SO CITY PLANNING IS GENERALLY GOING TO BE OUR ELECTED LEADERS MOST EFFECTIVE TOOL FOR KIND OF MANAGING GROWTH, MAKING PLANS, NAVIGATING CHANGE AND OPPORTUNITIES, AND MAKING THOSE TOUGH DECISIONS THAT WE HAVE TO MAKE IN OUR COMMUNITIES.
SO THAT INCLUDES, YOU KNOW, WHERE ARE WE GOING TO INVEST IN TRANSPORTATION? WHERE ARE WE GOING TO BUILD PARKS? WHERE ARE WE GOING TO PUT OUR ELEMENTARY SCHOOLS? SHOULD WE HAVE A ROUNDABOUT HERE OR A FOUR WAY STOP.
LITTLE THINGS LIKE THAT AND, YOU KNOW, IT'S A DATA DRIVEN APPROACH AND IT'S GOING TO BE POWERED BY INSIGHTS, OUR EXPERTISE AND REALLY IMPORTANTLY, A SENSE OF WHAT RESIDENTS IN THE COMMUNITY WANT.
IT'S NOT JUST WE'RE LOOKING AT NUMBERS AND MAKING CHOICES.
WE WANT TO HEAR HOW PEOPLE WANT THEIR COMMUNITY TO BE SHAPED AND THE PLAN IS, AT THE END OF THE DAY, IT'S BASICALLY A ROADMAP THAT CAN HELP LEADERS MAKE INFORMED DECISIONS ABOUT WHAT RESIDENTS AND THE ECONOMY NEEDS TO THRIVE.
SO SOME OF THE IMPORTANT THINGS ABOUT WHAT PLANNERS DO, WE BRING A LONG TERM VISION TO THE COMMUNITY AND SO THIS IS REALLY IMPORTANT JUST FOR MAKING THOSE LONG LASTING DECISIONS LIKE THE LOCATIONS OF SCHOOLS, NEIGHBORHOODS, PARKS, THINGS LIKE THAT.
YOU WOULDN'T WANT TO HAVE ALL THE SCHOOLS ON THE SAME STREET.
THAT PICK UP WOULD BE AN ABSOLUTE NIGHTMARE.
WE BRING A LOT OF EXPERTISE TO THE WORK THAT WE DO.

WE COVER A VARIETY OF DIFFERENT ISSUES AND THERE IT'S A LONGER LOOKING PLAN.
SO IT'S NOT JUST WHAT WE'RE GOING TO DO THIS YEAR AND NEXT YEAR.
THEY'RE PLACES WHERE WE CAN CONNECT, AND THEY MAKE OUR COMMUNITY NICE AND PRETTY, TOO AND THEY CAN REALLY BE DEFINING CHARACTERISTICS FOR SOME OF OUR NEIGHBORHOODS AND MORE IMPORTANTLY, WELL, MAYBE EQUALLY IMPORTANTLY, THEY CAN KIND OF SEPARATE SOME LAND USES.
SO IT'S JUST A GREAT WAY TO MANAGE SPACE.

SESSION ITEM NUMBER 4.GOOD EVENING, MAYOR AND COUNCIL MEMBERS.
MY NAME IS MADISON DUNN, AND I'M THE ENVIRONMENTAL AND REGULATORY SUPERVISOR FOR THE CITY AND TONIGHT I WILL BE SHARING A SECONDARY UPDATE FOR OUR LEAD AND COPPER RULE REVISIONS COMPLIANCE PROGRAM.
EARLIER THIS YEAR, I PROVIDED A MORE DETAILED SCOPE ON LEAD AND COPPER AND THE REGULATION HISTORY AND TONIGHT I'LL BE FOCUSING MORE ON THE LEAD AND COPPER RULE REVISIONS, THE LEAD AND COPPER RULE IMPROVEMENTS, AND OUR ONGOING EFFORT TO ACHIEVE COMPLIANCE WITH THESE RULES.
HOWEVER, IF WATER IS NOT PROPERLY TREATED TO MANAGE THE CORROSIVE TENDENCIES THAT IT HAS, THE WATER DELIVERED TO OUR CUSTOMERS CAN DISSOLVE LEAD OR COPPER FROM THE CUSTOMER OWNED PLUMBING. PRIOR TO 1986, LEAD WAS A COMMON COMPONENT USED IN A LOT OF BUILDING PLUMBING.
THE LEAD AND COPPER RULE REVISIONS FOCUS ON IDENTIFYING ALL SERVICE LINE MATERIAL TYPES, BOTH ON CUSTOMER AND SYSTEM OWNED SITES, THROUGH AN INVENTORY SYSTEM, AND IT FOCUSES ON STREAMLINING THE CUSTOMER NOTIFICATION PROCESSES.
THIS REGULATION FOCUSES ON REMOVING AND REPLACING 100% OF ALL LEAD SERVICE LINES WITHIN TEN YEARS, IMPROVING THE TAP SAMPLING PROCEDURES, LOWERING THE ACTION LEVEL OF LEAD AND STRENGTHENING OTHER PROCEDURES TO HELP TO REDUCE LEAD EXPOSURE.
ALL WATER SYSTEMS WILL HAVE UNTIL 2027 TO COMPLY WITH THIS NEW SET OF RULES.
SO, BASED ON WHAT WE KNOW NOW, THE FOLLOWING REQUIREMENTS MAY BE UPCOMING FOR OUR WATER SYSTEM.
MODIFICATION OF TAP SAMPLING PROCEDURES.
SAMPLING SCHOOLS AND CHILD CARE FACILITIES ANNUALLY.
UPDATING THE SERVICE LINE INVENTORY.
ANNUALLY NOTIFYING THE CUSTOMERS THAT ARE SERVED BY A LEAD A GALVANIZED OR AN UNKNOWN SERVICE LINE.

