I AM THE MANAGER OF ENGINEERING SERVICES FOR THE TRINITY RIVER AUTHORITY OF TEXAS AND IT IS OUR INFRASTRUCTURE AND OUR PROJECT THAT WE'LL BE PRESENTING TODAY.
AND PAUL BODENSPACH IS HERE REPRESENTING GARVER, WHO IS THE DESIGN ENGINEER FOR THE IMPROVEMENTS FOR THE PROJECT.
AND WE WILL GO OVER WHAT THE PROJECT ENTAILS AND THE IMPROVEMENTS THAT ARE BEING PROPOSED.
SO AS YOU CAN SEE ON THE MAP, HERE IS JUST AN A VIEW OF THE DENTON CREEK REGIONAL WASTEWATER SYSTEM.
THE TRINITY RIVER AUTHORITY OF TEXAS PROVIDES REGIONAL WATER AND WASTEWATER TREATMENT SERVICES.
SPECIFICALLY, THE DENTON CREEK REGIONAL SYSTEM PROVIDES WASTEWATER TREATMENT FOR 12 CUSTOMER CITIES THAT ARE WITHIN THE DENTON CREEK BASIN AND SOUTHLAKE IS ONE OF THOSE.
ON THE MAP, YOU CAN SEE THE TREATMENT PLANT IS THE RED DOT THERE IN THE CENTER AND IT RECEIVES FLOW FROM THE BLUE LINES, WHICH ARE REPRESENTED AS INTERCEPTORS THAT COLLECT THE WASTEWATER, CONVEY IT TO THE TREATMENT PLANT WHERE IT IS TREATED.
THE PROJECT AT HAND IS THE KIRKWOOD LIFT STATION, WHICH INCLUDES THE DENTON CREEK PRESSURE SYSTEM IMPROVEMENTS.
SO HERE'S A VIEW OF THAT EASTERN LEG OF THE COLLECTION SYSTEM THAT THE PROJECT IS LOCATED ON.
IF YOU SEE ON THE LOWER RIGHT HAND CORNER, THAT IS THE KIRKWOOD LIFT STATION.
IT DOES RECEIVE FLOWS FROM SOUTHLAKE AND THEN IT PUMPS THOSE FLOWS UP THROUGH A FORCE MAIN THAT RUNS GENERALLY ALONG STATE HIGHWAY 114 AND THEN IT CONVERTS TO A GRAVITY PIPELINE JUST BEFORE IT IS CONVEYED TO THE WASTEWATER TREATMENT PLANT THAT IS REPRESENTED IN THE UPPER LEFT CORNER OF THIS EXHIBIT.
I'LL HAND IT OVER TO PAUL TO GO OVER THE DETAILS OF THE PROJECT IMPROVEMENTS AT HAND.
>> THE EXISTING LIFT STATION SITE IS LOCATED OFF WHITE CHAPEL BOULEVARD AND SABER DRIVE.
THAT EXISTING LIFT STATION HAS BEEN THERE ABOUT 20 YEARS AND REQUIRES SOME UPGRADES FOR CAPACITY PURPOSES.
TRA HAS ACQUIRED ADDITIONAL LANE ADJACENT TO THE EXISTING LIFT STATION SITE FOR THIS EXPANSION.
YOU CAN SEE IN THE RED HIGHLIGHTED,

