COME ON DOWN, SIR, AND WELCOME TO THE SOUTHLAKE CITY COUNCIL MEETING.LOTS OF NEWS. YES, SIR, I APPRECIATE IT.
MY NAME IS JOE DON BOBBITT. I'M THE NEW CHIEF APPRAISER WITH TARRANT APPRAISAL DISTRICT, AND OUR ADDRESS IS 2500 HANLEY EDWARDSVILLE ROAD IN I THINK NORTH RICHLAND HILLS, BUT MAINLY I WAS HIRED STARTING FEBRUARY 1ST, AND I THINK THE BOARD, WHAT THEY WANTED ME TO DO WAS COME IN AND KIND OF REBUILD RELATIONSHIPS WITH THE ENTITIES AND WITH THE TAXPAYERS AND SO PART OF THAT, WE'RE KIND OF MAKING THE GRAND TOUR COMING AROUND TO ALL THE DIFFERENT ENTITIES, AND I REALLY APPRECIATE YOU ALL ADDING ME TO THE AGENDA TONIGHT.
OUR INSURANCE DID COVER THAT AND DID PROVIDE CREDIT MONITORING FOR THOSE PEOPLE THAT WERE AFFECTED.
WE'RE ALSO BUYING NEW SOFTWARE TO KIND OF PREVENT THIS FROM HAPPENING IN THE FUTURE.
OVERALL, THE BOARD OF DIRECTORS HAS AUTHORIZED US TO SPEND ROUGHLY $1.5 MILLION ON SOFTWARE AND TECHNOLOGY TO KIND OF PREVENT THIS OR MINIMIZE THE RISK GOING FORWARD, AND ALL THAT $1.5 MILLION CAME OUT OF OUR RESERVE FUND.
SO WE DIDN'T COME BACK TO THE ENTITIES AT THAT POINT ASKING FOR ADDITIONAL MONEY.
WE'RE TRYING TO FIX THIS USING AN EXISTING CASH.
THIS YEAR, ONE OF OUR MAIN FOCUSES FOR THE STAFF WAS TO MINIMIZE THE IMPACT ON THE TAXPAYERS AND SO IN THE PAST, WE'D ALWAYS HEARD THERE WAS A FOUR HOUR WAIT TIME TO COME IN AND PROTEST AND GET HEARD, AND SO RIGHT NOW, THIS YEAR, OUR AVERAGE WAIT TIME IS ABOUT 15 MINUTES, AND SO WE WERE QUITE PROUD OF THAT.
WE TOOK A LOT OF EFFORT TO RESOLVE AS MANY PROTESTS AS WE COULD.
THE OTHER ISSUES THE REAPPRAISAL PLAN HAS POPPED UP IN THE NEWS.
I DON'T KNOW IF YOU HAVE ANY QUESTIONS REGARDING THAT.
OVERALL, IT MAINLY AFFECTS RESIDENTIAL PROPERTIES AND IT MAINLY AFFECTS SCHOOL DISTRICTS OR POTENTIALLY COULD AFFECT SCHOOL DISTRICTS FOR THE CITIES, IT HAS LESS IMPACT THAN THAN OTHER ENTITIES.

