MY NAME IS SHAWN MCCASKILL AND AS MAYOR OF THE CITY OF SOUTHLAKE, I HEREBY CALL OUR OCTOBER 1ST, 2024 REGULAR CITY COUNCIL MEETING TO ORDER.

WELCOME EVERYONE.

AS ALWAYS, WE START OUR MEETINGS WITH INVITING PASTOR CLAYTON REED, OUR OFFICIAL CITY CHAPLAIN TO LEAD US IN PRAYER.

AND THEN IF YOU WOULD JOIN US AND REMAIN STANDING FOR THE PLEDGE OF ALLEGIANCE AND THE PLEDGE OF TEXAS.

PASTOR REED, WELCOME.

THANK YOU. MAYOR. LET'S PRAY.

LORD, WE GIVE THANKS THIS EVENING FOR YOUR GOODNESS TO US.

WHEN WE WOKE UP, MOST OF US THIS MORNING IN HOUSES THAT WERE SAFE AND SAFE ENVIRONMENTS.

AND WE PRAY, LORD, THAT YOU WOULD JUST CONTINUE TO BLESS OUR TOWN AND OUR CITY WITH SAFETY.

AND WE THANK YOU FOR THE PEACE AND JOY THAT WE HAVE OF LIVING HERE.

AND LORD, WE PRAY ALSO TONIGHT FOR THIS MEETING FOR EVERY DECISION THAT GETS MADE, EVERY DELIBERATION, EVERY MOMENT WHERE PEOPLE ARE SPEAKING.

WE PRAY THAT YOU WOULD BRING PEACE INTO THIS ROOM, PEACE TO THIS MICROPHONE, WISDOM TO THE PEOPLE WHO MAKE DECISIONS.

BLESSING AND HELP FOR THE STAFF.

AND AT THIS TIME, I WOULD LIKE TO INTRODUCE SOUTHLAKE CHAMBER PRESIDENT AND CEO, CEO MARK GILBERT, WHO WILL UPDATE THE COUNCIL ON THE WORK OF THE CHAMBER, INCLUDING, I'M GUESSING BECAUSE IT'S OCTOBER, MAYBE AN UPDATE ON OKTOBERFEST STARTING IN TEN DAYS.

MARK, IT'S ALL YOURS.

NICE. WE DID WIN AN AWARD A FEW YEARS AGO THAT WE HANG OUR HAT ON IS THE NUMBER ONE OKTOBERFEST IN TEXAS AND NUMBER FOUR IN THE US.

AND SO THAT WAS A GREAT HONOR THAT THEY GAVE TO US.

OUR HEADLINER THIS YEAR ON SATURDAY IS THE SPAZMATICS.

SO IF YOU LIKE THE MOLLY RINGWALD'S YOU BOUGHT THEM BEFORE IS KIND OF A 80S KIND OF GENRE BAND.

A LOT OF THE SAME KIND OF STUFF.

CLASSIC ROCK. THEY'RE GOING TO BE A HECK OF A LOT OF FUN.

OUR PARTNER ALTSTADTER SIGNATURE BEER PARTNER WILL BE BACK AS WELL.

AND WE HAD THAT GINORMOUS STEIN IN FRONT OF THE CITY BUILDING THERE LAST YEAR.

BUT THAT WAS AN AWESOME THING AND EVERYBODY LOVED IT AND TOOK A BUNCH OF PHOTOS AND IT'LL BE REAPPEARING AS WELL.

I WANT A SPECIAL SHOUT OUT BEFORE I FORGET AND CLOSE UP ON THIS.

HERE IS A SHOUT OUT TO TEXAS CAPITAL, A NEWER BANK TO SOUTHLAKE AND THEY SUPER STEPPED UP IN YOUR BUSINESS COMMUNITY.

I DON'T KNOW EVERYTHING THAT THEY'RE UP TO, BUT IF THEY'RE DOING THINGS ELSEWHERE LIKE THEY'RE DOING AT THE CHAMBER, THEY'RE REALLY DOING A LOT OF GOOD STUFF.

THEY'VE JOINED US AT THE HIGHEST LEVEL AND THEY'VE SPONSORED AT THE HIGHEST LEVEL.

AND WE COULDN'T BE MORE HAPPY AND GRATEFUL.

NO, SUNDAY NIGHT MIGHT BE A LITTLE THIN, BUT BILL TATE WILL HELP US GET THERE.

BUT THE COUNCIL HAS BEEN SO SUPPORTIVE FOR THIS AND EVERYBODY ALONG THE WAY.

EVERYBODY I'VE WORKED WITH THE CITY HAS BEEN JUST FANTASTIC.

WE APPRECIATE YOUR TRUST IN US AND THAT REALLY MEANS A LOT TO US, AND WE REALLY DO OUR UTMOST TO PRESENT SOUTHLAKE IN THE MOST POSITIVE LIGHT WE CAN. AND HOPEFULLY THIS YEAR AGAIN WILL BE JUST ANOTHER ROUSING SUCCESS.