THAT IS THE PROPERTY THAT HAS BEEN ACQUIRED FOR THIS PROJECT.THEY PURCHASED THAT FROM A PRIVATE OWNER THAT'S DOING SOME ADDITIONAL DEVELOPMENT IN THE AREA.
WE PLAN TO EXTEND THE CURRENT FENCE LINE TO THE WEST TO ACCOMMODATE THIS NEW EXPANSION OF THE LIFT STATION.
THE SITE UPGRADES INCLUDE A NEW WET WELL AND SPACE FOR TEMPORARY EMERGENCY CONTAINERS.
A WET WELL IS A BIG CONCRETE STRUCTURE UNDERGROUND.
REALLY, YOU'LL JUST SEE A TOP SLAB ABOVE GRADE, BUT IT COLLECTS THE WASTEWATER AND THERE'S BIG PUMPS THAT SIT AT THE BOTTOM OF THAT LIFT STATION THAT PUMP IT OUT THROUGH THE FORCE MAIN TO THE TREATMENT PLANT.
THERE IS A LARGE CONCRETE PAD FOR EMERGENCY CONTAINERS TO BE BROUGHT IN IN THE EVENT OF EMERGENCY.
THE FORCE MAIN BEING A PRESSURE PIPE, IF IT IS STRUCK, WHICH IT HAS BEEN BY FRANCHISE UTILITIES, IT GOES OFFLINE.
THERE'S NOWHERE FOR THE WASTEWATER TO GO.
SO THIS WOULD BE TO AVOID ANY SORT OF CONTAMINATION OR SPILLS GETTING OUTSIDE THE LIFT STATION IN THE EVENT OF THAT SITUATION.
THERE'S ALSO CAPACITY UPGRADES TO THIS SITE BEING PROPOSED AS THERE'S FUTURE FLOWS FOR THE BASIN THAT NEED TO BE ACCOUNTED FOR.
THE EXISTING DECORATIVE FENCING WILL BE MATCHED FOR THE FENCE LINE EXTENSION.
THIS IS WHAT THE FENCE LOOKS LIKE AT THE CURRENT SITE.
WE WILL MATCH THAT FOR THE NEW FENCING LIMITS FOR THE SITE ENLARGEMENT.
IT'LL LOOK THE SAME AS IT DOES NOW.
TREE IMPACTS FOR MITIGATED AND SCREENING ON KIRKWOOD BOULEVARD WAS MAINTAINED. THERE ARE SOME TREES THERE.
IF I GO BACK TO THE OVERALL AERIAL, YOU'LL SEE THERE'S A RATHER LARGE CLEARED AREA ALREADY AND THEN THERE'S A STRIP OF TREES ALONG KIRKWOOD BOULEVARD.
A COUPLE OF TREES DO NEED TO COME OUT FOR THE CONCRETE STORAGE PAD, BUT THERE WON'T BE ANY VISUAL IMPLICATIONS THAT'S NOT ALREADY TAKEN CARE OF NOW IF THAT MAKES SENSE.
THESE SITE IMPROVEMENTS REQUIRE A ZONING CHANGE FROM THE CURRENT ZONING TO A SPECIAL ZONING, WHICH IS WHAT THE EXISTING SITE IS ZONED TO, AND WE'RE WORKING THROUGH THAT THROUGH P&Z.

MANY YEARS AGO, GATEWAY CHURCH HAD ACQUIRED THIS PROPERTY AS PART OF THE 180-ACRE TRACT, AND WE'RE FINALLY MAKING PLANS TO DEVELOP A WEDDING CHAPEL AND EVENTS CENTER.
THE PRESENTATION, AS EXPLAINED BY OUR ARCHITECT OF RECORD, SHE WILL GO OVER IT IN SOME DETAILS FOR US.

WE'VE LOCATED IT DIRECTLY ACROSS FROM THE CURRENT MAIN ENTRY TO THE MAIN CAMPUS OF THE CHURCH.