EXPLANATION ABOUT THE NEW PROCESS.YES, SIR. THE MAIN POINTS THAT WERE ADOPTED, THE 2024 VALUES THAT WERE RECENTLY JUST APPROVED AND CERTIFIED TO THE ROLL, THOSE VALUES WILL CONTINUE FOR 2025 AND 2026 FOR RESIDENTIAL PROPERTIES AND SO WE CODIFY RESIDENTIAL PROPERTIES BASED ON MY DEPARTMENT, MY RESIDENTIAL DEPARTMENT.
SO APARTMENT BUILDINGS ARE CONSIDERED COMMERCIAL, BUT FOURPLEXES AND BELOW ARE CONSIDERED RESIDENTIAL, AND SO THOSE VALUES WILL CONTINUE IF ANYBODY DOES ANY NEW CONSTRUCTION, IF THEY ADD ON TO IT, IF THEY COME AND GET A PERMIT FROM THE CITY, THOSE THAT VALUE OF THE NEW CONSTRUCTION WILL GET ADDED TO THEIR EXISTING VALUE.
THE ARB VALUES WILL ROLL BASICALLY ALL RESIDENTIAL VALUES.
SO IN 2025 AND 2027, THE STATE WILL BE AUDITING OUR VALUES, AND SO WE'RE EXPECTED TO BE WITHIN 5% OF WHAT THE STATE DETERMINES, AND WE WON'T KNOW WHAT THAT IS UNTIL JANUARY OF 2026. SO WE HAVE TO TRY TO HIT WHAT MARK IT IS EARLY, AND THEN THE STATE COMES AND AUDITS US AFTER THE FACT, AND IF WE'RE WRONG, THE SCHOOLS GET BASICALLY ARE AFFECTED.
THEIR FINANCES CAN BE AFFECTED.
SO RIGHT NOW THE MARKET IS SUPPOSED TO BE FLAT, AND SO THE BOARD WILL CONTINUE TO LOOK AT IT.
IF THE MARKET LOOKS LIKE IT'S GOING TO CHANGE, THEN WE MAY REAPPRAISE ONLY THOSE SCHOOL DISTRICTS THAT COULD BE NEGATIVELY AFFECTED, BUT THAT WILL ULTIMATELY BE A BOARD DECISION IN MARCH.

WE ARE A NONPROFIT ESTABLISHED IN 1975, AND WE TRAIN AND RAISE SERVICE DOGS AND GIVE THEM TO PEOPLE WITH DISABILITIES AGES 5 TO 75 FREE OF CHARGE.
WE DO THAT BASED ON PRIVATE DONATIONS AND VOLUNTEERS SUCH AS LORI ANN THAT TAKE THE PUPPIES AT EIGHT WEEKS OLD, RAISE THEM UNTIL THEY'RE 15 MONTHS, AND THEN THEY TURN THEM INTO OUR TRAINING CENTER IN LAS COLINAS, AND THAT IS WHERE OUR PROFESSIONAL TRAINERS TAKE THEM FROM 4 TO 6 MONTHS, COMPLETE THEIR PROFESSIONAL TRAINING, AND THEN THEY ARE MATCHED WITH A PERSON WHO HAS A QUALIFIED DISABILITY.
OUR DOGS HELP PEOPLE WITH PHYSICAL DISABILITIES.
CEREBRAL PALSY IS THE NUMBER ONE DISABILITY THAT WE RECEIVE A REQUEST FOR.
THOSE ARE THINGS OUR DOGS CAN DO, AND WE APPRECIATE BEING HERE.
I JUST WANT TO SAY IT'S THANK YOU FOR RECOGNIZING SERVICE ANIMALS.

SO SHE'S 15 MONTHS OLD AND SO SHE ALREADY KNOWS.
SHE KNOWS EVERYTHING SHE'S SUPPOSED TO DO RIGHT NOW.
SO SHE'LL BE TURNED IN SOON AND WE'LL SEE WHAT SHE DOES.

HOW DO YOU GIVE THEM BACK AFTER HAVING THEM FROM A PUPPY? I COULD NEVER I'M SORRY.SO I'M SO THANKFUL FOR PEOPLE WHO CAN AND THEY'RE DOING A GREAT SERVICE, BUT I WOULD PROBABLY BE ONE OF THE I WOULD FAIL BECAUSE I WOULD I WOULD HAVE 100 DOGS AT HOME. I'M A FIRST TIME PUPPY RAISER.
I TOOK THIS JOB A COUPLE YEARS AGO AND THEN DECIDED THAT I WOULD, SINCE I'M SOLICITING PEOPLE TO VOLUNTEER AND TAKE ON THIS TASK, I WOULD DO IT MYSELF SO I COULD TELL PEOPLE WHAT IT WAS LIKE, AND I GOT TWILIGHT ON VALENTINE'S DAY AND SHE'S AT HOME.
THEY ARE BRED FOR THIS PURPOSE, AND IT WOULD BE AN INJUSTICE TO TAKE A DOG THAT DOES THAT AND KEEP IT AS A PET, AND SO ONCE YOU SEE THAT IN THEM, YOU REALIZE THIS IS WHAT THIS DOG WAS MEANT TO DO HERE AND SO IT MAKES IT A LITTLE BIT EASIER TO SEE THEIR PURPOSE IN THIS JOURNEY, AND IT'S NOT AS A PET, AND ALSO IF ALONG THE WAY THEY DETERMINE THAT THIS WAS NOT THEIR PURPOSE.
WHEN WE HAVE THOSE, ABOUT 49% DO NOT MAKE IT AS A SERVICE DOG.