[4. Discuss establishing an Advisory Commission for People with Disabilities]

AND WE'RE GOING TO DISCUSS ESTABLISHING AN ADVISORY COMMISSION FOR PEOPLE WITH DISABILITIES HERE IN SOUTHLAKE.

AND FOR THIS ITEM I WILL TURN IT OVER TO CITY MANAGER ALISON ORTOWSKI.

YES. THANK YOU MAYOR.

AS YOU KNOW, MAYOR, SHORTLY AFTER YOU TOOK OFFICE, YOU DISCUSSED THE IDEA OF ESTABLISHING THIS NEW COMMISSION WITH ME AND ASKED ME TO START WORKING WITH STAFF TO EVALUATE WHAT SORT OF FRAMEWORK THAT MIGHT LOOK AT SO THAT WE COULD COME BACK TO THE CITY COUNCIL AT A FUTURE MEETING TO DISCUSS THE POSSIBILITIES THERE.

SO I'M GOING TO ASK OUR DIRECTOR OF COMMUNITY SERVICES, DAVID MILLER, TO LEAD THAT DISCUSSION.

AND HAPPY TO BE HERE THIS EVENING TO DISCUSS ESTABLISHING AN ADVISORY COMMISSION ON PERSONS WITH DISABILITIES AS CITY MANAGER ORTOWSKI EXPRESSED.

AFTER Y'ALL'S CONVERSATION EARLIER THIS YEAR, SHE DID REACH OUT TO STAFF ASKING US TO BEGIN RESEARCHING AND REALLY COMING UP WITH SOME IDEAS OF WHAT A POSSIBLE COMMISSION ON PERSONS WITH DISABILITIES MIGHT LOOK LIKE.

AND WE'RE AT THAT POINT IN TIME IN OUR RESEARCH WERE, THE NEXT LOGICAL STEP WAS TO COME TO COUNCIL AND PRESENT AN OVERALL CONCEPT, REVIEW SOME DRAFT FRAMEWORK, AND THEN ULTIMATELY SEEK YOUR FEEDBACK AND DIRECTION ON NEXT STEPS.

BEFORE I GO INTO THE DETAILS, I DID WANT TO HIGHLIGHT SOME OF THE CURRENT PROGRAMS AND PARTNERSHIPS THE CITY OF SOUTHLAKE IS ALREADY WELL INVOLVED IN.

MANY OF THESE PROGRAMS YOU'RE WELL AWARE OF CLUB METRO, WHICH MEETS WEEKLY TWO TIMES ON TUESDAYS AND THURSDAY EVENINGS.

WE HAVE OUR CLUB METRO SUMMER CAMP, WHICH WE STARTED LAST YEAR, AND THIS PREVIOUS SUMMER WE DID THREE WEEKS OF THIS CAMP.

IT'S BEEN VERY WELL RECEIVED IN THE COMMUNITY AND ACTUALLY GOTTEN SOME RECOGNITION FROM THE TEXAS RECREATION AND PARKS SOCIETY AND THE DFW DIRECTORS ASSOCIATION, WINNING AWARDS AS IT WAS IMPLEMENTED.

WE ALSO HAVE SOME SEASONAL PROGRAMS. SO COMING UP IN A FEW WEEKS, WE'LL HAVE OUR MONSTER BASH HALLOWEEN PARTY.

THIS IS A PROGRAM THAT'S OPEN TO THE ENTIRE COMMUNITY.

IT'S NOT SPECIFIC TO CLUB METRO.

WE HAVE A CLUB METRO PROM EVERY YEAR, AND WE ALSO HAVE A SNACKS WITH SANTA, WHICH IS A NEW PROGRAM THAT WE'RE GOING TO BE STARTING THIS YEAR AS WELL.

WE'VE HAD VARIOUS EMPLOYMENT OPPORTUNITIES OVER THE YEARS AS WELL, SOME IN OUR ATHLETICS DEPARTMENT, AND WE CURRENTLY HAVE ONE INDIVIDUAL WHO'S BEEN WITH US AT CHAMPIONS CLUB FOR A VERY LONG TIME AND DOING A GREAT JOB, AND WE'VE ALSO RECENTLY BEGUN PARTNERING WITH THE CISD TRANSITION PROGRAM, BOTH FOR OPPORTUNITIES FOR THOSE IN THE PROGRAM TO WORK OUT AT CHAMPIONS CLUB, AND ALSO SOME OPPORTUNITIES FOR THEM TO VOLUNTEER AT SOUTHLAKE LIBRARY THROUGH VOLUNTEER SOUTHLAKE AS WELL.

