WELCOME. MY NAME IS SHAWN MCCASKILL AND AS MAYOR OF THE CITY OF SOUTHLAKE, I CALL THE MEETING TO ORDER.

AS ALWAYS, WE START OUR MEETINGS WITH AN INVOCATION FROM PASTOR CLAYTON REED, OUR OFFICIAL CITY CHAPLAIN FROM SOUTHLAKE BAPTIST CHURCH.

LORD, WE GIVE THANKS THIS EVENING FOR THIS TIME THAT OUR CITY SETS ASIDE TO DELIBERATE, TO THINK, TO CELEBRATE THE GOOD THINGS THAT ARE HAPPENING IN SOUTHLAKE WE JUST PRAY BLESSING OVER THIS ROOM TONIGHT.

SO YOU MAY BE ASKING, HOW DO WE GET STARTED? WELL, OUR STORY STARTS WITH ME.

WHENEVER I STARTED INVESTING, PERSONALLY, I DIDN'T FIND A LOT OF TOOLS ONLINE, BUT I HAD LUCKILY A NETWORK OF PEOPLE WHO WERE AVAILABLE TO HELP ME AND THAT SORT OF HELPED ME GET STARTED.

BUT I THOUGHT ALL OF THESE YOUNG INVESTORS WHO REALLY WANT TO START, THEY DON'T REALLY KNOW ABOUT HOW TO START.

SO I DECIDED TO START A FINANCE CLUB FOR OUR SCHOOL, AND WE OBTAINED OVER 60 MEMBERS AND HAD GUEST SPEAKERS SPEAK ABOUT PORTFOLIO MANAGEMENT STRATEGIES.

BUT I DIDN'T THINK THIS WAS ENOUGH.

SO I STARTED ENRICHIFY TO CLOSE THE FINANCIAL DIVIDE.

OUR SOLUTION INVOLVES A THREE PRONGED APPROACH.

NUMBER ONE WOULD BE OUR CHATBOT.

IT GIVES 24 BY SEVEN ANSWERS TO COMMON QUESTIONS ABOUT INVESTING, AND THEN DIRECTS USERS PERSONALLY TO CONTACTS TO IMPROVE THEIR EXPERIENCE.

NUMBER TWO WOULD BE OUR PORTFOLIO OPTIMIZATION SOFTWARE.

THIS FILTERS INVESTMENTS TO MAXIMIZE RETURNS AND MINIMIZE RISK THROUGH RISK ADJUSTED PERFORMANCE MEASURES, AND THEN SUGGEST IDEA GENERATION OF STOCKS BASED ON CLUSTERING ALGORITHMS. GROUPING ASSETS TO OPTIMIZE PERFORMANCE.

THROUGH THIS, WE CULMINATED OVER 570 NEW USERS AS WELL AS REACHED 15,000 IMPRESSIONS ACROSS SOCIAL MEDIA.

IN TOTAL, WE'VE REACHED AROUND 200,000 IMPRESSIONS ACROSS ALL FORMS OF MEDIA, AND RECENTLY WE WERE PUBLISHED BOTH IN SOUTHLAKE STYLE MAGAZINE AND WESTLAKE STROLL.

SECOND IS THE TRIAL PHASE, WHICH WE ARE IN RIGHT NOW FOR OUR OTHER SOFTWARE SERVICES.

WE'RE ALSO MAKING THE BUDGETING TOOL AND THE PORTFOLIO OPTIMIZATION SOFTWARE.

SO AS WE MOVE INTO PHASE THREE, WE ARE GOING TO BE TESTING THIS, SENDING THIS TO OTHER PEOPLE SUCH AS CLOSE FRIENDS AND FAMILY TO GET THEIR FEEDBACK SO WE CAN CONTINUOUSLY IMPROVE OUR PRODUCT.

BESIDES THE SOFTWARE, WE ARE DEEPLY FOCUSED ON MAKING AN IMPACT IN THE COMMUNITY.