WE HAVE SITUATED THE CHAPEL AND THE RECEPTION HALL TO BE CENTERED ON AXIS OF THIS DRIVEWAY SO THAT YOUR VIEW IS DRAWN TOWARD THE ARCHITECTURE WITH THE INTENT THAT THE PARKING BE MORE CONCEALED SO THAT WE WANT TO KEEP A LOW-LEVEL PRESENCE OF THE PARKING.A LITTLE BIT MORE ABOUT THE SITE.
THE SITE IS HEAVILY WOODED RIGHT NOW, AND IT SLOPES FROM THE HIGH SIDE HERE, DOWN TOWARD THE POND, AND THEN RIGHT BEFORE YOU GET TO THE POND, THE GRADE DROPS VERY STEEPLY.
THERE IS A FLOODPLAIN LINE ALONG THIS AREA, AND WE WILL, OF COURSE, BE STAYING OFF OF THAT.
WITH THIS DEVELOPMENT, WE WANT TO BE SURE THAT WE'RE SENSITIVE TO THE EXISTING SITE, WE WANT TO MAINTAIN THE NATURAL ASPECT OF IT.
WE SEE THAT AS A GREAT ASSET TO THE SITE.
THE PARKING LOT ITSELF WILL BE HEAVILY LANDSCAPED, AND IT WILL, IN A SENSE, TEAR US DOWN WITH THE GRADES, SO THAT AGAIN, WE'RE MINIMIZING HOW MUCH WE DISTURB THE OVERALL SITE.
THE CHURCH ITSELF, WE'LL GET TO SOME RENDERINGS, IS DESIGNED TO FEEL MORE OF A TRADITIONAL, ICONIC CHAPEL WITH A TEXAS REGIONALISM FEEL.
THAT'S ACCOMPLISHED THROUGH MATERIALS THAT WE'RE USING, SUCH AS STONE THAT WILL BE ON THE CHAPEL ITSELF AND THE EVENTS CENTER.
WE'LL BE USING APPROXIMATELY 80% STONE ON THE BUILDING.
OTHER ACCENT MATERIALS WOULD INCLUDE STUCCO AND LOTS OF GLASS AT THIS BREEZEWAY, TAKE YOU THROUGH MORE IMAGES HERE, AND ARCHED WINDOWS AROUND THE SIDES OF THE CHAPEL AS WELL.

THE CHAPEL IS DESIGNED TO HOLD 300 PEOPLE APPROXIMATELY AS WELL AS THE RECEPTION HALL.

FOR THOSE OF US LIVING OFF OF NORTH KIMBALL, GATEWAY CHURCH ALREADY PRESENTS SIGNIFICANT TRAFFIC ISSUES.
MULTIPLE TIMES, MY SON HAS BEEN LATE TO WORK ON SUNDAY MORNINGS BECAUSE THE CHURCH IS ALLOWED TO STOP TRAFFIC ON KIMBALL, SOMETIMES FOR EIGHT MINUTES OR LONGER, TO ALLOW THE CHURCH TRAFFIC PRECEDENCE OVER THE RESIDENTS.
SINCE THE RESIDENTS PAY PROPERTY TAXES AND THE CHURCH DOESN'T, THIS ALREADY SEEMS VERY UNFAIR TO THE CITIZENS LIVING IN THIS AREA.
I AM VERY CONCERNED ADDING ADDITIONAL FACILITIES WILL MEAN EVEN LONGER AND MORE FREQUENT DELAYS.

I, THE UNDERSIGNED MEMBER OF THE COMMUNITY, HEREBY EXPRESS MY STRONG OPPOSITION TO THE PROPOSED EXPANSION OF EVENT SPACE BY GATEWAY IN OUR NEIGHBORHOOD.
WHILE I RESPECT THE RIGHT TO RELIGIOUS FREEDOM AND THE IMPORTANCE OF COMMUNAL GATHERING SPACES, I BELIEVE THIS EXPANSION POSES SIGNIFICANT CONCERNS FOR OUR COMMUNITY AND THE WELL BEING OF OUR NEIGHBORHOOD.
OUR NEIGHBORHOOD ALREADY FACES CHALLENGES WITH TRAFFIC CONGESTION, PARKING SHORTAGES, AND STRAIN ON PUBLIC SERVICES.
THE PROPOSED EXPANSION OF EVENT SPACE WILL EXACERBATE THESE ISSUES, LEADING TO FURTHER DISRUPTION AND INCONVENIENCE FOR RESIDENTS.
THE INCREASED FREQUENCY OF EVENTS AT CHURCH WILL INEVITABLY RESULT IN HEIGHTENED NOISE LEVELS AND DISTURBANCES FOR NEARBY RESIDENTS, PARTICULARLY DURING THE LATE HOURS AND WEEKENDS.
THIS DISRUPTION TO OUR PEACE AND QUIET IS UNACCEPTABLE AND THREATENS THE QUALITY OF LIFE WE CHERISH IN OUR COMMUNITY.
THE EXPANSION OF EVENT SPACE MAY HAVE ADVERSE EFFECTS ON PROPERTY VALUES IN THE SURROUNDING AREA.
POTENTIAL BUYERS AND RENTERS MAY BE DETERRED BY THE PROSPECT OF LIVING NEAR A BUSY EVENT VENUE, LEADING TO DECREASED PROPERTY VALUES AND FINANCIAL LOSSES FOR HOMEOWNERS.
THE ENVIRONMENTAL IMPACT OF HOSTING LARGER EVENTS, INCLUDING INCREASED WASTE GENERATION AND ENERGY CONSUMPTION, MUST BE CAREFULLY CONSIDERED.
I URGE THE CHURCH TO PRIORITIZE SUSTAINABLE PRACTICES AND MINIMIZE ITS ECOLOGICAL FOOTPRINT IN ANY EXPANSION PLANS.
LACK OF COMMUNITY CONSULTATION.
IT IS DEEPLY CONCERNING THAT THE CHURCH HAS PROCEEDED WITH ITS EXPANSION PLANS WITHOUT MEANINGFUL CONSULTATION WITH THE LOCAL COMMUNITY.
OUR VOICES AND CONCERNS HAVE BEEN OVERLOOKED IN THIS PROCESS, AND WE DEMAND GREATER TRANSPARENCY AND