IT WOULD REVISE SOME OF THE BUILDING LAYOUT AND SQUARE FOOTAGES OF THE SITE, AND WOULD ALSO AMEND PORTIONS OF THE PROPOSED PARK DEDICATION.
THESE ARE THE SEVEN SPECIFIC ITEMS THAT THE APPLICANT IS REQUESTING CONSIDERATION OF.

WE CAN'T WAIT, AND SOME OF YOU WERE THERE IN THE GROUNDBREAKING CEREMONY JUST ABOUT A YEAR AGO, WHERE I MENTIONED THAT I KIND OF JOKED ABOUT MY DAUGHTER IS IN JUNIOR YEAR IN CARROLL, MY SON IS IN EIGHTH GRADE NOW IN CMS, AND THE NUMBER ONE QUESTION THEY ASKED ME IS, WHEN AM I GOING TO GET A COFFEE SHOP OR STARBUCKS OR ICE CREAM SHOP WHERE I CAN THEY CAN WALK FROM MY HOME TO THE RETAIL PORTION OF THE PROJECT.

I KNOW THERE'S A LOT OF FOLKS THAT HAVE MOVED INTO THE COMMUNITY.
YOU KNOW, WE'VE BEEN WORKING ON IT FOR ALMOST SEVEN YEARS.
NOT WITH CARILLON CROWN, BUT THROUGH FORMER PARTNERS AND AFTER THE HINES SOLD IT, BUT WHEN YOU LOOK BACK AT THE HISTORY OF THIS, THIS PROPERTY AND THE GATEWAY CHURCH AND MUCH OF TIMBERON WAS OWNED BY EXXONMOBIL.
THEY SOLD THIS PIECE AND THE AREA AROUND GATEWAY CHURCH TO AVENTERRA YEARS AGO, AND AVENTERRA CAME WITH MULTIPLE PLANS LOOKING AT CORPORATE CAMPUS OPPORTUNITIES, AND THOSE JUST NEVER CAME TO FRUITION.

THERE WAS STILL A PERFORMING ARTS CENTER THAT WAS PROPOSED, BUT VERY LITTLE OPEN SPACE.
IN FACT, THEY PLANNED TO ON THE 42 ACRES.
IT WAS PRETTY MUCH CLEAR CUT THE ENTIRE PROJECT, AND THEY HAD A VERY SMALL, ABOUT THREE ACRE PIECE THAT WAS A POCKET PARK, SURROUNDED BY ROADS AND REALLY NOT ACCESSIBLE FOR PUBLIC, BUT JUST MORE OF A GREEN SPACE.
AS A REMINDER, TOO, AS WE KIND OF CAME THROUGH, ONE OF THE THINGS THAT THIS DEVELOPMENT TEAM HAS DONE IS WE WANTED TO MAKE SURE THAT WE WERE ALIGNED WITH THE CITY VISION THAT'S BEEN FOR SEVERAL DECADES, AND WE TOOK THE 2035 PLAN, THE 114 SECTOR PLAN, THE PARKS AND RECREATION PLAN, LIBRARY STUDY AND TASK FORCE, AND THE INFORMATION THAT THEY CAME UP WITH A RETAIL SATURATION STUDY, WHICH WAS VERY INFORMATIVE ABOUT WHAT WAS GOING TO WORK AND WHAT WAS RECOMMENDED TO COME INTO THE CITY OF SOUTHLAKE, INCLUDING THE ECONOMIC CLUSTER ANALYSIS, AND THEN A LOT OF CITIZEN SURVEYS THAT HAVE BEEN OVER THE YEARS.