WE HAVE PRIMARILY DONE THIS THROUGH THREE WAYS ONE.

REACHING OUT TO KEY STAKEHOLDERS THROUGHOUT SOUTHLAKE SUCH AS MAYOR MCCASKILL, MARK GILBERT, AND DANIEL CORTEZ.

THROUGH THIS, WE HAVE GAINED A BETTER UNDERSTANDING OF HOW WE CAN MAKE A TANGIBLE IMPACT THROUGHOUT THE COMMUNITY.

SECOND IS PARTNERING WITH OTHER ORGANIZATIONS SUCH AS SOUTHLAKE FOUNDATION AND GRACE.

NOT ONLY HAVE WE PERSONALLY VOLUNTEERED, BUT WE'VE ALSO HELPED ORGANIZE COMMUNITY EVENTS.

THIRD IS WHAT WE HOPE TO ACHIEVE IN THE FUTURE.

WE ARE IN THE PROCESS OF ORGANIZING COST FREE CLASSES OVER THE BASICS OF SAVING, BUDGETING, AND INVESTING TO KIDS AGE 12 THROUGH 18.

THROUGH THIS, WE WILL USE SIMPLE YET EFFECTIVE TERMS THAT THEY ARE ABLE TO PERSONALLY CONNECT WITH.

YEAH. SO MOVING ON TO OUR CAPITAL ALLOCATION FOR THE FIRST $5,000 AND THEN THE NEXT $5,000.

WITH OUR NEXT $5,000, WE'RE LOOKING TO REALLY GO DEEP INTO MACHINE LEARNING AND RESEARCH AND DEVELOPMENT BECAUSE WE REALLY WANT CUTTING EDGE TECHNOLOGY.

SO 11.3% OF OUR NEXT $5000 WOULD BE ALLOCATED TO THAT, 13.2% WOULD BE ALLOCATED TO OUR CHATBOT EXPENSES, BECAUSE WE REALLY WANT TO, AGAIN, ENSURE THAT WE'RE PROVIDING CUTTING EDGE STUFF AND FOCUS ON, YOU KNOW, BUILDING MORE AND MORE KNOWLEDGE FOR THE CHATBOT.

56.6% GOES TO OUR NEW COMMUNITY IMPACT INITIATIVE AS ANSON HAS BEEN MENTIONING.

WE REALLY WANT TO, YOU KNOW, PROVIDE THESE COST FREE LECTURES.

AND THEN 18.9% GOES TO APP HOSTING, WHICH IS A REALLY BIG PRIORITY FOR US BECAUSE WE WANT TO MAKE SURE THAT ALL DATA IS SECURE.

AND, YOU KNOW, EVERYTHING IS REALLY ACCOUNTED FOR.

SO YOU MIGHT BE ASKING, WHY ARE WE HERE? WHAT DO WE WANT FROM YOU? SO THERE'S THREE KEY THINGS, AND THERE'S DEFINITELY A LOT MORE TO BE DONE WITH ENRICHIFY.

THE HIRING INTERVIEW COMMITTEE RECOMMENDED AGAINST HIRING JEREMY.

STARR OVERRODE THE DECISION, THE CITY ADMINISTRATION PERMITTED IT, AND WHAT WAS ON HIS APPLICATION WAS DOWNRIGHT NOT APPROPRIATE UNDER HIS FAILED LEADERSHIP. WE'VE LOST VERY TENURED STAFF, MOST OF WHOM ACTUALLY HAD MORALS, INTEGRITY, ETHICS.

LIKE KELLY CLEMENTS, THE FIRE MARSHAL WHO'S A RESIDENT OF SOUTHLAKE, HE STOOD UP FOR HIS STAFF TREATMENT BY MICHAEL STAR AND WILSON AND MOSTLY WAS ALL FEMALES. ONE OF THE CITY OF SOUTHLAKE FIRE EMPLOYEES WAS SEXUALLY ASSAULTED ON THE JOB, ANOTHER ONE WAS PHYSICALLY ASSAULTED ON THE JOB REPETITIVELY, AND THREE WERE SEXUALLY HARASSED AS WELL AS DISCRIMINATED AGAINST ON THE JOB.

