A NUMBER OF HUNTING TRIPS AND WE WOULD HAVE STARVED HAVE WE NOT HIT THE ATV BEFORE WE WENT? SO WE WOULD HAVE HAD TO EAT GRASSHOPPERS.
THE DOVE WERE VERY SAFE IN FRONT OF OUR GUNS.
EXACTLY. COUNCIL MEMBER TALLEY HUSBAND CONTINUES TO INVITE US BACK BECAUSE THE POPULATION IS IN NO JEOPARDY WHEN WE HEAD OUT TO THE TALLEY RANCH, BUT WE HAVE A GOOD TIME WITH IT, SO WE HAVE A GOOD TIME AND THEN JUST GREAT TIMES EATING AND JUST ENJOYING EACH OTHER'S COMPANY.
AND I KNOW THE FUTURE IS BRIGHT FOR YOU WHEREVER THAT GOES.
AND I THINK ABOUT HOW DO I THINK OF EACH OF THEM.
AND IT'S HARD I MEAN, YOU'VE DONE SO MANY GREAT THINGS, BUT THE THING I KIND OF JOTTED IT DOWN WAS JUST YOU HAVE ALWAYS HAD A MIND THAT'S WORKING AND THINKING ABOUT WHAT ARE THINGS THAT I CAN BRING TO THE CITY TO MAKE SOUTHLAKE A BETTER PLACE AND THAT'S HOW I WOULD LOOK AT YOUR TIME HERE, IS THAT'S WHAT IT'S BEEN ALL ABOUT IS MAKING A SOUTHLAKE A BETTER PLACE.
BUT I KNOW YOU'RE NOT GOING FAR.
THANKS, RANDY. APPRECIATE YOU.
WE MISTAKENLY FILED AGAINST EACH OTHER BACK IN 2015.
YOU KNOW, THAT FAILURE TO COMMUNICATE, WHICH ELIZABETH AND LAURA, YOU KNOW, REMINDED US OF.
LIKE, YOU GUYS DIDN'T TALK ABOUT THIS, YOU KNOW? AND THERE WAS ANOTHER SEAT OPEN ON CITY COUNCIL, BUT WE CHOSE TO FILE FOR THE SAME SEAT, YOU KNOW, NOT THINKING, BUT THANKFULLY FOR ME, WE WERE ONLY OPPONENTS FOR 24 HOURS.
I THINK AFTER A COUPLE OF CUPS OF COFFEE AT QUARTER BAKERY, WE CAME TO THE REALIZATION THAT IT MIGHT BE BETTER TO FILE FOR DIFFERENT PLACES ON CITY COUNCIL AND THE REST IS HISTORY. WE WERE BOTH ELECTED IN 2015, AND OVER THE PAST NINE YEARS, I HAVE SEEN FIRSTHAND AND BEHIND THE SCENES THE AMOUNT OF WORK THAT JOHN HAS PUT INTO HIS SERVICE ON COUNCIL AND AS MAYOR.
IT'S NOT ONLY THE VOLUME OF HOURS FOR MEETINGS, BUT IT'S REALLY HOW HE POURS HIMSELF INTO IT, HIS HEART AND HIS CARE AND COMPASSION THAT HE HAS FOR THIS ENTIRE COMMUNITY.
YES. THERE'S BEEN MEETINGS WITH RESIDENTS, YOUNG AND OLD, CHAMBER OF COMMERCE, RIBBON CUTTINGS, BUDGET MEETINGS, WORKING WITH OUR SCHOOL DISTRICT ON SCHOOL SAFETY, OUR YOUTH SPORTS GROUPS AND SPORTS FIELDS, AND REALLY HIS BEST WORK.
OH, YOU WERE RIGHT THERE WITH ME, SIR.
THERE'S A STORY BEHIND THAT, AND I THINK I'D PROBABLY INCRIMINATE MYSELF.
SO WE'RE JUST GOING TO LEAVE THE PICTURE TO TELL THE STORY.
I THINK MAYOR HILL PUT US UP TO IT, BUT THERE'S NO DOUBT.
IT WOULD BE DIFFICULT AND PROBABLY IMPOSSIBLE FOR ALL OF US TO VOLUNTEER AND PUT IN THESE HOURS THAT WE DO IF WE REALLY DIDN'T ENJOY SERVING WITH EACH OTHER AND OUR FELLOW CITY COUNCIL COLLEAGUES AND FROM THAT DAY ONE, BACK IN 2015 THROUGH TONIGHT, I HAVE TRULY BEEN BLESSED TO HAVE SERVED WITH MY FRIEND JOHN HUFFMAN, AND I'VE ENJOYED EVERY MINUTE OF IT.
THERE ARE NO GAMES WITH HOW HE HANDLES HIS BUSINESS ON CITY COUNCIL, AND HOW HE DECIDES TO CAST HIS VOTES ON APPLICATIONS AND OTHER ITEMS. IT'S ALWAYS ALL ABOUT SOUTHLAKE.
THERE'S LOTS, BUT JUST TWO THAT I'D LIKE TO SHARE.
[00:35:03]
BACK IN 2021, WHEN THE BIG FREEZE HAPPENED IN SOUTHLAKE LOST WATER FOR A FEW DAYS AND WE GOT TO VISIT AND LEARN WAY TOO MUCH ABOUT THE WATER SYSTEM IN SOUTHLAKE AND THE WATER TANKS AND WE VISITED THE TANKS ON PEARSON LANE AND, YOU KNOW, WITHOUT WATER THERE WAS NO SHOWER.SO, YOU KNOW, WE WERE LOOKING A LITTLE ROUGH.
BUT THANKFULLY WITH FACEBOOK LIVE, I DON'T KNOW IF WE HAD FILTERS BACK THEN THAT MADE IT LOOK PRESENTABLE, BUT IT WAS SOME OF OUR BEST WORK, I THINK, BECAUSE THAT WAS A TOUGH TIME AND I THINK THE RESIDENTS APPRECIATED JUST HEARING FROM COUNCIL MEMBERS THAT BY THAT POINT THE WATER WAS FLOWING BACK INTO SOUTHLAKE AND THE WORST WAS OVER AND THAT WAS A GREAT IDEA AND I'M GLAD WE DID IT.
JUST TO SAY, HERE'S WHAT'S GOING ON WITH THIS.
HERE'S WHY, YOU KNOW, IT HAS TO GO THROUGH ITS PROCESS.
WE CAN'T REALLY SAY HOW IT'S GOING TO END UP.
THERE WAS BOURBON INVOLVED IN, YOU KNOW, WE'RE NOT PROFESSIONALS AS FAR AS VIDEOGRAPHY, BUT THE BOURBON BOTTLE AND GLASSES WERE PROMINENTLY FEATURED IN THE FACEBOOK LIVE BROADCAST. SO IT IS WHAT IT IS.
IT'S WHO WE ARE, BUT I'M GLAD WE DID THAT ONE.
THAT WAS A GREAT IDEA AS WELL.
I'LL JUST WRAP UP BY SAYING, YOU KNOW, ONE OF MY FAVORITE MOVIES IS FRIDAY NIGHT LIGHTS.
I KNOW MOST PEOPLE IN THIS ROOM HAVE SEEN IT, AND WE'RE A FOOTBALL TOWN.