AND THEN FINALLY, WE DO HAVE AN ADA TRANSITION PLAN WITH THE CITY.

WE HAVE LOOKED AT ALL CITY FACILITIES AND DONE AN ASSESSMENT OF ADA NEEDS AS THOSE THINGS CHANGE OVER TIME AND WE HAVE AN ADA TRANSITION PLAN IN PLACE THAT WE ARE CONTINUALLY WORKING THROUGH AS A CITY STAFF.

SO GOING INTO THE RESEARCH, THE FIRST STEP FOR US WAS TO LOOK AT OTHER CITIES.

THERE'S A LOT OF CITIES DOING GREAT WORK THAT HAVE SOME COMMISSIONS THAT HAVE ALREADY STARTED IN THIS AREA.

SO WE LOOKED AT SOME YOU SEE THOSE EXAMPLES ON THE SCREEN GAVE US A GOOD IDEA FOR HOW TO FORM A COMMISSION THAT'S SUCCESSFUL.

WE ALSO NOTED THAT THE STATE HAS A COMMITTEE, THE GOVERNOR'S COMMITTEE ON PEOPLE WITH DISABILITIES.

THEY HAVE SOME GREAT RESOURCES FOR SPECIFIC ISSUES LIKE ACCESSIBILITY, EMPLOYMENT AND OTHERS.

BUT THEY ALSO HAVE A GOOD BLUEPRINT FOR HOW TO FORM A COMMISSION OR A COMMITTEE AS WELL.

SO STAFF HAVE USED SOME OF THAT INFORMATION AS WE HAVE DONE OUR RESEARCH, BOTH THIS PRESENTATION AND IF COUNCIL WISHES US TO CONTINUE MOVING FORWARD, WE'LL CONTINUE TO USE THEM AS A RESOURCE.

SOME ADDITIONAL CHARACTERISTICS WE NOTICED WITH THE BOARDS WE LOOKED AT, THEY WERE TYPICALLY ALIGNED WITH THE CITY'S BOARD AND COMMISSION MAKEUP, SO THE SIZE WOULD VARY.

IF IT'S AN 11 MEMBER COUNCIL IS TYPICALLY AN 11 MEMBER BOARD, DEPENDING ON THE CITY, OR SEVEN AND SEVEN MEETINGS WERE HELD MONTHLY OR QUARTERLY, AGAIN, DEPENDING ON THE CITY, THE SIZE OF THE CITY AND THE WORKLOAD.

AND ALL OF THESE BOARDS FUNCTIONED IN AN ADVISORY COMMITTEE CAPACITY TO THE CITY COUNCIL, SIMILAR TO OUR SENIOR ADVISORY COMMISSION HERE.

TYPICALLY, THE MAKEUP OF THOSE COMMISSIONS WAS BOTH THOSE WHO ARE DISABLED AND THOSE WHO ARE PROVIDERS FOR DISABLED, AND THEN ALSO RESIDENTS WHO HAD AN INTEREST IN BEING INVOLVED IN THOSE COMMITTEES AS WELL.

MOVING FORWARD INTO THE DRAFT FRAMEWORK, THE CONCEPT HERE IS FOR THIS COMMISSION TO ACT AS AN ADVISORY BODY TO THE CITY COUNCIL AND STAFF TO PROVIDE FOCUSED INPUT FROM RESIDENTS WHO MAY BE EXPERIENCING DISABILITIES FIRSTHAND.

THIS COMMISSION WOULD BE RESPONSIBLE FOR PROVIDING COUNSEL OR GUIDANCE TO THE COUNCIL ON ISSUES SUCH AS POLICY DEVELOPMENT AND PROGRAM RECOMMENDATIONS REALLY SERVE AS A BRIDGE BETWEEN THE CITY AND THE COMMUNITY, HELPING US IDENTIFY OPPORTUNITIES AND ALSO RECOGNIZE SUCCESSES AS WELL.

SO YOU SEE THE DRAFT FRAMEWORK UP HERE ON THE SCREEN.

OBVIOUSLY, THE BEST PLACE TO START IS WITH A PURPOSE, A MISSION, A VISION, AND SOME GOOD GOALS.

THE MISSION BEING TO CREATE WORLD CLASS EXPERIENCES FOR ALL SOUTHLAKE RESIDENTS AND VISITORS WITH DISABILITIES.

AND THE VISION STRIVING TO ENHANCE THE QUALITY OF LIFE FOR ALL RESIDENTS AND VISITORS BY ADVOCATING FOR EQUITABLE OPPORTUNITIES, PROMOTING AWARENESS AND ENSURING THAT SOUTHLAKE IS A WELCOMING AND ACCESSIBLE CITY FOR EVERYONE.

MOVING FURTHER ON THE GOALS IN OUR RESEARCH, FOR TONIGHT'S PURPOSES, WE CENTERED ON THREE GOALS ONE AROUND COMMUNITY EDUCATION, ONE AROUND COMMUNITY ENGAGEMENT, AND THEN FINALLY ACCESSIBILITY.

