I'M SO GRATEFUL FOR THIS COMMUNITY THAT JUST CONTINUES TO ALLOW ME TO TALK ABOUT HER AND RAISE AWARENESS SO THAT WE CAN, YOU KNOW, BRING VIGILANCE TO SOMETHING THAT'S SO IMPORTANT, ESPECIALLY TO OUR CHILDREN IN THIS COMMUNITY.
SO THE SWIM4ELISE FOUNDATION CELEBRATES THE MONTH OF MAY WITH WATER SAFETY MONTH.
IT'S NATIONAL WATER SAFETY MONTH AND MAY 15TH IS INTERNATIONAL WATER SAFETY DAY.
SO WE TRY TO HAVE OUR BIG PLATFORM FOR WATER SAFETY AROUND THE TIME THAT, YOU KNOW, WE'RE MOST TALKING ABOUT WATER SAFETY AND WE'RE GOING INTO THE WARMER MONTHS. AND SO IT'S SUPER IMPORTANT TO HAVE THIS CONVERSATION AS WE'RE HEADING INTO THE SUMMER.
OUR DAUGHTER ELISE, IN THIS PICTURE ON THE RIGHT SHE LOVED THE WATER.
AND HER TARGET SWIMSUIT WAS NOT GOING TO CUT IT FOR COMPETITIONS.

BUT WE MADE IT.AND I BECAME A GREAT SWIM MOM.
AND IT'S REALLY THROUGH OUR JOURNEY WITH HER THAT WE REALIZED HOW HOW DROWNING IS SUCH A PROBLEM IN THE STATE OF TEXAS.
WE HAD OUR TRAGEDY WITH HER IN JUNE OF 2016, SO WE'RE ON EIGHT YEARS WITHOUT HER.
IT'S THE NUMBER ONE REASON WHY A CHILD MAY NOT START KINDERGARTEN.
AND WHEN I TALK ABOUT IT, I GET SUPER EMOTIONAL BECAUSE I HAVE TO PUT THESE STATISTICS T HESE ARE REAL FAMILIES, AND THIS IS JUST SINCE JANUARY.
SO WE HAVE 16 CHILDREN ALREADY IN THE STATE OF TEXAS WHO HAVE FATAL DROWNINGS.
FOR EVERY ONE OF THESE, THERE'S 5 TO 8 TIMES MORE.
THAT NUMBER THAT HAVE A VISIT TO THE EMERGENCY ROOM FOR A NON-FATAL DROWNING THAT NOW USUALLY HAS SOME KIND OF NEUROLOGICAL IMPAIRMENT BECAUSE DROWNING IS A BRAIN INJURY.
AND THEN YOU OBVIOUSLY DON'T FUNCTION THE SAME WAY YOU DID BEFORE THE DROWNING.
THE THING I WANT TO POINT OUT IN THIS SLIDE IS GENDER M STANDS FOR MALE, F IS FEMALE.
YOU CAN COUNT THE NUMBER OF BOYS THAT ARE ON THIS LIST, AND I OFTEN GET ASKED, WELL, WHY IS IT THAT WE SEE MORE BOYS THAT ARE IN THIS CATEGORY THAN GIRLS? I THINK MAYBE IT HAS TO DO WITH HOW WE RAISE OUR BOYS AND OUR GIRLS.
WE OFTEN HAVE OUR BOYS MORE ADVENTUROUS, MORE DAREDEVILS.
AND SO IT'S SAID THAT HALF OF THE DROWNING NUMBERS ARE MORE ARE ARE FOR BOYS.
IN THIS SLIDE YOU CAN SEE THAT IT'S FAR MORE BOYS THAN THAN GIRLS.
THE OTHER THING I WANT TO POINT OUT IS THE AGES AND WHERE THE BODY OF WATER IS.
AND THE REASON I POINT THIS OUT IS BECAUSE IF YOU UNDERSTAND THE STATISTICS, THEN YOU UNDERSTAND WHERE WE NEED TO FOCUS ON THAT RISK, AND YOU'LL SEE THAT AGES 1 TO 4 ARE TYPICALLY BACKYARD POOLS AND AGES THE 17 YEAR OLDS THAT ARE ON THIS LIST OFTEN THAT'S OPEN WATER.
SO AS MUCH AS OUR CHILDREN ARE OF YOUNGER AGES, ARE DROWNING IN CLOSED, CONTAINED BODIES OF WATER, OUR OLDER CHILDREN ARE JUST AT RISK IN OPEN BODIES OF WATER. AND WHEN WE GO INTO DAYCARES, WE DO SHOW THEM HOW TO TRY ON A LIFE JACKET.
AND WE HAVE THIS GREAT PICTURE JUST THIS PAST YEAR OF A LITTLE BOY TRYING ON A LIFE JACKET.
YOU CAN SEE BEHIND MY TEACHER THERE'S AN ORANGE, AND THAT ORANGE SHOWS THEM WHEN THEY'RE WEARING THEIR PROTECTED SKIN THAT THEY FLOAT, AND WHEN THE ORANGE DOESN'T HAVE ITS SKIN ON THAT IT SINKS. AND SO THEY GET AN UNDERSTANDING OF OF HOW LIFE JACKETS WORK.
BUT THIS WATER SAFETY TIP HERE REMINDS YOU OF ALL KINDS OF DIFFERENT WAYS THAT YOU CAN PUT LAYERS OF WATER SAFETY IN PLACE OUTSIDE OF, YOU KNOW, SWIM BUDDIES AND WATER WATCHERS.
THROWING AN ITEM TO SOMEBODY WHO'S IN DISTRESS VERSUS GOING IN AFTER THEM.
YOU KNOW, NOT HAVING TOYS IN THE WATER THAT CAN OFTEN PULL SOMEONE IN TO BE ATTRACTED TO THE WATER.
AND YOU WANT TO MAKE SURE YOU DON'T HAVE TOYS LEFT OVER.
AND THEN WITH BOATING, DEFINITELY HAVING THE LIFE JACKET IN ADDITION TO LEARNING HOW TO SWIM.
DROWNING IS A WORLDWIDE PROBLEM.
AND HUNDREDS OF THOUSANDS OF PEOPLE DROWN EACH YEAR.
AND SO IT REALLY IS SOMETHING THAT THE WORLD HEALTH ORGANIZATION IS ALWAYS LOOKING AT, AND IT'S STILL THE TEN IN THE TOP TEN FOR LEADING CAUSE OF DEATH OF KIDS, EVEN THROUGH 24.
I'M PRETTY SURE THE FRONTAL LOBE IS NOT QUITE DEVELOPED UNTIL AFTER 24, SO I'LL CALL THEM KIDS.
I AM HOLDING IN THIS PICTURE A WATER WATCHER CARD AND WE SHARE THIS WITH CHILDREN ALL SUMMER.