BUT THE COACH'S SPEECH AT HALFTIME OF THE STATE CHAMPIONSHIP FOOTBALL GAME REALLY IT HITS ME EVERY TIME HE TALKS ABOUT BEING PERFECT AND THE COACH SAYS PERFECT IS NOT ABOUT A SCOREBOARD. IT'S NOT ABOUT WINNING OR LOSING.
AND THAT'S WHAT JOHN HUFFMAN HAS DONE FOR NINE YEARS WITH WITH SOUTHLAKE.
THANKS BRO. THANK YOU SO MUCH.
NEXT WE'RE GOING TO TURN IT OVER TO ALISON ORTOWSKI, OUR CITY MANAGER.
MISS ORTOWSKI. GOOD EVENING MAYOR.
YOU KNOW, I'M I'M SO HONORED AND PRIVILEGED TONIGHT TO BE ABLE TO TALK TO YOU ON BEHALF OF THE TEAM AND THANK YOU FOR YOUR SERVICE ON BEHALF OF ALL OF US AND IT IS A BIG THANK YOU.
YOU KNOW, I WAS LOOKING AT THE STATS THAT WE PULLED TOGETHER HUNDREDS OF MEETINGS OVER THE ALMOST DECADE OR OVER A DECADE OF SERVICE THAT YOU'VE GIVEN COUNTLESS HOURS AND THE ONE THING THAT STRUCK ME AS I WAS LOOKING THROUGH IT IS THE MAN IN THE ARENA QUOTE.
AND I'VE ALWAYS PERSONALLY FOUND THAT VERY INSPIRING.
BUT I ALSO THINK IN THIS MOMENT, IT EXEMPLIFIES THE TYPE OF COURAGE THAT IT TAKES TO STEP INTO THIS ARENA OF SERVICE IN THE WAY THAT YOU HAVE AND AS YOU KNOW, WE ALWAYS HAVE A TRADITION HERE.
WHENEVER WE SAY FAREWELL TO SOMEONE, AS WE ASK THE TEAM TO SUBMIT THREE WORDS THAT THEY WOULD USE TO DESCRIBE WHOMEVER IT IS THAT WE ARE SAYING FAREWELL TO AND SO THE TEAM HAS DONE THAT TONIGHT.
I DON'T THINK YOU'LL BE SHOCKED TO KNOW THAT ENERGETIC WAS THE MOST, YOU KNOW, MENTIONED.
I THINK TO A PERSON, EVERYONE, OR AT LEAST MOST EVERYONE SAID ENERGETIC IMAGINATIVE, INNOVATIVE, CONFIDENT HONEST, FAITHFUL INVENTIVE.
SO PAINTING A PICTURE OF SOMEONE WHO REALLY MOTORED UP MOTIVATED US TO THINK DIFFERENTLY ABOUT THINGS, TO APPROACH THINGS FROM A NEW PERSPECTIVE, PERHAPS ASK QUESTIONS IN A WAY THAT WE HADN'T BEFORE.
SOMEONE WHO WAS DEDICATED TO NOT ONLY THE SERVICE THAT EVERYONE HAS DESCRIBED TONIGHT, BUT ALSO WORDS THAT DESCRIBE SOMEONE WHO HONORS HIS FAMILY. SO WE'RE GRATEFUL TO YOU FOR STEPPING INTO THAT ARENA AND BRINGING YOUR VISION AND ENERGY TO THE CITY AND OF COURSE, THAT GRATITUDE EXTENDS TO YOUR FAMILY, TO ELIZABETH AND EVERYONE HERE.
WE KNOW THAT IT TRULY TAKES A TEAM TO DISPLAY AND TO BE DEDICATED TO THE SERVICE ARENA IN THIS WAY AND SO TONIGHT, STAFF EXTENDS OUR THANKS TO ALL OF YOU AS WELL.
BEFORE YOU GO, WE DO HAVE SEVERAL TOKENS OF APPRECIATION THAT WE HAVE PUT ON THE TABLE DOWN HERE.
YOU'LL SEE FROM ACROSS THE CITY WE HAVE STREET SIGN JOHN HUFFMAN WAY THERE MIGHT PERHAPS.
THAT IS AWESOME. YOU KNOW, A CARD BOX, WHICH WE TYPICALLY DO AS A TRADITION, CARDS THAT, YOU KNOW, FROM THE TEAM AND ACROSS THE CITY THAT YOU CAN TAKE WITH YOU WORDS OF THANKS FOR YOU AND YOUR SERVICE.
SO WE WANTED TO MAKE SURE THAT YOUR TRUNK WAS FILLED WITH SWAG FROM THE CITY BEFORE YOU LEFT.
[00:40:03]
I LOVE IT. I LOVE WHAT IS THE [INAUDIBLE] POLICY ON JOHN HUFFMAN WAY? HOW DOES THAT WORK FOR ME? YOU PUT IT ON TOP OF YOUR CAR AND FIGURE IT OUT.YEAH. CHIEF? YES? HE'S NOT SAYING ANYTHING. OKAY, WE'LL FOLLOW UP ON THAT.
AS YOU CONTINUE, WHAT WE ARE CERTAIN IS GOING TO BE A LIFE DEDICATED TO SERVICE IN THE ARENA.
THANK YOU SO MUCH, ALISON AND SO NOW.
MAYOR HUFFMAN, WE'RE GOING TO LET YOU SPEAK.
SHE SAYS CAUTIOUSLY. ON THE PODIUM DOWN THERE, THERE'S A LITTLE THING WITH BUTTONS ON IT.
SO WHEN IT TURNS GREEN, YOU HAVE.
ALL RIGHT AND YOU GUYS ARE A CAPTIVE AUDIENCE AND IF YOU LEFT, IT WOULD BE RUDE.
SO I'M GOING TO SAY EVERY WORD.
I CAN'T POSSIBLY THANK YOU GUYS ENOUGH FOR ALL THOSE WORDS AND NOR COULD I TOP THAT? BUT I DO HAVE A COUPLE OF THINGS I WANT TO SAY TO YOU GUYS ON THE DAIS AND EVERYONE THE AUDIENCE.
THIS HAS BEEN AN INCREDIBLE JOURNEY.
SO, BELIEVE IT OR NOT, TONIGHT IS MY 217TH, BY MY COUNT, COUNCIL MEETING IN THE NINE YEARS SINCE MAY 15TH AND WHEN I GAVEL OUT OF TONIGHT'S MEETING, IT WILL BE FOR THE LAST TIME, NINE YEARS AND 217 MEETINGS.
WHEN MAYOR LAURA HILL TOOK ME TO BREAKFAST AT CORNER BAKERY IN THE FALL OF 2014 AND ASKED ME TO CONSIDER RUNNING FOR HER PLACE ON CITY COUNCIL, WE EMBARKED ON A JOURNEY AND I HAD NO CLUE WHERE IT WAS GOING TO LEAD.
I TRULY DID NOT HAVE ANY INTENTION OF EVER RUNNING FOR OFFICE, CERTAINLY NOT RUNNING FOR MAYOR, BUT WE FELT CALLED TO IT AND WE STILL FEEL CALLED TO IT AND AS WE WALK AWAY, WE'RE JUST SO GRATEFUL. SO THANKFUL TO HAVE HAD THIS OPPORTUNITY TO SERVE YOUR FAMILIES AND AS WE LEAVE WITH FULL HEARTS AND AN IMMENSE SENSE OF GRATITUDE TO EVERYONE WHO HAS MADE THIS SERVICE SO SPECIAL.