WE FEEL LIKE IT'S A SPACE THAT THE COMMUNITY COULD COME TOGETHER AND ENJOY.
BUT WE WILL OBVIOUSLY TAKE HER CONCERNS AND SEE WHAT WE CAN DO TO ADDRESS THEM, FOR SURE. [INAUDIBLE].

SHE VOICED CONCERN ABOUT THE ENVIRONMENTAL IMPACT OF THE SITE AND THE PLACING OF THE EVENT CENTER AND CHAPEL.
WHEN WE WERE LAYING THIS OUT, WE LOOKED AT THE NATURAL TOPOGRAPHY TO SEE HOW IT WAS SITUATED ON THE PROPERTY, AND HAVE POSITIONED THE PARKING LOTS IN THE BUILDING SUCH THAT IT WILL WORK WITH THE TOPOGRAPHY TO HAVE THE LEAST AMOUNT OF IMPACT ON THE PROPERTY AND THE SURROUNDING PROPERTY AS POSSIBLE.
POSITIONING IN A MANNER THAT WE CAN PRESERVE AS MANY TREES AS POSSIBLE.
IF YOU NOTICE FROM THE AERIAL, THAT'S IN THE BACKGROUND ON THIS DRAWING, A MAJORITY OF THE TREES ARE LOCATED ON THE NORTH SIDE OF THE FAR WEST SIDE.
WE'VE PUSHED THE BUILDING BACK MUCH FURTHER TO THE EAST, HAVE THE PARKING LOT MUCH FURTHER TO THE EAST, SO WE'LL HAVE A LESS IMPACT.
REGARDING SOUND, WE'VE LOOKED AT THE BUFFERS.
OBVIOUSLY, WE'LL DO ADDITIONAL STUDY ON SOUND, BUT THE CLOSEST RESIDENTS FROM THE THE OUTDOOR SPACE, THAT'S IN THE LIGHTER GREEN TO THE RESIDENCE IS ALMOST 400 FEET.
SOUND USUALLY CUTS IN HALF EVERY 200 FEET, AND SO IF THERE WAS MUSIC OR SOMEBODY ANNOUNCING IT OVER IN A LOUD SPEAKER, ETC, WHICH I DON'T THINK ANYBODY WOULD BE ANNOUNCING OVER IN A LOUD SPEAKER, BUT FOR LOUD CONVERSATION, IT'S 80 DECIBELS, BY THE TIME IT GOES 200 FEET, IT'S CUT DOWN TO CLOSER TO F 40 DECIBELS, WHICH IS QUIETER THAN MOST VERY QUIET DISHWASHERS.
THEN ANOTHER 40 FEET OR ANOTHER 200 FEET, IT WOULD CUT DOWN TO 20 DECIBELS OR THEREABOUTS, WHICH IS PROBABLY LOWER THAN WHAT THE AMBIENT NOISE IS IN ANY OF THAT AREA FROM BEING IN PROXIMITY TO HIGHWAY 114, WIND, WATER, ETC.
WE'VE LOOKED AT THE PLACEMENT TO TRY TO MAKE SURE THAT WE HAD THE LEAST AMOUNT OF IMPACT TO THE SURROUNDING AREA AS POSSIBLE.