AND I'M GRATEFUL TO HAVE SERVED AND LEARNED UNDER OUR LAST THREE MAYORS.
MAYOR TERRELL APPOINTED ME TO THE ZONING BOARD OF ADJUSTMENT BACK IN 2010, AND TO THE PLANNING AND ZONING COMMISSION SOMETIME THEREAFTER, AND GAVE ME MY OPPORTUNITY TO GET INVOLVED IN SOUTHLAKE LOCAL GOVERNMENT.
MAYOR LAURA HILL CAMPAIGNED WITH ME DURING MY FIRST ELECTION RACE IN 2015, WHEN SHE WAS ELECTED THE FIRST WOMAN MAYOR IN SOUTHLAKE IN 2015, SHE ALSO GAVE ME THE OPPORTUNITY TO SERVE AS DEPUTY MAYOR PRO TEM AND MAYOR PRO TEM.
SO LAURA, THANK YOU SO MUCH FOR THOSE OPPORTUNITIES.
MAYOR HUFFMAN WELL, HE GAVE ME MY FIRST ELECTION OPPONENT.

BUT THANKFULLY, AND I KNOW IT'S AN OLD JOKE, BUT THANKFULLY, EVEN THOUGH WE FILED AGAINST EACH OTHER BRIEFLY FOR 24 HOURS, THERE WAS TWO SPOTS OPEN AND WE ENDED UP RUNNING FOR DIFFERENT SPOTS. WE WERE BOTH ELECTED IN 2015 AND THE REST REALLY IS HISTORY.
BUT A FEW WORDS ABOUT OUR FRIENDS ELIZABETH AND JOHN HUFFMAN.
THEY HAVE DEDICATED THE PAST NINE YEARS OF THEIR LIVES TO SERVE SOUTHLAKE.
AND OUR COMMUNITY IS BLESSED AND BETTER BECAUSE OF THEIR SERVICE.
AND THEN JOHN PRAYED FOR US AS WELL.
AND IT WAS AT THAT MOMENT, EVEN THOUGH WE KNEW THIS WAS COMING, IT CAME REAL AT THAT MOMENT THAT AFTER SERVING TOGETHER FOR THE BETTER PART OF NINE YEARS, THAT WE WOULD NOT BE SERVING TOGETHER ANYMORE.
I'M THANKFUL AND GRATEFUL FOR ALL THESE MAYORS AND ALL THE CURRENT AND FORMER CITY COUNCIL MEMBERS WHO HAVE SERVED WITH ME SINCE 2015, AND WHO HAVE ALL HELPED ME IN SOME WAY TO BE THE BEST PUBLIC SERVANT I COULD BE.