CCI WOULD HAVE THE AMERICAN CULINARY FEDERATION ACCREDITATION, SO THAT ALLOWS THE SCHOLARSHIP OPPORTUNITIES AND SO MANY DIFFERENT DEGREE PROGRAMS BECAUSE TCC ALREADY HAS A HOSPITALITY AND CULINARY ASSOCIATE'S DEGREE THAT THEY OFFER, AND NOT EVERY KID IS GOING TO GO TO COLLEGE FOR SOME KIND OF BUSINESS CAREER.

THIS DEVELOPER HAS BEEN AND WILL CONTINUE TO BE COMMITTED TO WORKING WITH THE SURROUNDING COMMUNITY SO THAT IF THERE'S ANYTHING THAT WE DO, WHETHER IT'S OUR FAULT OR NOT, REGARDING THE DEVELOPMENT, WE'RE GOING TO WORK TO REMEDY THOSE SITUATIONS BECAUSE WE WANT TO BE VERY GOOD DEVELOPMENT PARTNERS AT THE SURROUNDING COMMUNITY.

THIS IS A GREAT VIEW FOR A COUPLE OF REASONS.
ONE, IT SHOWS WHERE WE'RE LOCATED.
IT SHOWS THE GREAT PICTURE OF THE LAKE GRAPEVINE BACK IN THE BACKGROUND, BUT IT ALSO GIVES YOU AN OVERALL DEPICTION OF THE FORESTED AREA IN THE PARK, WHICH IS A VERY IMPORTANT ASPECT OF WHAT WE'RE TRYING TO PROTECT, AND IF YOU LOOK DOWN, I WANT TO MAKE CERTAIN, BECAUSE THERE'S A LOT OF FOLKS WHO DIDN'T KNOW WHAT THIS SITE LOOKED LIKE BEFORE WE PURCHASED THE PROPERTY, BUT HISTORICALLY, THERE WERE NO TREES ON THE NORTH, 16 ACRES WHERE THE RESIDENTIAL COMPONENTS.

SO OUR NEW PROPOSAL, WHICH IS ON THE RIGHT HAND SIDE OF YOUR SCREEN, MOVES THAT BUILDING TO THE SOUTH AND FREES UP A CONSIDERABLE AMOUNT OF SPACE.
IT ALSO PROVIDES MUCH BETTER ACCESS TO THE PARKING GARAGE, AND THIS IS WHETHER IT IS A LIBRARY OR WHETHER IT IS PRIVATE SECTOR MIXED USE USES IN THAT BUILDING, AND WE APPRECIATE THAT COMMENT BECAUSE NOT ONLY DID IT FREE UP PARK SPACE, SAVE A LOT MORE TREES, BUT IT ALSO PUT US IN A POSITION THAT INSTEAD OF HAVING TO BUILD WHAT WAS PREVIOUSLY PROPOSED AS THIS LOOP ROAD THROUGH THE PARK ON THE LEFT HAND SIDE, WE NOW CAN GET RID OF THAT ROADWAY, WHICH DOES A COUPLE OF DIFFERENT THINGS.
IT ALLOWS US TO ADD THIS AREA AS PARK SPACE AND CREATE A TRAIL SYSTEM FROM WHAT WE DID IN THE RESIDENTIAL INTO THE MAIN BODY OF THE PARK THROUGH THIS PARK AREA.
IT ALSO ALLOWS US, BY NOT HAVING TO PUT THIS ROADWAY IN, TO SIMPLY BRING IN THE ROAD HERE, AND SEVERAL COUNCIL MEMBERS WILL REMEMBER THAT ONE OF THE REASONS THAT THE CITY KIND OF BACKED OFF AND WAS A LITTLE MORE HESITANT ABOUT THE LIBRARY WAS THE FACT THAT AS WE TALKED ABOUT THE LIBRARY, WE SAID, HEY, WELL, WE WOULDN'T BE BUILDING THIS