KELLY WAS TARGETED AND RETALIATED AGAINST FOR STEPPING UP FOR HIS EMPLOYEES WHILE ATTEMPTING TO PROVIDE A BETTER WORKING CONDITIONS FOR HIS STAFF.

THEY, STAR AN WILSON FOSTERED A HIGHLY TOXIC AND HOSTILE WORK ENVIRONMENT.

WHAT'S OCCURRING IN THE CITY IS NO DIFFERENT THAN WHAT'S OCCURRING AT GATEWAY, EXCEPT YOU AREN'T DOING ANYTHING ABOUT IT.

SINCE JANUARY 2023 SORRY JULY 2023 THROUGH APRIL 2ND, WHEN I SUBMITTED FOIA, I WAS PROVIDED A SPREADSHEET TITLED ETHICS POINTS AND REPORTS, REFERRING TO MICHAEL STAR AND JEREMY WILSON THAT WHILE THERE WERE 25 ITEMS LISTED ON THE SPREADSHEET THAT SAID ACTUALLY THERE WAS 32 CASES AND ALMOST YEAR LONG INVESTIGATION INTO STAR, WILSON AND THE FIRE DEPARTMENT HAD ASSISTANT CITY MANAGER BRANDON HAVE AN INTERNAL MEETING WITH THE STAFF AND STATED THAT THE COPY OF THE INVESTIGATION WAS ESSENTIALLY WATERED DOWN FOR LIABILITY PURPOSES, AND THAT MAY HAVE BEEN RECORDED BY ONE OF YOUR STAFF MEMBERS. AFTER TWO INVESTIGATIONS, ONE BY THE CITY ATTORNEY'S OFFICE AND ONE BY CAPTAIN HENNINGER.

STAR SHOULD HAVE BEEN SIMPLY TERMINATED VERSUS THE FANFARE HE DIDN'T DESERVE, IN MY OPINION.

HE, THE FD, AND THE CITY'S ADMINISTRATION UNJUSTLY DESTROYED THE CAREERS AND LIVES OF VERY TENURED AND WELL RESPECTED EMPLOYEES.

BUT TONIGHT BEGINS THE FORMAL PHASE OF BUDGET CONSIDERATIONS FOR THE UPCOMING FISCAL YEAR 2025.

AS NOTED, YOUR ITEM DOES HAVE THREE ITEMS FOR YOUR CONSIDERATION.

ITEM 6J IS APPROVAL OF THE PROPOSED THE AMENDED 2024 SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT OPERATING BUDGET AND ADOPTION OF THE PROPOSED OPERATING BUDGET FOR FY 25.

ITEM 6K IS YOUR TAX LEVY ORDINANCE CONSIDERATION.

THE FIRST AGENDA ITEM THAT WE'LL DISCUSS IS THE CRIME CONTROL BUDGET, WHICH IS AMENDING THE 2024 NUMBERS, AS WELL AS ASKING FOR YOUR ADOPTION OF THE 2025 BUDGET.

STATE STATUTE REQUIRES FOR THE CRIME CONTROL BUDGET TO BE PRESENTED SEPARATELY FROM THE CITY BUDGET AND TAKING ACTION AT A PUBLIC HEARING OF THE GOVERNING BODY.

ALSO, CRIME CONTROL DISTRICT IS THE VOTER APPROVED ONE EIGHT CENT SALES TAX USED FOR CRIME CONTROL AND PREVENTION PROGRAMS AND SERVICES IN THE CITY.

THIS SLIDE SHOWS THE OVERVIEW OF THE CRIME CONTROL PROPOSED BUDGET, WITH TOTAL REVENUES OF 2.8 MILLION.

EXPENDITURES OF JUST OVER 2.7 MILLION.