SO A LOT OF PEOPLE HAVE ASKED HOW I FEEL AS I PREPARE TO GIVE UP THE GAVEL.
AND CERTAINLY IT'S BITTERSWEET.
MANY THINGS I WILL MISS, SOME I WILL NOT MISS.
I'VE BEEN ABSENT FOR A LOT OF BALL GAMES, AND LET ME TELL YOU, YOU CAN HEAR WHEN I'M ABSENT.
THERE'S A NOTICEABLE QUIET IN THE STANDS WHEN I'M ABSENT.
IT WILL COME AS A SHOCK TO NONE OF YOU WHEN I SAY THAT I AM THE DAD THAT YELLS AT THE REFS UNTIL THEY GIVE ME THAT LOOK, THAT LOOK THAT SAYS ONE MORE WORD AND I'M KICKING YOU OUT. WHICH IS FINE.
IT'S GOOD TO ESTABLISH BOUNDARIES, MANAGE EXPECTATIONS.
HE UNDERSTANDS ME. WE'RE GOOD.
BUT PLEASE UNDERSTAND THAT TO DATE, THIS HAS BEEN THE BUTTONED UP, ELECTED OFFICIAL VERSION OF ME AND SO IF YOU'RE A BASKETBALL REF IN NORTH TEXAS AFTER MAY 7TH, JUST GET READY, ALL RIGHT? I'M COMING OUT.
I WILL NOT MISS SKIPPING DINNERS WITH MY WIFE ON TUESDAYS.
ALTHOUGH SHE MIGHT MISS TAKEOUT TUESDAYS.
I WILL NOT MISS GETTING YELLED ON THE HELLSCAPE THAT IS FACEBOOK.
I'LL BE HONEST. I WON'T MISS SOME OF THE UGLINESS THAT'S INFECTED OUR MODERN POLITICS.
YOU KNOW, THERE'S NO DOUBT THAT THIS SERVICE COMES AT A COST.
BUT HERE'S THE THING. THE LIST OF THINGS THAT I WILL MISS IS MUCH LONGER.
I'LL MISS THE RIBBON CUTTINGS, THE DONUTS WITH DADS.
I'LL MISS THE RETREATS AND OH, BY THE WAY, I SHOULD NOTE THAT THESE ARE NOT REALLY RETREATS.
SO WHEN YOU GUYS SEE THIS COUNCIL IS GOING ON SUMMER RETREAT.
WE'RE AT THE MARK, NOT AT CABO.
I JUST WANT TO MAKE THAT VERY CLEAR, BECAUSE THAT HAS COME UP BEFORE.
BUT I'LL MISS THEM. I'LL MISS DREAMING ABOUT AND PLANNING FOR THE FUTURE OF THIS AMAZING CITY.
I'LL MISS WORKING WITH ALL OF COUNCIL AND STAFF TO KEEP IMPROVING THE EXCELLENT SERVICES THAT WE DELIVER, WHILE AT THE SAME TIME CUTTING PEOPLE'S TAXES AND SECURING SOUTHLAKE FINANCIAL FUTURE.
YOU KNOW, IN SOME WAY I'LL MISS THE MEDIA ATTACKS.
[00:45:02]
IT'S LIKE ALL I HEAR IS, YOU KNOW, THEY HATE US BECAUSE THEY AIN'T US AND IT FEELS KIND OF GOOD.THERE'S A LITTLE BIT OF SATISFACTION TO IT AND COUNCIL AND STAFF.
WHAT I'LL MISS MOST IS ALL OF YOU, YOU HAVE MADE THIS WORK SO ENJOYABLE.
THAT IS WHAT I WILL MISS THE MOST.
THAT IS WHAT MY FAMILY WILL MISS THE MOST AS WELL.
YOU'VE MADE ALL THIS VERY WORTH IT.
SO A COUPLE NOTES ABOUT THE HISTORY HERE.
MY NINE YEARS ON COUNCIL AND AS MAYOR, I'VE HAD THE CHANCE TO WORK ON SOME REALLY COOL PROJECTS.
SOME WE'VE SEEN GO FROM GROUNDBREAKING TO RIBBON CUTTING.
WE I WILL TELL YOU A COUPLE OF THE THINGS I'M MOST THANKFUL TO HAVE WORKED ON.
THE WESTEND AND SOUTHLAKE, THAT WAS DIRT AS WELL.
WE BROKE GROUND, WE CUT THE RIBBON AND NOW IT'S BECOME THE EVENT HUB OF THE ENTIRE CITY.
YOU KNOW, THE WEST END AND METHODIST SOUTHLAKE AND FAIR TECHSMARTT AND STELLA AND EVO AND SPRUCE AND SO MANY INCREDIBLE BUSINESSES THAT HAVE COME AND WITH OWNERS AND ENTREPRENEURS WHO ARE PUTTING DOWN ROOTS IN SOUTHLAKE.
I SEE FORMER MAYOR TERRELL IN THE AUDIENCE.
WHAT A JOURNEY THAT'S BEEN AND WE ARE SO PROUD TO CONTINUE TO SUPPORT THAT INCREDIBLE PROJECT.
THE PICKLEBALL COURTS ARE OPEN FOR BUSINESS.
COULDN'T BE MORE HAPPY ABOUT THAT.
WE WELCOMED FURY THE DRAGON IN DISTRICT 114.
THE TURF PROJECT IS FULLY UNDERWAY.
A MUCH NEEDED UPGRADE TO OUR SOFTBALL AND BASEBALL AND SOCCER FIELDS.
WE'VE CUT TAXES FIVE TIMES BELOW THE EFFECTIVE RATE.
WE INCREASED OUR COMMITMENT TO OUR FRIENDS AT CISD, AND THE KIDS IN THE CITY OF SOUTHLAKE BY FUNDING FOUR MORE FTES FOR OUR AWARD WINNING SRO PROGRAM AND LAST BUT NOT LEAST, THE PARK VILLAGE FOUNTAIN HAS WATER AND IT WORKS MOST OF THE TIME. WHAT A WIN, YOU KNOW, AND SOME THINGS I WON'T GET TO SEE.
COMPLETED THE WHITE CHAPEL BRIDGE.
REPAIR GRAND OPENINGS AT CARILLON PARK.
THE TOWN SQUARE PLAZA UPGRADES CAPITAL GRILLE.
I WAS SO CLOSE ON CAPITAL GRILLE, AND I KNOW FORMER MAYORS DON'T LIKE USUALLY GET INVITED TO THE SOFT OPENINGS, BUT I WILL BE A VERY RECENT FORMER MAYOR WITH A LOT OF LIKE, RESIDUAL MAYOR AURA.
I'M JUST SAYING, LIKE, AT LEAST LIKE SAVE ME A FILLET OR SOMETHING.
SNEAK ONE OUT IN A DOGGY BAG, SEAN.
HONESTLY, I'M SO PROUD OF THEM.
I'M SO PROUD OF THE WORK WE'VE DONE.
I'M ALSO PROUD OF THE WORK WE'VE DONE ON THIS COMMUNITY OVER THE LAST THREE YEARS.