SO COMMUNITY EDUCATION WOULD BE ENHANCING PUBLIC AWARENESS OF DISABILITY RELATED ISSUES AND RESOURCES, WHILE PROMOTING A DEEPER UNDERSTANDING OF THE NEEDS AND VALUABLE

CONTRIBUTIONS OF INDIVIDUALS WITH DISABILITIES.

COMMUNITY ENGAGEMENT WOULD BE ENCOURAGING AND SUPPORTING THE ACTIVE PARTICIPATION OF ALL INDIVIDUALS WITH DISABILITIES IN ALL ASPECTS OF COMMUNITY LIFE, BY PROMOTING OUR PROGRAMS AND ACTIVITIES.

AND THEN FINALLY CREATING AN ENVIRONMENT WHERE ALL CITIZENS AND VISITORS, REGARDLESS OF ABILITY, CAN PARTICIPATE AND BENEFIT FROM PUBLIC SERVICES AND COMMUNITY ACTIVITIES WITHOUT BARRIERS. THE NEXT STEP WAS TO COME UP WITH SOME SAMPLE WORK PLAN OPTIONS IF A COMMITTEE WERE FORMED.

SOME THINGS THAT THEY COULD START WORKING ON IMMEDIATELY SPECIFIC TO THE GOALS.

AND SO I WON'T READ THROUGH ALL OF THESE, BUT I'LL TOUCH ON A FEW.

I THINK WE COULD REPLICATE THAT IN OTHER CIRCUMSTANCES.

SO THAT WAS THE FIRST THING.

BUT ALSO ONE OF YOUR EARLY SLIDES SHOWED SOME OF THE PROGRAMS AND OFFERINGS THAT THE CITY ALREADY HAS FOR PEOPLE WITH DISABILITIES.

AND THROUGH MY EXPERIENCE AND FROM TALKING WITH OTHER PARENTS OF KIDS OF ALL AGES AND YOUNG ADULTS WITH DISABILITIES, THE RESPONSE AND THE REACTION HAS BEEN SO POSITIVE.

IT'S NOT THAT THE PARENTS ARE LOOKING FOR US TO DO SOMETHING.

THEY WANT US TO KEEP DOING MORE BECAUSE THEY'RE SO HAPPY AND THE RESPONSES FROM THE FAMILIES, THE KIDS, THE YOUNG ADULTS AND THE PARENTS HAVE BEEN SO GREAT.

THEY'RE WANTING MORE OF IT OR ASKING FOR MORE BECAUSE IT IS REALLY FULFILLING AND REALLY REWARDING.

SO THAT'S WHERE MY THOUGHTS CAME FROM.

THE GOVERNOR'S COMMITTEE ON DISABILITIES, AGAIN, PROVIDES A GREAT FRAMEWORK ON HOW TO DO IT AND GIVES US SOME GOOD IDEAS.

AND I THINK YOU'VE HIT ON ALL THE TALKING POINTS OR ALL THE TOPICS WE MIGHT WANT TO LOOK AT, AND THE COMMITTEE, I THINK, WILL FLESH A LOT OF THAT OUT.

WE CAN PROVIDE SOME FRAMEWORK, BUT I REALLY ENVISION THE COMMITTEE BEING VERY ACTIVE IN HELPING US GO DOWN THESE DIFFERENT PATHS AND KIND OF FILLING IN THE BLANKS AND ANOTHER ASPECT OF IT, I THINK THERE'S ONE OF YOUR SLIDES TALKED ABOUT CISD AND CARROLL ISD SPECIAL PROGRAMS. I THINK THERE'S A WAY, PERHAPS, FOR THIS COMMITTEE TO HELP BRING EVERYTHING TOGETHER.

WE'VE GOT CISD AND THEIR SPECIAL PROGRAMS, WHICH INCLUDE SPECIAL OLYMPICS.

WE'VE GOT THE CHAMBER OF COMMERCE IS NOW GETTING INVOLVED AND HOLDING FUNDRAISERS FOR SPECIAL OLYMPICS AND THAT SORT OF THING, AND ALSO VARIOUS CHURCHES.

I KNOW WHITECHAPEL METHODIST CHURCH HAS GOTTEN INVOLVED IN PROGRAMING AND OPPORTUNITIES FOR PEOPLE OF ALL AGES WITH DISABILITIES.

SO I THINK OUR CITY COMMITTEE CAN MAYBE BRING EVERYONE TOGETHER AND MAKE SURE WE'RE KIND OF ALL ON THE SAME PAGE WHILE NOT STEPPING ON EACH OTHER'S TOES AND REALLY MAKE IT A ROBUST AND COMPREHENSIVE PLAN.