BUT MORE IMPORTANTLY, THE ENDS PROPOSED ENDING THE YEAR WITH A FUND BALANCE OF JUST UNDER 5.5 MILLION, WHICH IS A VERY FISCALLY STRONG RESERVES FOR THE CRIME CONTROL DISTRICT.

AND AS IN PREVIOUS YEARS, THIS FUND IS USED FOR OUR SRO PROGRAM FUNDING THE SRO OFFICERS AS WELL AS THE EQUIPMENT NECESSARY FOR OUR POLICE DEPARTMENT. NEXT, MOVING ON TO THE SECOND AGENDA ITEM, WHICH IS THE ADOPTION OF ORDINANCE 1286, WHICH IS ESTABLISHING AND APPROVING THE PROPOSED TAX RATE.

AS WE'VE DISCUSSED AT PREVIOUS MEETINGS, THE PROPOSED TAX RATE IS A TAX RATE REDUCTION OF 1.4 CENTS, WHICH IS BELOW WHICH WOULD MOVE THE PROPOSED TAX RATE TO 0.305, WHICH IS JUST UNDER THE NO NEW REVENUE TAX RATE OF 305956.

AND IT'S A REVENUE REDUCTION OF JUST UNDER 1.6 MILLION.

AS TAXPAYER RELIEF IS ALWAYS ONE OF THE KEY GUIDING PRINCIPLES WHEN DEVELOPING THE PROPOSED BUDGET WE ARE CONTINUING WITH THE HOMESTEAD EXEMPTION OF 20%, WHICH IS THE LARGEST ALLOWABLE HOMESTEAD EXEMPTION, WHICH WE ESTABLISHED STARTED.

HIT THAT MARK IN 2018.

IT REDUCES THE AVERAGE HOMEOWNER'S TAXABLE VALUE OF JUST UNDER $220,000.

WHEN YOU EQUATE THAT TO OUR TAX RATE, THAT'S THE EQUIVALENT OF A 6.4% TAX RATE REDUCTION IN ADDITION TO THE 1.4 TAX RATE REDUCTION.

AND IT REDUCES THE CITY'S PROPERTY TAX REVENUE OF BY 5.6 MILLION.

SO WHEN YOU EQUATE THE TOTAL TAXPAYER RELIEF, WHEN YOU ADD THE PROPOSED TAX RATE REDUCTION AND THE HOMESTEAD THE TAX RATE EQUIVALENT OF THE HOMESTEAD EXEMPTION, THE AVERAGE HOMEOWNER WOULD HAVE A TAX RATE OF 0.241.

AND THAT'S BASED ON THAT AND THE ANNUAL TAX BILL WILL BE JUST UNDER $2,700 A YEAR.

AND AGAIN, THAT'S BASED ON THE AVERAGE HOME VALUE OF JUST UNDER 1.1 MILLION.

IT'S ALSO SHOWN ON THIS SLIDE IS THE CITY OF SOUTHLAKE TAX PORTION OF A HOMEOWNER IS A SMALL, VERY SMALL PERCENTAGE OF THEIR OVERALL TAX BILL THAT THEY RECEIVE HERE IN THE CITY.

NEXT, JUST TO HIGHLIGHT A SUMMARY OF ALL THE TAXPAYER RELIEF THAT'S INCLUDED IN THE PROPOSED BUDGET.

AGAIN, A TAX RATE REDUCTION OF 1.4 CENTS.

PROPOSED TAX RATE OF 0.305.

CONTINUE WITH THE 20% HOMESTEAD EXEMPTION, AS WELL AS OUR 75,000 EXEMPTIONS FOR DISABLED AND OVER 65, AS WELL AS THE SENIOR TAX FREEZE THAT THE CITY INSTITUTED AND PUT INTO PLACE IN THE EARLY 2000.

THIS IS A GREAT DEPICTION OF THE TAXPAYER RELIEF THAT THE CITY HAS PROVIDED OVER THE YEARS AND INCLUDED IN THIS BUDGET THE PROPOSED BUDGET IN 2025 THAT MARKS THE 14TH TAXPAYER RELIEF SINCE 2009.