I MEAN, IF YOU REMEMBER BACK TO WHERE WE WERE IN MAY OF 21, REMEMBER WHAT WE WERE GOING THROUGH AS A CITY, REMEMBER THE MEDIA ATTACKS AND HOW THEY WERE RAKING US THROUGH THE MUCK? THE NATIONAL ARTICLES AND THE PODCASTS AND THE NIGHTLY NEWS STORIES SEEMED LIKE EVERYBODY HAD AN OPINION ON HOW RACIST AND BROKEN THIS CITY WAS AND WE SAID WHEN WE TOOK OFFICE THAT WE'RE NOT GOING TO TELL THEM THAT WE AREN'T THESE THINGS.
THEY'RE SAYING WE'RE GOING TO SHOW THEM AND THAT'S WHAT WE DID.
WE'VE SHOT OFF FIREWORKS FOR INDEPENDENCE DAY.
WE RECOGNIZE RIGHT HERE IN THE FOYER, OVER A DOZEN YOUNG SOUTHLAKE SENIORS GRADUATING WHO ARE GOING TO ROTC AND MILITARY ACADEMIES, WHO ACTUALLY ARE THERE RIGHT NOW AND WE THANK THEM FOR THEIR SENSE OF PATRIOTISM AND DUTY TO THIS COUNTRY.
WE HONORED THE 20TH ANNIVERSARY OF THE 9/11 ATTACKS, AND WE ERECTED A SPECIAL PIECE OF ART IN BICENTENNIAL SO THAT EVERYONE CAN COMMEMORATE THOSE EVENTS AND REMEMBER WHAT IT MEANT TO US AS A COUNTRY AND WHAT IT STILL MEANS.
WE'VE WATCHED A FULL SOLAR ECLIPSE FROM TOWN SQUARE, AND I WAS GIDDY LIKE A SCHOOL BOY.
I WAS SO EXCITED RUNNING AROUND TOWN SQUARE.
IT WAS SO DARK. IT WAS AMAZING, BUT IT WAS REALLY SPECIAL.
THE ONLY ONE THAT WILL EVER HAPPEN IN SOUTHLAKE IN ALL OF OUR LIVES.
WE'VE COME TOGETHER TIME AND TIME AGAIN.
TO CELEBRATE EACH OTHER, AND I FEEL CONFIDENT THAT THE FABRIC OF THIS CITY HAS NEVER BEEN STRONGER AND THREE YEARS LATER, WE RACK UP WIN AFTER WIN AND WE SEE THAT ALL THAT CRITICISM, WHILE LOUD AND DISTRACTING, DIDN'T MAKE ONE SINGLE DENT IN OUR RESOLVE TO BUILD ONE OF THE GREATEST COMMUNITIES IN THIS COUNTRY.
[00:50:07]
AND WE'RE NOT PERFECT.NO COMMUNITY EVER IS BECAUSE A COMMUNITY IS JUST A PLACE FULL OF IMPERFECT PEOPLE.
BUT WHAT WE'VE BUILT IS VERY GOOD.
IN MANY WAYS IT'S ASPIRATIONAL, AND I KNOW BECAUSE OF THE WORK WE'VE DONE OVER THE LAST NINE YEARS AND THE WORK THAT YOU ALL WILL DO WHEN I'M GONE, THIS COMMUNITY WILL REMAIN ASPIRATIONAL FOR YEARS TO COME.
OKAY, IT'S A LOT OF THANK YOUS.
FIRST, I WANT TO SAY A DEEP THANKS TO EVERYONE WHO HAS TAKEN THE TIME OVER THE LAST THREE YEARS TO PUBLICLY THANK AND SUPPORT ELIZABETH AND ME TO MAKE A POINT OF TELLING US YOU'RE PRAYING FOR US, TO SEND US BIBLE VERSES TO STAND UP FOR US, TO ENCOURAGE US TO BE A POSITIVE VOICE.
BELIEVE IT OR NOT, NOT ALL COMMUNICATION WE GET IN THIS JOB IS POSITIVE.
BUT IT ALWAYS SEEMED LIKE WHEN WE FELT THE LONELIEST ONE OF YOU, PROBABLY PROMPTED BY THE HOLY SPIRIT, WOULD REACH OUT, WOULD SAY A WORD, OR SHOOT US AN ENCOURAGING TEXT, AND IT WOULD BE EXACTLY WHAT WE NEEDED TO GET THE STRENGTH TO KEEP GOING FORWARD AND I WOULD ENCOURAGE YOU TO CONTINUE TO DO THE SAME FOR SEAN AND LAURA AND FOR EVERYONE UP HERE ON THE DAIS, ALL OF US TO A PERSON, WAKE UP EVERY SINGLE DAY THINKING ABOUT HOW WE CAN MAKE THIS CITY A BETTER PLACE FOR YOU AND YOUR FAMILIES. AND WHEN THE CRITICISM REACHES A FEVER PITCH IN THE MIDST OF ALL THE ONLINE VITRIOL AND THE BACKSTABBING, WE KNOW THAT SO MANY OF YOU STAND BEHIND US AS WE DO ALL OF THIS WORK, AND WE ARE GRATEFUL FOR YOU, AND WE LOVE TO HEAR FROM YOU.
LET ME SAY A SPECIAL THANKS TO CHRISTINE KEMP HERE IN THE AUDIENCE, KK.
YES. PLEASE GIVE HER A ROUND OF APPLAUSE.
EVERYBODY IN POLITICS NEEDS A KK.
I TELL YOU, CAMPAIGN MANAGER, FRIEND, CONFIDANTE, PARTY PLANNER, BODYGUARD, THERAPIST.
EVERYBODY IN POLITICS NEEDS A KK.
I'M TELLING YOU, I'M SO GRATEFUL FOR THE LOVE THAT YOU'VE SHOWN MY FAMILY AND ESPECIALLY MY WIFE.
THE REALITY IS, THEIR EFFORT IS A HUGE REASON WHY I'VE BEEN ABLE TO DO THIS.
TO THE FOLKS WHO REALLY RUN THE CITY.
I HAVE BEEN SO HONORED TO HAVE A FRONT ROW SEAT TO WATCH AS YOU DO THE PEOPLE'S WORK HERE.
THERE'S A REASON YOU WIN ALL THOSE AWARDS.
YOU'RE THAT GOOD AND YOU DON'T GET TOLD THAT ENOUGH.
AND I THANK YOU SO MUCH FOR ALL THE INCREDIBLE WORK YOU DO.
ON BEHALF OF ALL OF US, I WANT TO THANK THE FORMER AND CURRENT OTHER ELECTED OFFICIALS IN THE ROOM.
I SEE SO MANY OF YOU. I SEE FORMER MAYOR TERRELL, FORMER MAYOR OR SORRY, FORMER COUNCILMAN MARTIN SCHILLING, SCHOOL BOARD TRUSTEE ERIC LANNON SAW COUNTY COMMISSIONER GARY FISCUS. GARY, WHERE ARE YOU? AND COUNTY JUDGE ANDY EADS FROM? DENTON COUNTY, GUYS, I HOPE I DIDN'T FORMER COUNCIL MEMBER JEFF WANG AND SO MANY BOARDS AND COMMISSION MEMBERS.
WE REALLY AS ELECTEDS ON THIS DAIS, WE STAND ON THE SHOULDERS OF GIANTS.
IT'S BEEN INCREDIBLE TO THE COUNCIL MEMBERS ON THE DAIS.