SO IT'S LOWERING THE COST, AND IT PROVIDES THAT EXTRA PARK SPACE AND CONNECTION TO THE RESIDENTS TO THE NORTH.
TODAY, YOU KNOW, WE GOT THE PNC RECOMMENDED APPROVAL ITEMS TWO THROUGH SIX.
I DID SPEAK WITH ONE OF THE P&Z MEMBERS WHO HAD VOTED NO, AND THE REASON COMMISSIONER PHALEN VOTED NO WAS BECAUSE SHE WAS STILL FOR ITEMS TWO THROUGH SIX, BUT ALSO WANTED TO INCLUDE ITEM SEVEN, AND SO SHE VOTED NO BECAUSE IT DIDN'T INCLUDE ITEM NUMBER SEVEN.

THE DEVELOPER ALSO PROPOSES TO INCLUDE THE LIBRARY AS A PERMITTED USE SO THAT IF WE DO ARE ABLE TO WORK SOMETHING OUT ON THE LIBRARY, THAT IT IS ALREADY CONSIDERED AS A PUBLIC USE, THAT WE WOULD PRESERVE THAT OPTION TO BE LOCATED IN CARILLON PARC, SHOULD ALL THE FINANCIAL CONDITIONS MEET THE CITY'S REQUIREMENTS.
AS THE STUDY SHOWED, THE BEST LOCATION FOR THIS LIBRARY IS IN CARILLON PARC, AND WE BELIEVE THAT IF WE CAN BUILD IT LESS EXPENSIVELY AND PROVIDE MORE ECONOMIC IMPACT BY PUTTING THE LIBRARY THERE AND CREATING A DESTINATION THAT WILL SUPPORT A VERY LARGE COMMERCIAL PROJECT, IF WE CAN AGREE ON THE TERMS TO CONSTRUCT THE LIBRARY, AS I MENTIONED, WE WOULD DEDICATE THAT AREA UNDER THAT BUILDING AS A PUBLIC PARK.
WE DO NEED AND I THINK THIS WAS A REALLY IMPORTANT PIECE OF WHY WE'RE EVEN TALKING ABOUT THIS.

THEY'RE ALL USUALLY PICKED UP AND GONE BY 4:00 PM THE STUDENTS.
STUDENTS ARE DROPPED OFF IN THE FACILITY BY THEIR PARENTS OR GUARDIANS AND WALKED INTO THE FACILITY.
THEY, THEY HAVE SCANNING OR WANDING PROCEDURES THAT THEY DO FOR SECURITY, AND IT'S A SECURE FACILITY THROUGHOUT THE DAY.
THE PLANNING AND ZONING COMMISSION RECOMMENDED APPROVAL, SEVEN ZERO, SUBJECT TO OUR STAFF REPORT, AND NOTING THAT THE TERM OF THE SPECIFIC USE PERMIT WOULD BE TIED TO THEIR PRIMARY LEASE AND THEN THE EXTENSIONS THAT WOULD BE EXERCISED BY THAT TENANT.

WE HAVE ACCESS TO THE MEDICAL RECORDS OF THE CHILDREN AND WE HAVE A PRESCREENING.
WE DO NOT ALLOW ANY CHILDREN THAT HAVE A VIOLENT HISTORY.
WE BASICALLY DEAL WITH CHILDREN THAT HAVE ANXIETY AND DEPRESSION ISSUES.
OUR PURPOSE IS TO GET THEM BACK TO WHERE THEY CAN COPE WITH BEING BACK IN THE NORMAL SCHOOL SYSTEM.
IT GIVES US A CHANCE TO BUILD THEM UP.
THE SCHOOLS ENCOURAGE US TO PARTICIPATE WITH THEM BECAUSE IT'S A MEDICALLY EXCUSED ABSENCE OF THE SCHOOLS DO NOT LOSE ANY OF THEIR STATE FUNDED REVENUE, AND SO WE HAVE NO OPPOSITION FROM THE SCHOOLS.
THEY OBVIOUSLY CAN'T RECOMMEND US, BUT BUT THEY GENERALLY INVITE US TO COME AND VISIT THEIR SITES.