AS WITH, WE'VE DISCUSSED SEVERAL TIMES DURING THIS BUDGET PROCESS THAT THIS BUDGET YEAR DID HAVE SOME BUDGET PRESSURES, SLOWED REVENUE GROWTH. STATE LEGISLATION, AS WELL AS JUST PROJECT AND LABOR DEMANDS.

SO THAT IS SOMETHING THAT IS IMPORTANT TO NOTE, THAT ONGOING TAXPAYER RELIEF WILL BE A CONSIDERED, CAREFULLY AND BALANCED WITH OUR COMMITMENT TO SERVICE AND NEW PROJECTS, AND WE WERE ABLE TO GET THAT ACCOMPLISHED IN THIS BUDGET WITH STILL A TAX RATE REDUCTION.

THIS SLIDE IS A GREAT DEPICTION THAT YOU CAN SEE OVER THE LAST TEN YEARS THE CITY HAS DONE A GREAT JOB OF MAINTAINING AN AVERAGE TAX BILL FOR THE AVERAGE HOMEOWNER, SOMEWHERE BETWEEN 2400 TO LESS THAN 2700 OVER A DECADE.

AND THAT'S PRETTY SUBSTANTIAL THAT YOU THINK OF ANY SERVICE THAT YOU WOULD RECEIVE TODAY AND PAY THIS SLIGHT INCREASE IN YOUR ANNUAL BILL IN OVER A DECADE WITH EXCEPTIONAL SERVICE.

THE PROPERTY TAX IS DEPICTED, IS SLICED UP INTO TWO AREAS.

IT'S THE OPERATING BUDGET AS WELL AS THE DEBT SIDE OF THE TAX RATE.

SO I'LL SPEND A COUPLE OF MINUTES DISCUSSING THE DEBT SIDE OF THE TAX RATE.

THIS SLIDE IS A GREAT EXAMPLE OF OUR DEBT STRATEGY MANAGEMENT THAT WE STARTED EARLY IN THE 2000, WHERE AT THAT TIME, IN 2003, OUR DEBT AS A PERCENT OF ASSESSED VALUE WAS JUST OVER 3%.

AND AT THAT TIME WE SET A TARGET OF LESS THAN 2% OR LESS.

AND WITH THE PROPOSED BUDGET, OUR DEBT AS A PERCENT OF ASSESSED EVALUATION, IT IS 0.21%, WHICH IS SUBSTANTIAL.

YOU CAN TELL THAT OUR DEBT STRATEGY HAS SERVED US WELL, AND THIS IS A GREAT DEPICTION OF THAT, THAT WE MANAGED TO REDUCE OUR DEBT LOAD, AS WELL AS TO CONTINUE TO MAKE PROPER INVESTMENTS INTO OUR INFRASTRUCTURE OVER THE YEARS.

AS WITH PREVIOUS BUDGETS, THIS BUDGET PROPOSES OUR DEBT SERVICE REQUIREMENT FOR PROPERTY TAX DEBT WILL BE PAID OFF IN LESS THAN TEN YEARS, AND THAT'S INCLUDING ANY PLANNED OR PROPOSED DEBT THAT MAY BE REQUIRED FOR 2025 TO COMPLETE THE PROJECTS THAT ARE SCHEDULED FOR 2025. SO WITH ANY NEW DEBT REQUIRED FOR 2025, THE AMORTIZATION PERIOD WILL STILL ALLOW US TO PAY OFF THE DEBT IN LESS THAN TEN YEARS.