I CAN'T THANK YOU ENOUGH FOR ALL THE SUPPORT, FOR THE KIND WORDS, FOR YOUR GENEROSITY, FOR YOUR TIME AND YOUR SERVICE KATHY TALLEY YOUR INCREDIBLE WORK ON BEHALF OF THE CITY OVER DECADES, LITERALLY DECADES IS AN EXAMPLE TO ALL OF US.
IF THERE WAS AN AWARD FOR VOLUNTEER IN CHIEF, YOU WOULD WIN IT FOREVER.
IN FACT, WE SHOULD PROBABLY JUST GIVE THAT TO YOU NOW.
YOU GIVE AND GIVE AND GIVE AND YOU EXPECT NOTHING IN RETURN AND YOU ARE VERY GOOD AT WHAT YOU DO.
THANK YOU SO MUCH FOR YOUR FRIENDSHIP AND YOUR LISTENING EAR AND YOUR WISE COUNSEL OVER THESE YEARS.
TO RANDY, DOCTOR ROBBINS, WE DID START THIS JOURNEY THREE YEARS AGO, AND I DON'T THINK EITHER OF US KNEW ON MY BACK PORCH WHAT WHAT LAY IN STORE. BUT YOU AND ME AND AMY, YOU KNOW, WE WERE THREE OF THE FAB FIVE, AND WE WENT THROUGH A LOT, AND WE GREW AND OUR RELATIONSHIPS.
THAT'S A BOND THAT WILL NEVER BE DUPLICATED.
NOTHING. THERE'S NO ONE EVER BE A RACE LIKE THAT.
YOUR PASSION FOR THIS COMMUNITY AND YOUR LEADERSHIP, ESPECIALLY IN THE REALM OF ECONOMIC DEVELOPMENT, IS GOING TO SERVE SOUTHLAKE SO WELL, ESPECIALLY OVER THE NEXT THREE YEARS AS YOU GET INTO YOUR SECOND TERM AND MOST OF YOU GUYS KNOW THIS, BUT RANDY ROBBINS HOLDS THE DISTINCTION OF BEING THE COUNCIL MEMBER WITH THE FASTEST CAMPAIGN PROMISE FULFILLED OF ALL TIME.
[00:55:09]
IS LEFT AND WE'RE LIKE, OKAY, RANDY, WE'RE GOING TO GET A MOVIE THEATER.WE'RE NEVER GOING TO BE ABLE TO TOP THAT.
WE THANK YOU SO MUCH FOR YOUR WORK AND KEEP IT UP.
YOU'RE DOING A PHENOMENAL JOB.
HE'S OFF WORK AND WORKING HARD FOR HIS FAMILY AND I APPRECIATE HIM SO MUCH AND HIS SUPPORT.
WE WERE SO HAPPY THAT HE THAT HE DECIDED TO STEP UP.
HE DID IT AND HE NEVER LOOKED BACK AND WE APPRECIATE HIS PASSION FOR THE FAMILIES OF SOUTHLAKE.
I KNEW YOU WOULD BE INCREDIBLE COMING ON.
YOU'VE EXCEEDED ALL EXPECTATIONS.
IT'S HARD AND YOU DO IT SO WELL.
YOU DO IT WITH SO MUCH GRACE AND CLASS.
AND I REALLY THINK YOUR PERSPECTIVE AS A LOCAL BUSINESS OWNER NOT ONLY ALLOWS YOU TO GIVE BACK AND SUPPORT OTHER PEOPLE IN OUR IN OUR SITUATION, BUT IT GIVES YOU JUST A GREAT PERSPECTIVE ON HOW TO CONTINUE TO DO THAT IN YOUR ELECTED WORK.
THANK YOU FOR YOUR FRIENDSHIP.
YOU'VE BEEN INCREDIBLE AND YOU AND SCOTT, BOTH TO RANDY IS THE REAL RANDY.
OKAY? BUT WE'RE GOING. HE'S BEEN HERE LONGER.
YOU'VE BEEN LIKE AN OLDER BROTHER TO ME.
MAYBE I WAS ON ZBA, BUT I WAS UP HERE FOR A CASE THAT WAS CLOSE TO MY HOUSE AND I INTRODUCED MYSELF TO LAURA, WHO'S ON COUNCIL AND THEN I INTRODUCED MYSELF TO YOU, AND I DIDN'T HAVE A BEARD. YOU DON'T EVEN RECOGNIZE ME, I DIDN'T, I LOOKED VERY YOUNG.
YOU WERE LIKE, WHO IS THIS KID? WHO'S THIS GUY'S KID? BUT I INTRODUCED MYSELF.
I WAS LIKE, THAT'S RANDY WILLIAMSON.
OH, HE'S A BIG WIG. HE'S A BIG SHOT.
AND THANK YOU SO MUCH FOR ALL YOUR WORK.
THANK YOU SO MUCH FOR EVERYTHING YOU DO TO MY BUDDY SEAN.
MAYOR ELECT BROTHER FROM ANOTHER MOTHER.
JOHN, YOU REALLY HAVE BEEN ONE OF MY VERY BEST FRIENDS SINCE WE STARTED ALL THIS CRAZY WORK, SINCE WE FILED AGAINST EACH OTHER BRIEFLY, AND I FIGURED OUT THAT I COULDN'T BEAT YOU AND I HAD TO MOVE UP.
MY WIFE WILL TELL YOU THAT I THINK OUT LOUD.
SO WHEN I TALK, THE THOUGHTS AREN'T ENTIRELY FORMULATED AND SHORN.
FOR A LONG TIME HAS BEEN, AND MANY OF THE FOLKS IN COUNCIL HAVE BEEN THE BENEFICIARIES OF THAT.
LIKE, IS THIS GUY KNOW WHAT HE'S DOING? AND, YOU KNOW, WE GET THERE, THOUGH, WE GET THERE EVENTUALLY.
THANK YOU SO MUCH FOR LISTENING AND BEING A GREAT SOUNDING BOARD AND YOU KNOW, WITH SEAN WHAT YOU SEE IS WHAT YOU GET AND HIS ABSOLUTELY INDOMITABLE WORK ETHIC AND THOUGHTFUL LEADERSHIP IS GOING TO SERVE THIS COUNCIL SO WELL AND SERVE THESE CITIZENS SO WELL.
WHEN YOU'RE MAYOR SEAN, SO PROUD OF YOU, MAN.
COULDN'T BE HAPPIER TO BE HANDED MY GAVEL OVER TO YOU.
ALL RIGHT, A FEW MORE THANKS TO MY MOM AND DAD WHO ARE HERE TONIGHT.
FOR THOSE OF YOU WHO DON'T KNOW MOM AND DAD, MR., DOCTOR, RICK, DOCTOR, AND MRS. RICK HUFFMAN WATCH EVERY COUNCIL MEETING.
OKAY, SO FOR ALL OF YOU APPLICANTS, IF YOU ACT THE FOOL RIGHT, MRS HUFFMAN IS GOING TO KNOW, ALL RIGHT AND I'M GOING TO LET YOU KNOW TO KNOW AND THEY KNOW MORE AT THIS POINT ABOUT CITY PLANNING THAN I THINK I DO.
YES, PLEASE TO MY KIDDOS CAROLINE, ANDREW AND ANNA.
YOU HAVE GROWN UP IN THIS CRAZY WORLD WHERE MOM AND DAD ARE VERY PUBLIC.
YOU'VE DEALT WITH US BEING ABSENT A WHOLE LOT.