COMING UP SOON AND I HAVE LAUREN LANEVE, OUR DEPUTY DIRECTOR OF PUBLIC WORKS ADMINISTRATION, HERE TO TALK ABOUT OUR PLANS FOR LEAF RECYCLING COLLECTION PROGRAM.
I THINK IT'S ALMOST TWO AND SO THIS REALLY KEEPS LEAVES AND THAT ORGANIC WASTE OUT OF THE LANDFILL.
SO WE'VE WORKED WITH CWG TO CONFIRM THE DATES FOR THIS YEAR'S LEAF RECYCLING.
SIMILAR TO LAST YEAR, WE HAVE SPLIT THE CITY UP INTO TWO ZONES.
SO IF YOU HAVE A MONDAY THURSDAY TRASH DAY, YOUR LEAF RECYCLING IS GOING TO BE ON THAT WEDNESDAY AND THESE DATES LISTED AND THEN IF YOU HAVE A TUESDAY FRIDAY TRASH COLLECTION, IT WILL BE ON SATURDAY AND CWD IS CONTRACTUALLY OBLIGATED TO PROVIDE SIX LEAF RECYCLING DAYS, BUT THEY'VE ADDED A SEVENTH JUST BECAUSE OF THE DEMAND THAT WE SEE IN SOUTHLAKE AND TO KEEP UP WITH THAT RESIDENT DEMAND OF THE PROGRAM.
SO MOST OF THESE NOTHING HAS CHANGED AS FAR AS HOW TO PARTICIPATE IF YOU'VE DONE IT IN THE PAST.
SO IF YOU HAVE WEDNESDAY, YOU PUT IT OUT WEDNESDAY, SATURDAY.

WE FOCUS ON LEAVES THAT BREAK DOWN VERY QUICKLY AND CAN BE RECYCLED VERY QUICKLY.
THE BAGS ARE UNDER 50 POUNDS AND CAN BE LIFTED WITHOUT TEARING.
THIS MAINLY BECOMES AN ISSUE WITH LANDSCAPERS THAT ARE BAGGING THE LEAVES FOR RESIDENTS, AND TYPICALLY THEY'LL MULCH THEM AND WET THEM DOWN AND REALLY STUFF IN THOSE BAGS NICE AND FULL. BUT IT MAKES IT REALLY HEAVY SO THAT WHENEVER THE HELPERS PICK IT UP, SOMETIMES THEY TEAR, SOMETIMES THEY CAN'T BE LIFTED.
SO WE JUST WANT TO MAKE SURE WE AVOID ANY OF THOSE ISSUES.
WE RECOMMEND THAT IF YOU ARE MULCHING YOUR LEAVES, THAT YOU USE A BAG SMALLER THAN 55 GALLONS AND THEN FINALLY WE ASK THAT IF YOU HAVE MORE THAN 20 BAGS OF LEAVES FOR ANY OF YOUR COLLECTION DAYS, THAT YOU JUST GIVE US A HEADS UP THROUGH THE SOUTHLAKE SERVICE PORTAL, OR GIVE US A CALL AND WE'LL PUT IN THE REQUEST FOR YOU.