AND JUST AS A REMINDER, THE DEBT THE PROPERTY TAX RATE IS A PORTION JUST UNDER 20% IS FOR THE DEBT, AND JUST OVER 80% IS FOR PROGRAM AND SERVICES, WHICH IS THE MAIN PUBLIC SAFETY GENERAL OPERATIONS OF THE CITY, PLANNING AND ECONOMIC DEVELOPMENT, AND OTHER VARIOUS SERVICES WITHIN THE GENERAL FUND. THE LAST AGENDA ITEM IS THE ACTUAL APPROVING AND ADOPTING THE PROPOSED 2025 BUDGET, AS WELL AS APPROVING THE REVISED 2024 BUDGET.

AS WE'VE DISCUSSED NUMEROUS SEVERAL TIMES THAT THE OVERALL CITY OPERATIONAL BUDGET CONSISTS OF VARIOUS FUNDS, AND THE ACCUMULATION OF ALL THOSE FUNDS IS HOW WE DELIVER THE SERVICE HERE WITHIN THE CITY.

THE OVERALL FY 2025 PLANNED OPERATING EXPENSES IS JUST OVER 130 MILLION, WHICH EQUATES TO A 3% INCREASE WHEN COMPARED TO THE 2024 ADOPTED BUDGET.

AS WE'VE SAID MANY TIMES THAT TODAY'S DECISIONS WILL AFFECT TOMORROW'S FINANCIAL HEALTH, AND THAT'S NO DIFFERENT WITH THE PROPOSED 2025 BUDGET.

WE STARTED THIS YEAR EARLY IN THE YEAR AT THE WINTER WORKSHOP OF DISCUSSING OUR MULTI-YEAR SUSTAINABILITY.

CITY COUNCIL APPROVED OUR CURRENT COMPREHENSIVE PLAN IN 2014, AND WE'VE DISCUSSED OVER SEVERAL MONTHS THAT WE ARE UPDATING THAT PLAN AND ITS VARIOUS THINGS THAT WE WILL CONSIDER WHEN UPDATING THE PLAN.

WE WILL CONTINUE TO WORK WITH COUNCIL IN THE NEXT OVER THE NEXT FEW MONTHS TO BRING THAT PLAN BEFORE YOU AND GET THAT ADOPTED.

AS WITH THE 2025 BUDGET, THERE ARE SEVERAL THINGS TO CONSIDER IN THIS MULTI-YEAR CONSIDERATION GOING FORWARD.

AND AGAIN, WE WILL BE DISCUSSING THAT IN MORE DETAIL WITH THE CITY COUNCIL OVER THE NEXT SEVERAL MONTHS.

BUT SOME OF THE KEY THINGS THAT WILL BE CONSIDERED, AND WE WILL NEED TO FACTOR IN THAT THE SAME BUDGET PRESSURES THAT WE SAW HERE IN 2025, WE WILL SEE INTO THE FUTURE.

THIS IS JUST ANOTHER ANOTHER QUICK VIEW OF THE FUTURE YEAR PROJECTION THAT WE DISCUSSED EARLY AUGUST WITH THE BIGGEST THING TO NOTE IS THE CIP CASH FUNDING. IN THE 2024 ADOPTED BUDGET, WE HAD 8 MILLION TOWARD CIP CASH FUNDING IN THE PROPOSED BUDGET IS 3.5 MILLION IN CIP CASH FUNDING. AND EACH YEAR GOING FORWARD, THERE'S A REDUCTION OF THE CIP CASH FUNDING BASED OFF OF WHAT WE KNOW AND WHAT THE CRYSTAL BALL SAYS TODAY.

AND THEN THE OFFSET OF MAINTAINING AND INVESTING INTO OUR INFRASTRUCTURE WILL GO BASED ON THE APPROVED FIVE YEAR CIP.

YOU CAN SEE AT THE VERY BOTTOM OF THE SLIDE THAT THE CIP REQUIREMENTS EXCEEDS THE CASH FUNDING THAT'S AVAILABLE, WHICH WILL BE FOR A FUTURE DISCUSSION THAT WE'LL BE BRINGING BACK THE FIVE YEAR PLAN AND DISCUSS THE FUNDING AS IT RELATES TO CASH VERSUS DEBT INTO THE FUTURE.