[01:00:02]
BUT YOU ALWAYS DO IT WITHOUT COMPLAINING AND, YOU KNOW, IT'S SO FUN TO HEAR PEOPLE TALK ABOUT OTHER ADULTS TALK ABOUT HOW INCREDIBLE YOU GUYS ARE, HOW WELL BEHAVED, HOW ENGAGING.YOU GUYS SET AN INCREDIBLE EXAMPLE.
YOU'VE BEEN UNDER THE MICROSCOPE TOO AND FOR THAT I AM SORRY.
BUT I HOPE THAT YOUR MOM AND DAD HAVE MODELED WHAT IT'S LIKE TO SERVE YOUR COMMUNITY WELL, SO THAT WHEN YOU GROW UP AND HAVE A FAMILY AND MOVE TO YOUR OWN CITIES, THAT YOU WILL DO THE SAME. SO THANK YOU FOR LENDING ME TO THE CITY FOR THESE YEARS, AND I'M EXCITED TO SPEND MORE TIME WITH YOU.
ALL RIGHT TO THE FIRST LADY OF SOUTHLAKE AND TO TRY TO MAKE IT THROUGH THIS.
THANKS FOR BEING THE ROCK OF THIS FAMILY, FOR LEADING THE KIDS SO WELL.
I DON'T KNOW, I MEAN, PEOPLE THINK I'M BUSY.
I LIVE WITH YOU AND I DON'T KNOW HOW YOU DO WHAT YOU DO.
BETWEEN TEACHING THEM AND GIVING BACK TO SO MANY PEOPLE AND ALWAYS BEING READY TO.
IT'S INCREDIBLE AND YOU'VE NEVER ONCE COMPLAINED.
YOU'VE ALWAYS HAD A VETO OVER MY POLITICAL ADVENTURES, AND I APPRECIATE YOU NEVER USING IT.
NOT ONLY THAT, YOU DIVE IN AND YOU OWN WHATEVER ROLE YOU HAVE, AND YOU CERTAINLY OWN THIS ONE.
AND YOU'VE DONE THE WORK RIGHT ALONGSIDE ME, MAKING THIS COMMUNITY A BETTER PLACE.
I KNOW GOD CALLED US TO THIS WORK, AND I'M VERY EXCITED TO SEE WHERE THE JOURNEY TAKES US NEXT.
OKAY, I GOT TO TELL YOU GUYS ONE OF THE MY FAVORITE THINGS TO DO AS MAYOR.
THEY GIVE ME A KEY TO THE BALCONY.
I LOVE GOING OUT IN THE FESTIVALS AND SEEING THE CROWDS AND HEARING THE MUSIC AND, YOU KNOW, KIDS LAUGHING AND RUNNING AND JUST JUST KNOWING THE WORK WE'VE DONE HERE HAS CREATED THAT OPPORTUNITY.
I LIKE GOING UP THERE WITH THE MAYOR FOR A DAYS.
THE LITTLE KIDS, THEY FEEL LIKE THEY'RE ON TOP OF THE WHOLE WORLD.
AND THEY ARE I LIKE THE QUIET DAYS, TOO.
AND THE ANSWER WAS AND CONTINUES TO BE A RESOUNDING NO FOR TWO REASONS.
FIRST, MY FAMILY AND I REMAIN CONFIDENT THAT GOD CALLED US DOWN THAT PARTICULAR ROAD, WHEREVER IT LED, WHATEVER THE OUTCOME AND THAT CONFIDENCE HAS NOT CHANGED AND SECOND, MORE IMPORTANTLY, I KNEW WHEN I FILED FOR CONGRESS INSTEAD OF MAYOR, I HAD SUPREME CONFIDENCE THAT SOUTHLAKE WOULD BE IN REALLY GOOD HANDS AND THAT CONFIDENCE, I WILL TELL YOU, IS EVEN STRONGER TODAY.
I KNOW THAT MAYOR MCCASKILL AND THIS COUNCIL WILL CONTINUE TO DO THE WORK.
THEY'LL BE JOINED BY FRANCIS CHARLIE, AND THEY WILL ALL BAND TOGETHER AND CONTINUE TO DO THE PEOPLE'S WORK AND DO A GREAT JOB AND LET ME START TO WRAP UP WITH A COUPLE OF WORDS OF WARNING.
THE FIRST IS THIS. WE HAVE A LOT.
TO BE PROUD OF, BUT WE ALSO HAVE A LOT OF WORK TO DO IN THE FUTURE HERE IN THE CITY.
WE HAVE TO BE CAREFUL AS WE ENTER THIS NEW STAGE OF SOUTHLAKE'S GROWTH.
WE HAVE TO BE CAREFUL THAT WE DON'T FORGET WHERE WE CAME FROM.
I MEAN, THE FACT OF THE MATTER IS, 40 YEARS AGO, SOUTHLAKE WAS A MUCH DIFFERENT PLACE.
I MEAN, WITHIN ALL OF OUR LIFETIMES, IT WAS A SLEEPY SUBURB WITH MORE COWS THAN PEOPLE.
WHERE WE'RE SITTING NOW WAS AN EGG FARM IN 1709, WAS A TWO LANE BLACKTOP, AND THE IDEA THAT THIS CITY WOULD SOON, WITHIN 40 YEARS, BECOME ONE OF THE MOST PROMINENT MEDIUM SIZED CITIES IN TEXAS.
MAYBE THE COUNTRY, I THINK, WOULD SOUND LIKE A FANTASY TO SOME FOLKS BACK THEN.
IT'S REALITY. WE'VE ALL BUILT AN INCREDIBLE QUALITY OF LIFE.
WE'VE SEEN A LOT OF SUCCESS, BUT SUCCESS COMES WITH ITS OWN SET OF CHALLENGES.
SO AS I GO, I WOULD ENCOURAGE EVERYONE TO STAY VIGILANT, TO STAY OPTIMISTIC, AND TO ALWAYS REMEMBER THAT IT IS WHAT THAT WHAT HAS MADE SOUTHLAKE GREAT IS WHAT WILL CONTINUE TO MAKE SOUTHLAKE GREAT.
A LASER FOCUS ON THE FAMILIES WHO CALL THIS PLACE HOME, A CREATIVE AND AMBITIOUS APPROACH TO GROWTH AND A RELENTLESS PURSUIT OF EXCELLENCE AS WE GO ABOUT THE PEOPLE'S BUSINESS AND LET ME GIVE A SECOND WORD OF WARNING.
[01:05:01]
AND THIS ONE'S ABOUT POLITICS.POLITICS IS BROKEN RIGHT NOW IN A LOT OF WAYS.
AFTER NINE YEARS OF BEING AN ELECTED OFFICIAL, I'VE COME TO STRONGLY BELIEVE THREE THINGS.
NUMBER ONE, NOBODY IN THIS PROCESS IS PERFECT.
NOT THE ELECTEDS, NOT THE STAFF, NOT THE VOTERS.
NO ONE'S PERFECT, AND EVERYONE DESERVES GRACE.
NUMBER TWO, HAVING CORRECT POLITICS IS NOT A SUBSTITUTE FOR HAVING VIRTUOUS CHARACTER.
THE WAY SOMEONE VOTES IS NOT THE MOST IMPORTANT THING ABOUT THEM.
HEAVEN KNOWS I NEED IT AND I'LL NEED IT IN THE FUTURE.
WE ALL DO. YOU KNOW, EVERY DAY I'VE, FOR NINE YEARS I'VE WOKEN UP AND WORKED MY HARDEST AND TRIED TO MAKE THE CITY BETTER, AND THE SIX FOLKS UP HERE HAVE DONE THE EXACT SAME THING ALL OF OUR FAMILIES HAVE AS WELL.
BUT WE KNOW THAT NO MATTER OUR EFFORTS, THE CRITICS REMAIN, AND THAT'S OKAY.
I LOVE THAT YOU INCLUDED THIS ROOSEVELT QUOTE.
IT IS MY FAVORITE, AND I WANT TO READ IT BECAUSE I THINK IT'S SO IMPORTANT IN THIS ARENA.
NO MATTER IF YOU'RE ELECTED OR YOU'RE A VOTER OR A SUPPORTER, HE SAID THIS.
BUT WHO AT THE WORST, IF HE FAILS, AT LEAST FAILS WHILE DARING GREATLY SO THAT HIS PLACE WILL NEVER BE WITH THOSE COLD AND TIMID SOULS WHO KNOW NEITHER VICTORY NOR DEFEAT. SO TO MY FELLOW ELECTED'S ON THE DAIS AND IN THE AUDIENCE AND EVERYBODY WHO'S PART OF THIS PROCESS, ALL WHO'VE COME BEFORE ME AND ALL WHO WILL COME AFTER, BE ASSURED THAT YOUR PLACE WILL NEVER BE WITH THOSE COLD AND TIMID SOULS, MOSTLY ON FACEBOOK, WHO KNOW NEITHER VICTORY NOR DEFEAT.
BUT TAKE HEART FOR EVERY CRITIC.
FOR EVERY SOCIAL MEDIA KEYBOARD WARRIOR, THERE ARE 100 GOOD SOUTHLAKE FAMILIES WHO ARE GOING ABOUT THEIR DAY IN QUIET GRATITUDE FOR THE CITY THAT YOU'VE BUILT AND THE WORK THAT YOU CONTINUE TO DO.
SO LET ME CLOSE BY SAYING THANK YOU SO MUCH FOR BEING HERE.
IT'S JUST ABOUT TIME FOR THE RECEPTION AND THAT CAKE LOOKS REALLY GOOD.
WE MUST BE GOOD STEWARDS OF THE GREAT GIFT WE HAVE BEEN GIVEN.
THIS TASK IS NOT EASY, BUT AS WE KNOW, NOTHING WORTHWHILE EVER IS.
LOOKING BACK, I THINK I WAS RIGHT.
THIS TASK WAS NOT EASY, BUT I BELIEVE WE'VE BEEN GOOD STEWARDS OF THE GIFT WE WERE GIVEN AND IF I'VE LEFT THIS PLACE JUST A LITTLE BETTER THAN I FOUND IT, THEN THESE 217 COUNCIL MEETINGS WILL HAVE BEEN WELL WORTH IT.
GOD BLESS SOUTHLAKE AND GOD BLESS ALL OF YOU.
THANK YOU SO MUCH FOR BEING HERE.
SO, MAYOR WE WANT TO BE SURE TO CAPTURE THIS EVENING AND PHOTOS.
LET'S TAKE PICTURES AND THEN I THINK WE'LL BE HEADING OUT TO THE RECEPTION.
[01:14:35]
I KNOW.ALL RIGHT. I'M GOING TO CALL OUR REGULAR SESSION TO ORDER.
AND AT THIS POINT, WE'RE GOING TO GO INTO EXECUTIVE SESSION.
[2. A. Executive Session]
AS MAYOR PRO TEM, I HEREBY ADVISE YOU, WE'RE GOING INTO THE EXECUTIVE SESSION PURSUANT TO THE TEXAS GOVERNMENT CODE, SECTION 551.071, TO SEEK LEGAL ADVICE FROM OUR CITY ATTORNEY.I SUPPOSE WE SHOULD DO SOME REAL WORK.
[2. B. Reconvene]
[01:15:02]
I AM GOING TO CALL THIS REGULAR SESSION BACK INTO ORDER.[1. Call to order]
IS THERE ANY ACTION NEEDED OUT OF EXECUTIVE SESSION? NO, MAYOR. ALL RIGHT, MOVING ON TO ITEM 3A, WHICH IS THE MAYOR'S REPORT.[3.A. Mayor's Report]
SO I HAVE TWO THINGS.ONE FOR ME AND ONE FOR COUNCIL MEMBER TALLEY.
FIRST IS A SALUTE TO THE FUTURE DEFENDERS, A CEREMONY FOR MILITARY BOUND GRADUATES.
SO I WANT TO MAKE SURE EVERYONE KNOWS WE'RE GOING TO DO THIS AGAIN.
WE DID IT LAST YEAR. WE HAD A IT WAS OVER A DOZEN.
THIS PICTURE, LIKE YOU SEE IN THIS PICTURE, HAD A GREAT SPEECH, HAD A GREAT CEREMONY, GOOD PICTURES.
I BELIEVE WE HAVE A FEW THAT HAVE ALREADY SIGNED UP.
WE HAVE ONE THAT'S ALREADY SIGNED UP.
BUT SO I ENCOURAGE EVERYBODY, THE THOUSANDS OF PEOPLE WATCHING THIS VIDEO TO PLEASE REACH OUT TO US AND OR YOUR PRINCIPALS AT CISD AND WE WANT TO HONOR YOU AND WE WANT TO CELEBRATE YOUR SERVICE.
A WEEK FROM FRIDAY OPENS ART IN THE SQUARE.
IT WOULD HAVE BEEN 25 SAVED THE COVID YEAR, WHICH NOBODY COULD HAVE A FESTIVAL ANYWHERE.
WE'RE ALREADY LOOKING FORWARD TO AND PLANNING OUR 25TH YEAR NEXT YEAR.
BUT THIS YEAR I'LL JUST TALK ABOUT THESE SLIDES AS YOU PUT THEM UP THERE.
SO WE HAVE A GREAT SCHEDULE OF ENTERTAINMENT ON BOTH OUR GAZEBO STAGE AND OUR MAIN STAGE.
THE GAZEBO STAGE IS A LOT OF OUR LOCAL ACTS.
WE HAVE THE SOUTHLAKE COMMUNITY BAND, SATURDAY NIGHT DANCE TROUPES AND THINGS LIKE THAT.
SO THAT'S THE KIND OF THE BOTH STAGES ARE FAMILY FRIENDLY, BUT THAT'S REALLY THE STAGE WHERE WE HAVE A LOT OF YOUNG FOLKS PERFORMING ON OUR MAIN STAGE, WHICH IS SPONSORED BY OUR, OUR SOUTHLAKE HOSPITAL, METHODIST SOUTHLAKE MEDICAL CENTER OUR HEADLINER SATURDAY NIGHT.
WE'RE VERY EXCITED. THERE ARE A LOT OF PEOPLE THAT FOLLOW TRIBUTE BANDS.
SO WE'RE SUPER EXCITED ABOUT THAT AND THEN WHATEVER'S NEXT.
SO ONE OF THE THINGS WE TRY TO ALWAYS MESSAGE AND TALK ABOUT FOR ART IN THE SQUARE IS THAT WE ARE 100% FUNDRAISER WE GIVE 100% OF OUR NET PROCEEDS BACK TO CHARITY.
THIS YEAR WE HAVE 26 CHARITIES THAT WE ARE GIVING BACK TO AND YOU SEE THEM ALL LISTED THERE.
THE CHARITIES THAT ARE SELECTED NEED TO SERVE WOMEN, CHILDREN AND FAMILIES IN NORTHEAST TARRANT COUNTY AND YOU'LL SEE ON THE LIST WE HAVE SOME OF OUR SOUTHLAKE BENEFICIARIES AS WELL, INCLUDING SPECIAL OLYMPICS.
WE'VE GOT A FEW, WE'VE GOT CALL-A-RIDE SOUTHLAKE SQUARED ME SQUARED CANCER FOUNDATION, OF COURSE.
AND THEN THEY ALL MIRACLE LEAGUE OF SOUTHLAKE AND SO ON.
IT'S HARD TO WE CAN'T SAY YES TO EVERYBODY OF COURSE, WE ONLY HAVE SO MUCH MONEY TO GIVE BACK.
BUT SO THAT'S GREAT AND THEN I DON'T REMEMBER WHAT THE OTHER SLIDE IS.
AND SO IF ANY OF YOU ARE ON THERE, THANK YOU.
ANY OF YOU WATCHING, WE ARE SO APPRECIATIVE.
SO FRIDAY THE 26TH, WE OPEN AT 4 P.M.
SO ALL YOU HAVE TO DO, IT'S SUPER EASY.
GO TO MARTIN SQUARE.COM AND CLICK ON VOLUNTEERS.
SO HOPEFULLY WE'LL SEE ALL OF Y'ALL OUT THERE.
AND THANK YOU MAYOR FOR THE TIME.
APPRECIATE IT. THANK YOU FOR ALL YOUR WORK AND EVERYBODY WITH SOUTHLAKE WOMEN'S CLUB.
IT'S GOING TO BE AMAZING AS ALWAYS.
OKAY WITH THAT WE'LL MOVE ON TO ITEM 3B WHICH IS OUR CITY MANAGER'S REPORT.
[3.B. City Manager's Report]
YES. THANK YOU MAYOR.SHE IS GOING TO TALK ABOUT AN EVENT THAT HAS BEEN ORGANIZED.
KEEP SOUTHLAKE BEAUTIFUL EVENT THAT'S COMING UP THIS WEEKEND.
GOOD EVENING. TAKE IT AWAY. GOOD EVENING, MAYOR AND COUNCIL.
I AM THE ASSISTANT TO THE DIRECTOR FOR THE COMMUNITY SERVICES DEPARTMENT AND TONIGHT I'M VERY EXCITED TO TALK ABOUT AN EVENT THAT WE WILL BE HOSTING WITH KEEP SOUTHLAKE BEAUTIFUL THIS SATURDAY, APRIL 20TH FROM 8 A.M.
TO 12 P.M. AT GATEWAY CHURCH PARKING LOT.
[01:20:06]
YEAR IS NO DIFFERENT. WE WILL STILL BE HOSTING OUR COMMUNITY LITTER CLEANUP EVENT, BUT WE'RE ALSO THINKING A LITTLE BIT BIGGER THIS YEAR TO SEE HOW WE CAN HAVE MORE OF AN IMPACT IN MAKING SURE THAT OUR CITY IS CLEAN AND THAT WE PREVENT ITEMS FROM GOING INTO OUR LANDFILL.SO CITIZENS HAVE AN ABILITY TO PARTICIPATE IN THIS EVENT IN TWO WAYS.
AS ALWAYS, KEEP SOUTHLAKE BEAUTIFUL STAFF WILL BE ON SITE PROVIDING THE CLEANUP MATERIALS AND EVERYTHING THAT OUR VOLUNTEERS NEED TO BE SUCCESSFUL, BUT ALSO COMMUNITY MEMBERS CAN ALSO COME TO THIS LOCATION AND DROP OFF ANY ITEMS THAT THESE COMMUNITY PARTNERS ARE IN NEED OF, AS WELL AS KEEP SOUTHLAKE BEAUTIFUL.
STAFF WILL BE AVAILABLE TO COLLECT OLD CELL PHONES AND INKJET CARTRIDGES FOR RECYCLING.
SO I JUST WANTED TO ZONE IN A LITTLE BIT ON THE THREE PARTNERS THAT WE ARE WORKING WITH THIS YEAR.
THESE ARE THE ITEMS THAT THEY WILL BE COLLECTING FROM OUR RESIDENTS.
DRY FOOD PANTRY ITEMS THAT ARE UNOPENED.
THE COLOR ANIMAL SHELTER IS ACCEPTING AN OPEN DOG AND CAT FOOD.
DOG AND CAT AND CAT COLLARS, LEASHES AND TOYS.
SMALL AND MEDIUM FOLDING WIRE CAGES AND CAT LITTER AND SAFE HAVEN OF TARRANT COUNTY IS LOOKING FOR LIGHTLY WORN BATH TOWELS, NEW WOMEN AND CHILDREN'S UNDERGARMENTS, UMBRELLAS, BABY BOTTLES AND SIPPY CUPS.
FINALLY, I WANT TO TALK A LITTLE BIT ABOUT THE TRAFFIC PLAN.
I'LL ZOOM INTO IT IN A LITTLE BIT, BUT AS YOU CAN SEE, WE ARE TAKING LOTS A AND C OF GATEWAY CHURCH.
WE'RE VERY GRATEFUL THAT THEY ARE BEING SO GENEROUS WITH THIS SPACE.
AND HERE YOU CAN ZOOM IN A LITTLE BIT MORE.
SO PARTICIPANTS IN THIS EVENT CAN COME IN AND ACCESS THE EVENT THROUGH KIRKWOOD BOULEVARD.
THERE THEY CAN FUNNEL IN IF THEY ARE INTERESTED IN THE COMMUNITY CLEANUP.
THEY WILL GO INTO LOT C WHICH IS HERE.
THEY CAN PARK THEIR CARS HERE.
WE'LL HAVE A TENT AVAILABLE WITH OUR CLEANUP SUPPLIES.
AND WE'LL ALSO BE PROVIDING SOME BAGELS FOR THOSE PARTICIPANTS.
AFTER THAT, THEY ARE FREE TO GO TO THEIR CLEANUP LOCATIONS, AND OR THOSE WHO WANT TO PARTICIPATE IN THE DROP OFF EVENT CAN TAKE A RIGHT HERE, AND IT'LL BE A ONE LANE, SINGLE DIRECTION FLOW OF TRAFFIC WHERE THEY CAN STOP AND DROP OFF ITEMS TO SAFE HAVEN, THE KELLER ANIMAL SHELTER, AND GRACE. AFTER THAT, THEY CAN EXIT THROUGH GRACE LANE, AND THAT IS HOW THE FLOW OF TRAFFIC WILL WORK.
I'M HAPPY TO TAKE ANY QUESTIONS.
COUNCIL. ANY QUESTIONS? COMMENTS? WELL, THANK YOU FOR WORKING HARD TO PUT THIS TOGETHER.
SURE. THANK YOU. WE APPRECIATE IT.
I'M SURE, A LOT OF FOLKS WILL COME OUT AND TAKE ADVANTAGE.
THANK YOU. THANK YOU, MISS LOPEZ.
[CONSENT AGENDA]
